e welcome to your city council meeting before mayor Parker calls the meeting to order we ask that you please silence all electronic devices for those of you who have requested to speak there are two podiums in the chamber the podium in the back is for individuals with Mobility concerns we ask all other speakers to step forward to the front Podium each Podium has a countdown clock located to the speaker's right that will indicate how much time is remaining a bell will sound when you have 30 seconds left speakers registered on consent agenda items will be taken following announcements of any items being pulled from the consent agenda speakers registered on non-consent items other than public hearing and Zoning cases will be taking F taken following Council announcements each speaker will be given 3 minutes to speak on all items within those blocks before you begin your comment please state your name thank you good evening and welcome to your for city council meeting call us to order tonight's invocation will be provided by Bishop Reginald Dean from fresh Mana Church Church please rise for the invocation and remain standing for the pledges of Allegiance let us pray Heavenly Father we ask your blessings on this city council meeting today father I pray for the mayor and all these city council men and women today I pray for the police chief and the men and women who protect and serve this great City of Fort Worth I pray for the citizens and I pray for those who are in any military in any capacities today Father your word says Lord and we're asking for your wisdom and your word says in James 1:5 if anyone who lacks wisdom let them ask of God who gives to all liberally and without reproach and it will be given to him father we ask for your wisdom in this meeting father let these great men and women and actions in this meeting be valuable to which we are here today which is to build up and to edify one another Heavenly Father please instruct these great men and women and teach them in a way that they should conduct even this meeting father we pray for the for this council meeting give the council members wisdom and guidance as they deliberate on the items before them today May every decision be righteous in your sight for our benefits and For Your Glory Glory Heavenly Father we thank you Lord for this privilege that we have and we pray Lord as they discuss their agenda today and craft policies for our city we will always put the people uh interest above our own father we ask your blessings on these people uh that have been called to lead this great City and this community which we live which we work and which we serve father God we bless you today for the opportunity to meet together during this city council meeting and God we pray that you will be merciful today on us Lord that your favor will always rest upon us I pray Lord that you will anoint our hands for the work that's ahead and everything that might our hands May touch shall be blessed in the mighty name of Jesus we pray thank God Amen United States of America to the it stands one nation God indivisible withy andice for all our first items will be special presentations with the first one being a presentation of the Proclamation for the 50th anniversary of Cowtown vets council member crane thanks for taking care of this Proclamation for us for sure y'all come on up I know y'all have dinner to go get maybe some margarita somewhere so uh Carol to is a constituent that she's actually not here tonight she had an incident but had reached out she every year for July 4th gets me for the West Cliff and Westcliff West parades the Corvette which is fun she wanted to make sure that we knew that the uh Cowtown vets it's their 50th Anniversary thanks for all you do outside having some really great cars that are out there and probably going to make a parade up North Main here in a second right to to go yes for a meeting place um y'all do a lot of charity work and other things so I want to make sure you're recognized for all of that and I've got a proclamation here and then have someone say a few words and we'll take some photos how about that all right whereas sh chartered in 1974 with 20 members ctown vets has grown to over 168 members and is affiliated with the National Council of Corvette clubs and whereas ctown vets compete in various shows and competitions local events sponsor social activities and provide technical information while promoting safe skillful driving we need a lot more of that for sure I've got teenage almost teenage almost drivers but but whereas ctown vets me vets members participate in charitable events including the Taran area Food Bank cook children's Christmas party and Toys for Tots and whereas ctown bets proudly celebrates its 50th Anniversary now therefore the city of Fort Worth does hereby Proclaim April 6 2024 ctown bets day congratulations who's coming up come on up thank you very much yeah of course you want to say a few words I will uh Randy Baker who refuses to come up here but anyhow he he is our president president of the club I was I think I'm the only one left that was there at our first meeting uh we met that uh Bruce Willis Bruce Larry excuse me Bruce Larry Chevrolet we started there uh this last Saturday 50 years ago we we started out as Fort Worth Corvette club but as you know in our organization not everybody agrees on everything so somehow or another we decided to change our name to uh well it started out as ctown Corvette club and I suggested we shorten that to cown vets then we became known as a a club of veterans that that's what a lot of people thought we were are an organization of veterinarians which we weren't that either but anyhow uh we have managed to last 50 years and we thank you very much for this Proclamation if anybody wants to join you can it's a little [Music] bit congratulations you all go have some fun our next will be a presentation of proclamation for National Osteopathic Medicine week and council member Hill is making her way to the podium good evening um the tcom students you like to come down and join me this is in honor of the national Osteopathic Medicine week and this is actually special to me my dad was uh is an osteopathic um physician and he went to tcom as well which is in District seven right off Camp buoy whereas the Texas college of osteopathic medicine tcom is part of the UN Health Science Center it was formed in 1970 and at that time it became the first osteopathic medical school in Texas recently tcom was recognized by the US News and World Report as one of the top 15 medical schools in the nation for Primary Care and whereas doctors of Osteopathic Medicine practice in all Medical Specialties and hold some of the most prominent positions in medicine today these Physicians are trained to look beyond the symptoms to understand how lifestyle and environmental factors impact the well-being of their patients and whereas in 2024 National Osteopathic Medicine week is April 15th through the 21st this National observance is dedicated to spotlighting the osteopathic medical profession and raising awareness about the unique approach Do's bring to healthcare and whereas during this week we join the nation recognizing the important role of Osteopathic Medicine providers and thank tcom for more than 50 years of excellence in training these Physicians now therefore the city of Fort Worth does hereby proclaim the week of April 15th to the 24th of 2024 as National Osteopathic Medicine week in the city of Fort Worth thank you all for coming this evening yes thank you so much sure absolutely hello my name is is Dr s survey and I'm a member of the dean's cabinet for the Texas college of Osteopathic Medicine representing them today this Council took a chance on us 50 years ago and passed our Charter founding us as an osteopathic medical school in the city of Fort Worth since that time we've had millions of dollars of research grants thousands of alumni 6,000 to be exact hundreds of medical students and faculty and uh in all of that time we have grown as you mentioned the city of Fort Worth was uh founding the school because of an interest in producing primary care physicians and they chose osteopathic medicine because osteopathic medicine is known to produce primary care physicians since that time our school has grown to become one of the top uh medical schools in the nation in primary care and I'm pleased to announce that as of today hot off the press the Texas college of osteopathic medicine is ranked the second best medical school in the entire nation for Primary Care right well thank you very much thank you for taking a chance on us and here's to the next 50 [Applause] years for those of you in the audience who are 55 or older I am a patient of the center for older adults at un Health Science Center there's something about the care that they give they literally you'll be there a couple of hours it's not this rush in like you're going to McDonald's and so I stand by this school I'm very proud to be a patient and all of my doctors are at the center for older adults and they have real good parking too so that's a thank you thank you'all for being here our go sorry I'm just ahead of the game here I'm quick lipped our presentation our Proclamation for week of the young child presented by councilwoman Janette Martinez hi good evening so this evening I have the honor of proclaiming this week week of the young child on behalf of the Texas Association for education of young children this is an annual celebration of young children their families and the Early Childhood programs and professionals who provide education and support each day the purpose of the week of the young child is to ensure a focus the focus is on the needs of the young children their families and to recognize the Early Childhood programs and services that meet those needs today we know more than ever before about the importance of CH a child's earliest years in shaping their Learning and Development yet never before have the needs of the young children and their families been more pressing and so we have some representatives from the association here with us today with the Fort Worth area Association for the education of young children we have board vice president Angela Swindell board secretary Morgan Armstrong board members at large Ali Rogers and Amanda zarbok uh from the Tex Association of the education of young children we have state board president-elect Audrey Roland campfire First Texas director of Early Education apprenticeship Yolanda Willis Arlington DFW childcare Association founder and CEO jlia McDonald and the Early Learning Alliance executive Dr Bethany Edwards so ladies uh if you if whoever would like to give some remarks as I read this Proclamation I will join you down for a picture and um then you can give your remarks so whereas the association for the education of young children is a professional membership Association that works to increase access to high quality early childhood education and to advance a diverse well-prepared and well comp compensated Early Childhood profession and whereas with nearly 3,000 members and 20 local chapters the Tex Association for the education of young children is the largest membership organization in the state of Texas for Early Childhood professionals and is committed to providing programs and services that equitably meet the needs of young children their families and early childhood professionals the Tex Association for the education of young children is affiliate of the National Association for the education of young children the southern Early Childhood Association and the associate degree Early Childhood teacher Educators and whereas the Fort Worth area Association for the education of young children has been been an established nonprofit organization since 1975 the forward chapter serves tarant Johnson and Hood County early childhood professionals they provide networking professional development and advocacy for our community of Early Childhood professionals and whereas the forward chapter knows more than ever about the importance of children's earliest years in shaping their Learning and Development yet never before have the needs of young children and their families been more pressing the week of the young child is a time to recognize that children's opportunities are our respons possibilities and to recommit ourselves to ensuring that each and every child experiences the type of early environment at home at Child Care at school and in the community that will promote their Early Learning and whereas the purpose of the week of the young child is to focus public attention on the needs of young children and their families and to recognize the Early Childhood programs and services that meet those needs and whereas National Association for the education of young children first established the week of the young child in 1971 recognizing that the Early Childhood years birth birth through age8 lay the foundation for children's success in school and later life the week of the young child is a time to plan now we as citizens of the community of a state and of a Nation will better meet the needs of all young children and their families now therefore the city of Fort Worth does hereby recognize and Proclaim April 6 through 12 20124 as the week of the young child ladies so whoever whichever representative would like to say a few few words I will come down and meet you for a picture thank you very much for this honor and this recognition and this reminder that some of our citizens are very small and still just as important as as the rest of us still citizens of our city of our state and of our country and um we hope that this Proclamation just helps us all to take a minute to think about who's taking care of our children what kind of care are they receiving and what kind of people are we hoping that they are and who they will be thank you very much thank you all for being here and taking the time our next presentation is a presentation of certificates of recognition to our US Navy sailors I'm going to join you at the podium if those of you in beautiful white Chris uniforms want to join me that'd be great so for those of you that don't know the week of April 8th through April 14th 2024 has been designated as Fort Worth Navy week celebrating the United States Navy and its efforts to positively impact the Fort Worth community through 75 to 100 Community engagements Citywide for wor Navy week will complete acts of service education and entertainment to showcase the breadth of the Navy's fields of experience expertise and service to the American people the city of Fort Worth also recognizes and thanks rear Admiral Keith hash this and the sailors from the USS Fort Worth and the USS Texas and the sailors who call Fort Worth home for their unwavering service I think before we hand out these very important certificates let's give these men and women a round of applause and thank you Fort Worth is now home to over 42,000 veterans and growing every single day and I'm joined this evening by one veteran and one current serving member not of the US Navy but of Army and Marine so they're on their best behavior tonight okay ladies and gentlemen they're going to try their best but importantly they're here to help us hand out these certificates at this point I'm I'm welcome to to welcome Admiral hash to the microphone to say a few words thank you mayor I appreciate uh the city of Fort worth hosting the Navy this week and allowing us to uh shine a little bit and to share who we are as a Navy with the city and with this area I do appreciate your council members are veterans and the citizens of the Fort Worth that are veterans and their service and their continued efforts to support our Navy our nation and the services uh that we support Supply to them so thank you very much for the recognition we've enjoyed our time so far and know the rest of the week is going to be very enjoyable as we continue to engage with the citizens of Fort Worth [Applause] I'm just going to hand a stack to each of you if y'all want to pass them out that way is that the Carter Riverside High School Mariachi welcome to these awesome students I've heard them perform and I can't wait to recognize them tonight I believe that honor tonight is for Council Martinez yes yes so today I'm proud to have the honor of recognizing The Carter Riverside High School mariachi band agila SAS in February they celebrated historic achievement at the 2024 UIL State Mari competition it's through adversity hard work and discipline that the Aguilas have showcased their love for music and culture of Mariachi under the direction of director Samuel Ramirez the band earned a first division rating this incredible Milestone is the first in Carter Riverside High School history and only the second in all of Fort Worth ISD I'd also like to take the time to recognize mareli Aro for being awarded outstanding performer please offer these amazing students and their band director Mr ramz a round of applause as we honor them for this prestigious accomplishment now students as I call your names please come to the podium to receive your certificate from my district director Jama Allison then Mr Ramirez if you'd like to say a few words you're more than welcome to and we will end with a picture uh marel Aro Joseph Sera Francisco Garcia Stacy loera Vanessa Lucio Lorenzo Morales Marcos Silva Valeria Silva dalen Stewart and coral UR I hope I said that right okay I will meet you at the podium and Mariachi director Sam Ramirez you also get a certificate so if you call please come down do I talk now or later I'm just as nervous as am I'm just going say so I was told that I was going to talk right before this so I didn't prepare anything I'm sorry but um I just want to say thank you to everybody who gave us this recognition and for you guys reaching out um they mentioned that yeah this is the second school to do this I was part of that first school to do this uh believe it or not I was in here 11 years ago um so you know I'm just proud of the fact that I got to work and I'm continue to work here at Ford and um all of these students some of them have been my students for either three or four years so it's I'm very proud of the fact that they did this um accomplished this and a lot of them before they take off and live the rest of their lives I'm just glad that they did something very special and I really appreciate you guys uh recognizing them so for the continued growth of for wor ISD and for worth so thank you wonderful congratulations again mayor and Council if you'd like to join us for the picture we'd love to have you s I got to turn out all [Applause] con and mayor I believe council member Williams wanted to make an announcement about the north Crowley go ahead thank you mayor thank you Janette um we were intending on recognizing uh North Crowley High School's football team but we have uh decided to postpone that until May so that my colleague my friend and my former teammate council member Nettles could be here in person to celebrate um all the amazing accomplishments that their football team had this year they went they were one game away from state championship which is a huge accomplishment so we'll U postpone this to may I then we'll also bring out uh some of the other Crowley I The Varsity athletic teams who also had lots of accomplishments um this year um on the field and off the field so TBD um we're looking at a date in May youall gonna wear your old uniforms I don't know if I can fit mine Chris you probably can Chris I might be able to squeeze into my letter bin though so we might do that he can still talk talk up and he's got mute on that's pretty good yeah okay Janette go ahead please thank you uh next will be items to be withdrawn from the consent agenda we have one item to withdraw from the consent because you don't have time to make sense even three minutes so it's working if you don't want people to know what's going on it's working Maddie you're doing a great job no one can understand this okay this this cheapest drill thing look at the money we're spending you know why the city spends US money to keep him from coming from office is because Maddie a person that breaks the rules you don't have to spend that money you just fire them because there's the rules and when a person doesn't break the rules that you don't want here this is what you got to spend and I understand you're going to be spending more that's what I understand this is a total waste of the people's money I never seen such a you know you're fortunate you can get away with this because people have been dummed down so much and they don't know what's going on down here and they don't care it's because of people like you you don't want them know what's going on out there anyway this is a disgrace 100 I can't tell you how much disgrace this is and then our chief of police now see I I try to file charges against the police officer did such to me and I'm banned from the uh Community Center handed commun on a bogus report by a police officer he wrote a bogus report I have him on camera this is proven 100% the police for police officer wrote a book report by me and you know what a chief police Neil noes does on my website you'll see what he does he runs from the camera I film Neil noes out here he spent 20 minutes talking to three different people and when I try to tell him about what these officers did in this bogus report he runs off and the police chief that we should have here you spend a million dollars to keep him from coming back this place has gotten to be so bad it's unreal it really is it's just just and you're so openly crooked every one of you oh I can't wait to talk to you buddy point of order point there he is where's poo there you are waiting for you didn't take too long bob blessed are the peace you should go for this okay give me a stop there I'll stop me stop there I just want you to have some level of decorum every time you come in here it gets worse and worse and worse would you like to can finish your last 40 seconds please do okay you shouldn't vote for this but I know regardless you're going to because you have no respect for the citizens or our money and you shown it time and time again your ignorance knows no bounds thank you very much for coming Bob our next speaker is Adrien Smith Adrien Smith I am one with the people and uh for the taxpayers before use the amount that's due to be voted on by the by by the consent uh decree with no discussion okay MMC 24- 0264 and MMC 24- 063 the first one I would like to address is the one regarding our formal p police chief Jo f j again the city I guess you all you all do not care about spending money in litigation that you're going to lose and why do I say this because this man did nothing wrong as it relates to his leadership at forward PD but we knew it was attack carat assassination and we know all this accumulated and started with the former uh Police Officers Association president who is now a what is it commissioner Manar but it's all good Chief Jo CH Chief Jo f j keep going we standing with you and I hope you win your lawsuit now this other lawsuit and Chief Joe official had whistleblower uh things of things that he brought up to people's attention he was he was terminated so this next MMC there's with another Fort Worth employee Miss Trisha Crutcher Trisha Crusher was previously a forensic scientist in the fort wor Police Department crime lab in 2018 through 2021 Miss Crutcher made a serious of complaints about the operations of the crime lab to various entities including some law enforcement agency she claimed that these complaints were reports of violations of the law by city employees but what happened to miss crutch you all for people who don't know she was wrongly terminated why in March 2023 Miss Crutcher found a SE Miss Crutcher found a a Texas whistleblower act lawsuit against the city in November 2022 in November of 2020 she filed a second one in March of 2023 whistleblow she was retaliated against and her livelihood up upended $850,000 will be settled today congratulations M Crutcher to Future wh being exposed Sticks no one's livelihood should be threatened or upended because they are not willing to be silent regarding evildoing thank you Council that's the conclusion of our consent agenda speakers entertain a motion a motion on the and by city council members of upcoming and recent events and recognition of Citizens First up is council member Flores thank you mayor okay I think we have our first slide up respond restore resolve those are the three Rs we launched officially as a city this program in association of the American warrior Association to offer Supportive Services to local police officers and firefighters are First Responders well-being is paramont and as a city we're stepping up to do just that mayor Parker gave remarks along with Chief noes and chief Davis many of us council members were present next slide please March 27 uh attended the spring Castleberry ISD board luncheon it was great seeing a lot of people there taking the time out of their day to attend met with students host in internships and provided uh you know the the services provided them is really spectacular enjoy their involvement you know with the city of Fort Worth as well next slide please March 28th City of Fort Worth held another community meeting this one at AR Rosa rosem Marine theater on North Maine uh and we're covering again the revised vision framewor work for the development of Panther Island so we had great uh attendance there a lot of people circulating talking to staff members appreciate all the staff members that were present and uh the discussion is ongoing want to make it clear that we're making this Outreach not once not twice but as often as it takes to make sure that people do understand what it is that is being proposed for the island development next slide please March 30th uh I was uh very pleased to be able to participate and an Del R Roes uh celebration of Puerto Rico and it's specifically their flag day so the rich culture of Puerto Rico came into District 2 at atis and uh great vendors that are there I encourage people that when these opportunities come up through Osa attend them uh I did hear some great positive feedback from several uh Puerto Rican folks that said it really made them feel as part of the Fort Worth community to have an event like that so kudos to artist Del Roa next slide please April 3rd myself and also fellow council member uh Jared Williams we attended a forum where you had speakers ranging from uh military folks along with uh speakers like Congressman Mark Beezy uh Robin larner who's President CEO Texas International Education Consortium and we had a panel discussion about America's role in the world facing all these Global threats crises and instability challenges so again it's very critical that the US maintain its lead leadership role and engage in these International uh challenges because we are part of the solution next slide please okay April 8th just yesterday uh I attended with uh council member lorf uh in presenting a proclamation for uh uh Fort Worth Navy week at the Fort Worth Stockyards uh Charlie did the presentation himself to Admiral hash who was just here and uh recognized Sailors even the civilians participating various community events across the area so again kudos to council member lorf and thanks and blessings to our Sailors of the US Navy I have one announcement Hops and props coming up April 27th uh this is the Fort Worth Aviation Museum's big draw mayor you've been out there before it is a family oriented event you get to be up close and personal with the aircraft that are there and uh you get to engage in various things there are simulators there that are available food fun petting zoo live music and as the you know title uh you know Intimates hops right and what comes with that beer lot of local craft breweries that are there uh very tasty event so come on out food trucks there and uh look forward to seeing youall there that is 27th let's see yeah I'm sorry yeah 27th of April from 12: to 5:00 p.m. location 3300 Ross Avenue and that's all I have thank you Carlos council member crane great I've got a short 45 slide presentation here uh as you already know it's Navy week here in in Fort Worth um Commander white and his team from the USS Fort Worth will be out at Rogers roundhouse tomorrow from April April 10th from 5:00 to 7:00 if you'd like to go tell them hello next slide uh West Aid I just want to mention this there have a food issues shortage they do a lot of great work on the West Side they partner with Teran area food bank if you're not familiar with the concept uh instead of boxing up food and giving people can go in and Shop but they don't have a bill afterwards so they need support for a lot of different items there I wanted to give them a shout out for all the work they're doing on the west side in Las Vegas Trail area Fort Worth Food and Wine Festival is this weekend sorry if anybody's hungry to show you these pictures but we'll get you out as soon as we can I just wanted to Spotlight four days five events 6,500 guests that went through 110 restaurants 100 beverage V and other vendors as part of it they partnered with the City Recycling as part of this uh event also Eric flater I want to give a shout out to him and his team they were out there asking people um their opinions uh and where they'd like to see some priorities put as part of the 2050 comprehensive plan which I think was very unique and having them out there as people were waiting to get through one other statistic I want to give you is that BMW when you go they give you if you sign up they give you cups basically if you sign up for their mail list they attributed to this event last year sold 391 BMWs that's over $20 million in sales for BMW as part of this event alone so I think that's a pretty cool thing for that and it's a great time in Fort wor so check it out next year usually the beginning of April before you keep going you're gracious what he's not telling you is that I was asked to saber the champagne bottle to kick off the fortun wine festival I sabered once and missed sabered twice and I dropped the champagne bottle listen that's Fort wor style I guess so but she did a great job though I tried it was fun fun next slide uh yesterday everybody watching the solar Clips I went out and hung out with the kids at Tanglewood I will tell you this if you weren't somewhere where there were 500 kids that were when they told they could take off their glasses and look at the sun uh it was pretty cool and it the screams were awesome but it was fun to hang out with those kids yesterday and then the last next slide uh I just wanted to let everybody know on also at Tanglewood on Friday um the uh the kids there and the families have raised to supplement what's already in the park five more picnic tables there's a blood drive as part of this um it is uh if you didn't know uh uh Mr Williams he was a great uh uh security officer watched out for the kids he died in 2021 of sickle cell but I'll tell you he knew all the littles and he knew uh their names knew my girls' names and you knew that they were safe when they went to school so he's very missed by that community and I'm looking forward to this dedication on Friday all right thank you mayor so we talked about Navy week it was the only time I was Booker and I were uh we actually claimed to be part of the men's or the sorry not the men's department the a department of the Navy since we were out flanked and surrounded I think tonight we probably could have taken everyone here but thankfully it didn't get too crazy I got myself one of them uh brass knuckles I mean belt buckle so it was great to celebrate them and have them in town if you see them out in town buy them a drink uh I'm hoping they're all hydrating right now preparing their liver for the week all right next slide all right so don't forget uh we have warrant forgiveness uh coming up on uh 420 um no coincidence there so if you have any outstanding warrants or tickets come on out and uh see if you can't get those taken care of that's it bivans thank you mayor I'm going to for those of you who don't know much about military life I will clarify the joke he alluded to when people talk about Marines and navy the Navy will tell folk well they're part of the Navy Marine will say yeah we're the men's department so that that's I know that joke now let me tell you what happened with me this this past week Transportation secretary Pete Budaj came to Dallas and I got a call from congresswoman Jasmine Crockett inviting me to Dallas now I'm only in this role with the regional transportation Council because the mayor put me on that committee but he had authorized $80 million for Dallas's deck Park which went through the regional transportation Council so that's why I was there but mayor just in case some people in Fort Worth were asking why did I go to celebrate 80 million for Dallas Fort Worth got money too you should know that we got $2.3 billion to double track the TR that's the train double decking is going to take place there we also got 133.6k our share I have not moved to Dallas by no means uh speaking of trains we were able to celebrate the opening of the Trinity Lakes train station last week City Manager David Cook was there uh in that first picture you'll see Ken and Carla Newell and the big guy with the blue shirt if he looks familiar he's a former department head Randall Harwood uh my staff my newest chief of what do you call it a chief of Staff Suzanne Oliver is with the guy next to the hat and of course everybody knows Sandy bro and we saw Tito Rodriguez and county commissioner Alyssa Simmons attending as well if you don't know where the train station is go out 820 if you go at night you'll see all these lights that's the train station it will get you to Dallas and one day if we're fortunate it'll get you to Houston too no matter what folk and Dallas is saying next slide this is very very dear to my heart and mayor this is something that you have been involved with this is go beyond grades and I think you were a keynote speaker last year most people think if your child was coming home with an A or C on their car that they were doing okay 96% of the parents thought their kids were fine in tan County the truth is only 52% so what's going to be happening is there are going to be public meetings taking place throughout area giving free resources to help parents especially during the summer and mayor when I finish with this feel free to add in I think the first one is going to be at rising star on April 13th at 11: a.m. and so parents need resources to help their children succeed in the classroom and we are not doing a real good job in Teran County or Fort Worth so if you know anyone who has children let them know that there are a number of meetings taking place through throughout the entire area to help parents help teachers I'll give you a clue right now if you have a child in grade school simply ask your teacher is my child reading at grade level not is my child passing is my child reading at grade level May did I do that right great Gina okay and finally I need to see people showing up Thursday at 6:00 at the Hanley mebrook Recreation Center I get tired of people talking about you guys adopted a budget and you didn't tell us what you were voting on you can be a part of that process if you just come and help us plan Fort Worth and so we will be at the Hanley Community Center at 6 o'clock this Thursday listening for your ideas we are planning all the way through the year 2050 you do not have to be left out hi bourney I see you there and so just looking forward to you guys showing up and this will be the first of many meetings and mayor I think that's all I have reading is fundamental reading is fundamental somebody's been doing a whole bunch of reading I'm real real glad to hear that council member Williams thank you mayor I just have one announcement um i' want to invite all of our district six residents um to our district 6 open house it's this Thursday at the Vivian J Lincoln Library from 5:30 to 7:30 p.m. um this is a great opportunity to connect with um your city departments and also to meet your neighbors um we'll be providing many updates related to District specific projects that are happening that are exciting um and also um we'll be there to answer any questions that you have um related to anything related to the city or the district um we hope to see you there um and make sure um you invite your neighbors as well thank you council member Hill I just have one I hosted a breakfast on March the 27th that Cafe Republic um was the North Division npos and the commands staff and I really do enjoy these times to sit down and have a meal with the officers and I want to thank them so much for everything they do on a daily basis to protect us and keep us safe um and had an opportunity to also just discuss with them you know any concerns that they had um sometimes they listen to all the complaints and take care of us but we don't actually return the favor and listen to what they need so um thank you all for what you do Council Beck all right uh first up we uh do have a library in City Hall if you don't know it's on the first floor and when you walk in on the south side of the building I'm sorry on the north side of the building so um we have restored Library service to downtown if you are interested in checking out a book um you can go online and they will make sure that that book is reserved for you at that location so thank you to staff for um putting that together so quickly next slide uh on March 29th uh tended the ribbon cutting at the Ronald McDonald House's new kitchen and um it's not just a new kitchen it's a new program meals from the heart um where they have hired a chef to come in and cook for the families so that they are nourished um as they are seeing their loved ones through some difficult times they're always looking for volunteers if you haven't done it I would highly recommend doing so um it can be a lot of fun you can sign up at rwh fw. org next slide had the opportunity to tour JPS but uh most specifically got to look at um what they're doing to improve the mental health care System here in Fort Worth um you should all be very proud of what they're doing um and how they are really um putting in some effort to make sure that those um folks in the community that really need some help um have it and I think we will see um improvements across our city because of what they've done all right next up we've got future events coming up we have open streets um April 13th from noon to six grab your skateboard or your bicycle or your presenting certificates of recognition to pioneering women in charia that included recognizing escar musas Las anas they're on the bottom right of the screen they are the first has got M team in history of the USA and laa Rodriguez the first woman to sit on a national directive committee as a secretary of coordination it was such a wonderful experience to be among so many strong and talented women next slide please in late February we were made aware of an elementary school in District 11 that had run out of school supplies at so we sprung into action to help secure supplies for versah Williams Elementary uh we ended up securing many boxes of supplies thanks to generous local donors that included Frost Bank Arosa survive and thrive education and Andrew doc sessions community centers next Slide the March Court in the community warrant forgiveness event was a big success on Saturday March 23rd interim chief judge Simone Gonzalez and Associate judges dadus IGI and Carla cman were able to scream 130 persons for cases of those 130 individuals 486 cases were processed 427 warrants were addressed and 40 persons received other services uh on site thank you to our amazing judges and to our municipal court services director William Rumley and partner Pastor Milton Pace from saintsville Cathedral for uh making this event possible next slide please and this past Saturday District 11 hosted its spring resource fair at lran Plaza we took this event directly to the community with 42 exhibitors that included city and county departments local nonprofits and community groups exhibitors shared that they were they were able to speak to over 200 individuals within the 4-Hour period this is the first time lean Plaza has done something like this a huge thank you goes out to our partners and sponsors along with the many many volunteers that included representatives from our East Side code blue program you'll see them on the bottom right and last but definitely not least thank you to my two amazing District directors Rachel and Jama who worked hard to organize this event and ensure its success um I know thank you you to David and Denise cook who showed out to support the day of proposed improvements and find that the proposed locations include all reasonable planning to minimize impact to the park the change of Park use includes utility easements for the electric line and the proposed project improvements include realignment of Randall Mill Road outside of the 100-year flood plane relocation of the park roadway entrance outside the 100-year flood plane installation of to previous or better condition upon the completion of the project in accordance with the state law the prop osed use of Parkland will be advertised with this I'm sorry it was advertised with a Fort Worth Star Telegram on March 19th 26th and April 2nd information announcing the proposed use of Parkland was posted on the city's web page signage at the project site and sent via email to the registered neighborhood associations with a mile and a half of the park on January 12th of 2024 at this time staff has received no public inquiries on the proposed use as a result of these posts ings on February 28th of 2024 the Park and Recreation Advisory Board endorsed staff's recommendation to the city council to authorize the use of a portion of maler Co park for the realignment um excuse me for realignment of the roadway outside of the 100e flood plane to improve Public Safety staff recommends hearing any additional public comment upon completion of the public comment staff recommends the city council close the public hearing and act on the MN state mayor i' I'd like to hear from staff who can address flooding and straightening the road Lori is that you or would that be Richard thank you sir and of course my concern is loss of trees so it's going to be Lauren okay it's like a hot potato can you he's coming down I'll address the trees she'll talk about the roadway project uh there are 13 trees being removed those are all been identified by the city Forester and all those funds have been paid by the project back into the tree tree City fund so we've received the mitigation for the loss of those trees I will add too that part of the trail that Lori talked about that walkway Trail is also being done as part of this project and it's something that we negotiated with tpw to be able to get some trail in the park as they have to address this flooding I'll let her address the the roadway portion well before you do Lauren Richard in in terms of the trees the trees that I know to be at Mallet Cove Park are are mature are these mature trees are they significant trees they're they're significant from the standpoint if they're identified as part of that but most of the trees are down by the river these are the ones up by the roadway and where the the uh the grading has to occur as they realign the road so they've paid mitigation they're not sign significant like the big ones down by the river but there are 13 trees that have been identified well not to worry I am going to support this but I need in the record so that people know that this has been vetted and Lauren random Mill is so crooked uh how is this going to address straightening it out as best as we can well so the purpose of this project is really to mitigate storm water o over topping on Randall Mill from approximately 200 ft west of territory Trail to Golden ey Lane so I think referring to the the straightening out of Randall Mill that's a much larger Capital project that we've previously discussed uh so this section of roadway will be a realigned away from the creek and the roadway will be elevated to remove it from the hundred-year flood plane and so as also previously mentioned to existing covert Crossings will be eliminated within this roadway realignment and a new covert that can convey that 100-year storm water will be added well for those who know Randle Mill and the east side you know that flooding is especially on random Mill has been a historical problem and so for the greater good you know I'm going to move we close the public hearing and move for approval second along Blan Road it's uh just off of uh it's just the north of the Northeast Loop and just west of uh of the northern freeway um our our request this evening is to rezone a portion of of a larger property from uh currently from PD and uh and A5 to e so that's our request it's the area in red in your in your in your screen above and so um a little bit about us uh we are a developer and a wellness Hospitality operator and owner uh to to further a little bit of who we are um our Founders have developed this concept before and operated it successfully so our oper to our team this is not a New Concept it is a new company a new entity per se but it's not a new business for us per se and our focus is in developing Wellness spots and operating them uh what we hope to do in Blue Springs is to is to develop a wellness spawn create and urban sasis that will include Hydro therapy thermal Wellness it will include uh personal services like uh therapeutic massage food and beverage uh and a little bit of auxiliary retail every location that we develop will have a local impact plan which includes Environmental Conservation it'll include natural resource protection Community engagement and and and a local impact plan specifically on this site the area in red is the is the proposed rezone area and then special on this site is a very large portion that's a flood plane so that's the area outlined in in Blue on the screen in front of you we are motivated to locate our location adjacent uh water and trees uh given our quest to create an environment of Tranquility for our guests where they can uh relax uh in and around nature and so that's why this site's actually special to us and um and our guest vehicular access does come off of Blue Mound Road to the West Via a private driveway our conceptual plan shows approximately 50,000 feet of buildings uh then we do have a fairly robust landscape buffer adjacent the future residential lots to the East and and uh and then lots of outdoor space for ther thermal wellness and hydrotherapy programming outside for a better visual of what's meant by hydrotherapy and thermal Wellness we've included a few images here for context from a few different sites we're working on by day you can expect outdoor areas to include pools um variety of of thermal Wellness programming relaxation areas and some outdoor dining space and uh and we do believe this will be a community amenity and and uh with a differentiated use that should add some new Vitality in the city of Fort Worth where lighting is required we'd use a variety of lighting techniques to create Ambiance and minimize light solution and we'd have a few different food and beverage offerings including a cafe um grab and go and be thanks for the time look for you Daniel councill um Mr edgert I have a couple questions for you so you mentioned that y are an owner an operator how many of these spots are you operating currently in the United States as of this moment we have zero in the United States operating of of of our founding group they have developed one in the Canadian Rockies one of the most successful locations in Canada they developed it they operated it successfully and that was the basis upon which they rais raise a significant amount of capital to develop in locations like Fort Worth and how many locations are you looking at across the United States we the the capital that we've raised is for 50 locations we currently have 30 under negotiation but you have not started correct you have not closed on any of them correct correct we're just in the we're just at the threshold point where we're starting to to move towards that okay will you clarify one thing for me so the P the stock pictures that you had up online earlier those are not actual Spas those are stock photos correct they're not spas that y'all own or operate that's correct okay thank you believe our next speaker on that was maybe Carl Crawley Carl calll Crawley um I just wanted to concentrate on on the zoning aspects that's my life sorry it's kind of boring but that's just me um the the staff has obviously said that the land use compatibility for this request it's compatible it's it's consistent with the comprehensive plan it's consist it's consistent all the way down shall we say and staff's recommending approval the request is for an e district and we're surrounded by basically us in a sense that we own the property surrounding us and if I could go back how do I go previous let's go no wait let's go forward I guess it's like slide five or six next is doing nothing for me oh let's go back then right here um you can see the as as Daniel mentioned the blue area is flood plane U right now we have a PD on on Blue Mound that's basically e with a tree farm basically um what we're changing is uh we came in originally for a request for PD and staff said why don't we just go to an E District you can see to the north of us is an e District that we own to the south of it is some A5 that we also own and then and then a large flood plane and stuff so the the viability of building this for and then I guess to our to our East um is a future developments already under construction so we're kind of land locked on on either land that we own that's zoned e or or that we own or as flood planes so really it's kind of difficult to develop this for something that doesn't want to sort of blend in with the flood plane and the other surrounding area we're going to have to cross the flood plane with a roadway obviously has to be approved it's going to have to be a bridge a very expensive bridge to get over the the creek there again has to be approved there'll be site plans that have to be approved by staff and by pnz and y'all so um those are some of the things that I I understand we're a startup company in that sense we don't have any other locations um Starbucks originally didn't have any other locations uh a lot of startup didn't originally have other locations um I I don't think it's a a great leap of faith um on this site U that would be very difficult to develop for anything except something that is that I think Blends in with nature in that sense uh especially when you've got across a flood plane that you can't really do anything in so I think this is a good use of a difficult piece of property I think staff agrees with that that the E zoning district is is compatible especially with the future single family to our our East so we'd ask that you follow the staff and and the PN plan commission recommendation for approval thank college station um who also operates the Spring Hill Suites here in the Stockyards um hun Goodwin is on the board there as well to develop and partner with this um New Hampton in uh a lot of history on this site um dating back to 1937 when um Barney Halland Oil Company originally acquired the first tract here for a fuel distributor um fast forward to 2018 they finally completed the acquisition of a full block um which was an old bar there at 29th in Maine uh That Was Then demolished along with the grocery store for the Redevelopment that we know now as Chick-fil-A and Starbucks um and now looking out to round out that development with this New Hampton Inn uh have done a lot of neighborhood Outreach for this know that this is a really important area um so all the sites that you'll see here in or the properties that you see here in green along Ellis Avenue we have letters of support from those Barney himself went and walked and met with these neighbors the two there in yellow um have reached out to them uh their rent houses were unable to get in touch with a property owner for one the other is away in Mexico and though his wife was supportive didn't feel comfortable offering a letter um as well as the neighbors we have community support from a number of different organizations and businesses in the area um one quick update since I prepared this presentation is that shilow Missionary Baptist Church has since issued a letter of support um they're just one block lock to the west of this property um and they're excited for it um it is adjacent to residential I also want to emphasize the fact that this is on two major highways we've got US 287 Business and State Highway 183 that are both um adjacent to this property or in this block um both roads carry 24,000 Vehicles a day so this is a major thorough fair and identified on the thoroughfare plan as a commercial connector um site plan considerations one of our primary concerns was not or as little impact to those Neighbors on Ellis as possible so what we've done here is located our driveways to be on the shared access drive with Chick-fil-A to the South and on 29th Street to the North and the only access you'll see there at Ellis is just for um kind of a service entry emergency access um and then you'll see in the elevations and the renderings we have 15t of grade change we're working across with this site so that's allow us to do the tuck under parking and we do meet parking requirements so a lot of talking a couple of pretty pictures there and here to answer any questions you may have thank you John any questions at this time CC Flores uh just a couple to clarify uh you didn't mention this John but tell this um and I can see it in the S plan uh how many stories this will be four stories with the yeah we go to the elevation basement level garage and then four stories above it okay and you could go higher under the requested zoning right that is correct okay and my understanding is you heard from uh your Outreach from some residents that had concern about going higher and the decision was to accommodate that concern and keep it to lower story okay all right how many units be 149 thank you our next speaker is gladus rera is glattus here by phone I'm sorry I always miss that gladus hello go ahead please yes okay perfect um my name is gladus Gada I am a resident of the noride community I in opposition of the the zoning case ZZ zz2 24015 due to three three simple points uh I think it's unfavorable to in it's an unfavorable impact to the resident of the norai community there is lack of genuine intent to create an open dialogue to achieve a resolution between the developer and the local residents of the community I also believe the city should take into consideration the residents directly adjacent to the property I think the long-standing residents are just as important as those that visit the forward Stockyard based on the original statement from the applicant during the zoning commission hearing he claimed that the residents directly facing the property Hotel were not in opposition of the property development based on the interactions from a local resident Miss Flores that lives at Alis she received conflicting claims from the property owners being in opposition of the hotel plans I will continue to oppose of development until the city addresses the traffic and crime that continues to impact the residents I believe that F it's a further burden of the long-standing residents in the to increase traffic and noise and the peace that these residents expect from a residential Community I've also um contacted the firm and the property owner Mr Holland reaffirming that I have I am looking to learn more about the zoning case I've received no response in my email correspondence on either March 14th or March 26th he did attend the norside community meeting after hearing some concern about the zoning case hearing he was unable to answer adequately the an our questions about the hotel development we recommend we speak with the hotel de developer itself himself I have heard from residents and they um from feedback from that I've received is that they would like to see more diverse retail space and restaurants that will mutually benefit the residents and the growing tourism in the stockyard thank you so much C Flores our next speaker is Danielle Flores Miss Flores here um hello my name is Danielle Flores and my family and I have been residents on Ellis Avenue for over 60 years we've seen our community change over time but nothing has struck us as deeply as the recent loss of our our beloved grocery chain Carnival this was a place where once for worthan created warm memories from enjoying snow cones to shopping together with family members and always bustling activity there was always a corner storm for our community now they plan to replace it with yet another hotel aimed at attracting tourism this is not just about losing a cherished local spot it's about the overall impact of our residential area our streets are becoming overrun by tourists who often engage in disruptive behavior due to excessive drinking the safety of our children is at risk they can no longer Place freely on the streets due to increased um traffic and frequent car crashes daily we already deal with enough drunk drivers from the bars and the Stockyards and existing hot and exiting hotels we don't need more added to the mix our tax doar should be used for amenities that benefit locals rather than catering suddenly to tourism instead of another hotel we propose Alternatives that would truly serve our community such as and Community Center retail stores restaurants anything uh as simply as filling potholes or adding Greenery or sidewalks would be more beneficial than another tourist attraction we urge C officials who meet today to consider the concerns of our people just today I talked to the residents at 2819 across from um the proposed construction of the new hotel and they said that uh the developer came to talk to them and he said directly to him that he would want to see restaurants and Retail that he can walk across the street and enjoy with his family versus a brick wall every day and um all the signatures that I just got today were all of the residents of the of the of the next street over and of the workers from Chick-fil-A and the workers from O'Reilly and the workers from the Jefferson Dental Clinic as well they are all added to the petition as well opposing that we should have retail versus tourism or things aimed for tourism thank you customer Flores is a conclusion speakers all right thank you mayor I want to thank the speakers that have come up to um address the council uh I want to call Barney Holland to the podium I have some questions for him good evening Council good evening Mr Hollen I have a couple questions for you uh the first Speaker uh Miss gavara characterize that there was no meaningful um Outreach done how many times did you go to the neighborhood association the first meeting was before the zoning committee met and I was out of town I did go to them I think it was March 14th and I showed them photograph I mean I showed them the pictures of the hotel I answered all their questions one individual asked me how much hotel tax this would generate I did not have an answer for that I got an answer a conservative answer and I got that back to um Aaron AJ Garcia who was president of the uh Association all right I did answer every question I was given to the best of my ability yes sir and you had email Communications with uh the uh neighborhood association leadership corre correct okay because I have a uh I think we all have here in our packets uh they officially took a position uh to neither support it or oppose it is that accurate correct okay at the last meeting of the neighborhood association was uh there Desire by some to uh revisit that vote I've only been to the one meeting right and that's the one that I'm referring to the one you were at was there a desire to revisit the subject yeah to cast vote I don't recall yeah well I was at that meeting I'll tell you that there was some discussion over there but the neighborhood association the majority decided to that they were fine with it because it's not within their neighborhood boundaries that's correct right the far greater Northside historical neighborhood association has sent a letter of support correct correct okay it is their Association boundaries that include this property correct right um from my observations and as evidenced by the 14 letters of support that I've received and that this Council has received I don't agree with the characterization that the Outreach has been unfavorable in fact you had told I think several folks that when you knocked on doors in many instances you were invited inside to have a discussion about the proposal is that accurate many would be an exaggeration a couple or three yes okay all right well good and you Outreach to how many neighborhood organizations Diamond Hill Jarvis was for it so long as it parked on the property that was their only question and it is fully parked on on the property I by telephone last week I talked to the far greater North Side historical neighorhood association with Sharon Warren and I answered all their questions by conference call and um Reverend Craig Pullum from the Shiloh Mountain Mount Missionary Baptist Church Missionary Baptist Church spoke beforehand he said he was in favor of it I answered all the questions um and they wrote a letter in favor of it and this morning I got got a letter I don't know if it made it into the package from RE Reverend Craig Pullum and IED yes you did get it and I knew his predecessor uh Reverend Chu for the last 50 years that we've been out there well we've been there 86 years or something but how long have you on the property starting in 1937 my grandfather bought the first piece when he came back from Mexico all right uh in reference to the carnival food store yes sir very briefly tell me why that was uh taken down okay we made a ground lease with uh the Carnival Food Store in n in 2019 I think 18 and they built and they did fairly well there but Fiesta built to the east of us so they divided the market um Minards and Fiesta both eventually sold to the big Mexican grocery CH ched chedy and ched jurri made the election the one that runs El Rancho forther down on Main Street right no fiesta okay gotcha um it's a they have 846 stores in Mexico and this country and they made the election not to renew their lease they gave it back to us on the condition that we signed a restrictive covenant not to put a grocery store in there and I thought I'd made a great deal to get the building back the copper thieves raided it before we got back we had discussions with um Live Nation from for a big music venue ohos locost the restaurant a flea market um an indoor gun range and we the Holland family didn't think any of those were appropriate uses for the building um in that neighborhood yeah some of those uses needless to say would be detrimental impactful to the area your neighborhood and we respect the neighbors and so we because the building was pretty well Ru the HVAC system was ruined we spent money to tear it down replanted the lot after we bought the bar in the north east corner the main bar is was called we remediated the asbest took that building down and took a bar off North M which I hope we get credit for um and replanted the lot the the block into four restaurant Lots we got Starbucks eventually through covid we got Chick-fil-A and we had two other restaurant sites designated and we were approached by Hotel here from out of from Mississippi and we and I knew Hunter goodwi at Old him Goodwin and so I called him and said is this a good hotel site and we studied it and he agreed it was and he's a known Factor here with a successful hotel in the Stockyards and I've got two Aggie sons and he's an Aggie so that helped um at any rate so that's and so we did not put two two more restaurants um the gentleman that was referred to across the street said laughingly to me I wish should put in a golden whatever it's called Golden Corral Golden Corral yeah and well golden Crow wasn't interested sure and Market says it's a hotel yes sir and to your point uh desire development begets desire development that Corridor as a result of the good development going on in the Stockyards is beginning to change right and I know that change does worry you know some residents and you know justifiably so that's why we have these conversations uh and that's why when you first met with me I directed you to make sufficient Outreach to the best of your ability to make sure everyone knows about what is being proposed I've looked at I've looked at this and I'm a lifelong resident on the North side my family goes back several years and we're still there so I would not do anything to harm you know the area that I grew up in still reside in currently you have a lot of vestage uses some of them along that North Main Corridor are heavy industrial right vestages from times past motels some small bars Etc again the market is beginning to change that so I think that in my opinion by looking at this this change is favorable right and again I'm basing that on the Outreach that you made within the area of notification to the immediate residents around it and I'm looking again at the 14 letters that you have signed here from them right of this so okay uh those are all my questions for now thank you sir well and I worked with your predecessor Salis spino because he said the city wants to clean up Main Street and I think this cleans up 800 ft of Main Street well the area is improving and that's a good thing I think for all involved thank you sir all right I don't know if my council members have any questions words of gratitude to Barney company your whole family and the Integrity that you've always you know shown us uh one thing I know about the north side because my family is from there when you get the support of Shiloh Missionary Baptist Church you know that that's a a big thing uh I also know that when it comes to community engagement you have a history no matter where you are in Fort Worth of making sure you touch Bas uh the first callar I don't think is within the geographic Realm of the official neighborhood association of record there are people who have desires to see what they want to see there but the reality of it is the market is changing every hotel we get that's a quality hotel which is what you're bringing improves our chances of getting more conventions coming this way and because of that I'm going to be supporting the council member's motion to approve thank you yeah and and and I the hotel will also bring needed jobs you know to the area many of which will probably be hired from a local area and on that point I want to say I did a little research on it the Stockyards area has the highest occupancy rate of hotels in the entire city so it has capacity that's what it means to us all some folks have you know approached me called me and spoke and said do we need another hotel the capacity indicates there is plenty of room for it and a Hampton's in Suite offers it at a certain price point we can all afford Rover prices It's a Lovely Hotel but when you have families that come and visit Fort Worth whether they're going to the Stockyards or elsewhere they need a place to stay right correct so I think it's a it's a good thing so I make a motion to support this and approve it motion a second council member Flores I mean uh Williams yes I just wanted to commend uh councilman Flores and you Barney and the team I really appreciated this discussion I didn't know as much as I do now on it I mean just wanted to offer to the conversation not only does this provide much needed hotel rooms in a city that's rapidly growing and you know that tourism is one of our important industries that we're trying to grow um this also adds um um Financial benefits to our community as well in the sense of not only property taxes but sales tax and hotel occupancy tax all that can be reinvested back into um building our community and our city so I equally support it and appreciate all the work that y'all did on this sir thank you councilman Williams um I won't reiterate other things that have been said very helpful tonight to have Mr Holland walk through things but I I did want to say to Danielle or Dany um great presentation I know that's that's very hard on behalf of your neighbors and I think um you may have already had the opportunity to meet with Mr Holland or others if you haven't I really encourage you to do so because I think you'll find him to be incredibly fair and focus on Fort Worth not just on business which as a resident of the north side and I know Carlos also shares that it's an important um marriage between the visitor tourism and the over 8 million people that now visit the forest Stockyards but also making sure the residents of north side that have lived there for Generations are also protected and heard and lucky for for us we have Council M Flores that's serving so diligently on behalf of District too and I know his door is constantly open and these are hard cases to balance but I do think this evening we've we've arrived at the right decision and
