YOU KNOW, THEY HAVE 5600 PEOPLE IN SEATTLE WHO ARE ON A WAIT LIST FOR RENTAL ASSISTANCE. THEY ARE TALKING ABOUT NEEDING $10 MILLION TO RESOLVE THEIR BACKLOG. THIS IS 3.3. COMING FROM JUMPSTART. I THINK, IN THE LONG RUN, IT WILL SAVE US MONEY IF WE ARE ABLE TO GIVE GRANTS OF 500, $1000, SOMETIMES SEVERAL THOUSAND DOLLARS, TO KEEP PEOPLE HOUSED. WE HAVE THE GENERATIONAL WEALTH BUILDING WORK THAT THEY TOOK OVER FROM THE DEPARTMENT OF NEIGHBORHOODS. WE HAVE THE SMALL BUSINESS LEGAL ASSISTANCE, THE TENANT IMPROVEMENT FUND, THE GOOD BUSINESS LEARNING LABS. THERE ARE A LOT OF PROGRAMS THAT OED DOES THAT ALSO TARGET SUPPORT FOR BUSINESSES OWNED BY COMMUNITIES OF COLOR. I DON'T THINK IT IS AN EFFICIENT USE OF OUR SCARCE PUBLIC DOLLARS TO DUPLICATE THESE EFFORTS, ESPECIALLY WHEN THIS IS NOT THE AREA OF EXPERTISE FOR OPCD, OR FOR EDI, FOR THAT MATTER. SMALL-BUSINESS TA IS NOT WHAT THEY DO. THE OTHER ISSUE THAT I THINK IS IMPORTANT TO STATE IS THAT THE EQUITABLE DEVELOPMENT INITIATIVE WAS SPECIFICALLY DEVELOPED AS A PROGRAM TO CENTER COMMUNITY DRIVEN DEVELOPMENT. NOT TO IMPLEMENT COUNCIL PRIORITIES. I APPRECIATE AND I SHARE THE COUNCILS INTEREST IN SUPPORTING THE GROWTH OF BUSINESSES OWNED BY BLACK AND BROWN NEIGHBORS, THAT IS A LOT OF THE BUSINESSES I HAVE IN MY DISTRICT, BUT EDI IS AN ANTI-DISPLACEMENT TOOL CENTERED ON DEVELOPMENT PROJECTS, NOT SMALL-BUSINESS GROWTH. THAT BEING SAID, I DO WANT TO THANK COUNCILMEMBER MOORE FOR INCLUDING MY LANGUAGE AROUND SUPPORTING THE INCLUSION OF COMMUNITY DEVELOPMENT OF PROJECTS OF SPACES DESIGNED TO MEET THE NEEDS -- WITH THESE COMMUNITY DRIVEN PRODUCTS, THEY ARE REALLY NOT AT THE TABLE TO HELP RECRUIT TENANTS FOR THE COMMERCIAL SPACE. AND SO, BECAUSE THERE ISN'T ACTIVE RECRUITMENT HAPPENING, YOU KNOW, THEY'RE JUST BUILDING THE SORT OF LARGE BLANK SPACES, AND THEN WHEN A SMALL BUSINESS WANTS TO GO IN AFTER THE FACT, IT IS VERY EXPENSIVE FOR THEM TO DO IMPROVEMENTS TO CREATE A SPACE THAT IS SMALL ENOUGH FOR THEM, THAT THEY CAN AFFORD, OR TO CREATE A SPACE THAT ALREADY HAS A HOOD VENT, FOR EXAMPLE, AND THEY DON'T HAVE TO ADD THAT IN. ANYWAY, THE POINT IS, I DO BELIEVE THAT THAT IS A MORE APPROPRIATE NEXUS BETWEEN THE WORK THAT OED DOES AND THE WORK THAT OPCD DOES. THAT IS ON THE PROJECT DEVELOPMENT SIDE. ONE OF THE PATHWAYS IN WHICH WE ARE TRYING TO GET BLACK -- BLACK COMMUNITY BACK THROUGH THE CENTRAL DISTRICT -- BECAUSE IT IS SO EXPENSIVE FOR PEOPLE TO BUY A HOME IN THE CD DOSE THERE IS A MOVEMENT FOR BLACK BUSINESSES TO BE ABLE TO BE IN THE CENTRAL DISTRICT, AND BE ABLE TO PARTICIPATE IN THIS ECONOMY THAT WE HAVE CREATED WITHIN OUR CITY TO GET MONEY INTO THEIR STORES, AND THEN TO BE ABLE TO FUND THEIR COMMUNITY. IS THIS CONSTANT ECOSYSTEM THAT IS GOING TO BE ABLE TO PROVIDE A TRANSITION FOR FOLKS TO BE ABLE TO HAVE ECONOMIC MOBILITY AND PARTICIPATE IN THIS ECONOMY. THOSE PROGRAMS WERE WELL UTILIZED AND IN HIGH DEMAND. [ INAUDIBLE ] OED HAD A REDUCTION IN BUDGET IN RESPONSE TO THESE PROGRAMS THAT SOME OF THEM WERE JUST BECOMING KNOWN AND UTILIZED IN THE COMMUNITY. [ INAUDIBLE ] SO I WILL BE SUPPORTING THIS, OBVIOUSLY, BUT I WANT TO MAKE THE POINT THAT WE ARE NOT TALKING ABOUT -- THE WAY I SEE THIS CORONATION BETWEEN OPCD AND OED IS NOT THAT ALL OF A SUDDEN THE EDI PIE IS GETTING EATEN BY SMALL BUSINESS INSTEAD OF NONPROFITS -- I SEE THIS AS AN EFFORT TO LOOK AT OPPORTUNITIES FOR WHEN THERE IS REDEVELOPMENT ON, FOR EXAMPLE, A BLOCK , LET'S SAY, A HOUSING PROVIDER, YOU KNOW, PURCHASES, OR ACQUIRES A BIG PORTION, OR A WHOLE BLOCK. SOME OF THOSE SMALL BUSINESSES WILL BE DISPLACED, BUT THERE COULD BE AN OPPORTUNITY TO BRING THEM BACK. WELL, WHAT HAPPENS TO THE SMALL BUSINESSES IN THE MEANTIME? AND SO, WE ARE NOT TALKING ABOUT JUST GIVING FROM NONPROFITS TO BUSINESS. WE ARE TALKING ABOUT A WAY TO LOOK AT HOW CHANGE IS HAPPENING IN NEIGHBORHOODS THAT ARE CURRENTLY GOING THROUGH A LOT OF CHANGE, GENTRIFICATION, DISPLACEMENT, ET CETERA.
