and thank you good evening and welcome to city council meeting I don't think I have a gavel but we'll pretend and I'll turn it back over to Janette tonight's invocation will be given by father Daryl pigeon from the All Saints Anglican Church please rise for the invocation and remain standing for the pledges of Allegiance let us pray almighty God our heavenly father send down on those who hold public office especially here in Fort Worth a spirit of wisdom charity and Justice that with steadfast purpose they may Faithfully serve in their offices to promote the wellbeing of all people we ask this through Jesus Christ Our Lord who with you and the Holy Spirit live and Reign One God now and forever amen United States of America stand na indivisible liy andice for all to Tas one state God indiv our first item of business will be a special presentation and that is a presentation in recognition of the north Crowley High School state championship football team okay ladies and gentlemen I know that council member Williams and Council Nettles who are probably the number one and number number one they all won't rank them super fans of this awesome team attending numerous games want to properly recognize you I also have an appropriate recognition from the mayor's office but for those of you who don't know this is the state champions right here from North Cy High [Applause] School obiously no small athletic accomplishment but it's my understanding these young men are awesome people inside and outside the classroom they are student athletes they represent North Crowley Crowley ISD incredibly well and we could not be more proud of this amazing team with that I'll turn it over to council member Nettles and council member Williams to do proper honors here today excellent yes I was just about to say that before we start can we show the video and then I'll come down to Gibson to the sideline now cutting it back a dream start for North Crowley now Jimerson on the keeper and Jimerson BS ahead Jimerson inside the that's a touchdown from [Music] touch jerson fires to Bray on the angle route out of the back field Bray with a lot of room and it's another Drew this up for Cornelius Warren Warren Bon rber jerson just throw it up jerson to Gibson it time the hatrick [Applause] one a one a um mayor and Council just to give youall kind of a run of what we're about to do um we have uh two um special recognitions that we'll read councel rles and I then um we'll have a representative for the board I think drar may be here um I see President darl Davis they'll give some remarks um coach Gates will give some remarks and then we'll we would love for all of y'all to come down and we'll take a for the City picture huh um rri has a helmet that I was really excited to bring to City Hall I wish we I'm sure Council nles will agree I wish we had the 817 on our helmets when we were playing that's great awesome um mayor Parker and my fellow council members and members of the Fort Worth community um tonight is my great honor to stand alongside my former North Crowley Panther teammate um Council Chris Nettles I'm both of us proud of Love ey of North Crowley to recognize the north Crowley Panthers varsity football team for their historic 2024 class 6A division one state championship season can we give them another round of applause um as someone who once wore the Panthers uniform and served as a quarterback for the team I know firsthand the hard work discipline and dedication it takes to succeed although I've never held a state championship trophy so that was pretty cool to do that and share this with these guys um what this team has accomplished is truly remarkable and inspiring to me um it's truly extraordinary and it uh fills me with immense Pride um Crowley Pride unified to be exact um both as an alist and a member of the community and someone eager to send my 25 pound 6 month the old uh baby to North Crowley to go play football in the future left guard here we come coach um the Panthers undefeated season 16-0 um was nothing short of legendary for the city and for this group of amazing people um they didn't just win games they made history um they didn't just uh win a championship they achieved Excellence um and all along the way they defeated several Powerhouse programs with a combined 24 state championships including Duncanville doto and Westlake sorry for them huh the numbers are incredible over 8500 yards of total offense averaging 533 yards per game leading all of 6ad DFW 864 points scored breaking records and ranking 16th uh in State history a Relentless defense and offense that outscored opponents 864 to 283 with the team punt only seven times All Season that is incredible two of those War [Laughter] PS U beyond the stats this team represented something bigger than themselves They Carried the heart of foorth with them every step of the way uh the words for the city in 817 on their helmets were more than just symbols uh they were a reminder of the pride and responsibility they felt to represent our city with excellence under the exceptional leadership of coach Ray Gates uh this team achieved something remarkable setting a standard of success and teamwork that will be remembered for years to come um and both of us as alumni are incredibly proud of their legacy uh this season showcase individual Excellence um with eight division one signes continuing their football careers at the next level uh these young men have shown what is possible when Talent dedication and teamwork come together uh to the players the coaches and everyone who supported the journey uh thank you for bringing this Championship home to Fort Worth um I could not be more proud to celebrate this achievement with all of you uh you've made our school our city and our community proud um congratulations Panthers on a on on writing a legacy that will inspire generations to come um my task for tonight is to um present uh coach and the team in the district um with the um 6A um or recognition honoring the state championhip and then councilman Nettles uh coach Gates we didn't tell you this but we also have a spe special recognition for you as well so councilman Nettles will read that one to you as well if y'all don't mind joining us board and community members of our our team and coaching staff if y'all join us up here we got so many oh sorry okay so um this first plaque um is a special recognition from the city of Fort Worth presented to the 2024 6A Division 1 State Texas state champions the North carow High School varsity football team we recognize the 2024 North carow Panthers varsity football team for achieving the Pinnacle of Texas High School Football by earning the title of 2024 6A division one state champion Champions with the perfect 6 and0 season this extraordinary accomplishment is a testament to the dedication skill resilience uh the team has shown throughout the season we commend the team for the passion perseverance and unwavering commitment to Excellence that they bring each year to the field and to life under the exceptional leadership of coach Ray Gates the north Crowley Panthers carried the pride of Fort Worth with them every step of the way with for the city boldly displayed on the back of their helmets and the 817 alternate helmets symbolizing the heart and spirit of our community this team represents far more than just themselves they carry the hopes dreams and unity of foot wor to every game ranked number four nationally by Sports Illustrated the Panthers have shown that their success is built not only on talent and determination but on a deep connection to the city we all call home they remind us of what is possible when a team comes together to play for something bigger than themselves we also extend heartfelt appreciation to the families friends and Community who supported this journey and celebrated this remarkable Milestone together presented on this 14th day of January 2025 congratulations again uh to each of you [Applause] remember this moment I know yall have a bunch of trophy certificates Etc but we wanted to make sure that we honored y'all um each with a certificate so each one of y'all will get one when we leave tonight all right awesome um I have a certificate for a coach Gates and I will tell you that you can't have a great team without a great coach uh and so we want to thank him for his leadership for coming to North caral Panthers team and bringing foundation and so these boys are solid I mean head on their shoulders and so we really appreciate you coach and so we want to honor you as well um so to head coach Ray Gates North carow High School varsity football team we honor coach Gates and his leadership guiding the north carow Panthers varsity football team to the historic 2024 class 6A Division 1 state champion ship achieving Perfection with a 16-0 season North Crowley's second State title in the First State title in the highest level of Texas High School Football gase has been named coach of North Crowley Panthers 2022 as he leads the team overall 42 and two including three consecutives undefeated regular seasons I'm not going to read all this uh but we commend coach Gay's dedication to shaping not only Champions on the field but also leaders off the field his remarkable impact on North carow football team program player school and the fort wor Community will leave a legacy that will remember forever that we he has inspired the future of generations presented on this 14th day of January 20125 thank you coach Gates um we we won't read these next recognitions because their names speak for themselves but uh we have um we did want to honor um four players in particular in addition to the entire Team U for each contribution that each teammate has made but uh Quinton Gibson uh Chris jerson Jr um Derek gleon and Henry fuku um we want to honor y'all particularly for all the accolades that you received this season including in the state championship game and on the All-American distin uh distinction so um we also have special Rec recognitions for you all um we have a surprise as well councel Nettles and I will be join y'all soon with the team um we wanted to be able to do something more than this because this is important but we wanted to really show we appreciate itall so we'll be sponsoring lunch for y'all pretty soon and so and we look forward to having lunch with y'all and breaking bread and bringing some of the former Panthers back chick chickfila so it's funny because we were trying to do something nicer than Chick-fil-A thinking that y'all may not want it I was going to do a medium rare steak were you going to say something okay I want to see the budget to feed this team I have to say it can't be cheap like my colleagues here I'm not going to read this important um Proclamation but just take a minute to think about what you've done on behalf of the city of Fort Worth this entire city really followed your trajectory and man was it fun to watch you beat West Lake um a team that has dominated um High School football in this state for decades and it was a no contest right because your performance many of you are going to go on next year to college whether you're playing D1 football or not I want you to remember the city that loves you come back home to this place build your businesses raise your families and be more like your coaching staff to coach Gage and this team remarkable because you're raising Boys to Men and each of you are now ready for the next stage in life now you got to do it again next year right and your seniors get to go on and focus on their athletic Journey or their college Journey and be a part of the success story of North Crowley High School thank you so much for making the time to be here thank you to your school board members your your ISD and your moms and your dads and your grandparents your aunts your uncles everybody that came to every game think about how many practices they woke you up for drove you to team making sure you were well fed and ready to be a performer and a student athlete like you are as your mayor I could not be more proud so God bless and congratulations to North Crowley High [Applause] School president trusty Davis if you will come Davis you come and tell us who you have with you and then Coach Gates good evening mayor and counsel um certainly want to say thank you to um councilman Williams as well as councilman Nettles for taking the time as well as mayor Parker for taking the time to recognize what it is that was accomplished through the north Crowley Panthers uh this is what we call uh Panther Pride personified and so we are really excited uh at what it is that these young men were able to accomplish um they uh they they um set records and they changed history for the city of Fort Worth and so we as a school board uh and the leadership of Crowley Independent School District could not be more proud of these young men to Simply say we're proud is an understatement uh they have really gone above and beyond what we could ever uh ask or expect of them and uh there is a there is a a scene in uh the movie Remember the Titans and there's a scene where uh two of the players are going back and forth and one of the players is upset with another one and he and he tiddes with them about his attitude and his response is very simple he says attitudes reflect leadership and so it was meant in a negative way uh in in that scene but really what you see today is a reflection of the leadership that this team has and so uh to coach Ray Gates we could not be uh more appreciative and more thankful for uh for what it is that you have created sir and so we want to say to you publicly what we've said to you privately that we value and appreciate you for what it is that you have created here with the north Crowley Panthers to all of the coaches all of the coaching staff and everyone who has played a part in this we are grateful uh we are certainly wanting to honor our superintendent Dr Michael McFarland and then certainly not least I also want to acknowledge my colleagues on the school board who are here today uh we have our second vice president Dr Mia Hall present with us today truste kisia Stevenson uh as well as our immediate past president uh Dr latan Woodson Mayfield who were here with us today but uh on behalf of the Board of Trustees and our entire School District thank you uh city council for recognizing this great accomplishment thank [Applause] you well um you guys really put me on the spot I just thought I was coming here to um accept Awards and to be here to support support our kids and everything that they've been able to accomplish and it's been a world Whirlwind couldn't have scripted it any better um three years ago coming here God led me to this point and a lot of people ask how did you do it how did you get to this point and I just felt like I'm where I'm supposed to be this is home and when God sends you he also equips you with the tools to get the job done and so all the obstacles that we Face where we're ready for it because we're primed for the moment and this is what you saw a combinations of moments coming together to represent everything that we've been through in three years the grind the hard work the fight the grit the UPS the Downs the wins the losses and in all that you find a way to put yourself in position to be successful when it matters most and for us you know one of the things that we consistently tell our kids is that you know in life you're going to fall down you're going to scrape your knee and we talk about our foundation is Galatians 6:9 and they'll tell you do not become and doing good for you will if you think not and that's what this season really represents for me is that we had an opportunity in three years to get to this point to bring our city together to bring our communities together bring our schools together because we had the right approach and we had the right mindset and our guys continued to fight they Contin to believe even when we fail short short didn't mean failure for us failure meant it was an opportunity for us to learn and grow and to be ready to capture the hearts of this community when it mattered most December 21st 7:00 on a Saturday at AT&T Stadium and so again I'm so overwhelmed welmed I'm Overjoyed it's still surreal to be standing before you but I know that this group is welld deserving of it this community is welld deserving of it and we were able to do something that hadn't been done in 76 years and so we can win 10 of these in a row I don't think any of them would be more special than this group that did it um this year I I will always hold them near and dear to my heart uh I love them and they know that this coaching staff loves them and so I get a chance to be a face of our success but the reality is is that the people that stand next to me every single day deserves the recognition I'm just a guy that gets a chance to put his name at the top of the list so I I want to say thank you to Dr M Michael McFarland for bringing me here I say thank you to our C Central Administration our school board to Dr Lane our high school principal to everyone that's involved um in this journey to our parents you know we say it takes a it takes a village it takes a village um to our mayor who supports us thank you very much you guys have been behind us all all um along the way and we really really appreciate that that shows so much support for us and to know that our city showed up in a way that I could have never imagined I looked up in the game and I just looked on our sideline and it was so many people there so thank you guys again um and God [Applause] bless at this time we'll turn this way and we'll take a photo and councel rles and I will um come to the front do it that way are Fort Worth Police and Fire and and MedStar are is going to be rescheduled so that council member Flores can actually join us um so our next items will be items to be withdrawn or continued by staff thank you we have uh two items to be continued the first one is MNC 25-31 that will be withdrawn and continue to the January 28th meeting the second item is MNC 25- 0056 and that will be continued to the March 11th meeting okay next will be speakers on the consent agenda items and Mary I believe we only have one because Mr Willoughby signed up on an item being withdrawn okay thank you Mr Adrien Smith Adrien Smith district 6 I in one with the people good to see that we have a quorum tonight mayor Parker the last I recall council meeting starts at 6 p.m. not 6:15 p.m. you all had the entire month of December off so if we could happy New Year what's your what's your topic Adrian it's great to see you we could get back to the importance of running this SE anything pertaining to the consent agenda Adrian I'm get to you have a few seconds to get to it let's continue two minutes and 28 seconds ma'am MMC MMC 25 hyen 0032 Mr Crane DH so as it as it as it reference uh relates to this particular MMC this is uh for infrastructure M infrastructure matters and I know someone in staff don't if someone in staff could B uh give me a uh give me a call or maybe Mary if you could let someone and staff explain to us um you all are asking for more funding and let let me let me read into record it says funding for these particular projects was not included in the fiscal year 2025 through 2029 Capital Improvement program because the Project's funding sources were unknown at the time of its development the action in this MMC will amend the physical years 2025 through 2029 Capital Improvement program so basically infrastructure we about infrastructure you all asking for more money from the taxpayers right so my question is and this is in relation to districts 2 4 five 6 Seven 8 and 10 Mr Crane your district is not included so shouldn't have to hear from you tonight so mayor Parker if you could please explain to myself or and the people of Fort Worth where is this additional funding coming from as it relates to these um these these infrastructure initiatives where will this where will this additional money be coming from and if you cannot speak on it could you allow someone from staff to um explain where this money is coming from so I'm not sure would I get no response but my question is where will this additional funding come from and what will the individual districts identified stand to lose with the with the with the districts that are identified in this MMC Mr CR if you would like to say that where I can you know you said it under your breath so you want to say it to me where I can say it correctly in Reading is fundamentally it it very much is Mr Crane DH so M Miss May Parker could you could you uh do that please or someone from get the first slide up please all right on the first slide we see several photos after three decades of dedicated Service public education 14 impactful years at emsc superintendent Dr Jim Chadwell has announced his retirement uh myself and uh my colleague councilwoman Hill were present there when we gave him a bit of a surprise and presented him with some remarks and a token of our you know uh appreciation for what he's done for Mountain s on so wish him well uh also had a surprise retirement and sand off for deputy chief Pedro Cado Kiki who served for over 30 years with the Fort Worth Police Department is the Deputy Chief of North command overseeing operations of the North Division Northwest division West Division and Traffic Division we will miss you Kiki and thank you for training those that come uh after you very well right also on that slide we celebrated 23rd annual Christmas parade at Fort Worth Stockyards National stort District uh we also host hosted Kiki Club Christmas party at the uh Northside Community Center in collaboration with the north Tri ethic Community Center and held our annual cookies with Santa and Mrs claw event at frostbank on 28th Street second slide Christmas is a time of giving and ever since my first year in office one of my cherished Traditions has been to deliver Christmas tamales for our First Responders so made it a point to visit fire stations police stations and MedStar to spread a little Christmas cheer in the form of some good text Maxs to males from Jo Garcia is appreciation to all of our First Responders uh Toy drives were also uh in full swing in District 2 uh they brought some cheer to a lot of uh kids out Rosa rosemarine theater was one of them including uh the Northwest police division they all did toour D volunteered and um at the heroes and helpers Christmas shopping EV alongside uh member uh sorry council member crane so appreciate everyone who participated that's all I have thank you Carlos Council M Bivens thank you mayor December throughout all of Fort Worth is the the time for debutant to be presented I want to give a shout out to the ambassadors of Fort Worth during their 73rd presentation of debutants and you see they were joined by members of the assembly debutants as well next slide I got a chance to be there in recognition of 50 years ago I made my bow and yeah that that that picture is 50 years ago and so that was a fun time in addition to me they also honored Ronda puit who is the owner of the levita newspaper the black voice so that's that it was fun it's a great photograph Gina council member Nettles happy New Year next slide I mean okay um we just experienced this state championship next slide please uh the cold blue citizens award luncheon it was a great luncheon uh a lot of volunteers there um and so we want to thank you all those who are part of the cold blue if you are not a part of cold blue please sign up it helps our community move forward next slide I distri eight Christmas giveaway uh with clip Sparks the YMCA and other sponsors uh Gave Over uh 5,000 toys something to that knowledge um as well as food and so many other things so it was a great event also uh Ruiz family uh did the same tour drive as well and then also at uh Reverend dat's Church there's another organization that also did a giveaway next slide next slide uh the forward uh police First Responders luncheon was on Monday uh it is sponsored by uh the fresh a uh International Ministries also with uh Bishop Ontario Jones and uh Deacon um he's a deacon Michael Jefferson those you that did not know little Mike uh and so uh so we was able to uh spend time with uh them on in the southwest forward area and I believe that may be it thank you council member back we go sorry that all right um I had the honor of giving the welcome address at the Armed Forces Bowl lunch in um but more importantly I got to meet this fantastic young woman um she is a US Army captain and also an Olympic rugby bronze medalist Samantha Sullivan who gave the um the gave the keynot uh keynote address this year the focus was on women in the military so I think they picked a really great um shining example to to welcome folks to our city next slide all right this weekend we have the stock show all Western parade in downtown Fort Worth make sure you bundle up and head down there next slide on Monday in downtown Fort Worth we will have the uh MLK Day parade starts at 11:00 a.m. uh make sure you come down and support for that next slide all right January 23rd is the point in time count uh many of you if you paid attention to work session today you heard a a um presentation on homelessness and this is really how we get a handle on on what's going on in our city so if you have never done it I would encourage you to to sign up they send you out with a member of Fort Worth Police Department so you're not alone next slide okay uh D9 pet adoption events coming up January 19th at the maple Branch Craft brewery on Whitmore Street from 1 to 4 and then on January 23rd um at New City Hall from 11: to 1 p.m. and that's just uh some Shameless photos there showing you that um all everyone in the D9 office has done our part and and taken home an animal or two from the uh Fort Worth animal shelter next slide okay last but not least if you've ever wanted to learn how to skate um make sure you have your your elbow pads and your knee pads so you don't break any bones but the Fort Worth fire station Community Center is offering their February session to um for skating or skateboarding also tumbling classes for those of you interested and that's all I got thank you mayor I just wanted to invite everybody to our district 11 Town Hall it's going to to take place on Saturday February 22nd from uh 11:00 a.m. to 1: p.m. it's going to be at the UTA Research Institute so please join us and councilor Williams um really quick announcement we had the graphic uh showing during the last presentation but we would just want to invite all the folks who are interested and able to attend to the north Crowley parade of Champions um it'll be this Saturday January 18 um at the Crowley I multi-purpose uh Stadium the Lots will open at 12:00 p.m. the parade starts at 1: p.m. and then we'll have a community celebration in pep rally at 1:45 p.m. hope to see you there on their way out one of the young men did ask me Jared if we could shut down downtown for their parade and if we could have food trucks so just so you know the expectations are high they're very high maybe we just um make sure the lights on the new city hall are blue how about that that would probably handled absolutely okay mayor I believe that gets us to non-consent speakers sounds great our council members this is a brief presentation on annexation and I would just wait to get the presentation up if not I have a hard copy so great thanks uh as was indicated this is an owner initiated annexation we call it Overland uh ax2 24013 say name uh just by way of a bit of project summary uh the applicant is Southwest Pastor LTD and Encore Electric delivery company LLC this is owner initiated for purpose uh this particular annexation is 100% commercial the current land use uh map uh future land use is mixed use and uh infrastructure to include uh some adjacent RightWay acreage for approximately 152 Acres um and this is within the city of Fort Worth ccnn as it relates to a regional context this is located along the Eastern side of Chisum Trail and north of Oakmont and the Wedgewood planning sector area it is consistent with the current um land use for mixed use um and again as mentioned it is located within the ccnn as it relates to zoning the site itself is 152 Acres the proposed zoning is intensive commercial um there is a related case cz2 24167 which you will hear at a later time uh the current status of the land is vacant um and uh it is consistent with with the city's annexation policy just of note as it relates to um the designation uh it it does or within an enclave in Urban Development uh annexation the Fort Worth lab has prepared a fiscal impact analysis within the first five years we can expect a positive impact of approximately 12.5 million and cumulatively over the next 40 years and approx approximately approximate cumulative uh net um impact of over4 million uh dollars in Revenue so with that after the closing of the public hearing uh staff respectfully uh requests that mayor and Council authorize execution of the municipal service agreement between the city of Fort Worth and the property owners and adopt ordinance annexing ax 24013 for full purpose this concludes staff's presentation thank you Derek coun Williams uh thank you mayor uh just before I make a motion I see pxton mother and Travis CLE thank you all for um y'all are legendary in the city and your contribution to the city is is great so I really appreciate um all that y'all do and excited about this project I'm sure y'all are probably equally or more excited about this as well but it's a a big deal for the city and a big deal for uh the Overland project and and developer Alec carali on a 1.6 Acre Site off of Lock and uh hervy um currently it's zoned for um medium density multifam which will allow for 40 uh multif family units um we are proposing a zoning uh change to ur Urban residential that will allow for our proposed 76 uh Class A units um according to the adopted uh comprehensive the city's comprehensive plan um the future land use designation for this site is ur and we think our uh proposed site plan and development aligns with that uh the full intents and the goal of that Ur designation um since the planning and zoning committee we've met with Lydia uh can't buy The Knack and uh um they had issue with it being four stories which we initially proposed we since reduced that to three um and we created a a sort of residential facade um feel so that the exterior of the buildings will fit in um nicely with the uh residential neighborhood that it resides in um the site will be gated community with two access points points there's a flood plane River on the rear that separates it from the uh other side residential um so we have full intent to try to uh mesh with the Vibes of the uh residential area um and not have a sore thumb project to stick out so um there's that our next speaker is Lydia Ricard followed Julia followed by Juliet George Well mayor council first I want to say I don't know how I short drew the Short Straw today to be the first in zoning so thank you to whoever made that decision um I know it's been a long night and afternoon for you so um I am here on behalf of the lake KO Knack um as a representative of that group we have formed the economic development and design Review Committee to review these cases um as they come forward and so tonight stand here to represent them in response to zc 24109 and the community is opposed to the development based on the following reasons the development plan is out of scale compared to the adjoining single family home while Mark nry U Mr nastri presented an idea that it was three stories it still is not scalable to single family and is still proposed to be over 70 units the second is that the developer at the time of the um zoning meeting had not met with the knat committee and provided sufficient information still today with the presentation that he presented to us it still didn't provide security information Landscaping information and therefore um that is another reason and then the third is that the proposed project just is not in line with the overall vision of the community and the future plan that Lake KO has worked so tirelessly to create over the last few years by adopting the Nez and adopting um form base code later this year as well as the UL um mtap strategies that have come to light for us so given all those reasons the committee has voted unanimously to urge you the council to vote um to deny this project with prejudice I'll take any questions oh also I do want to recognize we have five four or five members here tonight representing the Knack board they took time tonight actually away from some of their community activities to be here to represent that body as well thank you Lydia our next speaker is Juliet George greetings to all of you I'm Juliet George of 201304 Tremont Avenue in historic Hillcrest I work with the Brent Rowen Haider Foundation which supports historic preservation history awareness and Community throughout the large Arlington Heights area the lake KO neighborhood stands in the very heart of the original Chamberlain Arlington Heights a suburb developed in 1889 on the Prairie West of this city there are Str these are strange times for the historically African-American community of Lake KO entities are encroaching on this place of mostly single family dwellings houses of worship public and private school Heritage commercial buildings a Lake Parks and a recently LGBT servers is is a mistake if you are a sharpshooter you're lethal regardless of what your gender identity is May I have my time back we'll figure that out jul we'll start her time back at like 2:15 is that figured out or we don't know okay keep going Juliet Sorry about that um well it's an area with was naming features of Lake KO um a Lake Parks and a recently commemorated Cemetery neighborhood historians are researching documenting and sharing Leo's wealth of under told history the city should respect the people of LOM and the sanctity of their historic area and should not allow it to be eaten away and rendered unrecognizable like Ko's infrastructure does not support the large complex inappropriately located that this developer now proposes to make even larger homeowners will not want to be inundated with resulting traffic a legacy can be lost in a single moment thank you thank you Miss George businesses to moer Valley being that most are all the properties in the area are industrial and were Mass zoned in 1954 since it's exist since since 1870 this change will bring security hopefully New Roads and more businesses to the moer Valley Community hopefully with our support and those from the community and others we can welcome this business to MOA Valley thank you our next speaker is Carl Crawley followed by Diana Madrono good evening Carl Carley 2201 Main Street Dallas Texas representing the applicant in this request this request is for a PD for basically one use the existing use is out there the um um I'm going to go through the slides real quick I know y'all are it's a long night this is the uh operator out there Texas Sterling Construction and NASDAQ um construction firm one of the things that you probably are aware that they did was the Chism Trail Parkway so they do a lot of infrastructure projects in the area what we would propose is a PD for this one use the existing use that's there which is their storage yard they store pipe and Equipment they don't manufacture anything there they don't have a building there what this will bring about is we'll bring about more screening to the area there is no real screening along the highway now but we'll screen it better we've worked with the staff and and the assistant for the council member and come up with this plan that basically it's got an industrial base but just this one use so if they go away the next person has to follow the same site plan or they have to rezone it and this allows them to stay um we think um obviously there's our neighbors to us we have um Halal place next to us Earth hallers she just spoke and two gas Wells so we we think it's an appropriate use for the area it's probably uh a sort of a holding use until the whole area redevelops but um at least it'll improve um their site and also let them continue to operate in the area so I'm here to answer any other questions you might have I'm I've been the pastor at Cathedral of Faith last year 50 years so I've been working with the city of forthworth actively since 1980 to the 80s with every mayor with the with the staff uh with the council person and currently uh mayor Pro Tim Bivens is my council person and uh we have been in sync with the um boning both boards and I'm here because uh something has happened that just does not make sense it sounds like maybe you know the fox has got into the hen housee but let me Begin by first of all the I had a clip but we did not get it in time enough and we can show those pictures now Janette you do have pictures on this case all right here's a here is a a letter I'd like to add to that as well uh take this you got because there's I heard the presenters talking about 1955 and whatever else we in we in the 21st century so whatever happened in 1945 55 85 is different and the City of Fort Worth has has made a lot of progress in our community um uh the mayor I'm the U mayor protim mayor Bivens and mayor Parker have worked extremely hard to restore the confidence of our community and I'm involved in all the activities that can that will help the community and that's my purpose I'm not a young preacher now been there 50 years so I'm looking after the generation that would this to follow um you will see there's a letter that I had sent to the council in March because there's a property across from the church and first of all would you put the picture of the church on there and then I don't have much time I do have three on the overhead projector I think you you guys can do that can't you oh my goodness okay I have a clip now I wish y'all could have used the clip they got it at you know on the um which is important okay all right there it is that's the church now that's a $10 million structure and you see the the adjoining uh businesses we have made good working relationship with the business in the area and across the street now which one of those this one what's the next now that rep that represents what the other properties look like thank you Bishop I appreciate that any questions council member bons for Mr horns his time has expired I I I hate me now the reason why I think that's so important to the city of Forth Worth more than to me uh put this picture here this is property that is that has been approved and is going in place now it's in development now it's 13 acres and in those 13 acres we're seeing we're seeing a Class A Development Department development with 330 units and many of those are that also includes townhouse of course the letter uh we didn't get the letter it in it it includes the U okay I'm trying to read through the letter here you which I presented it to you okay it res a resort side style pool outside cooking area fitness center golf simulator Clubhouse package room and control access gates it is high class it's all brick veneer and U it's under plan development which is controlled by the city you see what it looks like and um here is is uh put this up this is where the property is being um U built now and and you will look out of the third floor on that property that you just saw property you saw that's what you'll be looking out of now the American Airline Center Training Center which is in Fort Worth is less than a mile down the street from tenin pouo from us and this facility that's been built they have they have five buildings on that campus and they employ 12,000 people and so the city of forthworth I think would be embarrassed for their employees to be in that building looking out their patio looking at that and uh the the zoning board has worked extremely hard we have worked together as a team we have had no but somehow something has happened in this zoning board that does not make sense because when one person that does not live in that Community can only employ five people that's going to affect the number of people now something is wrong with the system and so I'm here perfect come on down and then last speaker on this item is Dallas rice hello my name is elonet Wilson um my family is from mosa Valley and I want to speak on a few things today um I don't know if everyone here is aware of mosa Valley but it is actually 40 acres that was given um and it is the first black settlement also in Texas which I've looked at the is my mic still on talk louder okay I've looked at the um history books in the city and it doesn't give a piece of what MOS Valley is um and it actually was not innex until 2006 it started in 2001 no roads could be built through MOS valy until 2006 this is my hometown but since they have created a lot of industrial buildings I sores um property has been taken my family's property has been unable to be zoned because of people wanting the land used for something else my aunt who just spoke that was my grandmother's house it was covered by palm trees all over but the city or someone came in and made a a business building in front of her home when she steps out there's a business building there with a driveway and they're able to park in front of her house there's a bench in front of her house there's another piece of property right next door to her that is a iore initially it looked like a junkyard it's still junky next door to her so now all the plum trees are gone all the nature and she's just boxed in and there's a piece of empty property left going out to the street that anyone could probably build industrial there which would also be ice store for her so she'll be our only home box in on our land that was originally ours you know and you had people who did not know how to stop what was happening or um intervene or were not told about what was happening or did not understand so I would like to motion for you guys to deny this um company from building industrial with prejudice I support Bishop Hornsby on his decision for this and we want to keep some of our property in mosa Valley it's sad that how we were looked over being the first black settlement thank you Miss Wilson our next speaker is Dallas rice God bless you mayor and this counsel uh first I want to say that uh we are team players uh we collaborated with the city with the City of Fort Worth and with the City of Ulus on the golf course we help make that project possible um right next to the church we have home starting at 550,000 almost to 700,000 um down the street we have uh another division starting probably at 400,000 and now we have a class A A Part apartment complex coming in and we don't want no junk dumped on us just like you wouldn't want it in your front door we don't want it at ours we spent $10 million on the church over $85,000 doing our screen wall in our P so we don't want no more junk out there that's lot of our speakers May pretend thank you mayor I want to thank all of you who came this evening and Miss Miss Wilson I want to talk to you before you leave because we need to do some driveby uh th this Council knows it and most people who hear me talk about moer Valley know that moer Valley is where the first freed slaves settled in the entire state of Texas people will tell you the city of Fort Worth developed their annexation interest just because of the airport DFW and that's how the the deal was made now I have a statement that I'm going to read Because I scripted myself and I want this into the record and so City attorney Guzman you should listen I am not asking for any punitive action but this case has been troubling to me because I was contacted many times by by a member of the zoning commission who apparently has or had a business interest in this case that is totally inappropriate I was so offended finally I went on and sent the email to the city attorney's office again I'm not asking for anything but you just need to know that that took place and that makes this case even more troubling for me usually when developers come in with an application for an already established area they tend to fall in line and you get more of the same that could be good that could be bad I can tell you Bishop Hornsby has built a $10 million edifice and it's paid for the church paid cash for it he was offended I think when he had to borrow 200 Grand a few years ago but dayar considers that a plug-in church if you if we have a tardado or a hurricane and you're in moja Valley you can go to that church there's no wood in that church I forget the hurricane classification but it is awesome after that church was built we were able to attract a Class A apartment Builder after that church was Built Homes adjacent to vidiian just started popping up and the bishop would call me and say can you believe there are hom homes being built on property over half a million dollars now I could never afford that but that doesn't mean I don't want to see development come since I have been in office and some will not be happy about the scheduling but we have delivered a park from moia Valley it's right across the street from Miss Gwyn I have a million more dollars to spend on that Park and we are getting input from the community and because of Bishop Hornsby we get a chance to hold meetings in that church now the reality of it is we couldn't afford to buy all the property around the church so some more undesirable businesses showed up I want to thank all of these speakers but what I tell you is and show my pictures Janette show all of them I'm going to show you what the church is concerned about and their Drone footage was not available to be shown but the the idea that this is in the church's eye ey view the representative for the applicant stated you got to start somewhere well we're going to just stop bringing in more stuff that just makes moer Valley not be attracted I'm not going to talk negatively about what you see there but that's what Sandy and I drove by and these are just a few pictures when you take a look at this and what is being attracted because of the church and the fact that I've got this inappropriate contact coming at me it it's very important to me that you understand there are good things coming to moer Valley if you have to drive to DFW Airport you can hit moer Valley and you're at the airport in 12 minutes from my house if you drive along Trinity Boulevard you'll see a lot of white crosses most people think that Garden of angels represents victims of drunk drivers it's not it represents victims of murder Amber Hagerman remains are represented there as are her other family members and so there are people who are trying to bring attractive things to that area and the people who who brought the garden of angels most of them live in Grand Prairie but they respect moja Valley and so my motion on this this evening modern duplex that welcomes individuals and families of all in levels I believe in building homes that that reflect in diversity of character of Riverside while contributing to a growth and progress I recognize the challenges of our community and faces when it comes to housing afford affordability and accessibility by creating thoughtful and inclusive housing options I hope my efforts will dist will de will demonstrate my commitment to preserving the values that make Riverside special while Paving the way for a brighter and more inclusive future thank you for your time and consideration thank you Mr Rodriguez Council Martinez is the last of our speakers on this item Mr Rodriguez I have a few a question or a few questions um is it safe to assume you're 38 years old yes okay um you shared a petition with our office and can you speak to uh where these individuals live around this property that's uh being considered for resoning yes uh all 16 homes are all in 300 ft of it so I'm in in the center of it so they're all to the they're all in front of the property five homes uh two home two homes are in front of the property four are all on the corner of the property and then the rest come on each side which will be on Murphy Street and maore which they're all all 16 homes are all 300 ft from that property I know you've heard um you know you you're aware that there was opposition to this zoning case can you speak to the concerns that they had I think they mentioned about they they they draw they draw one was about parking but the picture that they shown in there was was on an opposite block over there they didn't show the picture in front of my property the property my chanler drive on my property is wider than across on bir Street and that's the picture that they shown but uh I believe y'all have the blueprints I I don't have them I have them in my email which I can upload them well can you confirm how many parking spots will be uh made available for each unit there'll be four in front and six to eight can fit in the back if any so four per unit so eight total yes okay that's it and that's without them being parked in the street this this is on property of 809 okay thank you all right thank you that's conclusion of our speaker CC Martinez thank you mayor so I just want to um share a little background uh so this property is located within one block uh of Race Street a very well-known Urban Village in our city uh one can say that it's even in the perfect area as a buffer between higher zoning and residential um so as you heard this applicant not only lives in the neighborhood he was raised in the neighborhood went to school in the neighborhood and is looking to invest even further in the neighborhood I would much rather this individual develop this lot instead of a large corporation who does not care about the community duplex housing is not a bad thing and I speak from experience having grown up in two different duplexes both on Jennings coincidentally and um this case has been approved by staff and Zoning commission and it is for these reasons that I am in support of this zoning case and motion to approve zc2 4126 was Council initiated by Miss Council lady martinis to be Zone A5 like those two lots were I have live I live on on Tahoe and I've had the opportunity to speak to my other neighbors on Tahoe who will have these duplexes directly and our backyards along with the trucking company the trucking company itself is a lot of noise this is going to create a lot of Havoc this community has not asked for this type of development I know uh Joshua he came to a couple of meetings he came and he was not on the agenda when he came and he used those things to present the sign in list to present to the zoning commission uh we do not want duplexes when Mr uh Joshua was asked if he want these behind his home he said no so if he don't want them behind his home and there were people there who heard him say if he don't want those behind his home why should we have those behind our home these slots were A5 under the comprehensive Zone we're not asking for duplexes we're asking for homes that are supposed to go there and I know you guys get tired of seeing me and believe you me I get tired of seeing y'all too but uh this community is generationally black and brown the developer does not live there he does not care about this community and I think that everybody that I've spoken to in this community have the has uh said they do not want duplexes and we actually have members from the community who are here let me look over my notes oh here's what I was going to say I know when the zoning commission people in the community want me to let you all know that they were offended at the zoning commission when they made comments about it would be a decent buffer they want to know what is a decent buffer and then they said that they were put in more indust the duplexes there because there are uh mobile homes there why y'all keep dumping on this community there's enough industrial Lots over there that they can use those to resign to put duplexes there thank you Miss Wilburn our next speaker is Anita Bryson Follow by luri Powell hello council members my I'm Anita Bryson as you know I'm the E echoist neighborhood association of President uh I am in strong opposition to the proposed addition of duplexes at 4800 and 4900 Parker hon this area has been zoned for single family home homes and the residents of our neighborhood have consistently communicated that we wish to maintain this zoning designation we believe that adding duplexes would disrupt the character of our community and contradict the values that we have established over time our neighborhood has repeatedly made it clear that we do not want duplexes or multif family structures we're concerned that continuing to approve zoning changes against the wishes of residents will lead to overdevelopment and diminish the quality of life for homeowners in the area furthermore it is important to note that similar neighborhoods such as those near Blue Bonnet or TCU have maintained their single family home zoning these areas Serv as as successful examples of how preserving the industry of residential neighborhoods can foster a strong sense of Community I urge the council to respect the wishes of the neighborhood and reject the zoning change the addition of duplexes is not in alignment with the character of our area and it sets a concerning precedent for future developments to do that do not reflect the desires of the residents individuals received inaccurate information when they initially signed the form to support the rezoning they were unaware of what they were signing and only three of the six parti participants are in favor of it and majority of our neighborhood opposes the zoning change please deny with prejudice thank you for your consideration our next speaker is lacricia Powell followed by Tina James good evening City Council the eoh heikes residing resident acts at zc 24144 zoning re zoning uh request change be denied with prejudice on December the 24th 2024 Mr go publicly presented before the zoning commission and neighborhood support resoning requests the petition names uh and signatures is found to be rubbish faulty and denounced with supportive evidence for Just Cause but not uh but not limited two this uh the uh the subject property proposed resoning to be duplex would be out of character and non-compatible with the existing surroundings neither consistent with future land use maps nor compatible with the nor compatible with certain uh policies of the adopted comprehensive plan uh the number one the lack of integrity and credibility and character of of of said supporters of Mr goldber the lack of alignment of Interest with the most effective effective residing resident and and proximity of this uh case the signature supporter show aign analyses consistent with prior propaganda led by Chris Jones lies created chaos toxicity and threats with his supporters Sherry dukes and sha uh Daniels Maro as as well as her sister cyio Warren Mr goldbert publicly uh presented before the zoning commissioner when asked uh was the president uh in attendance he said at the first meeting that he wasn't that she wasn't that was incorrect by right uh president lri pow was in in in attendance September and October in all due respect Miss Martinez I ask I would ask you uh will are you willing to confirm or is the pictures should the pictures speak or the foul lawsuit number five I don't believe that banking uh challenges is the issue neither should it be weighed in for consideration for zc 24144 I beg to differ with the zoning commissioner the buffer uh dupex is not a good buffer Mr go said nobody uh will give them cap capital to Bill A5 homes next to a truck yard so why in the fat rat asss will banks give Capital to for duplex make it make sense District 11 Miss Martinez let's not play games with the number let's not play the number game with Mr Gober zoning request change speaks volumes only only about a profitable Capital to gain short-term long-term rental as well as open uh as well as open for Airbnb rental I ask that this case be denied with presence thank you our next speaker is Tina James followed by Martia James okay I kind of feel bad I really can't even come in behind that she did an awesome job thank you again miss pal first of all as we stand here complaining again about the same situation that keep coming through Echo Heights Community we're asking you to deny with prejudice and how can we possibly put something that will prevent this from constantly happening where we have to take time from our families and our homes to come down here and of course it's not like we don't want to come down here and say hi to y'all hey but we would prefer to be at home with our families but we have to come down and fight for our communities of which we continually do I am the vice president of the echo Heights environment Coalition that we started just to kind of prevent these types of things from happening uh Mrs Bryson over here she's actually the neighborhood president currently and so the young lady that will be coming behind me speaking is actually the president of the environmental Coalition we've actually taken the time to walk not only through the community and knock on doors but get familiar with our community but we know them by first and last name basis we know their children we know what schools they're attend we even know when they're sick because we all get together and pass out flowers we we drop off carts we take by and check we check on our community putting a duplex in our community will not be a safe access as y'all know we have so many problems I'm an advocate for human sex trafficking uh I do a walk every year the next one will be April the 26 from dunor high school to East over Park where we push against human sex trafficking in our communities and so with that being said putting a duplex in this community that actually doesn't give a stable home because it keeps it in rotation constantly people coming in and out in and out that's what's going to happen it's going to eventually turn into a a spot that is not safe and or drug related and even Gang Related we would like to keep our community safe our children safe and we want to ask you to do the same for our community we really not only are we asking we are don't think I don't know if you all heard her throughout the whole time talking um good evening my name is martasia James and these photos are just photos do I push the thing so it can go or is somebody else GNA push it for me I push it okay this is Parker Henderson and Martin and look how we already have Industrial in the area already look at our infrastructure itself the pavement in which our streets cars are driving down this we won't mention how um we've already said stated how some residents within the area already have issues with their vehicles due to these potholes for this is 2025 now I think I've been coming here since 23 complaining about these same things and the brush onto the side I can't even run comfortably on the sidewalk that was just paved because of the brush but going to that's on my slide say it again it was only four okay well I wish others would have showed up but it was some brush in front of getting to the Liberty industrial building that so happen Liberty Libby is free and clear of any brush and you can run freely but getting to that everything is brushed off there's no sidewalk our infrastructure is po horrible I respectfully request that you Den not the proposal to allow duplexes to be built on the properties at 4800 and 4900 Park Henderson Road with prejudice this change is not in the best interest of our neighborhood and I urge you to consider the concerns of current residents who do not want this development in our community our area is already impacted by the presence of very close industrial companies whose activities have led to ongoing issues for homeowners adding duplexes would only ex exate these challenges without providing tangible benefits to the neighborhood does allowing and duplex to serve the overall well-being of our community it seems illogical to introduce additional housing when existing residents are already struggling with the noise the smell pollution truck traffic and other disruptions from nearby indust industry instead of Permitting duplexes I propose that we focus on improving our infrastructure first our street sidewalks and curves are in need of maintenance and repair the overgrowth along our curves is unsightly and poses safety hazards and the constant wear ter from heavy Trucking industrial traffic is damaging our roads with these issues unresolved adding more housing especially high density units like duplexes would only strain our already fragile infrastructure further if Zone needs to be adjusted I suggest we keep the area zone for single family homes which would help maintain and character of the neighborhood and prevent overcrowding this will also allow for Better Community planning and infrastructure improvements before any further development is introduced I urge Council to consider the long-term wellbeing of our community and take action to address these pressing concerns before any new development thank you thank you Miss James as the conclusion of our guys um so if approved will your development include the addition of sidewalks along Martin and Parker Henderson that is the intent is to just improve that those two lots and I mean again it's not going into the neighborhood and we understand that that Parker Henderson and the Norman or I'm sorry the Martin Street needs those sidewalks up and down that road so yes and inside the development as well is it true that you said you wouldn't like this kind of development in your backyard that is that is incorrect and what what was the misunderstanding is the question was asked I live on metal Brook Drive I grew up in duplexes I almost B brought my best friend who we live together in a duplex that does not concern me I grew up in a town of 2600 people in meville Kentucky duplexes is a way for affordable housing to to advance yourself I mean that's just the reality Mr gber you have a partner correct it's not just you in this project Miss Vicky Candace ammy okay um I have no further questions councilman nles did you have a question no okay I thought you did um he said he did but okay thank you Mr cmer thank you ma'am um so I first want to thank those neighbors who came to speak on this case tonight I know you're passionate about the community and you want what's best um for your community for your neighborhood um as those in attendance have heard the city came together with the neighborhood to rezone these two pieces of property from industrial to residential uh we wanted to protect the neighborhood from further Industrial Development while it's not single family housing it is still residential housing B zoning or duplex housing is residential it will serve as a good buffer between single family housing and the neighboring industrial properties these homes could also help to increase the enrollment at WM Green Elementary uh this case has received approval by both staff and Zoning commission and with that I motion to approve zc 24144 motion a second any other I'll just give you a very brief uh history on this uh originally this was a church uh many years ago uh the church moved on the building stayed uh a few years back may about three uh Council approved a cup on this H property to operate a ghost kitchen it operated well and then uh there was a change in the business uh we're still going to use a cup within the base zoning of CF Community facilities uh so that we can uh address and assuage the uh concerns of uh that that one resident that we've heard you know uh from through zoning that haven't been able to contact uh the cup gives us the ab ability you know within a period of three to five years to revisit the use to see if there's any issues with it and what is going to be that use it was going it's now going to be used as a restaurant and a um an event um Hall there is uh currently 25 parking spaces on the property itself the property does have additional uh space to create 26 more spaces which is what the uh applicant intends to do so that way we keep traffic off uh you know the neighborhood streets this is on uh the endcap of that block and to put it in perspective uh caddy corner across uh West North Side Drive there is a a insurance company little three blocks over a Dairy Queen three blocks over the other way you have an insurance company a car wash and a barber shop so uh this Corridor does have already existing commend you for the Outreach you did he talked to everybody the the bridal shower people the photographer people everybody along the STP and that Community is not one easily SED you need to know that and so I just wanted this Council to know and I'm sure the pastor would tell you should your LED one die you can bring them the tree of life and and they do cremations too and so with District three being zc 24147 until February 11th I think everybody who lives in the Wood Haven Community would agree the country club along with the golf course property has significantly improved since will Northern and his Crescendo team purchased that property during the tax foreclosure sale process on the Teran County Courthouse steps back in May I stressed that because there were some who thought I cut a deal to allow will to buy that property buying tax foreclosed properties has a process and he followed that to the te when you look back during the days when grass was so overgrown you could actually lose a golf course a golf cart because the weeds were so high and so I know that people who live in Wood Haven are most appreciative that will Northern purchase that property when I introduced will and his PowerPoint to a Full House at The Potter's House I was impressed that more than 200 people attended that first meeting I think was close to 250 because there had been so much talk about bringing Improvement to woodh Haven uh thanks to Wills communication team led by Linda pck a pic and Associates who's here tonight Linda raise your hand everybody knows Linda and the collaborative communic ation group representing the interface team this project continued to attract impressive numbers to all the meetings that were held they gave the public the opportunity to tell Will what they wanted to see and hear what will had to deliver normally when we vote on a zoning case there have been meetings with groups identified by City staff and at this time I want to ask City staff to come and explain that process I I know if that's going to be Leandra Leandra please explain the normal process in terms of Outreach yes the normal process is um once an applicant does submit an application there is an a question as to whether or not they have contacted the neighborhood group so that's kind of like their prompt and then about a week after that application is submitted staff will send um an email of the different neighborhood groups um within the area as kind of like that second prompt um letting the property owners the applicants and Property Owners know that the these are the folks these are the neighborhoods within the area that they within 300 ft that is um and in terms of the neighborhood organizations it's a half mile we ask them again to make sure that they may contact thank you now even though the developers meetings discussing the vision attracted large audiences there is a need to bring Clarity that comes in that Outreach format that staff just mentioned staff just identified what you have to do when one of the members on the team told me the instructions do not require but recommends meetings I knew then we really needed to bring some clarity and so all of that to say I want to give will more time and his team to work with the Comm Comm groups that are outlined in the applications given to anybody who comes with a zoning case I don't care where you live what area that you're developing in when you file that paperwork to get a zoning change they give you a list of those groups and for me meeting with those groups is required and so I can tell you all of Wood Haven is excited about what to come what's to come but they do need to have the clarity that only meetings that focus on zoning not Vision can bring and for the sake of transparency staff needs to describe the role of interface in this development and how much it cost because the champion of bringing interface into this development was led by Fernando Costa who is no longer here and I don't know what interface is doing and so with that I want to move to continue this case until our February 11th meeting second Council motion a second please hey mayor uh yes go counc nles we have a few speakers on this item the first is Bob followed by Rhett Bennett Bob Riley with half Associates on meum also um resident in Fort Worth District Ford uh we began this process by reaching out to the council member before the application as well as uh informing the neighborhood we're requesting that we would uh change this a single family um multif Family property into a uh PD for a data center primarily um and we've conducted four neighborhood community meetings uh reached out to the council member spoken this to both the city of Forest Hill which is along our Northern boundary which is is La Stevenson Road which actually is part of ala Mesa extension uh and then also we engaged with the city of Everman uh their city manager um you know one of the concerns couple concerns we heard was uh generating traffic in that area uh data centers is one of the lowest uh uses of uh trips per square foot um we generate a we believe about 2,000 shs a day that would be like a subdivision of 100 of U wow it's very low and then uh buffering uh we looked at the uh residents to the north which is in Forest Hill they wanted additional buffering we set a 80ft um buffer yard which along with u building setback along with a u rideway of 110 ft that will be ultimately required won't place any of our structures within nearly 200 fet of uh residence on the North one thing that I was very proud of tonight you passed a resolution that uh asking for the rise Grant which is $25 million which is an extension of basically laon Stevenson over into uh kennadale also there's a other funds that are in place and we would like to be a part of any discussions that the city of Forest Hill Everman have uh with the city of Fort Worth on the improvements to Forest uh Forest Hill Drive thank you thank you our next speaker is Rhett Bennett followed by Tom krampitz happy New Year everybody and um good evening council members know it's getting late we'll um we'll try and be brief in our remarks um and uh to kind of second what Bob was saying we're going for a plan development we're putting additional restrictions on ourselves above and beyond the zoning category we're going for and I think probably importantly for um this evening as well um we're going to remove the request to to wave the site plan so we anticipate coming back for site plan pending you know a positive outcome here uh just briefly on the community outreach update U over the last several months um we've had numerous um events two briefings uh with council member Nettles we've had four Community meetings uh two briefings with the city of fors Hill uh mayor and city manager two briefings with the city of Everman city manager and one briefing with Everman ISD um importantly up note U we've got letters of support from the Everman ISD superintendent Donaldson principal Clark of Townley Elementary and principal utumi of Ray Elementary and I I think important to note is uh really the the economic impact that a development such as this will have on the community really going from what today um has an AAG exemption and uh basically generates $188,000 a year of income to the city county and school districts um at full build out that's more I can of 177 or 18 million years so just dramatically different positive economic outcome both from a tax base um jobs average data center jobs $75,000 perom so several hundred of those um and so we think just a lot of positive um impacts to the community um Bob was highlighting traffic which by far and I've personally had hosted LED three town halls down at the Best Western uh all four Hill but I would tell you traffic is Far and Away the number one concern and as we think about elment that can both have um an economic impact a positive one and have progress but not exacerbate existing issues I think the proposed zoning um leads to equivalent of 2,000 trips a day on on the current square footage as its existing Zone today that would be 8,263 trips so just a dramatic um reduction in alternate uses which I think if the land owner were here tonight um he would tell you that um he's retiring and selling so this property is is being developed and turning into something so um we're excited about it I think these are the factories of our time and um as digital infrastructure has a real place in society and you know potentially jobs of the future I think um welcoming these to Fort Worth um is the right move for the city and of course we're always sensitive to um issues that residents have in the area and and we welcome that continued dialogue so thanks for your time thank you Mr Ben our next speaker is Tom krampitz followed by Helen Collins EP thank you Helen I feel like we all need a cup of coffee tonight even Parker and to each of the representatives that represent the districts in our city let me first say thank you to you for all that you do uh for our communities and I know you're tired tonight so I'll be brief um I had a speech prepared and I decided at the ninth hour I just wouldn't do it I took time last night I was at all three of the meetings um at the Best Western um they were good meetings they were not bad meetings they were good meetings but we still walked away um wanting a site plan so yesterday I spent about two hours I spent all day today walking and I got signatures from from about I think 70 plus uh Neighbors from rawal Crest which backs up on the far south end Lon Stevenson Nan Tucket you know the people that are R in our Journal areas most of them didn't know many of them saw the the little cards as not the cards but the things that were sent out as junk mail and I spent time talking to them Tom asked me tonight what good came out of it because I was wondering you know City's going to make money and we're thankful that the city's going to make money we're not against the data center but we do want a s a site plan so I had them sign this and this said 45 day delay just to get a we were asking you to delay it for 45 days to give us a site plan so that we would have a little bit more Assurance of what was going in they have made some concessions we're not against it um but we do want a site plan and so I I didn't I was running getting to get here so I don't know if I need to give you the petition or whatever give it to Janette here thank you you so that's what I thought is we just like to have a site plan so we feel a little bit more confident the good that came out of it is I got to know my neighbors and I think we'll be better organized so many of them didn't have a clue what was going on there was another petition I know somebody else walked but I don't think they really understood what was happening and um I would just appreciate it if we couldn't get the site plan I wasn't for sure if he said they were going to give it to us did he say that well how hallelujah praise the Lord thank you miss Helen council member Bivens and Council m nles coun n yeah thank you uh uh mayor uh so huh my okay appreciate Mr uh and his team uh we have had several meeting Zoom um and his team also was calling and talking and also Elder uh Helen um who has been very um important to this process uh I will tell you that I think both sides wanted to get a resolution I think one of the resolutions we talked was the traffic and we do know most of the uh entryway will be happening on Forest Hill Drive and not on L Stevens uh and I will say that um you would like something more of this type of development versus multif family in that quarter especially with the traffic issues that we do kind of have with the uplift school and others I will also remind uh the community and the city is that Cog has set aside dollars to go towards fixing the infrastructure along Forest Hill Drive that has been in the works with partnership with the uh outgo well previous former commissioner Brooks and now commissioner miles our team has been working uh hand in hand with and I will tell you in the uh as I talked to text message with uh Elder uh today uh the community wanted a site plan and so I really appreciate you Mr Bennett having the last 30 seconds before the meeting and committed to giving them a site plan today I think that really shows leadership and shows your commitment to uh the city of for wor and for us here cuz the reality is this property is in Fort Worth uh and those who had issues was Forest Hills but I made it an effort that when I set when I sit here that we're good neighbors to Forest Hill and Everman uh because we over uh we basically overlap them and so I'm going to move to approve of this case with the site plan requirement Council rivons I just want to tell you who the missionary is and Helen I've known you before you were Collins and it's I want people to know how during covid when people were giving out food diapers and sanitizers this woman was delivering Furniture in 18-wheeler trucks on a regular basis and so whenever you have anything that miss Helen is involved in it's going to always work out okay and it's good to see you again we're nearly kin folk yeah and those are my remarks and 123 East Luda which is 114 year old original store in the historic Southside neighbor neighborhood this store will be viable will be a viable business in the historic Southside neighborhood the paper that I handed to you all is an archived letter from Mr Dewey Redmond Who quotes says that he is a country boy trying to make it in the big city in his YouTube video Dewey time from the early 2000s he also references the Evans and rosale neighborhood as a vibrant African-American neighborhood and we just wanted to notify that Mr Dy Redmond's archive is in the Texas State University archives in St Marcos he is one of the greatest one of the last great Texas teners saxophonist dwey Redmond was born in Fort Worth on March 17th 1931 and grew up across the street from a jazz club where he could hear the music of Duke Ellington that Waller and Lewis Jordan and it's a pleasure to have this building to be rehabbed and restored to the historic Southside neighborhood and again I want to thank Chris nettles's councilman nles and his office for allowing the uses to bring the original store back to the historic Southside thank you thank you coun NS at the conclusion of our speakers yes thank supporting them inside and outside the ring what the boxers needed Reyes trained world champions like Donald Curry paala and became a present role model and supporter in many lives his legacy is one
