I'd like to call to order the planning and development committee meeting for Tuesday, May 27th, 2025. Tonight's invocation will be given to us by Pastor Corey Woodford of State Line Youth of Christ. You can step up to the back of the horseshoe and we'll follow that by our pledge of allegiance. Will you bow your heads in prayer with me? Heavenly Father, as we gather for this meeting tonight, Lord, we pray that you would unite our hearts and minds, God, that you would guide our dis our decisions and help us uh tonight to make the decisions ultimately to give you honor and glory. Father, we also ask that you would be with us in good spirit and health. That you'd be with our families and our our uh citizens in this fine community. And God, we're just so grateful that you have given us your son Jesus Christ so that we can come before you at this moment. We pray all this in his name. We pray Jesus name. Amen. Amence to the flag of the United States of America to the stands andice for all. All right, we're going to move right into our public speaking tonight. And just as a reminder, um, all of our public speakers have three minutes to make their comments. We ask that you step up to one of the microphones located in the back of the horseshoe. Good evening, ladies and gentlemen. In the book of Psalms, the 133rd chapter, the first verse, it says, "Behold, how good and how pleasant it is for brothers to dwell together in unity." What I want to speak about tonight lies about African-American Hispanions. They say there was no African-Americans and Hispanas to get the Congressional Medal of Honor in Vietnam. That's a lie. Our next speaker is Denzo Winter. Good afternoon, ladies. Ladies and gentlemen, I just want to say thank you to the veterans for their service. If it wasn't for you guys, we wouldn't have no freedom today. I'd like to say thank you to our first responders. You do a a nice job, too. Um, I found out today that I'll probably be going to uh Chicago to have my surgeries, but you know, I still worry about my children. And uh I know I got some people that's going to be watching out for them, you know, because they're learning to be entrepreneurs at early age. And we ought to be patting them on the back and and showing them much love because they don't have to do that. They could have stayed at home, stood in the house and uh uh played on on on on the games and stuff, but they chose to come out and and learn how to work to be an entrepreneur. And that's good, you know. Our children need that, you know, they're not going to get it anywhere else, you know, and we have to be there to give them uh let them know that they're they're doing the right thing because the streets could get them. And that's one thing we don't want to do is have the streets get our children. So, I want to thank each and everybody for the job that they done and are doing. And uh I'm going to sit down now. Thank you. Thank you. Our next speaker is John Tag Brentley. Good evening all the persons and most of all our citizens of Rockford, Illinois. I'm still blown away at uh our antichrist want to be dictator Donald Trump talking about making America great again. Y'all really realize he make America great in his own image. He's dismaning our check and balance. He's going after our judges. He's going after any uh politician or any organization or or or or college that that stands in his way or he feels it stands in his way. Uh, I want to get on and talk about driving while being black. Today I had another incident driving by by being black. My uh van uh but my parking lot was full with nowhere to park at. I parked across the street and when I went back to go to my van uh it wouldn't start. So I knocked on the door, let the people know at the old funeral home where the uh church is shut down. Let them know where they do yoga at that uh my van was down. I got somebody and the truck was out there to start up the uh give me a jump, but we weren't able to get the jump. I even mentioned it to them that I got a tow truck coming to get my van. Do you know 10 minutes later the police come, two Caucasian policeman came and said, "You trespassing. They don't want you on their property. You banned from their property." They gave me till 3:30 to remove my van. If my van wasn't removed, I was going to get uh they was on tour of my van and I was going to be arrested. We call that driving while being black. I got three more I got two more cases in court driving while being black. The first two cases we won. I'm still uh uh tripping uh tickle pink. The judge when I walked in the courtroom, the judge stood up and said, "Mr. Brantley, it look like you're ready." I said, "Yes, sir, I am." He said, "Well, come on up." I presented my evidence and the uh the state attorney presented his and without going through a whole lot of detail, the judge threw it out and he uh told the state attorney that was a waste of his day time and the taxpayer money. I went out that courtroom with tears in my eyes and thanking Jesus. We got two more got two more cases. And why I'm bringing this up is because George Floyd was killed uh uh five years ago and we talked about police reform. We have yet to see any type of police reform. Every uh every time I get in a confrontation with Caucasian police, they talk to me like I'm a subhuman being. That is our shortcoming. Cuz when they talk to you like you're a subhuman being and what have our people get upset and that's when they got us. We got to learn to not to get upset, not to bite into the negativity. Reform, yes, we do need reform. Our police officers, especially the Caucasian police officers, need to learn how to work with ethnic groups, black or brown, and we should not have to fear the police, but we should be able to trust the police. And right now, there's a deep fear and there's a deep dislike towards the police department. I'm here to try to bring that bridge together by watching me in court. I shall not lose. Thank you. Our next speaker is Tina Alexander. Is Tina Alexander here? I'll move on to Ahmad Adali. Uh hi everybody. Uh my name is Ahmad Aldullah. I'm the general manager of Hook Lounge. I'm here today. I'm not going to add honestly what I've like over what I did say last last time I was here. So for me it's I'm not making to I'm I'm I'm not able to make any profit as a gym manager of establishment since I closed at 12 uh 11 o'clock. So if you guys have any concern any question I'll I'll I'll be happy just to answer those concern or question. No so for what I've do like like I I think like you guys concerned it's a safety thing. For safety I had I had people at the door we search everybody walk into the store. Everybody walk into the c to the lounge, we search them out. Make every like make sure like those people are like like so make m make safety environment for everybody for like people walk into the lounge or people work in a lounge. So hopefully guys it's going to be extended hour and I promise you I' I've been I've been doing the service all my life. I've been all my life doing food and beverage and I know like I could control that lounge and I could be safety safety lounge for everybody in Rockford and that's what I'm looking for. Item one is approval of proposed addenum to the development agreement between city of Rockford and GO Rockford for the forest city beautifification initiative to include 2025 sculpture program in the amount of $135 135,250. The funding source is the 2025 arts and culture casino tax fund. Do I have a motion to approve? I'll second. Is there any questions or discussion? Meets. Thank you so much. So this development agreement for the sculpture program have we at what point will we know the exact locations? Who do I ask? Oh, there you are. Yep. Uh the general locations are shown um in the in the memo here with uh with a map. Now exact locations uh will be figured out based on exact where where you know if there's any conflicts uh uh with utilities or any other type of conflicts but the general locations it can be seen uh and listed uh in the memo here along North Main Street, north of Auburn, South Main Street, north of the 15th Avenue Bridge, the Broadway Business District, Pville Road between Guilford and Springbrook Road, Harrison Avenue along along uh the path adjacent to Collins Aerospace, the West State Street linear park, and uh downtown near the Beimo Center. And which one of those locations would be in the 12th ward? Well, I would I I don't know where the North Main Street I think the North Main Street sculpture would be in the 12th ward. I don't know. I guess I don't know because I don't know the exact location because North Main Street with regards to the 12th ward can be the ninth war, the 12th war, [Music] uh, third war. I just want to ensure that I have something of sculpture program in the 12th ward. That's why I'm asking. Um, mayor, I wanted to um make a comment about that. Thank you. Uh, so certainly uh understand uh alderwoman Meek's uh question and concern for the 12th ward. In having discussions uh with uh John Gro of Go Rockford, we have confirmed that uh actually there'll be two sculptures in the 12th ward. Uh if this is approved, uh final locations, uh you'll have rough areas, but the final locations, you'll have discussions, alderwoman, uh with John Gro about those final locations. And the actual artwork, how is that process for approval taking place? I what I was what I see from the descriptions is these were just uh like ideas. They're not the actual artwork. Is that accurate? Thanks. Um I just want to so just a brief background on on activity to date on the selection and the locations. We've been working with um the Go Rocker team with Kristen and Julian John for some time now. And the the the pieces are there was a call uh to artists to submit um pieces for consideration for use in this installation. Um part of the process that we have gone through is to evaluate those pieces that came in, look at the identified target locations, and then make assessments as to what pieces are most appropriate. both the their scale, their materials. If there's clusters of them, do you have a variety of materials so that they all don't look like not three galvanized or or met or or stainless steel sculptures in a row, to take into account the background. What's the backdrop? Are there trees as a backdrop that will make a bright color more visible or are they wide open? And and so a number of variables so far. And again, these will all be suggestions. We started first with um identifying 11 locations as as Tim pointed out and the first clustered areas were South Maine, West State, Perryville, and Harrison. We have since expanded that to include Broadway, North Main Street and and the replacement or relocation of one to the downtown Plaza by the which brings the total to 17. Now, I will tell you, we're still working on finalizing selections and locations for that that last cluster of six that I just referenced. Um, but we do, you know, we've we've gotten as far as making suggestions of specific pieces from those submitted and available to us uh for 10 of 11 of the 17 locations. But because some uh vehicles are approved for the use of preeemption devices by other jurisdictions, we wanted to clarify that the intent is not to make it unlawful for those vehicles to possess preeemption devices. Um, I did take the time to meet with those residents uh last weekend along with Trajectory who has done a fantastic job with um um handling uh some of the concerns that uh some of those residents have brought up. Um, and I'd like to thank them uh for that and the hard work that they put in with this um listening to some of those concerns and then also going to the next ZBA meeting um and everything just sort of aligning with uh the county and the city's plan um in terms of everything going on over the next couple of decades. Um it's it's different from the last one that I did not support. uh that was over on uh Safford Road. Um and even going with the concerns uh with some of the county residents here. Um like I said, it's it's it's been different because of the uh annexation of just wanting the the land and not the residents. And I know that was a major concern for some of those county residents not wanting to be in uh into um being annexed into the city. Um, so that being said, um, I am in support of this solar project and I just wanted to let you all know, uh, for tonight because of the concerns that were brought up at CBA. Thank you. Mr. Chair, just a quick question. this um gas station had under is I think currently under some zoning uh uh requirements for their liquor license um in the past. I know the big sign is down. Have they satisfied everything else? Uh they they have not. In fact, um we have met with this man and and um he's agreed that he has to take care of these conditions before we uh approve this purchase. So, there's some landscaping issues as well. But with that being said, would it be I'm not on the committee. Would it be wise then to hold this out until he does satisfy it? Would anyone who is on the committee like to make a motion to lay over I I'll make that motion. Well, I I I want to address one thing. One of our standard conditions in here is that we cannot issue a license unless somebody takes care of all their pending ordinance violations. So, they would not be able to get a license unless we approved or approved of uh all of the conditions from the previous application. So, just want to make that point. Um, Alman Derky, would you like this laid over still? This is your ward, correct? Well, I this has been going on a long time. This property is in some distress. It is a gateway to the city. And I think I think we by doing it, we basically indicate to the owners that we're serious and that we're we're not going to do anything until they they fix up their property. I think it sends a pretty good message to them. I understand perfectly what Mr. Capavilla says. If it if it impedes the the um zoning board and and Mr. Capavlla in his work with them, then I certainly would say I would defer to Mr. Capavlla. If it doesn't impede it and and we manage to send a message to these property owners to that we're we're we're not going to do this until they they do fix it up. I mean, that that would be my intent, which I would defer to Mr. Capville. Does it make his job harder or easier? Make his job harder. Oh, here I'll take this off his hand. We're still pursuing um actually there's going to be numerous uh follow-ups from special uses and LTAB requirements over the past five years because we kind of became lax because of uh you know when COVID first hit, we we stepped back and we didn't follow up with a lot of these um people. And so now, uh, summertime coming, we wanted to step forward and go after a bunch of the applicants from before to make sure they meet their conditions because we did not have some of these conditions in there before that we couldn't give you a license until you did this. So now we're now have their license. So now we have to make sure they know that we're serious about following up on all these conditions. So there's if you get a few phone calls u from any anybody from a gas station or a liquor store whatever you it might be one of these applicants getting a letter from us stating that they have to comply with certain conditions. Um, I did receive and um included on the agenda packet the executive summary for the uh chicken restaurant that uh the applicant is proposing. Uh the main change obviously is um the change to a grosser chicken from a different um chicken company. Uh the applicant has indicated that they've signed a license operator agreement. Uh I've requested a copy of that. I don't yet have it. um which I'd love to provide to committee. Um but other than that, I think it um that remains the same. The size of the location, the um menu broadly the same. So, Broers Chicken, I'm looking it up on the internet. It's like KFC kind of restaurant. That's what I see. So, I guess I'm trying to figure out why a KFC type restaurant needs a liquor license and gaming. So, for me, I'm not I'm just not feeling it. So, I'm going to be voting no just because of that reason because I'm not feeling it. It doesn't feel legit. Um, and it just doesn't justify needing liquor and gaming. Thank you. Uh so for general fund revenue performance yearto date um the replacement tax tax issue that was raised um in March's year-to-ate report uh continues to be a concern. We are we've only received about half of the uh revenues budgeted to date and that's after three of eight dispersements from the state um for PPRT or about just under $3 million um under performance. Um it's it's not an insignificant amount, but you know it's it's about uh less than 2% of our total general fund revenue. Just want to make sure we keep that in perspective. Um overall we're about $1.8 8 million under budget on revenues year to date. We also have uh general fund expense performance about eight uh% uh under budget year to date or $6.2 million. A considerable amount of that is related to capital expenditures which will catch up as those expenditures um or those um that equipment is received throughout the year. Um but we'll continue to monitor that revenue uh revenue performance and make suggestions as the year progresses if we feel it's necessary. Uh the CIP is currently about 7 and a half% over budget on revenue or $400,000 and 8% over budget in the redevelopment fund or about $200,000. And I'm happy to answer any questions on year to date. Um, my predecessor was the one who approved the reduction of these fines and um, I know that he has the issues and concerns and best interests of the ward in mind and so I would support this moving forward with these reductions. Uh, my only question to to whoever has information this is I I read that uh the owner, which is I believe uh a landlord uh failed to show up at the initial code hearing and then it appears it was awalled for um for a significant number of months. Is that am I correct in that? I I believe if I recall correctly, sir, on this one, I believe the uh Mr. Mr. showed up for the first hearing, there was a continuence that was issued and then at the second or one of the subsequent hearings, there was a a point where he missed that hearing uh and a default entered. And between the time of that default entering though and the and the time that any action took place that was was it several months? There was some significant time in between. Yes, sir. And was there any communication between him or someone from that group? I I believe so. Yes. when he had shown up for that first meeting, I believe there was a conversation at the time that there was uh some intent to attempt to give him an opportunity to correct the issues. Uh and at that subsequent meeting, I don't believe that he uh was able to do that. Our inspectors didn't verify that that work had been done at the time, but it took months. Correct. I believe so.
