authority for there is no authority except through god god we ask you to give us the wisdom the understanding and the compassion to lead this city now god internally we want to say thank you thank you for life thank you for breath thank you for our limbs keep us and guide us in your arms in jesus name we pray amen indivisible with liberty and justice the first item in business is the minutes from the december 7th work session the december 7th public comment meeting the december 14th council meeting the january 4th work session the january 4th public comment meeting and the january 11th council meeting thank you and council i think i've got a motion from councilmember crane in a second any other discussion please vote motion passes i think we're now moving to a public comment am i correct we're going to start with our phone calls which is the first caller is sherry huckabee miss huckabee yes please go ahead you have three minutes thank you good evening i'm sherry huckabee a resident of trails of fossil creek which is on 287 corridor off bonds ranch road i spoke to the city council on january 4th regarding infrastructure issues and adding additional projects to the may bond election i requested two projects to be added to the bond election for waggley robertson road from bonds ranch road to bailey boswell road and at one other project for heritage trace parkway they expanded to include the design of this road from business 287 through the bnsf separated grade crossing as a previous noted with uh to the council having the design and right-of-way of the heritage trace parkway project done now will make it shovel ready when the funding for construction is determined later heritage trees parkway is a vital expansion that will provide much needed relief to bonds ranch congestion i've been informed that the project for the southern half of wagley robertson specifically heritage trace parkway south to bailey boswell is now being funded by developers that are building future commercial and single-family homes there therefore any bond money that was intended to be used for that project can now be utilized in other infrastructure projects this means that there's no excuse to not improve waggley robertson road from bonds ranch road to heritage trace parkway improvements that must include flood control mitigation as well as expansion from the current two-lane road i previously sent an email to council members that included a link to a cbs report from may 24 2021 where a woman was swept away by flood waters but that is just one of many incidences attributed to the flooding i've provided a snapshot of that news report this evening where you can see the victim's car and the road which is completely submerged and another picture that shows the drain that this flooding victim was swept into thankfully she was rescued about 200 yards downstream while clinging to a tree while the poison bonds ranch road is on the bond election for improvements it is not a long-term solution having the northern half of wagner robertson improved will not only address flooding but it will give us an alternative route to using bonds ranch and thereby relieve some of that congestion additionally it would allow us traffic to flow to the eventual heritage trace parkway expansion it is imperative that these projects be done now we cannot continue to wait for some future bond election we've waited long enough thank you thank you sherry our next caller is alexander stein mr stein yes chase go ahead you have three minutes yo this is primetime 99 alex stein let me tell show i know that your hands are tied on it it's not y'all's deal but at 17 it's keeping a lot of low income fixed income people from going to the stock show i know we have a bus up at billy bob's that can take them but we need to we need to figure out a way to cap that parking so our citizens whose tax dollars have funded all that can enjoy it and you know one thing that we could do i know whenever we talked about the parking is there's a parking set a premium down there but the city of fort worth and the mayor and city council right now could give our citizens about 40 parking spaces because on will rogers drive between the kimball art museum and eamon carter it's about two blocks long and it's got meters and they're all covered up and it's not for safety it's not for traffic control it's so the guys over there at dickies can make 17 bucks a car so i would like for you all to make a good faith effort and go check that out and see if we can at least take the covers off the parking meter and free up some parking for people so they can afford it and you know it's it's something that a lot of people are interested in because about 2 15 today i made a little post on our friend larry o'neill's worth memories and got over a thousand people that have you know made some kind of like or something over 500 people about 99 percent of them were in agreement with me that the city of fort worth needs to do something we can do it in future contracts and it i would really like to see the citizens of fort worth not get charged that much maybe cap it so we only have to pay ten dollars instead of 17 20 25 but they'll take a look at the will rogers drive and see if we can take those covers off the meters okay thank you rick we appreciate it very much our next speaker is bob willoughby yeah well the truth ain't always beautiful turn the sound up please so you hear this turned up before you start this video turn it down what happens when the wrong people are put in power turn it up please you can't hear it they do that to me [Music] oh [Music] for down [Music] [Music] [Music] [Music] [Music] [Music] um [Music] [Music] it seems like a nap your music but we appreciate you thank thomas trolling kossie is our next speaker madam mayor council members the moral arc of the universe bends slowly towards justice but it doesn't do it by itself sometimes it needs a nudge sometimes it needs leadership it never needs politicians i'm going to tell you a story in a moment but i want to encourage you to start to become more proactive when it comes to the issue of police reform and not wait until the trial is over this is my story it's about a mamma mia moment in my big italian family we have many mamma mia moments and mega mamma mia moments a mama mia moment is when i walked up to my italian grandfather for the first time and i said hey old boy have some tea and crumpets please he looked at my grandmother and said mama mia mega mama me a moment is a life-changing event and once you've experienced it everything you understand about justice changes so i have a confession mayor i made a district judge really mad one time i spent 109 days in a rural county cell next to my friend anthony now a friendly guard let anthony and i sit on the jail cell floor every night anthony had just come off death row 14 years awaiting a new trial we spent every night visiting with each other and at first i thought we have nothing in common he hadn't lived more than 30 miles from where we sat except when he went to jail i'd been around the world and educated his skin was darker than mine his hair was curlier that over the nights when he kept saying god is good thomas god is good i realized that everything that matters between two men we had in common eventually our days were over and he awaited trial for another year and a half i had told him about the internet and the wonders of cell phones he told me about the desperation and loneliness of being innocent and on death row he didn't know that i had been made aware of the evidence that exonerated him but a year and a half later i was out in the middle of a field and i got a call and it was from my friend nicole's cell phone but it was this voice is this doubting thomas this is anthony i told you god is good i told you thomas yes anthony you told me he said do you want to come to my mama's house and have some spaghetti sure anthony i'll do that we need to hear what the plan is now not after the trial occurs thank you thomas our next speaker i think is a caller david menendez mendez no answer okay what about corey keller oh i'm sorry david excuse me all right mayor council i'm here again to discuss the safety concerns of northwest fort worth area two men died and the mother was critically injured on bailey boswell i want to remind you of this so you never forget that these safety concerns are your responsibility to solve you owe this to the people of fort worth to give them a safe environment to live that includes roads and infrastructure and safety that all falls on your shoulders chroma marine creek is on the 20 20 22 on the 2022 bond however bailey boswell old decatur bowman roberts w j buzz and bonds ranch road are all in need of addressing and they are not on this bond we don't have time for empty promises of next bond or maybe when there's more development those things have come and gone those promises have come and gone the development has already happened the northwest area grew by more than 75 percent it is the fastest growing area of fort worth yet there has been extended neglect in this area where safety and infrastructure are concerned thankfully after the council after the december council meeting where we had a group speak bailey boswell was re-striped this was the absolute minimum this council could do and they did the minimum which doesn't make it work you need to do more you need to address these safety concerns also this council needs to start a plan for bonds ranch road while it is not in a critical state it is quickly becoming there as growth moves forward plan ahead don't play catch-up anymore it doesn't work ketchup is killing fort worth and you wait for development to happen then you're behind the eight ball and now what do you do you need more money than you did before if you put the investment in ahead of time you'd have that money later on please stop neglect in fort worth northwest fort worth focus on safety increase infrastructure spending and dedicate resources to keep up with growth rather than playing catch-up thank you thank you david next speaker is a caller which is corey keller mr keller yes please go ahead you have three minutes i would like to address uh first of all madame uh mayor and to the council like to echo the sentiments of the previous speaker i'm watching on i'm watching on fort worth tv and thanks for providing that as well so the citizens of fort worth can watch the proceedings uh northwest fort worth has extensive transportation needs uh i would like to point out that heritage trace could simply be finished if they built an overpass over the railroad tracks uh this is uh not on bond and it needs to be we've uh if you take a look at northwest fort worth and you look at the alliance area there is no direct transportation network to get people from north northwest fort worth over to the alliance area that which is a major major job growth a lot of our people work there it is congesting our roads it is causing safety issues uh i would implore the city any project that doesn't make the bond i would implore the city to take a look at other ways to take care of this problem and get this this transportation work done and get it paid for we are suffering badly we have fire that is taking a long time for uh to get to the service the police is being delayed saginaw is doing its part but fort worth is failing i've lived in the area since 2002 so just just under 20 years i've seen very few improvements in that 20 years it's time for fort worth to do something putting another four years for a bond isn't going to happen we need it done now we've got over 7 000 homes that will be built in the area in the next five to ten years i've got two developments actually three developments that are being built along mikely robertson lively robertson is a two-lane road for just over three miles and it hasn't been improved in decades and as one of our one of the previous speakers pointed out there was a person that actually got washed off the road due to storms she about lost her life we had people that were killed over on bailey boswell just this last year how many people how many lives are going to be sacrificed before fort worth decides to build these roads thank you thank you and council i think that's the last of our speakers this evening um before we adjourn i got a shout out to jay chapa here to my right this is your second to last city council meeting sitting here so i thought that was a pretty good public comment session for you as you close out your 10-year 25 years with the city without all adjourned thank you you
