e e e e e e e 7 o'clock we will call the town board meeting to order for April 1st 2024 first item is the agenda Patrick um we have no changes from staff to this evening's agenda Mr chair board have anything no I need a motion to approve move to approve the agenda second all in favor say I opposed um third item is approval payment of bills check off Steve I did move to approve payment of the Bills second all favor say I opposed then item four is the approval of the minutes from March 18th 2024 and the amended minutes from March 4th 2024 you have to do those separate Patrick chadad you really should do yeah approve them separately okay I saw nothing for the that I'd like to change on the meeting minutes of March 18th 2024 move to approve second all in favor say I I I that motion passes then we have the minutes of March 4th I would like to discuss the minutes of the that amended Town board meeting as it relates to let me get to it uh page the second second page of the minutes where the open board position temporary replacement process as it relates to the first paragraph um I believe we did not say that the uh candidate that was temporarily appointed would be able to uh run as an incumbent that is not factual in my opinion and second to that this sentence before that says the next general election is no in November 2024 which is correct so the interim seat filing will be just until November 2024 which is not correct it is really till 1231 of 24 because that's what our terms are so I would like to uh somehow have that Rewritten so that that's more accurate we'll edit it for you the person who is appointed could run yeah yeah they can run yep but they're not considered an incumbent it's still an open seat oh I see what you're saying okay that's the way it is gotcha they're not an incumbent okay no and and then just for the public that that would get every who is a appointed till the end of the year and and then there is a general election for uh in November for uh one member of the board which happens to be the chair plus the person anybody else can run if they so decide if they so decide uh tell the term of Mr mun is up which really is in 12:31 of 2025 26 excuse me yep yep so it's a kind of a three process so basic it's basically a vacant U spot there there is no incom for that spot so is that Chad is that a another Township thing that they don't get listed as incumbents when they run because they're they're saying that they don't get uh I believe the only people in Ramsey County that get to have Inc come up behind their names are Judges okay in the state I they've never had incumbent behind okay you've never seen I know you that's what I'm saying but I but I I think that State offices have incumbent by them on the ballot I think you're I beg to differ with you you can differ as much as you like anyway and one other point too is that that whoever runs has to determine since there's two open spots they have to they have to uh declare which spot they're running for right either against me or going for the open position exactly and so the people will will be given that information as to what his seat is if it's a b or c is it one two or three or a b and c I don't think it's a BC okay so they get to make the choice yeah okay all right so is that all you on there I need a motion to approve those minutes as amended I'll move to approve the minutes as amended second off fa say I I opposed all right item five is consent agenda item think we have a number of them what 10 12 of them y uh board have any isues with any of motion M second all in favor say I I all opposed all right that carries so we go down to J J that is the donation for tree replacement yes um we have a citizen that wants to donate $1,000 to the township to replace some trees um this I'm trying to get to it and I can't quite get there yet it says behind the administrative office building and public works when in fact I believe she I I've talked to her she really wants it over off the soccer fields to where um where the tamarak Nature Center had cut down all the trees on their property and made it very Barren yeah and that is where she really intended to have this donation to go and I think that the statement as made implies that she wanted something different and and I just think we should leave it open to um not specific behind the administrative buildings I don't know how we do that uh was looking at this that that's where she wants it though she wants it along the line where all the trees from tamarak Nature Center used to be and that's behind our office uh no the soccer fields is where where she's really talking about so she's looking at the northeast corner of the field her her email is not real clear the one that the citizen wrote it says I I know what that tamarak wants to stored Prairie on his property but it looks really bare around the town hall since the Evergreens were removed the Evergreens that were removed really were the backdrop along the soccer fields and and the memo from the from Pete says that for planting trees behind the town administrative offices and between the Public Works building I I just I don't think that's what she intended from talking with her so I I just like that to be clarified before we just say put the trees there cuz that's I don't think that's what her intent was so I'll get staff to follow up with her tomorrow specifically as to where she'd like them placed yes and yeah and I think accepting the $1,000 is is very nice that she's willing to donate mhm U that and she and same with the type of trees she suggested was crab trees I don't know if we're interested but they're they're good for nature pollinators and things so and she's right it is back there yes and I don't know how far a thousand will go but to start that buy two or three treats so that's what I would prefer that just to be amended that is pretty generous of her to uh to volunteer that and plus she's she's pretty knowledgeable on um nurseries and so I think you know her input might be of value to public works too it all depends of what I think we use um River Run tree farms or something on what they have too y yeah all right we need a motion to uh amend this J as to defining the tree placement umad I'll will move to I'll move for item 5j donation for trees replacement accept a $1,000 donation from town resident to plant trees I will amend that to say subject to confirmation of her actual intent of where to place the trees got it right I'll second that and second all in favor say I I I all opposed all right that motion carries all right moving on Old business we have none seven we have no public hearing so moving on to a and new business the Civic clerk by Civic plus yes Mr chair I mentioned this to the board at our executive committee meeting um two Fridays ago um and told you that we would get some costs associated with upgrading to this service uh the more I look at this um the more that it just screams making Chad happy more so than anything um it's dialed into all the legalities of posting requirement of maintaining uh data and it also the big one is it codifies ordinance yeah um which is what we're going through right now it is a significant cost savings to the township versus what it was we were proposing through Scan America um it is only going to be at least in this first year about $26,000 as opposed to 130 now there is going to be ongoing cost um annually uh but I still think 10 years of working through Civic plus which is I was talking to Lisa before by far um the service and the system that is used for municipalities and counties all across the state uh they have the market cornered on it and and I sent the board out a link to fish around and see if you guys were comfortable with it I think it's terrific it's a it was a very educational link yeah it it's great and we are recommending uh for both of these that the township enter into contractual language with uh Civic Plus for um information purposes besides these two parts are there other parts that are going to be up for consideration or are we pretty well uh have all the pieces in place that we're going to need that we got all the pieces in place now yep yeah does this come with any kind of annual or uh schooling or something then yeah training significant training same as what we're going through with bsna right now for three weeks um but it's going to it's going to take it's it's got a learning curve to it but as Scott said once it's in place it's pretty intuitive getting around it and the information is fantastic will there be a lot of time savings within your within the administrative staff where they can concentrate on other areas that don't get full attention on the front end no no but as we get more comfortable with it yes very much so okay well plus I think every time we do this it helps our staff because we run pretty lean very lean for the population of the township of 11,000 we don't have a big staff so anything that we can help them with some of the workload and we appreciate that Mr chair and this also gets down to getting rid of paper yep that's the biggest thing that was very charitable of you Ed saying that you want to take care of your staff that way I said staff I didn't say we thank you for that so anyway all right any other questions no all right any motion to approve this I'll make a motion based on the staff review and recommendations approve the quote for $1,168 from Civic Plus for civic clerk agenda and meeting management software second all favor say I I all opposed motion carries all right item 8 B is the is it the mun code catification of Civic plus Yep this is the ordinance portion that I spoke of that uh helps us with codification of our ordinances immediately it's just streamlining the process so in a nutshell this this will if if there's some reason for an uh immediate change this allows us that Avenue to to do that rather seamlessly yep real time that got anything I don't see no I all right then I need a motion for approval I'll make a motion based on the staff review and recommendations approve the quote for 14,950 from Civic Plus for codif codification y and online code hosting software second on Fair say I I all right that motion passes all right the last one is item 8 C this is ordinance number 77 yes considering amending it that to do with uh fireworks yep um first one I would ask for any kind of comment would be Township attorney if you got any input on this Chad uh I we didn't see anything I objected to okay so there really wasn't a lot of change but the key is uh under the permit required Section 3 3-5 um following Fire Marshall inspection we put that in there follow or rather than following and inspection which was pretty open in general to specifically going through um our um fire services to the city of White Bear Lake uh we have had discussions with them as well and uh This Is How They go about doing it there not that I want to say we want to copy them but we are so well I I would agree that with being we are a municipality serviced by them that are if if we mirror what they're used to doing it it save any kind of complication and this just makes sense to me so% the Fire Marshall also then uh fix the spot in the store okay because I I know at one time they tried to do it outside but I don't think that worked very well yes they can do that in Wisconsin here well there's a setup by kowalskis every they s outside there I've never seen it oh well they do every year so I I think the deal at Cub Food was because it took up too much parking space Oh and then when they have their Nursery it gets really take away too much parking there too yeah all right any other discussion you have a motion on this is that what we're supposed to do it just says receive information but uh it says consider amending yes okay hope you have I'll move to Whitebear Township I am the administrative assistant or church administrator at at the church I am wondering and now that these guys are going to know too how does the consent agenda work I am wondering what I need to do to get this passed uh I'll I'll give you my answer real quickly on the consent it means that we're comfortable with what you applied for and in there you're aware that you still have to do an updated Certificate of Insurance correct that's the only piece that was given to that I saw that was outstanding to make this happen the board voting on The consent agenda and approving it is all that needs to be done okay so good I don't have to say anything then um I guess the only question I have for Mr chair Mr Vice chair and Mr supervisor is when when do I have to provide that Certificate of Insurance by before it expire it expires a your current Certificate of Insurance expires April of 2024 correct April and your first date I think was June correct well you'll want it in the Township offices I I would Mr attorney I'll let you answer that question you should really have it have it there at least three days before the meeting so it can so we can properly put it on the uh in the agenda so the May 15th meeting then in case there's any issue with the 429 cut off so I won't have it for the 4:15 I guess I'll have it for May one well you it typically it says in the in the packet that you were to provide it to the township office yeah so it shouldn't have to come back up no no it should not so coming over to the offices they so they passed it contingent upon you're providing your liability typically there are just a continuation from one year to the next so your agent producer should just give you a newt we will have a new from the termination date of April 2024 as an example to the following year okay so just get it before your first church event all right hey Jane is is Sally still working for we were just talking about you uh was it good or bad I know that I know she retired uh December of 2022 after uh she took the job like in 19 1999 so know she's been there for yeah uh she stepped down from that but she's taken um she's helping out with her granddaughter so s and uh she's still active member at the church okay yeah you that was a you lost a one really good employe there absolutely yes yep all right thanks
