[0:58] Mayor: Good evening and welcome to the October 20th city council meeting. You'll be joining for a moment of silence and pledge of allegiance.

[1:45] Mayor: We'll move on to item three, citizens comments. Opportunity for anybody here to address council for up to three minutes. Come up. State your name and address for the record. Good evening, Mr. Ericson. How are you?
[1:54] Bob Ericson: Good evening, mayor, members of the city council. I'm Bob Ericson, 19081 Indale Drive. Recently, I received several calls from residents who participated in the original public hearing for the uh Ritter Meadows development, specifically the Meadow Ritter Meadows town homes. And at the original public hearing at the planning commission, the 127 attached town homes were represented for sale. And that's what how the project was uh ultimately approved. Uh now Twin Cities Land Development, also known as Tradition Development, has given approval for 135 rental town homes. And uh just within approximately one square mile from the Ritter Meadows uh rental town homes uh is a athentics 252 affordable rental town homes, tax subsidized units with no park or public green space. Dakota County Community Development Agency, Keystone Crossing, 36 units subsidized housing. It's interesting that that project represents the city of Lakeville's past policy and that policy required scattered sites for uh rental and um mixed uh mixed housing and that was to avoid a concentration of mixed housing in a specific area. A large portion of the remaining property adjoining Ritter Meadows, the Dale property, former Dale property adjoining Ritter Meadows, Ritter Meadows rental town homes is zoned RH2 and that will allow for upwards uh or could experience a permitted use of 300 plus apartment units, which was part of the comprehensive plan and well known and agreed to by all parties. Um, recently the adjoining property west of Ritter Meadows was purchased by a national home builder and their proposed plan included single family and town home units for sale. The question is, the rhetorical question is, will the newly established rental town homes um modify those plans? And I'm also concerned that the uh new town homes aren't following the plan that was approved, which would have not given them the right to the new exterior finishes which was approved by the planning commission and city council. In other words, was the PL was the uh Ritter Meadows town homes um required to do the original exterior finishes as opposed to what they're doing now, which is exclusively uh sighting. So, we're talking seven over 700 rental units um within one square mile of each other. And it kind of to me looks like or feels like um the um Cedar Avenue uh corridor plan which I think we all had agreed to and made sense and was changing the urban reserve to developable parcels and that's been followed closely and now we have another similar quite similar um scenario happening in an area that was never planned for that uh for this type of mixed primarily rental.
[5:35] Mayor: Thanks. Any other public comment? Okay. Seeing none, moving on to uh item number four, additional agenda information. Mr. Miller. Okay, skipping over presentations. Uh item six, consent agenda. These are items for more routine for the council. Uh Mr. Miller want to highlight.
[6:04] Mr. Miller: Thank you, mayor. Two items of note. Item 6F is a resolution setting dates for the 2026 city council meetings. Just to note, the resolution does say that the meetings will start at 6:00. That's the correct time. The staff the most said 6:30, but the resolution which you're approved tonight says 6 o'clock, which is correct. And then item 6 is an accepting a donation from State Farm Insurance uh to the fire department in amount of $217. We appreciate that donation.

[6:33] Council Member Dan Walter: Um, Mr. Mayor, like to pull item 6M as I need to abstain from that because the contract my my employer is a party to that contract.
