OFFICER PHILAR HAS TOOK THE INITIATIVE TO SCHEDULE PROFESSIONAL PHOTO SHOOTS THAT SHOWCASE THE DIVERSITY AND STRENGTH OF OUR OFFICERS TO APPEAL TO THE NEXT GENERATION OF CANDIDATES. THROUGH HIS CREATIVE OUTREACH AND INNOVATIVE STRATEGIES, OFFICER PHILAR SPEARHEADED A RECRUITMENT CAMPAIGN THAT LED TO A 15% INCREASE IN OVERALL APPLICANTS AND AN IMPRESSIVE 30% INCREASE IN OUR POLICE SCHOLARSHIP APPLICANTS. THE SCHOLARSHIP, AS YOU GUYS KNOW, PROVIDES FINANCIAL ASSISTANCE AND SUPPORT WHILE ATTENDING THE POLICE ACADEMY. WE ALSO PROTECT THE COMMUNITY. THAT'S WHAT I'M GOING TO DISCUSS TODAY OF WHAT CAPTAIN CRUZ DID. CAPTAIN CRUZ DEMONSTRATED EXTRAORDINARY BRAVERY DURING A HOUSE FIRE IN HIS NEIGHBOR'S RESIDENCE. EARLY MORNING HOURS ON FEBRUARY 4, CAPTAIN CRUZ WAS AWAKENED BY HIS NEIGHBOR ALERTING HIM THAT HIS HOUSE WAS ON FIRE. WITHOUT HESITATION, HE TOOK IMMEDIATE ACTION TO ENSURE THE SAFETY OF THOSE AROUND HIM AND WORKED TO MITIGATE THE DAMAGE. UPON STEPPING OUTSIDE, HE SAW THAT HIS NEIGHBOR'S HOME WAS ENGULFED IN FLAMES. AFTER LEARNING THAT THE NEIGHBOR'S WIFE WAS STILL INSIDE THE HOUSE, HE ACTED WITH HEROISM AND WITHOUT HESITATION AND ENTERED THE HOME AND NAVIGATED THROUGH THE THICK SMOKE TO RESCUE HER. ONCE HE WAS SAFELY OUTSIDE -- ONCE HE SAFELY BROUGHT THE WIFE OUTSIDE, OF COURSE, HE DISPLAYED ADDITIONAL COURAGE BY GOING BACK INTO THE HOUSE TO RESCUE THE FAMILY DOG. IT WAS TWO DOGS IN THERE. STUFF THAT WE TELL THE COMMUNITY, DON'T GO BACK AND DO, OF COURSE, CAPTAIN CRUZ DID THAT BECAUSE HE WANTED TO MAKE SURE TO TAKE CARE OF THE FAMILY. CAPTAIN CRUZ'S ACTIONS REFLECT THE HIGH STANDARDS OF HEROISM, QUICK THINKING AND DEDICATION TO THE SAFETY OF OTHERS. DURING THAT TIME, ALMOST 300 SEPARATE UPDATES TO ADDRESS PARTICULAR ISSUES AS THEY ARRIVE. ONE ISSUE WITH THE PIECEMEAL UPDATES IS THEY ARE MADE TO ADDRESS DISCRETE ISSUES. OVER TIME, AS CHANGES HAVE BEEN MADE, THERE HAVE BEEN INCONSISTENCIES THAT HAVE ENTERED THE CODE AND IT HAS BECOME POORLY ORGANIZED. THE LACK OF CLEAR DIRECTION IS HARD FOR STAFF WHO IS CHARGED WITH INTERPRETING THE CODE. IT IS HARD FOR LANDOWNERS WHO WANT TO USE THEIR PROPERTY. IT'S HARD FOR RESIDENTS WHO JUST WANT TO UNDERSTAND HOW LAND NEAR THEM CAN BE USED. I'M SURE IT'S DIFFICULT FOR YOU BECAUSE YOU NEED TO FIGURE OUT, ESPECIALLY IN ALL THESE APPEALS, WHAT DECISIONS SHOULD BE MADE AND WHAT'S THE RIGHT DECISION. FINALLY, THE CODE IS NOT WELL ALIGNED WITH THE CITY'S GOALS. THE CITY OVER THE LAST 40 YEARS, THE CITY HAS TRANSITIONED FROM GEOGRAPHIC EXPANSION, LOTS OF GREEN FIELD DEVELOPMENT, TO A PHASE WHERE YOU ARE REALLY SEEING A LOT MORE REDEVELOPMENT AND INFILL DEVELOPMENT. AND THE CITY IS TRYING TO TRANSITION FROM A VERY AUTO-ORIENTED FABRIC TO A CITY THAT IS MUCH MORE TRANSIT SUPPORTIVE AND SUPPORTS WALKABILITY AND MIXED USE DEVELOPMENT AS WELL AS A CITY THAT IS MORE RESILIENT, BOTH IN THE FACE OF RISING WATER LEVELS AND TO NATURAL DISASTERS. SO IN OUR LONG EXPERIENCE WORKING WITH COMMUNITIES ON COMPREHENSIVE UPDATES TO DEVELOPMENT REGULATIONS, ONE OF THE KEY THINGS WE'VE LEARNED IS THE IMPORTANCE OF TRANSPARENCY, MAKING CLEAR WHAT WE'RE DOING, WHAT DIFFERENT STAGES OF THE PROJECTS ARE GOING TO HAPPEN AND BRINGING THE ENTIRE COMMUNITY ALONG THROUGHOUT THE PROJECT. ONE OF THE KEY GOALS OF THE PROJECT IS TO MAKE YOUR LAND DEVELOPMENT CODE MORE USER FRIENDLY, BUT THERE'S NO GETTING AROUND THE FACT THAT IT IS A LENGTHY LEGAL DOCUMENT. THAT'S WHY WE THINK IT IS IMPORTANT TO HAVE AN ADVISORY COMMITTEE OF SOME SORT THAT IS ENGAGED THROUGHOUT THE PROJECT THAT AGREES TO PARTICIPATE AND REVIEW WORK PRODUCTS AND PROVIDE THE CONSIDERED INPUT. SO WE'RE THRILLED THERE IS AN ADVISORY TEAM FOR THE PROJECT THAT'S REALLY TOP-NOTCHED, FILLED WITH A DIVERSE GROUP OF PERSPECTIVES. SO THAT MEANS COORDINATION WITH YOU BECAUSE ULTIMATELY AT THE END OF THE DAY, YOU'RE GOING TO BE ASKED TO APPROVE THE UPDATED LDC. BUT OUR GOAL THROUGH THIS STRUCTURED PROJECT WITH ENGAGEMENT IS TO GET TO THE POINT WHERE THERE IS GENERAL CONSENSUS THAT THE UPDATED LDC IS A SIGNIFICANT IMPROVEMENT OVER WHAT YOU HAVE TODAY. SO THIS IS BRIEFLY AN OVERVIEW OF THE PROJECT. THESE ARE THE FIVE MAIN TASKS. AS I MENTIONED, WE WERE HERE LAST YEAR FOR PROJECT INITIATION AND ORIENTATION. AND ALL OF THE FEEDBACK FEEDS INTO THE LAND DEVELOPMENT CODE ASSESSMENT, WHICH I'LL DIG INTO A LITTLE BIT LATER. THIS IS THE SAME PROJECT SCHEDULE, BUT IT'S SET OUT IN SOMEWHAT OF A SCHEDULE FORM. YOU CAN SEE RIGHT NOW WE'VE PREPARED THE LAND DEVELOPMENT CODE ASSESSMENT. WE WENT OUT TO THE PUBLIC ON MONDAY. WE'LL BE ACCEPTING PUBLIC INPUT FOR SEVERAL MORE WEEKS. THE ASSESSMENT RECOMMENDS ENCOURAGING DEVELOPMENT WHERE THERE IS LOWER RISK OF FLOODING AND RESTRICTIONS ON DEVELOPMENT IN THE COASTAL HIGH HAZARD AREA. THE RIGHT-OF-WAY PERMIT WILL ALLOW THE DEVELOPER TO BUILD A ROAD THAT WILL SERVICE MULTI-LOT HOUSING DEVELOPMENT IN AN AE-12 FLOODPLAIN. ALL OF THE ROAD AND 95% OF THE FIVE LOTS THE DEVELOPER OWNS ARE LOCATED IN AE-12 FLOODPLAIN, AN AREA EVERYONE IN OUR COMMUNITY SAW SIX TO NINE FEET OF STORM SURGE. SOME NEIGHBORS FEAR THIS WILL INCREASE FLOODING IN THEIR HOME. USE OF FILL CAN ALTER DRAINAGE SITES, LESSEN RAINFALL INFILTRATION, ACCELERATE RUNOFF OR DISPLACE WATER ONTO NEIGHBORING PROPERTIES AND DOWN-STREAM COMMUNITIES. ANOTHER RECOMMENDATION WHICH DIRECTLY IMPACTS OUR COMMUNITY'S PRESENT EXPERIENCE IS NEIGHBORHOOD MEETING REQUIREMENTS FOR CERTAIN APPLICATIONS. ALL OF THE ABOVE CONCERNS AND INCREASING INTELL ADDITIONS FROM THE DEVELOPER SUFFERED BY THOSE WHO HAVE PUBLICLY OPPOSED THE ROAD INCLUDING MYSELF IS TO THE NEED FOR PUBLIC COMMUNITY INVOLVEMENT WHERE BOTH THE DEVELOPER AND THE NEIGHBORHOOD MEMBERS ARE PLACED ON AN EQUAL FOOTING OF MUTUAL SCRUTINY AND ACCOUNTABILITY. THE LACK OF CITY SUPPORT AND PERMIT APPROVAL WHERE THE ROAD DOESN'T MEET CODE AND THE APPROVAL PLAN IS FULL OF CONTRADICTIONS AND OMISSIONS LEFT THE MEMBERS CALLING THE POLICE TRYING TO FIND A SOLUTION AND FEELING FRUSTRATED WITHOUT SOLUTIONS.
