and i will call this regular meeting of the burnsville city council to order it is our tradition to start to stand for a moment of silence followed by the pledge of allegiance and we invite you to join us oh i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all [Music] tonight's meeting is being conducted both in person and online and members of the city council are present in the chamber except for council member cara schultz who is zooming in she's on a trip to a conference and so she took the time to tell us where she is and zoom in so good to see you councilmember schultz members of the public may attend in person or or the public can also watch this meeting online at burnsvillemen.gov meetings or comcast channel 16 or 859. the public can also participate through zoom by joining us at zoom dot us slash joy more information is available on our meeting web page and in the council agenda packet the next item on the agenda is announcements and presentations our announcements have to do with all of our upcoming meetings regular council meetings are scheduled for tuesday june at 5 30 p.m and tuesday june 21st at 5 30 p.m we have a work session that's scheduled for tuesday june 14 at 5 30 p.m and a special work session that's scheduled for tuesday may 24th at 5 30 p.m all meetings are held here in the council chambers except when we announce that a meeting will be at a different location so the special work session on tuesday may 24th will be in conference room d tonight is a very special night for us at the city of burnsville we will be doing recognition of all of our students who are have chosen the military but that proclamation is going to come last we have quite a few proclamations because it appears that in our country a lot of things happen around this time so we have four proclamations i'm going to do it from that side and then we'll get to the last proclamation will be beyond the yellow ribbon recognition of senior entering the military and now we'll do it there and then we'll have a ceremony for all of that and then we also have some refreshments for our students and families downstairs so i'm going to do that from that end the first proclamation is for kids to party whereas may 28 2022 is the 12th kids to park day organized and launched by the national park trust held annually on the third saturday of may and whereas kids to park day empowers kids and encourages families to get outdoor and visit america's parks it is important to introduce a new generation to our national parks we should encourage children to lead a more active lifestyle to count combat the issue of childhood obesity diabetes hypertension and hypercholesterolemia whereas kids to park day is open to all children and adults across the country to encourage a large and diverse group of participants and whereas kids to park they will broaden children's appreciation for nature and the outdoors now therefore be it resolved that i elizabeth couts mayor of the city of burnsville on behalf of the city council do hereby proclaim may 28 2022 and the entire month of may as kids to park day and urge the residents of burnsville to make time to take the children in their lives to a neighborhood state or national park on may 28th the burnsville recreation department is offering an all-day free fun ontrails day at terrace oaks west park hiking trails for playing this 17th day of may 2022 and our public works director is going to receive this proclamation all right thank you so she said thank you yeah okay um i am not garrett beck the recreation director but i'm telling him from tonight he's not feeling real well and i just want to point out on may 28th i see a lot of kids here they're going to have an event on the on the trails of terrace oaks west park go there they're going to have a scavenger hunt and then they're going to focus on we have a really cool nature play area so do the scavenger hunt go to our nature play area we have music there and then we'll also have some treats and freezies and that kind of thing so in celebration this day we're trying to get everyone out to the parks we're having something really cool for that for all the kids and families who would like to go to and enjoy that uh event that we're gonna be putting on excellent so don't go away we're going to do the next one which is also yours okay our public works director this is brian peterson so the next one is national public works week whereas public works service provided in our community are an integral part of our citizens everyday lives and the support of an understanding and informed citizenry is vital to the efficient operation of public works system and programs such as water sewer streets and highway public buildings fleet maintenance and parks and the public works maintenance personnel are called upon in emergency situations at any hour of the day or night to clear snow from our streets keep our water and sewer systems operating keep our trees strong and healthy maintain the fleet of operations and emergency vehicles and prepare our parks buildings playgrounds and facilities for the public's enjoyment whereas the quality and effectiveness of these facilities as well as their planning design construction and maintenance is quite vitally dependent upon the efforts and skill of public works staff and whereas the public works staff didn't miss a beat and continued operating these systems with tremendous pride and diligence through the covet 19 pandemic and whereas efficiency of the qualified and dedicated personnel who staff public works departments are materially influenced by the people's attitude and understanding of the importance of the work they perform now therefore i elizabeth scouts mayor of the city of burnsville on behalf of the city council proclaimed may 15th through the 21st 2022 as national public works week and urge my fellow citizens to observe this period by acquainting themselves with the issues involved in providing our public works and recognizing the contributions which public work officials make every day to our health safety comfort and quality of life burnsville public works exist is excited to announce its own city engineer jen desiroud has been elected president of the city engineers association of minnesota which is a great honor and shows she has the highest respect from her city engineer colleagues residents are invited to meet with public works staff and view equipment used in our operations at the public works open house scheduled for this coming saturday may 21st from 9 00 a.m to noon proclaimed the 17th day of may 22nd and all right thank you thank you just a couple more remarks on this one absolutely i'm uh once again i'm not gen desert either and uh she was we were hoping to have her here she did receive that honor of being president of the city engineers association but uh she was not feeling well either and then uh we do have our open house uh where you can touch fire trucks and front end motors and plow trucks and lawn mowers uh we're planning on having a mbta bus there a food truck all kinds of things so this saturday uh may 21st from nine to noon at the burnsville uh maintenance center uh come and join us and you can see all the cool things that are being addressed it's thirteen seven one three frontier court right off of mcandrews road and county road 11 in burnsville that would be the place to go so i'm really glad the address came to me all right thank you very much thank you the next um proclamation is emergency medical service week it's just a thing everything happens and that's the reason why we had police week at the last council meeting because you're also on this whole week as well so our police chief is present this evening as well so emergency medical service week whereas emergency medical services are a vital public service and whereas the members of the burnsville fire department are ready to provide life-saving care to those in need 24 hours a day seven days a week whereas access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury and whereas the emergency medical service system consists of emergency physicians emergency nurses emergency medical technicians paramedics firefighters first responders educators administrators and others whereas the members of the burnsville fire engage in specialized training and continuing education to enhance their life-saving skills and whereas the 2022 theme is ems strong rising to the challenge and it is appropriate to recognize the value and the accomplishments of our emergency medical providers burnsville fire by designating and celebrating emergency medical service week now therefore i i elizabeth couch mayor of the city of burnsville on behalf of the city council do hereby proclaim in the city of burnsville the week of may 15 through the 21st 2022 as emergency medical service ems week proclaimed this 17th day of may 2022. chief and then i think i would like everybody to come after you receive this and we'll take a photo with everyone stanford [Music] all right thank you [Applause] now this last confirmation honors our students and it's always a very special time here in burnsville when we recognize our students who choose the military as a sharia pathway so very yellow ribbon recognized the recognition of students entering the military whereas the united states military supports the freedom upon which our country was founded and whereas entering in the military is a noble and important career choice almost 2.5 million people serve in the active and reserve branches of the military and whereas the burnsville beyond the yellow ribbon organization is a non-profit volunteer organization dedicated to supporting our nation's military which includes the local active duty guard reserve and military veterans communities whereas burnsville beyond the yellow ribbons volunteer forces assist active duty military members veterans and their families with household chores ranging from babysitting cleaning uh to household maintenance and whereas burnsville beyond the yellow ribbon also connects veterans with state local and federal organizations who provide assistance to veterans who are looking to enter the workforce upon completion of their military service and whereas the burnsville and savage communities joined with the burnsville beyond the yellow ribbon organization to honor students who choose to enter the military and where the united states congress in 2004 passed a resolution proclaiming may as national military appreciation month a special month to honor both those in and out of the military now therefore i elizabeth cows mayor of the city of burnsville on behalf of the city council proclaimed may 15 through the 21st as military appreciation week with a special emphasis on students who have selected careers in the military and urge my fellow citizens to observe this period by thanking young people in our community who have chosen to enter the military profession in support of our free of of freedom health safety comfort and quality of life proclaimed this 17th day of may 2022 colonel okay so the process for tonight's students and family members is that we have some gifts for the students who have chosen the military and we have some the colonel colonel huddleston retired is going to say a few words and we also have if a council member workmen can also come and help we have a lot of things to give out and then after all of that we're going to have everybody come forward and so we can have a big picture with all of you and it's also great to see mayor williams is here yes and police chief from savage is here thank you so much um and we have our police chief uh tanya schwartz is here and our but we're all here to support all of you our students who are going into the military so colonel all right the floor is yours and um mrs huddleston is going to be heading out and uh okay yeah i can uh do this first off is there any families or members of the the military that's going in the military want uh people that are going in the military come on over here against the walls so we can see it and then any family members come on in okay as you guys are getting ready i'll start on behalf of the burnsville beyond the yellow ribbon program i would like to extend our sincere congratulations to each of you for your commitment to serve as members of our us military forces this is a very honorable endeavor that we feel should be acknowledged and celebrated before you leave to begin your military training since 2017 we have recognized over 86 burnsville high school students for their selfless service to the military throughout history citizens around the world have recognized members of the military for their hard work dedication and commitment to the mission at hand be it providing humanitarian relief emergency assistance serving in wartime and peacetime military operations around the world or taking care of citizens at home during times like these we are proud of the work you have committed to doing uh in the air force or in the armed forces um yeah it was for cara i just wanted to say and nancy hates it but you know any colonel will go off script that we started this several years ago and the reason why we started this is kids that get academic scholarships or athletic scholarships get recognized for their outstanding work and outstanding achievement but nobody was recognizing the young people that were going into our services and so that's why we wanted to do this so hats off to each and every one of you because you can see we got the right people here to to send you off so as a small gesture of our gratitude for your career choices to serve our nation burnsville beyond the yellow ribbon is presenting each of you with a target gift card that we hope will help you purchase needed items at your next duty station you'll also find a few other things in the gift bag to include a chocolate bar i had to test them to remind you of those who came before you and got john wayne bars in the mres and a protein bar which serves as an example for the new military these gift bags were made possible through the very generous monetary support of the burnsville lions which are here today and others additionally you will receive a full-size flag donated by the burnsville vfw finally you are receiving a variety of prints from burnsville artist annie young which is here in front of us the prints speak to a time of our history when we stood together united and strong serving to better the lives of humanity we'd also like to acknowledge some of our honored guests the city of savage mayor janet williams and her police chief rodney sewer how many of you know that rodney is a former marine you're right so you better be nice to him school district especially the staff at burnsville high school who assisted us with this project uh chris belmont's here dave helke i see you're here thank you i saw you today being a road guard so thanks for letting us school buses out so um uh city of burnsville chief tonya schwartz chief b.j jungman and police and firefighters the burnsville vfw is here the two eagle uh marine detachment did i say that right rodney you do okay and then the burnsville alliance club we also have armed forces recruiters from the u.s army u.s air force u.s marine u.s navy and minnesota national guard students and family members recruiters burnsville and savage city council members and mayors school district representatives and the service organizations that are helping burnsville beyond yellow ribbon recognize these students are invited to join us downstairs in the nicolet room immediately after this program for a reception which includes food and beverages we'd like to thank hyvee and savage nothing bundt cakes in egan valley natural foods in burnsville kowalski's market in eagan costco in burnsville costco and egan cub foods in burnsville lunds and byerly's in burnsville trader joe's and eagan firehouse subs in apple valley annie young arts and donna jensen at rambush estates for their generous donations before we call the students up and present them with their gifts i'd like to take time out to thank uh really who is behind us all the parents and family members who are here supporting their students thank you for entrusting our nation with your sons and daughters and uh thank you i'll go off script again uh another one is if they're not emailing you texting you or calling you back at re at boot camp this is how you do it send them a letter and say johnny's good uh rover's good i hope the check enclosed will help you with your with your uh things that you see pictures [Applause] we will continue to move on with our agenda for the evening oh he's running for cd2 congress oh tyler history is in his marine uniform appropriate for him to be here that's great a lot of marines this is the largest class of marines i've seen so it is the largest class of mountains okay as everyone is exiting the room the next item is citizens comments this is the opportunity for anyone that would like to address the council on an item that is not on a printed agenda and not an application form that will be coming before us at a future date is there anyone who wishes to address the council anyone who wishes to address the council miss collins is there anyone in queue okay seeing none we will move on the next item is additions to the final agenda and this is for emergency items only acting city manager fire chief jungman are there any emergency items to come before the council no items from staff members of the council members of the council item 5a is a resolution to join the carbon free future minnesota coalition will be continued to the june 7th city council meeting due to the illness of one of the presenters an emotion is not necessary for this movement of this continued item to june 7. the next item is the consent agenda this is a grouping of items that's considered to be routine and will be enacted by one motion however an item may be removed from the consent agenda for a separate discussion and vote is there anyone in the audience who wishes an item on the consent agenda to be removed for a separate discussion and vote ms collins anyone on zoom no one okay uh acting city manager of fire chief gentleman is there the staff want anything to be removed none from staff madam mayor members of the council may i have a motion uh to item on the uh regular agenda and that's being continued to uh june 7th um members of the council and um the public there are no other items to come before us this evening and a motion to adjourn us in our order before we adjourn out of there i would like to ask our city versus thank you for the three hats you're wearing this week from economic development the city manager to fire team yeah yeah it really shows how short-staffed we really are and it is uh truly we are truly grateful and appreciate uh all the work that you've been doing because uh it's difficult when you're and being the fire chief is a huge job in itself and then doing active acting city manager is even adding on to that enormous responsibility that you have and then on top of that you're also helping out in community
