[music] [music] >> [music] [music] [music] [music] >> Good afternoon and welcome to the uh November 10th, 2025 meeting of the Orlando City Council. We're going to begin today's proceedings with the invocation and the pledge of allegiance today led by Commissioner Patty Sheen. Commissioner. >> Uh thank you, Mayor Dyer. And uh it's been a challenging few months. So when I when I'm troubled, I always turn to one of my favorite prayers, the prayer of St. Francis. Lord, make me an instrument of your peace. Where there is hatred, let me love. Where there is injury, pardon. Where there is doubt, faith. Where there is despair, hope. Where there is darkness, light. And where there is sadness, joy. Oh divine master, grant that I may not so much seek to be consoled as to console, to be understood as to understand, to be loved as to love. For it is in giving that we receive, and it's in pardoning that we are pardoned, and it's in dying that we are born to eternal life. Amen. >> Amen. I pledge allegiance >> to the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all. So, we're not quite as crowded as we were at the last council meeting, and I think that's because we're not giving out a whole bunch of checks, but we are happy that you have joined us today. Um, okay, Madame Clerk, I'm going to call the meeting to order. Would you call the role and make determination of quorum please? >> Commissioner Gray >> here. >> Commissioner Ortiz, >> here. >> Commissioner Stewart, >> here. >> Commissioner Sheen, >> here. Commissioner Rose >> here. >> Commissioner Burns >> here. >> Mayor Dyer >> here. >> Mayor, you have a quorum with all members present. >> Thank you, madam clerk. Uh, first item in business is consideration of the minutes from October 20th, 2025 city council and agenda review meetings. Motion by Commissioner Ortiz, second by Commissioner Stewart. Um, discussion hearing none. All in favor of the motion indicates so by saying I. >> I. >> Um, any against that? then the motion carries. Okay, let's see here. Uh, we don't have any awards, presentations, and recognitions. So, I'm going to move into the mayor's update. And I'd like to begin my update by congratulating Commissioner Rose on winning her district five race. We look forward to continuing to serve along with you, Commissioner, and removing that interim title from your name. And I'd like to share my gratitude for Commissioner Gray on behalf of the entire city of Orlando team. Commissioner, over the last 13 years, it's been a pleasure serving with you and you have served district 1 and our entire city with great passion and great commitment. Uh we still have a lot of work to do over the ne course of the next couple of months. So, you can probably cause some trouble before you um uh are on your way and impacting our community in different ways, but you've certainly been impactful and know that you have been appreciated. District three, there will be a runoff election for the city council seat on December 9th. And then I would like to thank Commissioner Burns and Commissioner Sheen for um serving on the canvasing board. That's always a thankless job that is underappreciated. So, thank you for doing that. police officers present. May it was fine. [laughter] >> Okay. >> It's only bad when there was no security presence. It was fine. >> Okay. Uh as you know, tomorrow is Veterans Day and this past weekend, our annual Veterans Day parade, which uh for the last um well, how many ever years we've had it has been in downtown, but it was held in Lake Nona for the t first time. And it was a wonderful reminder that our city values and honors our veterans. I think that ended up being a great location. We uh could see the VA hospital during the entire route that is such a valuable asset for our veterans and there's a big turnout. So I assume we will go back there next year. Today also marks the 250th birthday Commissioner Ortiz of the United States Marine Corps. >> How about that? So, ahead of tomorrow's uh holiday, I want to take a moment and recognize all of the veterans in our community and that include those that serve on the city council. So, in addition to Commissioner Ortiz who served in the Marines, Commissioner Gray served in the Air Force. So, thank you both for your service and I want to thank all of the members of the city family that served our country as well. Um, I'd like to take a moment to recognize a special group of visitors that are joining us, and that's Valencia's student government that are over here to my right dressed in black. Um, we've had them, uh, as part of our city hall. Um, on well, this is their annual visit and, um, they have the day off for Veterans Day today and they chose to come spend it with us. So would you please stand and let us recognize you and thank you for being here. [applause] So go Pumas. Um we're proud to celebrate another milestone in our community. This one is hard for me to believe, but we have um had 15 incredible years since the opening of the Kia Center. It has been in 2010. Uh, it's been Orlando's gathering place, hosted more than 3,300 events, 20 million guests, 6.5 billion dollars in economic impact, and continues to shine as a worldclass venue. When I walk in there, it looks like it just opened last year. Um, and that's reflects uh the care that our whole venues team has taken over there. So, I'd like to call on Alan Johnson, who is our city's chief venues officer, to come and discuss this milestone and tell you about the success of the Kia Center. Alan, >> good morning, Mayor Commission. >> And today is Allen's birthday. [applause] >> How about that? Commissioner Ortiz, could you help lead us to last time? >> We got him last time. >> You want to lead us out? Almost sounds like one Marilyn Monroe was singing to Kennedy. Anyhow, three. Happy birthday to you. Happy birthday to you. Happy birthday, dear Ellen. Happy birthday to you. >> Thank you. Thank [applause] Thank you. Most of you um can you hear me? Okay. Most of you um that know me realize I don't like a lot of uh attention on myself. Attention on the venues is great and attention on our city is even better. So um I'm humbled by that. Thank you. Um I'm also humbled by uh I guess is 18 years ago. I had the opportunity to begin working on what is now known as a KIA center. for the first uh pencil paper drawing it. I was a part of the team, the city's construction representative that worked with Magic to design, develop, and build and open and operate the KIA center. And it's been an amazing journey. Some of the stats that the mayor just did, I'm going to hit a few more. um $6.5 billion of economic impact, 4,000 jobs created, 20 million visitors uh through the doors, um 3,291 events, uh 644 Magic games, 496 concerts, 494 Silver Bears games, 144 high school graduations. So, thousands of our local residents have come through there. Quick side story. I was at a dinner party recently and u talking to some parents and they said, "Yes, my uh daughters performed at the in in the Kia Center." At the KIA Center. I said, I'm thinking to myself, well, I don't know her. Is she famous? No. She was at a high school graduation and sang in the course at the graduation. So, she can say that she has performed on the stage at the Kia Center. Didn't think about that one. uh 26 WWE uh WWE events, seven NHL preseason games, four UFC events, three NCAA Division uh one men's basketball championships, an NBA All-Star game, uh presidential visits, uh over 35% of our visitors each and every day are overnight, I'm sorry, our visitors are overnight stay. They stay in our hotels. So add economic impact to our community and bring back things back to our community. Um we also serve as a community gathering place for many things. Uh you know after the uh post uh tragedy uh President Obama met with the families discreetly inside the KIA center. Um some amazing stories like that. So we are the heartbeat of the community. Um another thing as I tell people the venue is only uh four walls and a roof. What makes it great is the people inside the guest and the workers. And I have the best team that I work with. I'm proud of them but also our guests. We make sure we live up to giving them legendary service each and every day. So, in all of that, we've given you a poster. We also have uh some jerseys for you. So, thank you very much for helping us be a part of the the Kia Center's 15th anniversary. >> Sure. Put them on now. [laughter] Stewart wrong. >> We can come down there. >> Alan just spelled Stewart wrong. >> Oh my god. >> So much fun. >> Mr. Stewart, you finally get one that fits you. [laughter] >> Went over Tony. >> You get your extra large. [laughter] Congrats. >> [applause] >> That was Okay, a couple items of note on the agenda for today. Um, item B8 is Magnolia Avenue's road improvements. It's part of our DTO plan and we're looking forward to moving that forward to make it more connected, more vibrant, more walkable in our downtown. C8 is impact fee assistance for I dignity and their program. and we've been supportive of them since 2008 when they first uh the in that was their inception. They've been helping residents access essential tools for identification. And if you've ever tried to get a prescription, seek shelter, cash a check, or do anything without a driver's license or birth certificate or social security card or something, it's virtually impossible. So, they do great work and especially with our um people that are experiencing homelessness. Um item I3 is uh another um little help to push forward the permanent memorial at the pulse site. There's $394,000 toward the memorial from the state of Florida. I want to thank our state legislative leadership for their support and we hope to have this completed by the end of 2027. Um hearings 9A and B are the Orange Center and Piedmont developments. Um they will be bringing uh total of 167 affordable housing units to our housing inventory. One of the projects has a range of apartment sizes for families, three including three and fourbedroom and the other will be focused on seniors. And um we'll now move on to the consent agenda which were a number of items um taken by a single vote. We rotate the order that we allow each of our commissioners to comment on the consent agenda and important happenings from their districts. And Commissioner Sheen is first up. >> Well, thank you, Mayor Dyer. And uh political life can be tough. We are never as bad as our critics say, nor as good as our supporters think. Every political career ends in failure. You either quit or you get fired. Thank you, Commissioner Gray, for your service. You've done a great job with us for 13 years. It has been a pleasure serving with you. We may not always agree, but we shouldn't have to. Collegial discourse, questioning, and informing are part of our job. We work for the people. It can be overwhelming having over 50,000 bosses, and we can't make everyone happy, but we do our best. I just hope the ranker of Washington and Tallahassee does not come to local politics in Orlando. We have important to work to do here. There's no such thing as a Republican or Democratic pothole. Thank you. Congratulations to Commissioner Rose and thank you Commissioner Gray. It's been a pleasure serving with you for 13 years. The Pride advanced in the playoffs. >> Yes, double down fill the stadium this Sunday. So, I have been a supporter since day one 10 years. I'm very excited that our girls have are back in the playoffs and uh we need to fill a bowl and support our only team who has won a national championship which is our women's women's soccer team. Um want to congratulate Michelle Edar. I'm becoming the assistant CH chief CA CEO. Um something that's exciting for Wade View. We're getting our water garden renovated and uh finally that thing's going to work and and uh be a beautifification project as opposed to being a mess that it's been for a long time. I also want to uh on item three 3C8 identity impact fee reduction. You again that's the least we can do for you all. I wish we could do more. Um, but again, that's one of the organizations that that I support and I wholeheartedly believe in and glad to see that we're helping you out however we can. Um, there is a temp on item CC C11, the temporary use permit for the Plaza Live outdoor events. I'm glad to finally see that we're helping our our constituents and our businesses have outdoor events and finding a way to make it easier for them to do so. On item 3, I3, that is the Pulse Memorial Agreement. the state of Florida finally reallocating that money. Everybody keeps asking me, are we moving forward? Yes, we're moving forward. Um, and we need to get this built for the, you know, for the families and the victims and the survivors. Um, and that's all I had. Mayor, thank you very much. >> Um, Commissioner Sheen mentioned Dignity and I did as well. And I didn't spot Michael Dippy out here before. Michael, would you stand up? The CEO of I dignity. [applause] Okay, we'll move on to Commissioner Rose. >> Uh, good afternoon everyone. Um, I want to sincerely thank the voters and our local businesses for giving me the honor of serving you for a full term. Your trust and support mean the world to me over the past year. We've made progress together, strengthening our neighborhoods, supporting local businesses, and making District 5 a place we can all be proud of. I look forward to continuing the work alongside my colleagues here at the city council to keep moving Orlando forward, one project, one partnership, and one community at a time. Thank you again for believing in me and the future of District 5. Together, we will continue to do great things for our city. I want to welcome the SGA for Valencia. I am a proud alum. So, it's always go Pumas. And I know several of the Sen and so mayor, they got bigger titles than us at the SGA. they call them senators for each of um for each person that's represented in the campuses. So, um I've had the pleasure of getting to know a few and I look forward to working together. Um obviously three of the campuses are within my district. So, it's important to make sure that Valencia is very well represented. No offense to UCF uh nights. Um we've been busy in the district. We've had trunk or treats, haunted houses. So, I'm not going to recap everything we've done in the last 30 days. Um, but I want to thank all of the community partners for meeting the needs of the community, no matter what those are. Um, and making sure that we have different events that connects families. Um, I want to thank CFHLA for awarding over $160,000 in hospitality student scholarships for 64 students um throughout Central Florida area. And those students will go to Valencia um for the culinary program um which actually is right here downtown in the Pmore community at UCF downtown. Um, I want to congratulate Ability Housing for being awarded Urban Land Institute's 2025 award of excellence. Um, I want to thank Lake Lana staff for a great movie in the park. Anyone here listening, watching, um, please follow the District 5 pages on Facebook and Instagram for the most up-to-date information. Reach out to my office for um, getting on our weekly newsletter. Uh, onto the agenda. um me may have already mentioned it, but congratulations to Gomez for 3B8. Um it's great to start moving the uh DTO 2.0 forward. Background for me, I used to be in the CRA when we were doing this vision plan back in 20 2014. And so to see the things come to life and become a reality are really great. Thank you to all the staff who is diligently working between the CRA as well as transportation and public works and all the entities to make this happen. Um, I look forward to revitalizing Magnolia collectively. Um, 3 C12. For over a decade, we have struggled with illegal parking issues on the lots on Church Street across from City View. Um, when I first started in this CRA in 2014, that was one of my projects. There's a little sign there that says City of Orlando parking only. So, Walter Hawkins and I worked on trying to come up with solutions. So, I'm glad to see um that we're going into contract with the Elks Lodge to be able to kind of oversee it so we can have more management on the site. Um and OPD can do OPD and code enforcement can work in other areas of the city. Um I already mentioned my issues with 312. I believe that Permo Oak should be doing their fair share of the work on Pmore Avenue. Uh 3J2. I'm glad to be entering into an agreement for us to begin work on on John Young between OBT on the work on John Young from OBT to division. Um I'm glad to approve all of the items under 3K. And that is all I have. Thank you. >> Thank you, Commissioner Burns. >> Uh yes. Thank you, Mayor. And uh good afternoon everyone. Um, first I'd like to say thank you to Commissioner Gray for your service uh to our great city. It's definitely been a pleasure to serve alongside of you. I know we'll continue to see you around, so I look forward to that. And also, congratulations, Commissioner Rose, on your win, and I look forward to uh continue to serve with you as well. Also, congratulations to Michelle Edinger on her appointment to assistant chief administrative officer. We know that you'll do a great job in that position. On October the 29th, I had the pleasure of uh participating in the Jones High School homecoming parade. Um this was a great time to uh fellowship with some of the students, but then just recognize the uh great history that Jones High has in our community. Also on November 6th, I joined the Delta Omron Omega chapter of Alpha Cappa Alpha Sorority for their 31st annual senior fellowship lunchon at the James R. Smith Center. Uh, [snorts] and it was great to see all of our seniors come dressed up and enjoy a good meal and enjoy some uh some entertainment. Also, I had the pleasure of attending the mayor city academy graduation at the EOCC where seven of the graduates were from district 6. And mayor, I just really appreciate uh you continuing this cuz this really gets our uh residents engaged with the city and learn more about how our city operates. So again, thank you for those seven district 6 participants. Also, um, November 8th participated in the annual City of Orlando Veterans Parade out in Lake Nona. Uh, it was kind of hot out there, but it was a good time. Uh, and I need to follow, uh, Commissioner Stewart's uh, directions on being able to get out of the the parade on uh, expeditiously. So, I'll take you up on that next time, Commissioner. Uh, just a few upcoming events. uh District 6 chief's meeting, chief of police meeting with uh Chief Eric Smith will be uh Wednesday, November the 12th from 6:30 to 8:30 at the Elclaia Allen Senior Center. So, thank you to the chief for continuing to hold these uh chief's meetings. Um also, uh it's Florida Classic time. Florida Blue Florida Classic between Florida&M University, my alma mada and Bthun Cookman University uh will happen Saturday, November the 22nd at the great camping rural stadium. So look forward to all of the week of uh activities that will be happening and I just like to say uh thank you to Florida Blue uh and for all that they do as well as Florida Citrus Sports for keeping that game here in Orlando. um do have a uh several Thanksgiving drives, but one that's open to the public will be Tuesday, November the 24th uh from 12:00 to 4:00 at the Dr. James R. Smith Center uh for a free Thanksgiving box for families in need. Uh each box will include a turkey and all of the sides. So, please help us get the word out and and they will be available as supplies last. Also, uh, my satellite office hours will be Wednesday, December the 10th, um, at the Elcla Allen Senior Center from 10:00 a.m. through 3:00 p.m. And I do want to put a plug in the, uh, city has a great, um, home rehab program. I see Orin Henry in the back uh, back there. Uh, we want to encourage uh, our seniors or any homeowners who are uh, need uh, repairs to their homes to look into this program because it's a great opportunity to get some assistance. uh and we see a lot of our seniors really benefiting from uh from those improvements. One of the uh m one of the most frequent improvements I've seen is walk-in showers. I think a lot of our seniors are truly benefiting from converting the tub into the walk-in showers where it's more safe for them. So, please help us to uh to spread that word. Uh then on the agenda, uh mayor uh items 3A2, the citizens advisory board appointments. I just like to say thank you to all of the uh residents who have agreed to uh serve on these various boards because we could not operate our great city uh without you. So, thank you for that. Also, uh item 3C8 uh the not not forprofit uh not for-profit uh fee assistance program for I dignity. Michael, again, thank you for all the work that you do. Been uh glad to be able to call you a colleague and and a friend. So I'm excited about the next chapter for I dignity. Also uh the 3D1 the cooperative agreement between the city of Orlando after schools allstars in the Orange County school board for alternative education school to work sites uh supportive of uh that agreement. Also as uh Commissioner Sheen mentioned item 3 I3 the postmemorial grant from the state of Florida. So, thank you to our legislators who assisted with bringing those funds to our community. Uh, also item 3K1 and 3K2, the collective bargain agreement between the city of Orlando and IAFF. Uh, very supportive of that. And then, uh, last but not least, 3K3, the Luna Collective Bargain Agreement. Uh, supportive of that as well. And that's all I've have. Mayor, >> thank you, Commissioner. Commissioner Gray. >> Great. Thank you, Mayor. And I also want to wish everybody a happy Veterans Day tomorrow. But as important as the veterans, let's also not forget their families, the immediate families. It takes a great support system in that. So let's let's keep those folks in mind, too. And and thank them for their support of of our service personnel. Uh congratulations, Commissioner Rose. Very proud of you. Well done. And also congratulations to Commissioner Elect Tom Keane who will take this spot. And I just want to let everybody know I will do all I can to make that transition smooth. So, uh, congratulations to him. Um, want to also echo what Commissioner Burns said about the mayor's academy. I was there briefly. I had to to leave early, but I would encourage people to look at that. I have yet to meet somebody that didn't think going through the academy was a good use of their time. Uh so it's a it's a great program and and again mayor thanks for for doing that and and for exposing our citizens to uh some of the uh backroom operations of our city. Always fun. Uh Veterans Day parade was a lot of fun on Saturday. I wish it was a little cooler. I apologize. It was pretty warm, but we were thrilled to host out in Lake Nona. And uh first time around we've got to make some improvements. We will. Uh but it was a great first step and thanks everybody for coming out. On the agenda, wanted to mention 3B12. Not very exciting to talk about reclaimed water, but very important, especially in the southeast part of town, but thanks to Corey Knight and all the folks in public works to uh not only expand our storage capacity for reclaimed water, but help create the system to pump and share reclaimed water to water our our our grass, our landscaping, etc. It's very sustainable and and helpful to the city. So, Corey, thanks to you and your team for for doing that. Uh, also wanted to mention 3D1 as as Commissioner Burns said, After School Allstars just in District 1 in in the Southeast, we have over a thousand kids participating in that program. It's amazing what they do to kids and and if anybody thinks all they do is roll out a ball and let the kids play ball after school, they're you're totally wrong. There there's a lot of opportunity to learn and for tutoring and it's a great program. So, uh, I I congratulate that that whole team. And finally, I would say uh also on the collective bargaining agreements 3K, uh they call it bargaining for a reason and that is both sides have to compromise and and have a meeting of the mind. So I want to thank both our team as well as as the union reps and the union personnel for coming to a collective agreement and and thank you for that and I I support that. So with that, that's all I have. Mayor, thank you. >> Thank you, Commissioner. Commissioner Ortiz. >> Thank you, Mayor. Let me start by um first of all congratulating uh Commissioner Rose, Commissioner Rose and uh and everybody who participated um is this is this I say with a with a heart full of pain because I've worked with you Jim for all these years and the appreciation of your wisdom, your enthusiasm and your motivation to work with the community is second to none. >> [laughter] >> and and you're not just a commissioner, you're a friend. And that's a big title. So, um I appreciate everything you've done. And I I know that we're this is not the last we're going to see of you. So, God bless you for everything you've done. So, uh mayor, your academy, awesome. Uh congratulations on graduation of the the academy. Mayor's Academy. I also wanted to congratulate the students that graduated from the government academy. They kind of all uh run parallel. So, and what is very neat about this is seeing how people are empowered with the go with the knowledge of government and they learn how to navigate government. That's something special in this day and age that we need so much. I want to thank all our instructors and we have some of them here today. Um because they they give their time that they don't get paid for this. They give their time to teach others to teach our government. I mean to teach our people in our city and as Thomas Jefferson will say when the people are well informed you can trust them with the government and that's those are big words. So congratulations to both sides. Um on let's see oh Mike Michael congratulations. Everybody's saying that but we really mean it because you do a lot of work for our community. So congratulations on that fee assistance is very heartfelt. And as Commissioner Grace said, our after school allstars program, I can't say enough about that. When you see crime going down, it's not just the people uh involved in law enforcement or the firefighters is this particular programs that take our kids at an early age and start guiding them in a route where they're going to be successful. So, we have seen crime trends going down in double digits in the city of Orlando. And that's because these programs are heavily invested in helping our community. So congratulations to them too on matters of the community. Um congratulations to Commissioner Rose on the new opening of Buffalo Bus downtown. Those were pretty good wings. The mayor was there and um he gave them the welcome. Um we had a good time and it seems like it's going to be a good stop for us to have lunch. So congratulations on that new acquisition to downtown. Uh we had on October 23rd our district 2 leaders meeting. We have it every two month. And I tell you what, this is so neat. This time we had an insurance broker come over and pretty much talk about the state of insurance in the whole nation and what's going on and what's to be expected, especially with inflation going on and all these different changes at the federal government and state government. So, it's good to keep our community a breast of the latest changes that will affect each and every one of them. I also want to thank Miss Vanessa Guon from the city of Orlando uh neighborhood relations workshop for her um for coming over and also addressing the community on the issues of our community and Corporal Hustiniano, our liaison officer for keeping the community ab breast on the latest when it comes to any kind of issues. We're not going to call them crime trends because they're, you know, very far and few in in our district lately. So that's that's a great thing. On October 24th, we have the Englewood Fall Festival and it was a total success. Thousands of kids came over with their families and they had a great time. So, I want to thank um Jamaica Jamaica Mayors and uh and the whole staff for doing such a great job and our staff in in in my office for working so so hard with them to to accomplish this great event. Uh we had the grand opening and ribbon cutting ceremony for humanitary medical center. Another medical center in the se in the Seamaran quarter right at the corner of Lacosta and Seamaran. Uh is a one-stop shop and this is not a paid advertisement. It's just what it is. So um is another good addition to our community. October I'm sorry, November 4th, the fire department award ceremony was awesome. So, congratulations to Arthur Zachary and Deputy Chief Craig Hulet and all the other award recipient uh firefighters. It's pretty neat to see how these firefighters go out there. They risk their lives every day. And sometimes, you know, people are now very appreciative. But for the most part, people do appreciate I think they appreciate the firefighters better than the police officers because firefighters always come here, you know, to uh help people come out of fire or something like that. police officers sometimes have to take people with them, which just might not be the best experience, but we're doing what we're doing to maintain our our community safe. And we love it. We love them both and we need them both. No city, no nation, no whatever prosper. We don't have law and order, right? So, um we have uh the great Florida League of Cities uh the new building on Colonial. It's a new addition. Commissioner Stewart, congratulations. You happen to have the honor of having them in your district. And uh so congratulations to Miss Jeannie Garner. The Florida League of Cities is an institution I call it the Casper of institutions, possibly the second most important institution in the state of Florida after the government in terms of uh regulating us. The Florida League of Cities has approximately 2,270 local elected officials as members. And what we do is we go and advocate for the needs of the people. So is very invested on our communities. In addition, they offer grant um insurance to a lot of the cities that could otherwise not pay for regular insurance out there. So, it's a great institution. November 8th, um, we had a coalition form, especially with these issues going on at the federal level where SNAP has been cut off to a lot of needy people out there and the the government still shut down. So we form a coalition in district two of different um members humanitarian medical center renaissur foundation Christ the king episcopel church uh prince of peace and compassion city to make sure that we could feed our people in our in [clears throat] our not only in district 2 but those who are affected in the city for that matter. We had the first event this Saturday. We're going to have the next one. Um it was at um the Episcopalian church in Dalia. This next one is going to be at humanitary medical center this next Saturday and the on the on the 22nd is going to be at Prince of Peace. And depending on situation with the federal government, we may continue rolling in this fashion. So for those of you that have family members or you know somebody who who may need uh to be fed, please send them to any of these locations. We're going to be there to help them out. And let's continue praying for this issue of the federal government to stop once and for all. I think that's uh all I have. Mayor. So, thank you. >> Thank you, Commissioner. Commissioner Stewart. >> Thank you, Mayor. Um, and I've got this. Can't believe this is the second to the last time I get a chance to do this. So, if you guys will just take a few minutes, I'm going to take 45 minutes to talk a little bit about my district. Sorry, just teasing. Let me get the agenda items first.
