well again welcome to the Mesa city council meeting for February the 27th I'll note for the record that all of our council is present for this meeting we will begin this meeting with an invocation offered by Pastor Brian crane with the eternal life Lutheran Church followed by the pledge of allegiance that today will be led by Boy Scout Kenneth Perry from Troop 2019. so please stand for the prayer and remain standing for the Pledge of Allegiance let us pray Eternal Lord ruler of all graciously regard those who have been set in positions of authority Among Us especially our mayor the members of our city council and all those who serve Us in Mesa city government that Guided by your spirit they may be high in purpose lies in counsel firm in good resolution and unwavering in Duty that under them we may be governed quietly and peaceably to the praise and eternal worship of your holy name through Jesus Christ your son our Lord who lives and reigns with you and the Holy Spirit projects in southeast Mesa item 4B approving design construction and delivery of precast concrete shoulders for the topaz Regional Wireless Cooperative h-60 Public Safety radio expansion site the cost is shared between the city of Mesa and six other members of The Cooperative item 4C approving contract for the Elliott Road Sussman Road TO Haas Road 202 Freeway gas infrastructure this project is funded by 2010 gas bonds item 4D approving contractor purchase one gas chromatograph triple quadrupole Mass spectrometer for the Mesa Police Department this purchase is Grant funded by the governor's office of Highway Safety item 4E approving one-year term contract for Nighthawk software subscription for the Mesa Police Department item 4f approving three-year term contract with two years of renewal options for truck work boxes for the Mesa fire Medical Department item 4G approving two-year renewal of the term contracts for study custodial services for the parks recreation and Community facilities Department item 4H approving three-year term contract with two years of renewal options for elevator vertical Transportation unit maintenance for the parks recreation and Community Safety for fiscal year 2024 Grant funds and accept awarded funds for various Mesa Police Department projects item 5c approving resolution to enter into a member membership agreement with the Arizona Board of Regents on behalf of tube to join the Southwest pavement technology Consortium item 5D approving resolution to enter into an agreement with the City of Tempe and Valley Metro Rail for the Rio East Dobson streetcar extension locally preferred alternative study item 5e approving resolution to enter into an intergovernmental agreement with Maricopa County for the permitting and annexation of Power Road from Baseline Road to Guadalupe Road from the Monterey Park Expansion Project item 5f approving resolution endorsing creation of the Woodland Terrace irrigation water delivery District final designation of the district is determined by the Maricopa County Board of Supervisors item 6A introduction ordinance regarding zoning case 22-1024 located south of McClellan Road and East of Val Vista Drive rezone with a new planet area development overlays will allow for a seven lot single residence development item 7A and 7B pertain to a proposed development known as Boomerang located west of Lindsay Road on their side of Southern Avenue 7A is approving ordinance for zoning case 22-in 916 which involves a rezone with a bonus intensity Zone overlay and site plan review to allow for an office development and 7B is approving a resolution to enter into a development agreement for the project for the primary purpose of prohibiting and limiting certain land uses item 8A approving ordinance for zoning case 22-977 for property located south of McKellips Road and West of Ellsworth Road rezone with a bonus intensity Zone overlay to allow for development of the single resident subdivision mayor and council members these are the items on the consent agenda thank you Mr Christopher Ms Mosley have there been any requests to speak on an item on the consent agenda no request mayor I have a we have a motion for Mr Freeman a seconded by Ms spilsbury for approval of the consent agenda please vote thank you that passes unanimously next item on our agenda is item 9A this is to conduct a public hearing prior to the release of the petition for signatures for the proposed annexation case anx 2200922 located south of East Elliott road on the west side of South Sossaman Road I declare the public hearing open MS Ms Mosley do we have any requests to speak under this item number quests thank you do any council members wish to address this item yes Mr Summers thank you mayor I will be brief I will support this petition to collect the signatures however did want to make a statement that this is a substantial partial in the interloop district which needs to focus on job creation that is goal number two of the Mesa Gateway strategic development plan which states and I'm paraphrasing a bit here but this District of high intensity employment uses will be a primary area in which the city's goal of creating thousands of high-wage high-value jobs and Mesa Gateway is achieved this particular parcel has the potential to house a lot of manufacturing and high quality jobs and that's what I would like to see happen at this site high quality high value jobs thank you thank you Mr Summers any other council members wish to address this item all right they're fried I declare the public hearing closed this hearing was to release the petition for signatures and there's no other action on this item this item will come back to the council in the future for consideration of the annexation uh next item on our our agenda is items from citizens present I have two cards we'll hear first from Stephen Gerard sidlovski Mr sydlowski welcome you have three minutes thank you mayor City Council of Mesa Arizona I'm lay Brothers Steven Gerard saidlovsky and I've given you a packet I know you can't respond but just to let you know you're going to get a Bible bookmark there's important information on the back of the Bible book Mark II so if you want to email or talk to me in the future um I'm delighted to let you know that the second item you got is the Arizona March for Life a flyer that's been handed out and it was well attended this year I would estimate well over 5 000 people attended the Arizona March for Life at the state capitol myself being one of those individuals I tend to travel the country finding City councils to talk to so on the back of your flyer the league of cities provided me the 18 Charter cities that exist in the state of Arizona it's important to know that if we're going to do new pro-life personhood possibilities in the state you first start with cities with Charters and that's why I'm speaking before all of you because we now have the ability with the U.S Supreme Court transitioning into the new direction of the Dobbs era where your citizens and city council and Leadership can say hey we're already a personhood City we're already a pro-life City and Mesa is Family Values are safe in Mesa but you still have to go ahead and put that language in your city Charter I've already provided you a third item it's the newspaper article of the Lorraine Morning Journal my hometown of Lorain Ohio it's the first paper in the United States to publish the personhood language that can be adopted by any city in the United States of America of course we have to start with Charter cities first so I'm delighted to let you know that I've already spoken briefly at Scottsdale the mayor of Peoria has already thanked me for speaking at Peoria earlier in the week and I hope to get to maybe one or two other cities before I leave the area including Prescott I have to be at the March for Life rally in Sacramento in another week or so so you can see my schedule is very busy please feel free and email me with questions maybe you want to have a study session do not leave me out of your Communications because I believe I'm one of the top five personal speakers in the United States I believe my engineering background at Purdue will be beneficial I believe my MBA at Xavier University where I was part of students for life will also add to the decorum and the communication probably a few other things I should be saying but feel free and text me if you would like to meet me on the side and do a table
