[0:03] **Mayor Jim Michalski:** all right I'll call the meeting to order business is the local business [0:15] **Mayor Jim Michalski:** in America [Music] [0:30] **Mayor Jim Michalski:** next is approval of the agenda does anybody have any additions to the agenda [0:43] **Mayor Jim Michalski:** I propose all right consent agenda within minutes from the May 16 2019 regular City Council meeting as well as the financial reports city comes payable from June the financial statements from May 2018 and the liquor store profit loss from May 2018 questions [1:16] **Mayor Jim Michalski:** it's all there I most peasants public comment this time is reserved for comments from the public on manners not listed on the agenda these key comments to three minutes will be from the public departmental reports is not here the report is in the packet [1:50] **Sheriff Kelly Lake:** the rest of my talk will be the next time bugs and hug very well the MS 150 bike right they change the route which we'll talk a little bit of all later but somes like that went off pretty well as well we do have the two new part-timers that were approved a meeting or two ago they're getting trained in it we'll start covering some shifts here pretty soon [2:25] **Mayor Jim Michalski:** public works [2:32] **City Superintendent Phil Entner:** mr. administrator console busy month very very busy summers obviously woman when it's driven Iceland were very long so water department distributed 4.6 million gallons 3/4 in the month of maintenance a lot of training this last month actually Scott myself full-time to Carlton that's two weeks ago NZ Fergus munches later in school some boring there's actually a lot to learn it's actually being weird a lot of things that I think but in the community in our water system try to prepare some leaking once the heart attorney want start operating ones and some of the ones that just are shut off due to being a service which isn't very many I attended more meetings in [3:20] **City Superintendent Phil Entner:** club as I sit on that board that was that was an experience I was meeting there when I was a meetings so it is what I did it's all the week last week Scott was in two hours that way Lionel cable trading and basically for locating utilities water sewer that kind of thing Scott report back to me so that was a very volatile trading a lot of things right now well number one is out looking for service I should be factored salt next we can have a spare game place in well number one as well so the pump is allocating we're coming so we're partnering quite 22 million gallons of wastewater and one to me [4:05] **City Superintendent Phil Entner:** chemical feed treatment at the wastewater facility is done that's a place last week with spare detergent is church today is looking to it as far as video limits and going from there Street Department street sweeping is completed so follow us on not on a couple areas of mist and I put that bubble filling made monthly basis is always the emergency repairs you see them all over the town we're making a mess they should be done in but next week developed a pecan tree look back and just continue going into cemeteries every week so that's working out really well it's uh it's an it's another added tasks definitely but it's really Camaro looks really [4:52] **Council Member Lou Ohly:** it's all stores or cell service yeah it's all FEMA reimbursement sites I wish you did before I asked a question there's a there's a sewer project that we've talked about quite a bit of iodine interested in something like that do you think do you want to talk a little bit about the hydrant training repairing on rather than replacing them [5:39] **City Superintendent Phil Entner:** yeah you're so um there was there's basically two different stages that were in and I went prepared you can either go all brand new which costs a lot of money or there are internal parts of event are available they're only rebuildable down to evolve the 60s which pretty much going to be it's half of our items but for that part of that it does multiply forward and that it will work there is there is some ideas that we listening alertness might need to be have and there's a few things were actually gonna try out a couple acres that are more remote areas of the woods people don't even know they're there I guess whatever their intellect or a natural supporters or attendance so so yeah there's a few things as far as parts there's some tools we'll have to buy nothing crazy enough and no huge ticket items I'm not going lateral right now allow me to do what this fall possibly next spring it be something for me to repair [6:27] **City Superintendent Phil Entner:** kits or something like 400 bucks I'll hydrate instead of ten thousand to dig up into place just one or two is no huge savings and we have nothing on earth sorry - - 800 boxes better than to one granary so yes next week barely so mom will be making a mess up there we kind of we have a water service leading to a house that was not occupied all winter and we found this in February and the problem with digging a water break in February if State Highway is that the state has [7:14] **City Superintendent Phil Entner:** real rules regulations as far as what they require to have the patch look like when it's done five times so it's very hard to get an ectopic America pageant's very American actually material even to set up and cure for example attachments on intersection of folds and growth that was supported by us and that was using our own product which everyone's been over it it's rough it's not what it should be nor does it mean that spec and they require us to take that out and then employ to date the Popovich hot-mix which means there's no so that one will be given place the the thing I bought [7:59] **City Superintendent Phil Entner:** like upon opening up a hole in a state highway is once I open an upper wheel but not a weak opponent until it is passed by their inspectors and it's that accepted by them as the state that's why gravel doesn't works alone because there's so many cars just so much that there's so much we hold on that role we had one actually to care for two weeks with gravel and we were out there sometimes we were out there twice today and it's based on birthday today well actually we're talking about there's a service leak between it's on the city part of the service and so that is from the main so we've ever stopped abruptly we're one day we're starting on with [8:45] **City Superintendent Phil Entner:** that we're actually going to relocate the service to the north side of the property which is water main back there in an easement which keeps us more out of the locked up and out of the 73 rate later the water being at that address is actually on our side over in town and that's regulate which is 75 feet away so technically we would open cut highway 73 completely shuts traffic down which no one wants to do I don't want to do it I know Tim really does so we're going to relocate the service and then part of that is abandoning the old service of man so we do have to date up in fact it's a lot smaller scale and crossing the high range we've done this before it's kind of heavy but we've got indiscernible but we do [9:33] **City Superintendent Phil Entner:** get a lot of a lot of the traffic control thing that it's really a really unfocused that answer which you do it's all I got [9:33] **Mayor Jim Michalski:** she [9:55] **Sheriff Kelly Lake:** alternates for millions of calls now [Music] definitely tell us summertime it's just been an absolute Allan a trailing late the investigation and that there were several search warrants and were able to fight stolen property that we recovered four different burglaries in the area working with the Sheriff's Office two people was completed two individuals for possession of stolen property and also accommodating ones in house we give [10:43] **Sheriff Kelly Lake:** that Saturday May 25th very well attended we did eat fingerprints of little kids as a feat no himself got a lot of positive remarks with the police department people are just really appreciative we do when this is really nice here and this bake-a- thon went would find a lot of traffic a lot of people than normal noise is there to avoid import Tigers are being trained in nice thing are we working police officers have experience and the main thing is just learning our computer system which is a real user-friendly and just learning area but they're both doing very well [11:36] **Sheriff Kelly Lake:** various investigations of just the but belongs in town that dress is being quite high they have been notified [11:53] **Council Member Walter Lower III:** what's going on [12:04] **Sheriff Kelly Lake:** schools that wasn't yesterday and every morning excessive area that's been long No a blatant situation what a boat filled Amish house out there next to the school you have that that's been a problem [12:40] **Council Member Kris Huso:** and I know those burglaries for those burglaries in in the city of Moose Lake? [12:54] **Sheriff Kelly Lake:** they were not the properties Roger [13:06] **City Administrator Ellissa Owens:** down to the technology library worked as far as technology goes we are working on getting the campground our network with a computer and a phone that's it a couple delays but I believe that went back out there next Friday I think their point out there to finish setting up the computer and the phone setup this will looked at putting Wi-Fi in for all of the users of the campground I think the initial assessment came in at 10:00 level for that plus we would need to put up new poles and trench fiber into the bowls and quite frankly that got a little [13:52] **City Administrator Ellissa Owens:** expensive in a hurry my suggestion would be I still would like to expand the campground into that baseball field down there the baseball field to the new school past our I'm sorry even though the referendum failed I would still like to work on moving that baseball field up there and expanding the campground if we did that we could tie a Wi-Fi project we knew the same revenue bond expanding the camera so I don't know that we're going to continue looking at that one right now that's a little expensive the computers that we were purchasing this year have all been purchased will be doing one more round January 1st of 2020 [14:42] **City Administrator Ellissa Owens:** all of our computers will be Windows 10 which is required as Windows 7 supported that well we are also doing full of assessment that layout of power of lights system as well as ours are some a little bit easier button we ran into kind of some issues with maybe definitely where everything is what equipment was everywhere and now with CW we'll go through a full layout of everyone's system so that we'll know who's getting billed for what didn't where everything is would be a little bit easier and then finally I think the [15:27] **City Administrator Ellissa Owens:** Public Works garage or the pole was struck by lightning so there's some issues with the SCADA systems in computer which which bill is our new IT guy he's getting as far as the library goes we have a couple minutes in the packet from a few meetings and then there's one item notable leader many of the programs have you talked to the city councilman oh yeah okay why don't we just have her fill up and introduce yourself [16:17] **Library Director Shelby:** and show me is the library I am she'll be a new library director I have been in just since I've been here and kind of gotten the lay of the land a little bit to try to reason with programs I started some social the library trying to get more people in the library and using all of our programs all of the so far have been very well [16:41] **Mayor Jim Michalski:** it's crap anything any hard-hitting questions in the house all right going on the next one with the city engineer at our last meeting most of the time was spent on a special assessment policy that's in the packet line by line there's quite a few things that our state statute or our standards and other things that we went line by line and my recommendations are the policy itself which we can talk about later on [17:27] **City Administrator Ellissa Owens:** other than that a lot of what's going on right now is the the water model project bill and the city engineers are trying to figure out whether or not we need some of the pressure reducing valves that we have and whether or not we can pump from the wells to the water tower without the booster station that we have I don't mean we haven't done the booster station yet as we have a water break suite figure some of that stuff out but once we have that done we'll be able the size pumps a little bit better better and be able to figure out some of the costs for the two to two pumps it well so once that's done I think wool will be able to put together the estimate to move forward a little bit [18:23] **Mayor Jim Michalski:** hurry up me and your name [18:23] **Chamber Representative:** I'll just bring it out today from my last visit here some of it might be I have a lot to each of the chamber here this summer I will be all over learned that dust dusty is all over our executive director he like and we did go through the hiring process my prayer to yell about any battles and Jones you know she's not able to start until August you know she is the right person for the job that's what we wanted we didn't want the person that could start their daily we just want the right person so we're a little bit of flex this honor if you call or stuff into the Chamber office you will likely be greeted by Nicky good major Kemal Parker or Cassie Zimmer and that's [19:11] **Chamber Representative:** that's our plan throughout the summer and it's going barely bail to this point there's concerns or questions that you're not able to reach somebody go ahead give me a call that August 20th I believe the Sun House and will be officially starting she's pretty dynamic she's a director of art one of the directors of Camp Heartland real important looking forward to her coming orbitals we also have a new junior ambassador this year for nato stanag and we're excited to have her come on board so on Saturday is Savannah will also be there greeting people she's excited to help position moving on we are coming into our extraordinarily busy time of the year so a lot of activities coming up [19:58] **Chamber Representative:** fourth of July is animals we'll have a flyer be distributed to students and shortly and we started taking parade entries we suspect it will be a very good very good parade again this year two things I want to highlight about the fourth of July we have two businesses the town that are celebrating a hundred years of being in business first national bank it was like in the leg theater so the Chamber's will be to highlight them a little bit the theater has offered they'll be doing a free movie during the fourth of July this year sometime in the afternoon where they keep I'm sure so if you're able to come and see Ichi so on the big screen not maybe it's the actual movie anything is coming [20:48] **Chamber Representative:** July 13th and 14th planning for that is the way extraordinary well as usual we've got a fantastic committee that several staff July 13th and 14th down to Riverside arena that's last year was our first year I think that at the Riverside area know there's a few kings we believe we have worked out but we hope that it will go really smooth we're all that of July 20th the triathlon again a few minor changes that happen here to here but that event continues to grow it's actually a pretty significant event for the area to bring a lot of people in the town a lot of revenue to the businesses and more round up the summer and I really with our development aspect so we are extraordinarily as [21:34] **Chamber Representative:** because of our executive direct questions [21:34] **Council Member Lou Ohly:** another question I think communication from the chamber has and better I think that there hasn't been a drop office party [22:03] **Mayor Jim Michalski:** all the volunteers there I appreciate that fantastic team of people thank you okay on two previously discussed business the 2018 flood the only thing that I wanted to add to what Phil said about all catch basins --is I can't stress enough the capital improvement project plan that we've been working on really need to get moving along with starting to do some little projects every single hole that was dug to replace a catch basin structure every single time we had to dig further because the pipes that are underground [22:49] **City Administrator Ellissa Owens:** are every single all that we that we dug an additional pipe or two additional pipes another strong structure it just kind of built and built and built as we started digging so the further that we can get along with our our CIP is our assessment policy the better off we will certainly be so hopefully be closing out the FEMA projects problem within a month they've already given us the money for it so now we just need to report on the projects go smoothly any questions alright moving up to new [23:35] **City Administrator Ellissa Owens:** business 6a DMV reimbursement grant this was one of the things that was passed this year through the state legislature was reimbursing registrar's for the overtime or additional staff and costs so on page 36 is a letter from the state stating that our office will receive thirty seven thousand three hundred and ninety eight dollars and eighty three cents which is our portion of the formula that they put together governor walls included an appropriation for thirteen million or register our reimbursement is is kind of a headline of this there's there's a part of this that I'm [24:21] **City Administrator Ellissa Owens:** not sure if they are asking for minutes from our meeting accepting the grant but if they are I would just ask that we make a motion to accept the really understand grant very strong [24:42] **Mayor Jim Michalski:** [Music] all of their post and motion passes so that will that will certainly help both the funds so 6b the Carleton tax and utility rate study I just wanted to include this information this is not a study that we did it's a study that Carleton needed to do for some state bonding that they are doing so as a part of this I highlighted where Moose Lake falls in it takes a look at the city tax rates the water rates as well as the sewer bill rates and then the LGA plus taxes per capita [25:33] **City Administrator Ellissa Owens:** what I'm looking to point out is I think that a lot of us and a lot of people hear about how high taxes are in the city of whose lake as a part of the budget every single year I put in there where our city taxes fall in compared to other communities surrounding us other communities that are similar to our size when we add in the county when we add in the school fire district hospital all of that that's where it seems our taxes build up a little bit higher than like as far as the city's portion of it what I present to you kind of matches this which is the city tax rate is actually either low or [26:21] **City Administrator Ellissa Owens:** pretty average for communities on our size our water rates are right about average and our sewer rates are actually all compared to other communities and then looking at LGA plus taxes per capita we are we are quite low so I think that we are doing a pretty good job it's just informational but I did a lot of pointing out this I do think that we are is there any waiting to hit this informational we're aware of this I heard the same thing that [27:07] **Council Member Douglas Juntunen:** I mean outside of just paying to put it in the paper like it's it's certainly a part of the budget presentation that we put together for the council generally a I give the presentation twice at City Council meetings so it's it's on TV twice I don't know how many people are tuning into it but I mean it's it's already put together it's readily available later or like Andrea put maybe put it on Facebook or something like that more people are aware of that issue well I don't I don't know that they need to stop the play I think one of the [27:53] **City Administrator Ellissa Owens:** things that one of the issues that with with taxes is generally you're thinking of your property taxes as being the city and there's a whole lot of other things that go into your property taxes other than the city's tax rooms you know your home value the county the school the fire district the hospital I mean there's a there's a few things that residents in this area pay for that residents in other areas do not pay for I mean we're part of a hospital district in a fire district which has an additional expense certainly an additional benefit as well but just would be good information to get out you're right 6c Rokon paving estimates on page 43 in [28:38] **City Administrator Ellissa Owens:** your packet is an estimate for 741 foot long by 8 feet patch on the bike trail there's a map on page 44 that kind of lays it out so between the North Road and Bulls Boulevard is kind of that bypass trail the city owns the paved section not the gravel parts to it the city put in that P section what I believe is for roller bladers and bikers and things like that when you come down the Mugler trail the bunger trail stops and starts but there's a gap and this is technically to bypass all of that and [29:23] **City Administrator Ellissa Owens:** hop back on the longer trail there's a long stretch or a couple long stretches it's not 704 continuous beeps but a total of 741 feet that needs to be replaced that's 8 feet wide part of there's there's a couple problems one I have a hard time suggesting to anybody that we paid $15,000 or a trail when I would certainly say that $15,000 would be more wisely spent on roads and utility improvement that's used by considerably larger number of people the second issue that I have is this area is very flat and the ditch that is [30:10] **City Administrator Ellissa Owens:** supposed to take water away is maintained by the county there is really no ditch all of the gravel has kind of washed into the ditch which max all the water up all that water on the paper section of that trail eats away at the pavement and we're just going to have this problems again and again again so I don't know what you play what you all would like to do with it I'm not really sick to think anything now other that me be aware there's broken pavement section of the trail the estimate this is about fifteen thousand dollars and we need to kind of figure out where we want to go and it's due from posting from while all [30:57] **City Superintendent Phil Entner:** of its water erosion if you go if you go on this trip the trail is actually much much longer when we think it was 20 years old or something like that intense a them being up there I think Ted Ted was talking about that we did this like 15 or 20 years ago the pavement did every other section is perfect when you get to here you can see a lake and that's where the pavement [31:29] **City Superintendent Phil Entner:** it's all and then on top of it I don't know what if it was all blasted into the rock or what but it it's really high and then the trail is like cut into it with a waterfall you know I mean that thing was flowing it would be hard to get the water that's in there over there there's no simple easy way my very unpopular opinion on this would be I think we should just take the pavement out that way if it's gravel we can quickly reshape it put the gravel back where it needs to be you can take a land level down it and fix this thing in the matter of minutes the problem that we're going to have is according to groups [32:14] **City Administrator Ellissa Owens:** like the MS 150 their bikes cannot go down Brown apparently I didn't know that was a thing my bike goes over crappy nice to talk to becoming engineers is it is there I think they're super preference would be to sell it to us for a dollar I'm sure as they asked four times in a matter of a half almost meeting but there's the ATV trail that runs what I decided to do deputy and I'm sure that that gets even wait a little bit you know I would I would agree except for the fact that everywhere else on the trail where water can go down a ditch [33:01] **City Administrator Ellissa Owens:** everywhere else the trail is permanent [33:13] **City Administrator Ellissa Owens:** Oh God something to think about though there doesn't need to be a decision necessarily right now I can certainly reach out to the County engineer's I think a conversation might have come up with please Jesus lawyers that maybe they should do some additional pitching as well so yeah I think we could make it reach out to the colony and maybe suggest that some additional maintenance or tiny specs on the trail that unfortunately does not fix the paper also [34:01] **City Administrator Ellissa Owens:** water and was on the track [34:14] **Mayor Jim Michalski:** okay any other questions or comments on that one Oh as a move-on 16 the rainbow run route you can see an email that includes the route that this rainbow run would like to take I think they said they wanted to do a national bank that was there it okay so on August 6 2019 that 410 they would like to do with rainbow runs everybody familiar with what that is this is the route they'd like to take do you have any issues with it they're not asking for anything really from us they don't need the Public Works crew doing anything as far [35:01] **City Administrator Ellissa Owens:** as they know so it seems like a good additional event ditalion any concerns pass that along 6e and 6fr are the same thing these are resolutions that we need to pass for the new part-time police officers to include them into public employees police and fire plan [Music] [35:50] **Mayor Jim Michalski:** all favor by our post pollution passes to do another one just for the second one as well all in favor I proposed [36:11] **City Administrator Ellissa Owens:** 6g is a Memorandum of Understanding this would in effect this would create an administrative group of employees this administrative group for this purpose would only include the police chief and myself in order to basically so in our personnel policies when somebody retires from the city there's a section where 25% of their sick leave is paid to them upon retirement what this states is that instead of taking that 25% as just a check this would put it into a healthcare savings plan the benefit is is that it's not taxed when it goes in there the website is [36:59] **City Administrator Ellissa Owens:** that you can only use it for medical expenses then so you can pay purlins how this came to be is basically you can have a single person enter into this you need to have a group otherwise there's a chance that you're going to abuse it or something like that so if there's two of us we're not going to abuse it there's a lot of us there's a high likelihood they're working for Jesus according to them so what I'm asking is that we pass this memorandum of understanding the chief and I would sign this and there is no cost difference there is no there's really no difference whatsoever other [37:45] **City Administrator Ellissa Owens:** than the check would go to the healthcare savings plan people on retirement other than to but guess what happens to every 75% I do is wait [38:08] **Council Member Walter Lower III:** because we had none because we do not have sick leave and I would say that I would say that most employers give you your vacation upon information whether voluntarily or not retirement all those things sick leave is not generally unless it's PTO interspace you get all of it yeah that's what I'm saying is if you have 90 true 960 hours and you're going to get 25% yeah what's the benefit of [38:54] **City Administrator Ellissa Owens:** - no no so you get according to our personnel policies you get 25% employees in that balance that that happens today only if you retire you get 25% you're just changing into correct yeah so the only reason that we're doing it with these this way rather than all employees is I haven't talked to all employees and I cannot make it optional so if if we're going to change it so that everybody could do this everybody has to have it go to this it cannot be yeah my viewers hair cash [39:42] **City Administrator Ellissa Owens:** so like you you guys have MSRs for different contract for retirement that is completely optional can be handled by the employee can be your choice whether you want to do it not do it there's all these things that are just optional but there's a cap to how much can be put in every year because it's a tax deferred this one is there is no cap and that's where I think they come up with a lot of the rules host so somebody could put a hundred thousand dollars in here and not have a taxed and then they can use it for medical expenses and again it's not taxed so there's the possibility that somebody could kind of try to get around the system [40:28] **City Administrator Ellissa Owens:** we don't really offer any wait for somebody to scam the system so I would say that this just makes my vegetables wide 25% I wasn't are so is it really upon retirement not suggesting that I was [41:17] **Mayor Jim Michalski:** I'm still not suggesting that I did we is there a motion right this [41:32] **City Administrator Ellissa Owens:** those tears all right 6h is a notice of public hearing for a street and utility Capital Improvement Plan this is the same capital improvement plan we've been talking about the last few months the only thing that I am requesting is that you pass a motion to have a notice of public hearing and we invite the public to speak on the tab on proven plan in July emotion [42:20] **Mayor Jim Michalski:** although I had the most our motion passes that will be at 4:15 Wednesday July 17th which will be the regular city council meeting [Music] from page 53 to [42:52] **City Administrator Ellissa Owens:** to page 86 is the actual capital and if anybody has any questions ahead of that we'll put the notice on our Facebook page and also so long is there a limit to the size that you put on Facebook [43:13] **Council Member Kris Huso:** they have is there a size limit to how big like a we will try to put this on peaceful to put it on our website and then link to her website so we will master we will try to get the certainty that notice will be published in the paper and on Facebook and the bulletin boards we'll try to publish this plan so that people can review with as well anybody has any questions certainly they can reach out prior to the meeting any questions or concerns so that meaning is gonna lead to like that [43:57] **Mayor Jim Michalski:** No yeah [44:08] **City Administrator Ellissa Owens:** [Music] all right the next one is 6 k r 6j sorry which is another notice of public hearing this one would be for the special assessment policy this one we haven't reviewed the document fully at the City Council meeting we will do that in July the entire assessment policy is in your packet that has been email oh as well we'll do the same thing with that we'll try to give it out to everybody have it to review any questions please let me know same thing with the July 10th at 4:45 their emotion [45:08] **Mayor Jim Michalski:** all right passes 6l is a resignation letter from vena person in the library she has been here for 17 of them she states as the assistant director she's been here for a long time certainly been a great asset for the librarian we are sorry to see her go I accept your resignation [45:48] **Mayor Jim Michalski:** all later all right most commuters and then 6m is also a resignation letter from Chris Franzen a library she is a part-time employee we will certainly be sad to see her go as well [46:18] **Mayor Jim Michalski:** she still resides [46:24] **Council Member Lou Ohly:** Oliver was just a question yes that we talked about people [46:41] **City Administrator Ellissa Owens:** deserve their years of service and that we greatly appreciate that it hasn't quite long time too [46:55] **Mayor Jim Michalski:** those motion carries 6n is the recommendation from the library for to hire a full-time library director and let me just back up a little bit here the library board has met a few times after the two part-time people resigned to decide how to move forward with the library whether it be changing days and hours part-timers full-time Library Director hiring two part-time clerks versus hiring one with the full-time library director their recommendation from this past library [47:40] **City Administrator Ellissa Owens:** board meeting was to hire one library clerk and have the library director be full-time there was if anybody was interested I can email it to you there was basically a breakdown of the cost of several different options most all of them later well even were a little bit less currently but all basically fell in line with with what we need this this came up a few months ago when Steve was here we were looking at hiring an additional part-time person the DMV and this was this was actually our initial recommendation was with the IT stuff being handled by CW that we simply have [48:28] **City Administrator Ellissa Owens:** a full time library director and eliminate one of their part-time positions the staff in the library at the time their strong suggestion to the library board was that they have additional part-time staff instead of a full-time library director with the resignation of a few part-time people this kind of brought about the conversation again is the recommendation from the library board that we hire Shelly to be full time rather than part-time and then hire one library clerk Crabb that that means that there would be no assistant director correct we would that [49:13] **City Administrator Ellissa Owens:** we would also have to have an assistant library director those all of those job duties would be part of the library director they also have any well there is the option to amend option 5 the 2 is with all benefits and then fight was with benefits you know so option two option two is with benefits single rather than family benefits benefits are laid out in the personnel policy so we would have to full time for syphilis [50:03] **Council Member Walter Lower III:** so people wants ago we didn't have that money perceived evangelism and now we have money so obviously these of their speakers there I just like to throw up no speakers are excited think we're going to be a bastard with questions of why all the sudden because the Lord Nelson yet I think a lot of people like to know which has nothing to a Shelby that just always it different with Owens:** while she's doing that name answer the first one the first one is that previously we did not have enough money for Steve which I would say that that's that's not quite how that went but certainly that was a piece of it so what we did was when well the Personnel Committee met to discuss having an additional person in the DMV we recommended that we reduce the staffing cost in the library by the cost of that position so basically we would take the equivalent of a part-time person from the library and we would those funds to the DMV so our initial recommendation again with Steve was was basically [52:24] **City Administrator Ellissa Owens:** part-time library part-time IT we were taking the IT portion the way of giving it to CW was our recommendation was make Steve full-time in the library eliminate one of the part-time positions in the library we move those funds to the DMV so by doing that which is basically what the recommendation is now by doing that we would save enough money in the library to pay for that position in the DMV the recommendation from the staff in the library then came back that they their preference would be to have a part-time library to continue to have a part-time library director and continue to have as many part-time staff in the [53:10] **City Administrator Ellissa Owens:** library as possible with eliminating whatever cost needed which was basically the IT or ssin of that job they're moving back to the DMV which the library board also recommended either way the cost is to cover the DMV position was what we were attempting to do and either of those two options did that did you find each other yeah I sent it to you and I wanted although I got the physical I'm here to [53:55] **City Administrator Ellissa Owens:** birth breakdown about total of Kaneda physical so a total with all employees yeah because it's easier it's easier to look in the ball position compared to now over the DMV now is Shelby for this recommendation right we have we have the with with Steve versus Shelby as well so basically she took a look at five different options the first option is what do we currently have right now so with Shelby Nina Chris Rosanna Donna total for per week was one thousand seven hundred and forty three dollars and forty three cents if we were to have Shelby be full-time plus one to a person [54:44] **City Administrator Ellissa Owens:** so that eliminates the assistant library director we hired one new person and Shelby moves to full-time the total cost would be well there's there's two things though I'll just do it with the library over the same schedule is one thousand six hundred and fifty-six dollars and four cents so a slight cost savings which comes from less staff but also less the assistant library director the scenario three is the keeping Shelby part-time but with the addition of two new employees to clerk positions the total cost of the city would be one thousand four hundred and seventeen [55:29] **City Administrator Ellissa Owens:** dollars and forty four cents was the majority of the cost savings coming from no longer having the assistant library director in position which obviously is a higher rate than just a regular scenario for was what would have been what we were looking at was Donna was the newest position at the time eliminating that part-time position but still having Steve here the total cost would have been two thousand one hundred and ninety nine dollars and thirteen cents per week there so does that kind of kind of make sense as far as the breakdown goes this doesn't take a look at the cost that we [56:16] **City Administrator Ellissa Owens:** had previously the ephah Steve was going to be full-time yep the assistant library director was there trying to figure out the cost of that the TMV position no matter what we do that cost savings is still built into however the library moves forward so the funding or continuing to have the funding for the part-time position of the DMV now it's just a matter of is there a full-time library director with one clerk part-time library director with two clerks two additional either way that cost savings is is still [57:02] **Council Member Douglas Juntunen:** there that was that 37k you call that possibility is that this definitely I would I would say no I would say that currently the tenant currently the DMV loses money yet it will continue to lose money and there's nothing that I can really do about that the second thing that I would say is we do not charge the DMV for utilities for office space or we charge them for nothing and we still lose money the next thing I would say is they're they're looking at doing a few things in the office that would cost some money and no matter what they are losing money every [57:49] **City Administrator Ellissa Owens:** single year and I think that we just left that money in the DMV that no no I mean I mean in the long term because they're gonna run out of money eventually it's you're talking ten years down the road if we keep going the way that we're going what we need to look at funding that from the gym final question recommendation is the city of ministry so I spoke with the Personnel Committee as well the mayor and Chris could not be here both of them agreed to to go along with the library board my my thought is this full-time employees are more [58:34] **City Administrator Ellissa Owens:** generally speaking more invested into their positions and into the organizations that they work for anytime that you can have a part-time or a full-time person rather than a part-time person generally speaking you're you're getting a better employee one that will stay longer hopefully my my recommendation would be to go along with library board recommends as well [59:06] **Council Member Douglas Juntunen:** at least a guitar with the current savings would be 72 compare point number four and I think the current savings is like $90 technically when speed what about here oh okay your job 93 that literally obviously there's almost but again that that's not just Steve so I don't I don't that's right yeah so I mean technically yes even going with the full-time person even that still saved his money I do want to [59:51] **City Administrator Ellissa Owens:** point out that either way saves us the amount of money that we need to do what we're trying to do so right as far as I know and motor for a motion correct I've made that motion to a higher position I would ask that we figure out when that would start so Nina's last day is Thursday figure into your Chrysler General there is no there would that be basically what we looked at in the library board meeting was multiplying her average or [1:00:38] **City Administrator Ellissa Owens:** not an average per hour the great times 2080 hours which is just a full-time employee that's what the new salary would be this would be a salary position so there's a couple things that I would ask that you include in the motion which would be one the start state which could either be Friday or Monday [1:01:08] **City Administrator Ellissa Owens:** the second thing that I would ask is that this is a salaried position let's just say how are they made that are not matter in current poverty all right Helen my motion that shall be a start full-time
