This is the City of Reno Planning Commission meeting, Wednesday, August 20th 2025 6 PM. Uh we will start with the pledge of allegiance. Please stand. I aliance to the flag of the United States of America and to the republic for it stands. One nation under God, indivisible, with liberty and justice for all. >> Item number two, roll call. Have we received any items under this? >> We have I have a couple public comment cards. I will call them up in just a second. It should be noted for those in the audience that comments are to be addressed to the planning commission as a whole. Comments heard under this item will be limited to three minutes per person and may pertain to matters both on and off the planning commission agenda. Please note that the planning commission may not take action upon any matter not agendaized for possible action on today's agenda. When you are called on for public comment, please state your name for the record and begin speaking. The timer will begin when you say your name and you will be afforded three minutes. If you are an attendee in the Zoom meeting and would like to make public comment at this time, please raise your hand. Lastly, while in this room, please be respectful. Warnings will be issued by the presiding officer. if there's disruptive behavior and you'll be asked to leave chambers if the behavior continues. Um, we have received additional correspondents for tonight's meeting. These were forwarded to the planning commission and entered into the record. Um, the first public comment card I have tonight is from Linda Cross. >> Good evening. Nice to see you all. And let me do what I told you about. Put this over so you can hear what I'm saying. I just had a couple general well one somebody told me tonight was the meeting for Lakeidge the golf course problem. So I will speak a minute about that. But I would recommend that that everybody make sure that they put these down because it I have slight hearing impairment but that I inherited from my mother but it's still it makes it very hard to hear and especially when someone's speaking here. So, if you can't hear me back there, yell. Um, in any event, I I wanted to speak about the Lacage, the LDC 250061 for when you are reviewing it, just to, as with all things that you're reviewing, be fair and open-minded. and not just open-minded, but blankminded because I see people sometimes and people that have been on the commission before who blatantly said that they were pro-developer for anything around here. And uh we can see that result. Uh I don't know how many of you talk to the constituents in town or the people around, but the only people that like what's going on are the people that are making money off of it. the the rest of the people, you know, we see these fivestory cube cement buildings and Reno is getting hotter. I noticed it was up another 2/10en of a percent as being the hottest city again. So, I just would like you to take into consideration because the Lacage area was not meant for that. And there's the safety issues, there's the egress issues, there's all the same issues that Naomi Der outlined so very eloquently twice in in her proposals uh against it. So, I would like you to do that. I also uh I cannot speak on the other because like I said I thought that this was going to do that be there and I'm not familiar with your talis thing. So I won't speak on that but just say think about how we're squishing so many people into such a small area. You know during the pandemic everybody hated each other and I think it was because you know I was here and then the next house is right here. I I my house doesn't have that quite closeness, thank God, and I do have a little yard, but think about that. And also, most of the driveways I see now aren't long enough for people to put a truck in. They or uh there's a whole bunch of considerations in that area. I've gone down the street where I've had to walk around the the little thing that they have to hook up a trailer and almost, you know, and if you were doing it in the dark, you wouldn't be able to see. And finally, I would recommend maybe that I think if the room was more full than it is right now. Um, you might I might have more of a difficulty hearing back and forth, but um because those things don't work and I am a flip phone person. I only use a smartphone when I go to the um when I travel and so they're much better, quicker, faster, no ads. And so you might want to consider I understand they're going to be putting uh verbiage, you know, captions for the city council, which I think was a result of my recommendation. Uh oh, my time's up. Anyhow, you might want to consider that for when you so that everybody can hear. I thank you. I just hope you'll consider everything I said all the time. >> Thank you, Linda. You will have three minutes. >> Hello, my name is Grace Fuller and I'd like to say the large yellow public notice signs on Veterans Parkway. I'm speaking about Talis Valley and the pictures are above about uh what I'm talking about. Uh the so the large yellow public notice signs on Veterans Parkway and South Meadows do not update citizens. The public notice sign on the new part of South Meadows Parkway is out of date. It says 71625. And the sign on vet veterans Parkway is in an area that is dangerous to stop. I had to go around twice to even stop. The sign is too far off the street and away from the walkway and it's impossible to read and it's too difficult to hike any closer. And even if you make it bigger, you can't see it. The other one you can walk up to, but it says July 16th is the meeting. Um my understanding is the signs are to be placed in a visible and accessible area and are to remain up for 10 days. And then I attached the five photos. So, in order to stay a breast of what's actually happening in Talis Valley, the signage uh needs to be friendly for the neighborhood. As I think all of you know, uh, Truckucky Meadows Regional Planning Agency is hosting a community conversation on data centers this evening, essentially an open house, um, on data centers, um, at the Discovery Museum. That meeting started at 6:00 and runs till 7:30. Um, I would encourage, you know, anybody that has the opportunity after this meeting, if they want to run over there and catch that, you're welcome to. Also, I think a lot of you know Michelle Fornier, who served as the clerk to this board for for many, many, many years. Um, Michelle is retiring. Her last day is September 4th. So, if you'd like to reach out to her before that, I would highly encourage you to do so. >> Will we see her in chambers again before then? >> I'm trying to convince her, but we'll see. >> Yeah, Commissioner Alto, just for the record, Michelle is wonderful and she will be greatly missed. So, congratulations to her. I don't see her here, but she's amazing. Yeah, I'd like to say the same to her hopefully in person in chambers for one final time. So, okay. Uh, anything else under staff announcements? >> That's it for tonight. >> We will move on to item number six, public hearings. Uh, item 6.1, staff report LDC25-000071 Talis Valley Villages 20 and 21. Uh, Madame Clerk, do we have any public comment under this item? I do not have any public comment registered under this item. >> Hearing none. Uh do we um have any requests from commissioners to see the presentation? >> Commissioner uh Williams, for the record, I'd make a motion to expedite. >> If we do not have any uh requests from commissioners to see the presentation, uh we will move forward with disclosures. Starting with Commissioner Alto. Uh, Commissioner Alto, I believe I spoke with the applicants representative before, not recently, but the last time this project came before the commission. Other than that, no disclosures. >> Commissioner Delvier, no disclosures. >> Commissioner Gonini, read and reviewed materials familiar with the site. >> Commissioner Jockman, uh, met with the applicant representative in regards to the upcoming Lidge project. No meetings in regard to this project. Uh, Commissioner Williams read and reviewed the material and familiar with the area. >> Commissioner Bisera. >> Yes, Commissioner Bisera read and reviewed the materials, familiar with the site, and did speak with the applicant on the private project. And my only question is um uh or request would be if if this project is substantially different than the last one, it might make sense to um take a look at this presentation. Um, >> is that a request to see the presentation, Commissioner Bisera? >> It it is. If the applicant maybe can confirm that it's substantially different from the last one. If it is, then I would request that we see it. Um, >> uh, Mr. Foster, could you please clarify that? >> Yeah, Jeff Foster, associate planner for the record. Um, it is different in the sense that while still a single family detached product, um, it's, uh, not your typical lot by lot, it's actually in a fourpack or six-pack configuration. If you want to see just that, I can just skip through the rest of the stuff on the presentation and show you that. Um, but it is it is a bit different than uh the previous tenative maps that you saw in June. >> Yes, Commissioner for the record. Thank you, Jeff. So I mean maybe that middle middle ground they proposed you know instead of maybe just focusing the presentation on the deltas or the substantially new stuff would be helpful at least for me. >> So yeah we have a request from a commissioner to uh proceed with the presentation. We will begin with a staff uh presentation. >> Okay. Jeff Foster, associate planner for the record. Um again I'll just skip through the the background details. You're all familiar I think with the site other than commissioner. I don't think you were on the board at that point in time, but um we'll we'll skip through these parts here and we'll get to this is the the subdivision villages 20 and 21. Um again, some of the basic details, but here's what you're interested in, Commissioner Bisera. Uh so, village 21 is a four-pack design. You can see on the left uh four individual single family detached homes around a central driveway. Village 20 is a denser configuration in a six-pack configuration around a central driveway. Um, part of this type of design involves reduced setbacks. Um, which is allowed per the PUD handbook. Uh, and those reduced setbacks are shown in rather small print on the screen in the tables there, but nevertheless allowed by the PUD handbook. So, and this kind of in my estimation and and um the applicant has provided some information on this as well. This moves more towards that quote unquote missing middle that there was some discussion on it uh on those two previous tenative maps back in June. Um obviously a denser uh configuration uh with likely u you know price points uh that would you know move in that direction of of a more affordable product. Um, so, uh, this, I think, uh, is a nice response, even though it was already in the design, it's a nice response to that, uh, uh, inquiry regarding the the missing middle type of discussion. And yeah, that's basically it. >> Thank you for that staff presentation. Uh, would the applicant uh, like to add anything to that or make a presentation? Completely up to you. Okay. hearing now. Uh we will now we have already done disclosures. We have uh had a staff presentation. We will now move to questions from the commissioners. Commissioner Visera. >> Yes. Uh thank you. Uh just one quick question, Jeff. Um you mentioned that this this new configuration moved closer to the uh maybe missing middle and I know during the last meeting there was a little bit of uh difference of opinion if you will around what defined the missing middle. Would you say that you guys have moved closer towards a more unified consensus around that definition since last time? >> Well um I know as you know Carter Williams was the planner on those two previous cases. Um, and uh, so and he's no longer here, so I'm the one picking up the baton. Um, like I said, in my estimation, this is closer to that discussion of what missing middle might be interpreted as, uh, which of course is subject to interpretation as to what it actually means. But I think the general consensus is that it's it's a a product that is somewhere uh in between kind of multifamily, you know, attached town homes, a more, you know, uh kind of denser development and then your traditional single family detached lots lot by lot. So, it's it's definitely uh in the middle there. >> Thank you, sir. >> Do we have any other questions from commissioners? Uh, Commissioner Belto, uh, is there any issue you all see with the notice? I know that was raised in public comment, and I was curious on y'all's perspective. >> I I'll address that. The notices were posted per our code standards. Um, the one notice that was referenced that was out of date, we do require that those be taken down within 10 days of the hearing. So, we will let the applicants representative know that the the outdated signs do need to be removed. >> Thank you. >> Any further questions from commissioners? >> Chair, I'm ready to make a motion hearing. Uh in the matter of LDC25-000071 based upon compliance with the applicable findings, I move to approve the tenative map subject to the conditions listed in the staff report and I can make all the findings. >> Commissioner Williams, I'll second. >> We have a motion and a second. And I am told by staff that the items under that agenda item were covered under number five. So we will proceed forward. We have item number eight. Truckucky meadows regional planning liaison report. As mentioned by uh Mr. Mr. earlier, we had uh we have a concurrent event taking place in association with the TMRPA. There has not been another TMRPA uh regional planning commission meeting since the last one that occurred. Uh since the last city planning commission meeting that occurred. That is it for that agenda item. We will now move on to item number nine. Commissioner suggestions for future agenda items. >> I have a a couple of questions. One is regarding again having you know some sort of closed caption or something like that. I'm not sure what how that request gets into here, but I've heard it a couple of times. So, I'm just wondering how we approach that. >> So, I do know that for council meetings, they are providing closed captions on that. So, we can reach out to it and see what what it would entail. I It's kind of out of my wheelhouse, but we can definitely get you an answer on that. >> Perfect. And then also regarding the open house, is are there any issues with us being there? I mean it's not a we're not >> the meeting was noticed for a potential quorum of the regional planning um commission regional planning governing board. It's my understanding that that it regional has cleared that because this is it's not an action item that comes before this board. >> Got it. Thank you. I've been working with Mike uh on some of the requests that I and a few other commissioners have made in the past. So, thank you, Mike. And uh I should be able to get some of that uh uh feedback back to you that we've been working on. So, should be probably by end of this week. Any other suggestions from the commission hearing? None. We will move on to item number 10, public comment. Uh, madame clerk, do we have any items under any any request to speak under this item? >> I do not have any request to speak forms and there are no attendees in the Zoom meeting with their hand raised. >> Very good. Linda and Cross. I live in the Lidge area. I back up to Lakeside Drive. My home is in the Lakeside homes. Um, but I don't I don't see where we're gaining anything in our community. what everybody moved to Reno for. Um, I I knew people and and I'm actually originally from Pennsylvania via California, via the Air Force, via my mom moving up here and uh so but when you cram all these people in and there is no place I mean when when I was in Virginia there was a nice thing of condos but they left the whole center section open and it had like an old wooden cowboy type fence around on the side and everybody had the opportunity on the weekends they could go out there and do a little baseball or a little volleyball or or just sit outside and picnic. But there's no place in Reno to go anymore. And I think when when you're considering these projects where everybody's going to be crammed all together right next to each other, just like Ranchera, I bet I could climb up on that wall and take a broomstick and hit the back window of that those houses there on Talbot. I I just I just don't understand why people can't put out a proposal and then have to keep to that proposal. You know, it's one thing to put out a proposal like they did originally at Lakeside, 154 units that turned out to be 350 and now it's going to be uh 8 fivetory buildings. God only knows how I'm going to get in and out of Lakeside. And God help all the people that live beyond there if there's a fire. I I just I just really want you to think about what's happening to this area. The reason people all moved here was to get away from this crap. And now you're you're rebuilding it. You're rebuilding California that they ruined in Nevada. And then pretty soon they'll rebuild that. And I guess we'll go to Arizona or Nebraska or some damn place. Um but anyhow, that's just my opinion there. and and it's a lot of people's opinion, but a lot of them don't want to stand up here and say it or they too busy at home at night, but I'll be damned. I'm going to get out as much as I can. I'll be 80 this Christmas. And I think, you know, you really need to look out. I just really want to see people think about more than just their own backyard.
