well welcome again to the Mesa city council meeting for the evening of February the 26th I will note that our council is present in the chambers with the exception of vice mayor Heredia who's unable to attend this evening and is excused uh we will begin this meeting with an invocation offered by Bishop William Hudson with Shield of Faith Christian Center followed by the Pledge of Allegiance so please stand for the prayer and remain standing for the Pledge of Allegiance thank you mayor thank you council members just just go before the Lord tonight tonight it's a great opportunity to start this meeting with the presence of the Lord father God in the name of Jesus we bless you we love you tonight and we honor you for all things and Lord God you said in your word in all of our ways we are to acknowledge you and you would direct our path and this night Lord God we petition you Lord God to send down your presence that you would touch the minds and the hearts of those that lead this great City Council Members Lord God the mayor at the head that you continue Lord God to bless them coming and going in the name of Jesus let the this council meeting tonight be very productive Lord God even as they're passing ordinances and contracts Lord God let those decisions be made with wisdom Lord God and insight we just bless you right now in advance Lord God for the victories that you've given us and those that are to come we give you praise and glory even right now in Jesus name amen amen amen thank you please join me in the pledge pledge aliance to the flag of the United States of America and to the repu for which it stands one nation under God indivisible with liberty and justice for all thank you the first item on our agenda is Awards recognitions and announcements we have one item uh to deal to acknowledge on under that agenda item today and that is um with our good friend and partner from the United Food Bank Mesa has always had a strong relationship with the United Food Bank and that was particularly true during the pandemic where there was really uh no discernable difference between the city and the food bank for a while our partnership uh deepens as we found even more and Innovative meaningful ways to address food insecurity in Mesa during that period of time and that continues council member spiber will you uh please tell us more about our partnership with United Food Bank and introduce the guests that we have from United Food Bank yes I um am excited to do this I sit on the United Food Bank board um I have been doing that for the last few years and so it's a a cause very dear to my heart and I'm excited to share exciting news um we have received an incredible honor from our friends at United Food Bank they've awarded us the million meals award in recognition of our Collective efforts to combat hunger in our city and it truly is humbling to receive this acknowledgement um this achievement however belongs to each one of our citizens who have very generously contributed their time resources and energy to support our community and all of your impact those that have helped have has been Monumental together we've made a real difference in the lives of our neighbors ensuring that no one in Mesa goes hungry this award isn't just about the number of males served it's a testament to the compassion and generosity that Define our city we have Jason Reed and Melissa Forester here to um present this award we'd like to invite you up and tell us a little bit more about the reward the award thank you mayor thank you council members we just we're so grateful for the city's partnership here so we do have an award for you today called the million meals award so this is something we're offering to a very short list of Partners uh who have worked with us over the past 10 years to provide a million meals uh for those who are in need and those who are experiencing food insecurity so we're grateful for your partnership and while this award only reflects 10 years of of uh of meals and and partnership uh we've actually been working together for the past 40 years and so uh the city was one of our first Partners uh from the United Food Bank and we're grateful for all that you have done for us as well and for for the citizens of Mesa so thank you well thank you Jason I'm going to suggest we all go down and take a photo with this uh a very underappreciated need in our community so thanks for raising awareness and for uh feeding so many people we appreciate you uh next item on our agenda is the consent agenda so we'll invite Mr Kevin Christopher forward to read that agenda good evening mayor and council members these are the items on the consent agenda all items listed with an asterisk will be considered as a group by the city council and will be enacted with one motion there will be no separate discussion unless a council member or citizen request in which event the item will be removed from the consent agenda and considered as a separate item item two approval minutes of previous meetings as written item 3A approving contract to purchase one gas chromatograph Mass selected detector system for the Mesa Police Department item 3B approving limit increase to the term contract for information technology solutions for the purchase of a capital Improvement program project management solution for the engineering department item 3C approving use of a Cooperative contract for the purchase of one asphalt oil distributed truck for the transportation department item 3D approving three-year term contract with two years renewal options for slurry seal sand for the transportation department item 3E approving dollar limit increase to the term contract with 2 years of renewal options for Private Security Guard Services for various City departments item 3F appr approving dollar limit increase to the term contract for wireless voice data equipment products and services for city-wide use item 4A approving resolution to allow the abandonment and transfer to the city of previously identified ADOT traffic interchanges at the Red Mountain Loop 202 Freeway and University Drive item 4B approving resolution to allow the abandonment and transfer to the city of previously identified ADOT areas on Southern Avenue and haw Road at the Red Mountain Loop 202 Freeway and the us60 traffic interchange item 4 C approving resolution AU iing acceptance of funds for non-residential water conservation program enhancements through a grant agreement with the water infrastructure Finance Authority of Arizona the largest portion will go for incentives for customers who plan to remove grass and replace it with zeroscape item four D approving resolution authorizing the submission of Grant applications by the city of Mesa Police Department to the Arizona governor's office of Highway Safety for fiscal year 2025 Grant funds and to negotiate and accept contracts item 4E approving resolution authorizing entering into an amendment to the advanced metering infrastructure smart metering solution project agreement to update the project scope and increase the project dollar limit item 4f approving resolution authorizing extinguishing a portion of a drainage easement located at 2327 East Kenwood Street to allow for construction of a swimming pool item 4 G approving resolution amending the ethics code and handbook for city of Mesa elected officials and Advisory board members to include additional guidance regarding Arizona laws on spending and using City resources and adopting the proposed guidelines for spending and using City resources item 4 AG approving resolution calling the primary election for July 30th 2024 including designating election dates and providing the last date for candidates to file nomination papers item 5A introduction of ordinance for zoning case 23609 for property generally located north of Southern Avenue and west of Country Club Drive reson with a bonus intensity Zone overlay Castle use permit and site plan review to allow for a mini storage facility item 5B introduction of ordinance amending chapters 25 45 50 51 and 87 of Title 11 of the Mason City code pertaining to Billboards and item 6A approving subdivision plot 8137 East Brown Road for property located west of the 202 Red Mountain freeway on the south side of Brown Road mayor and council members these are the items on the consent agenda thank you Mr Christopher uh Miss Mosley do we have any requests to speak on an item on the consent agenda no requests mayor all right thank you I note that Mr Freeman has made a motion for approval seconded by council member spillsbury uh please vote thank you that passes unanimously with Mr Heredia excused and absent uh next item on our agenda is item seven items from citizens present I do have one uh card to speak so uh Olga Lopez we invite you forward uh you have three minutes thank you for having me again Olga Lopez I was here introducing my son Jeremiah AAS to the Council on February 5th and uh this is a follow-up want wanted to uh let you know that I'm still pending to hear back on my concerns regarding uh teen safety particularly I had uh the opportunity to speak to both the assistant city manager and mayor in regards to my son and um I wanted to just make you all aware that I'm still waiting and I do want to acknowledge an upcoming uh Team violence discussion between the Mesa Police Department and the Mesa School District and so if you played any role in that I want to say thank you I look forward to that conversation on Wednesday but also wanted to be mindful that you know when citizens do come forward during these Council meetings we do want we want to be prioritized and acknowledged and I shouldn't have to I appreciate coming into the city of Mesa but it is very re-traumatizing for me to have to drive here um to join you all for this meeting uh knowing that this is the last City my son breathed his last breath at um so this is just a courtesy reminder that I am still waiting for some contact and was grateful for a sidebar conversation pre this start of this meeting so thank you for your time all right thank you for being here Mr Lopez I'm I'm very confident that we'll that meeting will take place shortly apprciate and uh thank you for uh pointing out that there is a community Forum day after tomorrow and involving Mesa Police Department and mace public schools and we invite people to participate in that all right uh any additional requests to speak under this agenda item no request mam
