foreign [Music] [Music] [Applause] trailing thoughts from airport Gap [Music] planes were like people with jets be considered the jocks would they throw hanger parties when their parents were out of town if one plane said to the other I just flew in from the coast and boy are my arms tired would it be considered a joke or just normal conversation [Music] foreign [Music] people just say can you hold my hand and make that [Music] and you're helping them get through a bad day [Music] tonight [Music] foreign felt like a BF [Music] foreign [Music] [Music] [Music] foreign [Music] [Applause] [Music] [Applause] foreign [Music] thank you [Music] [Applause] [Music] [Music] thank you foreign [Music] [Music] [Applause] [Music] [Music] as part of the American City's climate challenge we partnered with OUC and the science center to bring the Orlando tiny Greenhouse today visitors have an opportunity to engage in a lot of cool interactive features that will be guiding them on how to save money and reduce their environmental impact even though this technology has evolved not everybody can for rdb or solar right now so there's a lot of other great highlights of low cost and no cost opportunities to save residents money that you'll learn about when you visit the home and the greenhouse is on Wheels so we're going to be able to take around the community and have people enjoy it and learn from it in various different areas of our community [Music] thank you trailing thoughts from from this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and didn't any of these nice people tell me [Music] [Music] [Music] thank you [Music] this song is home for me you see a lot of violence outside and you get used to it after a while for the past four weeks we have been teaching the kids about telling their own story you know they listen to music all the time and they don't recognize that a lot of these artists and stuff like that are they're really just telling their own story through lyrical pieces our goal each and every day is to get happened to his ability and his voice to constantly allow them to you know feel more comfortable even in those spaces that might not be as safe but to be brave and to speak up for those things that they know they need to vocalize so I really want them to find their internal value find things that they're passionate about through this program and that's what MBK is all about is we come together and we're trying to just help coach them along through their processes to make sure that Partnerships like this and others that they'll be safe enough to be able to say oh I can do something that I've never done before foreign [Applause] [Music] I think it's a great program where dog walkers like me who are out and about in their neighborhood every day they're the eyes and ears of the neighborhood providing extra set of eyes to the police if you see something say something it absolutely makes a difference because it will weed out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see you uh it's easy you know you're gonna walk your dog anyway you're going to say hello to your neighbors anyway you're going to be walking through on a daily basis so it's just important to contribute back to your community [Music] [Music] thank you [Music] [Music] thank you [Applause] [Music] foreign [Applause] [Music] [Music] [Music] thank you thank you good afternoon and welcome to the June 12 2023 meeting of the Orlando city council we're going to begin today's proceedings with the invocation and pledge led by commissioner Freight today thank you mayor if you're so inclined please join me in prayer dear Lord we come to you today asking for guidance wisdom courage and kindness as we address the Affairs of this community help us engage in meaningful discussions that lead to decisions that Advance the city as residents and your will in your name we pray amen amen amen America Republic indivisible for liberty and justice for all right Adam Clark would you call a role in my contamination or Forum please commissioner gray here commission Ortiz here commissioner Stewart here commissioner Sheehan here commissioner Hill here commissioner Burns here mayor Dyer here Mary of a quorum with all members present thank you madam clerk first order of business is uh the minutes from the workshop agenda review and City Council meetings on May 15. Mr Sheehan second by commissioner Hill all in favor indicates about saying aye aye as opposed and so the motion carries I'm going to go right to the mayor's update and today is a challenging day for all of us here in Orlando as it marks seven years since the pulse tragedy so let's all take a moment of silence to honor the 49 Angels taken on June the 12th 2016. [Music] thank you we have a number of community remembrance events planned for today so I'm going to keep my remarks short I hope the commissions will heed that advice as well so that we can make the ringing of the 49 bells that the First United Methodist Church later this afternoon and then this evening we have the annual remembrance ceremony at the Dr Phillips Center for the Performing Arts this morning I was able to join commissioner Sheehan at the memorial Labyrinth at Colonial Town Square Park and then we went to Greenwood where my city colleagues and I along with the commissioner she and paid our respects to the victims period there and although time has passed our community continues to offer hope to the survivors and the families of the victims to show appreciation for our City's First Responders and medical professionals and we continue to respond to that one hateful act with love and unity as well as action to ensure that Orlando is inclusive for the lgbtq plus residents and everybody that calls Orlando home as we work to create a more Equitable one Orlando for all it's also important to learn from our nation's past one week from today our community will celebrate Juneteenth which marks the end of slavery in the United States on June the 19th 1865 commemorating Juneteenth provides us with the opportunity to celebrate the Civil Rights progress and also recognize that the injustices of black Americans have endured and for the first time Juneteenth is a recognized holiday for the city of Orlando and I want to thank commissioner Hill and commissioner Burns for their leadership in bringing that particular issue forward I want to invite your entire Community to join our second annual Juneteenth celebration which will be on Saturday at Clear Lake Park from 11 A.M to 3 P.M and also want to thank the city of Orlando staff on our Juneteenth planning committee for organizing that event and some of them are here so if you're on the Juneteenth planning committee if you please stand and accept star recognition [Music] all right thank you good work okay we'll move on to the consent agenda and that's a number of items that are voted on through a single um single vote of council item b11 has been deferred at the agenda review meetings and so we will not be voting on that but we give each of our commissioners an opportunity to comment on the consent agenda and important happenings in their District we rotate the order that we do that and today we're beginning with commissioner Jim Gray thank you mayor very much I'll be quite brief I did want to give a word of thanks Saturday we had a shred event in Lake Nona hosted and organized by our police liaison team along with our our police volunteers and a lot of effort in the hot weather but it was great to have a lot of neighbors come by and and we help them shred some of their documents so that was fun I wanted to just say thanks to uh to them for organizing that in upcoming next week on the 21st we have a ribbon cutting for the opening of Narcoossee Road which is you know you say overrode how big well it's a main artery in in the southeast part of our city and a lot of effort to get that done but I'd invite everybody out there 10 a.m at the intersection of Lake Nona Boulevard in Narcoossee we've got a little spot on the side so please come up for that and then on the 22nd of June we have a community meeting in Laureate parks South to announce the programming for a new 15-acre park and amongst other things we are bringing a dozen pickleball courts so pickleball is growing in popularity and it's come to Lake Nona so I'd invite everybody there that's 6 30 at The Dockside meeting facility next to the canvas restaurant so with that mayor I'll pass on to commissioner Ortiz commissioner Ortiz thank you may it'll make it quick too um just to emphasize the Orlando Police primary hosted their annual Hispanic safety Summit at the Inglewood Community Center I want to thank Georgiana Butler and OPD for organizing this event for our seniors and giving them the confidence to live safer and to live safer as they become more vulnerable to crimes against seniors the other thing I want to do is I'd like to introduce our new intern uh Miss Sula hetley Sula come from New Zealand and she's currently studying international relations at the University of Saint Andrews in Scotland I just learned that Saint Andrews is where golf started um so I don't know she will be well just learned that I just learned that I'm sorry yeah I'm being honest I'm not a big golf player if I those clubs were made out of rubber I probably hung myself with him but anyhow um she'll be with us until August so so let you want to stand up for everybody to see who you are so you're welcome and of course she's escorted by my boss Miss Megan shaverford son that's it thank you mayor that's all we have commissioner Stewart thank you mayor let me just share a couple of things I had the opportunity to visit with the Mexican Mexican consulate today at one o'clock to uh do a special commemoration for pulse victims I was so honored to be there and uh ring the bells as the names were read so um thank you for allowing me to to miss the meeting it was important to be there I think um things a congratulations to Kyle Reynolds our new Main Street administrator agency to visit with him last week and congratulate him um we had a party at the Grove sounds kind of strange to say that that way but that's the new packing District I want to say a special thanks to to Regina and commissioner Hill thank you for your support of that I thought it was great um a great day of celebrating a new park we've got also want to say thanks to Danielle at OPD we had a special luncheon for our crossing guards and I appreciate the work that she has done and the work that went into to helping us recognize them and some quick announcements and I'll be quiet um the Orlando rep is having a special announcements news this week on June 15th um the place in your hearts uh diversity mural is going up uh I guess that's the that's the one that's I think is over on Mills 50 and that I'll share more about that that's coming up soon and then our Dartmouth Park ribbon cutting is officially going to be opened on June 22nd and that's all the announcements I have mayor thank you commissioner commissioner Sheehan thank you mayor in addition to a couple of the events that the mayor brought up at 5 pm at the Orlando Museum of Art they're going to be unveiling the inspiration mural and the history museum also has free admission if anybody would like to go see the crosses that were left at Pulse in memory of those who were who were killed and seven years ago today A gunman went into the Pulse Nightclub and killed 49 people and injured 63. he traumatized hundreds no individual should have that much power all of the families want sensible gun legislation to keep weapons of war out of the hands of dangerous and mentally ill people today as we mourn may we honor their memory with action that the gun violence that brings our flag to half staff most of every single year ends and that we have peace and safety in our city in our communities in our churches and our nightclubs in our grocery stores and in all the places where people have been senselessly slaughtered in this country on the agenda today I'm delighted that we have take action against graffiti as someone who represents the Mills 50 area we have been really hit hard they're even starting to tag our murals and our art and some delighted to see take action against graffiti happen and also the South Orange Avenue improvements from Grant to gore we're going to see some great stuff happening over over in that Soto Main Street and part of because of the nid so that's all I had mayor I'm keeping my comments short because I too want to be able to hear the bells at 4 pm thank you thank you commissioner Hill thank you mayor also I like to honor those that was lost in those that have survived that tragic event that we had at Pulse but I'm just so uh proud of the way that mayor Dyer has leadership and the city responded and it weakened us for a moment but I believe that we're more unified and stronger because of it and so in a sense it is Bittersweet but I celebrate the victory over hate that we've how we've came about um on the agenda today is the history extension I'm so excited that uh to see this main vein that'll be going through Paramore and uh just like to tell transportation and the engineers what a great job that you all have done with this extension and the beautification of it all and how it's going to be a true amenity to the paramour Community if I could have one wish me or it would be to have a fountain in the lake that we're going to put there just saying uh I also um excited to announce the re-org of my District 5 team and they're here with us today and as I call your name if you don't mind standing up we have uh Monique ednai which is now our commissioner's executive aide we also have Jacqueline muzzle which is our program Outreach director that will primarily be working in Paramore Mercy Drive in the West Lakes Community working with our Community Partners and then we have uh piatto Messa which is an immigrant and also a proud member of the lgbtq community that is our communication specialist so if you guys can look at them if you have any more calls I'm particularly uh proud of this group because they do represent the city of Orlando the the diversity and the Melting Pot but more so the compassion and love and heart that they have this community so welcome aboard to your new family here in the city of Orlando with that uh mayor that's all that I have until our our next meeting thank you commissioner commissioner Burns all right thank you mayor I'll keep my comments short as well um but this morning I I do have to say that um going over and you know witnessing and seeing uh the memorial that we that the city has for those 49 Angels uh it was moving you know you hear about it but to uh sit there and see and actually read the name so just again thank you mayor and Council for what you all did long before I got on on this Council but it's much appreciating it it really touched me to actually see it so thank you uh commissioner Sheehan for sharing some of the stories that you did with me uh this morning makes me proud to serve uh amongst proud to serve with you all and just proud of the city of Orlando for how we responded to to that uh Act of hate uh just want to mention uh this Friday uh June 16th we will have the ribbon cutting ceremony for the Prince Hall Park uh on Prince Hall Boulevard and this is a park that the residents of that Community had been asking for for they tell me over 15 years so we're glad to uh to make that happen for them they're very excited I was actually I ran into a a young man who lives on Prince Hall and um and I told him who I was and and I said did you see the park he was like oh we're just waiting for it to open when is it going to open and I said to be this this Friday say so you made that happen I said well I didn't build it but I'm your commissioner so I advocate for it to for it to come but the community is very excited and I'm glad that we're able to bring that amenity to that to that neighborhood also I just wanted to just say thank you to uh Chief Smith for the great meeting community meeting we had the other day we got a lot of good responses um from our from our residents of District Six it was well done thank you Chief and then I just wanted to say thank you to Corey Knight I probably call Corey every other day and the good thing is that he calls me back so I appreciate Corey and then uh just thank you for all the things that are happening over in District Six and that's all I have man thank you thank you commissioner you got a motion yes move approval amendment to the CRA plan uh this amendment enhances the references to the Lake Eola master plan under eye as well as Bob Carr in the CRA plan uh what this action is doing is forwarding that to mpb as saying aye aye as opposed motion curies number four thank you yes item four is the cra's dto as commissioner Sheen put it out earlier take action against graffiti tag program what this program will do is offer up to four thousand dollars of assistance at an 80 match to downtown property owners who are unfortunately the the victim of graffiti or want to take steps in order to address graffiti uh from uh deterrent from happening in the future it encourages them to operate under the context of septed which is crime prevention through environmental design the initial funding for this program is from Grant Street to gore so a large section of the district this project is an F dot roadway project and the nid will be assisting in funding some of the upgrades on that project to a tune of about 1.6 million the improvements will include everything from streetscapes enhancements pedestrian safety as well as the core infrastructure for the pulse Survivor walk from Kaylee to the emergency room and I'd be happy to answer any questions you may have on this item okay I don't see any questions is there a mentioned motion back to Mr Sheen second box commissioner Stewart discussion hearing none
