providing extra set of eyes to the police if you see something say something it absolutely makes a difference because it will we eat out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see you uh it's easy you know you're gonna walk your dog anyway you're going to say hello to your neighbors anyway you're going to be walking through on thank you good afternoon welcome to the October 10 2022 meeting of the Orlando city council we're going to begin today's proceedings with the invocation and the pledge offered and led today by commissioner Gray thank you mayor let us pray Lord thank you for the opportunity to come together as a community to share our successes and discuss our challenges as we consider today's agenda items we ask for your guidance and wisdom as we make decisions for the benefit of all of our residents in your name we pray amen amen I pledge allegiance to the flag s [Music] Madam clerk would you call the role to make a determination of a quorum please foreign ER gray here commissioner Ortiz commissioner Stewart here commissioner Sheehan commissioner Hill commissioner Burns here mayor Dyer here mayor Dyer you have a quorum thank you madam Clerk first order business is the minutes from the workshop agenda review and City Council meetings and budget second budget hearing September 26 2022 motion by commissioner Ortiz second by commissioner Stewart all in favor indicates that by saying aye aye those opposed motion carries we don't have any awards presentations or recognitions today so that'll bring us into the mayor's update and we have had an incredibly challenging couple of weeks with historic rainfall and unprecedented flooding here in the city of Orlando and if we do have citizens that are still have their homes flooded or have had them flooded and have not had their power restored so if you fit in that category you've been impacted by flooding and you haven't had your power restored visit orlando.gov Ian and you can request the power restoration inspection and apply for assistance from FEMA and Heart of Florida United Way and working hand in hand with OUC to make sure that our residents are taken care of in that regard um and we want you to know that you're not alone that we're here with you and Commissioners I want to thank you for your leadership in our response effort and I know that you'll join me in thanking our city of Orlando staff that worked so hard over the course of the last week and a half or so and continue to do so both in the preparation the response and the recovery phases so once again our team is out there for anybody that's in need uh we had a lot of things postponed because the hurricane was uh honest and uh one of those things was our Hispanic Heritage Month celebration so commissioner Ortiz and I will be joining many others on Thursday evening October 13th at five o'clock Camping World Stadium to enjoy traditional food and dancing and celebrate the rich Heritage of our Latino residents a couple items that I have on the agenda as we continue our recovery from Hurricane um in there are a lot of people that have damage to their homes and they're in need of repairs so we are going to vote today to eliminate permitting fees related to non-structural related repairs and we will leave those fee reductions in place through the end of the year and also on today's agenda are several funding Grant agreements and we're going to vote on 1.2 million dollars for five local not-for-profit and arts organizations additional services for the homeless Services Network and Central Florida Commission on homelessness new arts and cultural experiences through United Arts of Central Florida and the Orlando Science Center and Affordable Veterinary Services for the pet Alliance of Greater Orlando we also want to recognize the 45 not-for-profit organizations who are awarded 2.5 million in Grant funds through this year's Community investment program number of representatives are here from these organ organizations so would you all please stand let us thank you for the work that you do in our community [Applause] it's nice having a full Happy House people that are getting money it's always a good good day with that we're going to move to the consent agenda which are a number of items that are acted upon through a single vote of council we give each of our members an opportunity to comment on the consent agenda and update you on important happenings from their District we rotate the order that we do that commissioner gray is first up today thank you mayor I'll be brief we've got a big crowd but one of the other casualties of Ian was our annual Fall Festival we usually have it Vista Lakes which is in southeast Orlando Vista Lakes was hit very hard by both Street flooding as well as some of the homes so we we canceled it for all the right reasons but as they say for every cloud there's a silver lining and as many complaints as we got and some of those are Justified people are frustrated we did get a really great report and I just want to share it because I think it highlights what our Public Works team has been going through for the last couple of weeks led by certainly Corey Knight and Alan Morrison in this case but the this was I got a phone call as well as a quick note from a Vista Lakes resident who said we are so grateful for the outstanding work that your Solid Waste did the team did in clearing out our street and that was from Mr Paul Baker in Vista lakes and he wanted me to cite the the workers and I'm glad to do it I'm proud to do it that was led the team was led by Don Chase Mimi Jones Darren Turner and Mario McKell so Alan Corey if you would please pass on our thanks for a job well done under tough circumstances so thank you very much on the agenda real quick the mayor mentioned items a one through three which is our um you know I want to congratulate our community service groups Arts and Cultural organizations as well as the community Investment Group quite frankly folks we simply couldn't do what we do in the city without your help so thank you very much for all you do to help our city we just couldn't do it without you so thank you very much I'm glad to see that uh happening again this year and then also on I want to mention K one through four which is our collective bargaining agreements uh never an easy process but I want to congratulate the representatives of those unions as well as our staff I know we still have to get those uh ratified by the groups but Union negotiations are never easy but I've said before it's important to us that we have our employees happy and committed to what's going on in the city and so for that I want to thank all parties involved and mayor with that that's all I have thank you sir thank you commissioner commissioner Ortiz thank you mayor uh let me start by congratulating all the recipients of the grants in the city so congratulations once again on Tuesday October 5th the Orlando fire department helped facilitate an ice and water drop off at dark side condominiums in District Two I don't know how many of you know but District uh to suffer great a lot of damage especially a dark side it's a condominium unfortunately this community has suffered from Hurricane Ian and all 139 first floor units flooded displacing many of the renters and owners and I want to thank and there's a whole list and we're usually just named the department I want to name this this person's because they really went out uh far beyond what you would expect Mr Kyle Shepherd director of intergovernmental relations for the city Mike Rhodes brute Bonnet director of Economic Development Eddie Crespo with code enforcement Juliana Santiago Manny Soto April Taylor of the chief Salazar and all his team Deputy Chiefs fire station 11 and eight members of both stations FEMA Maria Figueroa Terry Thomas Julian Duke with the office of um Congressman Soto and Roxy Santiago Laurie Campo director of Hispanic Federation father Jose Rodriguez Iglesia Episcopal Jesus or you see Kevin noon and Alan Morrison with Waste Management uh and just to name a few we have uh oh my God everybody was working together unisan this was amazing uh great Labor there's some people that I probably didn't mention here but um it's it's lovely it's great to see people helping people you know we put differences aside and work together there's still people out there without electricity but there's people working full time to try to restore uh peace quietness and comfort and quality of life for all our residents so congratulations to all of those who really given their hearts to help for uh help our community on October 6th 7th and 8th we celebrated a Hispanic Heritage Month with a three-day event on Thursday we started with family night at the Englewood neighborhood center and all the students and their families enjoy arts and crafts and food from five different Hispanic countries Friday we hosted lunch and a domino tournament for the seniors with senior first and they absolutely loved it winners got to go home with a 25 card some of them were to lunch um on Saturday we hosted our main event the district 2 Hispanic heritage festival in honor of baseball Legend Roberto Clemente we hosted a baseball clinic will ducasito Hernandez leading this effort had games and Raffles and the Orlando fire department once again joined us to cook hamburgers and hot dogs I want to thank all our sponsors uh Mr Mike pavelka the manager of the of Englewood Center Alex tamis the Englewood team the whole neighborhood center staff uh Dustin wheeler with the Dover Shores neighborhood center and his staff OPD SWAT came to the uh to the house mounted the motors is Myra Ramos with Red Hills International Manuel Kendo and Maggie Cruz with Domino USA and ofd once again for helping us put together an amazing event once again it's all about the community and on the agend I'm going to vote no on item C3 and that's all I have thank you commissioner commissioner Stewart thank you mayor let me uh Echo commissioner Ortiz's comments about some of the people that were involved I'm not going to repeat them all except to say thank you very much um I had the chance to be over there uh with the with the crew and um uh mayor thank you for your leadership in the midst of all this thank you those and Senior staff uh who gave unfair selfishly of their time uh special thanks to Public Works and to especially to garbage pickup as well as to Solid Waste Management thank you for the work that you did it's 14 inches of rain the governor said it's a 500 year storm um the governor wasn't around 500 years ago when it was a handful of Spaniards and a bunch of Indians so he didn't quite know uh but I will tell you that uh um it was a significant impact on our community and I think our commuter responded well I'm so grateful for what you've got it does not mean that there are those who aren't still hurting um and that brings me to items at one two and three and those youth the groups that uh I I used to be a member of uh so now I'm a a proud alumni thank you all for what you do mayor today we give out 3.7 million dollars to people who are in our community to help serve our community especially to serve the residents of the city so thank you very much it means a great deal to me personally um I want I want to say happy birthday to Lisa early is she here today oh man I was looking forward right back Kevin you got her spot oh she's all like New York Kevin you got her spot I was looking right back where you were Kevin oh I was going to have a little fun with her um thank you for she's uh I'll just make sure I get a chance to wish her happy birthday tomorrow night over at church on the drive of the uh we're hosting around a 30 percent plan uh review I guess you want to call that in community input on Edgewater Drive please plan on coming it'll be a little open Forum meeting a chance to look at the plans and get a chance to see what we're what we have reflected back to the community from what you all have shared with us um that's um six o'clock to eight o'clock at church on the drive tomorrow evening uh special congratulations to uh um oh ego Eco sorry for their grand opening a good chance to go there in the next couple of days we did have a lot of changes over the course of um the hurricane Ian in terms of day changes one of those is National Night Out so we just got the new day for National line out it'll be November 1st um so suddenly you all get get your plans back together it'll be fun for us to get back together and and uh and enjoy each other's company um on the agenda today mayor of course I'm voting no on item C3 and uh and I want to say a special uh congratulations to all those involved in labor negotiations um commissioner graves right is not a simple easy task um and it takes compromise on all sides to make that work and I think I've done a wonderful job on both in terms of staff and management to try to make sure that we continue to keep good high quality employees in our city so thank you very much mayor thank you commissioner commissioner Sheehan uh thank you mayor I'd also like to to thank the staff I mean I don't think residents really realize when there's an emergency the Emergency Operations Center is staffed by our senior staff and they do an amazing job and uh Corey got kind of a baptism by fire our Public Works director I saw the look on his face but Corey you did a good job I mean when you get that kind of flooding and and potholes and people stealing the barricades I know you were just all over the place and it was very difficult but uh you know you did the best you could under horrible circumstances and uh to City residents Please Please Don't Steal Our barricades they're there for a reason you know there was a lot of potholes and problems and things like that that I've never seen and we've been through quite a few hurricanes together mayor but it was it was it was really hard but I want to thank everyone because the senior staff they leave their families in order to to to help you so it's it's a lot of work that they do and I want to I want to thank them I I also want to thank Lindsay and Noah from Lake Davis I don't know their last names I'm embarrassed to say but we were just on first name basis they had a they had a sailboat and they were getting the residents out of their homes in Lake Davis when the water came up and they could knock it out of their homes and they were taking their dogs out and everything like that so I just want to thank Lindsay and Noah and then we might want to do some special recognitions for people who actually save lives during this hurricane just regular citizens that did the right thing mayor I just think it was amazing what they did also Joe who used his John Boat to take the residents back and forth to their homes to get their stuff he is a gator Hunter and took a certain commission around to go to turn off power in the flooded homes because the homes were flooded and still had power on um thank God no one got electrocuted but you know these are just people that wanted to help and I just wanted to thank all three of these people for doing an amazing thing just to help out people that they care about just they're just people in their community and you know they don't they didn't get paid or anything like that they just did it because it was the right thing to do and their hearts were in the right place um and I fully support picking up the flooded areas first in terms of the um not just the debris but people who lost everything and you know it's bad enough on your house floods but then when you got to put your couch and your all your stuff out in the curb you know I know some folks are upset and want their leaves picked up but you know what there are people who lost everything and we need to get that picked up first so I support that a hundred percent um I hope we never have another one like that you know Merit seems like every couple years we have a major crisis so we just got out of coping but uh you know I'm proud of the way that that we always come together as a city and as a community to to work together um I'd like to call out some of my favorite Community investment programs Central Florida Community Arts feeding children everywhere Harbor House eye dignity Lighthouse seniors first Mental Health Association zebra Coalition victim service center and a bunch of y'all do a lot of good work with those are just some of the ones that I work with so thank you for everything that you do because it's it really is amazing work that you do to help the most needy and and vulnerable in our community um uh we will be moving the historic on item C2 the historic preservation board something exciting we're going to be moving the historic Robinson house into a residential lot off of I think it's on Magnolia um from a commercial area I just want to thank OUC for helping this because they've actually got to take down the power lines but this is a historic two-story house that we're going to move across the Trinity Lutheran parking lot into onto a residential lot that's agreed to take it so it's going to be quite an undertaking staff has worked really hard on this but I think we should save our historic amenities when we can and I just want to thank everybody who's involved with that um I am really glad we're doing the permit fee reduction mirror I actually had people asking me the first neighborhood meeting that I had after the Hurricanes was in Bel Air and they asked about the permit fee reduction and there was a gentleman who a tree fell in his house on his roof so I think that really does help residents when when they need help the Lake Eola Sunday market fee waiver I think it's again I think that's a wonderful amenity for for downtown and also the Community Development block grant for Grace Medical home it's a wonderful place in my district that does so much good work and on item H2 operation New Hope sorry could not be at your event but I was actually cutting the trees off of my house that day I had to kind of get to the point where I could open my back door but I fully support you and and and support everything that you're doing to help people re-enter society and not reoffend I think those you all do wonderful work so uh glad to to support you today here as well so that's all I had mayor thank you thank you commissioner commissioner Hill uh thank you mayor thank you mayor I'm sorry for my um tardiness uh I just want to send out to condolences to Thomas Chapman family uh and the loss of his sister uh in her barrier this weekend and also uh which has been a long time mother I would say of Paramore for decades and decades the loss of uh as we I would say lovingly call her Mrs Betty which is Miss Betty girls or Luana gelser's mother she lost her this Saturday so I'm a heart uh goes out to that family those families um also I would also like to thank uh mayor dyer for your leadership once again uh as always leading the center city but also Central Florida doing uh our storm and many um horrific events that has came under your leadership even why I've been here and we've led the way in can't thank OPD and ofd team and also uh of course Corey your newest job there is our Public Works director uh you always we knew when mayor died appointed you that you were ready for a Time such as this so I am not surprised that you uh for lack of better words rise to the occasion uh with this with the city uh flooding in the rising of waters going into those homes and uh being in the right now and being able to direct your team with your strong leaders also in their departments um you know as we did go through the communities and sell how the execution of things is done I think we rebound and responded uh more expeditiously than most so thank you and your team for your leadership and 24-hour service especially uh the Emergency Management and marriage your team also that was there around the clock there at the Emergency Management Department helping our city managers and directors facilitate the needs of this community our family Parks and Rec which has been instrumental with being boots on the ground there in all of our communities throughout the city thank you and uh I can't thank the Forestry Department enough for going throughout the department and making sure that they cleared our our streets and and avenues from the trees that had fallen so this work has not been done in a silo as was stated here by my colleagues it has been with Community Partners Everyday People standing up and coming together and showing what we have always known where Orlando United and we're stronger together so I'm just proud to sit on this chaos among such great leaders but more so being a resident here in the city of Orlando and uh you know doing it with most of the people that now uh were allocating these very important dollars to today that are our boots on the grounds not just doing tragedies such as this but everyday making sure our citizens especially those what I call our most vulnerable citizens are you tie that knot from City Hall and our resources and making sure that they're responsibly allocated to the community and we see I would say the needle moving from poverty to sustainability uh to Growing uh themselves out of some tough situations so I really thank you all and I know we're possibly going to be relying on you even more so um to help our our community um get past our hurricane nine so thank you for your resilience and your steadfastness I was uh in the talk about Community Partners I was able to join mayor Dyer today over at Lakeland which has been made a hub for out throughout the city with the partnership of congresswoman friedrichika Wilson which started with the relationship a conversation that was had in Washington here a few weeks ago by myself her you know diversity and equity and inclusion officer from Denny's corporate team and they were going to send some resources down to Miami and commission excuse me congresswoman uh Wilson knowing mayor Dyer they sat there and sent it at the house or so together over 15 years ago and knowing the work that we do here in Orlando and how we've also been impacted they sent their mobile food truck and today a thousand meals was allocated not just on the west side of Orlando but through our family parks and recs they were able to uh box them up and take them to many of our most vulnerable citizens which are our seniors here in the downtown east side west side of Orlando and even uh partnered with Orange County to where we know Ola Vista had been majorly impacted and they're our family Rex is taking those meals to those families that have lost everything because we know disasters don't know city limits or County limits nor districts and I think we've just been great about working together and once again we're doing that together and providing these very important meals to all of our citizens throughout the city of Orlando and that butts into the county and they'll be also out there from 8 until 2 p.m again all serving the community at whole I would say for those uh community members that might have transportation and know those that are shut in to come out we saw a lot of that happening today where everyday citizens was coming and packing up their cars and taking food to their neighbors so that was uh very rewarding to be to experience also I couldn't happen without rich black of Onyx magazine that helped pull everyone together and also Rodney Williams that really helped with putting our family parks and Rags team together within three or four days this big feet happen and it was executed uh efficiently um I was able to join mayor Dyer on 10-5 last Wednesday there and create a village Paramore over at the Monroe one of our restaurants and minority-owned restaurants there in Creative village where mayor Dyer led the boards and Bruce Network and event it was really well attended on it was after the hurricane and it was just so exciting to see so many uh I would say Millennials and Jen's ears and um leaders here in the community convene there to see what they can do and also want to be a part of Mayor Dyer's a nominating board where even mayor Dyer mentioned where the real work get done here in the city under the leadership of citizens and then come to this day us for us to implement from here so if you want to know more about it call Mayor Dyer's office and his staff are our I think our communities what is it our Communications department and they can tell you more about being involved on one of the many boards and this particular Network I what I really enjoyed is Mayor Dyer I want to see more inclusivity when we start talking about inclusion and it was really targeted towards minorities to be a part of these boards so everyone I have a voice and then lastly on Saturday 10 22 I'll be joining mayor Dyer commissioner Burns um uh for the ribbon cutting and I'm villain of the father Pinder uh Circle Street signage unveiling at uh Clear Lake Cove and I did say last but not least and I apologize I had one more I will be joining commissioner Ortiz and uh everyone from the day as I believe for our Hispanic Heritage Month event there at Camping World stadium and that date I did have I apologize uh it is on 10 13 22. at 5 pm and that will be in the West Plaza Lounge at Camping World Stadium where we celebrate his Spirit Hispanic heritage one and with that that's all I have thank you to Mr commissioner Burns uh thank you mayor uh good afternoon fellow council members as our community continues to recover from Hurricane Ian I also would like to express my appreciation for our Emergency Operations Center as well as our the city departments that continue to provide service to our residents before uh during and after the hurricane more specifically a public works Quarry thank you for continuing to answer my phone call as if your attention was all on District Six I appreciate your responsiveness but also the uh streets and storm water Solid Waste Allen thank you and your team for all that you all did also um the day after the storm I was uh out and ran into individuals from family parks and and Recreation our Forestry Department out cut removing trees out of the streets and off the sidewalks and they were doing it with a smile so I got out and took a few pictures with them and encouraged them and told them thank you so thank you to to that team also uh Fire Department chief Salazar uh I know there were many rescues that were conducted so just want to say thank you and your team for that and then our Police Department chief Smith for keeping the order in peace I don't think we had any incidences during during that time but again I was just so proud of our all of our departments also to Kyle Shepherds from the mayor's office for putting together a training session on FEMA an SBA program so that our staff can better assist the residents once they call with uh questions and needing assistance per post uh the hurricane um also there were extreme flooding in several neighborhoods in District Six and unfortunately many of our residents were flooded in and unable to leave their homes for any reason so I'd just like to say thank you to Rosen hotel and OUC that they provided me and Joseph Caesar some box meals that we were able to take out to to these residents who were actually flooded in and unable to to leave their home so again thank you and one of the things that was clear as we've seen in the past is that our community in times of need come together regardless of districts regardless of where you live income status really come together and this makes me proud to live here in Orlando on this past Thursday our team conducted coordinated a food drive at James R Smith Center and I would like to thank uh thank Leo Stoney and his great team at the Smith Center as well as Second Harvest Food Bank Sharon Lyles and the central Florida diaper Bank gave out a lot of diapers during that event as well as Jasmine Bernie Clark and equal ground for providing uh 50 gift certificates to the individuals who participate as well as OUC for providing bottled water so at that event we were able to serve over 350 families not necessarily just from District six but throughout the city of Orlando Amer well I believe that our community responded as well as as can be expected during this unprecedented rainfall I do believe that we have a great opportunity to strengthen our communication um you know our internal Communications as well as our Communications with our partners such as OUC uh one example of that is we were getting calls about um uh utilities that weren't being hadn't been restored and so we were asking our residents to remain patient with OUC uh but then we found out that there was um some homes were identified as being needing to have an inspection before uh for safety reason having an inspection before their their utilities were restored so once we find that out we helped them to make those requests so again I just think that we have an opportunity to strengthen um strengthen that communication uh as Corey and I have discussed I also believe it is imperative that we conduct a thorough assessment and develop plans to expand and or improve the functions of our drainage and storm water systems as uh storms and rains like this uh that we experienced May no longer be anomalous but may become the norm so I think we are in a good position to put a focus on that also I would like to welcome my new police liaison officer Darnell Murray who will replace recently promoted Sergeant James West so we're looking forward to having officer Murray join our district 16. and also on item A3 I'd like to congratulate all the agencies who are recipients of the CIP funding see a lot of familiar faces a lot of friends out in the uh out in the audience so I just like to say continue the great work that you all are doing it's a pleasure to serve alongside of you all but also to support you in this manner and mayor I'd like to just read a statement as you all are all aware for a number of years I have served as the president and CEO of the health care center for the homeless item A3 on today's consent agenda contains a funding agreement with health care center for the homeless for several years the city has provided grant funding to hcch and will again be receiving in grant funding through this agreement I'd like to note that none of my compensation will come from the funds received pursuant to the funding agreement and that I have not participated in any manner in any way additionally I will fill out the necessary form 8B memorandum of voting conflict and with that city clerk I will be abstaining from the voting on this item and with that mayor I move approval of the consent agenda commissioner Sheehan all in favor indicate so by saying aye aye those Postman motion carries we will take just a minute and if you were here because you were receiving grant funding and don't want to attend the rest of the meeting that would be a good time to make your way out always absolutely okay uh we don't have a CRA or neighborhood improvement district meeting so we'll move to hearings Madam clerk if you would read the first one final assessment resolution and non ad valorem assessment role for the Hackney Avenue special assessment area decorative Street lighting project a resolution final assessment resolution of the city council of the city of Orlando authorizing and adopting the non-adverum assessment within the Hackney Avenue special assessment area for the purpose of paying all or a portion of the cost of the decorative Street lighting project paying other project financing and collection costs relating thereto making certain findings and determinations of special benefit and a logical relationship between the decorative Street lighting project and the benefit received specifying the estimated Capital cost of the decorative Street lighting project to be assessed and the total amount to be levied against each benefited parcel specifying the unit of measurement for and the estimated maximum annual amount of the said assessment to be levied against each benefited property within the described area specifying the number of years said assessment to be levied providing for the prepayment and acceleration of the special assessment providing for adjustments to the amount of the assessment adopting the non-advalorem assessment role subject to adjust assessment as provided for herein confirming the approvals author authorizations delegation specifications finding and determinations contained in the initial assessment resolution for the Hackney Avenue special assessment area adopted by City Council on September 12 2022 stating the effect of the final assessment resolution providing for certain other actions authorization's approvals and delegations of authority in relation there to providing for severability and an effective date pushing back to the machine second by commissioner Burns on September 12 2022 city council adopted the initial assessment resolution for the Hackney Avenue special assessment area this final assessment resolution finally approves and authorizes the levy collection enforcement of non-adform assessment of the non-adform assessment with the Hackney Avenue special assessment area the revenues from such assessment will be used to pay one half of the capital cost to the purchase and installation of decorative street lights along Hackney Avenue from Shorewood Drive to East Caley Street and for other financing and collection costs related there too total amount of the assessment without interest is twenty one thousand five hundred which constitutes one thousand seventy to five dollars per parcel pursuant to the city's decorative street light policy the other one have cost of the purchase and installation of decorative street lights we paid for by the city city staff
