City Council I'd like to call this meeting to order at this time councilman Vier you have invocation oh yes it's my great pleasure to introduce chaplain Jason Soul who is a chaplain with the Tampa Police Department for the last seven years and is the founder of current initiatives a Tampa based nonprofit organization that leads local Mission initiatives such as the laundry project uh hope for homes project an affordable Christmas he has been a Christian minister in the Tampa Bay area for more than 20 years and we welcome him here if you would please uh stand and remain standing for the pledge thank you let's bow our heads gracious God thank you so much for days like today that um we can honor those that are the best of us that we can hear from our community and that we can address um things that we need to tackle as a community um thank you for this time together may we today be the best of ourselves may we honor our city and God we ask your blessing on our great city as we move forward into the future may we walk with hope in our hearts compassion and care for those around us to make our city the best that it can be thank you for those that we'll be honoring today uh for their sacrifice the heroes of our communities and may we follow their lead and continued to be the best of us in our great Community we thank you for your love for us we ask all these blessings in that I hold my comments to the point before public comment and I know this is the best point on the agenda that we usually do this but I'd like the opportunity to confer with the city attorney before I do so this morning so I'm just going to ask that you hold that um uh to uh to write before public comment when both uh um myself and the City attorney who will follow me will have the opportunity to speak to councel okay thank you so at this time I'm going to call up the City attorney no actually what I'd like you to do council is to do do the housekeeping and go through the items and before you get to public comment is when I'll speak all right we're going to do some housekeeping we have a memo from council member Vie requesting that item 11 be pulled for discussion we will hear this under staff I'm sorry under items removed uh from the consent agenda prior to staff and if I may Mr chair I want to be be very clear I I want to do it to highlight the importance of this issue staff need not appear I I'm fully supportive of this just to be transparent all right so we have a motion from councilman VR second from council member Clint Denon all in favor I I all right let me just get to staff reports all right uh Chief do we have an Administration update do not you do not all right um items uh 57 this is a large item do we need uh staff present for that anybody no okay no staff present for 5758 would you like staff present for 58 yes yes okay we will have staff present for 58 59 anybody all right no staff present for 59 all right item number 60 do we need staff present for reports is that correct uh yes sir so we'd reached out to the Italian Club on any um presentation that they had we to the best of my knowledge we haven't heard back back but I I suggest that we go .01 of the city Charter okay so we'll have a motion and amended to include application of 6.01 of the city Charter SE included a motion Mr chairman 601 all right of section 6.01 we have a motion from councilman mirand council member Clint Den all in favor I so that will be continued to November 21st with that 6.01 included and then item number 69 is that a yes um yeah I mean we don't I don't think we need staff here we can discuss it but yeah that's fine okay so no staff on 69 but when it comes up we can talk about it all right item number yes oh item number 70 uh if I may um for the sake of efficiency and for the time of uh uh Chief trip and chief uh burkha um it makes sense to have these heard on August 5th and August 19th when we have our um budget workshops that include Public Safety for CIP on August 5th and operating on August 19th for the sake ofici so we have a motion to continue that to those S dates motion from councilman VI second council member Clint Den all in favor I if I can Mr chairman yeah just so you know the draft agenda for the special call meeting has already been released so I guess clerk Madam clerk that this would be added to the final agenda thank you very going to start with item number one and this is police officer of the month [Music] congrats is it thank you thank you very much uh thank you Mr chairman it's a real great pleasure to be here uh for uh Tampa police officer of the month uh Commendation here in Tampa City Council this is for sergeant Joe latf who is a seems like a very nice gentleman and and a very nice young man I guess I'm 46 I can say that now but uh but here to explain more on the great work of this uh fine gentleman and public servant is our chief burkot go ahead thank you sir good morning Council good morning it's my honor to uh here highlight our officer of the month who is in un not in uniform today but he's a Sant with the Tampa Police Department and our first line supervisors are critical in our organization and that's something that we take pride in as our sergeants on the street and you're going to hear today why he deserves and is so deserving of this award so the Tampa Police Department is proud to announce Sergeant Joe Latif as officer of the month for August 202 4 with a decade of dedicated service to the department uh he currently Su um supervises our field training Squad so in addition to training his officers and keeping them up the speed he's responsible for the new recruits that come out in their training as well as a Relentless leader he is consistently at the Forefront of a squad proactively combating violent crime and identifying criminal activity throughout the department and identifying hotpots the department benefits from his combined knowledge as a street Sergeant a SWAT team member and a defensive tactics instructor his proactive strategy has led to the successful recovery of numerous firearms and the apprehension of one of criminals resulting in a safer community and he's on a patrol squad and a training Squad and to do all that on that Squad speaks incredible volumes of him in one notable incident he conducted a traffic stop that led to the discovery of a firearm and the arrest of a convicted felon who was in possession of cocaine in another instance the suspect could not outrun Justice in addition to doing everything that he is he's leading from the front and in foot pursuit of a fleeing felon and of course he caught the fleeing felon who had an active felony warrant and he took him into custody these are just a few examples of his commitment to ridding the streets of criminals in and illegal weapons Beyond his exceptional law enforcement work he is instrumental in the development of new officers as a skilled defensive tactics instructor and a SWAT team Commander he shares his ex expertise in developing the skill sets of all officers while ensuring that the officers are safe out there protecting themselves and the citizens his ability to effectively balance multiple responsibilities without complaint is a testament to his character and work ethic his unwavering dedication to the Tampa Police Department's mission of reducing crime and protecting the community is evident in is in his exceptional performance he's a shining example of the Department's dedication to public service and that is why we are honoring him as our officer of the month for August 2024 and uh before we formally honor you sir there's members of the Community who want to express her appreciation to you sir so come on forward oh sorry of the camp TBA known him for a long time you do great great things I've known him for almost a decade and he was a worker back then he's a really great worker now so uh just want to plaque for all you do to protect citizens you do spend one of your days off come see us at the movies appreciate it Sergeant good morning Council Chief Brian Ford with the Tampa Bay Buccaneers and your story is remarkable behalf of the Blazer family and our entire organization thank you for all you and your family do your service your sacrifice to our great City but uh we have a tradition at one buck and anybody that comes over and above gets a game ball and your Merit you deserve that thank you very much morning how are you good morning doing well yeah I got a few things for here first I'd like to publicly thank the police department um most of you probably know that fresh Kitchen on South Howard caught on fire and if it weren't for the the quick response by the police department calling the fire department the building would have con been completely lost and so the police engaged the fire department they came there is damage there um but if it hadn't been for the patrol officers out there on duty um probably would have been more extensive damage the fire probably would have spread to other buildings so we thank you and the rest of the officers for being on board and keeping us safe um I have a couple things for you and one of them is from the chichu restaurant group that that own and operated fresh kitchen and they're going to provide you with breakfast lunch or dinner on behalf of Bella braa in the Midtown section one my favorite restaurants your choice lunch or dinner Yummy House China beastro and I always say this but the chief wants you to take him he you know so anyway um on behalf of meat market in oldy Park and on behalf of Jackson's beastro uh please take these certificates with you there's a combination of letters and certificates so enjoy them and congratulations and again thank you to tpd and and the Tampa Fire Rescue for being on board and and being alert to helping save the and keep the rest of the city safe thank you thank you and so on behalf um and on behalf of a really grateful City and grateful Tampa City Council and City of Tampa government we give you this uh Tampa City Council Commendation for all the work that you do we really really appreciate it I mean that God bless you thank you sir thank you and if you want to speak well I appreciate it everybody that came out um first and foremost I'd like to thank the TBD staff for selecting me for this award and also my family that's in attendance back there and their uh constant support as well throughout I guess the decade of me being the cop now um although my name's on the plaque today for this month I'm a huge believer in giving credit where credits du and in this case first my past supervisors and mentors who've coached me and uh allowed me to be in the position that I'm in now and second most importantly the Frontline officers who put on the uniform every day and show up to work and do the right thing they're the ones that do the majority of the work and it's a privilege for me uh to supervise and work alongside of them thank you now thank you very much congratulations we appreciate all the sacrifices you make every time you and and everyone on your team put on that uniform and uh especially to your family you know we have to we have to thank them too so thank you very much and congratulations thank you all right [Applause] yes we just take a moment here you want me to give us all right councilman clinten you're going to be presenting the ATU local 1464 Employee of the Month where's the man of the are hi everybody ni to meet you squeeze in we're all we're all friends here and you got to face that way so you're on TV you got it anybody wants to talk you have to stand at the podium there's a hidden microphone hear that picks you up good morning Mr chair and city council I'm uh as always very pleased to be here uh supporting one of my Kindred Spirits in labor we're here to honor the ATU employee of the month and I'd like to start it off by recognizing my good friend he's the president of the local ATU chapter Simon kick it off thank you Council good morning Mr chairman good morning good morning Council and good morning City of Tampa I'm Steve Simon and I'm the president of The Amalgamated Transit Union Local 1464 and we keep the city of Tampa running and I'm happy to be here this morning to introduce you to the ATU Employee of the Month Mr darl Russell oh Daryl is a utility Tech from the mobility department with 27 plus years of service a veteran Mr Redmond noticed a young woman who was laying on the ground and in distress just last month while he was sweeping the bike pass on Bruce be Downs in New Tampa she told him that she didn't know where she was that she had been robbed and possibly assaulted because her clothing was tattered and she had bruises all over her body Mr Redman made an effort to console her before uh phoning the police and waiting for them to arrive his action on that day speaks volumes for his personality as well as his character his act of humanity is welld deserving of this recognition and a great example of dedication to the city of Tampa and its residents and we thank you for all you do to participate in keeping the city of Tampa running and on behalf of a T local 1464 I would like to present you with this award congratulations thank you very much thank you Mr President thank you sir so I have to say that uh the ATU Union outdoes us and the and and the quality and the the pizzazz of the presentation but this is this is as heartfelt as it gets I'd like to present to you on behalf of Tampa City Council and chairman Mana scalco accomodation uh on your uh achievements and what you've done definitely I everything that uh resent Simon just said you are above and beyond uh a definitely fine example of the many employees that you know you stand up here with but I know you represent a lot of employees that work within your organization and keep Tampa moving so on behalf of Tampa City Council thank you so much and we present you with this accommodation that's a b there we go so I think there's if I I'd like to if I can read a portion of the letter from the mayor okay okay dear Daryl congratulations on being selected as The Amalgamated Transit unions employee of the month for your professionalism strong work ethics enthusiasm and for going above and beyond in all aspects in your position as a utility technician you have earned the respect of your superiors peers and Community as as an employee who is well known for your strong character and work ethic you are an asset and integral part of the mobility department and the City of Tampa's mission of providing Superior Services your dedication and outstanding positive attitude make you highly deserving of this recognition you are admired well respected and set a shining example for others to follow it is employees like you Daryl that make me proud to serve as mayor thank you for your dedication and service sincerely Maya James so darl and here on behalf of Zo Tampa Mar with zo Tampa and we have a day at the zoo for you um with passes and this is a WABE which is a species of kangaroo and an interesting thing about kangaroos is they're the only animal that can't walk backwards so just like just like the union employees you keep the city moving forward and uh we appreciate it thank you very much councilman herk lives every Thursday we do these presentations to see this animal so you have to show it to the the last thing I heard was she wanted one no a real WABE real W Steve melini I'm here on behalf of a couple different folks and uh I want to thank you for your your dedication uh one of the key elements of crime preventions is keeping your eyes and ears open while you're out there on the street that enforces um a lot of different things but it helps the police department because there's thousands and more eyes out there trying to help the community so thank you very much for stepping in and doing that uh on behalf of the Yummy House china beastro we're going to give you a gift certificate and you can enjoy yourself for lunch or dinner on behalf of the Chicho Restaurant Group and you heard me speak about them President Nick sto's birthday happy birthday I didn't know that [Applause] I got to do better on my Facebook that's funny I I didn't know that well it's a great pleasure here today sir where's Captain Roberts hey good to see you sir you doing all right good to see you uh to present the firefighter of the quarter uh Tampa City Council Commendation to a very nice gentleman uh Captain Rush Roberts who's always very very involved as you all know uh the Tampa Fire Fighters always do a lot of Civic and Community Endeavors and I always see Captain Roberts and many of them including uh the C hope aaku run among many others he's always there every time I see him he has a big smile and he's always with his family uh he's a wonderful person uh so here to talk more about the saer is Tampa Fire Rescue uh Chief Barbara trip ma'am go ahead thank you good morning Council Barber trip our chief tampire rescue so on up sorry so this morning I want to introduce and I'm definitely proud to announce Captain Rush Roberts as our firefighter of the quarter with 18 years of service of temp fire rescue Captain Roberts has held the positions of firefighter paramedic Lieutenant captain and he also is an acting District Chief Captain Roberts is dedicated is a dedicated leader and community advocate for the past six years Captain Roberts has been a support of the Mafi cancer program called cure on Wheels this programs has raised hundreds and thousands of dollars for cancer research and a cure through cycling events Captain Roberts personally participate in a annual 164 mile roundtrip ride to Orlando every year as well as a 325 mile cycle Rod to tassel over a 3-day period following his passion for cycling fundraising and Community engagement Captain Roberts founded an event called ride to the rescue this road cycling event is held annually with inclusion opportunities for all cycling skills sets from training wheels to triathletes this this event generates funds for the Tampa firemen's benevolence Association to provide financial help to Firefighters family that are in need Captain Robert's position with the um FBA allows also allows him to stay engaged and involved with events that support members of the Tampa Fire Rescue and the community Captain Robert coordinates and supports several charity events to include fight for air climb which is held downtown Tampa and Captain Roberts commit times and monetary support to inter city Youth Travel Baseball teams this team is coached by Tampa firefighters as well as police officers through financial support by the Tampa fireman's benov Association this team has uniforms equipment and travel expense covered for the next three years Captain Roberts takes great pride in traveling to attend the games in which he watched them develop as a team creating lifelong valuable memories and Lessons Learned along the way Captain Roberts Pride himself has been a role model filled with positivity and in love for his community Captain Roberts is committed to his job his family and Community is a definitely is the reason why he exemplifies the value of Tampa Fire Rescue and for this we are proud to honor Captain Rush Roberts as the Tampa Fire Rescue firefighter of the third quarter [Applause] and thank you for that Chief now uh before we uh formally honor you uh Captain we have some individuals from the community who'd like to uh honor you starting with the birthday boy coming up hey happy birthday uh good morning chair good morning counsel uh the public and City staff uh it's not it's not my birthday that's someone else's Facebook uh today we're here to honor Captain Rush Roberts firefighter of the quarter the chief delivered an exceptional message everything that the chief said uh we fully support um Captain Russ Roberts as you'll see behind me there are several firefighters whether in plane clothes or in uniform uh they're here because of the influential and Leadership of Captain Russ Roberts he is an exceptional leader uh filled with positivity and he brings everyone together even in times are down uh so on behalf of the Tampa firefighters we like to award you with this and congratulations brother thank you [Applause] morning Council chair Aaron Hansen uh Tampa Fire Rescue in the awards review board uh for nearly 18 years uh I've gotten to work with this gentleman watch him grow uh stories and stories uh he's become an inspiration to not just uh the department his family uh but the community that he serves dedicated countless hours to serving others with the ultimate goal of leaving things way better than he originally found them um Rush epitomizes the truest form and definition of service and sacrifice with a family that understands the same each one of them their own unique superhero um it's been a privilege to have Captain Roberts as a fellow member of the uh fireman's Ben Association and uh Tampa Fire Rescue but more importantly it's an honor to call on my friend uh and with Mark hany with the zoo we wanted to thank you for your service and it's um great to know that you're not only an outstanding professional but how much you care about the community at large is awesome great example for your family thank you to your family for sharing you with all of us and um we have presented you with an annual membership to the zoo so you and your family can enjoy it in good health and hopefully you love animals as much as we do and I'm particularly um grateful for what you do in raising money for different nonprofit groups and uh anything The Zo can ever do to help you we can provide gift baskets anything else so just let us know we're yeah I bet you will Mr Haney Mr Haney what animal what animal is that oh I'm sorry that is a spotted eagle ray so I don't really have a great antidote but for it but they're they're really cool we we just opened up our Stingray habitat um so you can come to the zoo when you're when you come and uh pet the sting rays and and have been burned down and especially in Hyde Park where those buildings are in close proximity to each other um they avoided a a very large uh disaster that could have occurred here so I want to thank you and the men and women in Tampa Fire Rescue and Tampa Fire Tampa Police Department again uh we're going to provide you and that's one of the reasons why these these folks are dedicated to providing promise I just want to thank you all and I do mean do mean you all oh sorry the city of Tampa the city council the I my brothers and sisters and the firemen's benevolence Association and their members the men and women in this room and I do mean all of the community in this room to my my crew at station 15b who helps me be a better me and makes my job of being a supervisor see as smooth sailing as a rubber ducky in a bubble bath with extra Suds to my Chiefs D1 to the awards banquet staff and board without question the administrative staff and our leader Chief Barbara trip I can humbly say thank you for this most preious prestigious award and it means the world to me it's that's not just a line it truly fills me with pride because I live my life the same way I live this job I care I want to care I do care I it would be normal for me to explain the Charities I have done or the other instances that have brought me to this Podium it would make sense for me to tell you why I do such philanthropy and my background and how I started in it but then you wouldn't get to really know me the firefighter of the quarter that you have honored today so I will take this time to be totally selfish I want to thank my amazing wife Leah Roberts for putting up with me man like me who makes her stay up at night when I'm not home and has to Wrangle three children to bed on her own so that I can do what I swore to do 18 years ago knowing that I am striving to make a difference and I will always make a difference if it permits I would like to thank my kids individually don't worry I only have three Addison you are the reason that I am and willever be compassionate you taught me that life was bigger than me and it has greatly helped me in my career and with this honored and in in this honored and regarded Department Wyatt thank God you are like your mother so smart and sweet don't ever change we could use a few more boys like you in this world be proud of who you are and know that I am proud of you every single day you make my heart feel like warm you make my heart feel warm like cool rain on a Hot Tin Roof you move me just to listen and love Everly this one comes a little bit at a serendipitous time my wife and I are almost lost our beloved Ed Everly in a tragic accident about two months ago I know you can barely tell cuz those beautiful blue eyes are flirting with everybody in the room but because of this family her strength and my knowledge of Education provided to me in this benevolent and strong Department Tampa Fire Rescue I was able to keep her at Bay when the world's worst nightmares were coming for us that would not have happened had I not been awarded the gracious opportunity to be a Tampa firefighter I owe my life and my family to the city and the department thank you for honoring me in a way that I promise to honor you and your citizens every shift for the rest of my career and Beyond thank [Applause] you yes ma'am just want to say it's amazing we don't we we have folks that appreciate appreciate their spouses but I just it's so touching to hear you talk about each of your children and you could feel the love just from the beginning so I just want to say um congratulations thank you for all the work you do and uh it it clearly comes that this is just a part of who you are so we're we're thrilled to be able to honor you today thank you very much and congratulations that was a beautiful speech we're blessed to have you but you're even luckier to have such a wonderful family behind you and uh three kids you know I'm I'm not often home because there's there's always work so I have my wife at home and you know it's it's it's a whole other job you know chasing kids around and taking care of them so we should always be grateful for our family but we're grateful for you and all of Tampa Fire Rescue you said it all you know best Fire Department in the country uh and and we're we're proud to have you and thank you for chairman good morning Martin Shelby city council attorney we're now at the point of general public comment and for the benefit of the public to be aware um there are um speaker cards in the lobby and Andrea zelman good morning Council um I was asked to just speak very briefly there's been a lot of comments and press and phone calls and emails regarding a recent decision issued in the Liberty Hospitality case um let me just say first of all our office just received the order it's 33 Pages we received it Monday we're still reviewing it to determine exactly what it means what its impact is um and what the next step should be it's not final there's a 30-day appeal period so it is not a final order therefore it's pending litigation and we've asked you not to discuss it either at a public meeting such as this or with others in the press or in the um Community because because again it's not a final matter yet and we're still in litigation but to the extent that this council members of the land use Community or anyone else um continues to is questioning whether the council can continue to conduct hearings in a quasi judicial capacity um at this point in time it's the opinion of the legal department that you can and should continue to do so um so I want to make that clear to everyone and then we'll continue to keep you apprised about any changes in the status of the matter but um my offthe cuff remark is everyone take a breath and calm down so hopefully that addresses um and that's to everyone talking about it not necessarily all of you so thank you and thank you for giving me speak in regards to the College Hill Cemetery in The Italian Club August 1st is upon us and once again we have no results from the scan performed over a year ago I would like to follow up on the June 20th city council meeting of the mention that a letter to be drafted to the state and state officials be open or sorry sorry State officials too open an investigation to The Italian Club and College Hill Cemetery I ask if Council can please consider drafting this and sending this letter if it has not already been done I do feel coming from Council it holds great significance I understand the city's hands are tied with the private property laws but I do feel this is a step that could be very helpful coming from counil I do appreciate all the steps you've each taken um also I would like to follow up on the reminder that the September 19th council meeting is to be reporting back uh regarding a scan and or search if it's feasible for the retention Pond area and surrounding areas that the city owns I ask that the scan please take place as it could provide many answers since the Italian Club is not cooperating okay I recently learned this week that the Italian Club is hosting their Havana Nights Cuba Gala on August 24th yet they are showing a complete lack of transparency to the entire Cuban section lost within College Hill which is now their parking lot for their funerals to care so little about their dignity including that of my great uncle who is lost there many of the Cubans buried there had little to no family and were immigrants here from that very Cuba they choose to celebrate and a Gala to boast their own club selling tickets for $85 for non-members and $75 for members with that said I have the right they have the right to do what they please but to me personally this shows poor taste considering what has come to the light with College Hill Cemetery it is very well documented as you know that College Hill Cemetery was the final resting place for a majority of African-Americans and Cubans that have been erased from history until now I hold on to the hope that there will be closure and answer soon and I will continue to fight the fight for truth and justice for each of them I will leave you with a quote from one of the most favorite men to ever walk this Earth in my eyes he led his quest with love and passion for his people and the people and very much our next speaker is Nick sto good morning please state your name hey good morning good morning councel uh ni sto I um didn't expect to go this soon but thank you I want to start off with a quote um by John 1513 says greater love has no one than his than this to lay down one's life for one's friends and I'm here to speak on uh a friend more or less servant and that's uh our ameritus President Joe GRE Joe Greco was a firefighter for uh 30 plus years and we know that that quote is a firefighter and is Joe grea that they would lay down their life for a stranger not just a friend and that's what we do we serve the public I can attest to Joe Greco's exceptional qualifications and his unwavering commitment to our community the citizens and the guests of City of Tampa his experience including his leadership as a captain with the City's Fire Department president of the Union positions himself as an ideal candidate for the city council's budget advisory committee the recent amendments regarding residency requirements for department heads have sparked a broader conversation on how we approach appointments while department heads may no longer need to leave live in the city the appointments to the citizens advisory budget and finance committee remain under your purview it is crucial that we uphold the authority of the city council in making these appointments rather than limiting it through restrictive residency guidelines Joe's service record and dedication to fiscal responsibility make him a valuable asset simply because one lives in a certain area should not limit one's opportunity should not limit one's opportunity to our City's well-being we urge city council to support Mr Greco's appointment and demonstrate a commitment to inclusive and effective governance by doing so we not only honor his distinguished service to the citizen of Tampa residents and guests but also reinforce the strength and authority of the Tampa City Council Joe service of the city as a union president has served the city thousands saved the city thousands of dollars with our Health Trust growing up in the city of Tampa should not limit someone's ability one day versus the next and I thank you for your attention and support and I look forward to a positive outcome and Joe greo serving our community once again thank you thank you very much sir next up I have Tim St St I I couldn't pronounce until I was eight it's no thank you very much my name is Tim stsus uh president of er of Rey Creek professional firefighters or now uh Central Florida tourism and oversight District um I'm here today to uh speak on behalf of Jo Greco a little bit about of his character and his qualifications I met Joe in the early 90s when I worked for the city of zepher hills and he worked for Pasco County as a medic you learn a lot about a man's character when you work medical full codes in the back of a rescue with I used to tell I bet you to this day Greco could quote the protocols for Pasco County fire rescue with their drug protocols because it wasn't because he did that because he was uh for himself he did it because for for the citizens he wanted to be the best for the citizens Joe also stood up here when he could have mailed it in at the very end of his career fighting for rescues in East and in North Tampa he didn't do that for himself he did that for us our families you can have call volume you can have you know statistics you can have all this stuff but Joe knew that more rescues and service meant that our families were safer that meant that when a call came in that there was a rescue available the outcome was going to be better but let's talk about his qualifications this job I think that's that's where it lies this is a job Central the citizen budget advisory committee this is a job Joe served this city of Tampa for 27 years in some of its best times and some of its darkest times why do I bring up the darkest times because we had a bill for uh for PTSD and it was going nowhere we had some politics in Tallahassee and it was just dying Joe took it upon him himself and in this Comm in this area and that bill passed and when Jimmy petronis did his press conference it was here in Tampa because of Joe's work not only did Joe know every Street in the city he went above and beyond he rode the boat he knows every part of Tampa Bay so you know he he has gone way above and beyond Joe also started the health insurance Trust they came to him and said well he start it's because of him and nobody else when they came to him they said we don't want the cops and he said no if I can't have the cops I don't want to do it because it was the right thing so and these qualifications you have somebody who understands the infrastructure if somebody understands the the insurance and and the pension I think it would be uh a great honor for you guys to vote him in today I think that his his his service shows that he is the the right guy for the job and I've heard them say that you want to leave it better than when you when you started thank you very much sir and he has yes sir thank you next up is Mr Bobby kraton followed by Miss Valerie Bullock good morning sir please state your name good morning Bobby kraton um I'm here to uh to talk about the issue that I've tended to be perseverating on for the past few months uh which is the issue of um vacancy and uh deteriorating properties um in Tampa there's a item on the I think it's on the con consent agenda for a demolition um I've I've tried my best to be very thorough and meticulous in in researching this topic specifically in the city but also in the context of what other cities do um I believe from 2020 to 2024 just about 0.2% of Code Enforcement cases are demolition cases and that comes out to about like 230 over that four-year period so um it's the number is substantial the percentage is small that's just a a small bit of research that I've done um but I think about that particular lot that's up for demolition 2705 palifox it's at the end of a dead end street it's immediately adjacent to a park um I wonder what happens to that lot after the building is demolished right now it's deteriorated it's boarded up does it become an EMP lot where people dump their trash does it become a place where people hang out and sell drugs this is a very complex and layered issue that will take a comprehensive approach for multiple City departments to be able to tackle I've done my best to research the ways in which this city um tries to strategically manage this issue and an answer to that has been a bit elusive so far um I'm trying to continue to do that research and and communicate with the people that I need to to understand the issue um but I really I come to this from a a racial Justice angle I mean if you know this the history of the city of Tampa if you know the the history of the southeast United States it's not a coincidence that these types of problems tend to appear in the neighborhoods that they do in our city um and I think that's an injustice and it's something that the city should pay more attention to in a strategic way um there's a organization that I found to be incredibly helpful in understanding this problem um they offer various solutions they offer technical assistance they work with many cities it's called the center for Community progress I'm just going to read uh some of their Publications so you have an idea of what they do um uh progress points airs property how Tangled title can lead to property vacancy abandonment and deterioration uh preliminary assessment of vacant properties in Lockport New York strategic uh strategies for coord coordinating with nag Orleans Regional land Improvement Corporation the list goes on and on um they're policy experts in this if anybody wants to learn more check out their website um there was one other thing I was going to say and it's starting to slip my mind um I might have to let it go but um thank you for everybody uh in the city and on the the Das um for having an interest in uh supporting making uh some advancements on this issue thank you very much next up is Miss Valerie Bullock followed followed by Mr James Shaw hi I'm Valerie bull good morning I was sitting back there and I was thinking about these cemeteries and how every time it's a cemetery or something that's ran over neglected or blatantly disrespected it have to be people of color and it's not like it's um oh we made a mistake it's done intentionally and strategically to the people who um the power that be think they don't have the voice to say anything about it so we'll just shove this down their down their throat and if they catch it quick enough we'll stop or if not this is how we're going to do business and it have to stop if Tamp is going to be the progressive city that you all desire for it to be you must treat everybody the same it can't be privileged people over here the have knots over here and the oldtime Ames over here we have to all be looked at as people that live in Tampa and we have to be treated with respect and dignity no matter where we come from and until that happen Tampa will be the same as it is now it'll take one step forward and five step backwards I remember in the 60s I was a young girl probably 9 years old Melvin hair got killed on 22nd Street do you know what we did College Hill and Pon Leon we raised so much hell the tpd had to go to Washington DC to talk before the Congress for how they were treating us and laws were passed and things got a little better but somewhere along the way we seem to be backtracking and that is not good it's not good whatsoever you might have more than me but you're not better than me and until we learn that and we treat everybody like there somebody and they have value we're not going nowhere we be just like the rat running on the treadmill over and over and over and it have to change it's just it it hurts my heart the all the cemeteries I see why it can't be St Lawrence the white C Cemetary that somebody buil over why it couldn't be that one why it have to be people of color and in black neighborhoods and then when we do find night it's a problem oh we're Rectify we're going to put a plaque there oh we'll make a doggy park there that is not the answer we must do better yes ma'am thank you very much next speaker is Mr James Shaw followed by Mrs Stephanie Pointer good morning Council uh James I live in West Tampa I'm a cooperating attorney with the acou of Florida I I won't repeat the legal analysis that I sent to you already in writing on on item number 55 but I do want to debunk some of the bad talking points that I've heard uh bouncing around the crb issue uh first off contrary to what you've been told the Miami civilian investigatory panel has not in fact been shut down uh the the effective date of HB 601 was July 1st I confirmed as recently as last week that they are still up and running so I don't know where that information came from but it's not correct um second RCB is effective uh if if I were to tell you that you it it provides sunlight the the the records that they are discussing are public records that in theory anyone could request and discuss and talk about but reality is that most of them would go unseen if the crb wasn't a standing committee that that reviews them and talks about them and and and and the recording of those discussions is put up on YouTube for everyone to see that of ERS are less likely to do something that won't stand the light of day if they know that there will be light of day there will be sunlight on it they're more likely to do something that won't stand the light of day if they know it's going to stay in the dark no one's ever going to see the results of this internal investigation if I were to tell you that you know the fire department they all they do is fire prevention man they haven't put out of fire in the last three years let's dissolve the fire department you would see that that was a stupid argument right because they are effective if they're having haven't been a fire in the last 3 years so um another thing that the crb does that hp601 doesn't even arguably touch is they weigh in on hiring decisions everybody knows that the officer who murdered Tamir rice was hired by another department a few weeks later there was no one at that other department to say I don't think we want that guy the you set up the crb to have somebody to be able to say we don't want that guy and HB 601 doesn't even touch that why are we talking about getting rid of that the talking point I've heard is well they haven't been doing it they are allowed to do it but the people that we appointed haven't done it well you know Steve hasn't been showing up for work let's eliminate his whole position that's stupid right get rid of Steve and hire somebody who will do the job so the the the argument that the appointees aren't doing what they're authorized to do isn't an argument for not authorizing anyone to do it it's to pick different people the other thing I want to talk about too is last June six representative Alvarez stood here and what he didn't say is that he's councel for the police union he he tried to stand here and be uh I'm I'm here as a member of the legislature to and pretended to give an official legislative interpretation of what that meant which he's not authorized to do and then he said I'll I'll have them pass a new law if if you don't pretend that this law already says something it doesn't really say none of the seven of you would ever stand and say I'm going to get the other six to pass pass an ordinance because you can't presume to know what the other six will do and he can't know that either thank Youk you all right we have Miss Stephanie poin and then miss Eileen Henderson good morning ma'am I'll get to this in just a second I first thing um I I'd love to have seen an administrative update today because there's still no advertisements for the land use department just saying nobody's coming to fix the problems that we have in our city um Mr Greco is not the issue Andy Joe skag Leon does not live in the city of Tampa I dearly love him he's a great guy he lives in Pasco County and he's already on the budget committee so it's not about Mr Greco it's about them changing all the rules because Mr skagg leó is almost always late or I wouldn't have known he lived in Pasco so I'm just saying um number 75 is really important to me and I think one of the things that's why it's important is this this is in the thing on on base um it shows 3994 units at the 0 to 120 which means it's from the 80 to 120 really this is in on base I I didn't go pick this out myself um and it's from the shimberg center which is where the state legislation comes from that says that we don't have to let these developers come in here and saying we're doing affordable housing at 80 to 120 when we all know that 8120 is market rate if you make $80,000 a year and you're a one family home you qualify 80 to 120 the problem is and this is where we get real deep this right here is the number of vacant units that will be online within the next two years south of Gandy so that 3994 units look at how much we still have coming in our community I've given you all the prices the current pricing for a one-bedroom unit because the to live local plans that we have coming in that's bringing 700 850 units um they are only doing 120 they are only doing 120 and they're only doing one-bedroom apartment so they're not building for families they don't give a crap about families and they're only building those for people who make $80,000 a year or more so you're not going to get folks on senior on SSI you're not going to get folks who are drawing their social security we have to put this in place now I would also offer that when we start looking at Gathering density where we want the density we need to be like Sarasota and encouraging density in places like Sulfur Springs where they have 1% growth we don't need this crap throughout the entire city what we need to focus on is the 30% to 80% range because those are the people who are struggling to keep a a roof over their head this is poop the way it's written and we need to get rid of it the the legal department has already written the stuff and I believe uh councilwoman herac is going to make a motion to get rid of this I'll be happy to share this data I wish we had it for the entire city but I'm only one person and I'm the person I spent two hours putting together this data in the last 24 thank everybody should do it for their part of the city thank you our next speaker is Miss Eileen Henderson followed by mesot morning Council Eileen Henderson the cemetery Society I'm here today to support Angela win and her concerns with the Italian Club and The Cottage Hill Cemetery I didn't know what to say but when uh Miss Valerie got up here and said what she said she said it all they need to be treated equally and fairly and we have a law that states that's under ownership for private cemeteries land owners are prohibited from disturbing Graves or human remains on their property but all human remains are protected equally by law regardless of land ownership I know sometimes I share with you what the law is because I don't expect you to be experts it's our job excuse me it's our our job to educate you and let you know what we have found there are laws that can help us with this particular Cemetery even though it sits on private property I have said this before woodlon Cemetery was not a fight against the public Cemetery it was a fight against a private owner let me remind you all of that and council at that time voted unanimously to take care of that section that was a cemetery so please keep that in mind I know we get hung up on this private ownership thing but there are laws in place to protect those Graves that are there if they're not there we just want to know where they are that's all it's simple if I had to guess what happened back then those people are probably still not with us who did what they did and buried that Cemetery seems to me the current generation that's in charge Step Up take responsibility and make it right it's simple and what a great PR experience for your community as The Italian Club to step up and make sure that this cemetery is honored and respected as it should be not with some marker on the side of the street by a sidewalk what a disgrace I'm embarrassed as a fifth generation of Tampa who has family that belongs to the Italian Club from Sicily I'm embarrassed fix it make it right and if the Italian Club could hear me fix it we're done thank you Council yes ma'am thank you very much next speaker is mesot followed by miss Robin Lockett auru Mesut Champa Florida you know the stupidest people you can find in the hood is people like me you can come in front my house you see even before then we have gold rims we have gold teeth we got gold everything gold chain and no place to live no place to live that's a stupid African but I'm not going to indict that African for being stupid because we've been dispossessed of education for the last 624 years but guess who I'm going to indict I'm going to indict the smart intelligent white folks that went to all kind of universities and everything and guess what they do $450,000 on some bricks in E Bo City for a street $450,000 well we know that's going to run to about 600,000 and cost overruns and it's a lot of people walking around y boy City walking around e boy City because they homeless and it's a lot I personally can take that $450,000 and bill4 homes with it four three bedroom two bath homes I can build right here in this city with that same $450,000 now who's stupid and who's ignorant the one with the gold chain and the gold watch and the gold whatever the gold teeth or the ones that have all this education that's how the city treat African people and that's how it treat people of color period but colonialism has been doing that for a long time from 1400 to 1970 you've had under what's called stinking Christianity stinking colonialism stinking imperialism stinking capitalism and now we're in a stinking ruling class period they have depopulated the leadership of the world of all the indigenous populations which could be a derogatory word they've depopulated them the leadership they've taken away and now we have those same people under the stinking ruling class that's using the stinking Jewish population and the stinking Jewish leadership to eliminate anybody that consid themselves a leader they eliminate them then murdered the leader of Iran of Hezbollah of Hamas murdering people day and night and every the same way they murdered Martin Luther King Malcolm X and all the other black leadership and they getting away with it and let me tell you about this stinking city council double standard why is no chairing in here but when the police is here and other people in here you can have all that chairing if it's no chairing no please state your name oh you always say my name Robin Lockett uh in regards to what Valerie said um I want I don't want the black community to have equal I want black community to have Equity because there's a total difference so I want equity for the black community um regarding uh item number 55 crb through through the D through the pandemic I I've I've approached Council and I've always said that the issue and the things that we've come that we're coming against is an opportunity for Council to think outside of the box for Council to do things differently and for Council to handle things differently Danny Alvarez as noted prior prior came down here I was sitting sitting here and advise you guys that hey what we put into law wasn't what we really meant right and he said all of that all of those things and the crb I guess you guys voted because I wasn't here for that vote you voted to dismantle it instead of looking at what the language is and the certain parts of the crb that you are able to keep I think you should I think that um uh during that time people came down here and they fought for that crb and it was passed through a different Administration they passed it so when Tallahassee comes and uh dismantles something because it gives uh if it holds the city accountable or holds the government local government accountable I don't think that's right I think that you have an opportunity to uh keep the the board intact to keep what you what they say you can't opposite of what they say you they want you to get rid of and and and focus on that until another Administration comes in or until something changes because I think that like I said the community came down here and drov and fought for the crb and I think it's it's upon this Council to keep it intact whatever it is they didn't say wipe it out and if you're doing a comparison to Miami uh I'm understanding then uh follow their lead since you're inquiring about it follow their lead keep it intact and uh uh let it still work with what is obligated to work for um cemeteries Zion Cemetery has gone under the radar um and it's coming back because there's a lot of things that's missing in regards to the conversation about Zion Zion Zion Cemetery and the owners and the responsibility of what the city has promised they're going to do so uh Zion Cemetery is going to come back on the radar it hasn't been as long as things are not talked about it get swept under the rug and people forget about it but Zion Cemetery is coming back thank you thank you very much miss Connie Burton followed by Mr Daryl height good morning Connie Burton out of the 79 items that you will be discussing today very little uh will have a direct impact based on your vote on how the lives of African people changes are is improved I can only imagine that if people uh regarding item number 20 if they would have had the resources inside of East Tampa to uplift and upgrade their properties on pelot cuz it ain't just one property it is the hopes of certain people that has moved into the community to destroy those ey sores that's right but the people that had to live when it got just so so bad that they could not endure any long longer and leave those properties now they're in your hand for demolition item number uh 69 I believe it is whatever uh regarding resolution 568 one thing I've come to understand that when you have all the evidence when people have uh kind of like toll on themselves getting ready for trial uh when the police has been able to go out and find witnesses uh when people have uh not adhered to law then the the the courts can come up and the prosecutors can come up with a with a guilty verdict resolution 568 IR regardless of how you try to keep on kicking it down the can down the the road you said and those that was not here to vote on it agreed that you understood the harm and hurt that was done to African people you might not be able to find anybody that is willing to put up a full reputation to come back and tell you City through a written report yeah you did harm hell we already know that we look at the condition we look at the high unemployment of black people we look at the constant recidivism of people going back into prison we look at the bad education we look at the fail Health Care system for black people in this city and we know that this city has been a total failure what we have asked you to do is to live to the signing of resolution 568 and make it come alive every week when you put forth these agenda if you don't don't see the progress of African people reject it until you see it where's the ability of our people to have gainful employment in this city if you think that you're going to wait us out when you signed that resolution and you said that you understood the brutality that was inflicted Upon Our Community you signed that you understood what you was doing thank you very much Mr Daryl he and then we'll go to the um registered public comment speak speakers of which we have two good morning sir good morning city council darl hech 1,428 days ago September 20th 2020 resolution number 568 we've been coming down here frequently discussing this but I think the public at large needs to hear the language versus just us talking and you and you're wondering what we're talking about whereas in order for the City of Tampa to fully embrace the change necessary to move our community forward the city council believes it is necessary to recognize and acknowledge the slavery that flourish in the State of Florida and in Tampa constituted an immoral and inhumane deprivation of African lives and Liberty and whereas following the abolition of slavery Tampa continue to perpetuate condone and profit for practices that continue to brutalize and disadvantage African-Americans including sharecropping con convict leasing Jim Crow laws red lining unequal education and a disproportionate treatment at the hands of the criminal justice system and whereas such practices were often overt but more often convert adopted and Incorporated under the guise of legitimate policy and formed a complex system of racially motivated discrimination against African-Americans including economics polit politics education social discrimination resulting in African-Americans continuing to suffer debilitating economic educational and health adversities whereas to heal and to not divide the city council of the city of Tampa seeks to redress harms of those who came before and in the injustices that continue to surround us and that we can do and that we must do what we can to make the city of Temple and its institutions and communities more just and Equitable for future Generations why did I read that because I think we got a m trial since we have attorneys on the podium we have a m trial you've been reading this thing bass Awards you keep putting this 377 in place but you stated it here that you're going to do whatever you can which means under a resolution that mean you will do everything to Resolute the thing that was wrong that you wrote stop trying to bring us back see history has shown that we will yield and we will stop black lives matter you don't hear about them anymore we're not moving from this from this um resolution you're not going to keep telling us you're looking for $50,000 to pay someone when this says the government stated that they knew what they were doing wrong fix this issue do right don't get up in the morning with this wrong on your shoulder thank you very much sir our register the West Tampa CDC today I'm here to give an update on the upcoming online community meeting titled a national discussion on best practices and lessons learned from around the nation on reducing violence the meeting is scheduled for August the 28th and will feature some of the most violent neighborhoods around the nation and how they use a community approach to solve their problem our approach is different from most because instead of only using a programmatic approach we use a structural approach based on a place place-based Community Development strategy that focus on the individual the family the community and The Village the three legs of this approach is economic development Social Development and physical development the strategy uses three approaches prevention intervention and deterrence had focused on the following programs reducing helping with returning citizen all Court youth violent intervention family support and Community empowerment we had to change the date from the original date because we're getting a large respond from around the nation we also want to note that the meeting on Al Zan cemeter has been moved to August the 20th because of the response that we been getting from around rounding Nation from people that have experience s building them built upon their family members thank you very much thank you very much Mr Randolph that concludes public comment we're going to start off with item number four which will be heard with item number 64 um if I may Mr chair thank you very much yeah I I I want to address this and I appreciate the folks um who came here on this issue on this appointment it's funny I I made this motion probably I don't know whatever it was two weeks ago or so and and and I'll be honest I always like to to be transparent right um when when I made it I I didn't think it would be um an issue or a challenge or anything of that nature with city council naively and I don't and I don't mean that in terms of it being like why is it an issue city council that that I should have um how shall I say this you know looked at it Etc um and in fact I actually thought when I made the motion a couple of weeks ago that I did a memo on it which I didn't and and somebody had called me on and said oh boy I did a memo on actually I didn't so I I wanted to say that at the outet so I'm glad that we've had a couple of weeks for people to reflect on it Etc cuz I the way I look at this is trying to be pragmatic um as much as one can on it so I'm glad that again people have had a couple of weeks to think about it Etc I think that's important for me you know when we take a look at our citizens Advisory board for the budget the main issue that I look at is the word I use a lot which is stakeholder and for me uh residency for a city for a municipal government um is not the deter in factor for being a stakeholder there's a lot of different things that you have um the criteria that I've proposed for me closely mirrors what a potential stakeholder is which is somebody who owns property in the city of Tampa right or somebody who's been a city employee anytime over the last 10 years um I picked Joe Greco and you know folks have said well you're you're putting in a friend stipulated Joe Greco is my friend I love Joe Greco like he's family I do but let's set that aside my personal feelings for uh Joe Greco uh for me there's nobody better objectively speaking than being on this committee uh we we mentioned the name of Andy Joe scaglione was mentioned before I feel the same way about Andy Joe by the way I don't always agree with his positions on the budget Advisory board but he brings a really unique voice Joe brings an equally unique and and and compelling voice as well and again by the way it's stipulated nobody objects to Joe's a person being on this board nobody goes I don't want firefighters on this board it's a matter of process I understand that but I'm I'm asking for pragmatism on this Joe's a guy who served for about 25 years with Tampa Fire Rescue his mother was one of our earliest Tampa police officers he's very very proud of that um he's a stakeholder he is more importantly or just as importantly than that he was a president of Tampa firefighters Local 754 during a very pivotal time was responsible in large part for fire station 25 working on it to help push through help for the men and women at station 13 he saved taxpayers hundreds of thousands of dollars by spearheading the the Health Trust for police and fire Joe advocated like that very very hard Saving taxpayers right saving taxpayers um I believe that there should be first responder presence on the budget Advisory board by the way I'd love to see if I if I could have this a position set for the ATU for PBA and for 75 point of order yes yes sir um we've got item 64 which has to be passed before item four can be heard correct yes that's what I'm talking but but I think we but you're specifically talking item 64 doesn't talk about any one person it talks about just the procedures of of voting so I think you should stick if if we have to deal with 64 first I think you should stick with the the merits of 64 and not discuss the persons that are involved in it I was talking about actually so this does support 64 this does because when you talk about the standards that are put in 64 uh for the three prongs that I'm suggesting Mr Greco is an example of that so the two are intertwined so again I don't think there's any Prejudice suffered by any party by me talking about that you know what I'm saying I mean I all I'll with I'll withdraw my point of order but I I it just it seems like six4 and again if we were to take a vote up here on supporting someone if Joe Greco lived in h High Park he'd get a 7 to zero Vote or in New Tampa or in East Tampa or wherever so so again all that stuff like I said we can take it off the table um so like I was saying with this three-prong test that I've proposed which is to have either a a a property holder number one number two uh you work for the City Anytime over the last 10 years and number three you're an actual resident of the city of Tampa um if we were to not adopt that that would probably take away 80% of our First Responders because you know what no one can afford to live in the city at Tampa including a lot of cops and firefighters as well as a lot of ATU members so going to those three prongs again I think the concept of stakeholder is something that's very very important that calls to mind for us to be pragmatic in this um residency again is not a main determining factor in who is a stakeholder um you have here an individual who is again work for the city he's a very very a perfect example of why that prong of having some work over the last 10 years is very very important perhaps somebody who owns property and by the way if we pass this which it passed last time 4 to three if we pass this we can always say no to people we've had times on the the the um the CRA with the citizens Advisory board for example where somebody meets specific elements and we voted it down for one reason or another we still hold that power in that regard I think that by keeping it as we do we lock out Talent on the board that we rely on it's in effect arbitrary um and and the most important thing is right now is my I got a good buddy of mine Peter Austin lives in Hawaii Peter could move down here right now establish residency within a couple of weeks I could appoint Peter on that board but we'd have to say no to somebody like Joe Greco or anybody else under the position right now as it is this takes the way arbitrarily power from city council and in effect penalizes a community that I think should be represented on this board I think it really makes a lot of sense so again what I would ask council is I I've listened to yall 100% in your concerns very legitimate good faith concerns Etc I don't think that this nomination should be delayed any further I think that there's a voice for reasonable pragmatism in going forward on this issue um to to pass something like this because again the main issue for me is being a stakeholder and the three tests that I've uh proposed to put on there do go to that to being a stakeholder why would we preclude people being on this board if they own property in the city of Tampa or if they worked in the city of Tampa thank you very much Mr Shelby item number 64 um council member Carlson you had your hand in council member herch do you have a question for me no no it I wanted to proceed with with 64 anding item item 64 must be it's a predicate for being able to consider yeah no no but I didn't see um council member Carlson's microphone and heard yeah um I uh I 100% support the um appointment of Joe Greco whether 64 pass or not I'm going to support him and vote for him I don't think we need 64 uh to be able to do that um I I don't agree with item 64 at all I also don't agree with the proposed Charter amendment I think I was the only one who voted against it I uh two of us vote against it uh to change the residency requirement I think the public is going to vote against it um and uh and we'll be right back where we are where we were um the thing is that um we we we we can't we need to make sure that that there is representation of the people in Tampa uh the people who live here the people who contribute time and there's not enough positions for the people who live here already um I understand the arguments for people who own land or people who are involved in some other way um I'm very involved in St Petersburg but I don't pretend there's no way I would ask to be appointed to a budget Committee of the City of St Petersburg um I'm more involved in in the in the business Committee in St Pete than a lot of the business people over there but I would never think that be that because I'm a because I'm not a resident that I should be involved there um and I'm involved in a lot of other communities I own property in another city and I would and just because I own property there I would never pretend to want to sit on a budget advisory committee I think people who are resident should do that um I think that what we can do is pass a one time exception uh for Joe Greco and we can approve him with a one-time exception that pertains to him I think he's in a very unique situation because of his experience and background and he lives on a boat um and so maybe there's an exception we can have for people who live on boats but I I think he because of the the needs that we have for fire rescue um over the next few years and the lack of investment in fire rescue over the last 10 or so years we need to um we need that perspective in particular going forward thank you council member Mr chair wait yes sir if I can just address that if I can from a legal perspective Martin Shelby city council attorney Council this is a formal resolution adopted by city council it contains certain criteria there is no basis for a waiver my suggestion which I provided to councilman Vieira would be to uh Council have consider creating an expansion of the criteria to allow that resolution to be considered my suggestion is that um if this in number 64 does not pass it would be my legal opinion that item uh uh number four is out of order and could not be considered can I yeah go ahead and response yeah that but I would push back on that and say that we just modify the original resolution um we don't we don't need a a separate ordinance or resolution we just modify the original one and this this is I think that um Council V doesn't want to delay I don't want to delay Mr Greco's here um I think that this can easily be resolved I have not been working on it because it's not my issue but I it it seems like an easy thing to resolve what do you say if I can just understand instead of adopting the resolution offering some kind of waiver specifically for Mr G no if or or modifying the resolution I have not had do this does this does modify the resolution the resolution will have to be recraft with that language added so in other words and the thing is rather than get into the subject of modifying the resolution and having to to to reprint it in its entirety I didn't want to open up that for whole discussion of be beyond what what was requested in the in the motion but if Council wants to let me ask you a question Mr Shelby if we pass the I'll go to I'll go to councilman herch but if we pass a resolution Today app Point Mr Greco today and then come back with another resolution that adds in that you know waiver and everything that resolution will be I will reprint that resolution to comport it with this resolution expanding the criteria okay no council member heard so here's the thing we already approved someone using the old one that doesn't live in the city so I don't see why this is an issue however I'm going to go on because it's my turn okay this is not a stakeholder budget advisory committee it is not um and quite quite frankly I don't think now knowing that Andy Jo scaglione should be on the budget advisory committee um I am actually going to go the Act exact opposite way and basically say if you're not a citizen you shouldn't serve on this board there are 400,000 plus it's probably what 410 now 400,000 plus people who live here that could do this job and I I completely understand your point I'm sure he's a wonderful person and if you wanted to consider adding uh those three uh and I don't think it's it's a bad idea three stakeholders from the the unions I think that's a wonderful idea and I think he would be perfect there I think that is an area where you could look at a possible waiver for the person who would be best suited to fit that job but this is a Citizens budget advisory committee we do it for um pretty much every other committee you can't be a variance review person and live in Pasco you can't do that and it's it is not the rule it's it's the thought behind the rule if we start making all these slight changes then all of a sudden the mayor could live in Pasco like I'm I'm just extrapolating but but we really I want people who have to pay their taxes here like personal taxes I want people who have to deal with their garbage being picked up I want people who are concerned about those types of issues and the things that they have to do every day in their personal lives to be on this citizens budget advisory committee so I'm going to go the exact opposite way I will neither vote for 64 nor for um but I would absolutely support the expansion to include the unions on this very important board Council may may I just make a comment yes just as an aside this board has to comply with the state code of ethics and the city code of ethics relative to conflicts of interest they cannot Vote or participate in anything that or they can they can I guess they can participate but they still cannot vote if I recall for appointees anything that ures to their special private gain or loss so anything related to having this Union on this board they probably will not be able to have and subject themselves to conflict of interest charges then then maybe uh like we do for some other boards just an advise you know a non voting yeah subject matter expert still couldn't do that we could just okay well then you just even if they didn't vote just matter they didn't vote yeah the subject matter experts oh non- voting members to provide haven't done that but then what you have is are those no will so you're saying those voting those non- voting members who have a stake in something you want them to appear to be they public comment is open to everybody it's a public meeting that's fair members of and we've had members of Union I take your come in there council member uh yes I my issue in having a labor back ground and and it's not you know I've had I had a conversation last night about this very issue I believe that in protecting the process creating structure Fair equitability Equity across the way so a rule for one is a rule for all and I'm I it's a slippery slope to craft a rule specifically designed for one individual because that one individual today may be a great person the one individual tomorrow may be there may be other motivations or so we create create these processes so that we have standardization and expectations so everybody across the city everybody you know all the all the stakeholders in the city understand what that process is I I'd like to read a de a definition from Webster dictionary citizen a noun an inhabitant of a city or town it's a citizen advisory committee I mean it it's in the definition and we use the definition definitions for our city business uh I think it's just as clear as that and and I just like I I've known Joe for I don't a long time and I know what a grind fine upstanding individuals this is not about this is not about any one individual or multiple individuals I think it's about creating a fair and Equitable process so that people have an equal understanding about what these committees are and what they stand for um if if we wanted to pursue something I would actually propose a substitute Amendment and mirror the procedure we have with the with the administration with our uh senior level staff on what our existing procedure is with senior level staff on residency requirements we should if we wanted to pursue this we should not do what is proposed here we should still have the definition of what it takes to serve on this committee but then Grant City Council the ability to Grant waivers up like a year at a time up to x amount of years and so that at least it's at least it's the same standardized procedure for one for all not crafted specifically for one individual and then we can still have that buy to the Apple so if if there was an appetite for that at this committee to craft to craft a substitute resolution to mirror what we do with this with the senior leaders leadership for the City of Tampa then I'm I'm I'm willing to go down that path but I'm not willing to go down the path of crafting a rule just specifically so that we could accommodate one individual Mr sh I just want to question Mr clendenon that has not come back to council for final action yet has it the topics of who who exactly that that relates to so you have you have not made that decision formally yet is that correct I have not I'm just subject to discussion councilman Mar uh thank you chairman I'm just listening and understanding what I've heard so far of everything certainly you can live in the city Tampa run for County Commission I understand that however you can't be a city council member living in Hillsboro County I understand that aside from those two things I have a hard feeling understanding how we pick individuals to be department heads when you first requirement is you got to live in the city you want the best of the brightest or you just want somebody who lives in the city that's a thing you got to deal in my mind anyway so what are we trying to do I believe that anyone that is the Bo qualified that understands that pay taxes in the city that has either a business or a commitment to the city has the opportunity to be on the citizen Advisory Board I don't care where you are I don't care how much money you have how much money you don't have I don't care about none of that but if you're going to preclude the best and the brightest from applying and I tell you the smartest man I ever met I didn't know that's a gentleman we hired to run the CRA we hired him in the morning and he turned us down in the afternoon and he had to relocate from wherever he was from Orlando or someplace but to put somebody in that stressful thing to find find anything you want in the city Tamp under $450,000 and you're not finding anything that's not a tear down we have created this Ambience for whatever reason maybe the people really like Tampa and they all want to move here at the same time I don't know maybe it's the weather maybe it's not that it doesn't snow that often here maybe never once I think in my life so what is it we're looking for we're looking for the best or we're looking for somebody who has the criteria say I live in the city you might live in the city today but the way it's going from when I see here and I preach everything that a good neighborhood brought in about the apartments and so forth and and the cost of rents this problem's not going to get any better that's all I'm going to say councilman ver yes sir so this is what I propose today Council because again I I I think this is something that calls for common sense and pragmatism and what councilmen uh Clint dennon said I think makes sense but this is what I say today because councilman Carlson also brought up a good point which is we have Mr Greco here we want to confirm him here today this is what I would propose this we passed the resolution to allow Mr greo to go with the rule change and then I similarly motion to have a new rule change for the waiver as proposed by um councilman Clint Denon that gets everything done everybody gets what they want I think um it's a pretty good compromise we we get to approve joke today I don't quite follow how on what basis are you you are you saying take up take up number four take up4 take up number 64 as is pass it we confirm Mr Greco today right and then that causes us to look at the larger way issue of waivers Mr Council Clinton which I'm all I'm all on board I think that's a great idea I think that's a great compromise so that we get it done today like councilman Carlson said again I I want to be pragmatic and looking at the greater good and moving this thing forward today thank you for that council member her council member car yeah I I can't can't support the um your motion either because quite frankly it's we're we're not looking at hiring we're looking at a citizen who's interest in and has budget experience or not I mean like there's a there are a lot of people that could fill this role I I don't doubt that that Mr greo is a wonderful person I don't know him but I don't doubt it I am I've heard wonderful things I'm sure he's done great things but there are 400,000 plus people who can do a job that is not a job it is literally a volunteer position that in the first word in the title is citizen so I I can't support the that because we're not hiring someone like I could see if we were hiring yeah I could see if we're hiring someone but we're not we're simply choosing so basically what you're saying is you're telling you're you're telling the citizens of Tampa that that they're not qualified to hold this job and and and I just I I think that's an front council member uh Carlson yeah I'm I would as it is now I would vote against 64 for those same reasons and the reasons I mentioned before what I heard as the proposed compromise from uh council member Clint Inon was that that we would modify the the original resolution to say that residency would be the same as whatever the charter calls for senior staff so in the event that the voters vote for that change in the fall then that then that would change I don't know how that resolves the the immediate issue but I wouldn't vote for um uh 64 as it is if if you all wanted to make that change uh to to match what it says in the charter I'm okay with that also Marty um I don't have the charter in front of me but doesn't doesn't on that residency doesn't it um require members of committee doesn't the charter require members of committee to have residency only the charter the only boards that are specifically mentioned are the police uh and fire pension boards I believe the general um employees pension and the variance review board by name and there are other and there are other boards out there that I'm aware of that specify specifically particular occupations as qualifications it's not just merely residency for instance the Architectural Review Board or the historic preservation board so there are additional qualifications for certain boards point of information yes sir Mr Shelby yes if we wanted to offer a a substitute Amendment today that reflected the same criteria that we utilize for the senior staff of the city today today which is what exactly let me take a look that's that H hence my question after wouldn't sub it would be and by the way by the way by by the way that would have to come back you wouldn't be able to pass it today so it would have to be continued another point of order you do know that these appointments are for two years only right so are they really I believe I believe they are till the end of your term and there's really no so two years well two years for today yeah or or whatever the end of your remaining term is and and and again these are appointments that are not done by applic open and generally they are your appointees and you select them and you present them to council as we did in this case council member yes sir so I I am so first I think we should move for 64 see where that goes but what I want is it so that I don't have to move for 64 is Mr Shelby could we do a resolution today merely saying that residency can be waved right and we vote on it later today can we do that no and why is that if I may ask well I have to first first of all are you creating are you creating within the ordinance you're making a motion to amend the ordinance to say because it presently States residency is a requirement so you're requesting a a resolution that says that that provision can be waved yes which begs okay on what a super majority vote however it is well the the well I'm not prepared to do that and it should be in the form of a resolution because it needs to it needs to either it should be amended so point of information yes why couldn't I just do a substitute Amendment 264 placing the language in that we want to that reflects the same qu same criteria that the administration uses for why couldn't we just do a substitute and act on that today you can I guess you can but I just need to I don't have all the information so you're you're relying on something that's in the charter and I have to make reference back to the Charter so can can I make a can I make a motion that we we defer consideration on 64 till after lunch well M Marty Shelby has opportunity to research that and bring back the language that we could do a substitute Amendment for so if I may ask yes so let let me first to get this out of the way because I don't want to give up on this so so that we don't risk not V voting in a Joe today which I think we all want to do in one way or another maybe under different circumstances which I respect is let me first move 64 just to get that issue out of the way I move 64 we have a point of order just consideration if you move 64 and it fails it's gone we can't sub we can't put substitute Amendment on it is that so do I wipe it out there's always motions for reconsideration of legislative only people who vote on the other side of it from somebody on the prevailing side that's so how about this then it let me let so Mr Shelby let me defer then on 64 until such time today and and my question that all I want asked is is can we amend the resolution to say that the residency requirement can be waved and can you do that after lunch yes and by the way I I I question for Mr Shelby we literally have someone on the board right now who isn't a resident and we already approved that person that person was approved well there this that is a more complex question because it goes back to whether there are background checks and their and The Residency was done at the time if this was an oversight okay then it may it may have been an oversight that has practical effects if it if this doesn't pass thank you very much all right it number oh and I have one this is not on this it's for um uh time I was informed that the Italian Club will not be coming today so I do a motion to remove that from the agenda if I may and let me substitute that with first the um the um citizens or the budget Advisory Board will have that heard first after lunch we have zones that I I I think is great I wanted to give a shout out to Tracy Coster uh state representative uh who's part penel is part Hillsboro County who worked really hard on this she's a really good attorney a family law attorney and um this is something that I strongly support is very narrowly tailored I I believe it's 30 minutes before and after school time uh the tickets are limited to $100 and you have to be 10 miles or over the speed limit so it's something that's very very narrowly tailored I think there's 13 schools I saw sulur Springs Shaw uh and a couple of other that others that are there so no I I just wanted to highlight this that this is something number one that if you're going to be speeding in a school zone you're suspect uh but number two that I I think this is a great thing and I also wanted to again give a shout out to representative Coster on this that's all council member Carlson yeah I just wanted to say um I the the speeding in school uh zones is a problem uh it should be enforced I voted in favor of the motion to uh to enforce them with with this technology however um I don't agree with um the city Outsourcing it to a private company and the revenue sharing that that the city has proposed uh we've heard U tremendous negative feedback about the contracts with um the red light companies over the years and uh so for for so I'm in favor of using the tech technology and enforcing I'm against Outsourcing it to a private company and the revenue sharing so I'll be voting no thank council member her no I was just gonna this is I I take over for counc council member everybody probably knows because I was the only descending vote on this to begin with I'm still going to vote against this um for a lot of the reasons that councilman Carlson just uh spoke of but also also more systemic I also understand there's a issue with the in this contract of when it expires that it is based on the installation of the last camera so literally they could put the last camera and then get an automatic extension like wait and put the last camera and get a lengthy extension so I'm concerned about it as well so I'm actually going to vote against this council member Moran I can only say that not only this is needed uh I think Poke County has a deal with the uh they have a deal with the cameras that they have on the school bus and how many times you see that stop sign combine how many cars Whistle by like it was uh going to the fair they have a nice time at the fair but we got to protect their children there the leaders of this country to be and that's why I support this Mr shabby what were you saying that there's a vote connected I I believe when you approve the agenda you were going to take this up before staff reports is that well he he not necessarily just concerned about that the the moving it down to one day a week but they uh we've gotten concerns about enforcement and how folks will will you know turn people in and then nothing happens and so so if you could extrapolate a little bit on what people can do how we can make sure that one day a water one day a week watering is maintained uh I think the public would appreciate we have amped up our Patrols in the number of hours we're patrolling um we have seen the uh enforcement the tickets really drop off so people are abiding by that but I am and we are hearing that uh uh when citizens are calling in um they're still seeing those individuals violate uh day after day uh we are following up with our enforcement team and hoping to uh um uh stop that behavior as well so it's a it's a learning point for us that that we're reacting to yes council member Carl Rory I sent you a bunch of questions this morning I fig i' just ask you do you okay if I ask or do you want to yes yeah and I've got team here to help out as well so I have and thank you for the late night early morning responses um I have the ordinance here and the way the the media was handled the word permanent was circulated and I don't see that word in the ordinance um no that that was really a term that the uh the media gravitated towards and this is really a yearr round restriction that we will continue to revisit um we have to look at our demands and see where we stand on it that's something that we should continually look at yeah so the point to the public is that um people were very worried about the word permanent that was the biggest feedback I heard and uh nothing really is permanent um any government body can undo another and so they no where in this document that I can find does it say permanent all it means is that we're extending instead of doing it seasonally we're extending it year round uh but if conditions change for some reason we could change it and and I think it's it's fair to say you're you and Swift Mud and Tampa water are constantly monitoring that and we are yes um and then the other thing is I'm opening reopening my phone um that so there's been a lot of Buzz online in the last couple months about the purple What I Call Purple pipes the using reclaimed water uh to put on your yards not for drinking but to put on your yards um about 15 20 years ago the city launched the star program which was just in South Tampa um for several reasons it didn't do well and the city stopped it I'm trying to summarize correct me if I'm wrong on any of this as part of um the portable drinking study four or five years ago the city uh looked at Alternatives and one of them was this purple pipes the number came out really high as in fact the most expensive alternative I went through with with outside experts the numbers and the model that was used and I think the model was flawed in many ways um and and and the city uh in the next iteration said it was not applicable anyway uh but just to answer the Public's questions um is the is the city looking at um extending purple pipes at all or is that dead I know some environments like we have to be open to all solutions and and we are strategically looking at that I do have you know what this one's cut off uh yeah if you wouldn't mind let me use that one uh we have graph here that really shows um we could be strategic about this uh this graph here represents let's see zoom out um 18% of our users use 45% of our demand that's really where we should be focusing so that leads to another question um we do charge higher above certain thresholds what's the what as an alternative why wouldn't we just increase that rate that's a that is another option we would certainly why did you not recommend that uh it was uh part of the uh Bond repayment uh plan with the pipes so we were opening up a bit of a can of worms there uh We've committed to the repayment plan and a funding schedule for that so we would have to take that all into account so I would recommend that you before I run out of time here I would recommend and I'm happy to help you uh you should meet with the Realtors and also with the builders um when yeah and and and than the neighborhoods also but on um the Realtors are worried because um you're trying to show a house and and if they come on the sixth day there this the grass is brown and so they want to be able to talk to you about that but that leads to an well it leads to another thing um the uh specifically micro jets are excluded um correct so no no really um if somebody has micro jets in their or microw watering devices in their yard watering their that that they can water any day right that's specific micro irrigation is excluded as long as the emitters are less than 30 30 gallons per hour um I'll have to go back to the Cod and if somebody wants it's in the ordinance um it's a lowf flow uh and we Define what that that means and so it doesn't mean you can't water at all but you and and I I I mentioned I finally took um part of council member Miranda's advice after five years of listening and my by switching to micro Jets mine went down to a tenth of what it was before or less and so um for people using microjets is there a number they can call or something to talk to you all to see if they're specific yes yes go ahead yeah um so we actually have an irrigation evaluation program that we can speak your name ma'am so sorry your name Sarah Burns I'm the planning manager for the water department um and we do have an irrigation evaluation program that's very successful our team goes out and we'll meet individually with homeowners to help them irrigate better because a lot of what we're seeing here on this far right people are are not irating appropriately so they don't actually need that much water to to keep their lawns alive and we can help them get there we have a team of experts um you can also hire a licensed um irrigation specialist who's with the Florida irrigation society and they also um are really wonderful at what they do so we can just help people learn to use water more um effici how do they find how do they contact you and how do they reach out um Julia j or Iana yeah do you have a website or something Iana Hernandez a verman a specialist for the City of Tampa water department and um our email is savewater tampa.gov our website is also tampa.gov saavat uh we can also be reached via phone uh area code 813 274 8121 option number five and the last thing the press conference it was the other day that that council member Miranda went to um there was an individual who who put Zer escaping in his yard and Council Miranda did it a long time ago um uh is it what resource do the city have to help or does anybody else have is are there incentives or rebates or you know what kind of out there we're researching those Grants pelis County is an active recipient uh they have an incentive program as well um Florida uh friendly Landscaping has Grant programs that we're looking into but is there anything now that an individual if they want to switch you know I got some price on it's really expensive is it is is is are there any rebates for folks that they can now or not directly from the city of Tampa but through these programs yes um Florida friendly Landscaping works with the UF ifas um they have an agent here locally that uh can administer that and the last thing I'll say is that um you did a good job explaining that um you know we although we can buy from Tampa Bay Water um we we still need to be careful about conservation throughout the region and and and so there is a regional conservation issue but but also there's a cost issue and purple pipes whatever the final cost would be expensive and and all rate payers would have to pay some of it and uh if we bought from Tampa water some other new source it would increase the rates as well and so there is a uh I'm putting words in your mouth but there is a trade-off between cost which could be significantly higher and conservation and so I think the prudent thing to do right now for the city is to focus on conservation U rather than charging all rate payers more is that a correct okay thank you council member Miranda thank you very much and I agree what Mr Carlson said however we have a problem and the problem is that we have so so much use we've been trained to use whatever amount of water you want every day for 100 years or so and this water is the same water has been going around the world for the last 300 million years the problem with that is that when you drive around the city of Tampa you see the river you see a lake you see the ocean you see the bay and you think that's the water you drink it's not in a way so it's very very hard to do what you guys do all of you in the water department to create the the amount of water that you need to do and not this Administration but three or four Administration back we were two days without having any water and that was really really hairy and we brought some pipes in from wherever we could get them to drain every drop we can to bring it to the Hillsburg River and if we bought in 10 million you only got 2 and a half million because the ground was so dry would suck it up before it got to your Reservoir so we've been through all that and we've learned a lesson and the lesson is don't abuse it just use it I just made that one up by the way but what I'm saying to you is that don't use it I have to charge you for it but the problem is that with these things there's so many other things we could do a your toilet flapper if that toilet flapper is leaking it could cost you 200 gallons of water a day and that you can solve that with about six bucks the homeowner can just do yourself a favor just think of the 4th of July and Christmas and every time you hit the fourth of July change your flapper every time you hit Christmas change your flapper invest in yourself and you'll save more money than what you're going to do because it's going to leak sooner or later if you don't change that thing at least once a year it's going to leak and I know nobody wants to talk about a flapper but me and I there's other things we could do that is costly and you heard the crazy guy say this evaporation of water is as high as 18% a day anywhere it may be lower but it's going go as high as 18% if you put solar panels on different things like the quote unquote the bipass Canal you save water and you bring in energy at zero cost after your investment I'm not saying you have to do it today but there's something we got to think about the environment from now on yes 24 years ago I changed everything at the house I have no lawn yet there's still green there I had plants that I don't water but they grow and uh in fact now I got to change all the Rocks because the liner went bad and I got weeds coming up so now I got to do some works if anybody anybody want to volunteer you I'll give you a job with me but these are the things that you have to do to to work with the environment we in this world are abusing ourselves and we're killing ourselves period on air and water and something has got to change and I'm not the leader for that somebody that knows more about it than me should be but I will follow those rules so thank you for what you're doing I think this is permanent until changed thank you yes it's a change of mindset and this is a step one to that um I think uh water is a future goal and we need to start saving it now council member Condon then her yes I want to say that Mr Miranda I believe that you should get an orange jumpsuit and go out and start moving those rocks and have a photographer there to show that you jump moving rocks and you can use that in your next campaign video I appreciate it but I think the rocks are you should help me with them you need a little exercise You' be gaining a little weight since you got elected oh how you like that only a friendly thing that's don't get r on me I'm only I love you man a to I'm laughing with well so much that bagel I just ate uh I I wanted to thank you guys for uh what you're doing for the City of Tampa and the and the regional residents I think our water department is doing a stellar job you know I spoke when we were U implementing the water restrictions I it didn't I just didn't understand this on again off again because water in our area is a limited resource and it's quite frankly regard the fact that it's a limited it's expensive I mean it's and it's not going to get any cheaper so you know the technology to be able to continue to provide water for for the absolute needs of the city of Tampa the cost is just going to continue to rise and and having conservation is going to keep that you know under control and help it be affordable for folks so thanks for what you're doing I I have I you know I understand we're going to reevaluate this each time but I have no problem having permanent water restrictions it just makes sense again because we were it's it's a the same water we've been drinking for millions of hundreds of millions of years the same water that circula out there now and and processing it and making it clean and safe for everybody is not going to get any cheaper so thank you Council remember her ATT uh just wanted to also um when talking about Florida friendly Landscaping a really wonderful resource that people do not take advantage of enough is uh Hillsboro County's IAS um and just calling Ias uh I had a I moved to avocado tree and I I just wanted to make sure it was going they're very notorious for being picky when they are moved and so called them they gave me great advice actually called them didn't leave a message but they called me back anyway and said we got a call from this number so very responsive um IIs can help you with all sorts of things but especially Florida friendly landscaping and then personally I know you say that it might change uh open up a can of worms but I think 45% of water is being used by 18% of people no problem opening the idea of an increase for for use of over 10,000 gallons a month especially for residential um or pretty much for everybody but we should absolutely revisit that in any way shape or form um double it what whatever we need to do but maybe start by just sending information out and letting maybe you've already done this letting people know hey you're using too you do you know you use so much water and this is ways we can help you but then also I really do believe we need to look at an increase in fees for people who are using the resources this goes to all the resources we have if you use more you should be paying more Council Mar thank you very much chairman uh three little things quickly I certainly hope that the city does not violate its own ordinance there's a lot of things that we water there's a lot of things that we keep up that's number one number two I want to thank your department I've got a couple emails from people that they've been corresponding with and they were very very happy that everything that they asked was answered so thank you all personally for what you've done and uh number three what was number three I think I forgot I had so many things in my head here going on but thanks again for everything you do and uh it's a wonderful day in Tampa and we're going to get better all right appreciate your support yes yes thank you very much yeah and and thank you for this I I've I've been hearing a lot you know my office has been in communication with yall on this from 33647 in New Tampa and we we got an email and yall as always great to work with and I appreciate I know councilman Carlson is obviously very involved in a water issue uh councilman uh Miranda just a wealth of knowledge Etc um so the there will be protection from penalties one of the big concerns that we're hearing um especially from New Tampa because we have HOAs cdds Etc right is for yards and assist prot protection for penalties users complying with this action shall not be penalized but fine lean or any other form for the presence of unwatered or dry appearing turf grass under property by the city or any other entity and that's great but I want to see that fleshed out some more I do have some a lot of concerns with that it's almost like an insurance contract well this is covered yeah but if an adjuster says it's not covered then guess what it's not covered and then you got to go Hey listen um my my grass is uh looking in a in a dismal way oh it's because I've been doing it once a week how do you prove causation right so I what I want to see in there and this is my challenge right now with this is some more definition of that um if is that something that we can look at amending in the coming weeks or months I would assume but like G giving that fleshing that more out giving giving homeowners more protection if they really do believe that this restriction adversely affects their lawn because trust me I've I've been fined uh in in my own time at Hunters Green and before that at Tampa Palms for different things and and um and it's never pleasant but proving that it's because of a government regulation that's a that's a burden that a house carries right and I want to make sure that we give them as much assistance as we can I don't mean monetary assistance I mean assistance through guidance and regulations that's my big challenge right now I I've I've heard a lot from 33647 on this issue of the New Tampa area that's that's one of my big challenges is fleshing that out more mlan Evans legal man may I respond oh of course yes ma um uh councilman beer I I put a lot of thought into how that was um that was phrased but U I'm certainly open to additional suggestions working in in cooperation with the department and whether or not that meets their standards the intent um that that I was thinking was as the city we only have a certain amount of jurisdiction um in terms of uh the fines that we issue and that sort of thing however the way that is phrased the and any other entity would provide a private cause of action protection if there's a dispute between two private parties that don't involve the city I think um I'm I'm certainly happy to meet with you and um or anyone else from Council and and take input if you have ideas on how to tighten that up while not overstepping the city's legal ability for enforcement and and and I again I appreciate that so if this moves forward which it sounds like it will um I I I would like to set up something with yourself me and and a couple of folks from New Tampa I think Maggie Wilson among others uh to talk about this because again New Tampa is very unique in that regard and I want to make sure that I you know make allowances for that because again saying that it's a that it's a defense you show that to a HOA or a CDD they go yeah that's great thanks we're still finding you you know what I mean and and and as you know this is the Big Challenge in a lot of these communities these entities have the power of putting a lean on your house and and if you don't pay it then you have attorney's fees and then they can take your house so that's my big challenge with it and that's why I want to see um some more definition in it so that's that's my thing but but again uh you know great intent Etc and and I salute all the work behind it but just as the district 7 person that's my big concern but again that can be remedied I'll set that up and by the way that's on me um which is I you know we we came to with yall on this in the last week I should have come last month so M at Kula okay or whatever um but I will be meeting with you all in the next month or two on it with some new Tampa folks to see how we can um better equip that for New Tampa certainly I'd be happy to do that and also um there's there's nothing to say that the city can't provide as much support as possible in the form of our public records showing the user's actual use and Records um I would think that would be a very good first step and proving that they are actually irrigating on their irrigation today yes ma'am thank you for your work again we'll work together on this thank you thank you and yesterday I I so happened to go to a a City Event uh celebrating the green team with the city and I happen to sit next to a gentleman from the water department um and he told me that it is you know looking at the data it'll be a significant savings uh with these uh you know these watering restrictions uh and that it's certainly worth it uh you know I'm big with personally you know water conservation just in personal use Council mandra brought up a great point with uh the simple thing of just checking your toilet flapper you know I feel like and I'm not a plumber I fixed so many toilets that you know I see how much water is wasted I think I even fixed the one in the back one time years ago but um basic I have a problem with my can you stop buying my house I'm not licensed s but um no I mean it's even brushing our teeth my my own family members I'm not going to name them because they're watching uh they're guilty and how they waste water especially my mother and I know she's washing she I mean she keeps that sink running she keeps that but so many little things that add up I mean just a toilet Flopper 200 200 gallons a day of water I mean you think oh it's just trickling it's making a little bit of noise you know so many things I'm not going to go deeper and deeper but um thank you for all your hard work you're a great Department you have a great team many of you are right here um I remember uh I don't know maybe 25 30 years ago I think the city had stricter restrictions because my grandmother got cided and um you know I get it you know I mean it's it's rainy season now but it gets very very dry and we had a very dry uh time this year where you know people's grass was dying and whatnot but at the same time we need to protect you know our water and the supply and everything so can I ask for I just I just think you slid way down on your mother's favorite Council person's list way down I I have a quick clarification yes um drip irrigation is restricted for the lawn it is not for plants and shrubs so Street this proposed vacating request is to vacate the alleyway located north of Dr Martin Luther King Jr Boulevard South of Ida Street East of short 30th Street and West of 30th Street this applic appliation was filed June 7th 2024 the applicant's reason for this application is our ministry recently purchased a property on 45 30th Street and currently owns the parcel at 2916 East Dr Martin Luther King Jr Boulevard the properties are divided by dead end alley and the ministry would like to vacate the alley to connect the parcels and we need it to legally connect the sewer and water services to the church which is north of the alley there is currently a utility request um with the city of Tampa um this rway was created by subdivision plaque the existing rideway is approximately Urban Design um I did have a chance to meet with them with between now and that time that I submitted and they did remove their objections because um I brought it to their attention that the alleyway
