you hear us you just cut out oh okay Madame mayor you do have a quorum of the Arena city council okay thank you so much I'm gonna send you right back into item A3 public comment thank you it should be noted for those in the audience that comments are to be addressed to the mayor and Council as a whole comments heard under this item will be limited to three minutes per person and may pertain to matters both on and off the council's agenda please note that Council may not take action upon any matter not agendized on today's agenda when you are called on for public comment please state your Chambers if the behavior continues all right Madam clerk is it all right if I continue with the in-person public comment okay first up we have Mr Terry Brooks followed by Mr Peter Lobster good afternoon it's me Terry Brooks again and today I'd like to address following the good example to food in the case of homelessness last time I spoke of a really good man who long ago pursued teaching people to be good to others and doing so includes giving food if someone asks for food to eat would you give them Stones instead or if they asked for fish to eat would you give them a snake instead everyone needs food to eat they need food to live some people just don't have any food and some people are willing to give long ago this really good man was followed by thousands of people he knew that they were all hungry so he helped to feed all those people and later on he was followed by thousands of more people so again he and his friends helped to feed all of those people some say those people already had food and they were all willing to share some don't know what really happened but they know that food came from somewhere some people are willing to share so everyone has food to eat some people are not willing to share because of their own conceit that really good man said to some people I was hungry and you gave food to me I was thirsty and you gave something to drink to me those people asked him when did we give food to you when were we when were you hungry or thirsty when did we do this for you and the good man answered them don't you really see when you have done it for others you have done it for me but he said to those who didn't give to others you must also really see that if you did not do so for others you did not do so for me these things were said and done way back in the day and these things are still said and done today I would like to thank you all for listening to me you not only listen to others you even listen to me this is chapter 43. and just so last name is familiar to you or not but your father and mine were Partners in Sierra Nevada Laboratories a long time ago your last name was familiar anyway uh I'm a journeyman electrician here in Reno have been for quite a while I've held a journeyman's license uh in the City of Reno since 1995 I think um and I went to renew mine this year submitted all my paperwork on August 12th via email to the new company down in Las Vegas that is handling our our licensure renewals and testing and so forth for the city uh and I have not gotten my new license back they were saying that I on the day I submitted it I also called down there and checked to make sure they had everything that they needed and I spoke with the lady by the name of Marianne who said that they did I've you've got to have a certain number of continuing education credits and been practicing up you know a certain amount of time and whatnot I exceed all those things anyway like I said uh it's been we're working on going on a little over four months now and these people have I've contacted them several times about the fourth or fifth time I've been told that oh it's going to be out this Thursday I was told that again this last Monday and I still haven't gotten word from these people on anything and I just wanted to make the city leadership aware of that because I don't know what's going on with these folks I know they're new I know we switched over from the International Code Council who used to be doing it they used to take about yeah about a month and a half to renew but these new folks just aren't getting it done for one reason or another and what I was hoping was that somebody from City leadership could call down there and maybe uh motivate them a little bit to see what's going on and that's about all I have thank you all right thank you so much and I know our assistant city manager Jackie will get back to you and look into it because we have your contact through our clerk okay thank you yeah next Music Therapy Services I'm here with some of our participants from our dance class to thank the City of Reno for their support in bringing music singing and dancing to diverse populations both through their um Reno arts and culture commissions arts and culture grants and also mayor shivi who recognized us when she received the Stanford Arts award and um also recognized notable music therapy services and I'd like to use the rest of my time to give you some of the joy that you have given us good love it hello people I love you [Music] dare to be [Music] yeah so today I wish upon a star behind me [Music] the chimney tops [Music] [Music] [Music] okay nice that one's a tough one I just wanted it to be in range I just want to say that music is for everybody and you know I think I just really want to appreciate that all of that you do to support us and to make all of this possible well we're really excited that you received that um it was Ovations TV and they came to me and they said we would love to be able to honor an Arts organization and um I was just so thrilled to choose notables so and they gave them ten thousand dollars so give them a big round great job all right received four comments which are General in nature are not directedly associated with an agenda item prior to 4 pm on November 17 2022. these comments were written correspondence received via our reno.gov online public comment form or by email to our office copies of these comments have been distributed to the Reno city council and are available to the public on the reno.gov meeting portal one was in favor one was in opposition and two expressed concern additionally two voicemails were received one of which we will not play because it was vulgarity in it there will be a redacted transcript of that as part of the record and we will now play the second voicemail my name is Steve vansi I am a property owner and resident in Ward 5. my comments today are regarding the city's nine Landscape Maintenance districts or lmds and specifically the Northgate 19 Heights Landscape Maintenance District I'm directing these comments to the full city council partly because there's been no nav 5 meeting since September 13th over a period of three weeks during Late July and early August the department of Parks and Recreation steamrolled through the system a request for proposal for landscape Services even though that RFP had material errors that were brought to the city's attention during the RFP process on September 14th the city council approved a landscape maintenance contract based on the one bid received and based on verbal testimony and assurances of vpr's parks manager overall all the parts manager indicated that the new contract would provide a significantly higher level of service landscape maintenance contract became effective seven weeks ago on September 30th keep in mind contrary to the requirements of Reno Municipal Code no landscape Services were provided from January through September and I want to draw your attention to the distinction between the contract requirements and the assurances given by DPR during the September 14th council meeting versus the reality of where we stand today November 18th the contract requires that several tasks be performed weekly or as needed on a year-round basis during the September 14th city council meeting the park manager stated that DPR holds the contractor accountable to contract terms by conducting monthly inspections of all nine lnds but instead the reality in the Northgate 19 LaSalle Heights lnd is this the contractor has visited the lmd just one time on October 26th on that date the contractor performed some work in an area that comprises no more than 25 percent of the entire lmd that's it in the seven weeks that the contract has been in place in fact for the entire year of 2022 75 of the lmd has received no service whatsoever yet on November 4th DPR recorded inspection results showing a rating of three on a 105 scale for the entire lmd I would love for someone to justify lmd can be rated average three out of five when 75 of the lmd hasn't been touched during the September 14th council meeting it was brought out that our own lmd has lost about a third of its original trees and roughly a half of his shrubs under dpr's watch there was some discussion regarding the cost of replacing those trees and shrubs however however since the city has already collected fees from property owners of all 2012 and provided virtually nothing in return it would seem the city already has the money to replace those trees and shrubs foreign that should be all the voicemails as well moved I have a motion second I have a second all those in favor say aye aye all is opposed I motion opportunity to say two things one was that of course with every election there are opportunities for new faces and I also wanted to acknowledge some of our past faces uh judge Dorothy Nash Holmes who is the front row yeah what what an absolute uh just an icon of our Reno community and I um am blessed to have followed her life from a very young age and so I really again am sorry that I'm not there in person uh as I'm in Kansas City today with the national league of cities uh but I just do think it is worth saying thank you especially for me uh a young man followed her career at a very young age and and really was uh blessed to be in her presence many times over the years and to watch some of the transformative work she did not only as a district attorney but as a judge and so I just wanted to make sure that I did not miss the opportunity to say thank you uh from me and I know that my sentiments are shared by all who know her and know her well the second is I wanted to also say thank you to council member Bonnie Weber and I know she was not in attendance today but I've had the privilege of serving her with her for the last three years and know that she has also had a very long and distinguished career in public service versus the County Commission and then on our body for four years and so I am excited for the opportunity to work with new colleagues we have a number on our body now uh that are well at least their junior to me and then that's saying something because I haven't been on the council quite as long as the rest of you on the Dias have today uh but I know that Bonnie had a true heart for uh the work that she did she worked very hard in the service of the community and I know that uh she will and Mike will enjoy uh hopefully um some different days ahead so that's all I wanted to say Madam mayor and thank you so much for giving me the opportunity all right thank you so much and I do want to recognize judge Bree impressive impressive so all of you other judges will have to step it up um and so thank you for being here it's it's rare that we get to see all you guys because you're doing so much work in the community and it's nice to see Dorothy um judge always be judged and those of you don't know she did a tremendous job implementing train um some really incredible work with mental health and addiction so I really want to recognize that so thank you for all of you and all you do in our community to give back so very special so what's the first thing you're going to do Mr champagne judge champagne how I wanted to be able to do is to follow when judge Holmes's footsteps they had to improve and expand the Cod court that she helped to to perfect yeah fantastic I've got huge just hope to be able to do it all right and I'm sure she'll pay attention she'll be watching all right thank you everyone and congratulations again all right Madam clerk I think we are um we're moving right into closing public comment and it's my understanding that you have a special proclamation to read I do I have a special Proclamation and I wanted to give this um to a wonderful human being who has done a lot of public service and I actually called on you to do the pledge but you had stepped out of the room I would love it if you would read um this special Proclamation for election hero day in the City of Reno and we want to give it to you Willie so come on up and read the pledge or read the proclamation for us so we can close out the meeting and it's all yours yes for not being here you want me to read it okay all right how are you whereas it missed I missed a midterm election cycle under unprecedented scrutiny and amiss the scrutiny election administrators and poll workers including many with experience and many stepping up for the first time are playing a critical role in helping voters safely and securely across their ballots and whereas to conduct an accessible and secure election requires dedicated work of government election staff and hundreds of poll workers in every neighborhood and community in Reno and throughout Washoe County and in order to make adjustments to election Administration and to educate the public and to recruit and train additional poll workers has required long hours and creativities by these election staff and whereas to these heroic efforts our elections can run smoothly and all eligible voters May cast their ballots in the 2022 midterm election and in order whereas in order to recognize the heroic efforts made by election administrators and poll workers the City of Reno urges voters businesses organizations and public officials and all candidates for public office across the state in celebrating and thanking these individuals now therefore I Hillary Chevy mayor of Reno of Reno Nevada do hereby declare Nova November 18 2022 as election hero day we forget that we got to thank them we all wouldn't be here with that we all wouldn't be here without our incredible poll workers them have been threatened some of them have come in to work despite threats um and they're the ones that really run our democracy so I'm honored to accept this on behalf of them and they all deserve
