FRANK SAID HE WAS NOT LOOKING TO HONOR THOSE ALREADY SPOTLIGHTED IN THEIR SCHOOLS. NOT THE QUARTERBACKS NOR THE CLASS PRESIDENTS BUT THOSE SIMPLY GIVING BACK TO THEIR COMMUNITY AND PEERS. THEY REPRESENT THEIR SCHOOLS AND THE PHILANTHROPIC SPIRIT OF ALL STUDENTS WHO GRACE THEIR HALLWAYS AND HE SAID THEY ALSO REPRESENT THE SCHOOL DISTRICTS AND THEIR ENTIRE STUDENT BODY WITH THEIR UNDERCLASSMEN, MIDDLE SCHOOL AND ELEMENTARY SCHOOL STUDENTS. NOW BECAUSE OF TODAY'S PROCLAMATION THEY ALSO REPRESENT THE GENEROUS SPIRIT OF THE CITY OF ALBUQUERQUE. ABOUT 644 NEW MEXICANS CURRENTLY WAITING FOR LIVE-SAVING TRANCE PLANTS AND OF THEM, 556 ARE WAITING -- OF THOSE, ONE IN FIVE IN OUR STATE IS A NATIVE AMERICAN. WE HAVE A STRAY CAT, FERAL CAT ISSUE IN OUR CITY, AND JUST TO MAKE YOU AWARE OF WHY THIS IS SUCH AN IMPORTANT THING. ONE PREGNANT MOMMA CAT CAN MAKE FOUR OR MORE BABIES, AND EACH OF THOSE MAKE BABIES THEN IN 8 MONTHS WE HAVE 12 CATS AND IN 18 MONTHS WE ARE AT 36 CATS. AND OVER SEVEN YEARS, ONE PREGNANT CAT AND HER OFFSPRING CAN CREATE 4,948 KITTENS AND WE DO -- WANT THAT MANY CATS IN OUR COMMUNITY AND FORTUNATELY THERE IS AN ORGANIZATION LIKE THIS ONE THAT CONTRACTED WITH THE CITY TO TRAP, NEUTER AND RELEASE AND I INVITED THEM TO COME TO WE CAN ALL UNDERSTAND AND THANK THEM FOR WHAT THEY DO FOR US. >> THANK YOU, COUNCILOR FEEBLE . AND FEMALES CAN GET PREGNANT AT EARLY AS 4 MONTHS AND THE AVERAGE SIZE LITTER IS 4 AND THEY PUSH THOSE BABIES IN AND OUT FOUR MONTHS AND THIS COMES OUT TO 1.4 MILLION CATS EXPONENTIALLY. AS LONG AS THIS IS UNCHECKED THIS CYCLE OF FREE ROAMS CATS RESULTS IN EXPONENTIAL GROWTH OF THE PROBLEM. FOR TEN YEARS NOW, THANKS TO JAMES, WE HAVE WORKED IN PARTNERSHIP TO ADDRESS THIS ISSUE OF POPULATION CONTROL OF THESE COMMUNITY CATS. THIS PARTNERSHIP CREATED A CRITICAL RELIEF VALUE FOR ANIMAL WELFARE SO THEY CAN FOCUS ON ADOPTABLE AND SURRENDERS CATS. WHILE WE HAVE MADE GREAT STRIDES THIS IS STILL AN ISSUE IN THE CITY. WE HAVE ALTERS AROUND 175 CATS A MONTH FOR ABOUT 2100 CATS A YEAR AND A HALF IS NOT THAW ALL THATS THROUGH OUR ORGANIZATION BUT JUST IN ALBUQUERQUE METRO. THANKS TO -- WE HAVE EXPANDED OUR OPERATION AND HOPE TO DO ABOUT 4500 CATS BUT THAT IS DEPENDENT ON THE FUNDING BEING THERE TO SUPPORT THESE EFFORTS. SO WE ARE HERE TODAY TO SEEK ADDITIONAL SPONSORSHIPS AND IN ADDITION TO THE COUNSELOR TO EXPAND THIS WITH THE DEPARTMENT OF ANIMAL WELFARE. IT CAN BE A LOT OF CATS AND IT'S MORE A REFLECTION OF THE TRENDS WHERE THE CAT ARE. SOMETIMES WE HAVE THE CITIZENS DO THEIR OWN TRAPPING AND THEY DO THE TRAPPING AND RETURN THE CATS TO THE NEIGHBORHOODS AND HOPEFULLY GO OUT INTO THAT YOU ARE COMMUNITIES AND TALK TO THEIR NEIGHBORS ABOUT THE PROGRAM. THE SECOND THING IS WE GO OUT AND TRAP AND WE ADDRESS THE PROBLEM AREAS ON THE MAP WHERE EVERYBODY IS HAVING PROBLEMS. SO WE CAN TALK TO ALL OF THE NEIGHBORS AND GET EVERYONE FILLED WITH FOOD AND TRAP ENTIRE BLOCKS AND GET SOME OF THAT UNDER CONTROL. THE THIRD THING THAT WE ARE TRYING TO DO MORE OF IS TO OUTREACH TO PEOPLE WHO ARE BRINGING KITTENS TO THE SHELTER. SOME ARE HANDLING THIS BUT BRINGING LITTERS OF KITTENS TO THE SHELTER AND WE ARE GOING TO DO MORE OF OUTREACH TO THOSE PEOPLE AND SAY WHAT CAN WE DO TO GET THOSE CATS OR THAT COLONY OF CATS FIXED SO WE SHUT DOWN THAT INPUT AT THE SHELTER.
