[3:12] **Mayor Jim Michalski:** opposed motion carried we have number three which is a public comments this time is reserved for comments from the public on matters not listed on the agenda please keep your comments to three minutes looks like we have none here today so we'll move on to number four which is the departmental reports number four a's the police chief and before we start i'd like to introduce to the community our new police chief heath scott. thank you and uh i'd like to just give us a little background mr gentlemen
[3:58] **Chief Heath Scott:** well current going back i retired in january as a lieutenant with the state patrol i've been with them since 99 and i was a former police chief here in the city of moose lake from where i worked here from 95 to 99 i have a bachelor's degree from concordia university and also served as a litchfield police officer uh missouri state trooper and a gilmore county deputy
[4:26] **Mayor Jim Michalski:** very good yeah well welcome aboard and uh thank you thanks for joining me
[4:32] **Chief Heath Scott:** and happy to be here
[4:33] **Mayor Jim Michalski:** good so your report please
[4:35] **Chief Heath Scott:** thank you yes okay in your report you're going to see that the calls from may 1st through may 31st uh totaling 190 calls for service if you look you'll see there six of those calls were to msop three to department of corrections and 23 were check welfare and medical calls and six calls for fraud or theft related incidents uh police department was involved in a lengthy traffic pursuit uh originated by our agency here recently and we were also involved in the pursuit with the dnr on a motorcycle that sounds like went through the city of moose lake as well i had a chance to review the pursuit policy and look me into a few other ones and we're going to have to make some changes and update some of those and been kind of talking with katie and chris and the mayor a little bit and i'll have that stuff coming you know shortly but i think there's some things that we're going to need to change um addition to those uh calls for service we spent four hours on msop calls two hours at the department of corrections and then two hours with ecrc and in the future um yeah this is you know my first one coming into this and i've only been on for a little over a week but i'd actually like to break down these calls for service a little bit more into categories to you it would be easy read for you guys to see what the bulk of our police department time is being spent on in the calls that we're going to and how we adjust from there so i think in the future uh hopefully it'll be a little bit categorized a little bit easier for everybody to see

[6:26] **Mayor Jim Michalski:** so moving on to 4b the public works superintendent report
[6:30] **Phil Entner:** mr mayor members of the council it's uh it's nice to see everybody again um it's nice to have a meeting in the same room it's quite enjoyable actually uh so here we go water department um distributed 4.2 million gallons of drinking water in the month of may um hydrogen flushing is completed uh we do have two hydrants that are in the service uh parts are ordered and those hydrants are marked to be out of service so the fire department is aware so no one uses them and they don't have any issues there um i think yeah i have met if i haven't met with all of you i've discussed with all of you the sonic well drilling for the new whale house um that's in the engineers report as well um but yes so good things are happening there the ball is rolling ahead i think we're looking at the end of the month for the production wells uh sewer department collected uh 12.9 million gallons of wastewater the month of may
[7:34] **Council Member:** just just a little food for thought last month was 20. 90 million so that goes to show you i know everyone knows how dry it is right i mean it's crazy right that's how bad our i&i is in this town
[7:40] **Phil Entner:** so it's super cool also to know that monday our lining project is starting so there will be a little bit of a little bit of disruption downtown um but they i met with them i met with foreman today they're hoping to be done within a week so yeah it's a very quick process
[8:05] **Council Member:** downtown where exactly
[8:06] **Phil Entner:** so it's going actually be in front of lakeside traders okay down to rural islands the intersection of the lands yep so down down by the city ground sheriff all right yep so um so there will be that there will be a decent amount of noise um i have reached out to i think everyone in the area so they're aware of what's going on um we had that meeting today with seh's engineer i do have a call in to the bca just to let them know what's going on they are aware of it just in case we have any issues for i do want to say if we do have any backup spills anything like that that is strictly on the contractor it is not on the city of moose lake or our department at all they take they take over responsibility of everything from the day they mobilize that they leave so that is we are completely out of it granted me or um our foreman will be on site probably the entire time just overseeing everything this is cured in place liner is really cool they literally realign the pipe from the inside of the pipe no excavation no anything it's actually really neat it'll be neat to see that uh the treatment system um we started our june discharge uh yesterday actually that's gonna consist of 38 million gallons our phosphorus limits are looking actually really good for this time of year um don't know why but they're looking good so we're still trying to get to the bottom of that we haven't had to have we haven't had to treat anything for excess limits of phosphorus um but yeah so we're on the right path there um
[9:36] **Council Member Walter Lower III:** is it because with all the businesses shut down was there somebody discharging into our system
[9:44] **Phil Entner:** it makes me wonder it's i've been talking with our engineers a little bit about it just looking for fitbit's information just to see because because it is interesting why all of a sudden now it's it's starting to look better on its own and it's not costing us any money which is huge so if that is a business is open we'll see we'll see if that increases and we know that something somewhere is right so there is definitely some major contributors so um street department pothole failing as always if there is a complaint on a pothole please feel free to reach out to city oliver myself we'll get on right away as always all the gravel streets and alleys including the campground and the cemeteries have been travel's been hauled on them the roads have been shaped up and graded and are ready for the summer um cemeteries mowing whipping is underway there are there are a couple of dead trees on my house spoke with a few people about we're gonna be taking them down and clean them up before they turn into a bigger issue um and then one other thing i wanna i wanna do is spruce that up a little bit um i wanna grind out write out a couple of stumps that are on the cemeteries there's over 70 up
[10:52] **Council Member:** so yeah so we're gonna we're i mean there's a lot there um but uh as we as we keep plugging away we'll uh see what happens and do the best we can but 70's a lot of stumps. the city has their own stump grinder?
[11:06] **Phil Entner:** they do not we would be renting now okay yep so he said check for that but that's all i got so other than that very busy summer underway and we're we're moving along
[11:17] **Council Member:** one question feel like absolutely they got some complaints about some huge potholes or frost keys at the dollar store and evidence
[11:21] **Phil Entner:** yeah i've reached out to two contractors i've gotten one big back to sub cut that area out and then re-black black top that because that's going to be the only way to get that frost boil out of there we can let it dry but it's never going to set up as a good base for whatever after that so the only way to do it is excavate it out and repack it and then reflect up which is going to be expensive so for the time being we're just patching it up and making it last for right now next month you should see something from me thank you

[12:12] **Katie Bloom:** so i know rory wants to step in here to explain part of his uh the cable tv upgrade but just quickly i had a conversation with shelby down at the library and they're going to be opening their normal hours starting on monday so they'll be open the full 10 to 5 monday through friday but that's the only library update um that i have

[12:41] **Rory:** okay and as far as uh technology as you can hear humming in the room there uh new equipment is all in there it's uh pretty warm in there hence the computer that i'm getting will be in that office over there because we may have to look at that ventilation i know at one time we looked at that once before as far as keeping it cool enough but that definitely is um adding a bit more heat in there too but we haven't switched over yet because we got to get all the content onto the server which i'm going through hours of video training to learn it all and uh so as soon as we can get content on so they they hooked us up so we could stick with what we were doing so we aren't black for a number of weeks and then once we start getting some content on there we're going to we're going to take and switch that over let's see the other item is is this moosehorn project which i think has been presented to the council a few different times uh um it's uh stems from bill carlson's uh idea back but i'll just i just wrote a couple paragraphs a number of years ago the moosehorn project was ready to be implemented but as a result of city staffing changes the priority of the project was dropped for those who are not familiar with this project the idea was to reach out to our community especially senior citizens for broadcasting a collection of photos from the area stories videos etc on the local access channels the project was to be directed and implemented by the moose lake library board and staff as a community service library it would be the clearinghouse for receiving cataloging and storing the information submitted by the public we hope to re-establish the original intentions of the program i want to thank bill carlson who has agreed to take the leadership role in launching the moosehorn project until the library takes on the project we'll be sending up an email contact address through the city of moose lake for people to send content and communicate any correspondence regarding the moosehorn project once information is gathered and prepared it will be uploaded to our new digital messaging system and aired on the local channels the other item we have going is next week we will be broadcasting bingo as another outreach during this time of covid 19. we have been working on putting together the programming and distributing uh bingo cards at augustana kenwood place and oakview for three games to be played on tuesday and friday is when we plan on airing that the plan is to expand this to hillside manners and the general public but i know that need arose right now from augustana because their usual bingo time obviously has been initiated with the covet thing so um so we're given in the world where we're it's kind of an on the fly but i think even when the covet is probably gone we probably will continue that kind of thing because it's it's kind of a great great idea i think so um so between that and between what what bill is willing to get going on on this other stuff i think we're on the way to uh to being able to expand our content uh greatly as far as what we're gonna be able to have on the public access the other person i've been in contact with uh ongoing too is uh vicki up at the school and through her age to age program and and that um uh funding through northland foundation their their goal is to um and i might have mentioned this at a meeting before but their goal is to uh kind of give outreach to those that are isolated well it's kind of a perfect fit it seems like everything's kind of falling into place now we've got the equipment to be able to do it so uh um i'm hoping that you know we can keep on keep on building what you know and i appreciate you guys passing passing the uh the vote uh to finally get the equipment because like you say we uh we're gonna be able to do a lot of a lot of things that we weren't able to in the past
[16:30] **Council Member:** one quick question um do the churches need upgrade equipment
[16:35] **Rory:** well uh the way the way things are going which we don't have to right now but the way things are going is in other towns churches are streaming their services anyhow but you know they would stream it to the head end here and then it would get pushed out onto cable but yes that would take involvement with the churches but we're not we're not going there yet but that is kind of the way of the world you know as far as with the streaming to get it here and then we distribute it on the on the axis because what's happening now each church has to have a modulator so it's getting pushed on the cable system up to the building and then it turns around and gets pushed back on a different frequency you know so they are kind of getting away from that but but right now everything uh media comes definitely been spending a lot of time in town trying to uh trying to get the picture better we we are still standard definition though uh the the public access channels are not high definition i did put the bug in the in the ear though that we would like to see that and hibbing's been fighting that fight for probably almost a couple years now and they're getting close to one of their channels being there because it's it's quite a it's quite a undertaking for mediacom too but i said you know we we we want to be there you know as i said especially with you know and the thing is with the investment from the city into the equipment i mean they definitely can see that you know that that there's commitment there you know so um so i'm going to start pushing pushing that uh here too to uh to start working so that we can get uh you know get into hd on but it's it's quite a bit of different equipment for them too but now we have the capability of pushing that on on our end so we'll we'll start that we'll start that battle when
[18:02] **Council Member:** so back when this was first implemented who purchased all the camera equipment for like each of the churches and all that did the church churches
[18:09] **Rory:** yep each church because i know i you know i've been involved with the catholic church for the whole time and and yeah all that all that equipment we we actually at one time had a one modulator that got brought around to each church that was housed in bill carlson's porch so it was like you know which kind of work but the modulators were not meant to be set in a cold porch and then you know especially when we were on at five o'clock at holy angels we took it from his cold porch ran it over flipped it on uh so then at that point each church purchased their own modulators but mediacom is definitely trying to push you know get get all the modulator stuff so uh any that we need replacement are coming from other areas that aren't using them anymore kind of kind of thing but but it's like i say it's working fine right now if we move into the hd then uh then the modulators probably aren't going to work for us anyhow um but we're you know i would expect just seeing the timing of what hibbing's been doing i would expect we would have that same kind of a time frame you know i mean if we start pushing them um i'm sure it's going to be probably a couple year process to kind of work it through
[19:35] **Mayor Jim Michalski:** great well at least we're set up for it now
[19:38] **Rory:** we are set up for it now yeah yeah and we and we've got the top i mean of the equipment that they put in that rack now that is the the newest of the new so uh we're gonna be set up pretty good and then you guys agree to you know do that uh support so i mean we're gonna we're gonna be set pretty pretty nice for the you know for the for the near future for sure uh you know as far as with support and like say we've got the the top of the newest uh lines of the equipment so
[20:14] **Mayor Jim Michalski:** great yeah i just like i'd just like to say i'm glad to see some progress being made on this and i'd like to thank you and bill carlson for putting this effort in there i think it's a great opportunity to have this in our city to get information out
[20:25] **Council Member Douglas Juntunen:** yeah i agree i was wondering uh the content that i gave you last year like the pictures of the park in the campground is that stuff
[20:34] **Rory:** yeah and what i'm planning on doing you know i mean we kind of switched into the covet thing when you know now when things are starting to you know loosen up i think we're going to start switching and switching back we'll probably keep some of that information on there um you know relating to kova but now once things you know are getting somewhat back to normal then i think we can get you know otherwise it was we had so many slides of just covet information it was like you know so so yeah so we definitely i think they're gonna start uh you know we'll start taking back that now and and the other thing you know i mean uh with the covet you know we started putting like uh where people could get food you know so i mean uh kj's or whatever has a slide on there saying they're ours but i started thinking you know even for the other businesses because i mean you know everybody knows businesses sure have suffered through through what was going on so you know i was thinking uh i know what hibbing actually charges businesses to have a little bit of a slide but i would think you know for us right now i was thinking it'd be nice to probably have those slides on they're just giving business uh hours and things just uh at least for the rest of the year try to promote uh you know that folks are there and that and maybe if we want to try to you know what having used it is just a little bit income generator to put back you know into the maintenance of equipment and we can you know we could look at that but i would suggest right now that maybe we would try to create slides for the businesses and just say hey uh uh local moose lake here we are kind of thing you know
[22:04] **Council Member:** yeah i mean if that's okay with at one time so a few businesses came and contacted us about putting um advertising on there and and we kind of said no because we don't have any like fee structure right
[22:15] **Rory:** but now given well that's what i'm saying i think if we did it and then people would be able to to see what that is and then look at some kind of you know hibbing doesn't charge much i don't know if they have like an annual thing where you know you can it's kind of like a online business card or whatever but i i think it's a great idea for a small town because i mean that's that's part of what we're you know part of what we're about so it'd be no no different for the businesses and like putting it in a paper but i say right now let's just let's just do it you know and and and get some of that stuff set up and then uh and then we can look at that you know probably after the turn of the year or whatever

[23:18] **Katie Bloom:** sure so um everything that is in the meeting minutes um i'll just kind of run through really quickly phil had mentioned the sewer lining project is going to begin very shortly um so that's exciting the trunk highway 73 days have probably gotten quite a few phone calls like i have about the second street pond proposal that the engineers had so i should have hung on to those for one more day because the day after i mailed them out they scrapped the plan so originally we need to create some type of an infiltration pond somewhere in the city and the reason we looked at that lot is because we own it and we thought it met some of the um requirements but it doesn't um so not doing that anymore and that's later on in the agenda too but um i think what they're looking at now is in front of the police department unless that's got that's changed
[24:41] **Phil Entern:** okay um so that was probably the biggest thing with the trail we're still waiting to hear back from that lccmr grant that we applied for um i actually just got an email today about it and everything's just being pushed back a little bit further so um it'll probably be august by the time we actually hear um and then the wells are their way to being sorry yes um
[24:52] **Phil Entner:** uh yeah um end of this month yep should be looking at production walls now other than that i don't have anything
[24:55] **Katie Bloom:** i'll add this um this pond i know it sounds a little funny it's and we're down to one bigger pond or eight to ten smaller ponds to maintain so i was asked which i would prefer and i would rather have one larger one than a whole bunch of them all over the place
[25:35] **Council Member:** from what i understand it's for the water runoff for the trail
[25:39] **Phil Entner:** yeah the water runoff for the trail area which is weird because it doesn't even need to be anywhere near the trail that we do this pond
[25:47] **Council Member:** where did just the pond hold all the water or use the pond release it back out into the lake at some point during the river or somewhere
[25:56] **Phil Entner:** this pond does not even have to treat the water that is in connection with the trail at all it just has to show that the city of moose lake is making efforts towards treating stormwater period it's it's it's configured the state important where does the water i mean the water goes into the pond and it just stays there it's an infiltration bond so it has layers of sediment er i'm sorry sand and media that'll filter out any kind of debris or any kind of sand or gravel or whatever that's washed in there yep so it makes very little sense to me why we can do something on second street for the trail but regardless that's what they told me so it's it's not happening anymore
[26:45] **Katie Bloom:** you must have looked at how many sites throughout the city and every site we looked at there was something that would not fit the requirement so we ended up with just very few sites and we could do it there was at one point on the main highway they were looking at a uh but i can't remember what that was by a street no no i realized that when we couldn't do it there either by the hockey rink i think that was the one it won't work for elevation with the rev the elevation because of the river
[27:40] **Council Member:** okay which because we thought that would be perfect because someday we hope to blacktop that parking lot and uh with that big of an area you would have to have a pond which i don't know how you can do now because you can't they said you can't do one of it because the elevation of the river made back all the way up into it instead of flowing to them so it's complicated. would mosquitoes be able to breathe yes was it a bunch of stained water that's one thing that i was thinking about somebody might not want to live next to the mosquito park which part of where we're in front of the police department in front of the main building or off to the side
[28:15] **Phil Entner:** that little parking lot could be like so west of the flagpoles but east of the blacktop there's barely enough room to fit in but it's better than a residential area

[28:38] **Mayor Jim Michalski:** very good thank you moving on chamber of commerce updates i wouldn't have anybody here and i missed the meeting katie do you have anything
[28:55] **Katie Bloom:** that they re revamped their budget um they're projecting a loss this year because uh most all of their events are cancelled so they they revamped that that's what a majority of the discussion was about and then later on they talked about we will talk about it but the relief fund was a big topic um so they're just trying to figure out how to best help businesses so
[29:08] **Mayor Jim Michalski:** very good thank you number six previously discussed business uh covid 19 updates
[29:20] **Katie Bloom:** um i i talked to most of you guys about this yesterday um with with governor walz opening up bars and restaurants as of today all of them have wondered if they can keep their outside patios makeshift patios open for um until they can open at 100 so some of the issues we ran into is for example arts cafe is has a capacity of not very many to begin with and she's required to keep that up at 50 so that offers a little bit of extra seating um the brewery said that they would like to keep their extended patio seating although i know that they've had issues with their neighbors in the past so i told them to not be surprised if we ask them to take down their extra patio seating although they can still use what they currently have or originally had elaine wanted to keep hers because she's got some customers who are still uncomfortable with being inside um and those are the main ones that i talked to so i guess i just wanted to make it to a council meeting make it formal um if we are okay or if we are not okay with those businesses keeping their patio outdoor seating available until it's at 100 capacity and then whatever they've created kind of goes away
[30:52] **Council Member Kris Huso:** so because you have consensus yes yes um but with the brewery if it does become a problem then we need to revisit that yeah because that is a residential next door
[31:05] **Katie Bloom:** yeah i did tell dusty to not be surprised if i called and told him he had to take it down so if i get any complaints i that's probably what i would do
[31:18] **Mayor Jim Michalski:** greg consensus thank you smells good number six b the chamber of commerce covid 19 relief fund i think there's you all know the effort that's going on with the chamber to try to help the businesses recover from the losses they've gone through in the past three months and uh katie and i talked about this a little bit and uh we would like to talk about a donation again from our gambling fund in the amount of 500
[31:54] **Katie Bloom:** i would say we could donate 500 um i know that the hockey association still owes us for january february and part of march that we were open um so we do have some revenue expected to come in i just don't know when we're gonna get it um but i would say after this we need to we need to really watch that balance just because it's getting lower than i've seen it um we had 1500 we're right around like 1700. so but yeah i mean it's it's just getting a little bit lower um than what i'm used to um but yeah i think today they talked about um basically spending five thousand dollars of their own money on gift cards i think they wanted to buy like a thousand gift cards from businesses which i'm just like that is that is awesome um so if we can do anything to help that
[32:51] **Council Member Walter Lower III:** yeah i just like to say that uh it's been a tremendous help what the chamber has done for the small businesses in town the theater received the great uh grant from them and it was uh actually a little more than we actually got from the sba so it's nice to see the chambers stepping up and helping out the small businesses even more than than the government is uh without it i think that theater would have been in serious trouble without that help so it is it is doing some good
[33:17] **Katie Bloom:** and and they also did say that they reached out to the willow river um what is it the willow river yes the willow commercial club and a few other of those businesses looking for donations um and they maybe they couldn't donate but they said that they gave the chamber very good um press saying this is the first time that we've ever seen anything um like this before and the chamber has really stepped up so we've heard that from multiple people which is awesome so they really have been helpful

[34:36] **Chief Heath Scott:** yeah um recently um like i said they've only been here for them over a week but there's been some stuff on the schedule there um since march that haven't been filled to this point and last weekend i had to ask the county to uh cover a friday and saturday night for us and that i would be you know you know on call i would feel the shifts myself but i had an eye surgery and i wasn't able to do any physical part of it but it's we have several more that are coming up in the same way and rather we have some people on our list that if they're not working that much i'd like to take those off and get one or two different people on here that don't have some of these commitments right now we have five people on there two of them are troopers and of course with the protest they've all done down there um with forced over time and then they have these big windmill escorts that all the troopers are taking those and they can't fill them fast enough so we pretty much haven't been able to even use those people same thing with the dnr and then we have one at the sheriff's department now they're both water um overtime is up there so they're doing that all summer long and we're just coming in and i don't think it's great to keep dropping our least senior person all the time um i'm enforcing the overtime on that um i talked to sergeant mcnulty on this and that we need to get these things scheduled ahead of time you know for the union contract we have to give them a five-day notice which from where i came from we had to always give a 21 day notice so that short window is a nice period to try to work this out um but i would really like to update and i know we have some interest in the part-time position now from somebody that has experience and is a business owner and can leave whenever they need to to help us fill so that was kind of my request today is to move forward with trying to get this in here because it makes a lot more sense to be putting these part-timers to fill up instead of paying a higher price officer at that overtime rate to come in and fill those and i think it gets to be kind of a hardship to the other person that gets dropped all the time

[37:10] **Council Member Kris Huso:** yeah chris said you on the committee well i kind of think it i mean precedence from what i know way back is it was up to the chief's discretion to put them on the roster and to manage them um i have no problem with that because using the part-time obviously is less expensive than doing overtime um and they're all licensed police officers
[37:34] **Chief Heath Scott:** yeah there'll be background checks done on everybody and yeah um talking to their previous employers and all that stuff that part would be done and obviously i will communicate with you guys before we ever make any type of but that this is what we'd like to put on and depending on how you guys want to do it since you've been on the committee chris and if that's well it's been and you're fine sure i guess the council saying okay

[38:23] **Katie Bloom:** yeah so donna was a library assistant down in the library um her husband has some health issues and she was um a little bit nervous to bring home a new virus so she resigned when we opened back up uh to the public so um i will say that they um are holding off on hiring this physician trying to rework some scheduling things and try to utilize some volunteers so that we don't have to hire for this position right now shelby said it hasn't been as you guys can imagine as busy as it has been in past years so um she doesn't have the need for it right now but i did tell her to let me know if things start ramping back up um if she needs more help down there and we can certainly revisit that

[40:40] **Phil Entner:** sure i can't yep on page 68 69 of your packets um there's some pictures of a decent amount of ice build-up and melt and thaw on on the 700 block of fifth street that's up by the covenant church um this has been this issue has been brought to me i think two or three years ago and then now they had another issue with it here this spring um they they approached me because they want they would like us to put in a catch basin a curb style catch basin um along that stretch of road which looking at the pictures i can see their reasoning for that for sure um the other part of this is they are planning on um redoing their sidewalks in front of the church and this is the perfect time to do all that because we will be tearing up concrete blacktop and the whole nine yards and kind of lump this all together as one big project if you will pay by paid for by different obviously organizations um i believe what a couple pages down there's two estimates there
[41:48] **Katie Bloom:** okay do you want to take over again uh two estimates here we have 7 500 set aside each year for um storm service so uh that's where this money will be coming out against the storm sewer budget

[42:22] **Phil Entner:** so i wanted approval for this as soon as possible so when the church approached me that they wanted to do their work we could just boom boom boom and just because it's all just wrapped up i do want to mention though none of these estimates include blacktop um it seems like every time we try to um try to bid blacktop we never know how big that patch is going to be and it's either unfair to the city or it's unfair to the contractor so i will probably approach you with another estimate for the blacktop batch after the excavation the project's been done that way then it's apples to apples because we don't know how big that batch is going to be until we've got that's it

[46:42] **Katie Bloom:** so phil and i are going to do this one together because um i sent an overage charge bill to the district in january and it's per the contract they paid december's bill but they never paid this one i've reached out a handful of times probably once a month since january um on the status of this um and i just got this back yes yesterday the day before maybe um they paid 75 of it and some history on it um when we took it we took this lift station over when did we take it over last year sometime we took it over september-ish and we had it recalibrated right because we have our our lift stations calibrated every year twice a year fourth year okay so we have them recalibrated twice a year so just to stay on schedule we included this one um when we recalibrated all the other ones because of that their flows increased quite a bit so what we thought was their flows were calculated inaccurately for however long this has been um in place so they then wanted to get it recalibrated uh they wanted us to pay for half of it we said no because we didn't think it was an issue um so they decided to uh contact a contractor and have it recalibrated um that took like a very long time it took months um it came whoever they used was the person that maybe i'll let you take over here
[48:30] **Phil Entner:** yeah the outfit they decided to go with was the company that we used to use for many years um we no longer use them due to inaccuracies um and that was a decision made by me um we went to the the company we're using now is measuring to the thousandth of an inch the old company was measuring to the closest quarter inch so i like accuracy the pca likes accuracy at the end of the day you guys in them are the ones that tell me i do my job so i'm going to find as much accuracy as possible again especially for an additional i think hundred dollars a calibration i think we should give everything we possibly can for the money we're gonna spend um so that was my decision to move with them uh so far i've been very happy with uh first system technology i think they've been doing a wonderful job um their techniques on calibrating are those are techniques i've never seen in the past and they take much longer i'm not gonna lie but your results are your results are truthful and they're accurate um like i said within a hundredth of an inch so i mean it's i'm not leaning one way or the other this needs to be as fair for both parties as possible but once again it needs to be as fair for both parties as possible so i know this looks like we're stepping one direction or the other but we're actually taking a step back to get the most accurate information we possibly can for the benefit of both parties that are involved so

[50:12] **Katie Bloom:** um so after they recalibrated we it just so happened that we had our calibrators come the week after it was our six month time level and so it went like back i mean it went right back to where we were calculations were before so they still didn't pay um and i was about to reach out again and she dropped this check off and now she the district apparently wants to do a flume test
[51:10] **Mayor Jim Michalski:** i've got a problem with the whole thing first of all they should not be touching our equipment once we took it over that's ours they have no business coming in and calculating our equipment i would say never let them do that again okay we we take care of it we own it it's our business to calculate it and into the accuracy that it's at and it should stay that way period um and whatever the calculations that's what they owe they owe it we're not going to go to a flume we're not going to change it out for them and to me it's like a power bill when your power bill is maybe higher than what you thought it was do you just not pay your power bill because you don't agree with it i mean i don't because i want my power on but um so it's it's just a little frustrating not that i'm not willing to work with them on this but um it seems like i just have to keep pulling and pulling and i have to get phil involved to i mean it just um it's just frustrating um so well we need to build and they owe the rest of that amount and i know that there's a penalty if it's late and that's in the contract and they were so strict with the contract um and now they're they don't want the strictness of the contract it can't go both ways we need to put the late charge in with the bill and send it to i mean i i i i guess the council if i should allow you guys to speak up also just the whole thing is so it just feels like there's always an issue
[52:50] **Council Member:** when this contract was was was created they they hired their own lawyer they hired a facilitator these were pros at it this is what they did for a living and we worked with them we okay we'll work with you we'll update the contract um we did not have a a lawyer with us all the time only when we had to finalize it to make sure it was good so we went with them and bent over backwards to get that corrected and everything up to date so there would be no problems
[53:18] **Katie Bloom:** it's also frustrating because this was just renegotiated in september october it was somewhere in there i mean this literally just did this not that long ago so everything should have been crystal clear
[53:40] **Mayor Jim Michalski:** yeah now ask for comment by the council
[53:45] **Council Member Douglas Juntunen:** well i i mean i've been on here a long time and i remember every time this comes up it's a long drawn-out process and it's hard to deal with them and and get the money that's owed to us so i would support sending a bill for the balance plus 100 plus or whatever
[54:15] **Katie Bloom:** plus no to the flume they're asking us well they say install a flume or see it says something about review and calibrate the flume
[54:30] **Phil Entner:** what's that phil so calibrating is is what i have done twice a year to the flume yes so we're gonna do this three times in three months but it's they want to use their
[54:40] **Mayor Jim Michalski:** no it's ours but it belongs to us so that would say no to that we've already done it and that that's good for how long a year uh
[54:51] **Phil Entner:** we're required to do our other flow meter twice a year and i just piggyback this one on top because we get a cheaper rate and we're making money on this so i want it to be as accurate as possible absolutely
[55:00] **Council Member:** so we're done mr man do we share that information and the calibration that you get do we share those reports
[55:08] **Phil Entner:** yes we do so they have that yep i have sent them to their operators
[55:12] **Council Member:** a certified company that she says to the 1 000 of an inch so i don't see any reason to have a discussion about something that's right okay

[55:35] **Katie Bloom:** so another thing that phil and i kind of talked about just briefly today is i don't want to fight i would rather work with them so maybe this is i don't know if if somebody from the council wants to go to their meetings

[56:10] **Katie Bloom:** there we go that's exactly what you said i just think it's a good idea because at the end of the day we collect their sewer so it comes into our system so phil should be going as well right and that representative i think from that company should go with as well because when you're bringing in a professional that's talking about the qualifications they have it's pretty tough to refute that information
[56:45] **Phil Entner:** yeah are we getting the first first system technology bill then for this meeting i suggest i suggest you have a meeting first okay yeah and then if we need to okay then then i will have to against you
[57:10] **Katie Bloom:** yeah that's a good point about bringing the specialist in if you need to katie and i talked um we've been in contact with some of the board the operator darla um and we've been very open to going to meetings yeah by whether they're zoom or go to meetings or in-person meetings i mean we want we were talking about this this morning we want a good working relationship with them you know we want to be on the same page we want to be able to call each other bounce ideas off each other hey what's going on whatever you know we want them we extended our hand to support them and help them whenever they need it
