aall about the Black History Month I've seen very little things done during our Black History Month when the Hispanics have their month you see their Flags everywhere rocket had really shown the white privilege Reign three times in the Row first it was the dogs during the before the election the dogs was more important than the uh blacks getting the blacks out to vote the second time came around the Palestinians was more important for them to talk about the Palestinians blocking me from speaking last but not least I have nothing against the sign that they talking about but there was election day I would vote we need to be talking about getting our people out to get out to vote once again on my birthday I was block from speaking that's three times in a row that's what we call White Privilege let me go on to say Proverbs highlight several benefits of keeping quiet best policy if you have nothing worthwhile to say it allow you an opportunity to listen learn give you something common with those who are wiser make sure to pause to think and listen so that when you do speak you have something worthwhile to say I've been talking about this for years that ever since Antichrist Donald Trump got in in office the first person felon of convicted adulteress is in the white house he talk about making American great again where he's talking about he talk about the blue states he talk about the red states he never talk about United States of America he is the first man in history in this country to bring all the kuus clan together Neil Nai the white supremacy the militant groups are all up under his um brother they follow him blindly the key party follow him blindly most of his Republican base fear him he have fired over 18 judges how do you fire 400 FAA workers when we got a shortage of FAA workers working in our Towers he is constantly disman our constitution he have no regards of our constitution to uh our all persons and K on especially that African-American all person you need to listen to your constituent your constituent are streaming up shet don't ask me uh uh don't doubt me but ask what can we do to rectify the situation which you may a lot of people are complaining you know are disappointed in and what you have doing in the office what we can do is not talk about what you're not doing let's talk about let's make a resolution to the rocket Police Department driving while being black instead of putting us out the classroom you should be trying to find out what we can do to work a relationship while Rich and either rich or poor black people do not fear of driving while being black there a double standard when it comes to african-amer and we bring that on our sh because our African-American Community is not thank you Mr Brantley thank you thank you next public speaker this evening is Kevin Riot good evening Mr Mayor and thank you for allowing me the opportunity to speak to this honorable body I'd like to talk about the all are welcome sign but I really I'm sure you probably guessed what I really want to talk about is the idea of all are welcome every person in this room is a person created in the image and likeness of God every person who comes to this community to this community from another country is a person created in the image and likeness of God and our sister and brother and if you really think about it isn't it a pretty good thing that someone from another country would actually want to come here and be our neighbor be our friend and work with us and be with us it's really a beautiful thing but every person in the womb is a member of our human family as well I know I have no more more value than a person in the womb I am not maybe I'm not just a little bit more loved by God than a person in the womb or an immigrant we are all in this together we are all family and I I'm actually here to support the all are welcome sign but what I'm asking is that we really consider in our hearts the idea that all means all every person these children in the womb are created in the image and likeness of God they are small they are helpless they are totally dependent on their mothers well I've just left my year and a half old granddaughter she's totally dependent on her parents and her grandparents we need to get to the point where we look at every person not as this group or that group as a human being created in the image and likeness of God verif verifiable science embryology ultrasound technology prove that that life in the womb is a full member of our human family those of us who love God who love Jesus Jesus said whatever you do to the least of my people you do unto me so how we treat our immigrant neighbors is exactly how we're treating Jesus it couldn't have been easy for the Holy Family to go to Egypt for those years years they were immigrants as well but how we treat these human beings in the womb is directly how we are treating Jesus Christ himself because if we have a God who loves one group more than another because of whatever Factor then I think we're all in a little trouble so I just like to end my talk by saying thank you to all of you for your service to our city and I just would like um I just want to plant a little seed that when we say all are welcome that we really do truly include not only immigrants undoc undocumented aliens refugees as our former speaker said people of different races different different religions different backgrounds but we also include in that our sisters and brothers God's children who are in their mother's womb thank you Mr Mayor and on the radio constantly the sign the sign the sign it's I would like full attention so I'm going to wait I'd like my time back what i' like my time back I'd like your full attention okay thank you there you go than you um so the sign the sign the sign we're speaking about this sign for the first time I've heard about this sign was most recently on the news and now all day on the radio um I I believe that the sign stem from a small group of people that did not follow process and decided to create some words and put them on a sign and represent Rockford I recall in 2019 calling your office Mayor MC I called your office in 2019 there was a massive drug problem which still exists today massive drug problem still exists today I had it mooved twice I'm it says don't talk about anything personal so I will leave all of that out but this is about drug dealing massive drug dealing possibly cartel okay so I called the office your mayor's office and the your executive director said I will take a message and pass it on to the mayor and I said I'm having problems with this drug problem and I called prior to that I believe this was more than once I had called and I said I was by beside myself and I said I'm going to put a sign on 90 I'm going to put a sign on 90 it says drug dealers are welcome in Rockford drug dealers are welcome in Rockford I'm going to put a sign on 90 in in 2019 and it's just coincidental that a sign appeared in Rockford I want to know I want I want I please I'm asking this Council today to step step back and take aide Mr frost attorney Frost you're looking at me I think in the courtroom everybody needs to be AB breast of what's happening and in this case there was a step missed we were not AB breast this community was not a breast these words were conspired and I believe they were conspired by your off office I believe they came from your office I don't know if it was a vendetta against my words drug dealers are welcome in Rockford it says all I don't know exactly what the sign says but we need to know where I need this vote to stop today that's what I'm asking please have this vote stop today I'm asking that we all be reasonable and that we find out where did this originate who conspired the words and what is the intent what is the intent of these words and if in the least case scario if you cannot listen to reason and if you won't do what the people ask if you could please then at the least case have have a vote later take your sign keep your sign but ask the people what they want on this sign to represent Rockford did you want me to put that sign up that I was going to get a billboard to say drug dealers are welcome in Rockford I didn't do that but it is drug dealers are wel drug dealers are included in when you drive by I've to people have told me I've not discussed this this is new to me now this was years ago thank you you're welcome thank you our next public speaker this evening is Dave Peterson thank you my name is Dave Pon I'm the owner of maze books downtown uh Rockford and I'm here to respond to the xenophobic statements made by uh Third Ward Alderman Chad tunberg last week when I left city council last week after hearing those comments I was more than a little confused and the longer I thought about him the more confused I became because what I heard was that the purpose of the sign was to invite criminals so then I started thinking well are there a bunch of criminals just waiting to go to towns but they can't because they don't have a sign there welcoming them in it doesn't make any sense the fact is that tberg knew about the signs objective before he came out here he knew about the crime stats before he came out here but he came out here and he continued to try to link criminals to immigrants that's what he did with his time why even mention immigrants why even mention uh refugees why even try to align them together immigrants are not criminals immigrants are not your enemy they are your neighbors my grandfather who was a refugee was not your enemy Chad he's your neighbor and it is wrong that is not who we are in this town we have a duty to respond to bigotry and to hate because when it rears its head up it starts with a spark and then it's a flame and before you know know it's a fire and just like a fire it doesn't care who it takes out with it and we are better than that Rockford is this how we feel is this how we feel in the Third Ward is this how you feel out in church Hills Grove is this how you is this how you feel about immigrants and refugees who are looking for a better life here you may not be able to do anything history is being made right now and you may not be able to do anything about Donald Trump or the national R rhetoric that's coming out of the White House but you can do something about Chad tberg and you can show them uh this community what you're in favor of you can show this community who we are really and you can show this time for him if without objection from C so I'd like to provide you your time so our next speaker this evening is Prophet Yousef good evening ladies and gentlemen in the Book of Proverbs the 22nd chapter and the first verse it says a good name is rather than be chosen than great riches and Lov and favor rather than silver and gold what I want to speak about tonight how to stop the bullying in rock with schools by using the Dan oswood system oswood bullying prevention system is identified as an extemporary program for attacking Violence by youth the most notable of these efforts is that Dan Ood and his colleagues obis and limber bullying Behavior includes both physical and verbal aggression that is repeated over time and is meant to intentionally harm the victim studies in Norwegian Swedish and United States schools find that at least 15% of the students report being either bullied or being defended develop in Norway the oswood model anti-bullying program is aimed at the entire school and relies on active students teachers and parents participation the programs attempt to raise awareness about the problem of bully establish rules and regulation governing the behavior and response to offending trained staff on how to integrate discussion on Bully into the curriculum require meeting between parents and teachers and hold meetings between bullies and their victim the program also work with the families of offenders to address the problem outside of school based on survey data gathered before the onset of the program and over a twoyear followup period always report significant reduction and Bully treny Dropout classroom disruption and general delinquency RUP replicating the program in England report similar positive results particular for students in younger grades this suggests that the intervention should be Target at Young students before bullying Behavior becomes ingrained in individual finally testing the program in South Carolina grade school find significant reduction in bullet as well as vandalism General delinquency and school M based on these results alsw anti-bullying program appear promised as a me to prevent both the initial aggression and to offended and antisocial being it's time now for rocker schools to use this system it's an old saying he who hesitate is lost we used to say in Vietnam he who hesitate is there I also I'm glad you here Don I also call him the pressor I've been want to tell you this for a long time and I'm going to get it off my chest tonight I don't like you I love you and you can't do nothing about it and replacement through the American Rescue plan act ARA funds the legal director shall prepare the appropriate ordinance thank you Alder one Wilkins Council there's one item before so any discussion on that one item noce oh Alder woman thank you honor what is the statistic that we have with regards to how many of these individuals have moved into trades positions director henkins uh I believe uh it is all but one I think uh this is the fourth year uh so 14 out of 15 okay and then are we okay so now we know 14 have moved through but do we know if they've maintained those positions with the trades uh yes we we know uh tring that yeah we are tracking that and they they've spoken uh in regards of this program at at other City functions and their success through the program so far at least a few of them but we do we do track them along the way yes okay and how many females have gone through this program I believe um I think there has been three in the three years that we've been doing this thank you thank you and older woman Terina if I I know you recall I think you were an advocate uh so after the first year I believe it was all men then I believe it was one female the second year and two the third year and I can tell you uh you may recall when they came here uh young man named Sylvester uh Sylvester was the first participant and this July he becomes a journeyman okay and he'll and Personnel committee meeting held on February 24th 2025 and number two the committee recommends approval of an IGA for a three-year property tax rebate program for newly built residential construction for single family townhouse two family three family and multif family structures located in the City of Rockford and the school district 205 the legal director shall prepare the appropriate ordinance I place these two matters before you thank you Council two items before you any discussion on those two items other one Meeks thank you so much I just wanted to know for item number two um this is a continuation of the program that we passed before the property tax rebate have we always had the construction for single family town home two family three family and multif family structures yes all the what is what type of structure is restricted from this program thank you Mr kegon thank you your honored so this is for all new residential construction whether it's a single family duplex multif family those that would though be excluded are anyone who is already getting funding from another source correct oh thank you your honor yes I sorry I didn't understand your question I thought you were asking the eligibility of the type of constructing construction but yes there is a provision within the IGA um proposed similar well the exact language as last year if you are receiving funding um through other City of Rockford or state programs that you are not eligible for that program and the thought process behind that is is we do um underwriting on those this Friday um the Arts Council is hosting the Rockford area Arts Council Awards um so you can get tickets by going online to their website and attending um this is one of their um just small fundraisers but it's also uh a celebration of our area artist and so uh go ahead and check that out if you can come please come because it's a just a great celebration of our local Arts Community um I wanted to also address There's A League of Women Voters nonpartisan event uh hosted tomorrow here at s um the city council building it's called light for our democracy it starts at uh tomorrow at 7 pm and so uh anyone who wants to come to that um can come um I did want to address um kind of the embarrassment of what happened this weekend with um our president and and some issues that were happening uh nationally and internationally with Ukraine and the reason I wanted to bring that up was because we have a sister city relationship with um a community in Ukraine in brover and I receive updates from bovery just about daily from individuals that I've met that have come here and and been stewards of the Ukrainian and people uh meeting with individuals from our community and vice versa I know Alderman beach has um also been to Ukraine um to um support their efforts um I know kids around the world is one of those Partners as well but I think um it would make sense for us to maybe take a look at reaffirming that relationship um with bovery at some point because I think it's important that uh um you know rock forian understand how that relationship has can benefit both sides of um the ocean how um you know our relationships even abroad impact uh those that are here today and those uh fellow ukrainians who are here in our community um but also you know understanding kind of the historical perspective of what's happening over there you know I saw a person post something like you know if if you want um you know help Ukraine or if you want to fight Ukraine's war send your kids over there to do it every Ukrainian Soldier that's fighting over there is doing that is doing that because I think it's important for us to recognize that when dictators um invade a country they usually don't stop at that one country they usually go on to the next and history has proven that um many times over and um and so I just think it's important for us as a community to reaffirm that relationship with our sister city in bovery I think it's something for us to uh take into consideration my last item is uh I wanted to recognize uh a young woman in our community um who I believe may be the first individual um to to take this honor um her name is Saia hanguna Kun um I probably just murdered her last name but she's an East wrestler um who was the first state champion um in girls wrestling in in the Rockford region and so I wanted to recognize her efforts I was hoping that we could bring her down and celebrate her accomplishments at some point Thank you thank you alderman roseen she is the first uh from all the information we've received as well we're working on ways that we can honor her with street sign and other ways that we can honor her as well thank you uh other other woman trainer thank you I just want to let the Fifth Ward residents know that we do have an upcoming Ward meeting it is on Wednesday April 9th it is located at 9911 Michigan Avenue and the meeting starts at 5:30 um I've received feedback from um that my office was not 88 accessible but we fixed that um thank you to director hinkins of Public Works we sort of put in some some sort of interim fixes but for right now we are Ada accessible um for some of my residents that um you know need access via wheelchairs um we did fix the issues so now people can get in comfortably and safely mentioned he he asked if I think uh if I had notes last week and I did not I did it on the fly so maybe that uh you were impressed uh but so I just made a couple notes before running down here uh and I'll say it as I just said I said my piece at the last meeting but I will add in closing that the false narrative being pushed as this having to do with legal immigrants or diversity within our community is flat out wrong I would add what sits on in front of me is an American flag and a Swedish flag I not only am a member of the Swedish Historical Society I was co-president so I'll continue what the truth is is that this has everything to do with rockans and those who come within our city limits who commit crime within our community crime still is amongst most third W residents the number one issue to tackle within our city you commit crimes against us you are not welcome here at least by me and many in those of those in our community if you differ that's your right for those bus trans transportation services the first student and amount not to exceed $795,000 44 the original contract started in July 2022 this is the last extension is from July 1 2024 through June 30 2025 the funding stores are the Head Start Grant funds number eight the commune recommends approval of a resolution to wave fees for building plan review building permit building inspection and water connection service for new residential construction on structures on vacant land and lots throughout the City of Rockford number nine the committee recommends approval of a resolution for the appropriation of the rebuild Illinois funds for improvement under Illinois highway code Harrison Avenue reconstruction Phase 2 Engineering in an amount not to exceed $700,000 number 10 the committee recommends approval and acceptance of the fiscal year 26 Illinois Department of Transportation sustained traffic enforcement program Grant award in the amount of $142,450 the grant does not require a cost matage the grant terms from October 1 2025 through September 30 2026 the grant uh award if accepted will provide funds to pay for officers to work overtime shifts to conduct dedicated traffic approving the preliminary conditional set aside letter which would lead to a home rental development agreement with the owner of Creekside Apartments the funding source is the home investment Partnerships program home thank you is there any discussion on those two items Alderman derky thank you your honor just uh again my uh explaining my opposition to uh A2 um one is I still believe that that home those home funds are better used on existing projects for existing properties rather than uh on a new project with the developer that um last time around really didn't complete what they were supposed to complete so I'd rather um in instead of spreading our resources all over the place concentrate them on uh instead of skipping over Properties or projects that may be in need that can be used with the home funds uh to use it there you know wisely and instead of on a new project that I don't even know will come to completion thank you your honor thank you any other uh discussion other one Meeks can I just get some clarity on what projects are were skipped over my understanding and please correct me Alderman I don't know if Alderman Derk is talking about specific projects and just a discussion we've had uh and I don't want to misstate uh for you so please correct me uh Alderman derky would like us to work on some of the existing housing stock utilizing those dollars not on new and I don't believe Alderman derky was referencing a specific project skipped over and Alderman derky please correct me if I'm inaccurate yeah you are you get the uh spirit of it home funds can be to utilize yep director lies so we typically get an allocation just under a million uh per year or we have been um we haven't received our 25 number yet but um and home funds are specifically for exactly what it sounds like to create housing and preserve housing they're the only funding source of the hot entitlement funds that we get that can do new construction but they can also do rehab um something do we have any data of how many individuals have taken advantage of this program yes 71 single family uh and Mr kegon what is it 134 total thank you honor we had 131 uh residential units take advantage of the program 71 are single family homes eight duplexes 16 units and 12 multif family buildings or 44 units that would be the the most uh residential construction we've seen since 2007
