addressed our oil gas manager i just have to say jeffrey moore has done a wonderful job and we've had several town halls we've had a robust community engagement process i do want to mention you know i'm moving the motion is to move this to may 24th but we really need people's comments in this week we can't after that we just can't keep it extending we want to make sure those are all addressed and you know open to having a town hall that the city hosts or one of us council members does and do a little more of an overview to answer questions on our oil and gas manual um so i just i do want to thank um jeffrey moore and staff for really spending all of the time but i think just extending it and having more of that engagement will be a good a good public process so i just want to thank my colleagues i know we've all been contacted today and mayor um to hopefully i'll all support that motion further discussion mayor all right councilman roncano thank you um i want to echo what degree aurora police association versus uh the city of aurora uh proclamations it is a victims rights week and let me refer to the mayor partoom you want me to read the information mayor uh yes uh i know you wanted to speak on uh the proclamation so i'll leave that up to you okay i'll go ahead and read the proclamation and then and then speak after that um whereas there were 16 494 major index crimes reported in the city of aurora in 2020 and whereas every crime has a victim these victims are mothers fathers brothers sisters and children and many will require ongoing care and resources and we must help victims access justice assistance and support they need to rebuild their lives and whereas the city of aurora provides space for one place event a collaborative effort to bring community agencies together so that victims may access a variety of resources in one place on one day serving 1710 individuals in the first quarter of 2021 and whereas national crime victims rights week is a time to celebrate the progress achieved to raise awareness of victim rights and services and to stand with our families neighbors friends and colleagues by honoring the experiences of victims and allowing them to find autonomy and empowerment and whereas we commit to better support victims by earning and building their trust and by engaging our communities in response efforts now therefore i'm mike kaufman mayor of the city of aurora colorado do hereby proclaim april 18-24 2021 victim rights week in the city of aurora colorado and urge all residents to support and stand with victims of crime in our community whose lives have been forever altered it in witness whereof i have here on to set my hand and cause the seal of the city of aurora colorado to be affixed this 14th day of april 2021 and then what i wanted to do is to also recognize the victim services personnel from apd from the aurora police department starting with the supervisor lisa batten aurelie villanue nueva and dior carolyn craig kate robinson ken doe melanie groves two interns laura ostrow maria burke and also to acknowledge 25 volunteers who worked before covid and are returning once restrictions um are relieved so thank you very much to all of them for their good work thank you whereas uh um the second proclamation uh whereas asian american and pacific islander heritage month aapi celebrated annually in may to honor the immigration of the first japanese residents to the united states in 1843 and chinese laborers who worked on the transcontinental railroad uh seeks to celebrate and recognize the culture and contributions of community members who trace their ancestry to asia and the pacific islands and whereas asian americans and pacific islanders who represent 6.5 of our community have enhanced aurora and our nation with their talents and hard work their values and commitment to a family and community have helped shape and strengthen aurora aapis aapi speak many languages honor countless traditions and practice different faiths all of which adds to the cultural fabric of our community and whereas asian pacific asian americans and pacific islanders have enriched our culture excelling in many fields including education business science technology and government sports and the arts we especially honor those aapi who have answered the call to protect the cause of freedom uh by serving in our armed forces these brave individuals set a powerful example for all americans and whereas during asian american and pacific islander heritage month we acknowledge the additional determination and perseverance these communities must put forth to be heard and seen and that these additional efforts are a result of inequality and systemic injustices in light of bias-motivated crimes increasingly nationally the city of aurora strongly announces these actions and encourages our city to work together to strengthen our aapi communities and whereas as we commemorate asian american pacific islander heritage month we pay tribute to all those in the aapi community who have striven for a brighter future for the next generation together let us commit to embracing the diversity that enriches our community and to ensuring all aurorans have an equal chance to succeed now therefore i my coffin mayor of the city of roar do hereby proclaim mayor may 2021 as asian-american and pacific islander heritage month i call upon all awards to celebrate and learn more about the history of asian americans and pacific islanders and their many contributions to our today i would just like to express my concern as the ongoing level 2 fire restriction that the city of aurora is still under i noted on this weekend that as of august 26th of last year the city of aurora has been under a stage 2 fire restriction which bans recreational fires in addition to fireworks which are covered under stage one restrictions i'm a homeowner in the city of aurora who has a backyard fire pit that's within regulations for the city and i've been unable to utilize uh these facilities as having presumably other um folks in aurora without breaking law um i have attempted to call the fire department administration office for the last four months now and i've yet to actually speak with anyone outside of the answering service um regarding when the ban might be listed or as to what can be done in order to utilize my fire pit once more um and i would just appreciate this should be known and that if anything can be done to exploit the process or at least provide more information that would be done i think that covers it thanks thank you very much next is uh ryan ryan you have three minutes go ahead wonderful wonderful thank you so much hi good evening mayor council members and staff my name is ryan seastrom and i serve as the regulatory affairs manager for the colorado oil and gas association uh we're located at 1800 glenarm place in denver um i would still like to address you this evening briefly regarding the city's draft oil and gas manual and again i hope all of you and your families have been staying healthy and well coke and our members certainly appreciate the time and work that has gone into this draft manual and the work that has been done by geoffrey moore and his staff and we are thankful to have been able to address our concerns with staff throughout this process while productive progress has been made there are still several items that we would like to discuss the first item i'd like to cover is sections of midstream facilities and locations uh it has been mentioned to coca that the city's primary goal is to monitor for fugitive emissions and ensure facilities are being built to their specified permit terms if this is truly the case cocaine's members request that aurora limit the scope of its inspections in the draft manual to specifically reference inspecting for emissions and compliance with specified permit terms that's currently written the inspection language includes gathering lines the integrity management of which is regulated by the pipeline and hazardous materials safety administration or senza and the public utilities commission that through its certification agreement with femza we ask that the city re-insert language exempting pipelines that are regulated by those entities from any substantive safety standards in the draft manual or any substantive safety standards the inspectors may purport to be regulating we also ask that the city define above-ground appertances to help further clarify the scope of the city's inspection program but to also help operators understand their financial obligation to the city for those inspections an above grant of pertinence could be many different pieces of equipment on the location further midstream operators may share these improvements in this instance how does an inspection plea be apply to each operator should they share one of those occurrences last we ask the training and qualifications of the city's inspector be known to the public and operators prior to the commencement of inspections just it is important for operators to have trained and qualified personnel on their facilities and locations the same should be with the city staff to ensure that specific safety protocols will be followed and that the inspector has a comprehensive understanding of what he or she is expecting although my comment this evening is focused solely on inspections i'd like to refer the city council and staff to our latest red line submitted to the city earlier today as always kogan our members appreciate your time and we look forward to continuing to provide comment during this process please don't hesitate extend an openly solicited contract to vebu seattle washington the amount of ninety three thousand six hundred dollars to provide 2021 body one camera hardware and software services for the aurora police department through july thirty first twenty twenty one a motion may or may still approve remembered by councilmember columbus second uh councilman mcconnell to approve a tennessee uh discussion mayor all right councilman comes yeah i was just hoping we could get somewhat of an update on what is going on with this because i know we've a few times now um approved an extension of this contract and the expectation is that we're looking for a new vendor so i was just wondering if there's an update on seeking that new vendor hi chief wilson uh yes yes councilmember coombs i actually have division chief chris jewell on the line and he can go through um where we're at in procurement we do have a new vendor that we're willing that we've approved and want to bring on so i'll just turn it over to him if you could do that for me you'll appreciate it uh so with regard to the vendor we are currently working on the scope of work and that is near completion i was updated today and in addition to that coming to terms with the master service agreement so those two items have been dominating the most of last month coming to finality on and there's no significant issues remaining there so the next step is we're working on the payment milestones to ensure that we have delivery of services as expected and once we have those payment milestones finalized here the next week then we move into the implementation schedule so we're looking at the current extension is through the end of july which should be plenty sufficient to not only finish the scope work in the msa agreement but also get us uh through the implementation as well further discussion uh questions versions thank you um so thank you for that uh if you round it up it's close to a hundred thousand dollars how many months is that i mean this july will be here before you know it so what does that include is this this april may june july or may june july or what is that correct so the extension um is april 1st through july 31st so we have a remaining just over three months to finalize the sow msa and implementation so as i mentioned there's no significant issues remaining with the scope work of the msa and we're just finalizing the payment milestones to ensure that as we implement the system we know what we're getting when we're getting it and to ensure that like i said that the contract is being delivered as expected so that should give us plenty of time uh before the end of july to finalize all of those things and be full thank you operations yep further questions yeah mayor uh mayor bertone um yeah i was actually going to pull this as well just so to clarify i know we were looking to upgrade the body cam [Music] worn cams that we currently have so is this what this contract does is get us the new equipment are we just getting more of the other no correct this is a complete replacement so the the system we currently have is end to life so this is a replacement okay very good thank starting very soon with restoration christian ministries um that'll be at sixth avenue uh and stable um the reason we're bringing this to your attention is that we're getting a lot of requests for encampments getting a lot of requests for rvs and we're trying to provide some solutions to the city and the community to try to help mitigate some of these issues and so we're going to bring different types of models of different solutions to the city to help provide help get feedback from you all to figure out what would be the best solution for the city of aurora so these things would include things like pallet homes tiny homes uh tense things of that nature and so we hope that you will engage with us on that and this is just an awareness there'll be a social media package and communications package to come so just wanted to let you know about that mayor um i'm sorry um at bergen mayor for tim yeah i i'm actually a little bit confused why this is also being discussed under general business because normally it would go under study sessions so we could get a presentation on the on on exactly what this program is but i want to say that we do have um we do have a place for the rvs and for uh for folks that are experiencing homelessness right now with with our warehouse is that not correct that is actually closed um so our lease ends at the end of this month and we're going to be giving a 30-minute presentation on this next week in regards to more details we just wanted to bring this to the light to you this evening okay so that contract ends april 30th correct okay thank you okay let me just say for future reference that this is something that that should go under study session and not a regular meeting in the city council dan uh councilman johnson thank you um i just want to say that i appreciate staff bringing this we tend to get a little more of an audience i know that that staff and me working with them with horns has really been focusing on increasing our community communication and education around this issue so for me i think it's it's appropriate to have it under general business i love that it's a heads up and hopefully more of our community can tune in next week at the study session for more details further discussion mayor uh councilmember perhaps in light of that and just in hopes of getting more community engagement on programs that are staff initiated we could have a section for community engagement announcements or something along those lines in general business and then if there are none we don't do it but that way as we have a larger tv audience we're getting that information out all right great conversation for a study session further discussion this is really not an action item so um thank you it's informational only public invited be heard mayor there's no public invited to be heard uh report by the mayor i just want to say that i went to uh the opening night i can find it here uh at the aurora fox arts theater uh for a really extraordinary um uh i think one act play uh with one individual in it and uh um it's uh um and i just really want to encourage people to go to the fox arts theater and support it it was called a queens girl let's see a queens girl in the world and it was about a young african-american woman growing up in new york city in queens in the early 1960s and it integrates so many issues coming together uh with the civil rights movement with just a teenager and all the different influences and involved in that and coming of age and i just really want to encourage people to to support to support our arts and to support our community theater um councilmember lawson thank you mayor um mayor i just want to make sure that for the victims rights week that we also acknowledge our new um youth violence prevention um manager christina apparano i'm saying her name incorrectly and i'm sorry christina but i wanted her to be acknowledged because she also as someone that works with crime victims as well so i wanted to make sure that she is acknowledged as far as my reports i have nothing for cml nlc but for the pfizer update the state update senate bill 21205 the long appropriations bill was discussed and passed by the state house last week the senate did not concur with the house amendments and a conference committee will be formed to hammer out the differences federal updates as everyone knows the u.s census bureau released the first results of its survey today confirming that colorado will receive an additional congressional seat this brings colorado's total to eight also the white house is preparing to unveil the roughly 1.8 trillion dollar americans family plan this week ahead of president biden's joint address to congress on wednesday the plan calls for increased spending on national child care pre-kindergarten paid family lead and tuition-free community college among among other domestic priorities and i just wanted to say that the civic engagement academy um we do have looks like four more sessions so if council members would like to participate i would really appreciate it um i think council member marcano council member coombs also council member hilts for um attending one of the sessions and i would appreciate if any other council members would come these are constituents um they would like to hear from you some of these are new residents and they would like to know who their representatives are so if i appreciate the ones that are attending and i would appreciate if moore would um attend as well and if you are interested in that please send myself and susan an email all right thank you councilmember grover i wanted to speak a little bit about the inland port project this is an idea that's being led right now by the world trade center denver that would incorporate much of adams county much of northeast aurora the idea is to build an inland port which is right now would not be a taxing district it would be a con an agreement a consolidation uh conglomeration of owners who are bringing in logistics into aurora the value of this is is that once you have logistics you can have manufacturing and both of those bring important jobs uh the meetings are continuing uh the uh developers and the uh companies uh transportation companies are involved the uh railroads are involved as is uh denver airport so this this has a potential long-term impact very positive long long-term impacts for the city of aurora council member hilts no report thank you councilman gardner because remember we're real thank you mayor um i will give an announcement for my next town hall which will be in may the fourth thursday of the month at 6 00 pm and we'll we're still holding them virtually um we periodically review whether an in-person meeting is warrantable i don't think we're quite at that point yet though the the number of folks being vaccinated is promising the city brewer just hosted a vaccine clinic this last weekend and we'll be hosting an equity clinic clinic um in the near future as well so you know encourage everyone to um get vaccinated um so that we can you know hopefully participate fully in our community again um and uh for as far as the rtd accountability committee is concerned we continue to meet we're wrapping up almost a year's worth of work we have been looking into the finances of rtd the operation of the organization as well as the governing structure and we are nearing kind of the end of this investigation and we'll be hosting public input and public meetings to give input on those recommendations we have throughout this process engaged um different stakeholders including rtd so this is by no means the first opportunity um but uh when we finalize those dates i will be sure to share them with councils should any council members have any questions or have any concerns they want to raise i'd be happy to be the proxy and share those as well so stay tuned for more dates on the rtd accountability committee thank you councilmember johnson thank you mayor um yes my next council uh tone hall meeting for ward 2 is a week from thursday the first thursday of the month on may 6 at 6 30 and we will be receiving a presentation from libraries our cultural services and arts so you're all welcome to attend that i also have another statement i'd like to read this is a truly bittersweet moment for me as i announced my resignation from the aurora city council four years ago i was busy raising three kids as a single mom attending grad school and running my own consulting business i also had been advocating for my adonia neighborhood mostly around oil and gas drilling issues i did not feel that my neighbors interests were being represented and when the ward 2 seat opened i decided to run for election to city council with the help of family friends neighbors and the voters of ward 2 i was elected your trust in me has been my inspiration as i worked for you and with you to bring important change to aurora together we have pushed back against the status quo to ensure safer oil and gas drilling standards campaign finance reform criminal justice reform and to give you a powerful voice in the decision-making process this experience has changed my life in more ways than i can count and it has opened my eyes to the challenges as well as the opportunities advance in advancing the change we want to see as a single mom with three kids i'm so grateful for the support system i've had to help me balance home school and city council responsibilities looking back i wouldn't change a thing but looking forward i now have the opportunity to bring the kids closer to their dad who was deployed most of their childhood although we are no longer married i want them to experience having two parents in the same city supporting them and that's why i will be moving to colorado springs now though my kids are older and wiser they're still figuring out who they will be as adults and i want them to experience and be fully present for them to help usher them into the amazing global citizens they will become like many families the pandemic has reminded me of what's important in life and for me that's my kids i recently accepted a position with community health partnership a backbone collective impact organization i am the project manager of the suicide prevention collaborative of el castle county and i strongly feel that there are many ways to make a difference in the community and it isn't always as an elected official my last day on city council will be june 14th which will allow my colleagues and city staff time to appoint my successor it has been an honor to serve the residents of aurora and i will always value the incredible friendships i've made along the way thank you for your support and your understanding and for allowing me to be your voice on city council thank you mayor councilmember bergens thank you um and to council member johnston that took a lot of courage um do you know about family first family first i've always said that and i mean that your family has to come first um so i was very courageous um now to get back to ward three uh let me take a little personal privilege here i wanna say uh congratulations to uh my youngest daughter she graduates from the leeds school of business in cu boulder in a few days with mba and i just want to say congratulations you worked hard and we're very proud of you so um ward 3 town hall next one in may will be the second wednesday of the month always has been uh it will be virtual and that is may 12th and i did hear we will be have unless kova changes everything we will be having our 10th annual picnic on july 24th at bicentennial park 11 to 2. so mark that down on your calendar and it it's been getting so large we were having up to 300 people show up so i do have to limit it to only ward 3 residents and any special invited guests that i might invite police and fire of course is always welcome to come and falk so that's all i have to say thank you councilmember mercado i also remember marcano hello yeah councilman thank you all right uh first i just want to say council member johnston i wish you the absolute best um i know this is you know you've been doing a lot of work to raise your kids and serve on council and i appreciate all you've done for us beforehand and you know i'm glad that we did get to work on some great stuff together um as well uh for our next ward 4 meeting is going to be on wednesday may 12th at 6 30. we're going to be joined by greg hayes the city's budget director or sorry officer for an overview of the city 2021 budget and then we'll be joined by lana dalton who will uh she's the city's homelessness program manager and she'll be giving us an update on what her team is pursuing to address homelessness in aurora i suspect we're going to hear a little more about what atlanta touched on earlier today and we're going to be meeting still by webex and we'll simulcast it on facebook live you can find instructions on how to join on the city's calendar which is located at auroragov.org calendar hope to see you all there customer combs thank you mir and thank you councilmember johnson for your service and all of your dedication and hard work to the city of aurora i know we'll have more opportunity um prior to your last day to honor your contributions but thank you for your service um and then just general updates we did the second shot clinic for heather gardens um on the 17th at the stampede um so that was for the moderna covet vaccine this last sunday i worked with representative niquita ricks on a pfizer vaccine clinic at saint lawrence korean catholic church and hopefully we'll be having some more coming up i know again thankfully our city is also doing regular mass vaccination clinics so hopefully we'll get shots in all the arms and keep moving toward the new normal my next town hall is on may 5th at 6 30 pm still also via webex i'm hoping maybe july we can start to get back in person but we have to continue to monitor what's happening with covid we'll have greg hayes giving a budget presentation and uh jeffrey moore talking about the oil and gas draft regulations so that we can get more community input on that i did also have the opportunity to attend the natural leaders graduation program on saturday at the village exchange center and it was wonderful to have time to talk with members of our community who are young people that are really working to volunteer stand up lead and connect people in their communities to the city of aurora and to opportunities for civic engagement and service as for my reports on committees i do have a report from bruce dalton from visit aurora that uh visit aurora will be taking over the uh instagram of visit colorado from april 30th until may 6th so that will be an opportunity for folks interested in visiting all of colorado to learn about attractions and restaurants and activities that we have here in the city of aurora so check that out and encourage others to get involved as well it's at visit colorado is the instagram handle for visit colorado um for dr cogg i was appointed as vice chair of the finance and budget committee and then we had several presentations at the meeting including on the employee transportation reduction program through cdphg you can give feedback on that program and i do have on my facebook and twitter links to where you can go and learn more and give online feedback on that program we also heard about the metro vision uh regional transportation plan um and we heard about tip resolute or about the tip wait list that's a transportation improvement program um there were additional monies that came from the federal government and so projects from the waitlist were identified and funded there were a few that aurora declined due to funding match issues and hopefully we will be able to pursue those projects in the future there will be a resolution coming forward to identify more projects and to get a new call for projects so that we can build back up that wait list as we continue to have more funds um and then we did a state legislative update um the main conversation was about the front range passenger rail bill that's coming before the state legislature and i'm hoping to get more guidance from the city of aurora on that i did abstain since we had not discussed it in pfizer prior to the meeting and then for uh cherry creek basin water quality authority we had a conversation about control regulation 72 which is the water quality regulations from cdphe that affect the cherry creek basin and those are going to be heard later than we expected so there will be more opportunities for input we approved a sampling analysis plan for the reservoir for 2021 and we approved a project for an eagle scout or a prospective eagle scout to do a replacement of some cottonwood trees along cottonwood creek that um the current trees have died so that's all the update i have and thank you all and have a good night thank you mayor um i also i just want to uh say to council member johnson johnson that i do respect your decision to put your family as a priority that's really important and although we didn't always agree on policy um i want to say that our relationship i feel has been always respectful and cordial and i thank you for that thank you um so just updates um on the mile high flood district we had an audit update and our net income was 14 million uh total revenues were up to 19 million due to the mill uh mill rate increase and also growth in development and then we approved about 20 or so resolutions on different projects for various jurisdictions um e-470 we had a special meeting and that was on c dot h-p-t-e um it was a presentation that was done by nick farber and then we also had an uh e-470 tolling briefing and then lastly um my may my uh may town hall will be on the 26th from six to eight it will be virtual um and i'm going to have a budget update by greg hayes and then a trails presentation by tracy young from our parks and rec uh department and then my general updates so um we're hoping in july that we'll be actually in person thank you uh thank you everybody and uh um uh you've got uh quite a while to go i think in a
