**[0:01] Chair:** Are you doing a...
**[0:07] Chair:** ...presentation? I'll call the meeting to order. Our Monday, August 19 meeting of the Faribault Planning Commission. Item one: approving the minutes the last time we gathered, that would have been Monday, July 15th. A motion to approve the minutes?
**[0:43] Sam:** Motion to approve.
**[0:44] Ed:** I'll second.
**[0:45] Chair:** Thank you. Thank you. Motion from Sam, Ed's got a second on the minutes. All those in favor say "aye." (Group: Aye). Those "no"? That carries. Public hearings: so we got two items in front of us and Harry will explain how we're going to navigate through, but Rice County Emery Access Road and the boat ramp—we continued it from our last public hearing in July, and I know Harry's got an update with us now. City Planner Harry Davis.
**[0:52] Harry Davis:** Thank you, Mr. Chair. Unfortunately, it's not much of an update. We're asking to continue the discussion again to the next scheduled meeting. We do anticipate a submittal by that time that we'll be able to bring forward and talk about at the meeting.
**[1:29] Chair:** Thank you. Are you expecting then two motions to continue or do you just want one?
**[1:35] Harry Davis:** Let's just have one to continue on both items. My hope is that we will not need the variances going forward. We still have a complete submittal—is what we're lacking. We're lacking a complete submittal; discussions are continuing.
**[1:55] Chair:** Okay. So, we continued it once out of the July meeting. It's continued now. Conversations continue on; there may or may not be variances attached to it. I do have to formally, since we did continue the public hearing, offer to open up the public hearing. To my knowledge, there are no members of the public here, so that is open and closed. And now back here to the Planning Commission for one motion to continue it to our next meeting.
**[2:13] Commissioner:** Mr. Chairman, I'll move to continue.
**[2:17] Ed:** Second.
**[2:18] Chair:** Ed's got the second on that one to continue to our next meeting. Any discussion on that? We'll vote. All those say "aye." (Group: Aye). "No"? Continued to the next meeting. Now just moving right along: request to be heard, items for discussion, planning/zoning updates. None at this—well, sorry.
**[2:35] Harry Davis:** I was confused. I thought you were going to "request to be heard." Oh, I'm sorry, I just kind of jumbled them together. So you have a request to be heard, please continue. In terms of General updates: so we do have five items that are going to be at the next meeting for public hearing—six if you include Rice County. So we do have some variances that were submitted by Cory Newbie for the Urban Flea Market project there at the old Divine Mercy property. We do have two applications: one is a Comprehensive Plan Amendment and the other is a Zoning Map Amendment for property that we're actually going to talk about tonight, so I won't spoil it too much.
There's also two applications from other parts of the city for the Water Treatment Plant and the Wastewater Treatment Plant to be rezoned from R2 for the Water Treatment Plant and OA (Agricultural Open Space) to PI (Public Institutional). Not going to be a whole lot of discussion on that, at least from staff's side of it; the Comprehensive Plan supports that. I'll get into all that at the next meeting. But that is coming up. We have a drainage and utility easement that'll be at the next—a vacation for one will be at the next meeting. Then we have another item that we're talking about tonight, which is the Highway 60 Master Plan. So all those items will come up at our next meeting. And our next meeting is going to be the day after Labor Day?
**[4:17] Chair:** Yes, so it'll be Tuesday, September 3rd.
**[4:21] Harry Davis:** Okay, thank you.
**[4:23] Chair:** I assume items for discussion and routine business are all lumped together? There's no routine to mention? Are there board or commission updates worth sharing? Not this time, Mr. Chair? I'm fine with a motion to adjourn.
**[4:50] Mike:** Make a motion to adjourn.
**[4:52] Chair:** Ed's got the full house on seconding everything! Yes, I've got a motion, I've got a second to adjourn. All those in favor say "aye." (Group: Aye). We done.
