item replatt and revised side plan as submitted and I would be happy to answer any questions thank you as it is uh as things have been submitted do they meet the open space requirements they do thank you thank you do we have any speakers on the side yes the applicant Jim Briscoe would like to speak okay Mr Briscoe my name is Jim Briscoe I'm the project manager for this subdivision so really I just kind of wanted to explain who we are what we do there's been a little confusion on this project and and uh kind of want to try to explain my opinion of what's been happening anyway so the developer was Plano Parkway Investments LP we only developed Lots we only do horizontal development we don't build houses we don't Market houses we just develop Lots uh Plano Parkway Investments is not related or Affiliated in any way with the builder megatel homes all marketing of the homes is the sole responsibility of the Builder the only relationship that we have with the builder is a contractual relationship where we sell them develop Lots the as as most projects are this this project was done in two phases um because because it was phased the open space requirement caused us to delay plotting the phases as they well these these Lots were held out held out of the planning of phase one and phase two in order to meet the open space requirements as interpreted by the city for each individual phase so these Lots were held back until both phase one and phase two were completed the horizontal development of the infrastructure was completed and those phases were final platted at that time then we could final plant these 12 Lots up until the time up really up until tonight these Lots were required to be classified as open space because they at that point until both plants were filed they were serving as open space let's say we developed phase one but we never we never started phase two that didn't happen we've developed both of them but for instance then part of this space would have served as open space for phase one so that that's how it came to be uh a little bit of the history a a preliminary site plan showing these subject air the subject areas Lots as residential lots was unanimously approved by pnz on April 6 2015. subsequently construction plans for sewer water Paving for both phase one and two including these 12 Lots were approved by the city and water and sewer laterals have been extended to all 12 of these Lots all water and sewer laterals to to all of these lots have been installed they've been inspected by staff and they've been approved and accepted by the city so the the replant that you're that you're meeting on tonight and the revised site plan before you it's compliant with all plano's rules and regulations and it meets all of the open space requirements for the subdivision as a whole as developed so if you have any questions I'd be happy to try and answer them yes go ahead uh thank you for Mr Briscoe thanks for coming up to diet sure appreciate it and thanks for giving clarification from what we understand when you had phase one again you're just building the lots of the infrastructure that goes into it right you're just basically providing a pad site that's already prepared for it already has to Subterranean utilities Etc to these pads correct yes and you got you got water sanitary sewer electrical maybe some Telecom that's going to each of the individual pad sites underground correct correct so when you first applied back in 2015 the only open space you had was the open space that a lot of the current residents have seen in the model home site is that correct uh I don't follow that I'm sorry what I'm what I'm getting at is when uh the current residents that are living in this area when they chose to buy a home there they saw that open site in the model model home I guess it was or the site office is that correct because we couldn't build on it that's right the city wouldn't allow us to build on those lots but at that time though when you did when you develop that open site did you already place the the utilities to those lots yes at that point yes sir okay so you must have known in the future that you were going to convert those into pad sites for homes but I because it was that was an approved site plan right when you went to phase two I guess is what I'm getting at all right once you build phase one you had your open space then you come back to p and Z with phase two and for approval and there would be still those those lots there when you came back to p and z in phase two were those open Lots still there in your plats or in your site plans uh yeah well yeah there's no there was nothing built on there there's still nothing built on but I guess what I'm getting at is when you went to phase two in your preliminary site plans uh came back to pnz for this approval were those lots still open as open Lots yes okay and now you're coming back to us again taking those open Lots in place and you're going to put them as pad sites so that's what you're applying for today correct okay thank you because we're we were not allowed to plant them and we couldn't find a platinum until such time as phase one and phase two final plats were approved and filed of record then we could come back which is now then we could come back and file it a final plot for these 12 Lots final plant plus a preliminary site plan for the finals lives but I guess I'm getting that is you always had the plants but it's getting back to the um when you went to phase two your site plan preliminary site plan had those lots where these these 12 are they were um it was still open space correct in phase two and now you're adding on to phase two if it's 2A or whatever we're calling it and so you're basically taking open land and placing it as home sites all right got it okay thank you commissioner Stone yes uh thank you uh do you who owns the these 12 sites and the extra dirt around them today do you still own them or does mega tail own them these lights yes we are the dirt you still you haven't transferred these blocks to Mega Taylor casual account they they won't buy they won't purchase them until uh their final Planet until they can actually pull a permit to build a house on them okay have you have you had occasion to meet with some of the homeowners in the neighborhood that are concerned about uh the fact that they're going to have new neighbors next to them that they didn't expect I didn't know about any of this controversy until I don't know until we filed this about a week ago maybe or less so no I have not met with them do you still maintain a job Shack on the on the property somewhere do you do you have a job chat I don't no you do not make a tell Mike okay we don't have you got to separate us we have nothing to do with my guitar I understand to your knowledge does megatel have a job site Jack I think they do in the back North very North corner back there okay but you do not have a physical presence on the site at all at this point sir you don't have a physical presence a shack on the site at this point no sir no we never have you've never had it okay okay thank you are there any other questions oh okay thank you sir sure um are there any other speakers we do we have Gail Smith good evening thank you so much for hearing me my name is Gail Smith and I'm here representing Henry and Patricia Patricia Clement here's their statement we are Henry and Patricia Clement homeowners of 2928 Galveston Street Plano Texas 75075 the front of our home and most importantly our driveway is directly across the street from the proposed construction of seven Townhomes described and proposed Platt 2022-029 first a little bit about us we love our home we engaged early on in the sales process with megatel we selected the specific wood floors and cabinets and countertops that we get to enjoy every day Patricia has an herb garden with rosemary oregano and basil Henry drives the 2010 Dodge Ram that we jokingly refer to as big blue several years ago we decided to downsize working with our sales reps first Tony and then Greg was a positive experience both based on the information available to them informed us that the Lots directly across the street from us were designated Community Park this park was included in the diagram in our 2017 contract with megatel five years later this same park is still being displayed in the megatel sales office this park is the specific reason that we chose 2928 Galveston Street we used a significant portion of our retirement savings to purchase this home this proposed construction will restrict and limit our ability to use our own driveway since this portion of the community has been built out Galveston Street will become out of necessity part of the construction zone large construction trucks and even the many smaller vehicles used by workers will be obstructing Galveston Street traffic flow between the Independence Parkway West to Hamilton Street South to Reeves Lane West to Galveston Street South to Reagan Street to Plano Parkway will be restricted ma'am you have 30 seconds oh limiting access for ambulances fire truck police Encore Atmos Energy United States postal delivery services garbage and recycling Henry is a small business owner and produce Patricia has worked for decades in Information Technology all we want is a quiet enjoyment of our home the right to enter and exit our driveway and neighborhood freely unrestricted the ability of our guests to park when they come over for dinner hopefully never needed the ability of an ambulance or fire truck to reach our home quickly and a peaceful you've exceeded your thank you so much I appreciate your hearing me thank you thank you next we have Mason Smith first of all I'd like to thank you Commissioners for your service you do a wonderful job and I'm proud to live in Plano it's it's a great great uh Community I want to draw your attention to a handout I put in front oh excuse me my name is Mason Smith I live at 2908 Galveston Street thank you wanted to bring your attention to a handout I've spoken with a number of the residents of the community and have documented their concerns in this handout but from my speaking part tonight I just want to make really two points one of the largest concerns would be emergency vehicles needing to go down Galveston Street as it is residence Park on one side of the road because we have no parking if there were construction vehicles and pumper trucks working on the construction I do not believe there would be a way for an ambulance or an EMS vehicle to get through there and now I'm concerned that that might be a liability for the city and a hazard to the residents and then second of all at the time that we bought our home in the sales office it's displayed that that area is going to be a park as a matter of fact some of the contracts have that that area designated as a park in the contract so my question would be if you bought a home based on the fact that there was going to be a park across the street and that future construction was not going to be across the street from your house but at the further end of the subdivision and then somebody turned around at a later date and said oh well we're not going to do that now is that is that fair is that legal is that Integrity is that right thank you for allowing me to speak thank you sir and finally we have Dion Griffith good evening Commissioners I am Dion Griffith my address is 2944 Galveston Street Plano Texas 75075 my family and I uh purchased our town home we started to search in April of 2019 we put down our um down payment May of 2019 when we closed and we were in our home as of July 2019 the same picture that is in the um current sales office where it said that open space which is like right in front of my home it was to be developed as community space it I was told it was going to be a pool and also was going to be a part two things saw me on it a pool because that's my swimmer up there then I was told it was going to be a park and I said well since I worked from the garage from time to time my kids can just run across the street and I can watch them outside either playing or swimming if it's an open space and it's a park all the neighbors can gather that we can meet everybody that was my reason for buying in that neighborhood that was my reason for selecting that middle uh townhome that I purchased let me tell you about the parking on our street I think we only have like 22 feet from my sidewalk to the next side so if you bring your car and you park across the street from my home and I have to leave at 6 50 in the morning there's a great chance that I just might hit your car so we don't have a lot of space but people do Park in our neighborhood and go wherever they want to go in the neighborhood um I don't know you know if I want to call it bait and switch at this point in time but had I known that the neighborhood was not completely built I would have purchased on the other end of Galveston Street uh I probably wouldn't even purchase in that neighborhood I would have just stayed where I was we're tight where I knew I had tight parking but right now I'm concerned with my work hours sometimes I leave at 4 45 in the morning it's dark and if I don't see anything behind me I might hit it we still have space over there y'all we just don't and anything that blocks uh us getting out of our driveways in the morning to get to work to get into home and everything and during the hours that I have to my son plays hockey now so we have hours that we must always have access to our street our driveways and just don't want to be inconvenienced but I just really wish that they had known that they were not going to have a park and my decision is I could have made my decisions in 2019. and that's and so I am I want to go on the record as saying I am opposed to any continued building in front of my home this is supposed to be my forever home I am opposed thank you thank you ma'am is there any other speakers no we do not all right I will it was a public hearing and confined discussion of the commission I have uh well all right I'll let I'll let you guys go first commissioner Tom I had a question I guess I could have been a question for the staff but I think it's good for us to discuss anyway is when the applicant says they when they apply the for the phase one plot they had to designate that area as an open space so it sounds like it was a requirement to for them to have that open space for the phase one plot to be approved is that correct so they were required to have open space in phase one they could have used other properties that's the one that they chose to use for open space so now when they use that open space for other constructions would that have violated the requirements for phase one well when you look at the development as a whole they've moved the open space to other portions of the neighborhood we look at the neighborhood as a whole they're meeting designing requirements in that neighborhood so I might I don't understand this so in the beginning they they're required for certain space right and they had to use that space to meet that requirement and five years down the road sorry three years down the road they had more space somewhere else there are two phases of development they had a first phase which they had open space in that first phase which is what we're discussing uh the change this evening then they had a second phase they developed at a later time the developer's plan was to have more open space in the second phase and so they were able to utilize the open space they had in the first phase move it to another portion of the development and then use that area for residential lots oh gotcha so they relocated the open space from part of the phase one to part of phase two that's correct gotcha thank you commissioner Walt question has been answered uh to the concern that has been brought up about emergency vehicles egress and Ingress what have you um does the plaid has submitted meet the city's requirements for access to emergency vehicles the the streets are sufficiently sized for on-street parking as well as traffic flow so this has been reviewed by the engineering department the fire department the applicant as they're working in their construction they'll have to make sure that the trucks you know don't block people's driveways that they're sufficient room for vehicles to still maneuver through the street so those issues have been reviewed and found acceptable um second question so the applicant which if I'm to understand the property owner is uh the developer not mechatel right now and as they're submit and they have the right as long as they meet the city's guidelines and requirements to position the open space however they want to divide their plots however they want um as long as they own the property right this is not megatel separate from I forget the the name of the applicant right now but does that make sense well I think I'm following but generally the property owner has property rights to develop his property according to the city's regulations that's what he's proposing to do they meet the open space requirements this area is not needed for open space to meet the city's requirements so they're proposing to develop it or to sell the lots to megatel for development commissioner Stone uh Ms D'Andre do we have any maneuvering room tonight on this on this application it appears to me that the housing developer megatel may have some questions to answer with regard to the way they've conducted themselves here do we have any maneuvering room with this applicant who is principally working on the dirt right so the the situation with what you're doing tonight is you are only able to enforce city regulations that are on the book that control the site plan and the replat so for example if if the plat before had designated this property as Park and then they weren't going to do that that would violate a city ordinance City rule you would have control but that's not what's happened here instead it sounds like there's disagreement based on representations other people have made um I I don't know if there's breach of contract actions I don't know what might be out there privately but you don't enforce that stuff you can't vote on this based on whether you think unjust things have happened to people it's only about whether this meets the city's requirements for plotting and and site plan approval so the 12 Lots are basically approvable and must be approved as they stand right your discretion is only if a city ordinance is being violated then you don't have to approve otherwise your duty is to approve because their property rights allow them to move forward this way doesn't mean there aren't problems that you guys can't solve a different way it's just you don't have the power to solve it okay you're debating Mr bronsky I am why not um the uh the representation that appears in the language of community parks and other things um I certainly hear you I get it um but on the other side um although these were open space at the beginning the original intent was to make these locks for homes and that was the way that they put in the electrical they put in the sewer lines and it's very unfortunate that there wasn't better communication one of the things that I think is very important is uh owners Developers people that are looking to do things to work with the community and to find workable Solutions unfortunately I definitely have to agree half-heartedly that this is going to have to be approved um because it meets all the requirements [Music] no I'm sorry we've we have to Define confine our discussion here commissioner Kerry yeah I mean what an interesting situation um without being there myself it's hard to know what what promises or or um or things were committed to the citizens here this this thing seems like a bit of a mess to me the way this was presented to to the homeowners and um I've been sitting here putting myself in their shoes and um I I know how I would feel right now and including the fact that the people that are ultimately going to develop this land aren't here um and so you know with that said um I know what the charter of this commission here is um I I wish at times we had more latitude in doing things but uh but in in many instances regretfully we don't and and I think you know Michelle has I think some of the comments she made are wise as everyone looks forward here but but it um I I can see why people are confused and oh by the way um even as we talk here amongst the city folks and Commissioners I'm not completely clear how this all kind of unfolded anyway with you know having open space and phase two and back to phase one I I could see where homeowners would feel whether it was intentional or not that maybe maybe things weren't completely clear so it's regretful I I would hope that maybe some other things could be resolved but you know I think everybody at peer realizes what our what our Charter is and and so it's 32 foot wide Street on either side so I don't think the ambulance will go I'm sorry sir so is there anybody else okay so I again I think Miss Andrea laid it out and related out that we we have an obligation because the development meets the city's Charter and requirements we have a legal obligation to move forward now it says we I've heard sitting at this diocese in this position and as a council member people say before we were told this was going to be not developed we were told this was going to be a part we were told this says that there's in writing that this is what it's going to be so if somebody signed a legally binding contract with language in it that said this property is going to be a park and then they did something else with it and that was an inducement for you to purchase I would think that's worth having an attorney evaluate but it would be A Private Matter not something we can address here so thank you for presenting as as he so well put it if I was in your shoes particularly with something in writing I signed oh yeah I would be standing at that diocese like you did so thank you for being here it is true though that this individual here his rights and responsibilities and requirements are different from those of the Builder and so looking at the past documents it was never claimed anywhere on the city documents this was going to be a park or anything other than another lot for development so commissioner horn Mr chairman we've heard all the arguments here back and forth but it gets down to the fact of what we're legally obligated to do on this dice so that being said with it I make a motion that agenda item time limit agenda item number four is discussion thoroughfare standards rules and regulations update discussion pertaining to the update to the city's thoroughfare standards rules and regulations applicant is city of Plano foreign good evening my name is Jason April I'm the senior Mobility planner with the city of Plano the planning and Engineering departments are working to update the city's thoroughfare standards rules and regulations known simply as the thoroughfare standards this document regulates the minimum standards for the design and construction of streets sidewalks and other roadway design elements within the city this includes technical specifications for items such as Street curvature and Alignment the intersection design the driveway Access Control turn lane requirements median openings visibility triangles and many other technical requirements this was last updated in 2009 and the city has contracted with kimly horn and Associates to assess the existing thoroughfare standards and develop a new Transportation design manual that incorporates the latest National best practices for Street design and multimodal infrastructure and recommended updates to advance the city's Transportation goals the purpose of this agenda item is to present an overview of the existing thoroughfare standards and to discuss the purpose of our update it is anticipated that this effort will result in necessary changes to related ordinances such as the zoning ordinance subdivision ordinance and comprehensive plan to ensure consistency and functionality among the various documents and this all might sound a little bit familiar because as we discussed at the October 7th commission meeting Associated updates to the downtown business government BG and the urban mixed juice umu setbacks will also be presented as part of this effort and so final adoption for this whole process is right now slated and anticipated for spring 2023. the design standards for city streets are defined through two main documents the first is the thoroughfare standards the main document that covers the technical details of Street design the second component is the thoroughfare plan a map that is established in the comprehensive plan the thoroughfare standards govern the technical design of various Street Design Elements and the cover of the thoroughfare standard document is on the PowerPoint they include Street Dimensions such as minimal horizontal and vertical radius intersection design travel Lane widths median widths left turn lane requirements alley and Service Road standards sidewalk locations and dimensions and visibility requirements the thoroughfare plan map which is on the PowerPoint shows the locations and alignment of existing and future major roadways in Plano a set of accompanying cross sections provides the size number of travel Lanes median and Parkway widths and Associated dimensions for each type of roadway on this slide are the cross sections that are presented in conjunction with the thoroughfare plan map and you can see the cross sections for each functional Class Type from type a freeway all the way down to local G residential and a through f are shown on the thoroughfare plan map on the previous slide and the cross sections show the right-of-way widths the number of travel Lanes Etc hmm these standards work in combination with the subdivision ordinance the subdivision ordinance gives Direction on how to align the lots and Parcels with the street system in an efficient way so you can think of it in other words in relation to the transportation the substitution subdivision ordinance says what types of lots confront what types of streets in addition Plano zoning ordinance does provide Street standards in a few zoning districts which I touched on in the October 7th meeting the subdivision ordinance regulates the preparation of land for development through the platting process including an orderly configuration of lots in relation to the street Network it ensures safe access to subdivisions for major roadways and requires that streets within developments are designed in accordance with the thoroughfare standards some standards of the subdivision ordinance will likely need to be updated for consistency with proposed changes to the thoroughfare standards foreign typically zoning ordinance don't do not include Provisions for Street design however this is the case in several several of the city's mixed-use zoning districts the city relies on Urban Street standards and umu BG NBD and rcd our update to the third first Standalone standards will involve moving a significant number of Standards out of the zoning ordinance in order to consolidate all Street design requirements in one single document this slide provides an overview of the development process and kind of a summary of the information that I just presented because it was a lot of details and this list of regulatory functions of the various components involved and there is a lot of information on this slide and it is in the staff report the next few slides illustrate the development process relationship so you can look at this slide and think that prior to development the developer review this site the developer plan shows the location and type of major streets in this type in this case a type c is shown in Orange and a type f is shown in Gray the subdivision ordinance would dictate what public improvements would be required to connect to those streets and how the Lots can be configured where they could not front what Lots could front the streets Etc and then the zoning would dictate the use on the property jump too fast and then moving on in that process this slide takes the same location and now shows the right-of-way dedication and the street alignment requirement requirements as a site by land develops streets within the development are dictated by the subdivision ordinance shown in Orange the public streets outside the development or the thoroughfare is shown in blue and this slide brings in the zoning again these slides show how the thoroughfare and Street design fall under the third first standards in blue and the site and development design requirements fall under the zoning in the green much or Plano Street network has been constructed in accordance with the thoroughfare standards which are largely based on the functional classification system originally established in the city's 1959 thoroughfare plan although the functional classifications have been modified over the decades this system has been beneficial in providing a fairly uniform and efficient Street Network across the city over time the proposed update to the thoroughfare standards will build upon the success while adding new tools to address changes in development Trends and transportation design in the 21st century specific items that we're going to address in the update include updates to Street design intersections driveway and access requirements medians visibility requirements and other technical Street requirements um we're going to address context-specific standards so this will provide new tools to provide design parameters to various contexts and that will be guided by the comprehensive plan downtown streets tailored standards that address the infill and Redevelopment challenges in downtown which I brought to the commission uh October 7th traffic calming so including policies and designs for Street management to improve safety and efficiency of the roadways for all users traffic impact analysis um multimodal design facilities so standards to address pedestrian Bikeway and Transit facilities and make sure we are providing transportation for all users great infrastructure and then also user friendliness making sure that the standards are all in one unified document it's a clear relationship among the various ordinances and improved graphics for ease of use for Citizens and staff and leaders as well much updates to the thoroughfare standards are Guided by policies and actions within the transportation component of the comprehensive plan um there are policies such as the roadway system policy which states Plano will develop a safe and efficient roadway system the bicycle and other Mobility micro Mobility policy which states Plano will enhance and maintain a micro Mobility system to provide recreational and feasible options for travel to destinations and then there's also the pedestrian environment policy which states Plano will pursue a safe universally accessible and well-connected pedestrian system that enhances walkability and improves the navigation on major thoroughfares and provides connections Additionally the future land use dashboards defining elements will guide the updates specifically with design to the block pattern which describes the desired layout of streets and the expected block size size to serve various development types and then the streetscape which there's an image from the comprehensive plan for streetscapes on the PowerPoint and this describes the general appearance of streets particularly the area along the edges of the right-of-way that contain sidewalks Street Furniture landscaping or trees and similar features and then finally for my last slide for next steps staff intends to bring additional discussion items to the commission as the development of the thorough for standards progress future topics will include the street framework and that's the introduction of the context sensitive design consideration so bringing in a context sensitive solution to our streets special streets introduction of unique design standards for Street types outside of the typical functional classes so that would include the downtown streets inset that we discussed previously but also Street types such as paseos new streets and shared streets multimodal facility design requirements so that's just updating design requirements for pedestrian bicycle and Transit and then the traffic impact analysis so I'll bring the engineering department we'll talk about traffic impact analysis as we move the updates forward following the discussion of these topics the commission will need to call a public hearing to consider adoption of the updated thoroughfare standards and related updates to the zoning ordinance subdivision ordinance comprehensive plan and the code of ordinances public Outreach Outreach excuse me will include specialized Outreach for the downtown streets and related changes to those setbacks downtown and the final draft of the thoroughfare standards is expected for your review in the spring review and approval in Spring 2023 thank you and I'll answer any questions you have I'm gonna ask one you're not recommending we're going to tear up all our streets and rebuild them are you yeah okay no I'm not I I think that it's you know we need to go through this process and there's some streets still to be built but in general how many quadrillion miles of pavement do we have in Plano I can't answer that it's a bunch but I'm sure it's a lot wrong department but so what we have left to build isn't necessarily that much but I guess as we are updating the streets that we have I mean and there's all you got to do is drive around the city and half the three lanes are cut off because they're putting in right turn lanes and left turn double left turn lanes and everything else so are we updating our thoroughfare standards to catch up with what engineering has been doing already to some degree we're updating the standards to bring to kind of update the process so that we're bringing in the newest techniques yeah okay that's good and we all had the discussion around moving the street designs out of zoning and into the building standards and that makes sense to make commissioner call I have a few questions uh but correct me if this is not the place to ask these questions so they're just giving us really an update of the things that we're going to discuss and an idea of the timeline as far as detailed discussions around the streets and stuff that would come at another time I just have a good two questions about items whether it should be included in Oh by all means these are not yes so the I saw one of the slides is regarding including the local community streets into the thoroughfare standards is that new we never had those streets inside so the local residential streets are not on the thoroughfare plan mat but they are included in the thoroughfare plane cross section shows the orange turning into blue yeah yeah before that one so the local streets were in the subdivision ordinance and then in the future you're including those in the thoroughfare standards is that correct is that the change well this this is talking about how the process works and how the ordinances work together so the specific location and block size is all regulated under the subdivision ordinance for local streets but the design of the local streets in terms of the width the elements that go into it is all within the third floor standards they are currently in the third for standards but it'll be part of our review for Best Practices okay perfect perfect I was just wondering because I heard some you know streets with issues with the previous case I was like who's going to be responsible for those right also will the standards include any visibility issues that are caused by landscapings and trees instead of the by the not by the width of the street itself or nor the radius of the corner but the Landscaping at the corner is that included in the server yes I believe so okay um will the maintenance be addressed of Maintenance of the street in the future in in the beginning I may be developed by the developer but um after it's turned into homeowners uh with the ongoing maintenance you know who's responsible how they're going to be responsible would that be included in the standards too I not the top of my head I'm not sure about that yeah that's already well established so I don't believe that's proposed to change with this update okay but that's also in part of the thoroughfare standards it's in the thoroughfare standards it's sorry it's in the subdivision ordinance excuse me okay thank you for neighborhoods yes okay First Street Maintenance that's right last question regarding the width of the sidewalk um and then part of the update where it's already established yes that would be part of the update we'd be looking at sidewalk widths in different context areas so when I bring the street framework discussion we're going to be talking about sidewalks and other multimodal amenities okay would that include anything on the sidewall because I noticed that some sidewalks have like fire hydrants in the middle of the sidewalk and people have to walk around it or there might be Landscaping hanging over the sidewalks some areas just very hard to get through would that be part of the standards yes it would okay that's all thank you Mr horn I just have one question and it's just for Me Maybe nobody else in the city of Plano but with best practices are you going to look at traffic circles or what they call up north as roundabouts I think we are yes I don't know if we could say no but apparently there are some cities now they're they're found that it's actually traffic moves smoother if you have traffic circles in them and it just and it just I mean substantial of size cities have it but we don't and that's just going to take a whole different type of training for the citizens of Plano in my world I always think of Carmel Indiana so if you think of traffic circles think of Carmel Indiana yeah it's I think a large part of the rest of the country and the world has discovered that a great way to keep traffic moving is not have a light but it would take significant training for the population of Texas I think too some people may never accept it commissioner so um I have a comment and then I have a question uh I I have to say I am when I read the report and it says uh the updates to the thoroughfare standards are Guided by principles and actions within the transportation component of the comprehensive plan and by the future land use dashboard uh desirable character defining elements it warms my heart uh thank you so much for uh working with all of the effort that the city has gone through to get that um it certainly shows that the staff puts in a lot of time and a lot of effort to listen and to hear what the citizens want um my only question was I think it was the last meeting but I could be wrong uh we had some conversation about unmanned air taxis as far as transportation is that going to be any part of this as well I am I not that I'm aware of no that is currently not in the Slate of topics that we're looking at with the third for standards okay so we probably need to if we're gonna talk about that at some point we probably need to figure out what we're going to do about it um uh when what I heard multimodal that was kind of it reminded me of that um but other than that I just want to say thank you very much uh you guys do a fabulous job I am very proud to live in Plano with the incredible staff that we have that series that takes serious the time and effort the citizens put in and the last thing you commented on was about seeking input uh you know uh 1.6 of the Plano Today part of the comprehensive plans guiding principles talked about proactively seeking input uh and updates that when needed uh from the public so thank you very much for taking that seriously as well I know that all of the time and effort that we put into it I can tell you guys are honoring it so thank you commissioner Kerry yeah just real quick Echo commissioner bronsky's comments that I like the direction you're heading here and also just a shout out for the city I drove over from Willow Bend over here tonight and I think I stopped for one light I haven't been happier in a long time and so there's so many good things going on as well as the street overlays and uh just a quick Applause for what we're doing I think we're doing good things and I think it shows so anyway keep up the good work I don't want to say one other thing the roundabouts not only increase traffic flow but I think there are several studies out there that actually show they prevent accidents as well uh the only thing I would say is that one of the reasons I love being on PMZ is I get a free education almost every meeting you learn something new right uh that's valuable all right so you don't need anything from us tonight you gave us an update but we're looking forward to working on it and uh again more education and then we'll follow your guidance and when it's time to call the public hearings thank you agenda item number five discussion Regional issues update receive a presentation on Regional planning Trends and an overview of regional plans and policies that relate to the city of Plano oh it's you again I am back so good evening my name is Jason April we haven't met in a while on the senior Mobility planner with the city of Plano uh the Dallas Fort Worth area is one of the fastest growing regions in the United States Plano we're the fourth largest city in the region and we're a leader in addressing Regional issues related to growth the regionalism pillar vision statement of the comprehensive plan references plano's position as a key leader and innovator in the region and considering the big picture is a key element of various policies of the comprehensive plan most specifically of those within the originalism pillar the planning department actively stays engaged in Regional studies and plans and works collaboratively with neighboring cities and the purpose of this agenda is to present an overview of regional Trends plans and future areas of opportunity and challenges for Plano I think as residents of the region I think we can all agree that Dallas Fort Worth is growing in fact in 2021 we were the fastest growing region in the United States for large metropolitan areas our region is approximately 8 million people today and I was really shocked when I found this out but that's a little bit larger than the population of Washington State today last year alone we added 150 000 people and by 2045 the region is expected to be approximately 11.4 million people and that's the population of Ohio today a major contributor to the Region's population growth has been its ability to attract businesses and corporations the region is currently home to at least 24 Fortune 500 500 company headquarters behind only New York and Chicago from August 2021 to August 2022 the total non-farm employment increased by 260 000 for the DFW region and that was the second largest in raw numbers over year employment increase and we were only behind the New York City region in raw numbers and it was the largest percent increase of it was 6.2 percent across the metropolitan areas with a population of at least 1 million and Plano is a notable business Juggernaut we all know that we have many numerous corporations and businesses thriving in the community here foreign as the region grows in population Transportation continues to grow and evolve to accommodate the influx of new residents and businesses Mobility 2045 is a blueprint for the Region's transportation system that aims to respond to the regional Mobility goals and guide the expenditure of federal and state Transportation funds as the Region's Metropolitan plan Mobility 2045 acts to represent a blueprint for the Region's multimodal transportation system it plans for transportation in the 20-year time frame and it identifies policies programs and projects for future development and Mobility 2045 has identified many Transportation projects across the region and all modes that support the future Mobility needs of Collin County and the greater region and I wanted to pull out a few maps for mobility25 for the group the image on the left shows major roadway recommendations and you can see U.S 75 is noted as seeing additional managed Lane capacity the image on the right shows arterial capacity capacity improvements in the region and you can notice that most are in high growth ex urban areas around the region so a little bit farther east and north of us the image on the left is the regional velaweb a network of off-street shared use paths and the image on the right shows major Transit Corridor recommendations and you can see that the silver line that's going to be coming in Plano is noted as well as a possible high capacity bus route in Plano one of the major recommended Regional roadway connections included in Mobility 2045 is the Collin County outer loop this is a 55 mile planned controlled access freeway that will travel along the Eastern edges of Collin County so about east of Farmersville and north of us-380 to connect to Denton County Collin County has been planning this roadway since at least the year 2000 they started with a corridor study that led up to the identification identification of a preferred alignment that's shown on the PowerPoint foreign and while the roadway will not directly intersect with the city of Plano it will certainly bring a new major freeway into Collin County and the outer loop is being developed in five segments and the first section of the roadway is constructed between State Highway 121 and U.S 75 so up toward where the Bucky's is on 75 and that opened in 2021. outside of traditional roadways the planning department also monitors efforts to bolster active transportation across the region and so active Transportation refers to human-powered transportation and low-speed electronic assist devices so you can think of pedestrian activity bicycle activity e-scooters and many other nodes the planning department represents the city of Plano as a member of the bicycle and pedestrian advisory committee and that is part of NCT COG bpac the bicycle pedestrian advisor committee was assembled to provide technical expertise and it reviews Regional bicycle and pedestrian plans so one plan that was recently reviewed is The Pedestrian Safety Action Plan and this was recently released by NCT COG this report serves as a guide for State regional and local governments for improving pedestrian safety across the region the plan identifies pedestrian safety Trends in the region identifies roadway corridors with the highest pedestrian crash history and offers guidelines for communities to use to increase safety for pedestrians and as I reviewed that report I found that there were four corridors in Plano that were identified as Focus areas for pedestrian safety Improvement the first is Archer wood that is along the DART Rail station at uh Parker Road Legacy Drive between Corporate Drive and hedgecox Road 15th Street that's Columbia Place which that road is just west of 75 and it connects and then to P Avenue and then 14th Street from U.S 75 to Shiloh this report is the first mile Last Mile routes to Rail stations and this was a NCT Cog report that did an assessment of pedestrian accessibility around 28 dark red and blue Light Rail stations it looked at the condition of nearby streets sidewalks and bicycle routes the study detailed pedestrian infrastructure needs within a one-half mile radius of the station and they also looked at Parker Road station and downtown Plano station and this next slide is the recommended improvements for Parker Road station and then they also did the same for downtown Plano station and if you'd like there's a lot of information here but the link provided in the staff report should take you to this this was toward the end toward the appendix Transit is an integral component to Transportation Planning in a region the dart 2045 transit system plan this helps shapes Dart systems growth over the next few decades the report focused on writer experience mobility and Innovation service and expansion land use and economic development and working with uh public and private agencies the plan lays out strategic improvements and Investments for the system to create a more accessible sustainable and reliable system the plan does outline investments in the city of Plano including the new silver line commuter rail line and the core frequent bus routes and a core frequent bus route to serve the southern portions of Plano connecting the Collin Creek Mall area to the University of Texas at Dallas and Richardson I noticed they don't extend the red line up further than Plano not in their system plan they don't at this time in the summer of 2020 Dart completed an overhaul of the bus routes across the system this goal was to provide better connections and to reduce wait times for Riders Dart expanded hours and increased frequency on many routes they also removed underutilized stops to provide faster service and provided more shelters with lighting and benches among other updates and you may have seen Dart zoom in Plano they did announcements and they covered um stops stops Transit signs to let Riders know so those were I remember seeing them a lot in Plano for quite a while letting writers know that the bus routes are going to be changing and go link zones these are darts on demand response service solution that allows passengers to request a ride anywhere within each specified Zone and provides connectivity to nearby Dart stations or Transit centers these zones typically serve areas with lower passenger demand where a fixed drought might not be needed and Plano has some of the most significant coverage served by go link zones in Dart system and most areas that are not served by a fixed route bus network was given a go link demand response Zone this is the dart streetcar feasibility report this study was released recently in the summer of 2022 it aimed to identify potential streetcar opportunity areas within the dart service area and it defined corridors to connect existing or future Transit supportive land juices and to provide a framework for that implementation of A Streetcar the report found multiple potential corridors in the dart area and there were two in Plano that they recommended as long-term potential streetcar corridors the first is in the Legacy West area and there was also a route which is on the map to connect downtown Plano and the new silver line commuter rail station at 12th station 12th Street to the Collin Creek Redevelopment site and you can see that on the PowerPoint the Collin County Transit study so we're moving away from Dart studies to Cog studies this was a NCT Cog report that provided an assessment of existing Transit conditions in the county and develop strategies to ensure that public transportation plays an active role in the part of a comprehensive Mobility solution for the county both in the short term and the long term the Irving to Frisco passenger rail Corridor study was evaluated as part of the Collin County Transit study this is a proposed 33-mile Regional Rail Corridor to serve Western Dallas County and Western Collin counties the proposed Corridor would use existing BNSF and dart Railway and would travel along the westernmost borders of Plano a proposed station along the samurai Rayburn Tollway is recommended just west of the boundary between the Plano but would be located in The Colony a proposed station would provide Regional Transit connectivity to the greater Legacy business area so it's located just west of kind of the Legacy area in Plano access north Texas this was another NCT Cog study this focused on Transportation needs for seniors individuals with disabilities and individuals with lower incomes this report studied Transit providers in Collin County and pinpointed areas of need and set guidelines for improvement the report recommended strategies focused on expanding services for Paratransit users additional coordination with stakeholders and further Outreach efforts this study found that many potential users in Collin County were not aware of the service so some of the recommendations were continued Outreach so elderly disabled or Paratransit users would know that the service was available oh and then the last item I'll just discuss is our regional development trends the planning department represents Plano at the land use and transportation task force and this provides a forum for North Texas local governments to discuss best practices for the interconnection of land use and transportation plans policies and Regional projects these meetings focus on the complementary influence that land use has on the transportation system and how Transportation shapes the development and design of land uses foreign leads a variety of parking management activities to achieve a more efficient transportation system in the region they recently began the development of a regional parking database their goal is to increase local knowledge of observed parking demand and to provide guidance for the development of parking management codes this study the regional parking utilization database is currently ongoing and they will focus on determining optimal parking ratios across the region and to help reduce oversupply of parking in areas that may be over supplied and my last slide Transit oriented development NCT Cog has recently executed a grant with the Federal Transit Administration to start planning for Tod around darts Silver Line Corridor stations the goal is to advance Equitable and connected Tod Transit oriented development opportunities at Regional Rail stations including the stations coming to Plano the study will focus on analyzing pedestrian and bicycle connections to the stations parking data and parking policies and land use policies that support increased Workforce housing and job access we will be working with NCT Cog directly on this effort and it's expected to begin in the coming months and that is a very very high level view of all the regional transportation and population Trends in the region and I'd be happy to answer any questions that you might have a lot of different groups working on the same issue yes how do you move 11.4 million people around you got to plan for it today yeah other comments or questions yes um I have two uh two questions can you go back to page 50 . this may sound dumb what's a road diet that's a good question road diet basically you take it you can take a four-lane road into a two it helps slow traffic down that that's basically what a road diet is they use it in areas where they're trying to increase safety rather than College bike Lanes traffic calling okay yeah traffic calming okay second my second question um I was looking through the uh the mobility 2045 study and I noticed that uh the aviation policy program and I sound like I'm harping on this they talk about coordinating unmanned aircraft as far as Mobility and they go through some they talk at length about the importance of as we move forward to be considering that not only for taxis but for First Responders and things like that as well and I just think that if we're going to be forward-looking we should be incorporating things like that into our directionality and into our thinking as we look to Plano 2050. thank you commissioner Ali um more of a comment more than anything lots of great studies I I wonder how quickly these studies will turn into actionable plans because that 11.4 million is right now it's looking at our our doorstep um the question I had the goal link uh Services meant to serve areas where the bus routes are not established if there's a preponderance of people using the calling service in a certain area is there some trigger that establishes a bus route in that area I think Dart is always looking at need for a bus if there's need for a bus route but from what I understand that go link zones in Plano are doing quite well but if there is need I think Dart would be open to more and I know this wasn't in my studies but I have seen Dart is planning to kick off a bus service improvement plan in the future I forget the details of that but I'm sure as they're looking at bus routes there's a recommendation and would love to see some shovels in the ground as somebody who was drawn here by one of those Fortune 250s you you talked about um yeah the the 11.4 million is here it's I mean next year I don't think it's 20 45 or whatever it's in five years anyone else thank you very much thank you we appreciate the presentation okay I think we're serve with you guys and those that have come and left since then when I joined our Mayor John muns was chair of this committee so I learned a lot from him but it's been a lot of fun I'm sure you guys will continue to look at the look at the issues and be aggressively Fair we'll put commissioner Kerry you had your light on I was going to uh okay with Mr horn did but I will say uh I personally will miss what you bring to this commission um I think you in in my time here added a tremendous amount you often see things that at least I wouldn't even consider with your background and I think you it from my perspective add tremendous value so you will be missed um thanks for appreciate that Mr Broski I I'd like to just repeat the comments that have been said uh as a fairly new person on the um Planning and Zoning commission uh I've certainly learned a lot sitting next to you it's been very helpful to me sometimes to lean over and ask a question or get something clarified for me a little bit better also thank you for all the efforts toward the comprehensive plan and the part that you played in helping our city I believe that there are going to be Generations forward that are going to be thankful for you and the efforts that you have put in on this commission and I wish you well in the future we've done some good work you bet thank you commissioner uh echo echo everything as I said yes uh practicality and pragmatism to your questioning that just cuts through a lot of the fluff that I I appreciate you know you just it kind of gets right to the heart of the batter and in a very simple non-fluffy way so hopefully hope to emulate some of that going forward I'm going to treat this a little bit like a retirement party and congratulate you on getting your Monday nights back on person seriously appreciate it art you and I have known each other a very long time 20 plus years uh all in the service of the community so you've had a serving heart for a long time and I'm hopeful that this isn't the last we see of you in the community certainly involved in giving guidance where it needed thank you Mr thong I'd also like to say that with a very short period of time that I've been on the board I really learned a lot from Mr Stone and they appreciate the friendship every time because he's my thinner buddy we always sit together and have dinner I learned a great deal obvious personal life I'm I shared my personal life with him it made me feel really welcome and connected to the um not in age but in less than time older you know Commissioners here so I really appreciate it and I learned a lot I hope you know this is our Longhorn alumni so I want to teach my children who are also Longhorns now that in the future will come back to Plano and serve this the community just
