e e e e e e e yeah got it good morning everyone if you'd please take your seat welcome to your city council meeting before mayor Parker calls the meeting to order we ask that you please Sil all electronic devices for those of you who have requested to speak there are three podiums in the chamber when your name is called please come forward to the center Podium the countdown clock is displayed on the chamber monitor to your left and we'll indicate how much time is remaining a bell will sound when you have 30 seconds left thank you good morning it's very exciting day for the city of Fort Worth and welcome to your city hall ladies and gentlemen give a round of applause today is Tuesday March 25th and I will officially call our city council meeting to order thank you and I'll turn it back over to Janette today's invocation will be by Pastor Chris Mesa from the arborlon United Methodist Church please rise for the invocation and remain standing for the pledges of Allegiance Eternal God we pause in these moments to offer our gratitude for this new and magnificent space many meetings will be held here many Gatherings of community will take place here many opinions will be expressed here and so we pray today that When leaders do meet together in this space they will be guided first and foremost by an unswerving devotion the citizens of Fort Worth to their safety to their well-being and to the growth and vitality the city they call home and when Community does gather here we pray that we will remember our identity as Community supporting one another and supporting their leaders even as they hold those leaders accountable and when opinions are expressed here and when those opinions differ we pray that those present deal with differences gracefully and honest not seeking to avoid conflict but always seeking just Solutions bless this space almighty God Amen Janette before you move into our presentations today I want to recognize two schools that are in attendance today the first is the young women's Leadership Academy ladies thank you very much for taking the time to be here please give them a round of applause and I believe we also have students from West Hanley Elementary School is that right did they make it where are they oh there they are hi guys y'all stand up and thank you to Michelle G and your staff it's important to us to have students come to this this space I know that mayor poim Gina viven has been a big advocate of that as well and having these 10 a.m. meetings has allowed us to do that so students we hope that you enjoy your meeting today and the council's happy to visit with you after the meeting if you have any few questions or just concerned about how we conducted the meeting today sound okay great thank you thanks Janette mayor and Council our first item will be a recognition to the naval air station joint reserve base Fort Worth great and council member Hill if you'll join me as well I'm G come down to the podium good morning and if the folks from the nasjrb want to join me here um to my left that would be wonderful we're joined here today by some very important individuals to recognize the naval air station joint reserve base day and I also am happy to include anyone from the Das that wants to take a picture with these fine men and women of course our two veterans V and one active service both Charlie lorf and Elizabeth Beck you'd both be welcome we're joined today by commanding officer Captain huffstetler commanding Master Chief Chris Reed Mr Mike Dale Miss Sandy Owens Miss Amelia or and three Sailors selected as Sailors of the year which is a true tremendous honor we hope to hear from them in just a moment um many of us that live in the city of for wor we understand the significance of what was Carswell and is now the nasjrb but you may not realize they continue to be award-winning across the United States it's one of the most outstanding bases in the entire country they had the 2025 winner of the prestigious installation Excellence award known as iea in the small category for exceptional performance and contributions to military Readiness the jrb serves to train and equip air Crews and Aviation ground support Personnel while supporting missions such as airlift aerial refueling and Global Mobility making it an integral part of National Defense infrastructure and of course they continue to serve our country in the entire world and Community with excellence and commitment to great service to the men and women here today thank you very much for the work that you do day in day out on defense of the United States of America today's Proclamation is an important one for each of us and I think fitting on our first day here in this beautiful new chamber please allow me to read this Proclamation I'll offer the podium to whoever would like to speak whereas the naval air station joint reserve base Fort Worth was commissioned on October 1st 1994 and whereas the base now part of Navy installations command is under the oversight of Commander Navy region Southeast hosting a variety of fighter attack and airlift units from the reserve components of the Navy Marine Corps and the United States Air Force and whereas the city of for orth is proud of the joint reserve base and congratulates the base on being awarded the 2024 2025 installation of Excellence small category recognizing outstanding performance and contributions to military Readiness and whereas this award is part of the Navy's annual installation Excellence award program which honors the top installations based on their performance aligned with the command strategic goals and criteria determined by the office of the Secretary of Defense and whereas the naval air station joint reserve base Fort Worth excelled within Navy region Southeast before advocating to win at the commander Navy installation command Enterprise level securing the top spot among all small installations now therefore on behalf of the city of Fort Worth I commend the naval air station joint reserve base Fort wor achievement and extend our deepest gratitude to all those who've made this achievement possible we are proud to stand with you as you continue to serve and protect our nation with Excellence Captain if You' like to say a few words you'd be welcome good morning everyone it's uh it's great to be here today this is a wonderful beautiful facility and uh and just fitting for um the level of customer service that this city provides and the relationships that we have um we have had uh the honor of um carrying on the torch um as a naval air station for the last 30 years uh from what previously was um carsville Air Force Base and uh and every day we take that Duty very seriously and um and so uh to win this award this year uh we like we said we don't pattern our our behaviors to win an award um but it sure is great when somebody Pats you on the back when you do a good job so to win this award uh for the entire Navy um is is really just a testament to what uh these folks here um have accomplished and I have um with us today we've got pay officers Campbell Maldonado and barl they're our Sailors of the Year these are these are the best of the best and so um I saw all of our students sitting in the back um these are these are people you want to be like and we're extremely proud of what they've achieved in each one of their departments on our base in in our little city Mike Dale is our is our integrator on base he has uh been with us for a long time and uh has been a steady hand on the tiller Clayton Johnson my executive officer Chris Reed my master chief that's my that's my home team they're they're known as our Triad ailia AAR Community planning liaison which a lot of people in this room know so thank you for what you all have done and most importantly um we exist to defend this country there there's there's no two ways about that and we live in a time of relative peace right now although There Are People In Harm's Way today um but our our goal is to be ready when the nation calls and the City of Fort Worth plays a huge role in that um obviously you know our our installation um houses is home to about 11,000 reservists active duty and civilians and um and our goal is to be ready when the nation calls and we will be and uh so we appreciate you guys having us today thank you [Applause] okay next up is very important it's the heart of Fort Worth which is to recognize our Neighborhood Award winners um we do this event annually and a special event um and I thought it was important that maybe on this very first day in this beautiful new city hall we recognize our neighborhoods for all of their hard work throughout the year and so if you're here on behalf of your neighborhood to receive an award come on down if you don't mind and then Council we're going to take one large group picture and I'd like you all to join us if you don't mind doing that when we get to that place thank you very much um for those that don't know the Fort Worth Neighborhood Awards are about recognizing the outstanding work of HOAs neighborhood associations and City staff who make our communities Thrive this year marked the 21st annual Awards and is always an honor to celebrate all those who bring people together to solve issues make neighborhoods more beautiful and viant and above all make for wor a true home this year we had more nominations than ever before and the groups and individuals which I'm about to invite to join me on the floor are truly the best of the best last last year's neighborhood of the year was Lake KO neighborhood advisory Council y'all can come on down come on down I know it's awkward it feels like Price is Right a little bit uh and they also went to the National neighborhood of the year at the national neighborhoods USA conference and that by the way was the first time Fort Worth has ever received this honor they were the winner at that national competition which is a huge deal so today get loud and excited for these awesome men and women that represent their neighborhoods um the first before we do that Michelle gut Community engagement team thank you for your hard work to put this event on every single year and to recognize these neighborhoods this is something special and I guarantee you not many large cities in the country continue to to Really pour into neighborhoods and it's because of your hard work the first goes to the Civic engagement and collaboration award which was to glenrest Civic Le neighborhood association in District 8 council member Nettles hand him out that's fine the health and wellness award went to Garden of Eden and Council District 11 councilman Martinez the newsletter award goes to Ryan Place Improvement neighborhood association District 9 council member Beck our very own code officer of the year goes to miss Marissa Rodriguez Highland Hills neighborhood association District 8 neighborhood police officer of the year was a tie we couldn't decide it went to Percy Holland Chisum Trail Ranch HOA and Lano Springs HOA district 6 council member Williams and the man that never sleeps Mr Ralph Salazar Stockyards Inc District to our distinguished service to Veterans award organizational winner was the air power Foundation thank you to the air power foundation and the individual winner was Miss Christine Willison thank you Christine I love this one annually we we we give out about the Danny scarth Trailblazer award that is a tough name to live up to but I'm fully confident Mr Mike Weiss is able to do so I don't know if Mike is with us today but he's a A man among men for sure our Fort Worth Pride award goes to Rosemont neighborhood association which is both District nine and District 11 they've got bonus moms there and Council Becca and Council Martinez the spirit of Fort Worth award was also a tie going to West Meadowbrook neighborhood association District 11 District 8 and Vista West HOA in district 7 council member Hill neighbor of the year goes to Janet Williamson Westcliff and Westcliff West neighborhood association council member district 3 council member Crane and last but absolutely certainly not least goes to Neighborhood of the Year Lake Como neighborhood association and apparently best dressed also today well done ladies we're going to take a group picture but one more round of applause for all these amazing men and women thank you sir okay think oh okay okay e our next presentation will be recognition for Cesar Chavez Day by council member Martinez thank you Janette and so I'm so excited to present this uh following special recognition to the Caesar Chavez and Thea Committee of Taran County councilman Flores will you please join me at the podium councilman Mar Carlos um had a little egg accident so he's gonna don't fall down the ramp there we go let's you're gonna check if he has breakes or not y'all tuck your Carlos no offense but you know those Strider bikes they give to toddlers that's oddly similar it's very similar okay would the committee please join us I know we have several folks here okay so we'll get started I just want to start by first thanking Marisella gimenez chair of the committee for taking up the torch and leading this committee I'm excited about the momentum that's been building up towards the celebration of this milstone year and so um councilman Flores do you have any remarks before I read the resolution very quick thank you council member Martinez just a quick little brief history back in 2020 of January I introduced a council resolution designating uh and recognizing parts of Texas 183 from I35 to Texas 199 in honor of Cesar Chavez and Dolores fera and we did this with the support of lulac district 21 lulac council's 4588 and 4743 this s out of Chavez committee and of course city council appreciate all that help in making that a reality it's something to be proud of for these very distinctive civil rights figures godos and so I remember going to my first Caesar Chavez March and it was you know because I worked for commissioner Brooks back in 2013 it was my first March ever and it was very memorable and Bella my daughter has joined me throughout the years so we're looking forward to Saturday's event um and I will read this now the city of Fort Worth special recognition presented to Caesar Chavez and the lores wera Committee of Taran County in recognition of 25 years whereas Caesar Chavez was born on March 31st 1927 and met and spent much of his childhood as a migrant Farm worker alongside his family his firsthand experiences in the fields exposed him to the harsh realities of mistreatment low wages and poor working conditions that many migrant Farm Workers endured and whereas driven by a passion for for Change and after serving in the United States Navy Caesar Chavez became a community organizer and began his lifelong campaign for civil rights and social justice his deep understanding of the challenges faced by migrant workers enabled him to successfully unite thousands of Farm Workers Across the Nation Under the United Farm Workers of America over three decades of leadership he achieved significant progress where others had not and whereas through the strength of his vision and the power of His leadership Caesar Chavez took his fight Direct to the American people his work transformed the lives of countless Farm Workers and their families his enduring slogan continues to inspire and resonate today now therefore I councilman J Martinez proudly recognize Caesar Chavez and the loresa committee of Taran County for their unwavering dedication impa and impactful work in continuing to honor the legacy of Caesar Chavez through service advocacy and Community engagement over the years and that's presented on this 25th day of March 2025 so congratulations on 25 years of commitment and unwavering services to the city of Fort Worth and um Marisella would you like to say anything thank you I do have a little speech that we prepared thank you councilwoman Janette Martinez and Fort Worth City Council for this wonderful Proclamation recognizing the Cesar Chavez and does wera Committee of Teran County's 25th anniversary we are honored to have your support as we continue our mission to promote education social justice Community involvement and Leadership we are thrilled to celebrate this Milestone with you and look forward to continuing our work in honoring the legacies of Cesar Chavez and Dolores Guera their tieless efforts towards workers rights and civil rights Inspire us every day to keep pushing for a more just and Equitable society and speaking of which we invite everyone in this room to join us on Saturday March 29th at 10:00 a.m. for our March March for justice the March is a reminder of the work still to be done we hope you can join us as we March through the streets of beautiful Fort Worth demand U um calling out for justice and equality for all after our March and assembly we will be at the Ares De Rosa to celebrate our 25th anniversary thank you again for your support and recognition we are proud to be part of this community and we look forward to continuing our work together and as U Janette mentioned in the proclamation and I think this is a the chant that everybody knows team thank [Applause] you e our next will be a recognition of Arts Fort Worth Summit AT Texas Wesleyan council member Nettles all right Council we have our beautiful arts family joining us today for an exciting event that's getting ready to take place in District 8 at Texas Wesleyan and so I tell you art is a beautiful thing it tells a story it tells history it reminds us of where we come from and it also can tell us how far we have to go and so today we want to recognize this special occasion and all of you that are here today so thank you guys for coming the city of Fort wor special recognition presented to Arts of Fort wart in recognition of Arts forward Summit whereas arts for worth is the Cornerstone of creativity Community serving as a vital link between the city and its Arts supporting and promoting the Arts while fostering collaboration within Fort Worth vibrant Arts whereas since its conception Inception in 19 1963 as the Arts Council of Fort Worth Arts Fort Worth has worked diligently to strengthen bonds among artists organizations policy makers and supporters ensuring a dynamic and inclusive culture landscape whereas through its Arts commitment to equality to equity and Leadership arts for worth has Empower artists and organizations enhancing creativity Citywide fuwing economic growth revitalizing neighborhoods and improving residents quality of life whereas the nural Arts forward Summit on March 29th 2025 at Texas Westland University represents a significant moment for arts for for work art scene uniting artists Advocates and leaders to discuss the transformation impact of Arts in Education Health and Innovation whereas this Summit highlights Fort wors investment in arts and within Arts Fort Worth at the Forefront of shaping the city creativity future and expanding career opportunities in the Arts whereas by launching the arts for Summit Arts forward reaffirms its dedication to uniting communities and inspiring future Generations ensuring that the Arts remain a driving force here in Fort Worth development now therefore we the city of forward stands in solidary with the Arts forward honoring its vital contribut to our city we are committed to supporting and the Arts Foundation elements and our community as we drive forward presented on this 25th day of March 2025 all right I think I was enjoying this mic all right who's going to come than so much council member yes and thank you all mayor Parker members of council for your individual and Collective contributions to our arts and culture industry here in Fort Worth to our local creative Workforce which is well represented here with us today uh and this beautiful uh new Chambers which to me symbolizes something really great about our city yall recognized a need that wasn't being met or many needs that weren't being met in our historic City Halls you recognized an opportunity here in this place to meet those needs and you stayed dedicated to Vision which brought us here together to this day and I'm so grateful for that and in the same way Arts Fort Worth is trying to do the same for our community Through the lens of arts and culture and we're excited to take a big step forward this weekend with the Heart of Gold awards ceremony on Friday evening and then of course the arts for Summit Saturday at beautiful Texas Wesleyan and um thank you so much Chris Nettles for council member Nettles for this recognition mayor Parker thank you so much for being present at the summit to make remarks and of course if anyone's available and uh able to join us uh we always invite our members of the Das here to be a part of the Arts Ford and moving the Arts forward in every other way Wesley what time what are the yes time slots on Saturday important detail yes uh so of course our mayor will be speaking at 2 pm uh but we invite everyone to join us at 9:00 in the morning until 3m. the event will be ongoing all day if you can make it for any time please join us Chris Wood and I'm from District nine I strongly support the acquisition of property to expand the Fort Worth Nature Center and refuge this purchase offers numerous advantages that will benefit our community and environment first the Nature Center plays a crucial role in protecting habitats and ecosystems ensuring the preservation of our local Wildlife second it offers educational programs that promote environmental literacy and understanding fostering a sense of responsibility and stewardship among visitors moreover the center provides opportunities for outdoor recreation such as feeding bison and observing prairie dogs which are both enjoyable and educational experiences Additionally the Nature Center boosts the local economy through tourism related businesses attracting visit visitors and generating revenue for our community on an individual level spending time in nature has been proven to reduce stress improve mental health and promote overall well-being visitors can engage in physical activity by walking the many trails which is beneficial for both physical and mental health but lack of public transportation to this facility is a significant barrier that prevents many people from accessing these benefits a few days ago I attempted to visit the Fort Worth Nature Center Refuge I consulted my GPS for the best route which show showed I needed to walk 20 minutes from my apartment to the nearest bus stop for Trinity Metro bus number 46 taking this bus the closest Stop to the Nature Center is at the corner of Northwest Center in Highway 199 access road after getting off the bus my GPS indicated that the center was 1 hour away by walking distance so I started walking towards the Nature Center on the sidewalks but I did not get very far before the sidewalks ended at lakew Lakeworth Boulevard and Fire Hall Road which is shown in this picture to ensure that everyone including including those who rely on buses and trains for transportation can enjoy the many benefits of the Fort Worth Nature Center Refuge I urge you to extend public transportation services to this facility thank you for your time and consideration our next speaker will be Randy Jack Daniels followed by Adrien Smith hello mayor and Council I am here to speak regarding the grant program that happened I believe with the neighborhoods to eliminate lead paint if that's not what the agenda item was I apologize and there's the logo I'd like to thank the Texas historic commission for the use of that logo the tan County historic preservation society and historic for worth I'm coming back from New York with my iconic uh Jack Daniels Fort Worth pin mayor Betsy at a Baylor business Network lunch and offered to put it up for auction that any member would buy it the longhorn is there it's a little bit more of an art deco design uh the purpose of coming back is to live here and reside I've always maintained my Homestead in Texas I love the history of Fort Worth and Taran County and we're going to offer and I won't say a company name what you see in the presentation is something called Heritage day consulting.com that does uh locations nationwide as large as $85 million with the lumber Exchange building in Chicago my purpose over the next year will be to visit the homeowners that have had lead paint removed from their homes and assist them with tax incentives and freezing their their foot worth uh city taxes that's really all I've got I will uh volunteer to do that on a no charge basis uh we'll announce the name of the company later uh to operate here and it will be something that will indicate that it's being done in recognition of the history of footw worth as an ambassadorship in order to help these homeowners that's all I've got thank you Mr Daniels appreciate you Mr Daniels if you don't know Casey best may be here from Neighborhood Services or there she is maybe someone can connect with him separately that'd be great our next speaker is Adrienne Smith followed by lanne Langley it's Mr Smith here our next speaker is lanne Langley is lanne here NOP oh there she is hi lanne sorry I couldn't see you back there and council members my name is len Langley and I live in Grand View Texas which is located in Johnson County I'm an agreement with severing ties with syro I'm sure you all are familiar with what's going on in Grand View regarding the contamination of Our Land and Water by the toxins also called pea that are in the biosolids that you have contracted syro and before them render environmental to dump on our land I stood before this Council back in 2014 regarding biosolids I actually had brought a sample with me and was stopped by a security guard who asked me what I had in the jar I told him it was biosolids his response was you can't take that in there that's considered hazardous material really but it's okay that the city of footw worth sends it all over everywhere and calls it organic fertilizer little did I know when I stood before this Council that the smell was the only was only the tip of the iceberg I should have listened to Craig monk when I first met him and he told me that it wasn't the actual sludge that was bad it was what was in it but now we know and I think that TCEQ the EPA Renda environmental syro and you knew too but didn't care what it was doing to the residents their families their livestock and their livelihoods thankfully thankfully because of commissioner woolly detective Ames and Constable Fuller leading the investigation in Johnson County we now know how toxic footw worth B solids are what are your plans moving forward to ensure the safety of your biosolid products has the city of Fort Worth done any PFA testing on your biosolids if so where can we see those results and do you plan on releasing those results to the public it concerns me that you are now suing the Department of Defense and several manufacturers because of the chemicals they sold and were dumped in Lake Worth which are the same chemicals that you seemed okay with dumping on unsuspecting land owners and farmers how is cancelling the contract with syro going to help the families that their lives have been destroyed by your ignorance and complete disregard for our safety and lastly there are families in your own County that have been affected by these same chemicals and smells they live right in the vicinity of Village Creek treatment plant thank you you have 30 seconds left Lan if you wanted to continue all right sound present logs daily to tcq to the city of Fort Worth and even and can't even enjoy going outside and most definitely can't sell their homes but just as I found when we were subjected to the horrendous odors all the way back in 2011 and submitting formal complaints to TCEQ and calling Steven Nutter with the city of Fort Worth nothing was ever done thank you Miss A Little Too Late Council that's the conclusion of our cons agenda speakers I can entertain a motion got a motion and a second councel is any other discussion please vote think Gina was a second if you couldn't hear thank you motion carries next will be upcoming and recent events by Council thank you our first up is council member Flores thank you mayor see first slide up please all right recently myself and several council members attended the fort wor Police Department graduation class 158 this was bittersweet for me because it was the last that we would have our current chief Neil NOS as our police chief was also special because this one featured a Fort Worth firefighter who who completed the entire Academy training to become an narson investigator so kudos to them and to all the graduates all right next we have a great turnout at cow Town's only St Patrick's Day Parade C toown goes green they're in the Stockyards are celebrating 24 years of good luck with a parade in Irish westerns themed fund next slide please all right Congressman VC held a town hall at arst Al Roa Cultural Center for the Arts in the Ros theater so we engaged in various topics impacting the residents and businesses of his congressional district so thank you to all who attended now for uh the kid and all of us and kids Paddington Bear came to visit the Diamond Hill Jarvis Branch Library Northside Branch Library as well as the Northwest public library in District 2 so I joined in with the kids and their parents uh for photos fun and activities and doing some high fives with pingon bear and nobody brought any marmalades I was a little disappointed in that but still a great time for all so keep in mind that your libraries are indeed uh Discovery destinations third slide are announcements the North triethnic Community Center and Kiki Club presents a family bingo night that's Friday March 28th from 6:00 to 8 at 2950 Roosevelt Avenue so get your bingo cards ready and get your bingo on there are some great prizes there and save the date Saturday March 29th kidney awareness event that is a very prevalent disease not just in the entirety of our community but also the Hispanic community so we're holding that event at marine park at 303 Northwest 20th Street and health screening it'll be a car show food music giveaways and it's very important that you keep you know an eye on your health and that's all I have thank you Council M lorf thank you mayor next slide please all right uh first I oliz mayor for having to leave the last meeting early I had a very very important meeting to get to up at the North sector of the police department they had a chili cook off certainly won't miss that um it's actually uh uh sponsored by code blue they they all show up they show out uh the neighborhood Patrol officers they bring their their best and favorite recipe and it's voted on uh I believe this year is a officer uh Mor if I'm not mistaken who won yet again although there's controversy so we may have to do a revote soon but we'll invite the community out for that one uh next slide all right uh we have our district uh four Fort Worth resource Fair coming up um we promise it will not suck because we're going to have uh police demonstrations there we're going to have pet adoptions some food trucks uh of course a lot of our city staff and resources will be out there um even going to have a dunk tank in B bounce house so it should be a good time for all I hope to see everyone there the YMCA from 11 to 3 I believe that's it thank you council member Bivens my mic on okay good I had the honor of being on hand for the ribbon cutter of the Tuskegee Aran Texas State veterans home it was a wonderful event I had a chance to speak but more importantly I was seated right next to my big brother in politics commissioner Roy Charles Brooks uh when you hear the name tusky Gman you think of Red Tails and so up under that red tail demo you see Bob R Sanders myself and a member of the 287 bikers club next slide please and there you have the ribon cutter councilman Michael crane Chris Nettles Janette Martinez were there along with my biker Friends next slide please how many of you have gotten those calls from people wanting to buy your house for a whole bunch of money yeah know in the Alan well I want to say hats off to Hatley Warner with Frost Bank and the entire team Hatley brought his team of resources experts Financial counseling financial planners but the city matched him with our resources as well led by Casey best and a number of departments just giving the community information on how to be smart about what you do from home repairs to selling your home next slide there is no next slide so oh those were some of the tables there we had the Master Gardeners but the the fun part for me was getting a chance to hang out with council members Janette Martinez and Chris Nettles thank you for accommodating my request I know you didn't know what I was up to but you do know we we had fun so thank you for being there and I'd like for everyone to mark your calendars for April 7th I'm going to be convening my last how to buy a tax foreclosed property Workshop somewhere in Fort Worth on April 7th and the logic behind that is most folk don't know a tax foreclosed property when they see one usually there's white paper on a door with red ink but what if it rains ink can red anymore what if there's no house it might be on a tree it might be on a fence and so you'll get that type of education because if you live near a tax foreclosed property you might want to buy and pick who your neighbors are so mark your calendars April 7th details coming is our Holland Hills senior dancers and if we ever get opportunity we should really bring them uh to City Hall and let them dance they had their fans they didn't actually do the booths and the fan was a great event in District 8 off of Campus Drive nus TCC uh homes for our veterans we know that we want to support our veterans each and every opportunity that we get Nicole Kaa commission Brooks Darren Norman followed by Clay Missour good morning I'm Darren Norman of 2013 Thomas place in the Arlington Heights neighborhood I'm here representing Missouri Capital uh the owners of the property this is a 3 Acre parcel the only lot of that size platted three acres on the west side of Montgomery we are here in response to the city initiated Council zoning initiative to change those properties Zone J along Montgomery to e or ebased zoning categories um the recommendation for E has been made uh based upon the comprehensive plan um through discussions with City staff we have uh learned that the uh the city was bound to the E zoning category because of that comprehensive plan subsequently discussions have been underway to relook at that comprehensive plan to see if it is the correct Zone plan use uh the plan use for the site is for hotel um multif family and restaurant use the only category that fits those um three uses is the mu2 categor that is the selection that we made in order to accommodate the plan development um through discussions with the neighborhood association we've met four four times I believe um had uh good discussions with them enjoyed it well happy to go back and do them again for other projects um we would like to uh um um proceed with the zoning at this time with a PD as a concession we made there were some concerns about some uses so we have omitted uh some uses that were of concern and also self-imposed a a height restriction of 85 feet to our plan um because of the timing of the C City initiated zoning we pulled this case forward to exclude oursel from that map uh to be our own Zone category and uh it it predates uh the planning process for identification as some development partners for them the hotel as well as multif family those discussions are underway with the owners uh a concrete plan at this time has not been established no concept plans have gone through uh these concept plans have been shown with the neighborhood association as well as City staff and council members uh but it's not something that would qualify to this point as a uh developable buildable site plan according to the PB requirements um and that is why our request is in now we understand there's been a great deal of consternation regarding uh that fact and some further input as want in from stakeholders into the development process for the site at this time we would like to go ahead and keep our PD request in there with the omitted uses as well as the height restriction and willing to concede that a site plan would be required at a later time just so that we can work through that process and everyone could be um issues and concerns can be met thank you Darren owners are here and happy to answer any questions if you have them for heh questions Darren do you have any of the site plans or concept plans you can show Council I have a few of site plans here um sorry I've got a flash drive as well as printed just hand them to City secretary's office and they'll pass them out if it's helpful Darren you can they can display it for you up on the screens if you want to talk through anything you can if Council Hill has questions Darren and I think specifically let's talk about the 30 foot water line that goes to the property why this is a little bit more complicated of a case than just a a cut and dry muw case yes please this site is um a challenge to say the least topographically there's at least a 10 or 15 foot drop from one edge of the property on the western side to the Eastern side um it is in a City designated this is a newly designated city flood risk area me have some drainage problems that don't qualify for the PHA flood maps but there are some new development requirements that are required um by the storm water tpnw stormw water department for development Within These zones um some of those are not known at this time and it it's a direct impact to us and knowledge of the finished floor level is not known because the BF is not established as the base flood elevation some studies need to go through as with all developments we'll be working through that with um civil engineers and City staff um to address those concerns and yield what the uh the final finish floor could be in that area and that just for some Heights are unknown for overall there is a 30 foot um storm water line easement that bifurcates the site uh it goes runs east to west down the center of the property um we don't have any intention of uh vacating that and so any development that is proposed for the site needs to incorporate that and take it into account these are just some early Concepts I think that were done by benett B Partners slide through another one a variety of them are just uh looking at different areas of where the hotel could be where the restaurant can be multif family and consideration of parking um when it comes to bridging this 30 foot Gap and how do we use let's say the north side and the south side of the site next slide please a variety of site plannings that occur to this but nothing as concrete as of yet uh when development dep partners are identified and brought into the project of course they're going to have their desires and and requirements for their personal branding of their their products next slide please each of them is trying to address in different ways and consolidation of building type also and access to the site and where um traffic might uh come in and the treatment of edges of garages and this is a later plan that was um provided uh I can't remember this 5G Studio I believe um considered a larger parking area remember the uh just keep that one there for a second the western edge of the site that you see on the Le hand side is uh significantly higher than the Eastern end so this would be excavated into the site to have a lower parking level below grade that would be where a part of the development would start on that end so height would go from that point because of the um topographical change along the street edge of 10 feet or so you can see the topographical lines on that site shown on average is where the uh the height requirement for the zoning category is taken so that challenges the Eastern side of the site to fall into line with that versus the Western site that makes sense of where the established ground level would begin cycle through that that would be at the subground level now on say the buyer side which is a Southern Street um Hotel dyes across the street from this directly um that would be the ground level that fronts them and this concept um hotel near the front uh that is probably the more likely site for a more intense use category as it directly ABS or it's adjacent to the Dickies Arena which is the large draw in the area most of the traffic will be coming off of Montgomery in order to keep them from going back into the neighborhood we have to work with the traffic impact analysis to find out the impact to Montgomery and where those Ingress egress points can be F their study would be required for that then as we move on this plan shows some uhu treatment of the edge of the garage along buyers with some multif family as well as starting to wrap on the the northern side of the site with Bryce Avenue there's a lot of Concepts and there's a lot of moving parts to this project that are just not quite there yet to commit ourselves to is the reason that we've gone to this point without the request for a site plan waiver here just to interrupt you real quick I think that the biggest consternation with the neighborhood is about parking and traffic we talk a little bit about the conversations we've had and we've I've been in most of those conversations and as you mentioned you've met with them four times really trying to work through what a a conceptual plan would look like without taking the next step without zoning yes regarding traffic our um requested base use for the PD is the mu2 you're not requesting any waivers that would deviate from the parking requirements for the component parts of that zoning category so typically for restaurant I believe it's 100 there's one space per 100 square foot of use for restaurant we don't uh intend to deviate from that in any way and provide all that parking I think it's for uh mu2 would be one space per bedroom um so we'll be meting meeting the the base zoning category for that I can't recall exactly what it is for hotels it may be one per key but and plus some common space uses but we intend to park all of those um and not Park along the street um there is some parking permitting uh in the area that the neighborhood has has um begun uh to enforce because of the use across the street we don't anticipate uh lending to that issue anymore uh than than already exists and we would adhere to the parking request that they've got for the permitting in the area for traffic it's not the intent to to have traffic go back into the neighborhood but to to utilize Montgomery Street and the immediate adjacent streets not so far back into the neighborhood in order to access the site you might note from this plan too that the street to your left is called aaso and the property is not the the full continuous block it ends uh there at the property line and there are CR Zone multif family buildings that will continue to exist on the western edge of that property so we would not abut directly across the street with the adjacent zoning category which I believe is B um there's a buffer of a CR at the edge of our block for that before we get into the mu2 portion of our site I have met with um at the neighborhood association as well as adjacent Property Owners um including Chuck and Kevin Cox Steven and Georgina sesa and Alan Maderos and Jonathan morish these are the owners of the properties that AB but directly that site as well as the dry hotel across the street also got letter of recommendations from those uh Property Owners including from Fort Works art which is the property imately to the South along Montgomery from this block I've had conversations with Mr homman of the Dickies Arena as well he said he had no issues with the U with the side of the proposal they'd like to see more and subsequently our request to go ahead and include a site plan required resulted from that conversation thank you appreciate it very much thank you Darren our next speaker is Clay Missour followed by Adrien Smith not thank you Council Hill that's the conclusion of our speakers try your button again say here I'll try it Macy okay you hear me okay um okay several things I want to comment on this case um I know that there's a lot of opposition from Arlington Heights neighborhood association I've received those letters from homeowners as well as the neighborhood association I've met with them multiple times Darren you've met with them multiple times I think all the partners have and I appreciate the time that y'all have taken to do that um I want to note this property is right across the street from Dicky's Arena um I think you're requesting a height maximum of five stories Dicky's parking garage is six just for context um and as you mentioned a complicated property with the 30ft wide water main easement and the Topography is going to be a challenge too um so one I commend you on take for taking this on it's a complicated piece of property and a really great location um the property's complications do require additional Planning by engineers and Architects um to lay out the structures required to the setbacks parking requirements water main which we've talked about um and really my biggest concern is the highest and best used of property along Montgomery Street um I've reviewed this property in the zoning case with economic development professionals real estate professionals city planners um we've had meetings with the fort stock show rodeo Dickies Arena Christ Chapel the museums and really every major stakeholder along mcgomery Street I've met with them about this particular property as well as the rezoning of Montgomery Street because it really is the corridor into the Cultural District it needs to protect the Arlington Heights neighborhood on the west west side and then we have all the entertainment development on the east side um protections for the neighborhood I know they very worried about the requirements to park and what that will do to the area and increase and just traffic in general but again it is the corridor into the Cultural District um low density residential that's been a conversation um I do want to point that out but again that's probably not the highest and best use of this Corridor that's changed dramatically over the years um and after thoughtful consideration I know if I continue this case the facts are not going to change I'd much much rather have a constructive conversation on a site plan versus um continuing the the that kind of rehashing the same thing over and over again I think youall done your due diligence I appreciate your time and effort um I want to thank City staff Dana berdoff Lynn Jordan Steven Murray um for your time that you've put into this it's been very helpful for me in Arlington Heights as well Christina batowski Lori Murray bosin um you have taken the time to research and I appreciate your feish probably one of the residents with the angry face but it's beautiful you guys did a terrific job this is beautiful um I'm here because I'm a resident in District 10 I'm asking for your help to change the zoning on our school property to uh CF um not many people know this but our school district um came up with an idea to detach a portion of the school district um we are voters and we're taxpayers and um what they did uh making this decision without even thinking about what would this cost what would happened to the bonds we we fought like we fought like hell and I just want to thank the city council members um for getting involved I know you didn't have to and mayor thank you for voicing your concern and being an advocate for us as well I know that everybody's wearing gold ribbons and I just I want to thank you guys for supporting us um and so I'm just asking you guys to um please change this because we can't trust them they won't give up and we're not giving up either because we're we have every right to be in that District I love my city I love that school district and we are going to continue to fight and so I need you guys to change this thank you so much thank you our next about the rezoning of the kerd properties I just want to lend my support for changing the properties in North Fort Worth from whatever they currently are zoned for to CF our school board members have shouted the trust of their constituents particularly those in North Fort Worth the school board planned for months in secret to jettison North Fort Worth out of the kerd by using an ambiguous law to circumvent an election of the people well that split plan has or was called off in an email just last week from the board president and our interim super superintendent it was news to at least two of our trustees that means that there was no official meeting or vote by the school board members I believe that resoning the K properties in North Fort Worth for CF will'll give the North Fort Worth stakeholders an opportunity to have a say for when and if kellerisd sells these properties if the Schoolboard earns our trust back and their plans to sell really are in the best interest of the whole District then we can always petition to change the zoning to something more appealing to fires and I will be there to petition for it because I love killer IC and I want it to succeed thank you for your time you Miss Jenkins Mr Willoughby is Bob in there hi I I what I really want to bring out is that uh CF Community facilities on this uh thing see how a lot of the the new council members never even been to a council meeting or know anything about zoning I thought I'd Enlighten them a little bit I know Charles hadn't lived in the city long enough to know anything about this zoning so uh I thought I'd Enlighten them that the CF has a uh a group home in it group homes okay now I'm not saying group homes are bad oh excuse me I'm not supposed to look at y'all U they're not being I I have no doubt in my mind that they're not being monitored right the group homes that's what I I don't have no doubt in this city nothing's being monitored right so why would it be done right that'd be my concern a lot of these homes they're making money they buy houses one by me and they get money from the government they put kids in there or whatever they put in there but I really don't think it's governed right okay so you might look into and see what a group home is is what does it consist of and why don't you tell the people out here what does it consist of old people or does it consist of young people how many people live in a group home you know and that so that's that's the thing I'm kind of concerned about what's going on with all the group homes around the city I am concerned about that and uh so uh Charles I know you don't know much about this stuff so I'll try to help you along okay Until You Learn thank you Council that's the last of our speakers on this item um before we vote I just wanted to thank all three council members who this decision really impacts Council M lorf council member block council member Hill um it's not often that you are asked as a city to be vocal in such a contentious issue that this residents did not ask for but there are a lot of people not here today because they're busy with business and raising families money they feel very strongly about this um it is important to me as your mayor to recognize that our Public Schools deserve to be rain intact and you have major decisions to be made the residents and voters and students and families that attend Keller ISD deserve that same ability to say with the direction forward I have loved getting to know the students and the families and the the teachers at kellerer ISD and they share the same shock as I did as your mayor who had no idea that plans were in place and so while the city's hands were tied in many ways I'm very proud of these two council members to to action to recognize that the city needed to do what we could to protect the schools in our communities um and attempt as best we could to help direct better policymaking and that's what this zoning case is really about so um as we move forward with vot I just wanted to have my thoughts on the record here and to both Barbara and to Rachel on behalf of the city thank you for your advocacy and standing up for your children and your families because I think your voices really did make a difference at least for now and you have my full commitment to work alongside each of you and and the families you represent there in Keller ISD to make sure we get this right so with that I'll entertain a motion allow my council members to speak council member lorf thank you mayor and mayor thank you for your support in this entire ordeal um you know it's for anyone to speak up vocally especially when it regards schools uh takes a lot and we really appreciate you also I want to say thank you to City staff for all their help in making this possible on this zoning change um certainly a lot of research went into it it was not a decision made in a vacuum uh so really appreciate the staff there and to our City attorney as well for getting involved uh with a uh uhin letter that certainly goes a long way too to show our support to North Fort Worth and Keller Ry uh and of course Barbara and Rachel to to both of you and the thousands of other concerned parents and and property owners in North Fort Worth I just want to thank them all for showing up showing out if you drive around North Fort Worth you'll see gold ribbons all over the place uh as a sign of unity um it was definitely a nonpartisan uh event with everyone coming together um of course a few naysayers um anyone who quite frankly has any issue with this clearly does not have kids that they're concerned about uh so again thank you the staff for putting this together with that I enthusiastically move to approve got a motion and a is the last item so bear with me I move that the Fort Worth City Council adopt a resolution authorizing use of the power of imminent domain to acquire 5332 acres of land and fee simple interest from real property owned by the Johnson sisters partnership the subject property is located at 10301 Camp Buy West Boulevard Fort Worth in the GM pedit survey abstract number 1235 track 4 City of Fort Worth tarant County Texas the land rights and the subject property are needed for Mary's Creek Confluence lift station a public use that provides for transporting Wastewater to the Future Mary's Creek Water Reclamation facility in order to treat Wastewater produced in the rapidly developing western part of the city the property interest to be acquired is described by meets and Bounds and depicted by survey exhibits attached to this mayor and Council communication thank Council crane got a motion a second by councilor nles any other discussion please vote motion carries thank you mayor that
