THIS IS SOMETHING THAT EVERYONE HERE SHOULD BE REALLY AWARE THAT THE DAY WE HONOR ALL FALLEN OFFICERS. YESTERDAY WAS THE DATE THAT WE HONORED FALLEN OFFICERS. I KNOW YOU AND YOUR GROUP WERE IN WASHINGTON, D.C.FOR THE EVENT AND WE WANTED TO HONOR THE FACT THAT WE DO RECOGNIZE THAT THESE OFFICERS HAVE GIVEN THE ULTIMATE SACRIFICE AND WE WANT TO MAKE SURE THAT YOU ACCEPT THIS PROCLAMATION ON THE COUNCIL'S BEHALF TODAY, A DAY AFTER NATIONAL POLICE MEMORIAL. THANK YOU VERY MUCH. >> FROM THE BEGINNING OF THIS NATION, LAW ENFORCEMENT HAVE PLAYED AN IMPORTANT ROLE SAFEGUARDING RIGHTS AND FREEDOMS GUARANTEED BY THE CONSTITUTION AND PROTECTSES LIVES OF AMERICAN CITIZENS. PRESIDENT KENNEDY ISSUED PROCLAMATION IN 1963 ALSO PASSED BY CONGRESS DESIGNATING MAY 15TI OF EVERY YEAR AS POLICE OFFICERS MEMORIAL DAY IN HONOR OF THOSE COURAGEOUS DEEDS PERFORMED BY PEACE OFFICERS SPECIFICALLY HONORING THOSE WHO LOST LIVES OR BECAME DISABLED IN THE LINE OF DUTY. EVERY CALENDAR WEEK THAT INCLUDES MAY 15 IS OFFICIALLY KNOWN AS POLICE WEEK AND WHEREAS THE CONGRESS AND PRESIDENT OF THE U.S. HAVE DESIGNATED MAY 15 AS NATIONAL POLICE OFFICER MEMORIAL DAY AND THE WEEK IN WHICH IT FALLS, MAY 11 THROUGH THE 17TH, 2022 AS NATIONAL POLICE WEEK. WHEREAS, THE MEMBERS OF FRATERNAL ORDER OF POLICE AND LAW ENFORCEMENT OFFICERS OF ALBUQUERQUE POLICE DEPARTMENT AND ALL OFFICER IN THE STATE OF NEW MEXICO PLAY ESSENTIAL ROLE IN SAFEGUARDING FREEDOMS OF THE CITIZENS OF ALBUQUERQUE AND NEW MEXICO. AND WHEREAS, IT IS IMPORTANT THAT ALL CITIZENS KNOW AND UNDERSTAND THE A PROBLEMS DUTIES AND RESPONSIBILITIES OF THEIR POLICE OFFICERS. AND. PIECE OFFICERS IN ALBUQUERQUE AND THROUGHOUT THE STATE OF NEW MEXICO LEAVE FAMILIES EVERYDAY KNOWING WHETHER THEY WILL RETURN HOME AFTER THEIR SHIFT. IT IS PROCLAIMED, COUNCIL, GOVERNING BODY OF THE CITY OF ALBUQUERQUE HEREBY PROCLAIMS MAY 15, TWENTY 22 AS NATIONAL POLICE OFFICERS MEMORIAL DAY AND MAY 11 THROUGH THE 17TH, 2022 AS POLICE WEEK IN THE CITY T OF ALBUQUERQUE. THIS COUNCIL CALLS UPON CITIZENS OF ALBUQUERQUE AND PATRIOTIC CIVIL AND ORGANIZATIONS TO OBSERVE THIS DAY AND WEEK WITH APPROPRIATE CEREMONIES TO COMEMMORATE POLICE OFFICERS PAST AND PRESENT. YESTERDAY WAS A BUSY MORNING. 16 VOLUNTEERS FROM THE FOP IN ALBUQUERQUE AT THEIR OWN EXPENSE WENT TO WASHINGTON DDC FOR RECOGNITION OF THESE OFFICERSES KILLED IN THE LINE OF DUTY. IFUT YOU CAN FOR A MOMENT IMAGINE THE SEA OF WHITE CHAIRS, BECAUSE IT IS ABOUT THE WHITE CHAIRS. YESTERDAY MORNING WE GOTHA UP AT 5:00 IN THE MORNING TO GO TO THE HOTEL TO LOAD THE BUSES TO TAKE SURVIVORS DOWN TO THE WEST LAWN OF THE CAPITOL. I KNOW THAT COUNCILOR DAVIS REMEMBERS THAT WHEN HE WAS WORKING IN WASHINGTON, D.C.AND SAFE PEOPLE THAT ARE THERE. IF YOU CAN IMAGINE WE LOADED 55 BUSES OF SURVIVORS THAT CAME TO HONOR LOVED ONES. THAT WAS 3,000 PLUS FAMILY MEMBERS THAT WENT TO WASHINGTON, D.C.TO RECOGNIZE LOVED ONES KILLED IN THE LINE OF DUTY. ON BEHALF OF THE BERNALILLO POLICE, ALBUQUERQUE LONG UN, MAESTAS MANY BROTHERS AND SISTERS WANTED TO BE HERE THIS EVENING BUT BECAUSE OF FLIGHT SCHEDULES AND I HAVE BEEN ON A PLANE ALL DAY GETTING UP THIS MORNING AND ARRIVING HERE IN TIME TO CHANGE MY CLOTHES AND GET OVER HERE TO THANK YOU AND TO ACCEPT THIS PARTICULAR PROCLAMATION. I ALSO WANT TO SAY ON BEHALF OF FRATERNAL ORDER OF POLICE, THANK YOU FOR YOUR SERVICE AND FOR THIS PROCLAMATION. I ESPECIALLY WANT TO THANK COUNCILOR SANCHEZ FOR SPEARHEADING THIS EFFORT. IN CLOSING, THE COUNTRY AND CITY NEEDS TO HEAL. POLICE ARE NOT THE PROBLEM. THERE ARE MEN AND WOMEN IN LAW ENFORCEMENT WHO LEAVE THEIR FAMILIES AND LOVED ONES EACH MORNING NOT KNOWING WHETHER OR NOT THEY ARE GOING TO COME BACK THAT EVENING BECAUSE OF THE VIOLENCE THEY ENCOUNTER ON THE STREETS AND THE DANGERS THAT THEY COME UP AGAINST. THEY DON'T KNOW IF THEY ARE GOING TO GO HOME AFTER THEIR SHIFT. THEY ARE THERE TO PROTECT AND SERVE THE PEOPLE OF THE CITY OF ALBUQUERQUE AND CITIZENS THROUGHOUT YOUR COUNTRY. FINALLY, PLEASE PROVIDE OUR LAW ENFORCEMENT OFFICERS WITH THE SUPPORT AND TOOLS THEY NEED TO DO THE JOB TO PROTECT AND SERVE THE PEOPLE OF ALBUQUERQUE. THE NUMBER OF INDIVIDUALS A LOW INCOME IS INCREASING WHILE AVAILABILITY W IS DECREASING. ONE IN FOUR RESIDENTS WHO ARE RENTING ARE EXTREMELY LOW INCOME INDIVIDUALSOW OR FAMILIES. WELL, I WOULD JUST SAY, YOU KNOW, TWO-AND-A-HALF YEARS OF A WIDE OPEN DOOR BY THE CITY COUNCIL AND PREVIOUS CITY COUNCIL IS ENOUGH TO DISCUSS SOMETHING AND NOT DISCUSS IT FOR EVER. THE MAYOR RECOGNIZEDDED THIS WITHIN IS VETO OF YOUR REVISION TO THE ORDINANCE. THIS REVISION IS A POSITIVE CHANGE FOR THE RESIDENTS OF THE CITY. I'LL TELL YOU WHY, LEGITIMIZES NEIGHBORHOOD'S AUTHORITY AND GEE GRAPHIC CAL AREAS OFHO INFLUENCE AND HELPS PROMOTE LONGEVITY AND CONTINUITY OF ESTABLISHED NEIGHBORHOOD ASSOCIATIONS IN THE CITY, IT WILL HELP FACILITATE EFFECTIVE COMMUNICATION AT PAUL LEVELS, INTERNALLY WITHIN THE NEIGHBORHOOD, AND WITH THE PRIVATE SECTOR BUSINESSES AND WITHSE THE DEVELOPMENT INDUSTRY. THERE ARE SUBSTANTIAL ISSUES OF CONTRACT MANAGEMENT OF THE NETWORK THAT WAS DONE AND NOT DONE SO THAT ACCORDING TO THE ONC AND OTHERS, THE SISD DID NOT KEEP ANY OF THE RAW DATA FROM THEIR SURVEY WORK WHICH MEANS THAT THISHI WAS NO WAY TO EVEN SHOW THAT THE REVISED NARO WAS OR IS CONNECTED TO THE FINDINGS OF THE NETWORK. THERERK IS ALSO THE REALITY THAT 62% OF ALL THE NEIGHBORHOOD ASSOCIATIONS AT THE TIME OF THE NETSO SURVEY WORK DID NOT PARTICIPATE FOR ONE REASON OR ANOTHER IN THAT SURVEY PROCESS. THERE WEREYEARS MULTIPLE, NUMEROUS REQUESTS FROM THE VERY GROUPS GOVERNED BY THE NARO, BOTH NEIGHBORHOOD ASSOCIATION AND SO A LISTINGS TO BE ABLE TO PARTICIPATE IN THE WRITING AND EDITING OF THE NEW NARO, ALL OF THESE WERE MET WITH TOTAL SILENCE BY THE SPONSOR. I DO NOT CALL THAT AN OPEN DOOR FOR COMMUNICATION.
