items thank you our first will be Bob Willoughby followed by Chris Wood all right that's good let's see oh okay I didn't think we had a maror tonight you know okay I'm not going to be very long we got another meeting you know when they hold these candidate forms these people that hold them sometimes they don't know much about what's going on either because they H them on Tuesday night same time as Council that's crazy you shouldn't compete with Council when you have one but anyway look at this one's at 7:00 there's a few minutes get here but I guess what I really want to talk about tonight because it really doesn't matter much what I want to say but I kind of like to say that you know this this world is kind of divided into two things the Fab of our world our system there's two sides of everything you know there's good and then there's bad so you know it's divided like that and and the reason why they're bad is because they don't answer questions that's bad okay but anyway what we're going to do is what I couldn't believe what these people have told me that I couldn't do and now I'm ready to do it oh oh we're addressing the people see that's one of those things we used to be able to do we can't do now here's something I want to do tonight because we're shooting new videos now and what I'm really doing is setting this up because what they told me I couldn't do down here I can do it now they may shut me down they may have a fit may have all kind of fits let's watch and see them have a fit this is our three minutes to speak but it's censored by communism okay it's not free absolutely that's what I want City staff there Bob so City staff keep keep it on point she's an employee yep right and we're we're her boss we're taxpayers you're not anybody's boss Bob remove that Barbara Brewer according to the First Amendment of the Constitution founding fathers establish the right for citizens to petition the government for a redress of grievances meaning they have the right to communicate with government officials and express concerns to them this is considered a fundamental right to free speech it is a key aspect of a democratic system public comments to city council are crucial to society first they help ensure that legal requirements or unintended consequences are not overlooked second they increase awareness of issues and help build a feeling of community also the public can provide information to help develop rules recently public comments were separated from Fort Worth City Council meetings resulting in Standalone public comment meetings on September 24th of last year the scheduled public comment meeting was cancelled because not enough council members showed up in November there was not a single public comment meeting in December the only scheduled comment meeting was cancelled in January of this year there was not a comment meeting scheduled for three straight months no public comments were made to Fort Worth City Council I reached out to other cities about their policies and practices regarding public comments and City Council meetings the responses were all the same one mayor said every public city council and committee meeting in our city has citizen comments when we are pleased to hear from any citizen on any topic another mayor told me public comments are an integral part of our City Council meetings it's important that individuals have the opportunity to petition their governments with the full elected body on hand yet another mayor said at our meetings we have a scheduled public comment section this is the time for residents to comment on any subject they feel is important to them it brings up items that are added to Future agendas or it alerts staff members to look into these issues here in Fort Worth separating public comments from City Council meetings is proving disastrous resulting in fewer public comment meetings spread far apart from each other please combine these meetings back together thank you for your consideration Barbara Brewer followed by George trials hi um first of all I just want to tell you thank you um the North Fort Worth residents can't thank all of you enough um 25,000 students are being kicked out of their color ISD and we are fighting we have no voice but you gave us a voice thank you for sending that to the attorney general meant a lot to us a lot of North Fort Worth you're welcome I think several people including Allan are wearing a yellow ribbon for y'all tonight too thank you I appreciate that um like I said it's we're voters we're we've been taxpayers for 40 years and um to think that this is even something that we're having to deal deal with um the reason I'm here um I'm on the HOA Board of villages in wi the Springs there's about 4,500 homes about 8,000 residents I deal with on a daily um Spectrum I am the neighborhood Spectrum complaint department um last week a mother who has a um a child with autism contacted me I can't flush my toilet I was like okay we'll call the subcontractors have them come out they came out they went to Home Depot fixed her pipe said it was all fixed I called your uh public works department they came out and checked it $4,000 worth of damage that they tried to hide under the ground this is not something new I'm dealing with it on a daily irrigation we have $100,000 in irrigation destroyed in our HOA alone Saratoga over 25,000 this is not just our area not just our our neighborhood this is all over they do not care they will not take responsibility you're talking about these residents live in an HOA that costs about $7,000 to put sod down it's been destroyed they're going to have to redo all of that there's no way to um fight back um and so I'm asking if you guys might consider an ordinance um a RightWay ordinance to help Jeff Underhill and the rest of your public works department fight back against these guys because they do not care about us they do not care about our property they do not care that this is this is financially destroying our property so if you guys might consider that other cities in the area do have this in place so thank you Barbara what we'll do is think Jess mcer is here let her meet with you after your remarks tonight and figure out a good Solution on some things we can work on together perfect thank you so much our next speaker is George Charles fall by pton Jackson my name is George R Charles I live in for worth I provided copies of two documents numbered by me in state together in that order dated August August 25th 2023 signed by the forward City attorney and city manager and styled quote restrictions applicable to your presence in the Fort Worth city hall building unquote they differ in the document one is to Bob Willoughby and States several reasons for him being banned from S Building document two does the same in regard to Adrien Smith the word children does not any variation of it does not appear anywhere in either on October 31st 2023 over two months after these documents were signed the mayor while presiding under that office chose to make the following statements about their subject at video 5110 quote the only reason that our two speakers are by phone is that they they decided that it would be appropriate to curse and here she say is either at or out a 12-year-old Little League team while they were here celebrating their win so we just kind of put a stop to that for a few months hopefully they can come back in the spring and be better behaved especially around children unquote had I been unaware of the documents that I brought I would have believed the mayor I now consider her statements as dispositive as to any issue about her veracity and by the way any of you can raise a point of order according to Robert's Rules of Order which this city is supposed to follow as long as it not conflict with their rules you don't say anything after that the mayor takes it from there check it out Payton Jackson will be followed by David Martinez good afternoon Council I wanted to come down and speak on what I deem is a good Steward of tax dollars now originally I got that quote from the same Council representative that thinks that men have Cycles too so can't quote her too often but a good Steward of tax dollars would introduce a doge department for the city of Fort Worth but also for our school department but let's speak on performance because a good Steward of tax dolls would make sure that we have adequate lighting roads and sidewalks in all residential neighborhoods not just shers but some of these neighborhoods don't even have sidewalks a good Steward of tax dollars would admit that our tap water is contaminated a good Steward of tax dollars would make sure that the speed bumps in South ply look exactly like the ones in Overton but maybe they should just be grateful because some of their neighbors despite desperately needing them and even petitioning for Speed bumps at one point in time have yet to receive them but something I know all to well petitions don't work all the time do they no they don't but a good Steward of tax dollars would have proposed that we house more of our First Responders inside of City Limits instead of bickering like a toddler doing work sessions I mean honestly you tried to make a big deal about us supposedly not losing an officer on the line of duty during your Administration yet when we lose yet another officer in the line of duty during your Administration you are nowhere to be found I look I don't care how you feel personally but politically as long as you hold a seat on this diet you have a moral obligation to show up and show some respect for the soldiers of this city a good Steward of tax dollars would have checked the schedule for Spain's soccer team because why make taxpayers pay for your passport stamps when the exact same team is capable of coming to play at the AT&T Stadium just a few months later and he actually won that game but speaking of Arlington a good Ste of tax dollars wouldn't just take a picture with their trophy from the Rangers No a good St of tax dollars would also take some of their policies their programs like the tool sharing program the tool sharing program would allow our co- compliance officers to provide some type of helping hand to the people who are forced to pay your salary but I guess help. neighbor is only popular on Sundays between 8: am and 1M a good Steward of tax dollars would send Personnel from that department of coal compliance and send them over to the parks department because the parks department is over the upkeep and the maintenance I'm sorry to neglect of government-owned land imagine passing acres and Acres of mismanaged neglected government-owned land day in and day out week in and week out month in and month out year in and year out term in and term out just to trespass on to private property and emphasize the fact that you don't practice what you preach but speaking of preaching I'll have to come back I'm running out of time but rest assur Miss be that when it comes to being a good Steward of tax dollars you all know nothing thing of it call your next speaker our next speaker is David Martinez followed by Randolph Shahed is David here Randolph Shahed Randolph will be followed by Patricia Neely city council I'm Randolph Shahid I live in this city all my life I've been trying to vote to be able to cast the vote for 41 years and I can't cast a vote I'm an ex offender did my time all I wanted to do was get out and be a a citizen something that can everybody would be proud of but it seems like all this city and every other City want us to do is to go back to prison won folk nobody in forworth will talk to me I've harassed so many of these uh people here on counil to try to see what can we do to help a citizen be able to vote I pay my taxes and stuff no taxation without yeah representation I have no representation here in the city I'm invisible here in the city and all I want is to be recognized as to be a citizen but nobody will talk to me and say Randol what can we do to help y'all not even y'all don't care nothing about uh a ex offender I don't care how good he does all you want an ex offender to do is go back to prison and none of you will talk to me and I don't understand that why and I live here in the city I risked my life to put down gang bangers and all of that because I didn't want to come out of prison and keep doing the same thing everybody else is doing in forward Texas I wanted to be an example and that's what I've been but nobody will even say thank you when I stop deaths when I risk my own life to shut down major drug organizations just to show that I'm here I don't have a job won't nobody use my experience here in forward Texas to help derail the children and the men and the women that's wanting to go out and do crime I'm the perfect example I've been out of prison 41 calendar year with nothing on my record out here except giving my life for the city of forward Texas and you won't even say thank you and I think that's a dog onone shame when nobody here in the city of forward Texas that even come to me and say Randolph thank you for saving our lives here our children lies and stuff and I did it for free I wasn't under no contract thank you help me our next speaker is Patricia Neely followed by Jim dong Patricia no Jim Delong followed by Adrien Smith good evening my name is Jim dong and my topic is don't forget last city council meeting on the Das I heard one of you all said lest we forget what has happened and there's very much truth to that when I was a child I learned the hard way don't touch a hot stove I haven't forgotten that that was over 70 years ago as a child I was using a hammer and a nail and I missed the nail and hammered my thumb I haven't for got that these are about a couple of examples all of us have experienced in our life however when it comes to human Injustice oftentimes not forgetting becomes a way of life and is coupled with not forgiving people the harm that they've caused this unforgiveness becomes a cancer of hate anger malice and bitterness within people that can hinder and their future of living a contented and satisfied life is this what we want for our lives is this what we want our society to be infected with sadly we see this effect of not forgiving all around us many here in this room are controlled and affected by this daily and deadly cancer many years ago I was wrongly released from a job I had two small kids and a wife and no income I was hurt angry scared and enraged at the person who did this for years I did not I could not forgive the person here's what I learned the person went on his way unaware of the hurt and ensuing anger and bitterness that was consuming me like a cancer not affected by it at all but I was unforgiveness was crippling and hurting me while the other person was set free of what I was experien as a result I stopped I stopped and forgave the person and I was set free you as our councel if you would assess your own lives and confront any unforgiveness our city would experience more acceptance and peace because of your leadership this is my hope that all within the hearing of my voice even though they might not forget but choose to live a life of forgiving others our next speaker is Adrien Smith is Adrian here no Carolina Rodriguez I was wondering if anybody up on the console has been over to the city jail to tour it or look at it have you okay it's ran by a company called lell it's a private company I don't know why we're not running it ourselves but some sales representative came and sold that to the city of Fort Worth and it's over there it's um it's not a very nice place but a lot of people are thinking in the back of their heads well you're a criminal that's why you're over there it shouldn't matter what the jail looks like but when you walk into that jail over there it's like you're walking into the third world country and it's just nasty it smells bad there's stuff taped all over the walls I mean it's it's it's a horrible place and what they do is they bring you into a cell that's no bigger than this area right here right they have a woman's one and a man's one with no no place to sit one toilet in the center of the room or on the side of the room room so they keep filling that that cell up with women as they come in and the man's side too and they don't release anybody from that area until they have some openings over at the tarant county jail because once you get arrested in a city here you get brought to your city jail and then you get brought to the tan County Jail except if you're Bill wbor son he was arrested last night in Arlington and uh he got to be booked right out of Arlington he didn't have to come to the jail here but that's that's just neither said but anyways so what they do for food is they just toss you a sandwich uh wrapped in plastic and they have like a some cookies that they give to you and the water every once in a while but the reason why they're just the the cells just keep getting filled up is because it's overcrowded at the jail at the Taran County jail so since bill wber has taken office over there there's been 72 deaths that's 10 more than the national average and they've died from murder from the guards they've died of suicide um dehydration starvation they had a baby born over there on the concrete floor that baby lasted 10 days before it died and Bill waver says the reason why all these deaths are happening is because they're overcrowded and he said the officers are not supposed to be arresting um all these lowlevel U uh criminals they're supposed to be citing and releasing and they're only supposed to arrest like the real bad guys well I don't think the Fort Worth Police got the memo because they're still arresting lowlevel crimes people which continues for which makes the the the jail continue to be overcrowded so if you look on the booking sheets and these are online you can see every day they arrest about 10 criminal um trespasses those are usually homeless people and they're not really doing it the right way they're just saying I'm resting you for Criminal Trespass but really what's supposed to happen when they catch somebody in the wrong place is they're supposed to give them a warning before they leave so they're just filling that place up over there got 30 seconds um at Taran County which is um shameful because they have this attitude at of the culture at the Fort Worth Police Department as an US versus them mentality they consider themselves the community protectors and heaven forbid if you disrespect one of them or if you criticize one of them because then you're going down and you're going down face first on your face after they pull your arm on of socket that's it that's last of our speakers Council point a privilege mayor council lorf yeah I just want to remind the uh public especially recently being named as the chair of the Public Safety Committee that low-level criminals are still in fact criminals 10 criminal trespasses it still means 10 criminal trespasses so as it stands in city of Fort Worth Criminal are in fact criminals we're just going to call them what they're called so that's all I have to say mayor meeting is adjourned
