items on the agenda pertaining to the new city manager i believe you have two agenda items related to the new city manager okay okay thank you if i may catch a breath before i begin my remarks absolutely and then i believe two citizens had volunteered their time one if you could come speak your name yeah would you please be good enough to fill out one of the cards with your name and uh a point of card and i believe one more citizen had volunteer time during this section of the comments okay and the agenda items if you just fill them out thank you so thank you i believe there's one one is agenda item 64. and if i could get help with the other one it's regarding the contract for city manager okay okay you're going to speak after so you have one extra minute then by this gentleman which is fine okay okay um and then if i could give this to the click i just have paperwork madam clerk two minutes if you would please and uh miss campbell if you'll get the card thank you uh well okay uh speaking to the agenda items related to the uh city manager um we obviously are searching for new city manager and i think it's important that the next city manager is equipped to handle the scandals which have rocked this city council chiefly at the place of again councilwoman fiore i've delivered to the council today a signed notarized federal election complaint against michelle fiore alleging misconduct in the abuse of city resources sorry sir can you state your name for the record my name is dan roll r-o-l-l-e it's also on the letter which i forwarded i'll also yield that section of my time back okay and can you stay on point if you would this is this this is related to the topic and the city manager needs to handle as has been delivered to the city manager currently this federal election complaint that city manager that you're searching needs to be able to handle those scandals as well as the many scandals which are coming your way at the abusive office of councilwoman fiori and i would encourage you to conduct a search for a city manager who is capable of handling the type of scandal a federal election complaint wherein michelle fiori [Music] this is absolutely on task but not the ancillary part to stay on the city manager the city manager needs to be able to handle the types of scandals that are coming into your council defaming the reputation of the city council the employees of the city of las vegas your governance and the resources that the governance is using in a federal election camp and complaint to which this the current city manager did not even issue me the courtesy of responding to my email where i notified him in writing of the complaint copying the federal election commission in an official complaint against the city of las vegas and michelle fiore for abusive resources in her racist tirade against black lives matter protesters stay on point with you i'm on point madam mayor this is relevant to your city's governance and the future city manager i see the city manager searching for his email maybe at some point he could respond to that email or forward that email to the future city manager because someone in this government has to hold accountable the employees of this government has to hold accountable the councillors of this government and has to do the right thing this is a serious matter one of your sitting city council members has been accused of violating a federal election law this is related madam mayor and the city manager did nothing so when you're searching for a new candidate i would encourage you to find a candidate who is capable of handling the type of scandal which this city councilwoman continues to bring into your council and i thank you for the time thank you okay anyone morning patricia reed 5816 red umber avenue madam mayor my presence today breaks the self-imposed quarantine that i've spoken of 129 days what agenda item are we speaking city manager sure about about the the violations that are happening here i'm here to publicly address city councilwoman fiore miss fiore i am one of the animal activists you called a criminal when you and mayor goodman overturned the puppy store ban in 2018 that was months before it was supposed to take effect miss fiore you called us now you're back off task a few weeks later we have video of you here in these chambers saying that your dogs excuse me excuse me you have to be on the agenda item 35. no i'm sorry ma'am you're not talking all you're doing is a personal attack that is not agendized okay thank you okay anyone else please come forward and state your name morning councilman this is on item agenda 51 my name is george cromer okay thank you and uh i just wanted to point out that notice had been sent to the address in templeton california i only received notice of this hearing yesterday and i was not able to prepare any type of presentation at this point i would request that this matter be continued for the period of two weeks so that i may further review this matter it involves my property right across the freeway from this i just want to make sure the record is on there but i i would assume that you're going to proceed forward well when the agenda item comes up um because we don't have it scheduled that way um your conversation with councilman knutson on that unless you have some other response here on the consent item madam mayor but for someone for my staff i'll come down and chat with you right now all right thank you thank you anyone else please come forward okay i'll close public comment and we'll move on to agenda item six business items for possible action any items from the 9 a.m session that the council staff or applicant wish to be stricken table withdrawn held in agenda item number 14. okay do you want that at the time or do you well it's a consent and uh i don't want to just pull it off yeah i need you to pull that thank you thank you all right anything else from uh council okay let's move on then and we're on to agenda of seven for possible action to approve the final minutes by reference of the june 17 2020 regular city council meeting mayor pro tem may have a motion please move for approval thank you this motion to approve agenda item 7 please vote please post the motion carries unanimously thank you we'll move on to agenda eight and items number eight through 33 with the exception of 14 that has been requested by councilwoman fury to pull forward on the consent agenda are considered to be routine recommended for approval by the departments may be enacted in one motion note that the record should reflect my abstention on items 24-26 because they pertain to the marijuana-related businesses one of my son is involved in that industry i'll be voting on all other items note that a correction should be made to item 10 in that the expenditure being approved should be listed as a hundred thousand not thousand 436 hundred fifty dollars as indicated on the construct indicated on the agenda the item pertains only to approval of an increase in the estimated construction cost of the project are there any items that council wishes to bring forward besides 14 another as well you have another one okay um so may i have a motion please mayor i'll make a motion to approve the consent agenda items eight through 33-14 thank you this motion please vote and please post that motion carries and let me read agenda item 14 for possible action to approve the agreement of purchase and sale and joint escrow instructions for the property located at 513 south main street apm 13934 210-016 for the downtown central plaza project 2 million 85 000 city parkway 5 and that is in ward 3 with councilwoman diaz and please madam mayor um so on agenda item 14 we're looking at almost purchasing a property for 20 for two million almost 2 million thousand dollars and it's i believe an eighth of an acre so when we look at that and we do the math we're setting our acreage price here in downtown the city of las vegas at about 16 million bucks and some of the real estate deals that i know our city manager and our economic development has really worked hard on that price and because i wasn't involved in the negotiations and i don't understand you know why we couldn't swap him out like maybe put him on las vegas boulevard and give him more of a but in the middle of a pandemic in the middle of this and we didn't approve 88 000 to put an rfp out i'm i'm going to be voting against item number 14 and just for in the future i think the council really needs to be more involved in these real estate deals because from the beginning three years ago i would talk to you about the cost and and all of the appraisals that are from one end of the spectrum to another and really this is taxpayer dollars it's two million one hundred dollars for an eighth of an acre we are setting the price for acreage down here at 16 million dollars an acre if we go by that standard and i can purchase an acre of land next to the bellagio for 10 million dollars so because of all of those concerns i will be voting against agenda 14. okay thank you very much for your comments councilwoman diaz since it's um in your award oh yes seaman um so while i support the project as a commercial real estate and business broker i can't help but feel we're overpaying for this piece of property i would like to see the city go back into negotiations on this piece of land therefore i will be voting against this purchase at this price thank you very much councilman career councilman anthony any comments councilman diaz thank you madam mayor mr arndt i know that we in the last council meeting this was on the agenda and we spoke about the funding sources and also i think it may be helpful to also reiterate what was told to me in my office as to why we were pursuing to purchase this land that's right across from the municipal court that is the final parcel to assemble for the city to move forward with development on that parcel so i would just like for you to reiterate those points about why we're taking this path versus the condemnation path first and then also can you educate us about the funding source for paying for this and i understand my colleagues concerns over the price but i also understand that this has been a parcel that we have been trying to acquire and if you could also shed light on how long we've been trying to acquire this piece of property thank you councilman diaz for the record bill lawrence director economic and urban development this parcel acquisition is the last parcel that the city would need to acquire in order to have the entire acreage across the street the whole city block and so with this purchase price it is 2 million 85 000 but when you look at the total purchase price for the entire city block it comes to approximately 12.3 million dollars and that purchase price blended over the city block and all that acreage uh of would be roughly 102 dollars per square foot so it is a significant investment that the city is making the intention of this is to acquire all that land to do a public-private partnership project in order to develop public office space private office space and also a civic plaza which was part of the original vision of when we built this city hall to have a civic plaza area for the community so that is the vision for the the project councilman to answer your other question the funding sources for this we had a medicare reimbursement of eight million dollars and then four million dollars in redevelopment agency funds uh so there were 12 million dollars and then we had some additional funds on hand rounding out that total purchase for the whole block so we're not using we're not using city general funds for this acquisition the redevelopment funds are for just that for reinvesting in the downtown area and the medicaid reimbursement was excess funding we had over from from that so we are not using general fund operating dollars which would go to the city's budget so that's the the big picture in the context councilman i do appreciate your concerns it is a big investment but that's the the game plan for the acquisition why we're doing it and uh just a little bit more contextual information of what the overall investment is into the block thank you mr arndt if it's all right with you councilman seaman uh not seaman councilwoman diaz we have more questions so with your permission please go ahead councilwoman thank you madam mayor so with the medicaid reimbursement the thing that that concerns me is is again we're taking funds away from our fire department our city fire we're retiring our city fire trucks we are taking you know away from especially the northwest when i need two more fire stations out there because of the growth so when you take medicaid funds that were directly billed from our city fire and putting them into an overpriced eighth of an acre i can't i can't i can't support that thank you any other questions yes mr city manager madam mayor if i could i i want to point something out about the acquisition of this parcel only after you say who you are i'm sorry scott adams city manager um and i and i have to speak with an incredible i i can say this now i've been the redevelopment manager in probably six different cities and i've been involved in multiple assemblies of large-scale assemblies and i know it's painful when you get down to the end and you're at that last parcel and i i'll i would share with you the private sector developers who do this share the same pain that you that one that last one or two parcels become very expensive uh but again as bill pointed out you really have to look at that overall average but in this specific instance i want to point out the configuration of that parcel relative to the alley we have there is a precedent for us doing this we we actually did almost something identical to this years ago across from the old city hall when we had a holdout and we had to buy the holdout so that we could close all the adjacent streets this is a similar situation where if we don't get this parcel we have to keep the alley open to provide that private property owner ali access so in acquiring it we also pick up the alley for use in redevelopment so you can you can almost look at spreading the cost of the alley and the the square footage of the alley against the parcel now by doing that we now can we have one monolithic block there's no holdouts remaining and i would assure you i won't be around but five ten years from now you're going to look back on this acquisition and say man i am glad we bought that last parcel because what you'll end up with is something much better as a whole than a fragmented situation that we have today it is the definition of assembly for redevelopment and that's what we're doing and i know it's painful because we've had we've had a few of these in the past i know in my career i've had a few of these where you get down to that last one but you have to look at the overall average you spent across the entire block in which case was reasonable thank you very much any questions you'd like please counsel one thank you thank you mr adams and believe it or not i am going to miss our debates um however in the three years that i've been here we've debated a lot about our city resources and our city property and so would you say in this particular negotiation because we have parcels that are right along las vegas boulevard in the city of las vegas prime real estate um have we reached out and offered a swap a land swap with this bail bonds company to you know and again you know maybe in january this you know wouldn't have been such a big deal even though i think it always needs to be a big deal when we overpay or when we undersell because just a couple weeks ago i had a problem with you guys under selling parcel for 23 bucks and then that owner wanted to sell it for 100 bucks i mean it's ridiculous so a square foot so um what happened to a land swap like on las vegas boulevard with this particular bill bonds person thank you councilman i know you had asked that question earlier i don't think i addressed it so we did in the negotiation and to answer councilman diaz's earlier question too we've been talking to this property owner and working with them negotiating with them for about two years we've looked at all options we've looked at are there other locations in the area that would accommodate the business to where we could acquire another property and move the business into as you know it is a privileged license business the goodfellas bail bonds so it's not easy to find a location we were unsuccessful in finding an alternate location does that mean there is is not an alternate location anywhere not necessarily but we could not find a location where we could move the business into so we did look at that that was part of the discussion as far as acquiring just the real estate and allowing the business to proceed up at the end of the day the business owner and the property owner was willing to sell the property without an alternate location identified by this city so you do realize that the madam mayor and the council can change ordinances and and and help negotiations when it comes to licensing and special use permits and so i just again for all of your hard work and reasonings i really can't defend spending two million dollars actually quoting a 16 million dollar piece of acre now right now in the middle of a pandemic so i will not be supporting it thank you thank you thank you any other comments questions councilman career thank you uh madam merritt i i just want to say that i think this parcel is vitally needed to round out the vision of not only of the downtown corridor but also to round up the vision of what this original building was built upon and i think it was always planned to have that square there uh the park which are great uh you know if we make if we continue to make investments into our downturn corridor others will continue to make an investment in our downtown quarter as well we need some beautification and i think this will enhance it tremendously and if you've been to other city halls around the world and you've seen some really great magnificent city halls that have city corridors that people can come down and it can become a place of congregation and a place of business and industry and so i i trust in you that you've exhausted all efforts in order to make sure that we are getting a fair price i think in a perfect world if it was not government maybe you could probably negotiate something a little bit better but everybody knows that once a government comes in on something then the price gets jacked up a little bit and i think it's an onus i've known the billboard i mean excuse me the the bill bonds persons who won that for a very long time and i'm sure that you know they're going to try to get the best that they can out of it and we're going to try to get the best not every way not everybody's going to walk away happy on most deals and usually that's probably the best deal when everybody walks away a little bit unhappy so i'll we'll definitely be supporting and i can't wait until we start construction on what that beautiful parking facility is going to look like thank you thank you very much therefore back to you councilwoman thank you madam mayor i understand again my colleagues concerns i understand that everybody is in a world of hurt but i think that this is something that the city has been pursuing way before my time here on the council and i trust that staff has done their due diligence and trying to come to the best solution in order for us to assemble that block finally i look forward in our investment because that means we can get that project going we can generate jobs that are much needed in our community now and we can make that space a productive one for our entire community and i'm looking forward to seeing that project through the city plaza and just making sure that in hard times when it's difficult to find jobs that we are also in that job generating space and that we're also forward thinking and i think we have to look at it as a business buyout too not just a land acquisition which i know it's painful to look at 2.08 you know the the figure but when i was reassured that by my hard-working city employees that this was the best option for securing this i'm not willing to kick the can down the road and then ensure that maybe the the price does go up or we never get to assemble it and we never get to move forward with that project that we have envisioned so with that madam mayor if you're willing to entertain i move to approve agenda item number fourteen thank you very much is a motion and it's council yes you're back please vote and then please post and thank you very much you know i must actually speak to the fact of the sensitivity to the dollars right now where everybody knows that the pandemic has really said every human being in this community um on its on his heels and so i certainly understand this concern over such a large amount of money but having been here these 10 years and watched the planning go forward to try and make the heart of the city as strong as it can be and provide the jobs as well and i know how diligently you and your team have been working on it and under the leadership of mr adams here the plans for that property are just outstanding and hopefully we'll be able to move on that in a very quick timeline and certainly to keep our construction crews working so i would like to ask you what are the steps going forward and what is it i know you can't speak to it because of the pandemic but what um our thoughts of perhaps moving this forward thank you mayor again for the record bill lawrence the plan is to work on a request for proposal to solicit private bids for developing the entire block for the civic plaza component and also additional office space for public and private use we have a lot of great developers in southern nevada and we'd hopefully get a lot of local interest but we're also opening up to regional and national interests as well we anticipate having that on the street within the next 60 to 90 days and then from that point forward if we get uh good bids and a bid that we like we'd like to be in construction roughly about a year thereafter so we're looking in the next 15 months to try to be turning shovels turning dirt and the plans uh mr then would be coming back to us at least there's a design and input that can be given either from the community or the council as to what that property would look like i know we already have plenty of ideas for it that sound wonderful but everything changes so i just 90 days on the outside mayor absolutely we would come back to the council you're not deciding on any design criteria today we'll work with the council on what that should look like and then again we're looking to do a a open public bid process for the project as well thank you mr thank you councilwoman diaz and everyone else for participation let's move on to 34. we're going to hear items 3738 with their agenda item 34. i'll read them all before we open the discussion item 34 discussion for possible action regarding award of contract number 18.70418 construction manager risk agreement for corridor of hope also known as courtyard located in a four master lane between maine and las vegas boulevard department of public works award recommended two court construction services in nevada inc 23 million nineteen thousand one hundred nine dollars general capital projects fund and traffic improvements capital projects fund in ward 5 with councilman creer item number 37 r-312020 discussion for possible action regarding a resolution approving and ratifying actions authorized by the city manager regarding the waiver monthly rental fees for various tenants of city facilities the establishment of a housing assistance program in the construction of a temporary outdoor dining pavilion and day center in the corridor of hope six million one hundred thousand cares act special revenue fund in reference to all awards and agenda item 38 r32 2020 discussion for possible action regarding a resolution approving authorizing the execution and delivery of transaction documents for allocation of new market tax credits nmtc's to the las vegas community investment corporation lbcic and subsequently allocate part of the tax credits to lvcic sub cde 9 llc to construct and operate the courtyard homeless resource center located four 314 master lane ratification related actions by the city of las vegas its city its officers and employees and provide for other related matters again in ward five council then career thank you mayor goodman again for the record bill lawrence um mayor i apologize just for clarification we were looking to call items 34 37 and 38 i think you may have read 36 in the record did you read 38 as well or maybe i missed 34 37 38 unless um documented here thank you thank you i just want to make sure we open the right items i apologize always good thank you mayor again for the record bill ernst director of economic and urban development before i explain what we're doing today i just want to personally thank kathy thomas it's a phrase that's used with putting sweat equity into homes and making home a place that is welcoming to those that live there and those that visit kathy has put a lot of sweat equity into this project it's and her entire team as well years of sweat equity and so i just wanted to publicly recognize her and thank her and her entire team i want to thank also terry anderson and scott carter who worked on the new market tax credit project as well as eric boardnave nick new york us and john rodella on our legal and then on our public works team mike jansen steve ford and sam tolman when needed i'm going to ask for an assist from kathy thomas and steve ford on any questions about the physical project but why we're here today is we're asking for your review and approval of agreements to fund and construct the courtyard this project has been years in the making and it's very important for our community to serve those in need so this is the project it's a large project we're looking at all in about a 26 million project and without the funds that we found through our new markets tax credits program we had assembled roughly 21 million dollars in funding from various sources and we were about five million dollars short and able to fully fund this project but because of our new markets tax credits program we're able to close that funding gap and now have full funding for the construction and then there's funding outlined for the operations as well so here you see a rendering of the project it is the intention of the city and all of our partners to serve those in need with dignity and the dignity that they deserve and they deserve a world-class facility this project has been inspired by a lot around the country and i know kathy and her team have visited cities throughout the united states trying to see what is the best of the best and how do we serve this population with dignity and with respect and so i think the project is going to be a world-class project here you see a rendering a view above the administration building at the street level and so what we're asking for you to do today is there are three items and so i'm going to explain each item item 34 is the construction contract we are have a contract with core construction that was done through cmar construction manager at risk which is the process to manage the construction to make sure it comes in on budgeted on time and that project award is proposed for core construction i understand that core is with us today so you have any questions from the contractor i'd be glad to ask them to come up to the dais and answer any questions about the construction item 37 is a resolution to approve all the documents associated with the new market tax credits there's a lot i'm not going to read off all those individually but i do have a slide to put it on the public record about what all those documents are to make sure we get the monies from the new market tax credits we have just under 26 million dollars in new market tax credits and that's not 26 million dollars cash those are federal income tax credits that we're putting into the project and so we have to take that income tax credit which is a piece of paper and then figure out how to get money from a private investor and we've done that and then finally item 38 is to allow some of the funding from the city to pass through city parkway five inc to match the new market tax credit funding and make sure there's full funding for the project so what is the project this is a site map it shows that our goal is to issue a notice to proceed on or about august 6 and so we're here in the final days and almost ready to proceed the project will be done in phases but it's essentially one construction project so you see the area shaded in the red or the pink that is phase one which we're shooting for substantial completion by august of 21 phase two we're shooting for substantial completion of may of 2022 and the area in green was highlighting the rendering that i just showed you the administration building and then phase three which is a parking lot to serve the rest of the campus would be june of 22. what this looks like on the construction contract this is the award and this is the contract we're asking you to approve today where we have the cost of construction the 18.4 million there's general conditions a fee a contingency for the contractor and some of that money can come back to the city and the contractor if they achieve cost savings and then an owner contingency as well so the total contract with core construction is 23 million 19 109. and again the project schedule i know the map the sitemap was a little bit busy so these are the dates again that we're looking to hit as far as startup construction on the various phases and start a construction being august 6 and then substantial completion of the various phases with all construction done by june of 2022. we need a lot of partners to get this done so of course the city is the main sponsor and we're owner of the property we have the funding support from city parkway five inc which is helping assemble the funds for the new market tax credits we have lvcic which stands for las vegas community investment corporation that is the name of the entity a community bank that is an affiliate of the city that has the award of the new market tax credits so they're the new market tax credit lender in the transaction we are affiliated with lvcic and it's managed by your city team so it's an affiliate of the city u.s bank is purchasing the tax credits we have a non-profit borrower to facilitate the tax credit transaction of courtyard hrc which is not earning fees or making money but solely there for the purpose of facilitating the transaction and sponsoring the project and so they'll actually be helping with manage the oversight of the construction and then the operations for a seven year compliance period and then our project operator which you've approved at a prior meeting at chicanos por la casa is in place as well so why are all these partners needed well we have the tax credits in the entity called lbcic but again we're selling those tax credits and then we're in turn getting a loan from a lender or an investor called you uh the investor here at u.s bank so u.s bank is buying those credits and then in turn giving us cash and then lvcic makes an interest-only loan into the project and the interest-only loan is funded so the payments of those interest-only payments are fully funded and that allows us to inject this capital into the project to meet that five million dollar funding gap a lot of structuring to handle the new market tax credits so the city of las vegas will still control the property through a landlace courtyard hrc the nonprofit will have control of the the building for the seven year compliance period and then leased back to the city both the building and the project to operate during the seven years and then we have the operating agreement in place which conus por la casa and then of course we are again engaging core construction to build it these are the pastors but the takeaway here i know this is a busy slide is the city remains control and in control of the project through the structuring throughout the process transaction documents we're asking you to authorize staff to approve a lot of transaction documents the newmark tax credits the way the flow of money works requires a lot of documents and that's to ensure the investor u.s bank which is buying our tax credits can make sure that they can comply with all of the united states treasury's requirements for a seven year period so there's a long list of agreements that we're asking for authorization to enter into these agreements are not costing any additional money this is funded through the new market tax credit structure and the construction agreements so these agreements don't cost us additional money the way to think of them is they're enabling the new market tax credit money to come into the project in a similar way we're asking for authorization to have city parkway five inc enter into agreements to allow the flow of money so these are a list of the documents they are on file and we're asking for authorization to approve those the two most important slides are the last two so where is the money coming from on the city side so these are the capital sources from the city of las vegas we had some funds on hand some medicaid reimbursement some community development block grant cdbg over a series of different years and then some bond funding that was also enabled from some of our federal grants so the total amount of sources of funding for this the city that we had available was just under 21 million 20 million 871 734 we're then taking that money and putting it into the project by putting some of it in the city parkway five to pass through together with a new market tax credit loan we're paying for that parking lot to support uh the campus and then we have some already expended money it's marked capitalization there some money that we've already spent on design during the design process and the design review process so that shows where the money is going and then where's the rest of the money coming from this is the most important slide with again remember without the additional money a 26 million dollar project we had just under 21 million we were over five million dollars short with the new market tax credits we're making a six and a half million dollar loan some of those loan proceeds will be used to fund the interest-only loan payments so the net benefit isn't as high as the six and a half million but it benefits over five million dollars which helps to fund the cmar contract we have f e and i t costs we have an outside contingency and so the total cost there with permitting and design we're looking at about a 26 million dollar all-in cost and we have funds from the city funds and then from the new market tax credit loan that results in the project where we now no longer have a 5 million plus deficit we have a surplus and the project's fully funded we will make sure that there's sufficient funds in place to run this for the long term and the new market tax credit investor u.s bank wants to know hey city will this project be open and operating for at least seven years because i have to make sure to us treasury that it'll be open for seven years otherwise i can't claim my federal income tax credit each year so they've scrutinized the transaction they know that all the funding is in place to ensure operations and so all the money is not only in place for the construction but for the operation for seven years and of course we continue to raise money through the mayor's life fund to support future operations of this campus and other things that we're doing to serve this community and so that wraps up my presentation we're asking for you to prove the three items the construction contract authorization to enter into the transaction documents to allow the flow of money from the new market tax credits again a six and a half million dollar loan over a five million dollar benefit into the project a five million dollar cash benefit which is funding that gap and then a resolution approving uh the city to use its capital funding uh through city parkway five and that ensures that u.s bank has a confidence that the money is in there to fund the balance of construction that's not being funded through new market tax credits so we recommend approval of all three items i know that was a lot of information so come up for air and be glad to answer any questions on the new market tax credit side if there's any questions on the construction contract or the cost i'd invite steve ford up and if there's any questions about the project of the operations i'd invite kathy thomas and her team thank you for your consideration and we're asking for your approval a dream a long time dream come true before i go to that though i'd like to clean up of course you were absolutely spot on i read incorrectly so first of all the 34 which i did read was correct i read 37 which really um was not the 37 that should have been that the 38 was the 37 and now i'll read 38 so we've clarified for the record 38 is our 33 2020 discussion for possible action regarding a resolution approving cooperative grant agreement between the city of las vegas city and city parkway five inc cpv and providing for other matters properly related there too for purposes relative to the construction and operation of the courtyard homeless resource center located at three one four four master lane apns one three nine two seven five oh four 004 and 005 and 014 not to exceed eighteen million six hundred fifty seven thousand eight hundred and seven general capital project fund ward 5 with councilman career so that should clarify that was 38 into the record and and please my apologies for the other this is a long time coming i know that when i first took office and listening to the years the 10 prior years or longer that we were trying to help the homeless get back on their feet with proper and even though we had our wonderful non-profits helping at the time it was without a place to deliver the services that were so badly needed and to see this happen now and come to this point where we really have seen for our veterans for all the homeless community a compassion and a beautiful future i have one question and then i'm sure there may be others here um is it in fact um absolutely i know all of us appreciate the whole team beyond appreciated and we are so indebted to the work timeless efforts love passion that you've put into this project and it's so phenomenally exciting the parking lot i had thought there were plans for further development in the future is that is there anything on that very large parking lot i know you need it for parking initially but were there plans for future services and facilities good morning mayor and council kathy thomas director for the office of community services no matter mayor we are not intending to build on that particular lot we negotiated with the cemetery adjacent to us to allow us to use that space through for the life for five years with five expansion or renewal periods and so we are not going to invest in putting a building on that particular lot as at the end of those agreements we may return it to the the cemetery owners and are we sharing that parking lot with the palm no ma'am we are not sharing that's ours it's our parking lot for our facilities in the courtyard correct beautiful well i just i know how important this is to our community and we pride ourselves in our unity here and to be able to do something so phenomenal and help salvation army and catholic charities that are also located there and get our people all back into a life of dignity and help i can't thank you enough i just speak to all of us and having been in this now for 10 years and to watch that finally this dream is materializing and we can actively and i know councilwoman fury always at the end brings up in her public comments and success stories of someone that has been through the homeless process and getting the services and getting back to life i just i can't thank you and and mr arndt this is so exciting my only question before i turn it over is in selling the new market tax credits themselves where does that responsibility lie does that lie with the city or do we contract that out thank you mayor again for the record bill ernst to answer the question essentially it's with the city so that the lbcic las vegas community investment corporation you have we have city staff that serve in serving the operations you have city staff that serve as the board of directors we do have consultants on the tax side as well as the legal side to help us with that but you have city staff actually going to investor conferences talking to talking to various investors like u.s bank with whom we enjoy a good relationship so we maintain those relationships and there's a negotiation on how those tax credits are sold and the money that's coming in as a project but u.s bank is one of uh over a half dozen investor lenders that have interest in these types of credits and so we try to find the the best value for the project and that someone that can also deliver in a timely way because if until we sell that tax credit it's a piece of paper from treasury it's not cash for the project so we do have paid advisors that help us with that it's not coming out as city general funds we have funds generated through the new market tax credit program that essentially pay those fees it's self-funded but the responsibility lies with the city staff and you will keep us advised how that's going because this economy and everything that's happened nationally i think this is a very important reporting time so we're kept up to speed where we are and if you're seeing any uh weakness there it's a very difficult obviously because there's so many things going on but to sell new market tax credits in this economy could be better than opportunity but it could also be very challenging so i just hope you will continue to keep us in the loop as how you're doing with it but i will turn this and of course i know councilman career has a little bubble of beauty around him with this happening but any comments from uh council councilman uh knutson please thank you marin thank you mr ernst for the presentation i have a request and a a question so i'll start with the question first is miss thomas gibson do you mind talking about the the relationship between cplc the construction and the other providers in the area catholic charities salvation army the rescue mission and the mayor i learned from you a long time ago buildings don't serve people people serve people and so i'd love to be able to at least highlight what the relationship looks like as it relates to construction and then i'll have a request after that thank you councilman kathy thomas for the record to you through the mayor the day-to-day operator chicanos por la causa is not involved in the actual construction process nor are they involved in the new market tax credits process they are specifically there to maintain the level of service and grow as the facility accommodates more people experiencing homelessness we have regular meetings conference calls at this point with all of the shelter partners in the area and we regularly touch base on a variety of things obviously the kobe 19 crisis has dominated the conversation and we have also been discussing with them because we received some plus up in our cdbg providing funds to all of those partners to increase their access to personal protective equipment so we continue to work collaboratively so that we can all better serve people in the corridor of hope and we want to be sure that if we if a a potential positive case is discovered or confirmed that we are communicating that with each other and so that communication continues cplc is a part of that conversation and we are stepping back and letting cpoc step forward in maintaining their day-to-day operations relationships with all of the members in the corridor of hope and of course we're in regular conversation in fact representatives from catholic charities are here today on another item that is related to us collaborating more fully so that we can help serve people experiencing homelessness thank you very much and my request would be is during the time of construction is it possible to get a maybe a quarterly update to the council on things that are going well things are not going well between the providers including cplc and the provider of the healthcare clinic because that will be coming online around the same time period and as it relates to the providers around the area because a new building provides a lot of opportunity for enhanced efficiencies and i'd love to be able to take advantage of efficiencies as they come up so if you're able to provide a quarterly update on how relationships are between cplc the healthcare partner and the shelter providers in the area i think it would be useful in case there are any issues that come up we're able to address them before online the building becomes online i appreciate it absolutely we can do that and we'll provide that through the electronic briefing process that we normally send to your staff but we'll make sure that that happens quarterly includes those updates that's great thank you thank you thank you and with your permission mr ford if you would come up because we want to thank you and if you just drop your mask for i think you're six feet away thank you thank you i want to thank you for everything that i would go back to mr art or to you or to miss thomas gibson what what is the timeline assuming this moves forward at this point and we you know what is the timeline we can expect because i keep looking at all these people on these construction sites that we want to be able to move them and keep them employed yes ma'am thank you steve ford public works the timeline as bill mentioned we're about a year out for the first phase in a year and a half from total total construction so august august of 20 i think he had it down here sorry i've got to use the cheat sheet here um ground preparation all of that all of that all of that will kick off the first week in august and then we'll we've got here august yes okay yes it's all designed it's all permitted the uh the building is ready to go the the uh agenda item that you will be approving today hopefully you will be approving today will be for that guaranteed maximum price for the construction and then we can start turning dirt first week in august and also so then all the water everything that you need to have and anything to do with it all of that goes in at this point the other pieces which i don't know to whom it would fall to get the answer but any of our clients guests customers any of the homeless are they going to be impacted during this construction and if so how where are they going and it is i think it's it comes on there it is thank you kathy thomas for the record one of our commitments to the community is that we would not interrupt services during construction so what is happening is we move services to you saw the three highlighted areas the area that's under construction we will not have guests in that area and ultimately we will push services over to what looks purple or blue right now most of the services are happening in the green and blue area because we knew that the construction would start first in the pink area we will continue to provide those services uninterrupted during construction we recognize that we have some challenges because the footprint will be constrained we have added some additional shade canopies in the parking lot area so that we can move the guests further away from potential construction areas we now have the port-a-potties cleaned twice a day seven days a week so that because we can continue to accommodate the number of guests and keep it clean and sanitary but yes there there will be some inconveniences for both the guests and for the staff as we move sort of avoiding the construction areas but we will continue to operate 24 hours a day and does that interface with salvation army catholic charities appropriately so we make sure that all pieces are fitting together i gather i'm sure you've done that indeed in fact there's another agenda item coming up on today's council agenda specifically about a relationship with catholic charities so that we can share a outdoor feeding pavilion so we can continue to maintain social distancing and still make sure that all of the guests get fed properly we do not do hot meals at the courtyard our guests use the facilities at catholic charities so another agenda item will speak specifically to us having a a joint area in order to continue to ensure that our guests get their meals they've done a wonderful job and are great partners i just i can't tell you how exciting this is to see this continue to grow and i'm so envious of councilman career because it's been a dream since oscar was mayor and nothing was really happening we were trying to help and nothing nobody would come in but the feeling of comfort and i've spoken to many of the homeless that um they're just really it's a second place for them to have really a feeling of sanitation and comfort and food and protection so it is 24 hours security right correct we do have 24-hour security guards okay thank you thank you it's just a great step forward to the city msr wonderful just a mark and please councilman thank you uh madam mayor uh i want to just reiterate something you know the city of las vegas over the course that i've been here has taken the heat and criticism of not doing enough for homelessness and i have vehemently disagreed with those statements that have been made directly at me to our team and to our community at large i think that it is important to recognize the fact that the city of las vegas has and is and will be doing amazing and dedicated work every single day to help mitigate homelessness in our community our teams that go out every single day and offer services and give services to our homeless community is beyond reproach and is second to none and this is going to help reiterate all those efforts this is a one-stop shop facility it's a low barrier shelter and recognize the fact that it's the only low barrier shelter in the region which is important when you're going after federal grants and going out for opportunities for funding to continue to provide opportunities to help mitigate funding workforce development will be there mental health professionals will be there sheltering you can sleep there in the evenings housing assistance transitional housing to get people off the street and get them into facilities to provide them with a with their own lease showers mailboxes we have kennels that'll be there storage facilities which is vitally important when you're on the street that you want to have your your your things with you in a safe environment and then overall safety and you know we have 25 security guards that are located there and that will continue to be there this is a partnership with our community partners as well this isn't just something the cities is doing in a silo there has been tremendous amount of outreach and there's tremendous amount of you know talk about what we're doing and so i want to commend the city of las vegas leadership of the mayor to move this initiative forward and our city manager a special thank you to kathy thomas for your my goodness ungodly undying commitment to working to end homelessness and every single person that is working currently at the courtyard and also in community services and then core construction i know has been here from the start with us and and their renditions and back and forth to trying to make this the perfect facility and dealing with us and on budget constraints and then all of our service providers are in a community i want to thank them as well because this is a monumental moment for our community and if i could councilman yes really as challenging as this is comprehensively each individual human being caught up in homelessness is different from each other one yes and the amount of energy time effort understanding compassion that our teams have been doing in the city it's so unbelievably comprehensive and yet so indepen individualized and i know at the u.s conference of mayors and probably at the league of cities as well the recognition and the look at las vegas and what's happening and the leadership and how unique we are in las vegas for the things that we pursue i i can't even begin to tell you because being low barrier that's what was wrong before and why we didn't make that inroad that we've done your more teams everything that's out there in the encampments and jerry walker and his teams to keep things sanitized i mean it's so enormous i'm so glad you're taking the time to do this because it's the city really the community i think the community the national community recognizes it and sees it but not necessarily people here and i think it's wonderful thank you so much no no problem you know you can make your own opinions but you can't make up your own facts and the facts remain that the city's commitment and also i want to you know commend every member of this council as well because i don't care where your award is located and you know if you care about people i know this council does and you care about our homeless community so thank you as well to um my colleagues on the council and i don't know if there's any other comments but if not then i'll make a motion for a producer yes if there is great please councilwoman thank you madam mayor and i know that this is a piece of the puzzle and we know that the homeless in our region it takes a regional approach for all of us to tackle it and we're doing a piece of the puzzle and yet we still are trying to hammer away and complete that puzzle so that we could provide and render enough services to give everybody an opportunity um to not have to live in the streets um we just scrutinized you know the spending of the city on another agenda item and i just wanted to know and to also be as equally as transparent where that i understand the 6.5 million that's going to be used with the new market tax credits where's the other 21 almost 21 million coming from in terms of budgeting for the project you want to answer me sure thank you councilwoman again for the record bill lawrence through you mayor to the councilwoman uh these are the sources so uh the bulk of it is from community development block grant you see here the line three line four the last line and uh kathy thomas can correct me if i'm incorrect i believe the bonds 2018 was were backed by cdbg as well so uh nearly all of that 20.8 uh 20.9 million is from community development block grant and that can only be used for community services for low-income persons uh and low-income communities and so that that's the bulk of the source there is medicaid and some additional fund balance but the bulk of it is coming from community on block grant any any more detailed questions i'd i'd pass you to kathy to answer on those sources and then kathy for those of us that aren't as educated because you know this space um like the back of your hand what can you explain what cdbg monies are they come from the federal government correct that is correct community development block grant dollars are formula dollars meaning we get a cut every year based on a federal formula that is agreed to by congress the dollars are administrated by the department of housing and urban development and we get a certain allotment every year the law allows us to bond those dollars and then use our allotment to pay the bonds back and that is how we got the bulk of the capital dollars to do this the entire purpose of cdbg is to reinvest in communities that have seen disinvestment services for the homeless are what they call presumptive eligible i don't have to prove that my homeless guests are eligible for us to spend these dollars the mere fact that they are homeless means that hud says yep they're eligible and we can invest in those kinds of services the bulk of the capital investment comes from cdbg because hud likes to see tangible things that actually add value in a community so we acquired a number of lots that were absolutely vacant blighted lots no one was going to build there because of the perception of the corridor of hope as skid row that's where the homeless services exist and what the city is doing is not only providing a portal for homeless guests to access services regionally we're also changing the look of this particular area that's essentially the back door to our downtown and so rather than having three to four acres of blighted land in an area where no commercial developer would come in the city is now priming the pump so that the back door of our downtown looks as beautiful and as vibrant as the core of our downtown and that's the point of cdbg is to help communities revitalize and to serve underserved people thank you and i appreciate all the work that you guys have been doing to carry out the mission and servicing the homeless i do appreciate that this is a low barrier shelter homeless space where many people have access to where traditional shelters aren't going to receive them and can you just educate us about how many people are visiting the courtyard and during these times of the pandemic indeed on average we have about 380 individuals who stay with us overnight we are doing screenings so we have a healthcare provider there screening for temperatures and symptoms of clove at 19. we have navigators there trying to help everyone connect to the service that's most appropriate for their individual need we probably see six to seven thousand unduplicated cases in a year but on our overnight stage we're hovering right around 350 to 380 individuals thank you so much i look forward to supporting this and seeing it improved because i think that it brings a lot of individuals just that sense of dignity too where you're coming to stay and you're getting your next meal and you're getting your opportunity to shower and clean yourself and i just think that going in this direction is very very much needed and thank you for answering my questions thank you i'd like to add to that i'm having this 20-year window looking at all of this what's happened here is the city has created this and the past councils as well as current as a model for the rest of the county and the rest of the state not combining because we don't want to be the resource for all homeless we want to set a model that can be replicated throughout the county in different places so those who are seeking to get the help can do it and don't have to come into the heart of the city nor create something like in los angeles and if you've been there to skid row there are about 6 000 in that mileage area and created a really problematic condition for the entire city this was to create the model and that's why not to make it enormous and take more acreage in but to be sensitive and compassionate to the people and yet set the model that we can pick up and have the other private nonprofits go out and find the land that hopefully the county is looking to allocate to create a similar model so it's not it's not sharing as much as it is being a model where we have control over it and can develop new things which is recognized as i said by 1800 mayors in this country as an exemplary process that we're under right here to make it a really incredible model that hopefully will be used around the country so every dollar every penny every plan is something that is totally monitored and data driven but yet sensitive to the group with whom we're um helping so it's just really important for us i can't thank thank you thank you and your volunteers as well bless them thank you really exciting thank you okay agenda item 35 discussion for possible action regarding potential candidate attributes and qualifications the review of and selection from various processes for the recruitment of the new city manager including possible authorization to the acting human resources director to execute a contract with an executive search firm not to exceed fifty thousand dollars from the general fund this is in reference to all awards good morning good morning mayor council members for the record vince some more acting director of human resources with the recent announcement of our city manager's retirement this item has me seeking your direction and approval on the recruitment method you would like for human resources to pursue as well as a discussion you would like to have regarding the competencies and the attributes you would like to see in the candidates with regard to the recruitment methods your options include an internal recruitment and this is a process that establishes the candidate pool from city employees only an open competitive recruitment which establishes the candidate pool from both city employees and external candidates and finally you may authorize contracting with an executive search firm to conduct the recruitment an average fee by a search firm for this type of recruitment averages anywhere between 35 thousand to fifty thousand dollars in terms of the duration of the recruitment process the internet i'm sorry i just mean to interrupt you but i don't quite grasp the difference of an open who that reaches how far is that around the country as um to hiring a consultant that does a bigger search i don't see the difference of the pool of candidates that might come of those two choices the pool of candidates that would be um garnered from an open competitive process would be from those individuals that are perusing our website or that would be um the our neogov which is our applicant tracking process where we would have recruitment search engines scrape our postings and individuals such as or individuals that would be perusing the various search engines would be able to see our posting so what you're saying mr zamora is that anybody in the country or even from outside the country could be if as long as they're looking at the search engine could be a candidate that's correct mayor as opposed to and the the other one the bigger one well what would happen with an executive search firm they in turn would also go ahead and post through various means as well as trade magazines and or trade publications where they would be able to search for city manager candidates as well they also have conducted most likely city manager recruitments in the past and they would utilize that database to contact individuals that have applied for various positions across the country or with other public agencies okay thank you okay did you want to continue i please thank you so the last item they had was that in terms of the duration of the recruitment process the internal recruitment and open competitive process would allow for a shorter duration of time to fill the position while if we were to go with an executive search firm that process would be a little probably much longer than the internal or the open competitive process okay so you're open to questions then at that point mayor pro tem anthony thank you mayor um thanks for giving us those options i think we have a lot of talent within the city of las vegas i think we have a very deep bench uh the last time we went through this we we took internal candidates and i think it worked out great we picked a very good city manager scott adams so i i think we would my own feeling is we'd be best served to allow our internal city of las vegas employees to put in for this position and allow you and your folks to go through a vetting process and then allow the city council to pick somebody we don't have to spend fifty thousand dollars um i don't really think we need to do a national search i think we got some great candidates here so um with that mayor i'm i'm going to make a motion that we we follow the internal candidate selection process and allow our staff to go through the process to allow the city council to pick the next city manager from somebody within the city of las vegas okay thank you there's a motion but i know we have questions with your permission that's fine let's start down here with councilwoman seaman thank you madam mayor and in my time on the city council i've really been impressed with the job that our city manager scott adam has done and dealing with the covid pandemic so i want to thank scott for his years of dedicated service and leadership especially during these trying times i wish him a well-deserved retirement given the historic challenges the city of las vegas is currently facing i think it is now more important than ever that the next city manager is someone who is able to hit the ground running someone that not only has experience with how the city operates under good times but under hard times as well so i am going to agree with my colleague i think we can do it internally that would be what i would prefer to do i think we're blessed with individuals already on our team people who could lead from day one so i also can't see spending taxpayer money we don't have on a search so i would also be in favor of getting someone internally thank you very much should we start with councilwoman diaz and then just come this way please thank you madam mayor and i just wanted to clarify vince um i think the council from what i'm hearing is an agreement that we don't necessarily have to enter into contract and and pay the 50 000 to find a new city manager i think that's something that we can all agree on but i think where there might be some conversation is how how difficult is it to extend the opportunity outside and just see who might be looking for a city manager position that's not currently here and i understand that having internal knowledge gives them a leg up because they already know us but how difficult would it be to consider other candidates that are not within the lost city of las vegas pool mayor through you the process would be very very similar with the exception of we would just go ahead and open it for the external candidates as well internal candidates would be able to apply external candidates would also be able to apply we would typically increase the amount of time that we have the position open so that that would really be the only distinction counselor if i might interrupt because that brings another question what is the difference that you would see on on the timeline that would at the at the largest in both ways how much time could one of these two processes take we on the internal search we would most likely have the position posted for uh one to two weeks on the open competitive we would we typically allow for a large a longer period of time so we could most likely have that from two to four weeks depending on the direction that i receive and just to clarify further if in fact you open it there's no estimate that you could gather how many applicants and so if based on what mayor pro tem has suggested obviously hr would then interview or collect or talk to each of the candidates and that could take i mean i'm concerned and absolutely i know that we will all be praising um our wonderful city manager and how he's handled us through this most difficult challenging pandemic and everything he's done to rebuild us the reality is it we want to i think mr adams said his last day is somewhere in mid-november if we had a large applicant to what councilwoman diaz is suggesting and if you had 20 applicants how long is that process i mean can you do it quickly enough so we can have if that's the choice have the new city manager have time before november 14th i'm very concerned of the timeline here i i believe there would be a vast distinction between a number of candidates that would apply internally versus those if we had it open in open competitive because we would receive a number of people who believe that they are qualified for the position my staff would vet every single one of those candidates to assure that they meet the bona fide occupational qualifications for the position and then we would exclude them from the process if they're not qualified and then we would go ahead and to and look at a deeper vetting process to whether they meet the the um the preferences that we have for the um city manager job description and you had shared with me when we spoke before which i'm not sure but they probably are more astute than i that if in fact we have the open filing opportunity anybody whose name comes in as part of the public record and if they're currently employed current boss will know they're applying for this job correct that there could be a public records um request made for for that information so that is something for anybody to think of that's out there if it's the choice of the council to go for an up open filing if they're currently employed and don't want to let that known to put their own job in jeopardy that does happen in this open filing correct that is correct okay so are you are you okay thank you councilman knutson madam mayor thank you and uh mr zamora thanks for all you do for the city so i would just reiterate what i mentioned in briefings my hope is is that we number one i don't believe we need an executive search firm i don't think we need to spend money i think we have an excellent candidate pool internally i do think it'd be interesting to open it up for for a week or two weeks to see which who who applies from around the country or within the state of nevada just to get a sense for the appetite to work in the city of las vegas my other two requests is i would very much like to survey city employees to find out what qualities they're looking for in their city manager and then given the qualities that the council has already expressed through survey and through interviews and the qualities of express through city employees i'd love to be able to see that put into a an essay form so that candidates have the ability to put down in writing what they see the future of the city of las vegas and how they how they meet those expectations of council land and staff that would help me make a decision i like to read stuff before we go into any interview process and so if we include in the process an opportunity for people to put in thoughts their feelings about the future of las vegas and how they can contribute to it and how they meet expectations of council and staff i think that would be great information for the council to consider those are my comments thank you mayor thank you thank you and listening to councilman knudsen and hearing that process how much because i'm just concerned about when our city manager is no longer here that timeline with the suggestions that councilman knutson just made on a good size how much can that be telescope to accomplish what he's just suggested we've already started a process of inventory and cataloging what the priorities are important for you and so we would be able to go ahead and provide you with that that feedback condensed and let you know what your collective priorities are yes ma'am of the entire board of the entire council and we would be able to provide you that report very shortly some individuals of the council responded electronically others have responded manually so we would just take the manual responses include them in the overall responses and we would have that turned around within hours and how about unless i misinterpreted what you were suggesting that the employees be included in a questionnaire of what values they see and then to the request for candidates than to write up a plan basically what do you see those things as taking time-wise we have a very talented group of individuals in the employment services division and they would be able to get on that immediately as a matter of fact they're probably listening and watching and already getting started on something like that so i would say within the next couple of business days most likely would be able to have that ruled out to employees to perform to havoc to complete a survey okay thank you okay counseling please thank you madam mayor um so as i listen to all of my colleagues and their concerns i'm going to um i'm going to support the mayor pro tems motion okay thank you and then just councilman career you're okay okay so let's then move ahead um there's emotion on the floor as long as there are no more comments or questions here and the motion is would you repeat your motion i'm sorry the motion is to do a search for the next city manager internally within the city of las vegas and direct our staff to go through a process to allow the city council to pick that person and i think uh councilman knutson's suggestion about getting city employee input on next city suggestion so you can turn them around get from the employees i'm sure you mean comprehensively or restrictedly i believe madam mayor in our conversations with mr zamora a survey to employees could be electronic and relatively simple to administer and collect data and then report back to the council the the essays is another important consideration that might take a little bit more time but i think it'll be very helpful in our final deliberations okay well that can be in questions too as you get down to the candidates but i think councilman anthony included your polling as part of it so the for possible action regarding a resolution approving and ratifying actions authorized by the city manager regarding the waiver monthly rental fees for various tenants of city facilities the establishment of a housing assistance program in the construction of a temporary outdoor dining pavilion day center this is in the corridor of hope six million one hundred thousand cares act special fund all awards and so i guess that's part of what we were talking about before so more specifically to you now please good morning madam mayor members of city council scott adams city manager um this is a resolution of proving and ratifying actions authorized by the city manager regarding the waiver of monthly rental fees for various tenants of city facilities the establishment of a housing assistance program and the construction of a temporary outdoor dining pavilion and day center in the corridor of hope and like i've done in prior resolutions like this where i've i've had to get ahead a little bit of the council using emergency action i'm going to read this entire statement that's been prepared by the attorneys so that we clearly get everything out on the record that that this resolution is approving as the public is well aware from three previous resolutions passed unanimously by this council during the ongoing coven 19 pandemic every department and office of this city government is working diligently to alleviate the burdens faced by las vegas residents visitors and businesses while also maintaining first and foremost public health and safety to that end and at my direction multiple departments have taken additional administrative actions to assist individuals and local businesses through las vegas the city and city council have already publicized most of these efforts but i now come before the city council with a resolution to ratify and authorize the following actions first i waiver of monthly rental fees the department of parks and recreation and the department of operations and maintenance waived monthly rental payments of six tenants of city facilities for specified months between march and august because those tenants could not operate because of closures associated with the coven 19 pandemic the tenants operated at city facilities and parks including ed fountain park lorenzi park the stupak community center and all-american park under the category of housing assistance program this program administered by the office of community services provides assistance to city residents who are in danger of becoming homeless due to their inability to pay monthly mortgage or rent because of a financial hardship associated with the coven 19 pandemic assistance is up to three months of mortgage or rent payments and may be applied to past due amounts the housing assistance program launched on july 1 is funded with four million dollars in cares funds under the category of outdoor dining pavilion and day center this project is a joint effort between the city and catholic charities of southern nevada to provide safety and dignity to homeless and low-income community members during the coven 19 pandemic because of the pandemic catholic charities closed its dining facility in march 17 but has continued to supply community members with to-go meals the outdoor dining pavilion and day center is a temporary tinted structure that will provide 280 seats and tables to allow for relief from the heat while community members eat a sit down meal the outdoor pavilion will also provide a day center to protect community members during extreme weather conditions it will include social distancing portable hand washing stations portable restrooms security and additional sanitization the outdoor pavilion will be located on the current parking lot of the catholic charities campus adjacent to four master lane to allow for convenient and joint access for individuals from both catholic charities and the courtyard homeless resource center the art door dining pavilion and day center is funded with 2.1 million dollars in cares fund and on that latter one you approve that today and your action on the consent agenda and i i should have pointed out at the time that that particular facility is actually directly across four master lane from where our courtyard is so that'll be a partnership between the city and catholic charities in terms of use of that outdoor pavilion so with uh with this statement being made i uh respectfully request your approval of the resolution and any questions uh councilman no your lights on any questions uh councilman career please no no matt america just a statement i just want to reiterate once again uh the fact that here is another opportunity the city of las vegas is working with our partners to help mitigate homelessness and to provide for our homeless persons and i think it's fantastic we are putting dollars towards a very very good use and very utilized use and and so uh i want to thank this you know you again the city manager kathy thomas and the team and also for the entire board this is important stuff that we're doing and i hope people recognize this thank you and with previous reviews of the special use permit and the special use permit is u002801 which required that bird deterrent devices be installed as the structural pole is currently visibly stained with bird droppings and no deterrent device has been installed at this time further the current off-premise sign is incompatible with recent mixed-use developments within the 18b las vegas arts district and the future visual form envisioned for this area and the right-of-way improvements along las vegas boulevard staff recommends denial with conditions requiring another three-year review if this review is additional concern was expressed by councilwoman diaz concerning the review time so we've revised condition three to read as follows we've added some language to it the special use permit shall be reviewed in three years at which time the city council may require the off-premise sign to be removed semi-colon or as determined by the director of planning to be heard at an earlier date as a result of conditions in the surrounding area having changed to such a manner that it would warrant the removal of the off-premise sign that's the additional language and the condition goes on to read the applicant shall be responsible for notification costs of the review failure to pay the city for these costs may result in a requirement that the off-premise sign be removed thank you very much any everything out with the public works as well as planning so everything is good to go as far as i know they came back with some conditions we have to relocate uh move their layout about 15 feet back so everything is good wonderful um we'll turn it over to you mr summerfield please madam mayor members of council so the the commercial use is appropriate on the subject site and the proposed development however as designed as evidenced by the waivers from a planning perspective is incompatible and not harmonious with the surrounding land use development i will acknowledge and for the record the applicant has worked very closely with public works on the traffic study concerns they have modified the site plan to accommodate dual cueing so that they will not have a backup on to the charleston or any of the other secondary roadways the overall development is over parked so the impacts to parking are not an issue it's the building orientation to be honest a double um a double drive through right there at the corner of charleston is not ideal in addition to the building not being oriented to the corner from a planning perspective for those reasons staff has recommended denial but i do want to acknowledge that the applicant has worked very closely with public works and planning to address some of the concerns that have previously been raised in both the planning commission public hearing and the previous council public hearing thank you and there would be nothing additional from planning nothing additional that hasn't already been addressed through the amendments that i'm recognize it's a big parking lot with nobody ever there so i think this is an excellent use of space and that corner i think desperately needs development so i would be in support and would motion for approval thank you could you um could you show us or maybe uh mr summerfield or our developer here how does one get in to the property from charleston if you could just point to it on the map what's the entry and then what is the entry if one is going north up valleyville how do you get in there so madam mayor so they're not creating any new curb cuts so they're entering the commercial the commercial center so i believe the primary entrance off of charleston is on the ov what you're seeing on the screen it would be somewhere in the area of under the l and s i believe in the word charleston on the label and then they have i believe one or two entrances to the property that are off of valley view as well and then they'll use internal access roads to access the new um coffee shop coffee shop i believe it is where was the one off of valley view if you could move the arrow whoever was in control of the arrow going north on valley view which is the curved road where's uh wonderful i'm going to ask mr anderson to jump in there because i'm not as familiar with where those curb cuts are for the whole development can you turn your mic on please thank you bart anderson public works the driveway is roughly if you can see where it says c1 on the uh the overall parcel and you look to the left and a little south and you'll see kind of the line that segregates that area it's in that area where the driveway is and so they would get in there and they go up through the internal uh parking lot area and access the facility that way okay thank you and what is the plan um for construction when might we see this begin to happen immediately as soon as we get our permits madam mayor i can also add if you look at the buildings around there where the clicker is right near the arrow is right now that's a facility that's leased by the state of nevada so there's a series of services for infants to three years old and so there's a lot of state employees in there and then directly across the street on valley view that's where medicaid is so there's a lot of state-of-the-state employees in there and i think i believe we talked about a donut shop i think it's a perfect able to actually come to his office and discuss some of the questions that he had i do plan on doing that sometime soon i am going to leave it up to uh mr bunches to explain the perform services that they'll be uh providing at the facility did you get uh his name okay i mean the spelling everything thank you okay hope you're better we have good doctors they put you back together i'm sorry i hope you're well and that our good doctors put you back together thank you yeah it's uh it's a process i'm getting there um i just went to the dentist yesterday so i'm gonna get my teeth after facial to do is we're looking to extend inpatient services at this location uh for a lot of individuals within the community so one of the biggest issues that you do have is sometimes that your inpatient services are full to capacity within the hospitals and in this particular area there isn't much inpatient uh present you have a lot of outpatient services but the inpatient so we want to be able to offer those services to a lot of the individuals within the community wonderful and so um well first let me this is a public hearing is there anyone who wishes to speak on either of these items and do stated i know my office was in contact with you guys a number of times asking you guys to come and explain what this project was all about and that has yet to happen and so that's unfortunate because one i really have no clue of what this project really is and if it's strictly based off the transition of housing you would have heard me say which i've said from day one that our ward has doesn't need any more social services in our ward our award over the course of decades has been housed with all the social services dealing with housing uh most of the housing authority facilities out of there if you look at salvation army if you look at catholic charities for the rescue mission we're all there and everybody wants to come into our ward and continue to provide services because they feel as though this is where our you know this is where the need is they say and i say that the need is there because we keep bringing social services into our ward and that's where people are coming to receive their services and so that in turn doesn't build up our community and so we have enough and we have a lot of social services in our ward and we don't need any more and you aren't the first person to come into the war to try to bring more social services into it and i haven't been in support of it if you look at that site it is a commercial site we're putting right there a new terrible herb is coming right there that was the old assalero uh site that was there for for a daycare for children uh that's there it's commercial up and down the corridor across the street well across the street there's a church that's there but you know we're building up a commercial corridor and it's not a proper facility to bring in transitional housing so if i was going to vote on this today which you're here today then i would i am not going to support this so it's not necessarily transitional housing is for inpatient services so inpatient uh psychiatric services where whether individual is struggling with mental illness uh addiction so those services to treat them inpatient because you have a lot of your hospitals that are overwhelmed a lot of times so they're flooded out a lot so to add those type of services for the individuals right and that kind of reiterates my statement of the fact that we we have a lot of transitional housing i mean a lot of social services in our ward okay it's just that simple right okay and and i think that uh there's a great use for that building and that facility and i would love to see something like that but i mean we continue to bring in it seems like everybody says well let's come over to the west side and do social services right we we we just can't continue to to do it and another thing too if this is what you do there is a need throughout this entire community for that type of services it's just we we just have enough that we have more than enough in that community and i would love to work with you to figure out maybe you know what's a what's a great spot how can we work together and if you have that build in then let's work together to figure out what's a great you know avenue for that because i don't want to see that building sit empty either you know i want to see that building prospering what's going on and maybe if you come in and we can sit down with you and talk about the 100 plan which is what we've been working on an action plan that might spark some interest within you to say you know what this is some good stuff that's going on okay let me figure out how we can you know maximize on this council later yes i ask you on and and obviously mr summerfield rather than deny them because obviously you've offered approval can they either strike it so they can come back and every time make an appointment with you to protect them and to the process or give them you know obey it for a month or something whatever but just to give them the benefit of opportunity rather than a negative denial yeah so madam mayor so your your options through you to the councilman the options would be um the simplest is the obeyance and but that's to a date certain so if there's any concern that trying to hit a certain target date for a discussion with the councilman may be difficult then the next option would be to table that keeps the applications live no additional fees none of that if it is tabled i apologize there is the additional fee that we do need to do a re-notification so there's a renotification fee for when the item comes back off of the table as it were a strike would allow them to pull the apple or a strike would be a technical you could allow them to withdraw the applications without prejudice which would not prohibit the property from coming forward with a similar zoning request or a similar variance in the future withdrawal without or with prejudice would preclude them from submitting for another year a denial would keep them from being able to submit for another year and a strike is usually because there's a technical issue there's no real technical issue so if you wanted them to go back in rethink and then come back with a completely new idea that would be a withdrawal without prejudice um if you wanted to keep these applications on the table or on um on the agenda that would be an advance or a table but that also means that they come back exactly as they are now if there's any conversation about them changing particularly if the zone change would change to something other than c1 that would actually become a new application packet that would have to go back through planning commission hope that helps that does help somewhat if i could councilman uh councilwoman fiori wanted to make their question please thank you councilman and um as councilman carrera stated he has denied several times with social justices in his ward i disagree um and i think with all social justices places that need that need everything that you are offering i support you however he makes the motion and so if you can meet with all of the council members individually to let us kind of know what you need to do i know in ward 5 we have a lot of opportunity zones that's why the need is greater and the business works there i'm in the northwest ward 6. as he denies things like this i've offered ward 6 to come and look at my ward and and we'll help you but i would definitely encourage you to talk with all the council members individually these are services that we need i would hate to see you not go forward because a council person doesn't want it in their ward because they think they have enough you know this type of of stuff so again i support you and i welcome you to my award thank you thank you and i think that was great poor mr punches here um i i actually owned the building at 12 16 13 10 west owns and uh councilman career had mentioned there's a terrible herb's coming right there on the corner the lot in between the turtle the proposed site for terrible herbs and my building is this is zones d1 and i actually own that as well i understand the various um items you guys have proposed um i i would just wish that regardless if mr punches gonna occupy it or not that we can actually get this building rezoned now i've owned it for four years as mr townsend career mentioned assalero was the previous tenant and when they moved out the building was vandalized so it's been sitting as is um with for the construction needed for a period of over a year so it's it's been very difficult for me to find a tenant and also i keep security on premise which cost me money as well to prevent any further vandalism so i guess you know whatever resolution we could have you know i'd i'd appreciate some sort of um closure to it if i may councilman just one last thing obviously we're hearing two different things one's a service that sounds like it's much accreditation our overall community so as you proceed with what you're looking to do elsewhere there may be appetite elsewhere yes and so that's that piece but you're owner of the property and so the fact that you had been in the accident sounds to me like you need to your building's there and so you're the one that really needs to be working with councilman career as to what happens that building its use and whatever zoning it is so you look at them both differently yeah but one of the challenges is that i don't know what you're going to do there and i don't think anybody as council knows what you're going to do there in my four years i don't i haven't supported just giving a blind um commercial zoning to something without having a site development plan of what you plan to do and having an understanding what because if you get this zoning let's say you get this c1 zoning that opens up to a lot of different avenues of things you can do and and it's too broad to just give a blanket zoning on something that i don't know what's going to go there that means you can come back and put anything there and that wouldn't be right for the community i need to understand exactly what you what you plan to do i mean i thought it was a transitional housing facility he's saying it's not um and this is not the time to place to work that out the time and place to work it out is before you get here and and then to understand exactly what it is that you are looking to do okay well i understand and i'll save the conversation for a meeting or something but obviously from a strategic standpoint if there is a terrible herbs in the corner and i own the vacant lot and i own the building it seemed like it'd be conducive to do something in the commercial zoning that would complement the gas station i understand that i'm not saying that was not the case but i don't know what that is you know you just can't come to the council and sit back and say give me c one zoney because so could i make a suggestion to you because this obviously is a meeting my feeling is we don't want to penalize you financially and we've heard from mr summerfield what are the various things you could allow him to do so he can have his conversation with you discuss it you talk all the things that you need to and mr funches here has a whole different suggestion here so how do you separate them but obviously they need or each needs to meet with you i think to do it right even if we baited for 30 days it's not going to give you enough time to properly come and present what it is that you're looking to do because you know you need to really map it out and then depending on what you're going to do is going to depend upon the site itself right there might be other variances could be parking variances it could be setbacks it could be something and so if you'd like we can table this and keep it the way it is and have a conversation discuss and give you time and then we can always bring it back if we decide to go if you decide to go with this c1 zoning then we can bring that back and continue the application if you decide to go with something else and i don't know what that zoning may be you would have to refile and re-notice to a different whatever the zoning might be for that so does that tabling does he have to come up with any more money once it's brought back so again if the application is tabled because we have to it's a public hearing so we have to notify the notification radius requirements um that the when that new hearing is there will be a new notification fee of five hundred dollars five five hundred dollars because we'll have to send out the postcards to all the properties within the radius we'll have to update the physical signs that are posted on the property of the new hearing date so if the item is tabled there is a re-notification fee if it's obeyed that's to a date certain but what that means is if they haven't met with the councilman in that time we're having the same discussion draw without prejudice withdrawal without prejudice though actually means that he has all new application fees madam mayor can't we just waive it can't we waive the fee you cannot by code only the city manager can weigh fees and he can only waive fees for other regional governments that are some have to submit land use applications within the cities i would love to be able to just get him in with councilman career and not have so to the councilman's point i think that the councilman was maybe headed that direction with a longer abandons period so if it's a a ban still say the first meeting in september which i believe and i'll look at the clerk is september third second i'm sorry second yes so if we abated september 2nd that would give 45 days-ish for the applicant to make arrangements with the councilman have the necessary conversations to think through what maybe other options might be before the item would come back that does not carry any additional city processing cost that just is we would see them back in september anything else does and potentially incur costs we can do that why don't we just obey it for 60 days and then we'll have a chance to until two meetings and talk and then you can go from there yeah so that would put it on the september 2nd meeting if that's agreeable to everyone that should provide enough time to coordinate a meeting between the councilman the property owner possibly the councilman the property owner and the potential renter of the property to have those discussions about how the property may be used and how that impacts the zoning request does that work i don't think i have an option madam mayor you really don't have an option but i again i implore you to meet with each and every one of us to give us your stories right because you win with four votes so start talking to us all right well i would definitely like to have a sit down as well great definitely of assistance but this is i think this is a wonderful resolution so that as long as everybody's in town and can meet councilman career that um they would have worked about time so madam mayor to the councilman's point and to um councilwoman fiore's request that the applicant meet with everyone is 45 days enough because seven schedules are much more difficult to coordinate than just one office's schedule so the the 60-day advance actually may be more prudent but i would leave that for you all to discuss yes you said 60 i bit and my family has seen trucks stolen from the property numerous times during my renovations of the property i had all the wiring stripped from the building so we did make changes to it to try and protect our property there at the at this facility we do have the storage containers there zoning had looked at it and had approved the containers there because they're not visible from the street our property sets lower than the properties around it all the properties came in afterwards it was all desert before and they were raised so where it's high on our side it's not high on their side i did put up the barbed wire like i said to try and secure our property i pulled crime reports and in a two-month period they had over 600 crimes in that area we were surprised by the zoning change my my family as i said had had it for 47 years and always had a pool company there with the passing of my mother and then my stepfather and their lapse in licensing it reverted to the residential with that surprise in the zoning change i reached out to councilman career who has been very instrumental in helping us his and his office of helping me step through everything that needed to be done to try and move forward so i wanted to thank him for all of his efforts and his time that he has put into this and coming and even seeing our facility thank you any other comments you wish to add no okay thank i'm sure is aware we are nearing completion on the new tower of the downtown grand adding 500 keys to the property and will be just under 1100 keys when we finish uh in august of next month we're looking at an opening in september so we're very excited about that um i will councilman career i wanted to my name is brad aaronson with cim i wanted to first start directly to you express our apologies for being remiss and scheduling a meeting with your office to go through this item this is for the downtown grand we're getting ready to finish construction of the new tower they're finishing up in august and opening in september this is hopefully a minor item and you can see on the screen i have some visuals here um what we are requesting is a zero variance for a sign on stewart avenue this is a sign that was originally on the property it's a valet directional sign the staff report is actually incorrect it articulates that we are increasing the size of that sign we are not proposing to increase the size of the sign we're proposing to utilize the existing sign that was there that you can see originally in that location but we're asking that we be allowed to have a zero foot setback from the property line in order to ensure that we vehicular traffic heading east on stuart has appropriate visibility to that sign so as you can see in the graphics here that i have with that zero foot setback it allows for the sign itself to be visible from the public right-of-way both eastbound as well as westbound we did look to see if we could push the the sign back and abide by the five foot setback requirement and when we do so what you can see is that the sign is actually not visible at all so as a result of some of the structure and our existing loading dock wall that's back there that sign then doesn't become visible from the east and then looking west you can see that it's blocked by the column of the new tower there so that's the reason why we are requesting the the zero foot setback that makes sense it doesn't make sense this is a public well no mr summerfield so madam mayor the an alternative designer location for the proposed sign would allow for conformance with title 19 setback requirements in view of the absence of a hardship imposed by the site it is concluded that the hardship is preferential and neighbor nature and staff has recommended denial of the variants and therefore the associated master sign plan for the record i want to be clear the sign when we say that the sign is increasing in size that should have been increasing in height the the requested sign will be now higher than the previously approved sign so the deviation there from the previous approval is not necessarily the circumference of the sign but they are requesting to place that sign higher than the previous sign was approved thank you fact that's correct um and the reason for the increase in the height is when it does get close to the sidewalk we hate to feel that way because we love las vegas we come from california i retired two years ago from the department of water and power um my wife's dream house my retirement all so we try to be good neighbors all the way around we well i we'd eat where the city doesn't get um in our ward i usually take care of that uh the corner of montessori and del ray i used to take care of that corner myself the four years we've been there long story short like i said we got the permit we built the building the inspector said they might need a variance okay we applied for the variance we came up before the panel the panel got an online letter from the neighbor we spoke about and without them going out to inspect or to see or to see if what he said was credible the board just shot us down i mean the guy talked real nasty to me i thought it was disrespectful but sign of the time we we've been in contact with mr news councilman newson's office we explained the situation to him we went out we found multiple multiple structures that were way closer than ours are and i guess they were granted the the variance we just want to be normal we just want to be normal we don't want to start nothing but from what the gentleman said about us that we built our existing garage next to his 300 and some pound propane tank so i guess the planning commission said we're not going to look at it anyway we're going to go off what this guy says well this is one of the worst to us from the neighbors no one really that's another whole story let's stick with what we're talking about anyway that brought up a concern to us well you have a 300 pound propane tank one foot away from our wall which is our wall our house was built in 77 and his was completed in 79 so it's offense actually but we share it as a neighbor i would like to show you the propane tank if i can my wife would talk but she's a little nervous in public so don't be we're fine just if you could put the yeah that we can see everything you put there guys i don't know if you guys can yes we can as long as it's right there sort of i don't know if you guys can see that this big tank yes well it's just one foot away from our wall and we have no idea and we and i'm glad that he was such which is your property on that picture this is all wall right this is our property and this is his tank in this yard fire hazard okay all the way we glad that he said this negative about us because we found out it was a problem we called code enforcement and we talked to the supervisor mccoy eric mccoy and he sent uh officer gonzalez out and they did an assessment well this tank should be a minimum of 10 foot away from this wall and further if it's any openings due to the codes of las vegas nevada now if this what the planning commission based their decisions off of we think we need to get a little more up to date with the way we do things in las vegas one day i might run for planning our city council myself being being who i am and what i know about city so if you're in ward 1 then your opponent's right there and you're asking for an affirmative ruling that is not a good thought well i'm not i wouldn't run against brian anyway but i will be here for he could be here for 12 years you know and and i think he'll be a good candidate as well as well as mr cool but what we're asking for uh is this our variance so we can complete our garage i'm a classic car um owner on six classic vehicles and as soon as i get them in a place to be safe you know i would if y'all need me for a parade or something okay just saying you know i'll montessori street 89117 they list their phone number and they say thank you that's it thank you and i'll close public hearing and we'll turn this over to councilman knudsen thank you madam mayor and mr and ms watkins thanks very much for the presentation i know it's not a super fun experience to come and do this uh now your second time so i appreciate you taking the time and energy um and if you are going to run against me you should do it after the vote just for future totally fine if you do but after um there are people in the neighborhood that are opposed they're people who are supported my who support the the structure the structure is what's up for debate at this particular time and for future reference i i don't want to be involved in the neighborhood disputes and so to the extent that you're able to make friends with your neighbors i think that's going to be in your best interest the the neighbor in question with the propane tank did make a request and if you're able to reach out to them i realize there's a lot going on in their neighborhood if i can help facilitate i'm happy to but to the extent we're able to make friends it makes the whole process a lot easier with that in mind i would motion for approval thank you we we also tried to resolve this issue with uh mr greg um but it just seemed like it got bad it got worse and worse we we talked to the neighborhood justice center to try to resolve it he refused to work with them you're a winner he voted to approve it stop while you're ahead hasn't your wife taught you that yet come on woman yes thank you guys all right wait and we have one more vote to get so then you can see up there okay and postly there you go so thank you good luck to you all right thank you guys always stop when you're ahead and remember he'd like to have 12 years maybe okay thanks thank you guys thank you okay let's move on to agenda item 62. uh report ah by francis julian deputy chief executive director director of the regional transportation commission of southern nevada rtc regarding an overview of the proposed changes to the r tc transit service hi good morning hi oh and mike jansen you slipped in we got a few minutes left of uh morning mayor but good morning mayor goodman member city council mike jansen public works director and i have with me today on my right francis julian for the record mayor goodman members of city council you know our public transit system has not been immune to the impacts of our pandemic ridership has been down and with that ridership becomes a reduction in revenue and so as we do all the time we work very closely with our partners at the rtc and we met we met earlier this year with francis to understand what was coming this way and what's coming are some reductions in transit service and um this report that you'll be hearing today from francis is going to outline some of the transit features uh in city limits uh the impacts are community-wide all of southern nevada is going to see some impacts but we'll be walking you through today francis's presentation on those transit facilities that are going to have some changes within the city and so with that i just would like to say that as i turn it over to francis francis has been a terrific partner in the city of las vegas for many years um and we're happy to have him at rtc uh most recently and with that i'm going to turn it over to francis thank you mike well good morning mayor good morning council members so yeah we'll just like mike mentioned we'll go through a brief presentation about our financial situation at the rtc and some of the proposals that we have unfortunately for transit cuts due to our financial situation so even before the pandemic at the rtc we were facing a structural deficit we were looking for the fiscal year 2020 which just which just ended uh last month at a six million dollar loss and we were looking at a 20 million dollar loss for this fiscal year obviously like all transit agencies and all government entities throughout the country with kovid hitting we actually ended up the the year with a 24 million dollar deficit and we're looking uh we were looking at 102 million dollar for this current fiscal year within the rtc we actually worked tired territoriously to makes a lot of changes i'll go through them but we were actually able to to lower 40 millions with internal cuts so our future deficit or deficit for this year is now at 63 million which is still not an envious position so what did we do to to start saving some some funds we stopped some capital project we suspended and cut certain contracts we have a hiring freeze right now management all the management salaries were were cut up to five percent we just negotiated and signed our new collective bargaining agreement and all our employees are they are getting salary cuts as well we laid off or furloughed up to 15 of our workforce right now and now we're here before you as a public outreach to explain what transit service cuts we need to do to maintain service so once again the projected deficit uh with the cuts that we made uh were 24 million there in front of you but there was a good thing we did have cares act money for transit and the karzak money in transit can be spent over multiple years so when we look at the situation keras act will actually help us this year to stabilize but we still show for next year that we have our structural imbalance and we'll obviously need to go and get new funding sources but we do have an immediate need to make some changes so what are those changes so we are actually proposing there's three buckets we are proposing to completely eliminate uh four routes so the 207 i'll go in detail the 207 209 the sdx and the wax we are proposing adjustments on the 104 the cx the deuce the hgx and the sahara route and we are proposing a frequency decrease on our line 122 which services henderson so right now we're actually in our public comment period of 60 days so we're doing outreach which uh like this one is we've actually met consider concerned constituents and we're going to take comments until august 28 of this year what are the goals and objectives it's to educate so put it really simply show what the situation of the rtc is and explain clearly what those changes will be listen to what the community has to say and learn try to maybe adapt and and take some of the the good ideas that we're getting from the community uh our goal is actually to have an outreach on those routes to a hundred percent of that previous ridership uh to reach writers and non-writers and up to 25 percent of our pre-kovid ridership in terms in terms of number so far there's 2700 um surveys that were filled by the community that we're looking at so what we're doing we're actually doing internal communication internal communication is with our contractors and the ones that are directly working with the rtc to explain the changes we've briefed a lot of you here on the on the board and other elected officials we're doing community engagement public relations and marketing and social media marketing as well so for those impacted route we're actually doing door-to-door mailers we're really doing personalized uh in-person uh outreach to to make sure that we're reaching as many impacted customers as possible and explain the alternatives so what are the details i'll just go through the routes affecting the city of las vegas first of all all those changes were made where we had duplication of service so all the routes that we're proposing to either eliminate or change there is another transit alternative and that's we thought it was the most delicate way in proceeding to those changes and have the least impact on our community the first one is actually something that would would have happened uh with or without kovit it's just our valley view route which is the 104. with the new opening of a bridge at the armon intersection it's just natural to have that route down uh valley view but we're still sending postcards door hangers to the constituents that will be impacted because it's it's a half a mile there's a half a mile change for those who used to be uh taking the vehicle the the bus on arville uh 207 which is alton stewart we're proposing discontinuing that route uh this is a legacy route of our system our system is composed of one mile grid and this route is actually half a mile from either uh charleston's or uh bonanza uh we do understand that it's an important route uh and we're proposing to have a silver star uh route so basically a route that would run four days a week to service the needs of those citizens 209 is basically the same issue it's the vegas owen route so it has lake mead that is really close by that really has high frequency service and we would as well have what we call silver star routes where three to four days a week we would actually give service to those residents but once again just to mention those two routes would put those citizens at the same level playing field as any other person in in the city where the the distance to a bus route in between bus routes would be at one mile the sdx the strip and downtown express we're proposing it actually has not been running since the the start of the pandemic uh and we do think with the deuce we can actually supplement that service obviously the big question was the the premium outlets but we would have a shuttle that would actually go exactly on the path where the sdx would was operating and connecting with the deuce and the bonneville transit center the wax and the cx is actually probably good news these were really too low productivity routes there were expresses but right now what we did we actually combined boat route uh with all the the most popular stops of each and every route so we'll really really have a real express from centennial down to the bonneville transit system then jump back on the highway stop at unlv and the last stop will be at both terminals at the airport making it really a through express which we believe will actually increase ridership whoops how often is that route running right now they're suspended so we're uh we're actually uh once if we can go ahead and merge those routes it would uh run each hour each hour thank you so what what do we do as public meetings uh we'll do actually youtube live uh starting next week we'll be with the transpo transportation advisory committee uh the next day in person meeting at the bonneville transit center and i've already been meeting with a lot of constituents privately to explain the changes our timeline once again the outreach that we're doing started on june 29th and ends on august 28th we will seek board approval from the rtc board on september 10th and the service change could start as soon as october 4th or 11th and that concludes my presentation i'm more than happy to take questions uh if i could just uh thank you mr jillian aside from the employment change of drivers and maintenance and everything is that taking into consideration distance separation as these buses do operate so you're having to reduce the number we actually increase the number so just this week we used to be running on a sunday schedule since the pandemic started so we had 50 of our ridership disappeared and since this monday we actually are running on a saturday schedule which is about only uh 10 lower than our weekday service uh exactly for what you mentioned to make sure that we have social distancing so we know down the road even with the routes that we have we'll have extra costs just because we can't have 100 people 100 or 100 customers inside a vehicle uh right now wow wow it's just it is amazing i mean the hardships that we're all suffering and the people who are out of work it's beyond tragic and just knowing it and i'm sure just in the past but the independent lift uber and other types of service that impacted the service to begin with and then to be shut down and have this on top of it is just unbelievable it is so questions from council yes please um councilwoman did you let's start with you yeah thank you madam mayor i just want to thank the rtc because i know that right now are very challenging times to stay connected with the community but you guys are so receptive you're trying different avenues for public engagement and input and i know that even we facilitated a meeting between a constituent of ours and your staff and i want to laud you and applaud you for making sure that people who do rely on public transportation as their main avenue to get around town whether it be for their supermarket grocery shopping or medical visits that they get all of their answers from the rtc during these times when we're going to change the dynamic of how how we operate and what we offer but hopefully still being able to meet all of them in the middle and ensure that they can lead independent lives so i appreciate you guys well thank you so much and i have eileen pastor with me here and that works with angela castro their team did an amazing job on the outreach thank you thank you councilman madam mayor thank you and thank you for the presentation i've been working in the community for almost a decade now and one of the biggest challenges our communities of in poverty face is transportation transportation to health care transportation to education transportation to food and so i i recognize and understand the challenges currently faced by the rtc in transit given the covet pandemic but a lot of the challenges were also there before covid with uber and lyft what i haven't seen is the future of transit in southern nevada and what funding opportunities are going to be explored because i believe your funding model is going to have to change but i still don't understand what that's going to look like in the future and i'm not expecting an answer now but i think it's one of the biggest challenges that our entire valley is going to be struggling with is what is the future of public transportation and i if you want to talk about it great um but that's what i would expect in future presentations is to think forward about what funding public transportation looks like perfect yeah we would be glad to give a presentation in the future but yeah that's probably the thing that's we we're working the most on is securing future funding because we know right now uh that it's not sustainable and we understand the needs i mean the needs right now out we should be expanding the transit system system there's there's needs everywhere in the valley and now we're contracting it so it's totally opposite to what we should be doing thank you and i know from around the country every single community is facing this same challenge already put upon by the independent lifters out there and that was a challenge to readjust and we were exemplary with the strip being the top in the country the number one in the country and so knowing what that future and how it's going to happen you know just as we go backwards in so many things the horse may come back you know i'm not opposed to that so francis you've just been spectacular and his reputation precedes him being with the rtc we're so thrilled you're there but you brought us that first little automat vehicle that ran in no the truck ran got the band-aid yes the yeah and so uh how um technology figures into the future as well and uh but you've done we're so lucky that you joined the rtc and i know your reputation with keolis has been beyond exemplary so we're proud you're part of our community permanently i am so proud of you part of it human being which to us is the most important thing and so thank you thank you for your report any other comments questions thank you thank you so much good afternoon take care stay well take care thank you mike as always the best all right so now 63 report from dr lisa morris hibler chief community service officer on the progress of the mayor's fund for las vegas life which provides a vehicle for corporate and philanthropic partners to support innovative programs that improve the quality of life for all las vegas residents and so here she is good morning actually it's afternoon we have slipped in the afternoon good afternoon lisa morris hibbler chief community services officer city manager's office um you know i stood before you in october i had real high hopes for 2020 and now we want to throw the book at 2020 but that's okay because today i want to provide a recap on the highlights of the mayor's fund and the successes that we've had and then also talk about where we're headed next as you know the programs and initiatives in the mayor's fund are aligned with the city council priorities they leverage community resources and they produce measurable results and it also creates an opportunity for public-private partnerships as well as donations of cash in-kind goods and then services the mayor's fund is guided by a diverse group of community and business leaders who serve as members of the mayor's fund advisory committee member many of our advisory committee members have been very instrumental in helping us secure donations both they and their companies um that they represent have made donations and many have actively participated in advancing programs and initiatives supported by the fund and you are aware that the nevada community foundation serves as the fiscal agent receiving all private donations and then also helping us to facilitate administrative functions related to those donations since october 2019 the mayor's fund received 1.1 million dollars in cash and 1.3 million in goods and services for a total of 2.4 million dollars in donations our total uh year one in year two to date is 6.9 million you see the breakdown there two million cash 4.9 million in goods and services and i think it's always important to say that as we get those donations in that gives our city department stretch and leverage to provide greater programs and services to our community in the areas of livability i'm just going to go real quick through some of the work that we've done the mayor's fund helps support youth programs last year it underwrote the fees for 200 youth to participate in basketball flag football street hockey and soccer we had major public art projects in the historic west las vegas area that was launched with heavy involvement and inspiration from our advisory committee member christina ellis along with the las vegas metropolitan police department bolden substation and significant funding from life is beautiful in amazon the fund also helped underwrite the book festival the the state's largest literary event that attracts more than 10 000 people every year to southern nevada and then also support from donations from companies like at t where more than 7 000 guests were served at the courtyard homeless resource center thank you again for your continued support and i just wanted to have a quote from a guest at the courtyard that said after receiving services in permanent housing thank you for all of your support and being patient with me i love working with all of you keep up the good work because people like me need you and that's exactly why we do what we do in in the areas of innovation las vegas connected program funded in part by donors like ns8 a las vegas-based cyber security firm helped provide families with internet access and devices pre-loaded with key resources and educational materials and workforce information the mayor's fund continues to help bridge the digital divide in our community through testing of community based broadband a need made more evident in the time of distant learning and remote working and as part of civic innovation a significant gift of over 3.8 million dollars in goods and professional services from cisco a worldwide leader in rit networking and cyber security solutions helped to launch project blackjack an intelligent intersection project that supports the deployment of safety applications for all road users and the future deployment of connected and autonomous vehicles and then just recently the mayor's fund worked with the sunrise children's foundation that's one of our pre-k partners to provide the remaining samsung tablets with integrated wi-fi to help economically disadvantaged families have access within their homes to broadband in terms of our future last year the strong future youth employment program trained over 400 youth in job readiness and then as a result of that 200 of our youth were placed in jobs in high demand industries several new employer partners including whiting turner and diamond resorts provided comprehensive work experience to help prepare our future workforce in terms of education we had donations from community partners such as city national bank the helms help foundation vegas golden knights foundation in zappos for good help to underwrite a second strong start go mobile pre-k bus that will be launched in august insurance students with the greatest achievement gaps are equipped to enter the school system and ready to learn we have a multi-year donor mgm results international that underwrote a mid-year school supply drive that provides provided school supplies and hygiene products to more than 7000 students at 19 community locations the summer learning academy for more than 350 students in underperforming schools and a byproduct of having that summer learning academy was that 50 student teacher fellows receive teaching experience and are now able to become fully licensed as teachers in our school district and lastly they provided curriculum funded curriculum in science technology engineering arts and math for students at safekee ignite and reinvent schools as the global cobit 19 pandemic started to increase the mayor's fund shifted our focus and we intensified that focus in mid-march on the community-wide effort to meet our city's most critical needs and at that time that was in the homeless community as many programs supported by the mayor's fund were put on paws the fund made helping the homeless a top priority and this included seeking both donations of cash and then also essential items to support the front line personnel volunteers and homeless persons at the cashman isoq isolation and quarantine complex as well as the courtyard the catchment isoq was believed to be or is believed to be the first field acute observation alternative care site for persons experiencing homeless and was a partnership with the county as you all know and a recent visit by dr marbutt the u.s interagency council on homeless executive director praised their team stating that the facility could rival any built by the army corps of engineers and that was really kudos to your support and kudos to the staff that were out there making that happen in total nearly six hundred thousand dollars in cash and in-kind donations were made to support the isoq so this is a list of donors from the isoq and you know we started taking patients on april 13th we served 245 patients 22 of those were positive administ 800 administered 860 covet tests and at a time when water and toilet paper were cleaned from the shelves we could not get those types of supplies our community partners stepped up and made that happen by providing blankets towels sheets soap toothpaste other hygiene items pallets of water pp e hot meals and coffee and i want to thank all of you for your support but i also want to thank councilwoman um fiori and seaman and councilman career and knudsen for also leveraging your relationships to help us get those necessary items at that time i remember us getting a call and not knowing if we were going to have water we've just cleaned out in the audience we have anthem with us today and i think we have lisa bogart the president of anthem medicaid and also olivia smith i think she's still with us and they were also donated medical equipment and we're appreciative of that prior to cobit 19 we were working with att they were already supportive of the courtyard had donated in excess of eighty seven thousand dollars and then once coveted started at t continued their support uh with additional gift of thirty five thousand dollars and then their employees volunteered to deliver hot meals from mcdonald's every day and it seems like a small token but it meant a lot to the people that were working there every day not only just the people we were caring for but also the staff so we have a really quick video from omar with att att believes in supporting organizations that make an impact in the communities that we live and work in the mayor's fund is one of those organizations through our partnership atnt has supported the courtyard homeless resource center and most recently we were happy to step up to support the catchment corps team complex our first event team ensured efficient operations by providing connectivity to that facility and our atm team family stepped up and wanted to do more by delivering hot breakfast meals seven days a week through a partnership with delivering with dignity and mcdonald's on behalf of atm t thank you mayor's fund for everything you do we look forward to our continued partnership this is just an example that um as much as we appreciate the support these companies that support us love getting um partnering with the city and making things happen for the community i i really say that the um isoq is really a citywide effort count with the county partners everybody that that was a part of that deserves huge kudos that we were not only able to provide such services to our vulnerable population but that we did it in such a safe way that we remain healthy and safe as well so where do we go from here well the mayor's fund stands ready to refocus programs that will help our residents to regain a sense of normalcy and help them to reclaim a quality of life that has been so impacted by the quarantine we are working with our fund development advisors our mayor's fund advisory committee and our directors to develop strong case plans for the programs and projects that are forthcoming in the mayor's fund as we continue to recover from the significant social and economic impacts of cobit 19 the mayor's fund is positioned to reactivate its efforts on the many programs it supports that promote and enhance the quality of life in our city from youth sports to pre-k learning public art continued support of our homeless population we are ready and here to support initiatives and programs we've outlined our current these are some of our current projects that we're working on but we also have some of our future focus areas as well including the court courtyard homeless resource center we're doing a naming facility naming campaign for those the resp facility at the courtyard for seniors and medically fragile wardell strong start go which is our newest new built pre-k center and then we also want to work on our community's homeless population continue to support the courtyard we're also going to explore ways to expand our cultural arts and to develop and expand our cultural arts endowment fund while developing programs to support local artists via public art programs that promote community healing and then we are still seeking partnerships for professional sports team to expand youth sports ensuring that kids and teens can participate in these programs regardless of their family's social economic status we will continue to work to help bridge the digital divide particularly as distance learning is likely to continue and we will focus on expanding the digital infrastructure in low-income areas to increase access to broadband we are striving to build stronger communities in neighborhoods and programs that promote not only revitalization but maximize authentic community engagement we will continue our focus on early childhood education school readiness and out of school learning and as the council finalizes your new city priorities the mayor's fund will be ready to work with city departments to identify and support programs and initiatives that make life better for our residents so at this time i'd like to call it uh julie murray with the moonwich group she's an intel part of our advisor to the mayor's fund good afternoon mayor and members of the city council first before i share my slide thank you for your leadership these are such extraordinary times and i watch what you all are doing and i want to express my gratitude as i begin to share a few things so my slide is about optimism so moonridge group did a survey of hundreds of family foundations and corporate funders throughout the state and i was expecting to see that a majority would be cutting back their funds or eliminating them all together and i was so pleasantly surprised as we worked with jeremy aguero and the data started to come in and we saw that 55 percent of corporate funders and family foundations in the next year whether it's fiscal or calendar plan to keep their budgets the same or increase them so you can imagine i breathe the sigh of relief that that the things that we saw from the study is that the funders are resilient they're loyal they're checking in with their nonprofits and they're here to stay so how that interacts with the mayor's fund is that our role at moonridge group is to not only steward the relationships first and foremost making sure that the donors feel thanked appreciated updated but then as new developments occur that they're informed and given an opportunity to come to the table i know lisa mentioned olivia smith who's here with anthem as one example of what we're going to be doing is we're using summer to thank donors first and foremost and then right after the thank you is done we're going to be working with donors like anthem who just three or four weeks ago declared 50 million in social equity funding across the nation so we're going to be looking at how the designations in the mayor's fund align with social equity funding and we're going to be very creative with how we continue to bring funding to the mayor's fund so i want to conclude how i started by saying thank you all very much for the work great work you're doing and for the opportunity to be a part of the mayor's fun team it's wonderful news it really is incredible news in this community to find out that they're able to sustain their contributions and their interests and it's because really you have been such an inspiration to all of this and and the leadership that dr lisa mars hibler has shown it's just you know it's such a beautiful place to be it's such a tough time but to see that the heartbeat of our community we've got such a wonderful wonderful community that can work together and that's what we're doing and you know their problems and we know that but we grow and learn from them and get better but bless you really thank you julie and thank you for all that you've done for this community over the years most especially three square but in so many other ways i mean this you are a remarkable woman and leader and a giving soul and i can't thank you enough thank you so with that mirror that concludes our presentation and we can take any questions that you may have we think yeah i mean i think we're just all so grateful and amazed by everything that when we pull together how unusual a place this is to live people in other communities have no idea how what a united beautiful community this is so thank you i mean thank you thank you but we will rise above thank you okay that was number 63 now 64. a report from our city manager scott d adams on emerging issues and i'm so glad we have more time to give you all the accolades over the next months it is good afternoon mayor and members of city council i have to take this time i'm sorry you really you and your team and and economically trying to pull us through this devastating time we're in has been remarkable and knowing that i mean how you have been so fastidious and specific to the smallest items uh to make sure that we are able to move forward and that we're positive in an outlook and we give people who live here who are out of work and those in small businesses who've almost lost everything if they haven't already you have provided the leadership that's given everybody hope for the future and i can't thank you enough on behalf of your council and everybody in our community of the city it's just been remarkable so we'll thank you until october 14th well let me let me just add on to that by saying i want to thank the council for the support that you've provided me i made a commitment from that day you passed the emergency resolution that i would communicate with you every single thing we did i we have done that vociferously in our briefings every weekly briefing we've come to you with things that we're going to do and in many cases those are things we briefed you on and we we took action administratively ahead of council approval and today for example you ratified some actions that i took but we briefed on those actions and i will make the commitment going forward until i'm out of here on november 14th that while this is going on we'll continue to maintain that commitment to communicate with council on actions we take going forward i know these aren't easy things in fact what i'm about to say is is one of those and it impacts each of you in your wards it impacts your citizens and do not take that lightly so um i appreciate your support because we really couldn't have done all this without a collegial body of the council and the city manager working together so i appreciate that very much in in my report today i really wanted to concentrate on two things i think i mentioned in briefing yesterday that last week the clark county was made a red zone by the the white house based on infection counts and potential hospital surge and that is not an um that is a very serious thing um our rate of infection has gotten to the point where it's starting to impact hospitals and we're really trying to flatten the curve so that we don't reach a boiling over point in terms of a crisis in terms of our hospitals ability to handle what's going on in the valley so as part of that the governor's office asked each jurisdiction to respond with a heightened action plan we i responded directly to the governor to the governor's office and then through the region through an inter-jurisdictional response where each jurisdiction responded through the the mac to the governor um and there my actions are focused on two things and i'll lay those out right now first was on an an enhanced enforcement effort um i have asked employees to be reassigned and up to this point we have 65 employees that we've reassigned to work in teams of two to go out into the community meet with businesses proactively to monitor their compliance with the governor's standards on how they conduct business we we're approaching this as we have during the entire pandemic as a positive thing with our businesses we would rather deal with a few bad apples so to speak and deal with them rather than see entire business groupings or industry segments close down through another mandate by the governor so we're trying to get ahead of further closures right we would hate to see us roll back that would be devastating on those businesses devastating on our economy so it behooves us to get ahead of that so what we're going to be doing is sending these folks out in teams of two we're going to target areas where there's high infection rates first because the theory is that you know folks probably frequent businesses closer to where they live and if we're in those areas where there's higher levels of infection we might find more non-compliance that is theoretical we'll find out when we get out in the field and our goal is to hit every street-facing business where there's customers or clients over the next 30 days and as i said we're doing this in a positive vein if we'll have these teams of two go out they'll observe if they see a business that's substantially non-compliant they won't deal with it there we don't want to put our employees in that position of dealing with a business they'll report back to business licensing and then they'll be followed up by a visit by an actual licensing officer who has the authority to do with that business either through citation or otherwise so that's one thing that we're doing we've committed to the governor we'd be doing and and we're going to be moving forward with excuse me um mr adams uh mayor protem thank you mayor um i understand exactly what you're doing and and you should be doing all that i just want to i just got a call from a small business owner yes yesterday afternoon and they're good friends of mine and they they were visited by our our city a las vegas employee said they were very professional they were told that they weren't in compliance with the the mask mandate and what he wanted to tell me was that they're committed to enforcing the mask mandate they want their employees and customers to wear masks but they told they were told they weren't in compliance and he just wanted to let me know that um you know they want to follow the rules but they only have certain number of employees they can't afford to hire security guards to enforce every single person to have a mask on and they're they're in a tough position because uh they're they're being you know told to enforce the the rules and they don't necessarily have the number of people to do that and they're very concerned that you know we're going to come in and and i don't know if it was a warning or something else but they're concerned that we're going to come in and shut them down you know and and give them fines so you know we we just need to make sure and i i know you i heard you say this but i just want to reiterate we need to balance enforcing the mask mandate with working with these small businesses that only have a limited number of resources to do the best that they can and we don't come down you know with hammers on these folks so i'm not saying you're going to do that but i just want to just just want us to remember that that these are this is a mom-and-pop operation um they've been in business for i don't know probably 20 30 years and they're very concerned they're gonna get shut down and they can't afford to get shut down because if that happens they're they're shut they can't open back up again they're going to go out of business i would think that this small mom and pops will have the easiest time of providing compliance and the reason is if you have a small shop you have just a couple employees and a few customers in there at a time it's real easy to tell your customers you need to wear them well that's not the case they have a few employees and a lot of customers okay i understand that some of them are very difficult i belong to a gym really large one 200 000 square foot gym it is really hard for a few employees to cover everybody in that facility but nevertheless i didn't make these rules up the governor has they're very specific they're black and white there is no gray area on these new rules and um it's different than we were in before where there was a lot of gray area between what was essential and not essential where we were really giving the benefit of the doubt to the business because they didn't neatly fit into a category but now it is very clear every customer every employee must wear a mask and you must be social distance in a business it's up to the business to creatively figure out how to comply and i i and i that's um so um i'm sorry i lost my train of thought i'm sorry because of that individual behind me right um let me keep going can i shift to the next issue is there any other questions on that one excuse me marshall could you ask this gentleman to leave that three times please no please leave our council you are so rude all the time it's enough out please go marshalls would you please can i could i address that mayor because i here here i want to defend our council and some of our staff on this there is a very clear guideline in a public meeting space on mass we are compliant okay i always say i'm just i just want that to be clear every time we're six feet apart and that's why we're able to remove our there there is a very clear guideline about areas within a meeting space that are public versus areas that are not whether you're socially distanced or not i mean uh and we are compliant i want just like you ask are we compliant with the open meetings law yes we are compliant with the mask requirements okay please go on here so uh let me let me go further um the um please mr um you know uh mayor it is difficult to carry on a conversation with somebody else's having a conversation asking him to leave politely otherwise we'll ask the marshals to remove him i'll wait i'll wait until the roots no he's the one marshalls and marshalls please the gentleman in the white in the light blue shirt he's the one that's talking it's this gentleman we're not continuing the meeting as long as you continue to talk these we have business to do and you are both rude and you're out of order so until you either leave we'll just sit here and wait and i'm asking the marshals to remove that gentleman who was the one that was speaking this is there's no confrontation with this what i'm saying it was a gentleman who was rude with him he said we've been sitting here since he wasn't talking clarity you have the right to do what you want to do yet the the gentleman on the right was not the one who was making the noise there's a gentleman that you did ask to leave just for clarity now you have the right to do what you want to do but for clarity he was not seeing anything listen i've been here thank you ma'am and we will continue but one more comment one more comment no more so please allow mr adams to continue his report so let me um and i'm again we we are working compliance in the spirit of if we can deal with the ones that are grossly non-compliant will keep everybody open and everybody operating that's what our that's what we're trying to do here um let me talk about our our own facilities we had two issues here one is our business community and what happens out in the community and then how our own uh facilities are operated so we've got and most of that's in the area of parks and rec we've got a team now that has been visiting our fields our sports fields they just completed some monitoring uh thursday friday and saturday and we have the same issue there um we have very clear guidelines again from the governor in the the last mandate on what could happen for example youth sports could come back take fields if they practiced and trained only with no spectators so the expectation is parents drop their kids off the field they practice they get picked up and go home what's happening is there are crowds on the sides of these fields nobody's wearing masks and they're clustered together and we've got a classy case where the big people are going to make problems for the little people where the adults are creating problems for the kids and and that's not fair to the kids who really want to train and continue their youth sports i'm going to just show for the sake of illustration if i could on the overhead and this is very preliminary everywhere you see yellow we did a field check of all our sports fields thursday friday and saturday i'm not using any of this for specific illustration this is a preliminary report we've got to further analyze it and come up with some information we'll provide you a briefing everywhere there's yellow there was a non-compliance issue so we've got a problem and i again i'm just showing you for the sake that we've got a lot of non-compliance and almost all the instances where [Music] situations where adults are able to take the fields and play games and the governor's mandates were rather silent on that one so we're assuming that spectators are okay but we're asking them to be masked and socially distanced with the kids with youth sports it's very clear there's a very clear set of guidelines so almost all these instances of non-compliance were spectators on the sides of fields so i i'm going to make a suggestion to parents i know you want to have your kids continue to to enjoy you sports i have a granddaughter that's doing that drop your child off and one of the problems we have with you sports throughout the valley is we often live a long ways from where the field is and it's not convenient to go back home and then come back so drop the child off and then go use the park don't stand on the side of the field go for a walk or whatever you need to but don't hang out on the side of the field don't don't let your kids realize the negative consequences of your behavior that's all we're asking so we're gonna diplomatically ask the organizations the leagues in this case when we get a monitoring visit we're going to go back to the field user and ask them to be compliant and the only way we're going to enforce compliance is remove field use now i'm going to give one organization credit here the nevada youth soccer association has done a fantastic job self with self compliance they have already removed field use from four of their teams they've done it on their own the association because they want us they want to keep playing they want their kids to keep the fields and keep playing so um that i want to give credit and kudos to nysa for stepping up and doing the right thing um well their communication skills are great to the home because i've heard that and i think it's very important and the other thing is the younger the child the less a parent wants to leave the child off and walk away because of security issues i get it that's a very important piece to the parent as they look at dropping off their child so they could you know i guess what i'm saying is you can kind of be nearby but don't make it look like you're crowded around the fields there's other ways to be around and be safe and meet guidelines and not have the logistical inconvenience of having to go home and that kind of stuff there's a way to there's a workaround to that though it's wonderful it makes it work doing it positively to encourage people to go ahead and let their children go ahead and have the sports so good job and then the final thing we committed to in our plan to the governor was more testing there you know that was a query they asked of us what are we doing in the matter of testing as you know we had held back some of our cares act funding for testing and so i've just received today the a well actually overnight from carolyn levering a testing plan that we're going to look at moving forward with it commits cashman center indoors as a walk-in testing center through the end of the year and then commits to a number of pop-up locations we would have pop-up testing in all six wards but with a focus primarily on wards one three and five and the awards that coincide with the census tracts where we're having high infection rights and the southern nevada health district is publishing that data if you want to find it you can go to their website there they have a bunch of metrics on their website and those change all the time as as the data changes those census tracts change subtly as well but we're going to be using data to drive our business compliance program and our testing programs to make sure we're hitting where the hot spots are so with that that is the end of my report thank you i just think it's really it is wonderful to be preemptive on this and make sure that everybody is in compliance so it is in its communication so how much we can get out there to our families is really critical so i don't know if they're any um we're good as long as there are four of us up here as you all have to take breaks because i know you haven't been but if you do just make sure there are four of us remaining thank you mr adams and so as we move on here i'm going to uh agenda item 65 and instruct the city clerk to set the public hearing dates and appeals from the city planning mission meetings and dangerous buildings or nuisance litter abatements will do thank of the air force research at hughes center and they're having a their annual fusion it's this year it's july 28 through 30th and they're talking about how to manage military bases and when you realize that a military base is really a small city so it's a free event i encourage some representatives to go i want to thank the that we have proper construction warning signs on the south side of bridger that i asked for last time i want to thank the sheriff they claimed that parking lot across the street on first that was it was ugly and so i'd appreciate somebody sending a note to the sheriff i want to thank the fire department for finally for painting that fire hydrant on the corner of main street and clark it had been tacky for for years and they did it and i talked to them and they said they have one individual responsible pain painting all six thousand fire hydrants now people are aware in real estate that you stage your home before you sell it or put it up for sale and i am thinking that a a painted fire hydrant in a bad area or any area is staging that that at least the city is going to deal with fire good point so i'm encouraging the city to contact the fire department and see what training the individual wards can do that we paint our own fire hydrants excellent so there's probably some background on that the i saw this the county's plan for managing traffic leaving from raiders a stadium and all that traffic is headed to the south end of the strip and that means all that spending is the south end of the strip and i'm encouraging you that we use buses to bring people from north las vegas this uh palestinian all down there they can use the the oops there you are but we are looking at that we know that once we have the stadium operative and people can go so we thank viewer one of the animal activists that you called criminals back in 2018 when the two of you overturned the puppy store band and a few weeks later channel 8 posted videos of you admitting in that very chair that you don't license your dogs that the city doesn't follow through on enforcing the laws but yet you continue to prove that you're unable to to represent ward 6 without bias without malice the internet is filled with all kinds of gas and admitted dramas but it's the most recent thing that you've done is why i'm here i would like to ask how a godly christian woman can publicly mock the governor's economic and health crisis we are in by calling your name you're putting a pair of underwear on your face and calling it your n69 mask i'm sorry i am so disgusted by that you call yourself to be a godly woman a christian woman how can you possibly feel that that would be okay i'm sorry but the bottom line is is that it was made to mock the system you've made comments about wanting to shoot syrian refugees a christian woman wants to shoot refugees now i'm not perfect by any means i was saved 37 years ago i belonged to my church for 24 years but you demonstrate some of the things that are wrong with today's christian churches you have conflict of interest you have the hypocrisy and you have greed and the most example recent example is the financial benefits that your daughter's company is going to gain from the development of the thing that you're pushing at floyd lamb state park now we'll have more on that later in addition both you and a company that you worked with for a roping event you mock the governor's social distancing and mass requests and miss fiore is it correct that you waive nine thousand dollars in city fees for that function thank you remain committed to a peaceful discourse but what i would also point out is that neither you nor you nor you councilman anthony have ever reached out to me my information's out there i'm happy to chat with you councilwoman diaz if your office could reach out to me i have a question about the licensing i'd happy to talk to you later yes you may be allowed to not wear your mask in the city council meeting but there were 28 people who were alive on monday who are dead in the state of nevada now they are dead and you dishonor their memory by mocking them and refusing to even do the service of just putting a mask across your face to show leadership in this time of crisis you all sit up here and talk about the pandemics when it's convenient for you councilman fiori one it's convenient for you to make your point you talk about the pandemic but then you put on a a underwear mask and you call it an n69 mask which just in case anyone isn't aware that is a reference that is a sexual innuendo from a sitting city councilwoman i talked to today earlier about the active fec federal election complaint lodged against fiori but there are also additional concerns coming up about fiori for example the fact that her she is funneling money to her daughter's business which doesn't appear to actually even be in the business park that it is listed at through her political action committee all while failing to represent the citizens of color in this community the least that some of you could do for this pandemic especially that is disproportionately affecting our communities of color is to do the courtesy of demonstrating leadership and putting a damn mask on your face to show that you care about your constituents there are three 301 people in the icu many of them on ventilators it is a joke and councilwoman fiore the fact that you're used to stupid stuff coming out of your mouth does not make you exempt from the masked laws thank you councilwoman thank you madam mayor next please come forward state your name for the record hello my name is tashika lawson i was actually going to comment on that too it is something that i've seen at the last two city council meetings that majority of my city councilmen and council women are not wearing a mask which if we can't get our leaders to follow this why would our constituents or why with the citizens you guys are a huge you have a lot of sway so if you're not wearing a mask even in an event like this we see part of our council is and part of our council isn't in i don't want that i want to point out something that shows a disproportionate amount of respect in the different in the different districts for how our council people actually want to protect us as citizens the next thing that i wanted to talk about was um just the i see a lot of money being thrown around for um hope like getting stuff for the homeless and i am very disappointed that it took so long for us to actually start getting any traction for the his like the actual redevelopment of the historic uh west side i know that we're starting to finally see some traction going on but the last actual meeting that had that took place for the rollout of the historical historic west side appeared to happen in secret because i was actually calling for almost two weeks to get information on this and i it wasn't until i came down to the last council meeting that i was even made aware of a meeting regarding that that was happening the following day so i would like to address that issue and then the disproportionate amount of the food desert is actually happening in ward 5 when it comes to the only grocery store in there in having i don't know if you go into the grocery store in your area but i go have gone into the grocery store in that area and i was not appalled but i was disappointed that although we are pumping money into almost every other part of this town we have a grocery store that is selling bad meat there's just a vacancy of um like produce where they can get healthy food next please thank you very much hello my name is teresa brooks a life is a life i want to start with that and you know where i had to learn that i had to learn that in israel i left um america in 2010 to leave because i wanted to escape racism but now i'm back because of covet and this is my country and i don't feel safe in this city or this country as a protester for black lives matter i was arrested and spent six days in your jail during the worst pandemic in this country and if you were really concerned about our lives you would go down there and check out what's going on this is horrible which the way we're being treated just for speaking and exercising our first amendment rights in this town is awful lombardo refers to us as spooks she tells people flores goes refers to it as white lives matter in conjunction what we are trying to preach in this city and tell you guys that our lives need to start mattering you don't hear it you're silent you do this to us we need something we need you guys to start acting we don't want to be shot with tear gas just like they're doing in oregon we don't want people with eyes shot out with these rubber bullets have you seen the rubber bullets they're shooting us with just for exercise with our first amendment rights this has got to stop i wish you guys would take us serious on this i do have a non-profit i heard him talking about sports i'm an athlete i ran college sports track and field washington state university i graduated with three bas criminal justice sociology political science my nonprofit runs sports for change i know sports and what it does to make change so if you guys want to work with us work with us but don't be beating us down beating us up arresting us in the worst pandemic we already poor we already suffering from this at a higher number than anybody else and we're going to those jails being exposed and when we get out we go home the black community based on different comments that have been made and different things that have been happening within the city of las vegas i think that the biggest thing that is needed right now is some sort of open dialogue whether if it's a zoom meeting whether it's something televised like this that just lets at least the black community know that you're aware of what issues that we're trying to bring to your attention and i can i can tell you firsthand just from being in my position there are a lot of things that we do as public figures that the community doesn't necessarily know is going on behind the scenes so i'm sure the community does not know what steps are being taken if there are being steps taken behind the scenes on you guys's end to address some of the issues that we have as a community so i just wanted to extend the opportunity and the invitation to have us maybe facilitate something or just moving forward for something to happen where the community can see that you're willing to listen to what our concerns are and maybe come up with a game plan on how to tackle it change doesn't happen overnight but i do agree with the fact that the community needs something to convince them or to reassure them that you guys are still very concerned and vigilant about our issues as well so i just want to say that well done thank you well done nice thank you starts now i'm tanisha carmichael yes hi all right my name is tanisha carmichael i've heard some of you who sit up there respond to black lives matter with no all lives matter or blue lives matter also saying we don't see color that is destructive if you don't see our color you won't see our struggle if you don't see us you won't see the systemic racism you will take a blind eye to racial profiling you do not hold those accountable who make racist remarks statistics show that one in three black men will be imprisoned compared to one in 17 white men there's a disparity those numbers don't include the unarmed black people who are killed and can no longer breathe and don't make it to jail these are my children elijah and malia one is a strong apa ap academic student the other has aspirations of being an educator as well as an actress i need you to see us when my children walk out the door people see my children's color both of my kids came to me crying elijah at five malia at three saying they wanted to change their skin to white this is true you don't understand what that feels like me as an educator working with a student who said if i was black i would hang myself from a tree people see our color with that being said i had to have a talk with my kids early i wish the talk was the birds and the bees that most parents have but it was talking about how to get avoid being killed having to talk to my son how he's seen as aggressive or criminal on sight i know people up there see color councilman career you see color because you stood up against racism and you are a black man as for you fury you see colors because you have called the black lies movement a terrorist group which actually is a movement advocating for justice and equality you also make comments like hmm your qualified white ass should get a job over someone's black ass well i want to say this someone who makes comments like that should not have a seat and mayor council members you need to hold her accountable for her words and she needs to be removed michelle i ask you okay to be introspective i'm taking this card okay that's fine so let me address you miss michelle fury as a human being so that's fine i ask that you're reflective i ask that you're introspective i ask that you're honest with yourself in terms of your mindset because you are unqualified in my opinion and my black ass or other black asses who are qualified should have that seat because if you are biased then my children they don't stand a chance and that's the problem in this country that is the problem we have to hold people accountable this is serious my tears are serious my children listen mayor it's not about being confrontational it isn't it's just letting us know let's have a conversation i work at power 80 as well i would love like amber said let's have a conversation not stand up here where you can't even speak you can't speak to me i don't know you personally but let's have a conversation because this tension is not going to go away the pressure is not going to go away it's not the only way we can do it is if all of us have a transparent conversation tell us what is the plan tell us this portion of the agenda we'll start down there with you councilwoman yes thank you madam mayor and being award that's being disproportionately impacted by the number of covet 19 positive cases i wanted to thank our city manager and carolyn levering's efforts and ensuring that we could extend more testing opportunities to our community it's something that i've been very passionate about and pursuing as well and i just want to make sure that you all know that this weekend at jerome mack middle school on july 24th and 25th there will be access to covet 19 tests i do want to let you know that there's a high demand to be tested and make sure you get there early even though the advertised start time is eight people are arriving as early as five to get these free coven 19 tests done so make sure your you have breakfast make sure you're hydrated and make sure you have something to sit in because sometimes it depends on how many people are there that's how long it might get it might take for you to get through and get covered 19 tested so jerome mack middle school this friday and saturday the 24th and 25th and also at roy martin middle school july 31st and august 1st so if you have been around someone who's coven 19 positive or you suspect you have some symptoms don't delay go get tested as quickly as possible and you can also if you're spanish speaking and you know people that might need this information in espanol refer them to estan tusmanos nevada.com they can see the test sites that are there on a daily basis as well i want to go to our plea again to help us name the park located on harris and marion we've received very few suggestions to name this park that's coming to ward 3 and so again just asking you if you have something that comes to mind it will be july 20th through friday july 24th and it's a back to school dental care fair and we know that a lot of our families are going without health insurance if they're unemployed or underemployed and this is a wonderful just a wonderful dental care fair that's being brought to our community through the ronald mcdonald care mobile and the nevada health centers and speedway children's charities so if you need more information they are taking appointments and they see kids by appointments you need to call 702-241-9984 to schedule an appointment um and the days that they're treating people is 8 a.m to 5 p.m so if you know someone who needs this dental care especially our little ones sometimes they're not flossing or brushing appropriately they have cavities those can be painful make sure they get the care they need i wanted to also highlight that the cares housing assistance program is up and running as of monday and so we had our own housing assistance program that was basically tapped out in a matter of just a few weeks and so i just wanted to make sure that people who may have not had an opportunity to get some funding to help them make their arrears and their rent or their mortgage that this program also helps them with that and it could be they could there could be non-profits that can help with income reduction or loss reduced job hours or job loss and also utility and housing payment difficulties so make sure that you go to help home helphopehome.org and then that can route you to the clark county housing assistance programs that are being offered by different non-profits and we've been receiving more calls about how people are really worried about potentially being on the street not having a home for them and their children and i want to prevent that at all costs so make sure you guys look into these assistance programs and there's phone numbers listed for each non-profit just call through the list of the non-profits i know that many of them are receiving thousands of calls a day just go down and try to get your time and your questions answered through them we heard from rtc earlier today during this meeting and i just wanted to put another plug here that our transit system is needing to change due to covet 19 and the impacts to our economy they definitely want to hear from each and every one of us so make sure that you're visiting rtc's website especially to the area commands because then you can talk to the captains and the lieutenants and the sergeants that are directly within york and wonderful for young people to get a feeling of the humanity of the place and the people in the conversation without a doubt because i think it's important to break down those barriers between uh law law enforcement as well as with the citizens because you know right sometimes we make judgments on both sides without knowing the persons and tunisia sort of hit on that today it starts at 10 about how long do they go these last about two hours yeah and hosting a public outreach meeting for the historic west side to get feedback on new development standards and zoning proposed for the neighborhood this initiative is in support the implementation of the 100 plan which we've been working on for years and we've had the 100 plan now we're going to be working on the action plan of the hunter plan and it is absolutely outstanding what our team has doolittle senior center will be hosting a water drive in an effort to keep seniors dehydrated from you're going to dehydration them from dehydration yes f-r-o-m and uh we are asking the community to tuesday in august members of the community and other locals can visit the museum and pay only what they can afford it can be zero dollars or it can be the full ticket price this effort is to welcome visitors into the fabulous neon boneyard and share the stories of the signs the museum opens at 4 pm and offers general admission where visitors can view the signs at their leisure and guided tours are offered at seven pm beginning at nine pm visitors can view their interactive experience brilliant which is really really cool the whole neon museum is very cool a reservation will be made by phone there is when she interned last year in new york city at trey burch and councilman fiore told me that she was living in brooklyn in that um once she stays in booking she's never going to want to leave for alex lawrence he was killed when he was trying to avoid a pedestrian right in that same exact spot about five years ago he's coming back um from his break from college and so the dedication and the plaque will take place then it's um the bridge that accesses kellogg's zaire sports complex to up right over the summerlin parkway so social distancing will be observed and face mass will be required and again it's 7901 west washington avenue the bridge up there next slide please and i want to welcome all the businesses all over the city and in ward 2 to take part in the emergency business grants this is the second wave of them it reopened them and there's an additional two million dollars the applications open at nine a.m monday july 20th so i suggest you visit las vegas nevada dot gov slash reopening grant because i know that money goes fast it's a lot of money but it does go fast so new applications will be accepted until july 31st so please if you have a small business please visit that website we're still doing blood donations at the american red cross again during this covid we've been short of blood so please contact them if you can donate blood to redcrossblood.org we would appreciate that and now we have some animals up for adoption and this is tom tom and he is a spayed male about five years old 12 pounds looking for a new home and then we have jasmine who's a female two years old approximately she's about eight pounds and then we have spike he is a spade male about four years old oh he is adorable and he is about 10 pounds then we have wear masks and i want to say as i look out into the audience i do see fashionable masks this is my latest newest and greatest it's a black and white mask it's lacy it has a filter this matches my outfit so in case anybody hasn't noticed anything about me i like to match and these masks are all safe and they're here and they're available at wasa boutique wasa is an amazing woman she is a former star for humanity 11 years and her boutique is right in town square so i'm not allowed to respond to any of the comments but i want you to understand that these even though they're sexy and beautiful and pretty they're not panties that's one thing i just want to say so fashionable massacre at wasa's place for everyone to go and purchase secondly i have some incredible former colleagues and as an elected official a lot of times we cannot put our elected capital on the line so let's say one of our former colleagues former state senator african-american gay man calvin atkinson had a little issue there wasn't one african-american elected that went out and put their their capital on the line calvin's my friend and i did and if you don't believe me here's what calvin has to say i have to say this during the most difficult darkest time of my life michelle reached out to me and offered her support and i never thought i would ever take her up on her offer but around this time last year i needed her help badly so i reached out to her and explained my situation with the city and implored her not to believe anything she read in the rj she told me she understood and agreed with me and said that she would get back to me and man did she deliver in a big way i can't tell you how grateful i am to her i consider her my friend some will say oh yeah but she's rude she's a republican and a racist and as i have said it's not my job to change mine but when i think of all my former political colleagues most of the ones that reached out to me were republicans former and present which i found odd at the time but now i get it many will say that words hurt but actions hurt too something i just had to get over i'm just glad she was there for me when others were long gone yes i made a mistake too i own it but my many years of dedication and commitment to this state my people and our cons on our constituents should never be questioned and michelle understood that i say all this to say that i do not believe michelle's a racist my former african-american colleague my friend to this day ricky barlow there wasn't one african-american in the courtroom with him but i was i spoke to the judge i asked the judge to be lenient because of his leadership in the community okay so it's easy to judge us but walk in our shoes that's what i'm going to say and then just to clarify um with our hay barn as we talk about our hay barn and we go forth it's been and our attorneys are legal i mean everybody has answered the questions but the bottom line is our family should not be attacked my daughter has an event company and as long as i'm the councilwoman for our ward her business has nothing to do with renting space in our hay barn that's been publicly stated that's been legally written so i just want to clarify that now what i'm going to do is go to the slides okay we have a couple of missing kids that we need to find our first one is hannah finley she's 17 she's a female she's caucasian she's 190 pounds she's five five she's a cutie pie and she was last seen in the area of torrey pines and washington avenue so if you know where she is please call metro police it's 702-828-3111 or nevada child seekers at 702-458-7009 then we have another 17 year old female she's got dark brown hair and blue eyes she's caucasian and she was seen in the air it's the same one okay so my staff gave me two of these so we only have one missing child this week thank god but let's find her and as madam mayor stated before i always love to talk about the successes of our corridor of hope and how hard they've worked and even though it's not my ward i'm there all the time delivering stuff that we need in that community our success story today is about michael hamilton who relocated to las vegas to get back on his feet he was struggling with his medical conditions and separated and separated from his wife and family in alabama however mr hamilton was adamant about working to better his situation in april two days short of his birthday this client was referred to the courtyard team and the team offered michael temporary housing until he was able to save money to get into permanent housing mr hamilton was grateful to be able to celebrate his birthday off the streets and in his own space mr hamilton was able to secure employment at the courtyard in the operations department and continued to look for an apartment he visited the va and opened up a case for medical benefits as a veteran and started saving money in june he resigned from his job and moved back to alabama mr hamilton utilized the money he had to save to reunite with his family where he will get the support he needs mr hamilton expressed his deepest appreciation for what a team was and what this team did to help him get accomplished we wish mr hamilton all the best thank you thank you okay well thank you all for those of you who participated and come here and been respectful of the decorum of this county and this community excuse me and just know our gratitude and how hard everybody works are certainly everybody our staff that work so diligently to keep us as safe as we can be and as healthy as we can be we have a lot on our plates right now it's a very challenging time in the country but the city of las vegas is responsible for the city of las vegas and while we'd love to take on greater responsibility that's where we must concentrate and we have to make sure that we all join together as a family and as a united group of people wanting to make it as good as it can possibly be and we've been doing that and trying to work on it made a lot of changes in the past decade and we'll continue to do that because if you don't learn every day and work harder and pull together you don't achieve anything and so this is a time really of interspection look into yourself and make sure that you alone set the example of what you control and your choices because you are responsible for you and i am responsible for me and you have to be able to get up every single day your life and look in the mirror and know that you have done your best every day that you've been honorable and that you have really cared and set an example for others by how you act so i want to thank everybody in particular our leadership here at city hall or in the city of las vegas certainly our marshals who are just ever attentive our fire and rescue all those people have been so generous working in any manner whether volunteer or not helping all of our covered patients and people and helping to understand the trauma so many suffer through because they're so scared and it hits everybody in different ways and so our city staff our clerk's office our i.t department our grounds our parks everybody this is a city and i know it very well having lived here since there were less than a hundred thousand people so to watch it go the only sadness is the anger and the hatred and that is a very sad realization and you can always find a way to have your voice heard respectfully and nicely and be part of the conversation that we've asked and that you're a teacher i thank you it came right through and your children need to know that they can believe in themselves and set the example for others what a fine young man and your beautiful theatrical daughter who's going to be on the movies one day it's very important to get out there calmly to listen to hear and don't judge everybody the same nobody's the same and each of us have had a life each of us i have a background do you know nothing about and not the place but i think there are always avenues for conversation and certainly listening to councilman career with the meetings are coming in his neighborhood or any of the neighborhoods we just feel very strongly it's up to us together as as one people pulling together to make las vegas all that it can be and we have a big burden right now we have many burdens but this um this virus is really a burden that's hitting every bit of employment and income to people who can't even get food on the table so i just want to thank everybody that's been listening if you're at home or somewhere else tuned in here i can assure you all work very very hard and it's not anything that any of us take lightly we have accepted the position that we were elected to doing our best and always find out the truth before you attack always find out what really is the truth and who are these people and what are they doing so i thank you all who are supportive and want to get on that bandwagon to help as a member of our family and as a united people here in las vegas we take great pride in our diversity we take great pride in the intelligence and artistic talents and so much else so our clerks who sit here all day long and are trying to breathe through their masks and yes we do abide by the rules of the governor and we are six feet apart and one if you are six feet apart the rest of the time all of us are wearing our mask diligently so with that our next city council meeting will be madam clerk the fifth of august so we are going to adjourn i wish you all to take care of
