So, I'm really excited to um reveal our our first uh five honorees for our values in action, which we have invited them to come forward kind of individually to a future city council meeting where we'll tell more of their story. Um for those of you that uh didn't get to participate in the judging, um but I did want to just at least announce who they were now.
Um for our value of honesty, the utilities division of the public works department, which includes Mike Glende as superintendent, forepersons Tom Judd and Travis Craig, and water sewer operators Trenton Fritz, Kelly Struck, Brian Glenn, Spencer McDermott, and Nick Nagel.
Uh for the value of respect, we will be recognizing Keith Walker, parks superintendent.
Under the value of dedicated, we will be recognizing Mike O'Brien, a heavy equipment operator in the street division of public works.
Under visionary, Dana Howard, wastewater operator in the under the water reclamation treatment facility um division of public works.
And for accountability, Fawn Fuller, an accounting technician in finance. So, um it was this was really fun to do. I hope those of you that uh helped us get to these names found it fun as well, and uh we'll we'll be recognizing these these individuals and departments moving forward into this quarter.

[4:12] Leslie McGiver Rivas: Thank you, Mayor Spooner, and thank you, honorable council members. Yes, tonight we're bringing to you Jailhouse Junction LLC at 20119 Highway 60. We are looking for a comprehensive plan and zoning map amendment.
Oops. Move forward a little bit. So the owner, you'll be familiar with the property for it was currently Rice County. That property is transitioning um through to the applicant in process of Jailhouse Junction LLC. Location you're familiar with is adjacent highway 60. There's quite a bit of visibility of this location on a major thoroughfare along in in Faribault. Um nearby sites that you're familiar with: the high school is to the north and east, the Faribault West Mall is to the south and west, and it's very near the highway 35 interchange.
The request before you is to amend the the land use map of the comprehensive plan to change the subject property from institutional to commercial. And the second request is the zoning map amendment to amend the zoning map to change the zoning of the property from the P1 public institutional zoning district to the C3 community commercial zoning district.
This map illustrates to you the current land use map. The area which is you can kind of see it outlined in the middle of this map and outlined in yellow. Um you can see it's predominantly surrounded by commercially designated property, a little bit of um industrial to the south and a smattering of um established residential neighborhoods surrounding. The zoning map as well is shown for you here. The predominant uh zoning district of around this property is the C3 zoning district. A little bit of uh again industrial to the south and then some established um residential part um on the outer fringe.
So the comp plan is we uh feel it is appropriate to create this designation uh for commercial as it is along a major corridor and served by the nearby interstate. The zoning map itself, the community commercial district is consistent with other properties in the area along Highway 60 and the commercial and uh very simply in summary, we feel that this meets the comprehensive plan and zoning requirements.
The recommendations are before you are these: the recommended planning commission recommendation to approve to city council which approves the request um from the property based on criteria and findings in the resolution for the modest amendment here; recommend approval of uh ordinance 2026-01 with approval for the requested changes of the zoning map from P1 to C3 based on the criteria and findings of the ordinance. Apologies for that little glitch, the result is the same. Well, I'm available for questions should you have any.

So it'll be a little bit of a different format than we've had before. Um, and we'll we'll be partnering with Becky Ford from Community Action Center tomorrow.
