e e e e e e e e 2024 to order first item on the agenda is the approval of the agenda Patrick yes Mr chair if it pleas is the board um please add uh close session discussion regarding real estate um and the sale of Township property the township attorney has requested as such 9A yep that sounds good then I would recommend we'll have to move open Time ahead of that yep okay good B of anything no um for the students what maybe want to explain what that means um open time is usually when anybody here can talk but we at closed session means you all have to leave so you're lucky we're going to give you a chance before we do thatal you come up to the podium you can give your name and address and get on camera look at they're look they're all volunteering someone you've got your presentations prepared right I have no additions all right I need a motion to approve the agenda as amended move to approve the agenda as amended second all right all in favor say I I I I'll opposed motion carries item three is approval payment of bills you sign off Sten I signed off on the bills move to approv payment of the Bills second all fa say I I all opposed that motion carries item four is approval of the minutes from September 16 2024 do we have any corrections I have a comment under the open time section that Center Center paragraph This is on page three or page six of the packet uh it's under the section where we're discussing the fire service one of the comments is uh relative to that discussion is that the discussion has been heated but so so far there is still discussion I don't know if heated is the right word there we it's not been heated so uh Megan that's our minute taker uh I would just change that wording to reflect that it's not unnecessarily heated but we're in general discussion at this point s that all yet that's it Steve you have anything I have nothing move to approve the uh minutes as amended for the September 16th meeting I will second all favor say I I opposed uh for I believe students that just came in late there's a signin sheet you probably should sign with your name on there so we know you're at the meeting in case you're you want to have actual proof all right moving on item five is consent agenda item we have seven of them board comfortable with these or you want to pull them I'm comfortable I was comfortable with them I would make a motion to approve the consent agenda as prepared I'll second that all right all favor say I I all opposed all right that motion carries all right item six is old business is the public safety commission for autoview trail stop sign request Patrick in to give us a little sure recap um after going back and forth uh with the safety commission and residents in rcso on collecting some traffic data and recommendations through or for that three-way stop at Harper and Otter viw Trail um residents presented a petition and emphatically requested again that there be a three-way stop sign at Halper way and outerview Trail Public Safety commission has considered um and recommended that this go in as such so it is on uh the Board of Supervisors here to make that final determination um yeah I've been in that area U I know it very well and I agree that it should be done I'll move to approve the old business uh request for the stop sign a three-way stop sign at help her weigh an otter View Trail and I will second that based on Public Safety commission recommendation and input from many residents uh is that uh the Public Works take care of that then got all right I got a motion and a second all in favor say I all opposed all right that motion carries item seven is a public hearing we have none so we will go to item eight which is a subdivision ordinance number 15 for fee schedule ordinance number 54 Patrick you want to go over that one yeah that's something that um our contract Township planner has been working on uh he's made this recommendation uh based upon many discussions through tkda and the board um just a change to our subdivision ordinance so it's up to the board as to whether or not they'd like to approve this or not this is relative to park fees isn't it yes I'm sorry did I did I say fees or no I'm sorry yes dedication Park fees correct and it's mostly geared towards industrial doesn't look like the residential is changing too much just some of the wording yep for the audience Patrick can you explain a little bit about ordinances and fees and what this is really about sure so we maintain or or create and maintain ordinances um and edit them in an ongoing basis to reflect uh well how we manage certain areas of the township and how uh we pay for managing those through fees uh occasionally we need to update them uh as some of them do get quite outdated so we've been working on that or pretty intensively over the last few years just trying to get us back into to the 20th century and as a general statement how again education how many different ordinances does cities or townships have well we have we're we're down to 68 now um depends on the size of the municipality might be over hundred couple hundred ordinances too but the thing is out of those 68 we also have subdivisions true that could be so we're all not going to be vers in every one of them there's a lot of them that's true in a nutshell it's the framework of how your how local government works uh as to what rules we operate under so that the public and everybody else on the same page and what uh this is specifically about is when a property develops or when a sub property subdivides for development the town any Community has a right to take part of the land for Park purposes or take a fee in Li of taking land for future development Park so that's what this is about just updating some wording our current Park dedication fee for residential is $3,250 so if you're planning to build a new home add that to the budget M but that also helps when we increase our population obviously our parks would in increase use so sometimes we need another Park to to service that Community or we need upgrades in parks that are around the community so mhm it's your hard-earned tax dollars at work and that funding can only be used for Park acquisition and park development not Redevelopment not for whatever we want has to be for Parks Y and a lot of these fees are in lie of just general tax dollars being spent for those they're they're keyed to the individuals and development so that's how it works all right so the board have any other changes to what we we already went through this at our last exec meeting MH oh we're comfortable with it yes it's board's pleasure well I move to U adopt the actually Mr chair you may want to open this up for public hearing just uh see if there's any public comment on this I know it's a pretty exciting topic there you go anybody wish to address it okay hearing none I would be looking for a motion from the board I'll make a motion to adopt the changes actually Mr chair you close the public got close it first this is a public hearing that would be optional correct this is not a public given the fact we're dealing with subdivisions here as well I think it's wise to at least allow for public hearing zoning ordinance requires public hearing hear optional for this so yes this is not under the always good always a good idea to get public input that's all right all right so you want always yeah I'll move to now can I you have to there motion to close the public hearing should we make a motion to open a public hearing first probably should I'm sorry I missed we're backing up yeah if we're if we're not doing this is not published as a public hearing why are we going through that public comment I think this item I'll second that all right motion second on favor say I I opposed now I'll move to adopt the CH the uh subdivision ordinance 15 and fee schedule changes as outlined in the packet and this was based on Planning Commission review and correct recommendation did it again didn't I no that's okay I will second that all right motion man second all in favor say I I all opposed and we only have one item left which we just talked about we're going to go into Clos session so I want to move it to open time first so this is a one of the perfect times you students only get to sit through a 12-minute meeting you're welcome yeah but in open time you can come to the podium state your name and address any comments about the town uh if you got any issues with how we're running it anything that's on your mind your big chance you you heard the comment about uh public just before you go up there if you don't mind for just a second just take a second um public hearings even though this was not really as a public hearing tonight they have to be uh announced in advance some take more days than others for it Public Announcement so that you the public can come in and have a section as he outlined to talk make your comments known before the board makes an action so that's how those work like the next meeting uh is a public hearing uh for a road projects that we have going on um and they'll people will probably be here so that's how public hearings open and close under statute there has to be a public hearing on any changes to the zoning code or any assessment hearings and next next meeting will be hearings on assessments and those have to be open public those are public hearings now I interrupted you going up to the podium sorry hi I'm Angie nney and I live at 1550 Stillwater Street in the township um I'm wondering how can we go about getting a crosswalk at the intersection of Otter Lake Road and Stillwater Street I can tell you okay um I would together your concerns get them to me and we will put that to the public safety commission for their review so you probably heard earlier we made or the board made um or passed a motion to put a three-way stop that came from a recommendation from our Public Safety Committee so if you want to do that that's where you start okay the biggest yeah the biggest hurdle you're going to have is because we're talking about County Roads two County Roads the township doesn't have a lot of Leverage over the county so we can always try yes I was going to say but the butt is that the county would look to the Township in a lot of cases is to see if they agree or disagree with with that position so he's right what he just told you it just takes another step because it's really the county y we've had a request I don't know how many years ago for a a three-way stop there because especially coming off Still Water the overgrowth on that one house on the corner you got to really pull out to to see around the corner but it kind of went nowhere that's too bad cuz people kind of use that as their let's go fast as we can spot yes and it's really hard to cross still water or to cross Otter Lake Road nobody stops for you even though they're supposed to and as the Tamar Nature Center gets more use there's a lot more foot traffic walking that way there's a lot of foot traffic yeah okay so put together my concerns get them to you Patrick yep and then we'll go from there sounds good okay thanks thanks well that was an easy one come on give us a hard one you must have something wasn't that easy all right hearings all the meetings have to be in public open SE session but there are a few items that can be done en closed this is one of them and you'll find out is reason is because we're discussing sale
