Before we proceed with the agenda, would everyone please rise for the invocation given by Pastor Aaron Hansel, International Church of Las Vegas, and please remain standing as he leads us in the pledge. Welcome. Welcome. Good morning. Thank you for allowing me to come and do the invocation this morning. Let's pray. Almighty God, we come before you with thanksgiving for the leaders you have placed over our city. We thank you for their service, their commitment, and their willingness to carry the weight of responsibility for the good of our community. Your word says in Proverbs 29:2 that when the righteous are in authority, the people rejoice. So Lord, we pray that your righteousness will direct every decision and may your wisdom be the foundation of every policy and plan presented here today. Help our leaders, Lord, to listen well, to discern wisely, and to act courage courageously for the welfare of all and for our city of Las Vegas. And Lord, may we bring glory to your name in all that we do in Jesus name. Amen. Amen. Would you lead us in the pledge? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. For all. Thank you so much, pastor. I will now proceed with the ceremonial part of our meeting. Check this question. This is this is the ceremonial portion of our council agenda. And for our first item, Councilwoman Seaman will recognize our citizen of the month. Councilwoman, thank you, Madame Mayor. Good morning. Good morning. I'm thrilled to celebrate not only an outstanding community leader, but also a cherished friend, Carol Adams Hatter, as the city of Las Vegas citizen of the month of June. Would you want to come on up Carol? Carol is a shining example of what it means to dedicate your life to service, especially when it comes to the future of our youth. For more than two decades, she has worked tirelessly to build and grow one of Las Vegas most iconic and impactful sporting events, the NBA Summer League. What began as a modest idea has through her vision and determination evolved into a premier showcase that brings together the best rising talent in basketball, energizes our local economy, and most importantly inspires young people in our community to dream big. But Carol's work doesn't stop at the court. Her true passion lies in education. She has been a driving force in creating and expanding charter school opportunities across our city. Carol believes deeply that every child deserves access to a quality education no matter what their zip code. Her efforts have opened doors for countless students, helping them access the tools, support, and environment they need to succeed. I've had the privilege of watching Carol lead with great strength and an unwavering commitment to doing what's right for our children. She's never one to seek the spotlight, but but today we're putting her where she belongs. Carol, your impact on this city and more importantly on the lives of so many young people is immeasurable. You have been a mentor, a role model, and a fierce advocate for our youth. On behalf of the city of Las Vegas, congratulations on being named our June citizen of the month. We are grateful for you. We are proud of you and we are better because of you. Oh my god. Thank you. Can I have this? So, I want to present you with something and then I would like you to say a few words. Okay. So, first of all, this is from the city. We have, and I'll put it back over here because I don't want you to have to hold everything, but we have a a citizen of the month, which we'll do a picture later with it. And then we have a proclamation for you. But in uh for time's sake, I'm just going to tell you that this proclamation basically talks about everything that I just read about. And today will be Carol Adams Hatter Day. So, he's up for you, but we'll put him here so he can say a few words. Thank you so much. Thank you. Thank you so much. Good morning, Mayor Berkeley and members of the of the council. I'm humbled and deeply grateful for the recognition that you've presented to me today. It's been one of the most meaningful honors of my life to serve our community for the past 30 years. A city where I raised my son, Jordan. shout out who's here with me today. Um, uh, Jordan's a product of Las Vegas. Uh, he's gone on to run a very su successful business, Crossover Sneaker Boutique with a flagship location at the Cosmopolitan and now a brand new store at the Uncommons. Uh, hashp proudmom. Um, and on behalf of the NBA Summer League, thank you for acknowledging our commitment over the past 20 years to keeping Summer League rooted in our community. That connection has always been at the heart of everything we do, and this recognition is a powerful reminder of why we do it. Councilwoman Seaman, your continued support and belief in our mission means more than your words could ever express. our words. Um, and we are honored to have Mayor Berkeley opening the NBA summer league this year on July 10th. So, we hope to see you all there. Uh, thank you again for this incredible honor. I'm so grateful. Thank you. All right, let's get a picture. We're gonna we're gonna go in front and with the whole council and mayor. Oh, this is the whole city. Why don't we have you Why don't we have you hold the citizen? Right. And by the way, your picture is going to be out there. Oh my gosh. For the whole month. Oh my gosh. For the whole month. Yes. So drive by as many times as you want. Yeah. Oh, I would love to have my picture. I would love to have all my friends in the picture. Is that okay? In the back. I have all my closest I'm sure I'm sure hats are not appropriate, but part of it's part of the brand. It's part of the brand. We'll get you something right there in the middle. [Applause] Perfect. These are congratulations. Lovely. Just lovely. Um, for our next ceremonial item today, I want to celebrate our community. One of Las Vegas's greatest strengths is our diversity. People from all over the world choose to visit and to make uh their home here because we are an inclusive community, welcoming all. This is especially noteworthy because this month we are celebrating Pride Month and Junth. Um, but now we have an honore. Um, I made the mistake of putting perfume on this morning and I know that uh the woman that is accepting the award has a very adverse reaction to perfume. So, in order to keep her well, I'm going to turn over the rest of the honoring to the mayor prom, and I'll stand over on the side so I don't do anything to exacerbate Angel's um uh situation. So, with that, could I hand this over to you? Here's this. Thank you, Brian. I'm gonna start right here. Right. Mayor, it's right there. Right. Okay. So, this is one of the best things about being an elected official is recognizing other people's accomplishments. Uh so, in the spirit of community today, it is my pleasure to recognize the work of the toxic and sempalopathy foundation. This group has a core purpose of providing education and services to the growing segment of the population who are adversely affected by chemicals and toxins in our environment. This 501c3 nonprofit is based in Nevada and works to bring awareness to dangers that anyone can face, especially to their brain health. It is my pleasure to invite the president of the group, Angel Def Fazio, to join us. Angel, come on up. We are very happy to have you come up here and celebrate you and everything you've done for our community. Um, and I'm going to read this and then I'm going to hand you the microphone if you're comfortable. Uh, so this is by virtue of the authority given to the mayor, by the law of the state of Nevada and by the charter of the city of Las Vegas, Shelley Berkeley, mayor of the city of Las Vegas, does hereby proclaim June 4th, 2025 as National Toxic and Sephilopathy Foundation Day in the city of Las Vegas and ask all residents and visitors to join the mayor in extending sincere appreciation to the National Toxic and Sephopathy Foundation for its unwavering commitment to public health and environmental advocacy. Through your research, education, and outreach, you have raised critical awareness about chemical injuries and their profound impact on neurological well-being. This awareness is essential not only for safer environments, but also for promoting healthier pregnancies and protecting our youngest and most vulnerable citizens. This is signed by the mayor of Las Vegas and is affixed with the Las Vegas city seal. Thank you for everything you're doing for making Las Vegas a safer and healthier place for everybody. And if you'd like, I'll give you the microphone to say a few words. Okay. Thank you. Thank you so much. I'd like to thank take this opportunity to thank Mayor Berkeley, my dear friend. You have been a staunch supporter since you were in Congress of the NTF. Thank you for all you're doing. Thank you for all your help. And I hope that in the future we can protect the vulnerable people such as the pregnant women who are now delivering babies who are pre-polluted with chemicals. Thank you. And did you want to introduce your your friend? You're standing up here. Take the mic. It's your chance. All right. Well, I'm here representing the American Naturopathic Medical Association today. Um, we are in supporting and endorsing the NTEF safer healthier pregnancy awareness month, which really would be every day, not just one month. Their protocols and recommendation are in alignment with our association. The NTEF's president has been associated with our association for 28 years and is also board certified natural health practitioner. My name is Christian Sammon and Angel. I just wanted to thank you. you always put forth 100% sticking up for constitutional freedoms, for health, uh helping my family personally, but also well beyond into the community and the state. And there's not enough to be said about that. Um thank you. Thank you very much. I'm going to hand this proclamation to you and if you'd like, we'll stand right here in front for a picture. And thank you so much for everything you're all doing. Go right here in front. Thank you so much. [Applause] And for our final ceremonial item today, Councilwoman Brudy will recognize three community heroes. Councilwoman, good morning everyone and thank you, Mayor, for uh allowing me this little indulgence. Um at this time, I'd like to call up to come up and join me Christopher Heisman. Aldo Kintterero and Barry Bowzanir to join us up here, please. And is Sherry Warren here? Can you come up too, please? Miss Warren. And do you want to bring your little bring your It's a family affair. And James, if you could come up to you, please. So today we are pleased to be able to recognize some community heroes. Monday, April 28th, 2025 started out like any other day in Sher Warren's household. Given that it was a CCSD staff development day, she and her foster children were at home sleeping in, eating breakfast in their pajamas, and catching up on school work. Around 1:30 p.m., Sherry Warren's mother, Ella Mitchell, who suffers from high blood pressure, had a medical episode, and suddenly became unresponsive. Sherry and her kids called 911 several times and only heard music with no answer from an operator. Not knowing what to do and not able to reach anyone through 911, Sherry instinctively ran outside calling for help, hoping that one of her neighbors would hear her calls for plea and answer. And on that morning, a group of workers from American Pavement Preservation, who had been contracted by the city of Las Vegas to do some of the asphalt and paving work, um they were working on Sherry's block. Christopher, Aldo, and Barry were minding their own business and getting the job done, probably already feeling the intense Las Vegas heat when they heard Sherry's desperate calls for hope, for help. Without thinking twice, they rushed over. They picked up Sherry's mother, Mrs. Mitchell, and carried her and placed her in Sherry's vehicle so she could rush her to the hospital. And we'll limit this to two minutes. Richard Manhattan. I am a current resident of the city living in the Enchanted Village located in the area immediately adjacent to Clark High School. that area. Um I'm here speaking today on behalf of myself and a few of my neighbors with regard to the street vendors that have um become a a fixture in our area. Um well, first of all, I'd like to begin by um uh specifically addressing our uh city council person and inviting her uh cooperation or collaboration to work on area beautifification in the enchanted village area. Um, but specifically there is a sanitation issue surrounding many of the street vendors that are in our neighborhood. There's one that specifically um resides on the corner of Lilyut Lane and uh Arville. And if the city uh sends their streets and sanitation people by, they will notice not only is there um uh sort of a scarring on the the sidewalk, there's a a sort of present odor that's in that area where the street vendors typically are or where that particular street vendor is. And so when we walk in our neighborhoods now on that specific corner, we are accosted by this odor and we can see the the permanent scars of the the street vendors. And so we would ask that the city send street and sanitation more frequently to address the the areas or the the the remnants left by the street vendors or require them to better clean up after themselves. Uh we've had to call the streets and sanitation multiple times to request removal of litter and other things that are left behind by patrons who go to the street vendors. And so, um, I'm just here today to ask for a little more v vigilance in regard to, um, making sure that our neighborhoods stay and maintain their character. The street vendors are welcome, of course. Um, but if there is a better way to to keep the character of our neighborhood by keeping the cleanliness and sanitation, we would welcome that. Uh, thank you very much for bringing this to our attention. Thank you as well. Have a lovely day. Agenda item 46, council emerging issues. Discussion regarding potential items for future city council agendas or awards. Any discussion must be limited to whether or not such proposed items shall be placed on a future agenda and no discussion regarding the substance of any proposed topic shall occur. No action shall be taken. Do any members of council have any topics they would like to bring forward under this item? Seeing none, agenda item number 47, council members recognition, uh, comments made by individual city council members during this portion of the agenda will not be acted upon by the city council unless that subject is on the agenda and scheduled. Councilwoman Diaz and I had a great time making tasty sourdough bread last week at 1228 Maine. For more information on how to sign up for bread making or pastry classes, please visit their website. And after months, maybe a year plus months work in preparation, Commissioner April Becker and I hosted a Knoxbox town hall in Sun City, Summerland. It was a packed house standing room only as the program was rolled out and introduced to residents. A big thank you to Mary Fairhurst and Sun City Summerland's neighborhood preparedness team as well as neighborhood services director Arcelia Barahas, Las Vegas Fire Chief Gray, Deputy Fire Chief, excuse me, Deputy Fire Marshal Rick Rosierre, Clark County Fire Chief Billy Samuels, and Chaz Wolf from Knoxbox uh for being a part of the program, attending the event, and answering the limitless questions from my Sun City residents. I'd also like to thank Ward 4 staffer Sarah Bureick for her tireless effort including countless emails, phone calls, in the evenings, in the middle of the night, in the early mornings, uh, and all the communications it took to host the town hall successfully. The Knox box is a valuable tool that helps first responders quickly, assists seniors living alone and allows them to access their homes without causing damage. So, the home remains secure if the resident needs to be transported to the hospital. I'm so excited to see how positively impactful these boxes will be for my seniors in Sun City Summerland.
