I'll call the special meeting to order. To make it easier for residents to voice their comments, there will be two public comment periods. There will be one at the beginning of the meeting designated for comments related to items on the agenda and one at the end of the meeting for general public comment. Speakers will be limited to three minutes to state their comments. This meeting is being video recorded and stream live on the internet. Mr. Valdez, please confirm posting and roll call. Mayor, this meeting has been posted in accordance with the Nevada Open Meeting Law. All members of the council are present, and you have a quorum. Thank you, and because this meeting is a little bit different, first of all, we want to welcome all of our friends from Metro who are here. Thank you for coming to help support our new chief. We appreciate you being here. And second, we're going to start off with a color guard, and we can get that started so If they're ready, we will get going. Say can you see by the dawn's early light what so proudly we hailed at the twilight's last gleaming whose broad stripes and bright stars through the perilous fight O'er the ramparts we watched were so gallantly streaming? And the rocket's red glare, the bombs bursting in air, gave proof through the night that our flag was still. Let's pray. Thank you to our color guard for that beautiful representation for our country. And now we will open the first public comment. Now is the time for our first public comment. Item number one is the appointment of the Henderson Chief of Police, Reggie Rader. The recommendation is to ratify. Public safety is one of the city's highest priorities and we're proud to be one of the safest cities in America. This achievement is made possible due to the brave, dedicated, and hardworking men and women of the Henderson Police Department in collaboration with a great city who leads in almost every aspect of quality of life. Our new chief raider of police, I'm sorry, our new chief of Police, Chief Reggie Rader, brings nearly three decades of law enforcement experience, a strong track record of leadership, and a deep commitment to our local community. He's a proud Green Valley High School graduate and a longtime Henderson resident, and most recently served as Deputy Chief with the Las Vegas Metropolitan Police Department, where he oversaw more than 400 commissioned and civilian employees across a range of critical operations. When he first heard about this appointment, I am looking forward to meeting his mom. His mom saw the announcement and suggested the person we were describing sounded just like her son. So thank you to Mama Rader. We are so pleased to have him here. He fits the bill. He has the leadership qualities and collaboration that we're looking for to develop our team and to lead us into the future. Thank you to his family who is here to show his support. And we're also pleased to welcome Sheriff McMahill and so many members from the Las Vegas Metropolitan Police Department for today's ceremony, just showing how much support you have in the community. Community safety truly is a team effort, and I am excited for this new chapter and look forward to continued collaboration as we work together to keep Henderson one of the safest cities in America. And now Mayor and Council, it's my pleasure to introduce item number two, the ceremonial oath of office for Henderson Chief of Police, Reggie Rader. And I welcome you up, Chief. Reggie Jerome Rader, having been appointed and duly qualified to the position of Chief of Police by the City Manager, the Honorable Stephanie Garcia-Bas, and said appointment having been unanimously ratified by the Henderson City Council, are you now prepared, sir, to take the oath of office? I am. Please raise your right hand and repeat after me. I, Reggie Jerome Rader. I, Reggie Jerome Rader. Do solemnly swear. Do solemnly swear. That I will support. that I will support, protect and defend, protect and defend the Constitution, the Constitution and the government and the government of the United States of the United States and the Constitution and the Constitution and government and government of the state of Nevada of the state of Nevada against all enemies against all enemies, whether domestic or foreign, whether domestic or foreign. And I will bear and I will bear true faith, true faith, allegiance, allegiance, loyalty to the same and loyalty to the same. Any ordinance, any ordinance, resolution, resolution or law of any state, notwithstanding, and that I will well and faithfully perform all the duties as chief of police for the city of Henderson on which I am about to enter. So help me God. Chief Rader, congratulations. Let's first say thanks to Vincent Harper. I didn't know you had pipes like that. You better not be moonlighting, but very well done. I want to thank the Nevada Multi-Agency Honor Guard as well as the Henderson Honor Guard for welcoming me on this momentum occasion. Friends, family, colleagues, both old and new, it means so much to have you here supporting me on this big day. I got to tell all my Metro people, I think the blue looks really good. And I... And I do want to thank the sheriff. If you notice, he's wearing all blue too and a solid solidary. So thank you for that. I would definitely like to thank the amount of support I got from you, Mayor Romero, the city council, Stephanie Garcia-Va, city manager. Thank you for placing your faith in me to lead this wonderful organization. As you know, I do have deep roots and this is really more of a homecoming for me. So thank you. I have to thank my parents, both of which made the decision to move to Henderson. when I was growing up and I was able to see firsthand how important public service was. And that's something I hold dear even to this day. Lastly, I'd like to thank my beautiful wife Angela and my two children. You guys are the reason that I wanted to do this. You're the reason that I want to keep Henderson one of the safest communities in the country. And my goal is that long after I'm gone, this will continue to be a thriving community. It'll continue to be one of the safest, and that you guys will be raising your families here. So thank you for doing that for me. I wanna talk to the heroes in the room, and the heroes that are listening, the men and women of the Henderson Police Department. I've had the opportunity this last month to go around and hit all the area commands, hit mini briefings. I was able to walk the decks of the jail. I got to meet our professional staff, our communication specialists. And there were some resounding themes that were coming out there. And that's not lost on me. And I want you to know that even on day one, I started taking those things to heart and starting making changes for you. You have a voice and you are heard. I've been to too many situations where those bagpipes are not playing for ceremonial things. And it is my pledge to you that you will have the support that you need. We will get you the staffing that we need. I'm already trying to beef up the patrol for this next shift bid because every area command I go to, there's folks there on overtime. And it's great that you guys are willing to protect the community and come work on overtime, but I know that has its toll on you as well. So my goal is to work with you guys. You have a seat at this table so we can be the best trained, the best equipped department, and I know morale will follow. You guys are the future of this agency. This is your police department. I'm just the one honored enough to be able to lead it. But I do want you to know every single decision I make, including picking my command team moving forward, is gonna be with the input and the thought that I have from you guys. And I vow to always be present as well. You'll see me out there, you'll probably get tired of me, I'm gonna be trying to remember what it was like doing police work, having ride-alongs, and having fun with you guys. My command team's gonna be doing that because it's important. You men and women put it on the line every single day, and that is why we're able to say, We are the safest community because of what you do. And I'm looking to take that and keep it going forward. So I do wanna say thank you and that's my pledge to you. Last I wanna say something to the community. I do not look at transparency or collaboration as a bad thing. In fact, I see it as a necessity moving forward. And as Henderson has grown from a very small city to now the second largest city in the state, this police department's gonna grow with you. And I can only do that if you have a seat at the table. This is your police department as well. And I want you, I welcome you, I need you to be involved in that so we can continue to grow and develop as this city has grown and provide the exceptional police services to keep this the safest city in America. Thank you so much, I'm humbled and honored and appreciative. Thank you very much. Thank you, Chief. Now is the time for our Council and Mayor comments. I just want to reiterate how welcome you are to our community. We're excited to have one of our hometown sons be at the helm of our police department. As you said, we have an amazing police department. who work so hard every day to make sure that our residents know and appreciate the fact that they live in one of the safest cities in America. They don't take that lightly. They appreciate the work that you do. I think that our police department are recognized throughout the community for being proactive and for for the care that they give to our community. So I look forward to the changes that you've talked about. I look forward to the open communication and for just the things that you will bring with the experience you've had in our sister jurisdiction. I think it will be a great addition to our department. And I look forward to what you'll bring to the table. Congratulations and thank you to the Rader family for giving us this opportunity to work with him. You've obviously done a great job raising him up, so congratulations on that. Thank you. And to his family, thank you for having him on loan to us. We appreciate it very much and the sacrifices you will make as a result. Any other questions or comments? I'd like to say... Congratulations, thank you, Chief Rader, for accepting this call. I've been incredibly excited. I am so grateful that you're here. It's clear by your bio and your experience, you're the best candidate for this position. We couldn't ask for better experience. And I wanted to highlight Chief Raider's Medal of Valor for those who might not know. That's the highest national award given out by the president or vice president. So I commend you for your service and your public service that you've given so many years and that you will bring that to Henderson. Welcome to the Henderson Police Department and Henderson family. I am incredibly grateful and thank you for your dedication and support to us. So, I am so, so with the exception of going to Green Valley High School instead of basic, so we'll deal with that later. No, I am very thrilled. Very thrilled to have you here leading our police department. I want to thank city management, HR, for the entire recruitment process for selecting and identifying Chief Raider to come to lead the Henderson Police Department. I know personally from working with you, the skill set that you bring, the expertise, the leadership, the collaboration that you have, the relationships you have. You're already a step ahead than what most chiefs have stepping into this position because of those relationships, which is exhibited here today. And so I look forward to you building into the men and women of the police department with those relationships, providing those training. And even as you said today, how you're leading out with, you're focused on those line level officers that make or break this community and how you're focused on that collaboration with the community. It's everything we're looking for. I look forward to you rebuilding old relationships and encouraging and enforcing and building on the new ones and the ones that are already standing. So you're Your subject matter expertise and use of force and tactics and experience is just going to be poured in and it's gonna be to the benefit of not only this police department but to this community. And so you have in front of you a city council that is in fully support of not only you but this entire police department keeping this community safe and supporting what you need. So I ask that you please work with us, let us know what you need, let us know what those men and women need, let us know what the community is saying that's bringing forward to you so we can help together just provide a level of service that the city has never had before. so I'm very confident in what you bring. I'm excited for having you here. Congratulations to your family. It's going to be some long days, but you've been through that for the last 30 years, so just give us a little more, and it's going to be wonderful. So congratulations, Chief Rader. Thank you so much. It's been a pleasure getting to know you over the last few weeks, and I will tell you, I think you look better in blue, too. So welcome to our city. Welcome to our police force. You know, there's nobody more important to me other than my family than the residents and the constituents in Henderson. And with that is public safety. Because without public safety, I've said it many times, we would have nothing. We would not have what we needed as residents to have a high quality of life. That quality of life has to be protected. And so as you go on this journey and enter this huge job, which I understand you're prepared for, I hope you know that it is appreciated when you talked about transparency. I think that communication builds trust, transparency builds trust, and it's something that we need. So thank you, thank you, and I'm excited to work with you. Welcome, Chief. Wholeheartedly welcome you, and thank you for joining up with us in this journey that we're taking together as as a council, as city management, and as the community being raised here, you know, and especially because you went to Green Valley High. What a great... That's just for my colleagues here. But, so thank you for taking this leap. This is a big leap, and we appreciate you so very much for coming and joining in with us. And we can't... express the same as Councilman Seabock. We're here for you. Whatever you and your team and every one of the officers that make up the department, we're here for you and we want everyone to succeed. So thank you very much.
