THE ENGINEERING DEPARTMENT IS MADE UP OF FIVE DIVISIONS. IN THE FALL YOU SAW THE CIP, THE DEVELOPMENT, AND THE FACILITIES GROUP. AND TONIGHT, WE WILL BE TALKING ABOUT TRANSPORTATION AND COMPLIANCE. SO WITH THAT, I'M GOING TO TURN IT OVER TO ANDREA BARK. THE COMPLIANCE DIVISION MANAGER. >> I'M ANDREA PARK, THE COMPLIANCE MANAGER. I'M DOING TO BRIEFLY GIVE YOU AN OVERVIEW OF THE TASKS AND RESPONSIBILITIES OF MY POSITION, SO AS YOU CAN SEE, WE HAVE A RATHER -- A SMALLER GROUP EQUALLY AS IMPORTANT. SO OUR TEAM CARRYING OUT ALL OF OUR DUTIES UNDER THESE FOUR PRIMARY PILLARS OF SERVICE, WHICH ARE TO PROVIDE OUTSTANDING SUPPORT SERVICES THAT ARE FOCUSED COLLABORATIVE COMMUNICATIVE, AND ALSO WE MAKE SURE TO PROVIDE ENHANCED OPERATIONAL EFFICIENCIES AND EFFECTIVENESS, WE DO THIS, WE MAKE SURE THAT WE ARE STRIVING FOR ALL OF OUR WORK TO CONTRIBUTE TO THE OPERATIONAL DRIVERS OF THE CITY OF PLANO, WHICH YOU KNOW ARE EXCEPTIONAL QUALITY SERVICES PROFESSIONAL STAFF, HIGH QUALITY CUSTOMER SERVICE, AND FISCAL RESPONSIBILITIES. SO I WILL DIVE INTO A LITTLE BIT MORE DETAIL ABOUT ADA COMPLIANCE AND ONE OF MY JOBS AS THE COMPLIANCE MANAGER IS TO SERVE AS THE CITY'S ADA COORDINATOR, WHICH ALL OF MY DUTIES ARE PRETTY MUCH ENCOASSE WITHIN THE ITEMS YOU SEE ON YOUR SCREEN. SO I'LL QUICKLY TOUCH ON THOSE. ONE OF THE PRIMARY ROLES OF ADA COMPLIANCE IS CITIZEN ENGAGEMENT. THIS ISN'T JUST BACK AND FORTH TALKING WITH CITIZENS THROUGH E-MAIL AND PHONE, BUT THIS ALSO IS WHERE WE CAN GET OUT AND GATHER FEEDBACK FROM THE COMMUNITY, AND A GOOD EXAMPLE OF THIS IS THE RECENT PUBLIC OUTREACH WE HAD TO GATHER FEEDBACK ON THE COMING RENOVATIONS OF THIS COUNCIL CHAMBER, SO THAT IS AN EXAMPLE OF THAT. AND THEN WE HAVE OUR ADA SELF-EVALUATION AND TRANSITION PLAN UPDATES, SO THE PLAN IS UPDATED ON AN ANNUAL BASIS TO CAPTURE COMPLETED PROJECTS AND PROJECTS THAT WERE NOT ORIGINALLY INCLUDED IN THE FORMAL STUDY AND TO MAKE ADJUSTMENTS TO THE IMPLEMENTATIONS SCHEDULE WHERE NECESSARY. OUR ADA ACTION FORMS, THESE ARE USED PRIMARILY TO CAPTURE UPDATES TO PROGRAMS OF SERVICES, THAT WERE IDENTIFIED IN THE SELF-EVALUATION PLAN. SO IT HELPS US KEEP TRACK OF IMPROVEMENTS THAT WE'RE MAKING. ACCOMMODATION REQUEST, AND FIXES, REQUESTS, THESE ARE TWO SEPARATE ITEMS, SO I'M SURE MOST OF YOU ARE FAMILIAR WITH BOTH OF THESE, BUT ACCOMMODATION REQUESTS ARE GOING TO BE SPECIFIC TO THE MODIFICATION OF A PROGRAM OF SERVICE, AND WE ACTUALLY SEE VERY FEW OF THESE. I THINK A LARGE PART OF THIS IS DUE TO THE REALLY STRONG PROACTIVE MEASURES TAKEN BY THE DEPARTMENTS THAT YOU WOULD LIKELY SEE THESE TYPES OF REQUESTS, FOR EXAMPLE, PARKS AND REC AND LIBRARY, THEY ARE FANTASTIC ABOUT OFFERING SERVICES FOR ALL PROACTIVELY WITHOUT CERTAIN REQUESTS SINCE MY LAST UPDATE TO CITY COUNCIL, WHICH I BELIEVE WAS DURING COVID-19, WE RECEIVED ABOUT 15 ACCOMMODATION REQUESTS TO MODIFY A POLICY WHICH WAS THE MASK REQUIREMENT DURING COVID, AND WE'VE HAD ONE REQUEST TO ADD CLOSED CAPTIONING TO THE RECENT LISTENING TOUR, THAT WAS CONDUCTED VIA ZOOM, AND I'LL SAY I THINK THIS WAS A GREAT EXAMPLE OF COLLABORATION WITH ONE OF OUR CITIZENS, BECAUSE IT WAS A GREAT LEARNING OPPORTUNITY FOR US. SHE WAS ABLE TO TEACH US HOW TO DO IT. AND THEN WE CREATED A VIDEO THAT WE SENT OUT TO ALL CITYWIDE EMPLOYEES TO PROACTIVELY INCLUDE THAT ON ALL VIRTUAL MEETINGS MOVING FORWARD. THIS RELATES TO THE CITY'S COMPLIANCE EFFORTS WITHIN CIVIL RIGHTS ACTS, SPECIFICALLY TO ENSURE THAT WE ARE NOT DISCRIMINATING TO THE GROUNDS OF RAC COL OR NATIONAL ORIGIN. WE'RE RESPONSIBLE FOR MAINTAINING OUR TITLE 6 6 DESK MANUAL AND THE LANGUAGE PLAN AND FOR COMPLETING THE ANNUAL TxDOT TITLE 6 AUDIT WHICH IS IN GOOD STANDINGS AND RECEIVES PRAISE REVIEW FOR BEING SATISFACTORY. ONE HANDLING OUR DAY-TO-DAY ACTIVITIES OF OUR TRAFFIC SIGNAL SYSTEM, AND THE OTHER HANDLING BASICALLY EVERYTHING ELSE THAT IS NONTRAFFIC SIGNAL RELATED. TRANSPORTATION DIVISIONS BASICALLY BEEN THE SAME SIZE FOR THE LAST 20 YEARS. WHEN I CAME ON BOARD FOUR YEARS AGO, WE ESTABLISHED FOUR PRIMARY GOALS TO GUIDE OUR PROJECT SELECTIONS, AND OUR DECISION PROCESSES, SAFETY WAS NUMBER ONE, VING TRAFFIC WAS NUMBER TWO. IMPROVING WORK EFFICIENCY WAS NUMBER THREE. AND WISELY SPENDING OUR AVAILABLE BUDGETS WAS NUMBER 4. WE ESTABLISHED THESE GOALS AND DEVELOPED A PLAN TO ADDRESS TRAFFIC CONGESTION SAFETY CONCERNS, AGING TRAFFIC INFRASTRUCTURE, AND OUR NEED TO WORK SMARTER WITH THE LIMITED STAFF THAT WE HAD AVAILABLE. SOME OF YOU MIGHT RECALL THE FIRST TIME PRESENTED PLANO'S STATE OF TRANSPORTATION. WHEN I THAT W H AVAILABLE. I SAID I WAS PLANNING ON TELLING YOU HOW BAD TRAFFIC WAS IN PLANO, AND LITERALLY TWO WEEKS PRIOR TO THAT PRESENTATION, WHILE IT HAD CAME OUT WITH SOME RESULTS THAT NAMED PLANO THE FIFTH BEST LARGE CITY IN THE NATION. FAST FORWARD TO MY SECD SAVE THE TRANSPORTATION IN 2020 WHEN PRIOR TO MY SECOND. NO TRAFFIC. HOWEVER, RIGHT NOW WE SEE TRAFFIC REACHING HIGH LEVELS ON OUR FREEWAY, AND AT SOME OF OUR -- WHAT ARE SOME IMPORTANT DATA POINTS FOR THETATEF TRANSPORTATION? TRAFFIC IS INCREASING. WE'RE CONTINUING TO ADD TRAFFIC SIGNALS TO ACCOMMODATE THE NEW TRAFFIC AND PASS-THROUGH TRAFFIC IS PART OF THIS INCREASE THAT NOT AS MUCH AS YOU MIGHT THINK. I'M GOING TO REVEAL OUR BIG DATA ANALYSIS ON PASS-THROUGH TRAFFIC IN THE CITY OF PLANO. OUR CIVIC REQUESTS WERE -- AS COMPARED TO THE 2018-2019 AVERAGE. ONLY 2020 CAN BE FULLY ATTRIBUTED TO THE -- WE'RE HOPING THESE NUMBERS CONTINUE TO BE SMALLER AS COMPARED TO THE 2018-2019 AVERAGE MOVING FORWARD. LIKEWISE, OUR ROADWAY ACCIDENTS WERE ALSO DOWN TO 2020-2021 -- I'LL SPEAK MORE ON THIS TOPIC IN AWE FEW MINUTES. OUR ARTERIAL TRAVEL TIMES AS COMPARED TO 2019 OR ON AVERAGE DOWN ONE TO FOUR MINUTES. ONE OF THE LARGEST CONSUMPTIONS OF OUR STAFF TIME IS LOOKING AT PLANS FOR ROADWAYS AND UTILITIES. WE'VE REVIEWED OVER 500 SUCH PLANS IN 2021. WE ACTIVELY LOOK AT OUR PROJECTS, NETA ANDTEX DOT. SOME OF OUR MANY DAY TO DAY ACTIVITIES ARE INVOLVED WITH THE PREPARATION OF NEW ORDINANCES, PARKING PERMITS, THE ONLINE PORTAL SYSTEM, FPIC AND FISD TRAFFIC REQUESTS FOR SCHOOL CAMPUSES IN OUR BIKE AND SCOOTER SHARE PROGRAM. WE DO HAVE 11 MONTHS WORTH OF RIDERSHIP DATA FROM BIRD SCOOTER AND IT REPORT THAT WE DO HAVE HEALTHY RIDERSHIP IN PLANO. THE NUMBERS ON THIS GRAPH MIGHT BE A LITTLE SMALL FOR YOU GUYS TO READ, BUT BIRD IS AVERAGING JUST UNDER 2,000 RIDES PER MONTH, AND THAT EQUATES TO OVER 4,000 MILES RIDDEN PER MONTH. ONE OF THE BIGGEST DIVISION PROGRAMS AND ARGUABLY THE MOST IMPORTANT IS OUR ANNUAL TRAFFIC SAFETY EVALUATION PROGRAM. EVERY YEAR WE EVALUATE ACCIDENT TRENDS AND GENERATE A LIST OF IMPROVEMENTS TO STEM THESE HIGH ACCIDENT LOCATIONS. THESE IMPROVEMENTS ARE THEN FED BACK TO THE CIP TEAM TO GENERATE THE INTERSECTION IMPROVEMENT PLANS. TO OUR PUBLIC WORARTNS TO ADDRS SIGNING, PAVEMENT MARKING, AND SIGNALIZATION ISSUES OR KEPT INTERNALLY WITHIN OUR DEPARTMENT TO ADDRESS TRAFFIC SIGNAL TIMING ISSUES. ONE OF OUR IMPROVEMENTS THAT MATT TILKE, OUR TRAFFIC ENGINEERS AND ONE OF OUR SUPERVISORS, SAYS AND HIS TEAM THAT STARTED LAST YEAR AND FINISHED UP IN MARCH, INCLUDED A MAJOR REPHASING OF THE PRESTON STATE 121 INTERCHANGE, FOUR INTERSECTIONS, ONE CONTROLLER, FOUR INTERSECTIONS. THE INITIAL RESULTS OF THE PHASING SHOWED A 50% REDUCTION IN TRAFFIC VOLUMES. THIS INTERSECTION OVER THE LAST FOUR YEARS WAS THE NUMBER ONE INTERSECTION IN PLANO FOR ACCIDENTS IN EACH OF THE LAST FOUR YEARS. IT'S A HUGE REDUCTION IN TRAFFIC ACCIDENTS. WE'LL RE-EVALUATE THIS IN OUR 2022 TRAFFIC EVALUATION PROGRAM. WE'RE TAKING TRAFFIC MANAGEMENT IN PLANO THROUGH A TRANSFORMATIONAL CHANGE. YOU'VE SEEN SOME OF THE THINGS THAT WE'VE BEEN TALKING ABOUT. WE FOUND $8 MILLION IN FUNDS FOR ONE OF OUR BIG PROJECTS. THIS CHANGE THAT WE'RE GOING THROUGH IS THE SINGLE MOST IMPORTANT FOCUS OF OUR TEAM AFTER SAFETY-RELATED ACTIVITIES. WE'VE ALREADY UPGRADED OUR EMERGENCY VEHICLE PREEMPTION SYSTEM AND UPGRADED THE SYSTEM ZONE FLASHER SYSTEM. OUR NEW TRAFFIC MANAGEMENT CENTER IS CURRENTLY UNDER CONSTRUCTION. HOWEVE SIMILAR TO THE REST OF THE WORLD WE'VE HAD SOME SUPPLY CHAIN ISSUES. WE ACTUALLY ANTICIPATE IF EVERYTHING GOES AKORGTD TO PLAN, WE ANTICIPATE ACTIVATION OF THE TMC LATER THIS SUMMER. OTHER AREAS OF THE TRANSFORMATIONAL CHANGE INCLUDE EXPANSION OF OUR SYSTEM FROM 40 SIGNALIZED SIGNAL SYSTEMS TO 200 SIGNALIZED SYSTEMS. WE ACTUALLY HAVE THE PLANO CITY DESK AND WILL BE GOING OUT TO A BID ON THOSE HERE IN THE NEXT MONTH OR TWO. THE WIRELESS COMMUNICATIONS THAT 108 SIGNALIZED INTERSECTIONS HAS BEEN CHANGED TO AND REPLACED WITH FIBEROPTIC COMMUNICATIONS AS PART OF THE TECHNOLOGY SERVICES DEPARTMENT FIBER PROJECT. WE'RE CURRENTLY NEGOTIATING A DESIGN CONTRACT TO HAVE 120 MORE SIGNALIZED INTERSECTIONS OVER TO FIBER. WERE ALSO CURRENTLY NEGOTIATING A CONSULTANT CONTRACT TO EVALUATE AND UPGRADE TO OUR VEHICLE DETECTION SYSTEM AND DEVELOPMENT PROCUREMENT DOCUMENTS FOR THAT PARTICULAR PROJECT. A CONSULTANT IS ALREADY CURRENTLY DEVELOPING PROCUREMENT DOCUMENTS TO UPDATE OUR 15 PLUS YEAR OLD TRAFFIC SIGNAL SYSTEM AND SIGNALIZED INTERSECTION CAN NETS AND CONTROLLER OF THE HARDWARE AND SOFTWARE. ONE OF THE OPERATIONAL AREAS THAT WE ARE FULLY EMBRACING IS THE INTEGRATION OF ANALYTICS, BIG DATA, AND PERFORMANCE METRICS INTO OUR DAILY OPERATIONAL AND EVALUATION ACTIVITIES. ONE SUCH AREA THAT WE NEED TO GET AIR BETTER UNDERSTANDING IS . WE JUST FINISHED A HANDFUL OF OUR SEVEN-DAY COUNTS AND THIS PARTICULAR FIGURE SHOWS THE COMPARISON BETWEEN OUR 2019 AND 2022 COUNTS. UNLIKE OUR SURROUNDING FREEWAYS, WHICH HAVE INCREASED IN VOLUME BACK TO PRE-COVID NUMBERS, PLANO'S CURRENT ARTERIAL TRAFFIC VOLUMES STILL HAVE AN AVERAGE OF 12% LESS TRAFFIC THAN WE DID PRE-COVID. CERTAIN AREAS SUCH AS THE LEGACY BUSINESS PARK HAVE SIGNIFICANTLY LESS TRAFFIC. YOU'LL NOTICE IN THE 42% REDUCTION ON LEGACY DRIVE IN THE NORTHWEST PART OF TOWN THAT NUMBER ACTUALLY SHOWS HOW MANY OF THE CORPORATE EMPLOYEES IN THE LEGACY BUSINESS PARK ARE STILL TELECOMMUTING. HOWEVER, PLEASE ALSO KEEP IN MIND THE NUMBER ALSO SHOWS THE REDUCTION IN TRAFFIC DUE TO CONSTRUCTION AT THE LEGACY STATE HIGHWAY 121 INTERCHANGE. LESS LANES MEANS LESS TRAFFIC. LET'S TALK ABOUT SOME ACCIDENTS. OUR ACCIDENT NUMBERS ARE SLIGHTLY LESS THAN REPORTED BY POLICE. WHEN YOU SEE THEIR PRESENTATION, THEIR NUMBERS WILL BE HIGHER. WHY IS THAT? WE ACTUALLY SLIMPL JUST REMOVED NON-ROADWAY ACCIDENTS. IF IT'S IN A PARKING LOT, IF IT'S IN A PRIVATE PROPERTY, WE DO NOT INCLUDE THAT IN OUR ANALYSIS. WE ACTUALLY ANTICIPATED LESS TRAFFIC OR LESS ACCIDENTS DURING THE FIRST YEAR OF COVID. LESS TRAFFIC, LESS ACCIDENTS. WHAT WE DIDN'T ANTICIPATE IS THE NUMBER OF YEARLY ACCIDENTS THAT THEY DIDN'T FOLLOW A LINEAR PATH AS TRAFFIC VOLUME STARTED INCREASING. HE WITH ASSUMED THAT TRAFFIC VOLUMES INCREASE. THE ACCIDENTS WOULD INCREASE EXACTLY THE SAME. HOWEVER, AT THE END OF '21-2021 WE'RE ACTUALLY STILL 24% LESS ACCIDENTS THAN WE WERE IN THE 2017-2019 THREE-YEAR AVERAGE. IT'S ACTUALLY TOO EARLY TO TELL, BUT WE'RE HOPING SOME OF THE OPERATIONAL SAFETY AND CAPACITY AGREEMENTS WE'VE MADE OVER THE LAST FOUR YEARS ARE GOING TO KEEPHESE NUMBERS DOWN. WE REALIZE THIS YEAR THAT MORE THAN 10% OF ALL ROADWAY ACCIDENTS IN PLANO OCCUR ACROSS U.S. 75. 10% OF ALL THE ACCIDENTS OCCUR ALONG U.S. 75. WE STRONGLY BELIEVE THAT THE U.S. 75 OPERATIONAL AND GEE BHET RICK IMPROVEMENTS WE GAVE TO TX DOT A COUPLE OF YEARS AGO WOULD ACTUALLY PUT A HUGE DENT THAT P IN THESE ACCIDENT NUMBERS. BOTH OF THEM ARE MAKING THEIR FIRST TIME HOME BUYING, WHEREAS ONE PERSON MAY NOT NEED THE ASSISTANCE BECAUSE THEY DON'T HAVE THE KIDS THEY NEED TO TAKE CARE OF. THEY MAY HAVE DOUBLE INCOME, AND THEY MAY BE POTENTIALLY ABLE TO GROW THEIR INCOME BECAUSE THERE MAY BE -- THEIR INCOME IS GROWING VERSUS A FAMILY WHERE THERE ARE SOME NECESSITY NEEDS WHERE THEY CANNOT GROW THEIR INCOME. WOULD THAT BE THE COMPARISON BETWEEN THE TWO FAMILIES WHEREAS WHY HUD WOULD SUPPORT AND AID THIS FAMILY WITH A FAMILY OF FOUR VERSUS A FAMILY OF TWO. DOES THAT MAKE SENSE TO YOU?
