Regular City Council - 1/14/26

further further ahead than the pack. And I'll say this for a couple of things. There's a reason why we became one of the first 5G cities in America, and that's because we started attaching telecom equipment to our street lights right? And so we made something that was originally a single use. Now, granted, that single use was transformative. We lit public spaces and made it so people can congregate, have commerce, made it feel safer, right? But the service was the street light. Now we're adding other things that not only reduce the cost of infrastructure itself, but make it so that there's new services that can go on to the city, like 5G connectivity. Right. So LA became one of the first 5G cities in America back in 20, I believe 2017, 2018. And that's because we started working together with industry practitioners to see what else we could do, which is going to make me go back to the changing lights for a block party, which just seems just so much fun and really interesting and then who controls it? I mean, do I call you up and say, I live on XYZ Street and we're going to celebrate the Rams winning and we want to have the entire street huge block party, you know, go blue and gold. Can you help us out? I mean is that how that's going to work or there's going to be subsets of people who have opportunities to be able to control the lights in their neighborhood? I would say, I mean, we're still at the very early phases of trying to attempt something like that. But at the end of the day, I think whatever would be most fun. Yeah, yeah. And so we'll have to figure out our policies and we'll have to figure out how how logistically that would work. But the idea, right. The idea of something more flexible so that it can kind of conform because lighting, right is one of the cheapest ways concrete, steel take a long time to build. Lighting is one of the cheapest ways we can actually change the character of our neighborhoods. Right? In a in a cost effective manner, and really bond everybody together. What a fun thing you know, one of the things I also was going to ask you about is that as safety for lighting and as beauty for neighborhood, you also see a lot of usage of the street lamps in Los Angeles for promotion. Maybe for, you know, I mentioned urban Light, which is in front of black, but for maybe LACMA or for maybe something that's happening at the Music Center or something like that. So what's the policy behind putting up comes to utilizing the lamps ast the facilitator for that? Yeah. So there's actually something called the banner program. Okay. And interestingly enough, it started with the 84 Olympics. So that's how we advertise the Olympics along our major corridors. And it's something that people can subscribe to. By subscribing I mean go on our website and be able to register and try and save it. Now it's for nonprofit purposes, right? So those are there are some restrictions around it. But for the most part it's open to everyone very, very cool. All right. So you've worked with the city for a long time. I mean, you've worked in the mayor's office. You know, through a couple of tenures of different mayors and now now you're here and you've been here. What was the biggest surprise coming into this bureau when you looked around and saw what your opportunities were and what your challenges were, the scope of the Bureau, the opportunities in the Bureau, the history, the fun , the possibility. What was it that you really went, oh, wow, this is cool. What what I was most impressed with was the people when I came in here because of their willingness to actually try new things and because of the people we have tremendous potential. Right. So when we're talking about these new technologies, these, um, more efficient ways to light the streets or we're talking about connectivity with telecom partners, we're talking about dynamic lighting, we're talking about air quality sensors that can help inform, uh, policymakers about what's going on in their neighborhoods right now. Right So the people actually led to some of these progressions, right? These new things and these opportunities that we have. And so the Bureau itself, with what it has, again, a quarter of a million street lights, an electrical system, this penultimate electrical system that when we're thinking about the future of the city is going to empower a lot of the new services that we do now, we actually see ourselves now more of a platform. Right? So yes, we have the street light, but there's many different things that you can attach to it. Right? There's many different services that you can kind of, uh, create from, from that point there where, where we have a very valuable piece of real estate on the public right of way that has energy. I have to say that just sitting in this room, I don't know if I realized the romance of street lighting until I came in here because they really is the design, the beauty. Um the dynamic stories that they tell and, you know, kind of the, the nostalgia that you kind of. So this must be a really fun celebration to celebrate 100 years and all the stories that these lamps tell. Yes absolutely. And I think that that's you hit it right on the head where it's all these different collections of stories, right? And even within our bureau, I have people that have told me again, I remember when I used to play X game right in the neighborhood in Fairfax, and what have you, right. And they fondly kind of remember their neighborhood and said that was third base or something like that. Well, people want to learn more about the 100th anniversary or just about how to call in if they need some help with the lighting on their streets or just have any questions. What's the best way for people to get in touch? The best way for people to get in touch? Well, two things right. If there's any issues that you have with with street lighting, please log your your service requests with Mila 311 or call 311 itself. If there's any issues. Live issues or theft and vandalism that's happening. 911 for all other things and if you're inquisitive about our history, please visit LA lights LA City.org. Uh, or if we can, we'll see you by the office on one of these Wednesdays in a month. Thank you so much. This is really, really fun. Thank you. Thank And that's a wrap on this la Courant's. Hello, everyone. I'm Natalia Bilbao and here's what's happening in LA. This week. Keeping the lights on. Boyle Heights has suffered with almost 2000 street lights out across the community. Council member Isabel Herrera has identified $1 million for a dedicated street crew to ensure that the street lights come back on and stay on . I live literally a block away. I could walk here and I run this route uh, maybe four times to five times a week. I could tell you I run it at night and it's very, very dark. I have my flashlight that I take with me, so I know it's not safe. Got it . When I came into office, we heard from Eagle Rock to Highland Park to Boyle Heights to downtown LA. People don't feel safe. And part of that is because all the lights are out. In Boyle Heights alone, 1900 street lights are out, and that's the highest number in the city. And so in October of this year, we allocated $1.07 million to make sure that we have a dedicated street crew to make sure that the lighting is going to stay on. We have scientific data that proves what community members feel intrinsically that brighter lights, adequate lighting actually reduces crime . I haven't seen the lights on on this street. Maybe in about four years now. I feel like we've been making this known for years and nobody's listened. You know, we just get to shrug off communities like Boyle Heights deserve to have their lights on public safety starts with equitable city service delivery. We are a community that is often overlooked in favor of other districts in the area. Speak up. Being loud, we have to make our voices heard in order for government to move. In order for our representatives to know what is most important to us, the work can get done. I'm excited to see what this is going to look like at nighttime. Now, with the lights on, let's work and keep the lights on. In Pico-union, the shovels are poised and crews are ready to improve accessibility in the neighborhood. The project is tied to affordable housing, so living, working, walking and accessing Pico-union is set to be better than ever. Today we are doing the groundbreaking for a significant amount of street infrastructure. Being invested here in Pico-union. We are doing crosswalks. We are doing Ada accessibility ramps, sidewalks. We're doing the street, street lights. This is a phenomenal day for Pico-union. When we talk about the future of infrastructure investment in the city of Los Angeles, this project exemplifies and embodies the future, especially where affordable housing is our centerpiece. So this project is tied to an affordable housing development that has moved forward in this area. Recognizing that we are bringing more people to this area, we wanted to make sure that people could have safe street infrastructure so that kids can walk to the school safely. Parents can walk to work safely, and everybody can come back home. We really believe that our streets should be designed for people, and you do that by making sure that people feel safe walking in their neighborhoods. And so that's really our motivation. We as a city are coming through for our community members, for the voters, for the taxpayers. I'm just glad that we're able to uplift that and have this day today for them. And with that, we're going to grab our shovels and we're going to break some ground. Two, one. Yay Let's go see Street infrastructure. Councilwoman Heather Hutt, her office and local volunteers gathered to help with food supplies for the holidays. The much needed food giveaway helped neighbors in need, allowing everyone to celebrate. Where we're at, Michelle and Barack Obama sports complex right here on Obama Boulevard. And what we're doing is a much needed food giveaway. We have fresh vegetables, as you can see in the background, we have turkey and we have a line that started really early this morning because people are in need. We're giving to the community. We're giving just for people who are just might be a little bit less fortunate when it comes to Christmas and food and making sure, you know, the community just has something to eat with their family. I'm helping people and giving back. It's the holiday season and times are hard. I've probably been here for like each four years and I come back just to help and give back this impacts a lot of people and she's impacting the community. Different communities as well. Just seeing the smiles on these people's faces and seeing how grateful they are. It is an amazing thing. The volunteers are from the community, many of them are my family members. Everybody's here to give a hand. My whole team has been out here since early, early this morning organizing. Food is really expensive and people have food insecurities. This should stabilize how they feel about what their next meal is and that's what we're trying to satisfy. Two sides of the same coin are at work in South LA with funding for Green and sustainable projects. Parks in the area are getting EV chargers and more tree coverage, both of which will help bring down pollution levels in the neighborhoods. We're at Harbor Park in South LA, were celebrating the installations of the South L.A. Eco lab for the EV chargers. This is part of a bigger program, universal Basic Mobility, which is a 30 million investment in South Los Angeles to bring mobility options, access to opportunity and increased transportation equity. While reducing greenhouse gas emissions at the same time, the bureau got invited to participate in the TCC grant program, and our role is to install 16 EV chargers across four different parks here in South LA. Our charging program is a little different than most, um, we install chargers on existing infrastructure. We found that our existing street light circuits had extra capacity when we converted to LEDs. We currently have over 800 chargers throughout the city of Los Angeles, so these chargers are going to offer a convenient place for people to charge close to home, especially for people who may have challenges charging at home, like people who live in multi-family housing. For Sutherland Ecolab we're working with community organizations such as three people to increase the community canopy in South LA, call the community Canopy expansion project and its main goal is to advance shade and tree equity by planting 4000 trees in city parkways and also distributing 2000 fruit or shade trees to residents to plant in their home . Both projects will help each other. The charging station will help with pollution with less carbon monoxide and the area and the tree planting will help absorb that, uh, carbon monoxide. With the events that we had in certain parks where we gave away free seeds and like you said, with the trees, we also was teaching you how to plant and provide and take care of the tree. Also This is the first park that we're completing. The installations we are working in different parks in South L.A. where we are also installing EV chargers. Our next park will be Vermont Square South Park, and the Wetlands. La sanitation takes in hazardous household waste at its safe centers. The Ladwp is hosting a customer service Saturday on January 17th and volunteer signups are open for the 2026 Greater Los Angeles Homeless count. These stories up next on City Beat. LA sanitation wants to let Angelenos know that it's safe. Centers are permanent collection sites for hazardous household and electronic waste. Safe stands for Solvents Automotive, Flammables and electronics and the Safe centers take in items such as aerosol cans, batteries, paints and more. La City Sanitation advises keeping items in their original containers if possible, and placing waste securely in the trunk separate from personal belongings. Residents are allowed 15 gallons or up to 125 pounds per vehicle per visit to the center. For more information, visit Safe Center under new battery collection centers at the website. Sanitation La city Dot gov. The Los Angeles Department of Water and Power invites Angelenos who need help signing up for utility, financial assistance to attend customer support Saturday , Department of Water and Power customer service centers at Crenshaw, North Hills and Watts will assist residents with their programs. The one on one consultations will provide ways to save water, power and money, along with same day enrollment in payment programs. Angelenos will need to bring a valid ID proof of income, proof of disability if applicable, and their la DWP bill, gas Bill and phone bill. No RSVP is needed and bilingual representatives will be available at customer support Saturday. On January 17th from 9 a.m. to 2 p.m. for more information, visit la DWP dot com. The Los Angeles Homeless Services Authority, Lahsa, has opened volunteer registration for the 2026 Greater Los Angeles Homeless Count each January. Lhasa staff and volunteers count unhoused Angelenos makeshift shelters, tents and vehicles, according to Lhasa, the 2026 Greater Los Angeles Homeless count will feature improvements in staffing support and the training materials have been simplified to ensure consistency across all LA regions. Lahsa is seeking to recruit 6500 volunteers to assist with the homeless count, which is taking place this year on January 20th, 21st and 22nd. For more information or to register as a volunteer, go to Count La HSA dot org. Councilwoman Heather Hutt reviewed 2025 with improvements on key issues in her district underway. HUD's 2026 resolutions are for more progress in housing continued expansion of parks and keeping the economy strong. I'm Councilwoman Heather Hutt of the 10th district City of Los Angeles. I am proud of the work that we've been able to do. I'm proud of government and community working together since I got here in 2022. We've really been working on homelessness and I'm proud to say we've successfully brought down homelessness in our district by 29, and we've gotten over 2000 people in permanent housing. I'm really proud of that. And, you know, it's not over. There's more work to be done. I'm committed to using every city resource to bring more parks into CD ten. We're currently working on a plan to do a major expansion to Seoul International Park. In the past few months, we've secured major renovations to be made to Chateau Park and Lafayette Park, and we also just finished renovating the football field here at Obama Sports Complex. So when we think of Koreatown, it's a very dense population. And in going outside the box, thinking of ways to make spaces usable is why we expanded poppycock Library to make a library park and we should see the completion of that restroom with the World Cup all star weekend Super Bowl and the Olympics all heading to Los Angeles, we're standing on the edge of a massive economic boom , but a boom only matters if the wealth stays in the neighborhood . This is why our office launched our small business workshop series by giving our local businesses access to tools like Ramp, they can position themselves to secure formal city contracts, transforming them from spectators into vendors and workers that will make these games possible. We're going to celebrate all the words of Martin Luther King. We have the MLK parade coming in January. I'm excited. It's running all through the 10th district, so come out to King Boulevard and see all of the joy that comes with the Civil rights fight. And then love. Hut it is something I do in Women's Month to remind women about how important they are, and to know that I care about their struggle. I can't believe we're almost at 26. Continuing to get our unhoused neighbors the housing and resources they need. That's number one. Every single day. Continue growing Park space across the district. There are so many children and families who have limited access to being outside to be in parks in our district, and I feel like they're a necessity. So I'm committing to making sure we bounce again. I feel like we've had some lessons learned in 25, 25, showed how resilient Los Angeles is, and then we'll move on with that strength and resilience in 26. All the good boy and girl dogs at the LA animal Services shelters got holiday treats and toys, while the generous gifts are a help, the intention is to highlight the dogs and help get them into their forever homes. Today, the Karen Cooper Foundation brought Santa sacks for the dogs across our six animal services centers . We're actually bringing Christmas toys to the shelter here. Actually, there's 1100 toys that we're bringing really wonderful toys and treats for all the shelter dogs that are here. What else can I say? Christmas came early for the shelter pets in LA city. We know these shelter dogs don't really have that much of an opportunity to have any joy during the holidays, so what we do is we bring them all these treats. The other reason that we do it is to draw attention to adoptions that are so much needed. Any animal that goes to a home, it's so important for us because it makes much needed space in the shelters. We wanted to adopt a dog, so he just came and he fell in love. One of the dogs and I was at work when he told me he already adopted him and I was like, why didn't you tell me? And then when I came to visited him, I'm like, my heart melted too. So I'm like, so happy that he decided to get this dog. Super happy right now. I know we're both super happy right now. That's all I can say. Michelle and I are here for this cause we're here to bring Christmas to them. But at the end of the day, what needs to really happen is these little guys and gals need to be in their forever homes. It's really helpful to adopt a dog that would change a life to find more ways to support the department, whether it's volunteering, adopting, or donating, you can visit LA Animal Services, dot com. The recent LA rains couldn't dent the community spirit on display at the annual Kwanzaa festival. In fact, legend has it that rain on this parade is a sign of good luck and blessings to come. The question came up what are we going to do for Kwanzaa? Why don't we do a parade? For With the Kwanzaa, every day does is it brings in the new year. The theme of this year's Gorilla Day is kerfuffle, which is literally resurrection and so we're in a resurrection period. I mean, Kwanzaa to me, is celebrating black pride. So just to have this moment for us to be able to gather together and do something meaningful with no drama, fun times. Leimert Park is always a good time. I'm excited to be out here getting these ladies 39 and over. We get out here double done a line dance, hula hoop, play games, encourage each other. Just bringing back childhood nostalgia. We get excited about all the fun, the cards in the marching and the walking and all the good things that are in this community. Just glad to be here and grateful at 77, to be able to hang with the young folks now. When you walk in the ring at Kwanzaa time, you got blessings. That's the things you remember. The more it rains, the greater the blessings. LA Civil Rights Department is firmly focused on ensuring that hate has no home in LA. Executive director Kapri Maddox spoke about the department's year of action, campaigning for civil rights and civil society, and a Los Angeles that lights the way for all. Hate has no home in Los Angeles. The relaunch of the campaign, called Just Say Hello, sends a strong message that hate has no home in Los Angeles. We want to build a sense of community, a welcoming feeling with Angelenos. So our reparations report is about 400 pages of the African American experience in Los Angeles, over a 100 year period. There are so many spaces where your color speaks before you do. In America, but even in the city of Angels. And so we want to be intentional to send a strong message that we cannot unsee some of the harms of the past, some of the traumas and to think about how we can, as a city, right those wrongs. We want to be a city where people can live their best lives regardless of how they identify. We stand with folks while they're going through their transition, while they're looking for jobs. And so when you think about the LGBTQ plus community being discriminated in the workplace, particularly the transgender population, we want to make sure we have a pathway for people to be self-sustaining in Los Angeles, making sure that we have housing as well as job fairs for this targeted population is a just service. I just want to say I love AAPI month, Asian American Pacific Islander Month is one of my favorite months in the city. I love the celebration, the food, the colors, the community, the pride. Of course, we had a number of elected officials, including our very own John Lee , Nithya Raman and many others. That's what I really love about our elected officials is you may represent a group in your identity, but you go out and you celebrate all of Los Angeles every Heritage Month. We call our service day. Tom Labonge Day of Service. Tom Labonge loved people, oftentimes bringing together people from different backgrounds and the opportunity for us to do Tom Labonge Day of service gave us a moment for people to work shoulder to shoulder with their fellow Angelenos and have that common connection of wanting to serve. We need to understand that it takes all of us to build a better Los Angeles. We are intentional here at LA Civil Rights to say, regardless of your faith, we stand with you. We don't have a hate crime stopping at the door just based on your skin color or how you identify. We also have tremendous hate crimes happening against folks based on their faith. So we want to be unified with all faiths to say, we see you, we stand with you, we celebrate you, and we want to create a Los Angeles where people are free to worship as they wish and to not feel like they're at risk if they're going to temple or going to the mosque or going to their churches. We've been able to support folks with know Your Rights information with Angelenos. We even had a Know Your Rights fair at my beloved Cal State LA, where we had 19 service organizations to provide advice , guidance, resources for students at the Cal State LA campus during one of the toughest times of the Ice raids in the City of Angels. When I think about the We Belong campaign, it's something I'm super excited about because we wanted to send a message to our immigrants that you belong here. And so the campaign is I belong. You belong, we belong. You know , people often say in hate, go back to where you belong. We wanted to blanket the city with a message that everyone belongs . We were intentional to do this in a number of languages, but our first language out of the box, we did it in Spanish. Many of us have come from different places and spaces for the freedom and the liberties Los Angeles offers us all. Our city is strong. We are standing with all communities. I want you to know we have your back. We are here for you and we are building a Los Angeles for all. In this week's Things to Do help keep MLK Jr's dream alive at freedom Festival. BUT WE'LL MAKE NOTATION THAT THE ECONOMIC AND DEVELOPMENT AND JOBS COMMITTEE REPORT SHOULD BE ADOPTED BY COUNCIL THEN. THANK YOU. >> Council President: ALL RIGHT. COUNCILMEMBER JURADO? >> Y. Jurado: THANK YOU, COUNCIL PRESIDENT. ON MONDAY ICE RECEIVED THROUGH NORTHEAST LOS ANGELES, I RECEIVED A SIGHTING AT EAGLE ROCK PLAZA. DETENSIONS IN HIGHLAND PARK AND HE EL SERENO. THIS WEEK I'VE SEEN REPORTS OF ICE IN GLENDALE, CYPRESS PARK AND MORE. PEOPLE WERE TAKEN FROM PLACES WHERE THEY SHOP AND GATHER WHERE THEY LIVE THEIR DAILY LIVES. LET'S BE CLEAR WHAT HAPPENED. PARENTS WERE TAKEN, WORKERS WERE TAKEN, COMMUNITY MEMBERS WERE TAKEN AND THIS ALL HAPPENED ON THE FIRST DAY BACK TO SCHOOL AFTER WINTER BREAK. CHILDREN RETURNED TO SCHOOL WITH THE EXCITEMENT OF SEEING THEIR TEACHERS AND CLASSMATES AND FRIENDS AT THE START OF A NEW YEAR. AND SOME RETURNED HOME THAT NIGHT TO ONE LAST PARENT. THESE RAIDS ARE NOT ABOUT SAFETY THEY'RE ABOUT POLITICAL THEATER AND THEY'RE MEANT TO PUSH IMMIGRANT COMMUNITIES FURTHER INTO THE SHADOW. WLET ME SAY THIS CLEARLY, OUR NEIGHBORS SHOWED UP, RAPID RESPONSE NETWORK, MOBILIZED IMMEDIATELY AND NOTIFIED OUR OFFICE AND PEOPLE DOCUMENTED WHAT WAS HAPPENING. THAT IS WHAT SOLIDARITY LOOKS LIKE. OUR OFFICE WAS ABLE TO RESPOND QUICKLY BECAUSE FTS OF THE TIRELESS EFFORT OF THESE NETWORKS. A FILIPINO COMMUNITY ORGANIZING GROUP HAS BEEN AN ORDINARY SOURCE OF REALTIME. RAPIDLY DID I SIM NATURE INFORMATION AND KEEP NEIGHBORS SAFE IS BOTH COURAGEOUS AND HONORABLE. TODAY WE'RE HAPPY TO HEAR FROM JUNE, SHE AND HER FRIENDS HAVE BEEN MONITORING THE GROUND AND WARNING THE RESIDENTS OF ISAAC TIFFITY. THIS WORK IS SO DANGEROUS BUT SO SO INVALUABLE. AND NOW I TURN IT OVER TO JUNE. >> Speaker: THANK YOU SO MUCH, COUNCILMEMBER JURADO AND GOOD MORNING EVERYONE. MY NAME IS JUNE, I'M WITH TANGO MOVEMENT. TRANSLATES INTO ENGLISH IS DEFEND MIGRANT'S MOVEMENT. WE'RE IN THE ORGANIZATION OF STUD EPT GROUPS, OF HEALTHCARE WORKERS, OF PROFESSIONALS OF FAITH LEADERS WHO HAVE COME TOGETHER NOT JUST ACROSS LOS ANGELES BUT ACROSS THE U.S. WHO ARE DEFENDING THE RIGHTS AND WELFARE OF FILIPINO MIGRANT WORKERS OF WORKERS OF MIGRANT FAMILIES. WE'VE SEEN NATIONALLY, ICE HAS BECOME MORE EMBOLDEN TO HARM OUR COMMUNITIES AND WE THANK COUNCILMEMBER JURADO FOR HER PARTNERSHIP WITH OUR COMMUNITY ORGANIZATIONS. OUR WORK WITH HER ACTUALLY SPANS YEARS IN THE MAKING AND IT'S BEEN ABLE TO PROVIDE SERVICES, NOT ONLY TO PEOPLE IN HER CONSTITUENCY BUT ALSO TO PLACES LIKE HISTORIC FILIPINO TOWN, SAN FERNANDO VALLEY. AND I WANTED TO BEGIN THIS PRESENTATION BY SHARING A SPECIFIC STORY OF A FILIPINA MIGRANT WORKER, A CAREGIVER FOR PRIVACY PURPOSES, I'LL CALL HER TITA. WE MET HER DURING THE OUT REACH OF WILDFIRES THAT IMPACTED NORTHEAST L.A. AND SHE HAS CONTINUED TO FACE HOUSING INSECURITY, JOB INSECURITY BUT WE HAVE BUILT WITH HER AND SHE HAS JOINED OUR ORGANIZATIONS. AND MORE RECENTLY IT WAS HER THAT NOTIFIED US OF ICE PRESIDENT IN EAGLE ROCK PLAZA. IT A PLACE WHERE SHE GETS HER GROCERIES, GOES TO THE BANK THERE AND ALSO SPENDS TIME WITH HER COMMUNITY THERE. EAGLE ROCK PLAZA IS SUCH A HUB FOR FILIPINO COMMUNITY AND WE WANT TO CONTINUE TO PARTNER WITH COUNCILMEMBERS AND WE ENCOURAGE OTHER COUNCILMEMBERS HERE TO SUPPORT COMMUNITY ORGANIZATIONS WHO ARE DOING THE WORK ON THE GROUND. IT IS THROUGH THIS PARTNERSHIP, IT IS THROUGH THIS CONTINUED COLLABORATION THAT WE'RE ABLE TO DEFEND OUR COMMUNITIES AGAINST THE HARMFUL, POLICIES, IMMIGRATION POLICIES UNDER THIS ADMINISTRATION. AND AGAINST THE HARMFUL PRESENCE OF ICE. YOU KNOW, RENEE NICOLE GOOD AND KEITH PORTER ALL SHOULD HAVE BEEN EXAMPLES OF US TAKING ICE PRESENCE SERIOUSLY IN OUR COMMUNITY. I DIFFER MY TIME. BUT THANK YOU SO MUCH AND LET'S CONTINUE TO BUILD PEOPLE POWER. [APPLAUSE] >> Y. Jurado: THANK YOU. THANK YOU, JUNE FOR YOUR HEARTFELT WORDS AND FOR BEING ON THE FRONTLINE FOR PROTECTING THOSE IN OUR COMMUNITY. AS WE KNOW ICE RAIDS CONTINUE TO HAPPEN AND FOR API POPULATIONS, IT'S A LITTLE BIT DIFFERENT. IT'S NOT AS OBVIOUS, THEY'RE COMING TO IMMIGRATION APPOINTMENTS. THEY'RE GOING TO THEIR COURT APPOINTMENTS. IT'S GOING TO REGULARLY SCHEDULED MEETINGS FOR LAWFUL ACTIVITIES IS WHERE OUR FOLKS ARE BEING DETAINED. AND NOW THEY'RE COMING TO PRIMARILY A COMMUNITIES OF COLOR LIKE EAGLE ROCK AND HIGHLAND PARK, ESPECIALLY THOSE WORKING CLASS AND PRETTY OUTSPOKEN ABOUT HOW THEY FEEL ABOUT THE FEDERAL GOVERNMENT AND FEDERAL ICE ENFORCEMENT. SO IT REALLY TAKES A LOT OF COURAGE TO BE OUT THERE AND SO I WANT TO THANK JUNE, FOR DOING THE WORK THAT YOU KNOW, HONESTY IS, OFTEN TIMES THANKLESS AND HIDDEN AND REALLY NECESSARY. SO THANK YOU, JUNE. >> Council President: THANK YOU, JUNE AND THANK YOU SOUFP COUNCILMEMBER JURADO FOR THAT TESTIMONY. WE APPRECIATE HELPING US CONTINUE TO SHINE THE LIGHT FROM THIS CHAMBER TO THE COUNTRY AND THE WORLD. OKAY, WE'LL BEGIN TO CALL NAMES FOR PUBLIC COMMENT. AND JUST SO YOU KNOW, WE HAVE LESS THAN TEN PEOPLE SIGNED UP FR PUBLIC COMMENT. SO WE EXPECT TO BE DONE WITH PUBLIC COMMENT BY ABOUT 10:40. AND JUST TO THE AUDIENCE, WE'VE GOT. WE'RE A BEAR QUORUM AND WE NEED TEN VOTES TO GET TO BUSINESS. SO THE FASTER WE GET TO VOTE, THE BETTER FOR EVERYONE. >> Clerk: WE'LL BE CALLING OUT THE FIRST FIVE NAMES. LAURA F, SMOKE M, KRISTIN P, AND JESUS GONZALEZ. >> City Attorney: ONCE YOU HEAR YOUR NAME CALLED ALOUD YOU CAN LINE UP ON THE LEFT-HAND SIDE IN ANY ORDER. DON'T SEE ANYBODY STANDING UP. CAN WE READ ADDITIONAL NAMES. >> Clerk: HARRIETTE ELLIOT, RAFAEL A, AND AUDIT L. >> City Attorney: GOOD MORNING, WHICH ITEMS WOULD YOU LIKE TO SPEAK TO? >> Speaker: GENERAL. >> City Attorney: YOU HAVE ONE MINUTE. >> Speaker: [SPEAKING SPANISH] >> Interpreter: THIS PAST FRIDAY, THERE WAS A MAN HERE. >> Speaker: [SPEAKING SPANISH] >> Interpreter: HE SAID WE WANT A REVOLUTION AND I THINK THIS IS A TRICK FROM THE CIA TO TER EYES THE MEMBERS OF THE COUNCIL. >> Speaker: GRACIAS. [SPEAKING SPANISH] >> Interpreter: HE MAY NOT BE CONSCIOUS OF THIS. >> Speaker: [SPEAKING SPANISH] >> Interpreter: THIS WEEKEND I ATTENDED A CONFERENCE ABOUT PEOPLE SPEAKING ABOUT THE EARTHQUAKE. >> Speaker: [SPEAKING SPANISH] >> Interpreter: CA TYCLISM IS FASCISM. >> City Attorney: NEXT SPEAKER. GOOD MORNING, WHICH ITEMS WOULD YOU LIKE TO SPEAK TO? >> Speaker: [SPEAKING SPANISH] >> Interpreter: [SPEAKING SPANISH] >> Speaker: [SPEAKING SPANISH] >> Interpreter: I'M HERE BECAUSE OF A BILL THAT I HAVE ALREADY PAID BUT I DON'T KNOW WHY THEY'RE TRYING TO CHARGE ME AGAIN FOR THIS. >> Speaker: IF YOU WANT TO SPEAK TO ?B ABOUT A SPECIFIC ITEM WE CAN MEET YOU ON THE SIDE FROM THE COUNCIL DISTRICT THAT YOU'RE SPEAKING ABOUT. >> Interpreter: [SPEAKING SPANISH] >> Interpreter: YES. >> Speaker: SI. >> City Attorney: NEXT SPEAKER. GOOD MORNING, WHICH ITEMS WOULD YOU LIKE TO SPEAK TO? >> Speaker: GOOD MORNING, I WANTED TO TALK ABOUT THE ICE SITUATION REAL QUICK. >> City Attorney: OKAY, YOU HAVE ONE MINUTE FOR GENERAL PUBLIC COMMENT. THANK YOU. >> Speaker: THANK YOU. SO I TALK TODAY ABOUT A POST ABOUT THE FIRST COUNCIL MEETING. TOWARDS THE END OF THE POST-IT SAID THAT COUNCILMEMBER MONICA RODRIGUEZ HAD SAID WITHOUT CALLING ANYONE BY NAME, SHE SAID THAT THEY'RE BEING PREVENTIVE FROM ACTING. CERTAIN ACTIONS THAT COUNCIL CAN TAKE TO MITIGATE ICE. PREVENTING THEM FROM BEING WIDELY DEBATED ON THE FLOOR. SHE SAID THEY'RE COMPLICITY ON WHAT IS GOING ON AND PUBLIC IS RIGHT TO BE FRUSTRATED. SO HERE I AM. ONE OF THE BIGGEST PROBLEM IS NAZI GERMANY, SINCE THE MURDER OF RENEE GOOD AND KEITH PORTER ON NEW YEAR'S EVE, PROTEST WHERE IT FEELS LIKE EVERY CORNER IN THE U.S., CLOWN SHOW OF A FEDERAL DEPARTMENT, AMERICAN TAX DOLLARS AT WORK. >> City Attorney: THANK YOU, NXT SPEAKER. >> City Attorney: AND I THINK THEY ARE GETTING THE WIRELESS MICROPHONE. DO YOU WANT TO READ MORE NAMES? OKAY, GO AHEAD. >> Council President: ALL THE NAMES HAVE BEEN CALLED. >> City Attorney: THREE MINUTES FOR THE ITEMS AND ONE MINUTE FOR GENERAL PUBLIC COMMENT. GO AHEAD. >> Speaker: OKAY, I WANT TO TALK ABOUT. I FORGET THE NUMBERS BUT THE ONE THAT YOU'RE NOT TRYING TO HAVE FEES FOR THIS AND REMOVE FEES OF THAT. IT'S IN THERE, I TOOK PICTURES. IT'S IN THERE. YOU NEED ME TO PAUSE MY TIME SO YOU CAN LOOK IT UP. >> City Attorney: GO AHEAD. >> Speaker: IT'S SOMETHING ABOUT VAN NUYS. SO I'M ALL FOR GIVING A BREAK FOR THE PEOPLE FOR THE ABILITY, LADBS PERMITS OR WHATEVER, EXCEPT YOU HAVE, I DON'T NEED JUST THE CHURCH OF SCIENTOLOGY, BUT OTHER OTHER CHURCHES THAT ARE TAX-FREE AND YOU KEEP GIVING THEM BREAKS. I'M NOT AGAINST ANYTHING, BECAUSE MR. LEE STILL OWES ME AN APOLOGY. THIS IS LEGIT, BECAUSE THIS ENTITY THAT JUST TAKES SO MUCH FROM THE CITY, GIVES NOTHING IN RETURN EXCEPT MAYBE AN OCCASION AL CLEAN UP TO HELP RECRUIT PEOPLE. AND YOU KNOW, THEY'RE GETTING ALL OF THIS TAX-FREE STUFF. AND FOR VAN NUYS, YEAH, THEY SHOULD BE GETTING BREAKS. THEY'RE THE ONES WHO SHOULD BE GETTING THE BREAKS. NOT A BILLION DOLLARS TAX-FREE EXEMPT THING THAT IS RUN BY A BUNCH OF CRIMINALS. AND, YOU KNOW, AND SHOUT OUT TO SMOKING SCAN AND STUFF LIKE THAT, BECAUSE I'M HOPING THEY AGREE. THERE IS OTHER THINGS TOO AND LIKE I SAID ANYTHING THAT MR. LEE IS PUTTING OUT ON HERE, I HAVE TO SAYS NO UNTIL I GET MY APOLOGY. OTHER THAN THAT, THEN I'LL RECONSIDER. AND BUT UNTIL THEN, NO. AND I FORGET THE REST OF THE STUFF, JUST LET ME GO TO PUBLIC COMMENT. >> City Attorney: OKAY, YOU HAVE ONE MINUTE. GO AHEAD. >> Speaker: OKAY, I'M DISGUSTED BECAUSE THIS CITY IS CONTINUING, FOR THE SHRINE AUDITORIUM, SCIENTOLOGY'S NEW YEAR'S EVE EVENT YOU SHUT DOWN THE STREETS AND SIDEWALK. THEY DON'T HAVE THE LEGAL STATUS TO DO THAT. YOU CAN'T PREVENT THE PEDESTRIANS FROM GOING TO THE SIDEWALK, BUT YOUDID. THEY VIEW EVERYBODY'S ID TO SEE IF THEY BE LONGDS ON THAT STREET. ANY PUBLIC MEMBERS BELONGS ON THE STREET. YOU'RE GOING TO GET SUED BIG TIME. AND THEN YOU SHUT DOWN ALL THE STREETS AROUND IT, EVEN THOUGH IT WAS INDOORS. YOU STILL SHUT DOWN ALL THE STREETS BECAUSE YOU KNOW WHY? SCIENTOLOGY, DID NOT WANT LAURA OVER THERE TO GET A GLIMS OF HER FATHER AND POSSIBLY TRY TO GET HIM OUT OF THEIR CULT. THEY SPEND 42,000 FOR THAT. THERE IS NO REASON TO CUT--. >> City Attorney: SPEAKER YOUR TIME IS EXPIRED. >> City Attorney: GOOD MORNING, WHICH ITEM WOULD YOU LIKE TO SPEAK TO? >> Speaker: PUBLIC COMMENT. >> City Attorney: YOU HAVE A MINUTE, GO AHEAD. >> Speaker: THE DIVORCE BETWEEN SCIENTOLOGY AND THE CITY. THAT MEANS ALL OF IENS TOLOGY GROUPS SUCH AS NARCON, YOUR NEW DRUG FREE PROGRAM, LET'S SEE, WISE ABLE, HOW ABOUT THE, THE OFFER SERVICES ON HOLLYWOOD OR THE GALAXY PRESS WHO PAYS FOR THE WHOLE FUCKEN HOLLYWOOD PARADE. WINTER WONDERLAND, NOW 4 2000 FORECLOSURE AND STREET PERMITS AND ALL THAT FOR SCIENTOLOGY FOR ONE NIGHT? 3 3000 OF THAT GOES TO FIVE LAPD OFFICERS. TWO OF THE SUPERVISORS WHO WERE LITERALLY FORCING THE PREPROTESTERS WHICH ARE NOT PROTESTERS, THESE ARE CHILDREN OF THE CULT STUCK IN THERE LIKE MY FATHER TRYING TO GET OUT. THEY HAD THEIR SLAVES IDING. >> City Attorney: SPEAKER, YOUR TIME IS EXPIRED. SPEAKER, WE HAVE TO TREAT EVERYONE EQUALLY. OKAY. SPEAKER, THIS IS YOUR FIRST AND ONLY FORMAL WARNING. AGAIN, WE HAVE TO TREAT EVERYONE EQUALLY, SO FOR GENERAL PUBLIC COMMENT, EVERYONE GETS A MINUTE. IF YOU WOULD LIKE TO HAVE ADDITIONAL COMMENTS IN WRITING, EVERYBODY IS WELCOMED TO DO SO IF YOU RUN OUT OF TIME, YOU CAN DO SO AT COUNCIL COMMENT.COM. THANK YOU. >> Council President: ALL RIGHT, WE HAVE THREE ADDITIONAL PEOPLE THAT HAVE SIGNED UP AND WE'RE NOT AT TIME YET. SO WE'LL CALL ON THOSE PEOPLE NOW. >> Clerk: DENISE, FREDERICK AND TY FORMAN. >> City Attorney: GOOD MORNING, WHICH ITEMS. >> Speaker: GOOD MORNING, MY CONCERN IS THE APPROPRIATE BEHAVIOR BEING PRACTICES FOR THESE PROCEEDINGS TO MOVE FORWARD. WE CANNOT BUILD PEOPLE POWER WITHOUT ENTAILING WHAT IT IS TO BE THE PEOPLE. ADULTS STATUS IN OUR ENVIRONMENT HAS NEVER BEEN REALLY REALIZED. WE ARE, WE HAVE NEVER AS A RAISE TRULY EXPLORED THE PHENOMENA. WE ARE THE WORLD, WE ARE THE CHILDREN, WE ARE THE UNIVERSE, WE ARE THE ADULTS. ADULT STATUS IS NOT MEASURED BY THE NUMBER OF REVOLUTIONS AROUND THE EARTH, AROUND THE SUN BY THE EARTH. THAT'S ASTROLOGY, THAT'S THE DUBIOUS PRACTICE OF ASTROLOGY. ADULT MEASURES THEIR WORTH BY A CRITICAL DETERMINING NUMBER OF CREATIVE PRINCIPLES ACCUMULATED. DIVIDE AND CONCUR IS NOT A PRINCIPAL. >> City Attorney: THANK YOU, AS WE WAIT FOR THE NEXT SPEAKER TO COME UP. JUST AS A REMINDER TO EVERYONE, WHILE GENERAL PUBLIC COMMENT IS BROAD, IT DOES NEED TO BE TIED TO A CITY JURISDICTION. GOOD MORNING, WHICH ITEM WOULD YOU LIKE TO SPEAK TO? >> Speaker: 31. >> City Attorney: 31 HAS BEEN CONTINUED BUT YOU CAN SPEAK ABOUT IT DURING PUBLIC COMMENT. >> Speaker: I'M THE MANAGER OF MOTION--I WOULD LIKE TO EXPRESS OUR SUPPORT FOR THE MOTION BY COUNCILMEMBER BLUMENFIELD AND WE'RE HAPPY TO WORK WITH THE CONCEPT THAT WE'RE ALL WORKING ON TODAY WITH THE BOARD OF PUBLIC WORKS, WITH THE COUNCILMEMBERS TO STREAMLINE AND MAKE FILMING MORE AFFORDABLE FOR THE INDUSTRY WITH OUR BOARD-LEAD INDUSTRY PEOPLE. SOY JUST WANTED TO EXPRESS THAT SENTIMENT. THANK YOU. >> City Attorney: THANK YOU. >> City Attorney: GOOD MORNING, WHICH ITEM WOULD YOU LIKE TO SPEAK TO? >> Speaker: THIS IS GENERAL PUBLIC COMMENT. >> City Attorney: YOU HAVE ONE MINUTE. >> Speaker: I NEED TO MAKE A COMMENT TO SOLUTIO OF ICE. SOMETHING I'M WORKING THROUGHOUT LOS ANGELES AND NOW INTERACTING WITH THE VARIOUS GOVERNMENTS. MY IDEA RIGHT NOW AND TO PRESENT TO CITY COUNCIL IS EXTENDING PROTECTIONS ALONG THE UNITED STATES MEXICO CANADA USING THAT AS A BASIS TO PROTECT INTERNATIONALLY. I WENT TO SCHOOL FOR INTERNATIONAL RELATIONS, MET THE CONSULATE GENERAL OF THE EMBASSY OF MEXICO IN LOS ANGELES. THE OTHER THING, SOMETHING CALLED SPACE CALIFORNIA, I WANT TO GET YOUR GUY'S ATTENTION RAISES UPON AN AXILLARY DEPARTMENT. THAT'S IT, I WISH YOU ALL A BEAUTIFUL DAY. GOD BLESS. >> Council President: ALL RIGHT, THAT CONCLUDES--. >> Clerk: PUBLIC COMMENT PERIOD HAS NOW CONCLUDED. >> Council President: ALL RIGHT, MADAM CLERK, WHAT IS BEFORE US? >> Clerk: MR. PRESIDENT, COUNCIL MAY NOW VOTE ON ITEMS 2, 6 THROUGH 11, 13, 14, 16 THROUGH 28, 30, 32 AND 34, SIR. >> Council President: ALL RGHT, LET'S OPEN THE ROLL ON THOSE ITEMS, CLOSE THE ROLL, TABULATE THE VOTE. >> Clerk: 12 AYES. >> Council President: ALL RIGHT, WHAT'S NEXT? >> Clerk: NEXT ARE THE CLOSE SESSION ITEMS, AND THOSE ARE ITEM 34 THROUGH 47 AND AT THE BEGINNING OF THE MEETING COUNCILMEMBER McOSKER MENTIONED THAT THOSE MAY ALL BE VOTED ON IN OPEN SESSION, SIR. Raman: GOOD MORNING, EVERYBODY. I WANTED TO TODAY, IS IS THE 14th, AND ON THE 20th, WE WILL HAVE OUR ANNUAL HOMELESS COUNT. AND I JUST WANTED TO REMIND EVERYONE HERE THAT THAT COUNT IS ANNUAL COUNT WHICH ALLOWS US TO SATISFY OUR HOUSING AND URBAN DEPARTMENT REGULATIONS AND IS OUR ANNUAL ASSESSMENT OF HOW MANY PEOPLE ARE LIVING IN THE STREETS OF LOS ANGELES EVERY YEAR. IT'S A VOLUNTEER LEAD COUNT AND THE MORE PEOPLE THAT DO IT, THE MORE ACCURATE THE NUMBERS ARE. WE WANT EVERYONE TO SIGN UP AS EARLY AS POSSIBLE. LAST YEAR, WE HAD A SHORTAGE OF VOLUNTEERS, ESPECIALLY IN VALLEY SITES. WE'RE GOING TO BE HOSTING A VALLEY SITE AT STUDIO CITY, AT THE FIRST CHRISTIAN CHURCH OF NORTH HOLLYWOOD. AND I JUST WANTED TO ENCOURAGE EVERYONE FOR THIS WEEK'S NEWSLETTERS. I KNOW YOU SEND OUT A LIVELY NEWSLETTER PLEASE PLEASE PLEASE, ENCOURAGE YOUR CONSTITUENTS TO SIGN UP FOR THE HOMELESS COUNT AND TO SIGN UP IS POSSIBLE THROUGH THE WEBSITE, THEYCOUNTWILLYOU.ORG AND THE HOMELESS COUNT WILL BE NEXT WEEK. AND WE EN XAOURJ EVERYONE TO DO THIS. AND I DO JUST WANT TO SAY, AS SOMEBODY WHO HAS MANED HOMELESS COUNT SITES FOR A LONG TIME, WELL BEFORE I WAS ELECTED AND ACTUALLY RAN THEM AS A VOLUNTEER, HELPED TO RUN THEM AS A VOLUNTEER. IT'S ONE OF THOSE MOMENTS, YOU KNOW WHEN YOU HAVE A CLEAR ANSWER OF HOW CAN I HELP? PEOPLE COME TO US ALL THE TIME AND SAY HOW CAN I HELP? AND THE HOMELESS COUNT IS IS THE BEST WAY TO DO THAT. IT IS SAFE, YOU LEARN ABOUT HOMELESSNESS DOING IT. SO I ENCOURAGE EVERYONE TO PUT THIS IN YOUR NEWSLETTERS EVERY WEEK. WE WILL RECRUIT AS MANY PEOPLE AS POSSIBLE. TELL PEOPLE ABOUT IT IN YOUR SOCIAL MEDIA. THANK YOU. >> THANK YOU SO MUCH, COUNCILMEMBER RAMAN AND WE'LL KEEP ANNOUNCING THAT AT EVERY MEETING UNTIL WE GET THERE. BECAUSE IT'S ONE OF THE MOST IMPORTANT THINGS THAT WE DO THROUGHOUT THE YEAR. COUNCILMEMBER JURADO? >> Y. Jurado: THANK YOU, COUNCIL PRESIDENT. I WANTED TO GIVE A SHOUT OUT TO AN OFFICER THAT HAS WORKED THE FOURTH FLOOR SINCE I GOT HERE. HE RETIRED LAST WEEK, HIS NAME IS RAUL RAMOS, I DIDN'T GET TO SAY PROPERLY GOOD-BYE. HE'S ONE OF THE FIRST PEOPLE THAT I MET ON THIS BUILDING. HE'S BEEN ON THE FOURTH FLOOR KEEPING US SAFE. HE'S A CD14 FORMER RESIDENT IN BOYLE HEIGHTS. HIS FATHER PASSED AWAY THIS PAST YEAR, AND HE WAS TAKING CARE OF HIM. SO BEHIND A SMILEY FACE, WAS A SMILEY FACE, BUT SAD. MY FIRST EXPERIENCE WAS WHEN I I DIDN'T HAVE MY BADGE AND HE COULDN'T LET ME UNTIL THE OFFICE . SO I WANT TO SAY, RAUL WHERE EVER YOU ARE, I CONGRATULATIONS. THANK YOU FOR YOUR SERVICE AND ALL THE LAUGHS THAT WE'VE HAD THIS PAST YEAR. >> Council President: THANK YOU VERY MUCH, COUNCILMEMBER JURADO. WE HAVE TO FIGURE OUT HOW TO GET HIM IN THE CHAMBERS SO WE CAN CELEBRATE APPROPRIATELY. COUNCILMEMBER LEE. >> J. Lee: THANK YOU, MR. PRESIDENT. MY IS FOR AN EVENT HAPPENING TONIGHT. THE FOO FIGHTERS ARE PUTTING ON A EVENT TONIGHT FOR FOOD MISSION, TO RAISE MONEY 100 PERCENT OF THE PROCEEDS GOES TO HELP THE ORGANIZATIONS. IT'S AT THE FORUM TONIGHT AND WANTED TO THANK DAVE AND THE REST OF THE BAND, THEY ALWAYS SHOW UP TO DIFFERENT EVENTS WHETHER WE'RE ROLLING MEAT BALLS OR PUTTING ON A BBQ, HELPING US FEED THOUSANDS OF PEOPLE THROUGHOUT THE SAN FERNANDO VALLEY. THE BAND MEMBERS ESPECIALLY DAVE GROHL HAS BEEN A HELPFUL PART OF BRINGING ATTENTION TO WHAT IS HAPPENING IN OUR STREETS AND DOING WHATEVER THEY CAN TO HELP OUT. I HOPE TO SEE YOU AT THE CONCERT TONIGHT. >> Council President: TO YOU MR. LEE AND THANK YOU TO DAVE GROHL IN THE BAND, HE'S ONE OF THE BEST DRUMERS AND BEST HUMAN BEINGS. MR. SOTO-MARTINEZ. >> H. Soto-Martinez: THANK YOU VERY MUCH COUNCIL PRESIDENT. YOU KNOW, OVER THE BREAK, THERE WAS A LOT OF RAIN, AND A LOT OF WIND AND IF YOU LIVE IN DISTRICT 13 AND MANY PARTS OF THE CITY, YOU'RE PROBABLY DEALING WITH A TON OF PALM. SO I WANT TO ENCOURAGE FOLKS WHEN YOU SEE PAWN FRANS, BE VERY CAREFUL. PLEASE CALL 311 PUT IN A SERVICE REQUEST BUT IN YOU'RE IN 13, PLEASE CALL OUR 213-207-2155. YOU CANNOT PUT THEM THROUGH THE SHREDER, SO WE WANT PEOPLE TO BE CAREFUL, WE DON'T WANT TO RUIN ANY EQUIPMENT WHILE YOU'RE OUT THERE. AND I ALSO WANT TO MENTION AS YOU ALL KNOW, I'M A BIG BELIEVER OF HAVING ALTERNATIVE MODES OF TRANSPORTATION. WE PUT 2.1 MILES OF PROTECTIVE BIKE LANES IN ICONIC HOLLYWOOD BOULEVARD AND PEOPLE ARE LOVING THEM. BUT WE'RE ALSO LOOKING AT CD13 AS A BLANK CANVASS, BECAUSE WHEN WE CAME INTO OFFICE, WE DIDN'T HAVE ANYTHING. SO HAVING 2.3 MILES IS GREAT. BUT WE ALSO HAVE WANT TO HAVE RAPID TRANSIT AND OPTIONS FOR PEOPLE. AND WE'RE NOW LOOKING AT SUNSET BOULEVARD, WE'RE LOOKING AT SUNSET BOULEVARD TO DO A, A BRT LANE SO THAT THAT BUS CAN GO REALLY QUICKLY. AS YOU KNOW, THAT GOES ALL THE WAY TO BEVERLY HILLS. SO THE WORKERS WHO USUALLY TAKE PUBLIC TRANSPORTATION, MAKE LESS THAN $20,000 A YEAR. SO WE WANT TO MAKE SURE THAT THEY CAN GET QUICKER AND NOT SO CAR DEPENDENT. TO THAT END, I WANT TO INVITE FOLKS TO THIS SATURDAY AT 10:00 AM, IN SANTA MONICA AND VERMONT AT THE COMMUNITY ROOM, TYCDC WILL BE HOLDING CONVERSATION ABOUT HOW WE CAN IMPROVE TANSIT, WE ENCOURAGE FOLKS TO COME OUT. PLEASE MAKE YOUR VOICE SOUTH SIDE HEARD. WE WANT TO TAKE INPUT FROM EVERYONE. WE WANT TO MAKE A CHANGE THAT BENEFITS EVERYONE NOT JUST SUPER DEPENDENT ON THE CAR. AND LASTLY, I WANT TO EMPHASIZE WHAT COUNCILMEMBER RAMAN SAID ABOUT THE HOMELESSNESS COUNT. WE KNOW WE HAVE MADE PROGRESS IN THE LAST TWO YEARS. WE'VE SEEN TWO CONSECUTIVE YEARS OF REDUCTION. IN HOLLYWOOD IT'S GONE DOWN BY 20 PERCENT. AND NEARLY TOTAL ELIMINATION OF ENCAMPMENTS, AND WE'VE BEEN DOING THAT WITHOUT ENFORCING 4118, SO WE WANT TO GET AN ACCURATE COUNT AND AS COUNCILMEMBER RAMAN SAID, YOU CAN GO TO THE WEBSITE AND SIGN UP. TUZ FOR INDULGE ME COUNCIL PRESIDENT. THANK YOU EVERYONE. >> Council President: THANK YOU, MR. SOTO-MARTINEZ, I ALWAYS THINK OF YOU WHEN I'M TRYING TO GET HOME FROM THE FARMERS MARKET WHEN THERE IS ONE LANE. AND ALSO THE HOMELESS COUNT TO ME IS ONE OF THE MOST IMPORTANT THINGS TO DO, IT GIVES EVERYONE IN LOS ANGELES, THE OPPORTUNITY TO ONE TO HELP BUT ALSO TO HAVE RECOGNITION OF THE PEOPLE LIVING ON OUR STREETS. ALL TOO OFTEN OUR INSTINCT AS WE LIVE ON THE STREET IS WE GO AROUND THEM AND DO WHAT WE CAN TO MOVE THEM OUT OF THE WAY. AND THE HOMELESS COUNT IS WHEN YOU HAVE TO LOOK AND SEE, OH THIS IS AN OLDER MAN, THIS IS A YOUNGER WOMEN, THIS IS A CHILD, WHOEVER IS LIVING IN THE ENCAMPMENTS IS ONE OF THE MOST IMPORTANT THINGS THAT WE DO. WE'RE GOING TO PUMP THAT UP IN THIS CHAMBER UP UNTIL THAT TIME. EVERY YEAR WE GET A LITTLE BIGGER BUT IT'S NEVER QUITE BIG ENOUGH IN TERMS 69 VOLUNTEERS. MIA NOUNSMENT, MEMBERS IS TODAY AT LA28.ORG IS THIS IS THE FIRST DAY THAT YOU CAN ENTER THE DRAW FOR, FOR LA28 SUMMER OLYMPIC GAMES TICKETS. WE'RE 912 DAYS AWAY FROM THE OPENING CEREMONY. SO TODAY IT OFFICIALLY OPENS UP. WHEN YOU SIGN UP, YOU GET NOTIFIED WHEN TICKETS GET RELEASED AND YOU'LL BE IN THE LINE TO BUY TICKETS SHOULD YOU WANT TO DO THAT. THERE IS A PRIORITY FOR LOS ANGELES RESIDENTS ESPECIALLY THOSE WHO LIVE NEAR THE GAMES, THERE IS SOME PRIORITY PLACEMENT, IF YOU SIGN UP NOW. SOY ENCOURAGE EVERYONE TO SIGN UP. WE'RE EXCITED TO WELCOME THE WORLD TO THE CITY BUT WE WANT TO MAKE SURE THAT ANGELINOS CAN ACTUALLY ENJOY THE GAMES. AND YOU KNOW, AS SOMEBODY WHO IS, I WAS HERE FOR THE L.A., THE L.A. 84 GAMES AND I VOLUNTEERED A LOT. BUT I NEVER MADE IT INSIDE THE STADIUM FOR ONE OF THE EVENTS. SO I'M LOOKING FORWARD TO BE INSIDE THE EVENTS BUT ALSO MAKING SURE LOS ANGELES RESIDENTS HAVE THE OPPORTUNITY TO PARTICIPATE IN THE OLYMPICS. ANY OTHER ANNOUNCEMENTS, MEMBERS? ALL RIGHT, I'LL ASK EVERYONE TO RISE FOR ADJOURNING MOTIONS. AND WE WILL BEGIN WITH MR. McOSKER, THE 15th COUNCIL DISTRICT. >> T. McOsker: THANK YOU, THANK YOU VERY MUCH. DON'T FORGET SIX OF THOSE EVENTS ARE SAILING IN SAN PEDRO SO SIGN UP QUICK. COLLEAGUES. I RISE TO ADJOURN TODAY'S MEETING IN MEMORY OF DR. STELLA PICO ROBINSON. ON BEHALF OF LOS ANGELES, WE EXTEND OUR CONDOLENCES. DR. ROBINSON PAVED THE WAY FOR NURSES OF COLOR AND ESTABLISHED THE PATH FOR MANY. PAST AND PRESENT AND FOR FUTURE HEROES WITHIN THAT PROFESSION. DR. ROBINSON WAS TRULY AN ANGEL OF LOS ANGELES AND SHE WILL BE MISS APPROXIMATED. IN LIEU OF HER FLOWERS, HER FAMILY INVITES YOU TO DONATE TO PICO NURSING AT DEL ARD UNIVERSITY, SHE STARTED TO SUPPORT THE NEXT GENERATION OF NURSES. MAY SHE REST IN PEACE AND POWER. >> Council President: THANK YOU SO MUCH FOR THIS ADJOURNING MOTION. DR. PICO ROBINSON'S STORY IS SO IMPORTANT TO THE CITY. ONE OF THE LITTLE KNOWN STORIES ABOUT L.A. IS THAT IN LOUISIANA, ESPECIALLY BUT IN THE SOUTH IN GENERAL, WOMEN WHO WERE NURSES GOT WORD THAT IF YOU GET TO L.A., YOU CAN GET A JOB AND GET PAID THE SAME AS ANY OTHER NURSE. THAT'S MY GRANDMOTHER GOT TO LOS ANGELES FROM LOUISIANA. THERE WERE STILL HOSPITALS THAT WERE SEGREGATED AND YOU CAN ONLY WORK WITH BLACK PATIENTS BUT THE PAY WAS THE SAME. WHICH WAS A BIG DEAL AND DR. ROBINSON WAS PART OF THE TEAM THAT LEAD THE WORD OUT. AND SO MANY WOMEN, IMPORTANT, WOMEN THAT FOR WHATEVER NEEDED TO LEAVE THEIR HUSBAND, AND COME TO L.A. THEY CAN MAKE A LIVING WAGE AND RAISE THEIR FAMILY. IN THE NAME OF MY GRANDMOTHER, I WOULD LOVE TO BE PART OF THAT ADJOURNING MOTION. MR. McOSKER. THANK YOU. COUNCILMEMBER PARK. >> T. Park: THANK YOU, COUNCIL PRESIDENT. COLLEAGUES, IT IS WITH A HEAVY HEART THAT I ASK THAT WE ADJOURN TODAY'S MEETING IN HONOR OF TWO BELOVED MEMBERS OF THE BRENTWOOD COMMUNITY WHOSE LIFE LEFT AN ENDEARING IMPACT ON HOLLYWOOD ON OUR CIVIC LIFE AND REALLY THE MORAL IMAGINATION OF OUR ENTIRE COUNTRY, ROB AND MICHELLE REINER. ROB REINER WAS BORN ON MARCH 6th, 1947 THE SON OF LEGENDARY COMEDY WRITER. ROB CAME OF AGE INSIDE THE LIVING ROOM OF AMERICA, FIRST AS AN ACTOR AND THEN AS SOMETHING RARER, A STORY TELLER WHO UNDERSTOOD HOW CULTURE IS SHAPED NOT ONLY BY LAUGHTER BUT EMPATHY CONSCIOUS AND CRAFT. HIS PORTRAYAL OF MICHAEL MEAT HEAD OF ALL IN THE FAMILY HELPED REDEFINE WHAT TELEVISION COULD CONFRONT, POLITICALLY, SOCIALLY AND EMOTIONALLY. BUT REALLY, IT WAS BEHIND THE CAMERA WHERE ROB MADE HIS MOST INDELABLE MARK. IN AN EXTRAORDINARY CREATIVE RUN, HE DIRECTED FILMS THAT DID MORE THAN SUCCEED, THEY ENDURED. THERE IS A SPINAL TAP, STAND BY ME P THE PRINCESS BRIDE, WHEN HARRY MET SALLY, MISERY AND A FEW GOOD MEN DID NOT ONLY SPAN GENRES, THEY SHAPED THEM. FEW FILMMAKERS IN AMERICAN HISTORY HAVE SPOKEN SO FLUENTLY IN COMEDY, ROMANCE, DRAMA, SUSPENSE AND MORAL INQUIRY. OFTEN WITHIN THE SAME DECADE. THESE FILMS BECAME TOUCH-STONES NOT BECAUSE THEY CHASED TRENDS BUT BECAUSE THEY TRUSTED AUDIENCES TO FEEL DEEPLY, LAUGH HONESTY AND THINK SERIOUSLY. THAT TRUST WAS ROB REINER'S SIGNATURE. ALONGSIDE HIM, ALWAYS, AND WITH PURPOSE AND INTENTION, WAS MICHELLE SINGER REINER. SHE WAS AN L.A. RAISED ARTIST WHO SHOWED THE LIFE OF SUBSTANCE OVER SPOTLIGHT. KEEPING HER PERSONAL HISTORY PRIVATE WHILE BE VOTING HER PROFESSIONAL LIFE TO CREATIVE WORK, CIVIC ENGAGEMENT AND FAMILY. MICHELLE WAS A GIFTED PHOTOGRAPHER AND PRODUCER, AND ARTIST WITH DISCERNING EYE AND INDEPENDENT VOICE. HER WORK STOOD ON ITS OWN YET HER INFLUENCE EXTENDED FAR BEYOND ANY CREDIT. SHE WAS A TRUSTED CREATIVE PARTNER, STEADY PRESENCE AND MORAL COMPASS, SOMEBODY WHO UNDERSTOOD SUCCESS WITHOUT VALUES IS HALLOW AND STORYTELLING CARRIES RESPONSIBILITY. TOGETHER, ROB AND MICHELE PRESENTED A VERSION OF HOLLYWOOD THAT BELIEFS, TALENTS AND CITIZENSHIP ARE NOT IN CONFLICT. THEY SHARED CIVIC WORK THAT REFLECTED THEIR BELIEVE. THROUGH THE I AM A CHILD INITIATIVE, THEY HELPED ELEVATE EARLY CHILDHOOD DEVELOPMENT AS A PRIORITY THROUGH THEIR ADVOCACY FOR CIVIL RIGHTS, MARRIAGE EQUALITY, THEY USED THEIR PROMINENCE NOT FOR PECK TICK AL BUT FOR PROGRESS. ROB'S VOICE WAS NEVER ABOUT PERSONAL GAIN, IT WAS ROOTED IN THE SAME CONVICTION THAT DEFINED HIS WORK. THE STORIES MATTERS, THAT PEOPLE MATTER, AND THAT SILENCE IN THE FACE OF INJUSTICE IS NOT SELF A CHOICE, THEY WERE ABOVE ALL A PARTNERSHIP. NOT ONE DEFINED BY SPOTLIGHT BUT BY STEADINESS. AND NOT BY CELEBRITY BUT BY CONTRIBUTION. ROB AND MICHELLE ARE SURVIVED BY THEIR THREE CHILDREN, FIVE GRANDCHILDREN AND BY GENERATIONS OF ARTIST, ADVOCATES AND AUDIENCES WHOSE LIVES WERE SHAPED BY THEIR WORK AND EXAMPLE. MAY THEIR MEMORY BE A BLESSING AND REMINDER THAT GRATEFUL IS MEASURED NOT ONLY BY WHAT WE CREATE, BY WHAT WE STAND FOR. MAY THEY REST IN PEACE. >> Council President: THANK YOU SO MUCH COUNCILMEMBER PARK. COUNCILMEMBER RODRIGUEZ. >> M. Rodriguez: THANK YOU SO MUCH MS. PARK FOR THAT BEAUTIFUL ADJOURNMENT. IS HAD HAD THE PRIVILEGE OF MEETING ROB WHEN I WAS WORKING AT L.A. UNIFIED AND HE WAS LEADING THE WORK ON THE TOBACCO TAX TO MAKE SURE THAT WE WERE CARRYING FOR OUR MOST VULNERABLE ASSET OUR KIDS. AND I REMEMBER MEETING HIM, SO SELFLESS, JUST VERY GENEROUS, VERY, YOU KNOW, THE HUMIDITY AND LAUGHTER, I REMEMBER TELLING MY FOLKS, I MET MEAT HEAD, HE WAS JUST A KIND SOUL. AND THIS TRAGEDY IS ONE THAT I KNOW, FROM POLITICS TO COMMUNITY ARE FEELING AND PAIN THAT LOSS HAS JUST BEEN INCREDIBLE. BUT THANK YOU SO MUCH FOR THAT BEAUTIFUL ADJOURNMENT, I WOULD LIKE TO BE ADDED AND MAY THEY REST IN PEACE AND MAY THEIR MEMORY BE A BLESSING. >> Council President: THANK YOU COUNCILMEMBER RODRIGUEZ AND THANK YOU COUNCILMEMBER PARK FOR THAT VERY IMPORTANT ADJOURNING MOTION. COUNCILMEMBER HUTT? >> H. Hutt: THANK YOU, MR. PRESIDENT. COLLEAGUES, IT'S WITH HEAVY HEART THAT I ADJOURN TODAY IN HONOR OF A DEAR FRIEND, JOY ADKINSON. JOY WAS BORN AND RAISED IN LOS ANGELES CALIFORNIA. SHE WENT TO SAINT GREGORY'S ELEMENTARY SCHOOL WHERE SHE BEGAN ORGANIZING, SHE STARTED A GROUP BACK THEN, IT WAS CALLED THE POLICY L--POLY PONY TAILS AND IT WAS FOR WOMEN AND THAT'S WHEN SHE STARTED TALKING ABOUT WOMEN POWERFUL. START WENT TO USC WHERE SHE GOT HER DEGREE IN POLITICAL SCIENCE AND THEN AT THE UNIVERSITY OF PHOENIX. IN EARLIER YEAR THAT HE WAS ALPHA KAPPA, SHE WORKED WITH HER MOTHER BUILDING THE HOUSE WHICH IS IN THE GREAT 10th DISTRICT. AND WAS PAST PRESENT OF NEW FRONTIER DEMOCRATIC CLUB K THE OLDEST AND LARGEST CLUB. JOY WAS A PILLAR OF OUR COMMUNITY. HER IMPACT ON OUR CITY CAN'T BE OVERSTATED. PUBLIC SERVICE WAS CERTAINLY HER BIRTHRIGHT. AS A DAUGHTER OF EDDIE ADKINSON THE FIRST AFRICAN-AMERICAN TO SHALL USED HER FATHER'S LEGACY TO EMPOWER OTHERS IN EVERY LEVEL OF LOCAL AND STATE GOVERNMENT. SHE SERVED IN NUMEROUS CRITICAL ROLES INCLUDING CHIEF OF STAFF TO ASSEMBLY MEMBER. SHE WAS A TRUSTED ADVISOR TO HONORABLE DIANE WATSON WHO IS WITH US AND MULTIPLE MAYORS, INCLUDING MAYOR GARCETTI AND SPEAKER AND NOW MAYOR KAREN BASS. SHE SERVED AS PRESIDENT OF SOUTH LOS ANGELES PLANNING COMMISSION AND AS A VITAL VOICE IN THE PLANNING COMMISSION, SHE MADE SURE THE NEEDS OF SOUTH L.A. RESIDENTS WERE NOTICED. SHE ALSO SPENT 8 YEARS ALONGSIDE SUPERVISOR MARK RID DETOMAS AND LATER SERVED AS A VICE PRESIDENT OF THE BOARD IN NEIGHBORHOOD COMMISSIONERS. HER LEADERSHIP EXTENDS BEYOND THIS H.SHE WAS A DEMOCRATIC DELEGATE FOR THE D.N.C. BECOMING A FOUNDATIONAL FIGURE IN POLITICS. SHE WAS EXECUTIVE DIRECTOR OF THE CALIFORNIA HAWAII STATE NAACP AND WORKED CLOSELY WITH THE HOLLYWOOD BEVERLY HILLS CHAPTER, WORK WITHING THEM PRESIDENT WILSON TO CREATE THE NAACP IMAGE AWARDS. SHE WAS A FIERCE ADVOCATE FOR OUR CITY WIDE SYSTEM OF NEIGHBORHOOD COUNCILS UNTIL 2022 ENSURING THAT EVERY RESIDENT HAD A SEAT AT THE TABLE. BUT I THINK ONE OF HER MOST PROFOUND ACCOMPLISHMENT WAS HER ACCOMPLISHMENT AND CREATIVE OF AFRICAN-AMERICAN WOMEN POLICY INSTITUTE, BETTER KNOWN AS LAWPAR THIS WAS A PREMIER TRAINING GROUND. JOY WAS A MENTOR AT HEART AND PASSION ABOUT EMPOWERING THE NEXT GENERATION OF LEADERS AND DEDICATED HER LIFE TO THAT MISSION. JOY WAS A WOMAN WHO TRULY REFLECTED HER NAME, SHE INSTILLED JOY TO EVERYONE SHE EN COUNTED, HAD A HEART OF GOLD AND COMMITTED TO JUSTICE. WE'LL ALWAYS REMEMBER JOY FOR HER INCREDIBLE FASHION, IF YOU SAW HER, SHE HAD A GIANT COLORFUL PURSE AND GOTTE EARRING ON, AND THAT WAS HER STATEMENT AND SERVED US WITH HER HEART JUST AS IMPACTFUL AS THE EARRINGS. THIS LOSS IS DEEP FOR ME AND THOSE WHO LOVED HER. SHE LEAVES BEHIND HER NIECES, KARIN AND KATHY, HER NEPHEW GRAND NEPHEWS ANNE JUNIOR AND AN ENTIRE COMMUNITY INCLUDING 450 GRADUATES OF THE LAWS PAI INSTITUTE. JOY WILL BE MISSED HER LEGACY OF SERVICE AND DEDICATION WILL CONTINUE TO INSPIRE US ALL. MAY SHE REST IN EVERLASTING POWER. >> Council President: THANK YOU SO MUCH, COUNCILMEMBER HUTT. WELL SAID, COUNCILMEMBER PRICE? >> C. Price: I WOULD LIKE TO JOIN IN ON THAT, COUNCILMEMBER. SHE WAS AN ANGEL IN OUR COMMUNITY. AND WHILE KNOWN FOR ENCOURAGING WOMEN TO BE ACTIVELY ENGAGED, ALSO ENCOURAGED MEN, SHE ENCOURAGED INVOLVEMENT, ENGAGEMENT THAT WAS REALLY HER LASTING LEGACY. SO IT'S GOING TO BE A LOSS WE ALL SHARE. THANK YOU. AND THANK YOU TO THE FAMILY AND THANK YOU TO THE FRIENDS WHO ARE HERE SUPPORTING AND REMEMBERING THE SPIRIT THAT WAS JOY. THANK YOU MR. PRESIDENT. >> Council President: THANK YOU SO MUCH, MR. PRICE. AGAIN COUNCILMEMBER HUTT FOR BRINGING THIS VERY IMPORTANT ADJOURNING MOTION. THIS IS EXTREMELY SAD NEWS TO GET OVER THE WEEKEND, I THINK YOU TOLD ME ALMOST 500 WOMEN GONE THROUGH THE LAW PIPE PROGRAM, BEFORE I WAS ON THE COUNCIL AND AFTER I WAS ON THE COUNCIL, I ALWAYS HAD ANY NUMBER OF MEMBERS OF MY STAFF THAT HAD GONE THROUGH THAT PROGRAM AND GOTTEN EDUCATED THROUGH THAT. AND SHE WAS JUST ONE OF THE PILLARS. WHEN YOU WALK INTO A MEETING THAT WAS IMPORTANT, YOU'RE GOING TO SEE JOY STAND THERING AND SHE WAS GOING TO TELL YOU WHAT YOU'RE GOING TO DO AND HOW YOU'RE SUPPOSE TO BEHAVE AND WHAT YOU'RE SUPPOSE TO SAY AND MOST IMPORTANTLY WHAT YOU'RE NOT SUPPOSE TO SAY. SO IT IS A TESTIMONY, TO HER, THE WORDS THAT YOU SPOKE AND THE PEOPLE JOINING US TODAY INCLUDING THE LEADER OF OUR LABOR MOVEMENT, YVONNE WHEELER AND SO MANY OTHER DIGNITARIES WITH US TODAY. SO MAY SHE REST IN POWER AND PEACE. THANK YOU ALL SO MUCH. WITH THAT, WE ARE ADJOURNED. THANK YOU SO MUCH, EVERYBODY. Were a 26, but it won't look like the problem is still there. Largely by summertime. Start your building permits now. Start, start. You know, start with your architectural designs. Now start selecting your builders. Now, if you so choose . And you can simultaneously, as we're working debris removal, start the process towards the rebuild. So I have no doubt that there's going
