WE HAVE THREE ITEMS AND IN 2.1 WE HAVE A COUPLE OF PROCLAMATIONS. ITEM 2.1 IS A PROCLAMATION FOR TRANSGENDER DAY OF VISIBILITY . ITEM 2.2 IS A PROCLAMATION FOR WOMEN'S HISTORY MONTH AND WE'LL BE DOING THOSE ITEM 2.3 WE'RE GOING TO GET A COMMUNITY IMPACT UPDATE FROM KARI THOMPSON, THE CEO AND PRESIDENT IS HERE TO FILL US IN ABOUT THE OUTSTANDING WORK THAT VHP IS DOING IN OUR COMMUNITY AND THE VERY IMPORTANT WORK RIGHT NOW THAT VEEP IS DOING IN OUR COMMUNITY. OUR CONSENT BUSINESS INCLUDES 16 ITEMS THIS EVENING AND COUNCILMEMBER RIVAS HAS OUR CONSENT AGENDA TONIGHT. UNDER ITEM FOUR ARE HEARINGS, RESOLUTIONS AND ORDINANCES. ITEM 4.2 IS THE SECOND PUBLIC HEARING OF THE EVENING. THIS IS REGARDING THE AMERICAN SQUARE TIFF PLAN AMENDMENT AND ITEM 4.3 IS THE ONE THAT WAS ADDED A BIT LATE IN THE PROCESS. THAT IS A RESOLUTION REAFFIRMING THE NEED FOR LOCAL COMMUNITY STABILITY IN RESPONSE TO OPERATION METRO SERVE AND RELATED ACTIVITIES. AND. WHEREAS TRANSGENDER AND GENDER DIVERSE INDIVIDUALS HAVE BEEN VITAL TO THE TO THE SOCIAL CULTURAL AND ECONOMIC LANDSCAPE OF BLOOMINGTON CONTRIBUTING TO OUR COMMUNITY'S DIVERSITY AND STRENGTH. WHEREAS, THE CITY OF BLOOMINGTON IS COMMITTED TO SUPPORTING AN INCLUSIVE AND EQUITABLE ENVIRONMENT WHERE ALL PEOPLE REGARDLESS OF GENDER IDENTITY OR EXPRESSION ARE VALUED, RESPECTED AND EMPOWERED TO THRIVE. THOUGHTS ON TRANSGENDER DAY OF VISIBILITY THIS YEAR TRANSGENDER DAY OF VISIBILITY MARKS MY FIFTH YEAR OF BEING IN MEDICAL TRANSITION. 2026 IS TEN YEARS SINCE MY OFFICIAL DIAGNOSIS WITH GENDER DYSPHORIA BUT IT'S BEEN MORE THAN 60 YEARS I'VE KNOWN I WAS DIFFERENT EVEN BACK THEN WITHOUT THE WORDS, WITHOUT THE DESCRIPTIONS OR THE ROLE MODELS I KNEW I WAS DIFFERENT NOTHING THERE TO HELP ME UNDERSTAND MYSELF. THAT'S WHY VISIBILITY MATTERS WHEN YOU LIVE OPENLY AND AUTHENTICALLY YOU CREATE A WORLD WHERE YOUNGER GENERATIONS CAN SEE THEMSELVES REFLECTED. THEY CAN KNOW THAT THEY'RE NOT ALONE AND THAT THEY CAN FEEL HOPE THAT THEY TOO CAN LIVE AS THEIR TRUE SELVES. BEYOND THAT I BELIEVE THAT SHOWING THE WHOLE WORLD THAT I'M JUST ANOTHER HUMAN HAS GREAT VALUE. THAT BEING TRANSGENDER IS NOTHING MORE THAN BEING TALL OR RETIRED OR A WIDOW OR A LIFE MUSIC FAN JUST ANOTHER HUMAN. I WANT TO BE CLEAR VISIBILITY DOESN'T MAKE ANYBODY TRANS SEEING DIFFERENCE DOESN'T CHANGE SOMEONE IN THE GENDER SPECTRUM. IF IT DID WE'D ALL BE CISGENDER BECAUSE MOST OF THE WORLD IS. THAT'S WHAT WE'D SEE EVERYWHERE. WHAT IT DOES DO IS OFFER SUPPORT AND UNDERSTAND KNOWING AND PERMISSION TO LIVE AUTHENTICALLY AND LIVING AUTHENTICALLY. THERE'S JOY IN IT FREEDOM A SENSE OF WHOLENESS THAT IS WORTH EVERY CHALLENGE ALONG THE WAY. THAT'S THE GIFT OF VISIBILITY . I JUST KNEW THAT BEING HONEST ABOUT WHO I AM MATTERED MORE THAN STAYING QUIET TO MAKE OTHERS COMFORTABLE. I'VE NEVER BEEN SOMEONE WHO NEEDS TO TAKE UP A LOT OF SPACE. MY JOURNEY HASN'T BEEN LOUD OR DRAMATIC. IT'S BEEN A LONG PROCESS OF LEARNING TO TRUST MY VOICE AND TO VOCALIZE AS IT AS I GROW INTO THE PERSON I'VE ALWAYS BEEN. BEING VISIBLE DOESN'T ALWAYS MEAN STANDING IN THE SPOTLIGHT. SOMETIMES IT MEANS CHOOSING TO BE REAL IN SMALL EVERYDAY MOMENTS. IT MEANS SHOWING UP AS YOURSELF EVEN WHEN YOU'RE UNSURE HOW YOU'LL BE PERCEIVED. I'VE LEARNED THAT STRENGTH DOESN'T ALWAYS LOOK BOLD. IT DOESN'T IT CAN LOOK STEADY, STRENGTH CAN LOOK PATIENT AND STRENGTH CAN LOOK LIKE CONTINUING FORWARD ONE DAY AT A TIME. WE WERE OFFICIALLY FOUNDED IN 1974 SO WE'VE BEEN DOING THIS WORK IN THE CITY OF BLOOMINGTON FOR OVER FIVE DECADES NOW WE HAVE 25 FULL TIME STAFF BUT OVER 2300 VOLUNTEERS THAT REALLY WE DEPEND ON QUITE A BIT TO DO THE WORK THAT WE DO. WE COULDN'T DO IT WITHOUT THEM. MANY, MANY, MANY OF THEM ARE BLOOMINGTON RESIDENTS. >> THE PROGRAMS THAT WE HAVE FOR THOSE OF YOU WHO ARE UNFAMILIAR IS OUR FOOD AND BASIC NEEDS PROGRAM WHICH IS THE FOOD PANTRY THAT IS JUST RIGHT AROUND THE CORNER FROM HERE ON 96 AND ALDRICH WE HAVE AN ONSITE FOOD PANTRY. THERE'S LESS FINANCIAL ASSISTANCE THIS TIME AROUND FOR RENT AND UTILITIES THAT IS AVAILABLE AS IN PAST YEARS AS YOU SAW DURING THE PANDEMIC OBVIOUSLY THERE WAS A LOT OF FEDERAL FUNDING TO HELP SOME OF THOSE FOLKS OUT WHO WEREN'T GOING TO WORK. WE'RE NOT GOING TO SEE THAT THIS TIME. UNFORTUNATELY THE UNCERTAINTY OF FEDERAL FOOD FUNDING OR FEDERAL FUNDING. SO WE DO HAVE FOOD AND HOUSING ASSISTANCE FROM THE FEDERAL ADMINISTRATION THAT IS PAUSED AND SOME OF IT HAS BEEN PAUSED SINCE JANUARY OF 2025 WE'VE SEEN ABOUT A 50% REDUCTION IN THE FOOD ASSISTANCE THAT WE NORMALLY GET FROM THE FEDS AND THEN WE'RE SEEING LOTS OF HOUSING PROGRAMS BEING CUT OR PAUSED AS WELL. SO THERE'S ALSO IMMINENT CUTS TO FOOD BANK SOURCING. SO WE'RE HAVING TROUBLE GETTING SOME OF THE FOOD THAT WE NEED FROM THE FOOD BANKS BECAUSE THEY'RE NOT ABLE TO SOURCE SOME OF THE FOOD AS WELL. AND THEN JUST ONGOING DONOR FATIGUE WE KIND OF CAME OFF THE PANDEMIC RIGHT INTO THE GOVERNMENT SHUTDOWN AND THEN RIGHT INTO THIS AND WE'VE ASKED OUR COMMUNITY TO STEP UP OVER AND OVER AND OVER AGAIN AND I'LL SAY THIS THIS IS AN AMAZING COMMUNITY REALLY IT IS. THE AMERICAN SQUARE TIFF PLAN WAS ORIGINALLY APPROVED IN AUGUST OF 2020. AT THAT TIME THE CONCEPT WAS FOR A TWO PHASE DEVELOPMENT THAT WOULD INCLUDE A MARKET RATE DEVELOPMENT WHICH WAS PHASE ONE AROUND THE BLUFFS AND THEN AN AFFORDABLE BUILDING THAT WOULD HAVE BEEN FINANCED IN PART BY THE TAX INCREMENT THAT WAS GENERATED BY ORDER TO HAVE 86 UNITS OF AFFORDABLE APARTMENT BUILDINGS AT 60% OF AREA MEDIAN INCOME AND THEN SEPARATELY THAT SECOND PHASE WOULD ALSO HAVE HAD A 300 APPROXIMATE STALL PARKING RAMP AND THE PLAN WAS FOR CONSTRUCTION TO BEGIN IN SUMMER OF 2021. HOWEVER, PANDEMIC RELATED DELAYS RESULTED IN THE ORDER NOT STARTING CONSTRUCTION AND THEN COMPLETING CONSTRUCTION UNTIL AUGUST OF 2024 AND THEN THE PHASE TWO DEVELOPMENT. SO THAT WAS THE PLAN NEVER ENDED UP MOVING FORWARD. THE REASON FOR THAT IN ADDITION TO THE PANDEMIC RELATED DELAYS WAS THAT THE SITE THAT WAS TO CONTAIN THE QUEEN ACTUALLY IS NOT OWNED BY THE DEVELOPER THEMSELVES AND THEY WERE NOT ABLE TO COME TO AGREEMENT WITH THE OWNER TO PURCHASE THAT SITE. SO IN 2020 5TH DECEMBER 2025 THEY APPROACHED STAFF AFTER ACQUIRING TWO PARCELS WHICH CONTAIN THE RIVERVIEW OFFICE TOWER AND THEN THE RIVERVIEW PARKING RAMP THAT IS THE TWO PARCELS THAT YOU'RE SEEING IN BLUE ON THE SLIDE ABOUT BUT POTENTIALLY LOOKING AT INSTEAD OF DOING THE QUICK DEVELOPMENT WITH 86 UNITS OF AFFORDABLE APARTMENTS DOING A SENIOR HOUSING DEVELOPMENT BY CONVERTING A PORTION OF THAT OFFICE TOWER INTO 75 UNITS AT THAT SAME 60% AREA OF AREA MEDIAN INCOME. IF THE MODIFICATION IS APPROVED, THE HOPE WOULD BE TO WORK WITH THE DEVELOPER TO FINALIZE THE TERMS OF ASSISTANCE THAT WOULD BE PROVIDED AND THAT WOULD BE BROUGHT FORWARD TO THE PORT AUTHORITY AND COUNCIL IF NECESSARY IN A FUTURE MEETING . SO AT THIS POINT STAFF IS STILL NEGOTIATING WITH THE DEVELOPER WHAT THOSE TERMS WOULD LOOK LIKE. SO ON THIS SLIDE IS A DEPICTION OF THE ORDER AS IT'S COMPLETED TODAY. SO LIKE I SAID IT WAS COMPLETED IN LATE 2024. THIS IS THE MARKET RATE BUILDING THAT WAS GENERATING TAX INCREMENT THAT WOULD BE UTILIZED TO HELP FUND THE AFFORDABLE HOUSING DEVELOPMENT. AND THEN ON THIS NEXT SLIDE YOU CAN SEE IN THE BACKGROUND BEHIND THAT ORDER THAT'S THE ACTUAL RIVERVIEW OFFICE TOWER ITSELF. AND THEN THIS SLIDE ALSO SHOWS A POTENTIAL FLOOR PLAN OF ONE OF THE FIVE FLOORS THAT WOULD BE CONVERTED SO IT'S A MIXTURE OF STUDIO ONE BEDROOM AND TWO BEDROOM APARTMENTS AND THIS IS SUBJECT TO CHANGE. THIS IS KIND OF A PRELIMINARY DEPICTION PROVIDED BY THE DEVELOPER. SO THE PLAN FOR THIS DISTRICT AND WHY WE HAVE IT IT PROVIDES US THE ACTUAL STATUTORY AUTHORIZATION TO USE THE TAX INCREMENT FINANCING AS WELL AS DESIGN OR DEFINING WHERE ACTUALLY WE CAN USE THAT TAX INCREMENT. SO IN THIS CASE WE WILL BE EXPANDING THAT AREA TO ALLOW FOR USE OF TURF WITHIN THESE TWO NEW PARCELS. IT ALSO DETERMINES THE TYPE OF DISTRICTS THAT IN THIS CASE IT WOULD BE A HOUSING DISTRICT AND THEN IT SETS A BUDGET FOR THE MAXIMUM AMOUNT OF TURF THAT CAN ACTUALLY BE USED ON THIS PROJECT. BUT WHAT IT DOES NOT DO IS IT DOES NOT COMMIT THE CITY TO PROVIDE FUNDING OR FINANCIAL ASSISTANCE FOR THE PROJECT. SO AS I MENTIONED WE'RE STILL NEGOTIATING WITH THE DEVELOPER ON WHAT THE TERMS OF ASSISTANCE WOULD LOOK LIKE. WE NEED TO GET AN UPDATED PROJECT PROPOSAL FOR THIS CONVERSION AND THEN THAT MAY IMPACT THE BUDGET THAT IS IN THIS TIFF PLAN AS WELL AS ANY FUTURE PROPOSAL THAT WOULD BE BROUGHT FORWARD BEFORE THE PARTIES IN ORDER TO APPROVE TIFF DISTRICT WE HAVE TO MAKE SOME FINDINGS. HERE IS THE CITY THAT INCLUDES BUT BUT FOR TEST WHICH IS THAT WITHOUT THE ASSISTANCE OF TIFF THIS PROJECT WOULD NOT MOVE FORWARD AND THAT THE PLAN ITSELF ALLOWS FOR DEVELOPMENT BY A PRIVATE ENTERPRISE AND MAXIMIZES THAT DEVELOPMENT AND ALSO CONFORMS WITH THE PLANS OR THE DEVELOPMENT PLANS OF THE CITY ITSELF. THESE ARE OUR PARTNER AGENCIES LIKE BLOOMINGTON PUBLIC SCHOOLS, OUR COMMUNITY COLLEGES, SOCIAL SERVICE AGENCIES REALLY AN OPPORTUNITY AND A FORUM FOR ALL OF THESE PUBLIC FACING ENTITIES TO IDENTIFY THEIR CHALLENGES, THEIR NEEDS AND HOPEFULLY FOR EACH OF US TO UNDERSTAND WAYS THAT WE MIGHT BE ABLE TO SUPPORT CROSS COLLABORATE SO THAT WE CAN RESPOND TO THE COMMUNITY'S NEEDS IN THE MOST EFFICIENT AND EFFECTIVE WAY POSSIBLE. SO WHAT DOES THE RESOLUTION CALL FOR? WELL, AT THE STATE LEVEL THE CITY IS URGING THE STATE TO SUPPORT CITIES AND OPPOSING A FEDERAL DETENTION CENTER THAT'S CALLED OUT IN THE RESOLUTION WE BELIEVE RATHER THAN A PATCHWORK APPROACH ACROSS THE STATE A STATEWIDE APPROACHES ARE NEEDED. WE ASK OUR LEGISLATORS AND OUR EXECUTIVES FOR ASSISTANCE FOR OUR IMPACTED COMMUNITIES, PARTICULARLY THE FINANCIAL ASSISTANCE FOR CITIES WHO'VE INCURRED UNPLANNED EXPENSES RESPONDING TO OPERATION METRO SURGE. AND THEN REQUESTS FOR FINANCIAL RESOURCES ADDITIONAL FINANCIAL RESOURCES TO HELP HOUSEHOLDS AND BUSINESSES WITH THE ECONOMIC DISRUPTIONS AND TURBULENCE THEY'VE EXPERIENCED AT THE FEDERAL LEVEL. THIS IS LARGELY CENTERED ON MEANINGFUL REFORMS BOTH IN TACTICS USED BY FEDERAL LAW ENFORCEMENT AGENCIES AND PERSONNEL. BUT I WOULD BE REMISS IF I DIDN'T SPECIFICALLY CALL OUT THAT THE RESOLUTION CALLS ON OUR FEDERAL LEADERS FOR MEANINGFUL REFORM ON IMMIGRATION LAWS AT A NATIONAL SCALE SO THAT WE DON'T FIND OURSELVES IN THIS POSITION AGAIN. SO I WANT TO MAKE SURE I CLARIFY WHAT THIS RESOLUTION IS AND IS NOT. IT IS A STATEMENT OF THE COUNCIL'S VALUES A CALL FOR STABILITY SUPPORT AS YOU'VE BEEN ASKED TO DO FOR RESIDENTS AND BUSINESSES AND A STATEMENT OF SUPPORT FOR OUR LOCAL PUBLIC SAFETY ENTITIES. SO A COUPLE OF THINGS. ONE I DO NOT FORESEE AT THIS TIME ANY ANY NEED FOR ANY BUDGETARY REALLOCATION. I WILL ALSO SAY THAT WE ARE ALWAYS A MONTH BEHIND IN OUR REPORTING CYCLES. SO ACTIVITY FOR EXAMPLE THAT OCCURRED IN JANUARY WE WON'T KNOW ABOUT FOR A MONTH LATER BECAUSE OF THE REPORTING CYCLE . BUT IF WE ARE TRACKING OUR EXPENSES DIRECTLY RELATED TO THE OPERATION AS WELL AS MONITORING IMPACTS ON REVENUE AND IF I FORESEE A NEED FOR ANY BUDGETARY ADJUSTMENT IT WILL SEEK THAT. BUT RIGHT NOW I'M NOT IN A POSITION WHERE I CAN TELL YOU THAT'S NECESSARY. THE RESOLUTION IS INTENDED TO BE A REFLECTION A POLICY STATEMENT BY THE COUNCIL. AND SO AGAIN YOU SEE THE LANGUAGE IN HERE IN THIS RESOLUTION ABOUT ASKING FOR A STATEWIDE CONSIDERATION. MINNESOTA'S LAW ON MORATORIUMS, AS YOU MENTIONED, IS ONE YEAR YOU FOR THOSE OF YOU WE HAVE SOME NEWER MEMBERS ON THE COUNCIL BUT ESSENTIALLY THERE'S A PUBLIC HEARING AND IT ACTS AS SORT OF A STATUS QUO. SO NO NEW APPLICATIONS CAN COME IN DURING THAT RESEARCH PERIOD AND THAT THE CONCLUSION OF THE RESEARCH PERIOD WHATEVER IT IS UP TO A YEAR THERE IS TYPICALLY THE ADOPTION OF SOME SORT OF LAND USE REGULATIONS AND SO THE SETUP TO ADOPTING A MORATORIUM NEEDS TO BE RESEARCHED TO UNDERSTAND THE SCOPE OF WHAT THE RESEARCH WITHIN THE MORATORIUM STUDY IS.
