meeting of the Orlando city council we're going to begin today's proceedings with the invocation and pledge LED today by commissioner Ortiz standing here with our heads dear Lord we thank you for your mercy and your blessings then we gather this Council once again to make decisions that affect your people in the city will end up although we have been through challenging times you always provide for our community we ask you to keep your protection and guidance we also ask that you give us wisdom to do what's right for our people on your right before your eyes Lord the needs of the people don't have any labels but need commitment help us provide what a servants period at all times we thank you and ask you for all this in the precious name of Jesus Christ Our Lord amen amen I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty okay let's call the meeting daughter Madam clerk would you here mayor you have a quorum with all members present thank you madam clerk let's take up for consideration the minutes of the agenda for you and city council meeting of October the 10th 2022 motion by commission or t second by commissioner Stewart all in favor indicate so by saying aye aye as opposed and so the motion carries okay mayor's update um we've had the Good Fortune of having two United States cabinet members join us here in Central Florida over the last few days on Friday usdot secretary Pete Buda judge was at our new Terminal C to talk about our Region's infrastructure needs and Mobility options and then today the HUD secretary Marcia fudge was at our EOC for a round table on the challenges surrounding homelessness and what more we can do for those impacted by the disasters and city was awarded over six hundred thousand dollars in grant funding today to address those issues I want to thank our city staff for the great work they've been doing every single day to help our community recover from the hurricane impacts I've had an opportunity to visit some of them in the field they're doing great work especially our Solid Waste staff who along with contractors continues to make progress on collecting debris understand that we collect a little bit over 50 percent of the total vegetation that was uh created during the course of the hurricane and we are on track to be finished in about 30 days 30 to 60 days let's say and I appreciate the community's patience on this if you want to know the status of your neighborhood pickup you can go to orlando.gov and click on the resources tab at the top of the home page a lot of stuff was rescheduled during the course and because of the hurricane and one of those things is National Night Out so that will occur now next Tuesday on the first and I'll join our City commissioners the police chief fire chief to meet and greet many of our residents of their neighborhood gatherings this week as fdot's Mobility week and tomorrow is tri-transit day so tomorrow lynx and SunRail are both offering Fair free rides all day long and I'm going to ride on SunRail tomorrow morning a couple items of note number one is the item C9 and item C12 which are will vote to renew agreements with bbif and prospera who have played both played integral roles in aiding minority businesses and entrepreneurs related to starting businesses and continuing to run businesses so if you are a member of one of those groups if you would please stand and we would like to recognize you and the impact you've made on our community also of note is I2 Public Works it's a funding accepting Community Project funding from the Department of Housing and Urban Development for Design Services for the new Southeast government services building and we wanted to thank Congressman Darren Soto who procured that for us and also we want to we will be voting to receive a six million dollar Grant from Blue Meridian group to enhance programs in our family Parks and Rec with that we'll move on to the consent agenda which are a number of items that are acted upon through a single vote of council we give each of our council members an opportunity to comment on the consent agenda and important happenings in their districts we rotate the order that we do that and today commissioner Ortiz's first stop thank you mayor so let me Echo your words and thank our staff our community leaders everybody that has gotten involved are helping those in need in our community after Hurricane Ian especially those who have gotten really involved with um Dark Side condominium too and other parts of the City seniors location also that were was affected they have to evacuate like 100 and something people out of their seniors so uh thank you so much you guys always step to the plate and uh uh the city got to be proud for having us having this this uh staff that we have in the city of Orlando great people on Wednesday October 12th I threw the new EA um Sports downtown Office Orlando office thank you Mr Daryl Holt Miss Joshua Thornhill and Miss Brooke Bonnet for facilitating my visit EA has an exceptional new facility and I'm excited to have him with us downtown dear Lord after watching what I saw at that particular place uh the future is uncertain but it's very positive the things that are happening in terms of technology which is amazing I'm starting to feel like a dinosaur but anyhow um in terms of some of this technology now that I'm not catching up it's just a matter of time so on Thursday October 13th we celebrated Hispanic Heritage Month of The Campaign World the Camping World Stadium kudos to the Hispanic heritage planning committee for organizing the wonderful event the place was just amazing uh Camping World is just such a great venue and uh so thank you to everyone that participated on Tuesday October 18th I joined commissioner Sheehan not at the same time a different time let's let's put that out there at Lake Como Ka to discuss uh what it's like to be a commissioner in the city of Orlando with Mr Valentin Vasquez 7th grade civics class I enjoy sharing knowledge of my experience with the middle school students and I'm grateful for Mr Vasquez mutation to interact with them and give us an opportunity to convey our experiences on Tuesday October 25th we will be graduating that's tomorrow our government Academy class 20 2214 we have been hosting our classes for eight years and what started out as small as a small idea has become a huge success I'm so grateful to all the staff who have participated with us from the Florida League of cities Orange County and the City of Orlando our program would not be successful without y'all's help this morning as the mayor mentioned I along with the mayor and staff had the owners attending a planned Disaster Recovery Roundtable with U.S Department of Housing and Urban Development secretary Marcia Marcia on fudge secretary fudge discussed the rapid on shelter Survivor housing funding that will fail the gaps who are federal Disaster Assistance could couldn't be dispersed 6.8 million dollars almost 7 million dollars will be distributed to the State of Florida I believe we're getting approximately 666 000 coming to the city of Orlando she also announced an 8 million program for youth homelessness once again thank you secretary fudge for your time on responding accordingly accordingly to the urgency of this city and state residents for the need for additional assistance I want to especially recognize today our emergency operations manager Manny Soto who was selected to participate in a cultural trip for the 2022 Korea revisit program for Korean defense veterans sponsored by the Republic of Korea's Ministry of Patriots and Veterans Affair I would imagine this is South Korea Manny is a member of the career defense veterans association and the second Infantry Division Association he served with a second Infantry Division from 1994 to 1996 in the Museum District six kilometers from the Korean demilitarized zone military post so um he's over there right now I do hear that there's some issues between North Korea and South Korea so let's pray for him let's make sure that he come back home safe and sound on Friday October 28th we're hosting our annual District 2 fall festival please join us from six to nine pm at the Inglewood Neighborhood Center for tons of fun our Englewood Neighborhood Center will also be hosting their haunted house from 7 00 pm to 10 p.m and agenda items I wanna on D1 I want to congratulate fpr on a grant from a blue meridian's partner as the mayor mentioned I think is a great investment on their part for all our kids J-3 is a study in transit oriented development some of that money is going to go for the Semoran quarter so I'm happy to see that we're partnering with links on that and finally the agreement with UCF to um to continue the partnership that we have in terms of the centers um the um the incubators so and whatnot so that's all I have there thank you thank you commissioner commissioner Stewart thank you mayor um let me uh let me guess a couple quick things thank you for those who are involved in College Park cleanup this past Saturday I appreciate the work they've done we had a great meeting about the Edgewater Drive complete streets project that came up I want to say a special thanks to Tanya and her staff and the work that y'all did I appreciate that we had a good response we I think between 150 and 200 people came and got a chance to see it and gave us some good input so we're looking forward to our next meeting in the spring um or just after the first year I should say it'll be a 60 plan so uh look forward to that with everybody's input on that let's say a special congratulations to the Reed Foundation they had a fundraiser we had the opportunity mayor thank you for uh for uh sharing with that on Friday night um and making the uh the Lake Eola Fountain Red uh in honor of the dyslexia learning um Reed is doing some great work around the country teaching teachers how to teach kids who are at risk and I'm really thrilled about that I had the honor of having a child who fought a grandchild Who falls into that category and so it's really it's kind of special to me they're doing great work um congratulations to the Audubon Park Garden District uh their Night Market this past week it was great to see that go on and then of course they had the homecoming parade for Edgewater High School uh it's a great tradition I love being there and getting a chance to spend time with the kids um I want to say a special thanks to uh Dr Phillips all of us I think are involved engaged in the Hamilton uh musical Community give back initiative this week I get a chance to expose kids to the Broadway I had the honor of taking over some tickets to Edgewater High School and to the kids at the Edgewater drama group that was wonderful um kids are really excited about it it was a chance to get some seniors over there to look at it to see Hamilton and get a chance to have some feedback so it'll be a luncheon and then the performance this Wednesday on upcoming events of course the mayor mentioned the National Night Out November 1st so we've had a couple of parties have since backed out but we'll make up with them later on and then we have lift Orlando women's luncheon tomorrow which we're excited about doing Rosemont neighborhood Cancer Walk is this Saturday and then of course we're doing something special this following Friday I think um or Saturday we're having a senior dance at the Rosemont Community Center and so we thought it'd be fun to have kind of a uh I'm calling a homecoming dance for our seniors out there and so I was really excited about about them being engaged I'll mention a couple of things on the agenda um the first is our ivanoe village Main Street and Mills 50 Agreements are on today so I'm honored to support them where you have two lap agreements for some projects that are one in one District three and one on the edge of it this is for the Rosamond and 441 as well as for Colonial tribe of 441 to upgrade to Mast arms so we're excited about that and then one which is kind of a special one that came across some of y'all remember there's a officer a Corporal that used to work with the city named kevlon Kirkpatrick some of y'all may remember him um Kevin is going to come back and join the city as the Constitutional policing and policy administrator I can't think of anybody who would be more talented than that and more effective I I'm I'm so thrilled for him I'm so thrilled for our city and a great choice Chief I think he's going to be a great asset in this particular role because of his experience as well as his business experience prior to coming to the city so congratulations to kevlin honored to support that anyway I can and that's all I have mayor thank you commissioner commissioner well thank you Aaron on the agenda today um this one before I do that I also want to talk about some of the issues of Public Works I want to thank you all for all your hard work Corey and uh I've gotten some feedback from some residents and they're a little frustrated that there's holes in the streets and there's not barricades well the reason there's no barricades is because they're all stolen during the hurricane so very frustrating um that's why we have cones out but again we're asking everybody to be careful this was an emergency we didn't get hit as hard as some of the other parts of the state but there are potholes please be careful and our Public Works our people are doing everything they can we've also had some complaints about people not being notified on the emergency repairs folks we have to fix it we can't go out and notify you before we fix a huge hole in the street so I'm asking everybody to please be patient they're doing the best that they can under very difficult circumstances we got everything from huge holes in the roads to you know holes next to sidewalks there was a lot of leakage that happened on all the pipes be it storm water or anything like that so there is some work that needs to be done they're out doing this as quickly as they can but we're asking everybody please be patient and there is a reason why we can't go out and do door hangers if the road's about to cave in we need to go ahead and take care of that so I just want to lift up our Public Works folks and say they're doing a good job they're doing the best they can and um yes it's inconvenient but if you think we're have we're being inconvenienced think about what the poor people in South Florida are going through so I also want to thank the solid waste people for for getting the uh getting the homes that were flooded getting the you know items out from in front of the houses it's bad enough when you lose all your belongings but then when you have to look at it rotting in front of your house for a couple of weeks that's really disturbing so thank you for getting that cleaned up especially in the area of constitution over by Constitution green and over in the lake Davis and Cherokee area um on the agenda today also very happy to see the Mills 50 Main Street agreement um they uh that's that's of course where I live and um Sienna was living her best life at the pup crawl this weekend she just loved that Chad I think she thinks I go to things like that every time I leave the house because every time she goes to the pup crawl she wants to leave the house with me every time I go but uh she just absolutely adored that so that's a wonderful event and brings everybody together on item C7 the historic preservation calendar very very popular with folks you don't know how much people love something until you take it away and I'm glad that McCoy Federal Credit Union has been funding this since we no longer do the funding for it but I'm so glad to see them continue to do that um on item j3 the link service agreement this is really really important it helps you know we really need our brush service but we also need to augment that funding hopefully with the transportation sales tax because the we you know Lynx does not have direct funding and we really they really need to do that to be able to grow that there's complaints about links not running every 15 minutes like in other cities well other cities and other counties actually have a directed funding source and that's what the transportation sales tax will do uh to to support links I'm also delighted to see that the collective bargain agreements for police and and the firefighters have gone through very glad to see that we are able to give our employees good raises and things like that and uh and and help our employees who are at the end the lower end of the spectrum because you know we need to keep our good people in the city and we can't keep Goods people in the city unless we pay them a competitive rate and that's all I had mayor thank you thank you commissioner to commissioner Hill thank you all mayor of course I'd like to send my condolences to Brenda March which is our director of pkz on the loss of her mother and a week prior her um her husband's mother so it has been quite a lot of grief in that family so keep them in your prayers also I agree with you commissioner Stewart a great choice uh Chief Smith with uh bringing kevlon back I couldn't think of a more better officer than than kevlon when it comes to constitutional law and all those things I mean he really has a passion and is this a follow-up from the uh the study that we did Mary Dyer we're bringing put in this position great job thank you so very much with your leadership and bringing this all together uh on Monday October the 10th and 11th I along with mayor Dyer was able to go out to Lake Lerner Dune and Lisa thank you for your employees they did a phenomenal job there with the corporation they came Dennis came and fed over 4 800 of our residents here in the city of Orlando breakfast on hot meals right there off of their mobile food truck after they left Fort Myers and it was for those that had been impacted by the hurricane so a huge thank you to uh congresswoman Frederica Wilson that assisted me in organizing that Onyx magazine and of course pennies on February October 14th I partnered with Second Harvest thank you to that great organization they were able to dispense about 400 and um 50 care packages of non-perishable food items MREs and bottled water as I said it was about 450 families that we assisted there in the west side of Orlando primarily Harrison estate in the Maxwell Terrace area there which had huge floodings of their homes many of those folks are have lost everything similar to what you've seen in your area commissioner uh a huge thank you to barbette Allen which is director there at Maxwell Terrace in uh Stephanie Palacio of Second Harvest uh Carey black up our Parks and Recreation that helped organize the Outreach couldn't have done it without those uh people on Sunday I was able to attend a hundred year anniversary of a little church on the side of the road in Paramore 910 Church of God where uh the Holy Ghost resides and so uh and you know what I mean if if that's they have a holy ghost party there ever since I was a little girl and uh so on it was a great occasion and um yes I did catch the Holy Ghost before I left on Monday October 17th uh I was able to tour the EA facility also uh with Mr Daryl Holt and Josh seal uh doorhill and it is just amazing uh facility but what's more amazing about EA is the Outreach that they've done in this community and especially exposing uh many of our youth here in our Parks and Recreation programs to the Arts not just gaming but technology and they have retrofitted over six of the community centers there on the west side of Orlando with new technical support there and the community has really been able to go to the next level with with the equipment that they donated to that area and they're also going out throughout the community throughout Florida but primarily here in the city of Orlando with bridging that digital divide and uh bringing in a stem boot camps and different things of that nature to our community so I just want to thank them for uh that commitment and and and making uh I I think uh our children have an access to stem and technology and I look for more of the same uh the future is bright because of EA being here in our community and being a partner Tuesday October the 18th I was able to join mayor dyer for the first ever uh uh I would say ribbon cutting by a robot Mary Dyer had to put his scissors up and a robot did its job I said they're gonna take us out pretty soon so I tell you uh but it was really great to see more businesses of diversity coming to the Paramore area uh in this particular uh Paper Rock Scissors is focused on intuitive design and Technology uh I tell you it's it's good to see the Renaissance of Paramore and how these great companies are coming in not just to uh you know be capitalist but to be Community servants and they're going into our community and giving our children and youth and families access to things that they never would have had if those businesses haven't decided to come to Paramore and you know I know mayor dark get tired of me saying it but I must say it over 20 plus years ago he said watch what I do in Paramore and that vision is really coming to fruition and it everyone's Rising but calls love it and I I couldn't be more proud to sit on this board to see how where I grew up as a little girl and not have those opportunities to help make those opportunities happen so uh anyway I'm gonna be a crybaby Saturday October 22nd I was able uh to receive honor of from the Orlando Health and Wellness Gospel Fest that was held there and um Lake Yola and I think them for having us in your District commissioner and I mentioned that it was your district and it was a Gospel Fest and a great time ahead by all and with that that's all I have mayor thank you commissioner will move to commissioner Burns all right uh thank you mayor uh good afternoon fellow Commissioners first I'd like to say thank you mayor for joining me last week in District Six for our walk-in tour through Richmond Heights neighborhood we were able to speak with some residents to hear about their experience during the hurricane but also to hear some of their concerns questions as well as ideas of how we can move forward in preparation and for uh the next natural disaster if one comes so again appreciate your time in doing that mayor this morning I also had the pleasure of attending at Roundtable uh discussion with uh HUD secretary fudge and the commission on homelessness during this discussion secretary secretary first announced that our Continuum of Care has been awarded 8.37 million dollars for youth homeless for youth homeless demonstration project targeted at unaccompanied youth between the ages of 18 and 24. uh I was excited to hear how well our Continuum of Care is performing uh this awarded was one of 17 and the second largest uh second of the large second largest award a portion of this grant is going to devise a plan uh to end youth homelessness and the remaining amount will be for uh ongoing implementation so also with the implementation that funding will be recurring uh in perpetuity so excited about the additional resources being brought into our community to address homelessness but more specifically youth homelessness we're hoping also to be able to leverage some of these funds uh with funding like the Bloomberg funding to prevent these homeless youth from becoming homeless adults so again kudos to Martha R and her team at the Continuum of Care for um bringing these resources into into the community I too also had a chance to tour the new EA facility and create a village again thanks to Daryl uh director of operations in Joe cell for showing me around the center and telling me about all of the Innovative things that EA has going on also I got a chance to come back uh commissioner Hill mentioned the Outreach that they do but they also have started Outreach with uh to several hbcus one specifically uh Florida a m University to get those students more exposed to the other opportunities that exist in this gaming and entertainment space it was also exciting to learn that right here in Orlando we have uh created we have contributed more to the foundational uh the foundational base to The Meta Center than at any I mean to the metaverse than any other city in uh here so again we are recognized at the medical center uh still not sure exactly what that means uh but I'm I'm willing to to learn so again just excited to see how we in Orlando again have been so innovative also I want to thank you uh thank the city for the ongoing organized organizing such a great event at the uh Hispanic Heritage Month uh thanks to our Multicultural Affairs Department uh Ola as well as other volunteers because it was a great event great food had a great time so thank you commissioner Ortiz for all that you do did to make that a successful event also uh my also my office hosted a walking tour through Johnson village with residents um some of our residents code enforcement Public Works and OPD uh so thanks to Corey Susan Kevin and get lean and my staff for continuing to assist our residents just uh with the cleanup uh talking to them about some of the things that we can that we've learned from uh from the storm so again thank you to to the city team for assisting with that uh last week I helped cut the ribbon for the grand opening of the closing Center a company born from immigrants from India and Pakistan that helps with closing costs of commercial real estate uh commercial real estate sales the city does a great job in embracing diversity and it's always encouraging and great to see that so many people view Orlando as a place of acceptance the closing system provide proves how well we do business here in the city of Orlando also this past week I was happy to participate in the first annual empowered girls Enchanted guarding award celebration at the Smith Center empowered girls is a local non-profit dedicated to exposing our young girls to New Opportunities and preparing them for the future thanks to Miss Felicia Lewis and all of uh all that she does for our young black girls and I'm proud that they of all the great work that they do in our community also this past last weekend we had a a walking tour in my my neighborhood I was a Catalina uh and thank you again to the these various uh City departments that joined us and again we just want to ensure that our residents know that the city is here to support them uh when you're going through a hurricane we all kind of felt isolated you know a lot of the streets were flooded you couldn't get out and there was a feeling that you know they were forgotten so we just wanted to come around and make sure that they know that we're we're here we want to learn and continue to get better in our preparation are on the agenda I just like to acknowledge uh D1 the blue Meridian uh Partners investment Grant I'm excited and eager to see how these funds will be used to support all of the Innovative work being done through our family Parks and Recreation Department so congratulations Lisa um Abe and Brenda for all of your hard work on this application I married that concludes my comment thank you commissioner commissioner Craig thank you mayor commissioner Burns if I'll be glad to yield my time if you'd like to explain the concept of metaverse to all of us all right all right you'll come back to us one of the great things about being last is most of the things are covered so I'll be very brief but I did want to recognize um another event or holiday of the Indian American Community which is Diwali and they had a ceremony here on Thursday that commissioner Ortiz and commissioner Stewart joined and it was a a celebration of Diwali which is quite simple play a festival of light over Darkness so it's a very positive event and so we were able to participate in that induction of the Indian American Chamber of Commerce officers and also I attend an event in my neighborhood on the 22nd at Village Walk where I learned more about Diwali so congrats to the folks in the Indian American Community for um for showing us all the things they're doing there on the agenda real quick I wanted to Echo what the commission or what the mayor said on P5 and the companion my two which is uh the community center Government Center coming to the southeast thanks so much to the staff for helping push that through we had a little delay so we could get a Little Help from the federal government those are always good so I'm glad to wait and uh and get a little help on the on the cost and the other one I wanted to mention was the various funding agreements on item C most of the folks are here but I just wanted to say thank you for what you do great Partners not only help us economic but improve our quality of life here in Orlando so thank you all very much for what you do through those funding agreements title of the resolutions the Council of the city of Orlando Florida designating certain land generally located south of West New Hampshire Street north of H Street and East of closer Avenue comprised of approximately 0.7 Acres as an Orlando economic enhancement district and as a Browns field area pursuant to the State of Florida brownsfield Redevelopment Act directing City staff to notify the State of Florida Department of Environmental Protection of said designation providing preservability in an effective date motion by commissioner Stewart second by commission Ortiz we have two speaker cards Jake Jason litstein and William Pence that are just for questions only does anybody have any questions no discussion here none all in favor of the motion indicate so by saying aye aye as opposed motion carries Commissioners this resolution requires a public hearing after 5 p.m unless we vote by a super majority to hold the second public hearing at our normal city council meeting time staff recommends that we do that and hold it at our the second public hearing at a regular scheduled city council meeting beginning at two o'clock on November 7 2022 do motion by commissioner Stewart second by commissioner Ortiz all in favor indicate so by saying aye aye those opposed and so the motion carries all right Madam clerk let's go to hearings um well actually you don't need to read that one we'll move to hearings um number one and this is a public hearing for the sale of city-owned landvade in excess of five hundred thousand dollars is required by chapter 13 section study seven of the city Charter notice that the hearing was published in the Orlando Sentinel on October 18 2022 an approval of this transaction will require majority vote of all members of the city council the property is approximately 126 acres and consists of the formal Naval training some of the former former Naval Training Center properties dated to the city by the United States the general location of the property is south of and adjacent to South Southport Park just west of the Orlando International Airport and East and adjacent to the Villages of South Park um these are homes was selected through a competitive selection process to redevelop the property with residential housing and related amenities based on an independent appraisal the estimated fair market value of the property is three million dollars and the purchase price is three million dollars is there a motion there is a motion to approve sir motion box Mr Gray second by commissioner or t T's Madam clerk I see no cards for public comment no speakers mayor if I could quickly just a quick comment uh this is the first step in tying the property up and we've got some due diligence to do but I'm 100 convinced Visa is a the right partner to sell this to and in addition to working through some of the items they have agreed to create some affordable housing so we'll have 10 plus or minus in affordable housing so it's an because I know that uh there had been a priority when you closed military bases that the priorities the support goes to homeless Services uh you know similar to what happened over at uh in Baldwin Park and so I just wanted I know Roy knows are doing some due diligence to make sure that we don't have any uh any further obligations under that uh under that act I'm supportive I I it was exciting to hear about the up to 40 units of affordable housing but I just want to make sure that we don't have any other obligations as we move forward with this and I do believe that that should be uh
