Chair constant and good evening, everyone on the agenda for later tonight. You all will take up certification of recent of the recent municipal election. Thank you again to the election division for their hard work. I want to extend a very warm welcome to the newly elected members and those returning to the body serving on the Assembly's, a profound commitment to our neighbors and our community's future. I'm excited to begin this new chapter with all of you. And I look forward to the collaboration, hard work ahead of us as we continue to build a stronger Anchorage together. As we welcome new faces tonight. We also say goodbye to our departing colleagues who have dedicated years of service to this community. I'll save my goodbyes for Chris Felix and Scott for later in the agenda. But before the 3 of them leave us, they have a few more tasks like our annual budget revisions. Every year we adjust the budget in the 1st quarter after getting a clear picture of our revenue and expenses. As proposed the revised budgets. It's $47,325 under the tax cap. We are continuing to prioritize the services that keep our municipality running and our residents safe. These revisions include necessary funding for cost increases in our anchor rights contract to support our seniors as well as funding to continue animal control services full time. I'm also pleased to report that do to our recent purchase of City Hall. We saw an immediate return on our investment with 1 million dollars in savings to taxpayers reflected in our revised budget. As we look at the 2027 budget, we know there may be difficult choices ahead. And I encourage all members of the public to stay engaged in the budgeting process. And I want to also invite the public to get involved in 2 great community events. First, the Chamber of Commerce's annual citywide cleanup kicks off this weekend. Not a moment too soon. What a great opportunity for all of us to get outside and take pride in our neighborhoods. Second for those interested in the future of downtown. And I hope everybody here please join us next Wednesday from 3.30, to 05:00PM at the denied a center for the downtown Projects Expo. This is your chance to see the progress being made on our revitalization efforts and provide feedback on the project shaping our downtown. And finally, you all have an item on the for the consent agenda that I ask that you poll and not take action. Item 10 D 9 with support of behavioral health facility in a neighborhood that has a long history being impacted by services located there. I ask that you not move this item so we can have a community-wide conversation about treatment facilities here in Anchorage and where we locate those facilities. I've heard from every member of this body about the need for more behavioral health treatment. And I agree. We've been working nonstop to address the serious issues in our community. We have to continue to work together as leaders hand in hand with the community and partners to bring these much needed resources to our residents. We also see an opportunity to adjust our internal municipal processes to ensure that community impacts are part of our grant award process. We need another step so that the community and the municipality have better and programmatic engagement. Again. urge you all to take no action on this item and allow us to add additional consideration into the process. We want to engage in a true and meaningful community conversation with service providers, residents and leaders. Thank you all. And I look forward to a productive meeting. Back to you. And I will keep my report very brief tonight because I reserve my comments for later in the evening. >> But I will ask forbearance if I get silent a few times in this meeting. It's a lot. So tonight we're going to go ahead and adjust the agenda. A few different ways. We're going make some changes to our meeting resolution so that the order is slightly different. And so the public understands will take up the certification of the election after we complete the budget process. It's really not fair to the new members to be asked to approve a billion dollar budget without having the benefit of spending the last year working on it. And so we've taken to the posture that we're going to adjust the agenda. So that will take up the budget as the final action. But excuse me, certification as the final action before this assembly dissolves in the new Assembly is impaneled. Tonight will be full of good by us. Before we get caught up in the action, I want to recognize the final meeting of our current youth Representative Qadri over the past school year. These 3 young leaders, Kennedy bows are of to get high school Gwyneth ago. Senate Bette Davis East High School in Jake, a llevarse West Anchorage high school have thoughtful perspectives, energy and a strong commitment to civic engagement in Anchorage. And more than that. One thing that they did, which was quite amazing. They helped us to lead voter registration drive in the high school senior classes through the social studies classes. And this year for the first time we had resoundingly results over 300 high school students registered to vote before the municipal election took effect. And so it's the most we've ever had in that category of people who signed it up to vote or register to vote from February to March. And so if an amendment that's proposed to the budget passes later, we will be setting up a high school youth mock Assembly Leadership Day. But we'll have more discussion about that later. It's pretty exciting that's built on the work of these 3 youth members. And so we'll have more discussion about that soon. Thank you for your service to the municipality. As a reminder to anyone who has high school student in their family. We are seeking out applications for next year's cohort which can be found Muni Dot org. I'm also the representative of one of representatives for the National Association of Counties. And I sit on the National Association Counties Subcommittee on Housing as a Vice Chair. And over the next 2 have the opportunity to visit La Hina the community that was devastated by walk by fires that last 2200 structures. Had 11,000 people displaced and a rebuilding. And it's really important that we've kind pay attention to that because this body also past a resolution calling for the administration to explore wildfire service to face and the service area. The way we can protect ourself. Off around such threats. And so this type of work is important. And I'm I'm excited by being able to do a little bit of a chair. Chair the municipal Audit committee met last Thursday and that we discussed the workers compensation fund and had a really nerdy discussion about rate calculations that next meeting of that committee will forthcoming in May that I'll have another opportunity to advertise about that before it actually happens. Thank you. Chair. >> Thanks, Chris. Paul Mister Johnson. Yeah, thank you, chair. too quick reports overnight the last meeting of the Assembly Legislative Committee was on April 22nd. We got a briefing on developments down in Juneau. The House has passed the operating budget, which does include a one-time increase in the base student allocation, as well as fully funding the community Assistance fund. However, we can expect some changes to happen when the Senate takes up the budget. We are also into Spain. There likely be a special session to address the LNG gas line. And then finally went on to highlight the work that our lobbyist and also the mayor's team has been doing recently to help secure funding for Don Young R-Alaska modernization project. And then funding for for housing here in Anchorage. The most recent meeting of the assembly infrastructure. And you Infrastructure Enterprise, Utility Oversight Committee of the Holes on April 16th. Also speaking of the port modernization, we are anticipating the crane barges to arrive next month. And then shortly thereafter, the pile driving will commence at least 6 days a week from around 07:00AM to 10:00PM finishing up in Mid-October. expect most everyone in Anchorage will hear it in some capacity or another. So we recognize it is disruptive but certainly necessary work. We also discussed relating to updating the surcharge that goes into effect next year, which was approved by the Assembly in our most recent meeting. For Saudis way services. We have 2 updates one relating to the energy security and resiliency plan. This is built off of our existing climate action plan and we expected to be finalized soon followed by think significant public outreach efforts to make people aware. Also on the waste to energy front, we had a further. Presentation on that project. Did that goal would be to generate 20 to 30 megawatts of power as a renewable energy source. With the expectation that we have a business plan by 2027 and possibly construction happening since 2030. From the encourage water and wastewater utility. We discuss the water supply agreement. This is the 1984, agreement relating to or supplant, and it has been proposed that we extend the existing agreement until 2028 or until a resolution on outstanding issues related to the Clinton River restoration. Do we have that resolution? Whichever comes first and then finally from Merrill some reduced staffing. They have cut back on some hours at the control tower overnight, but they expect to fully staffed by September at the latest. That is all from each year. We have the bike rodeo in Muldoon or will have 150 free bike helmets to distribute to the neighborhood. They are fitted by safe kids worldwide. And the Anchorage Fire Department caps for community. It's a great event. We do bike skills obstacle courses rules of the road, all that great stuff. And of course, we'll have bike to work day last year. We had a over 5,000 community members participate in this event with over 100 businesses holding treats stations throughout the municipality. And it's a great fun event. We put on a lot of programming throughout the month. Hezbollah Yeah, just one question. >> If you could point to one thing, one development biking, what you're most excited about in the municipality, what what would you name public to come out as the most exciting next thing? >> I in the resolutions. So we then the not nonprofit groups together actually worked with him, but nationally last year to create inventory, all the trails in the Mat-su and Anchorage. We had over 700 trails in the inventory. We could analyze where our strengths are and gaps are. And in has a criteria for how the qualities of of their towns and our front country trails are amazing. We have, you know, 50 miles of those stuff, very close to town and our gravity trials, which is another category is amazing. Those are where you can either take a Lyft app where you can shuttle up. I don't know if you guys ride bikes, but trying to Glen Alps and taken hemlock burn is what we take all of our visitors to do because it's beautiful and it's kind of an intermediate trail but they have a couple other cat categories that we have some gaps on. One backcountry trails and we're partnering that you got state park for that and the last category bike skills, parks and so will the work that is being done at South Anchorage Sports Park right now to kind of finish that project. That is one of the requirements for our town to move up in the scale of recognition. So we're really excited and not only 2 to fill that gap and what we have, but also to provide that part of town, more access trails that the kids can write to from their houses. You know, a lot of our trails are can Kate on the hillside. But having something on that part town is really a benefit to those guys. And I am in chugiak. This is designed to improve transparency and budget oversight in the municipality's largest area of spending. This is a relatively common government budgeting practice states like California Texas Idaho North Carolina, some comparable cities, San Francisco Charlot. They do use similar fte authorization processees. So we're not inventing something new here. We do receive regular reporting on alcohol tax expenditures of roughly 10 to 15 million dollars a year. Labor costs are a bit under our slaughter, 400 million dollars about 56% of our budget. So it is reasonable that we have clear visibility into This line item in the budget. I know some of the hesitation from the administration has been at this might create. sure worker could limit operational flexibility. I want to be very clear. This does not do This simply codifies an existing approval system that respects the mayor's operational authority. This requires reporting to the assembly effect to ease exceed the cap established in the budget to supporting our budgetary obligations and oversight. And this eliminates have to use that aren't recruited for during a certain period unless the administration request to continue those fees to that last point, I have heard feedback from the administration during the Budget and Finance Committee. I did also hear feedback colleagues and that the 12 month expiration is a is a little bit short side to that point to do 7 amendment. I'd like to run right now move Kercher. Amendment number 2. We actually are intending to fill in and thinking particularly of AfD and APD who, you know, run their academies on a very specific cycle. And I I would be very hesitant to interrupt those sorts of processes. So what proposing here is that if an officially established position has been vacant for at least 12 consecutive months and has not been filled. Then at the following 120 day memo, the assembly would receive an itemized list of all of those positions with some very specific information attached, including a written justification for retaining that position in the following budget cycle. So we would have more visibility as to what are the positions that are that are currently vacant. How long have they been vacant? And then some communication from the agency or the department director as to what the intent is for that position and why it remains when it has not been filled for at least 12 consecutive months. So I'm I'm find that this might be helpful compromise that gives us the visibility that we're looking for gives oversight and transparency, but also allows for hiring processes to continue as per usual. A vacancy so that so that you have all of the information associated with the positions and the dollar amounts associated and what those jobs are, but that there is no determination that has been made yet by the administration or by the assembly that those positions should be retained, that that will be coming forward as part of the budget proposal. And then the justification for retain retaining any of those positions would be included as part of the budget process as opposed to at 120 days when we are not sure what that well look like. >> Thank you for I will. A while back, I introduced a amendment item or a budgetary item during the budget process that didn't didn't move forward, but it was around looking at overtime expenditures, particularly related to the same conversation around making sure that we are staffing to the full level of our ability and making sure that we're spending every dollar appropriately because over time cost more. When we don't hire for the positions they When we have vacancies, we want to fill those positions. And so in the past chair, part of my been when this body has appropriated dollars for positions to be filled and previous administrations didn't fill those positions, they milk the overtime budgets and that hurt all of us. Even to today were still trying to figure it all out. So I am. Absolutely. Right on point with my colleagues who want to really have a good oversight role and more transparency, but similar to MS Perez Verde. And as you just described. I don't get the problem that's being solved. I get the request for more information, but I don't see how it leads to problem that salt nor a problem that's measurable from the vantage point of the of this of this action item. Anecdotally, there are things to be measured. But it doesn't seem that there's a problem that's clearly defined. To measurement that we're trying to solve that. We can then figure it out after the fact as measured. So it seems like there's some intention behind this. Or does call for oversight. But it's not necessarily driven by. And identifiable problem except the way identified the problem, which is if we have. Appropriations for positions and we're not feeling them. Are we not getting the bang for our buck because the administration slow rolling on the filling of those positions, which is milking the overtime budget. That is a legitimate concern. I don't have that concern with this administration because they're hiring people. The challenge in this Marketplace share retaining people often. And so a lot more work needs to be done. I'm not be supporting this. This item as well today at this point, the the main motion before us, I'll be voting no, primarily because I think that although the question is an interesting question, Moore attention needs to we need to pay a little more attention on of the nature of whether or not this administration is delivering on the appropriations that we have. And if they're not, then what are the challenges that we need to have oversight for and then show just wanted to make sure I also understood this procedurally. When is witness chair? When is assembly's role for budgetary oversight over. When when when. Thank you. When chair, when do we as as assembly members have the right? Affect the budget up or down? We have everyone's getting burned out and the services and not delivered to the highest quality. So I'll be voting. But the what I wanted to say is I still disagree with this underlying item. And so I intend to vote no, I did long and hard about it. I had a conversation, Mr. Kirk, conversation with the administration and I do again. Appreciate the amendment. Moves it closer to I guess the way that I look at budgeting, which is reporting is fine. I don't believe that we should be putting things in code that essentially roll things out without a discussion about whether those positions are needed and hand the underlying premise that the positions and the numbers in our budget are tied to a level of service that the public expects and that we are budgeting for in order to provide. And so I think in a situation where where we have a known level of service and then we can talk about reducing our increasing number of staff. That is about conversation to have. But I don't want the tail to wag the dog here. I want to start with the premise of what level of service are we providing and then have the conversation about what numbers need to be attached to that because I do worry even if we can't see it now, I think the folks who implemented the tax cap 40 years ago probably did not see a situation where we are continually slowly cutting our budget overtime in reducing our level of service to maintain what is basically the same number if you adjust for inflation. So again, I'm not suggesting that this has the same mechanics, but I worry that we have not sought sufficiently about where we are going to box ourselves in to limiting ourselves in the future. And so I do certainly want oversight of our budget. I continue I will continue to do that. I'm interested in having that conversation. First about what level of service the public expects then talk about how to fund it and what the implications of those costs are so that this time I'm opposed. >> I'll just speak to Mr. Gates's proposal to amend. They think that should this thing passed. It's an absurd elements does need to be amended out because, in fact, we don't yet have a machine to turn the clock backwards and travel in reverse to report. So it might be nice to clean it up. So I mean, as we kind of move through this, the conversation amendments, they think this is an example of us doing the sausage-making that we do sometimes. But Shanley potentially. Concern steps that may be pretty impactful on the work we do is trying to budget, which is arguably the most important we do in this body. So I guess I would like to ask the budget director now that this has been amended and looking at the ordinance says is before us. If there are any other. Perhaps second order effects complications that we are not contemplating. I mean, I understand appreciate support the underlying intent of this. But I want to be mindful of. I would I just simply state that the points raised by the other assembly members about how we have not discussed what the fte cap should be is is the motivating factor in saying that it should not be approved as is because we have not had a substantive conversation about what those positions should be, how many of them we need in order to provide the services. That is part of what we do during our budget process and throughout the entire year as any and all issues come up before us to Vice Chair Brawley is point about the tax cap. The tax cap is a funding limitation that acts as a functional limitation for us at this point, an fte cap is a functional limitation. Only. And so we need to determine what kinds of functions we want to have as part of that cap the same way we had conversations with the community about the tax cap and whether or not that was the structure the community was comfortable with and willing to sort of debate and have continuation budgets function through. I think that the the intent of the ordinance and the intent of a lot of the conversation from this body is dead on in terms of understanding the mechanics and the operations of how each of these things in or plays with each other. But there needs to be more discussion and analysis on what that acceptable number is to boost the assembly and the community and how if ever, we can get close to what that total dollar amount would be. What we might need to do. So I would suggest that some level of further discussion or future consideration for an fte cap would be more appropriate. Then landing at the number that we have in the budget today versus the budget we had last year versus the budget. We had 10 years ago because all of those fte and all personnel positions >> are essentially determined based on how much money is available and what can we do with it to get the most for our services Inc. >> Thank you, Mr. Bond. Time to turn quickly. I think thank you for answer that question. I mean, I think it well frames the fact that the consequences of adopting this today would would probably go beyond simply increasing reporting requirements and transparency, but actually said. Potentially some some pretty strict limits on our ability to deliver services. I think it's a conversation worth having. I think it's one that I would love to engage in, but I think it is beyond what seems appropriate for me take on at this time. So whether there's much to postpone this continuing work on this is a framework I would the support of that to build on what we have here and perhaps come back with an S or more amendments or alternatively to think more carefully about how we do affects up to what is the right number for the municipality. The state does recommend using a starling resistant bird feeders. So there is an existing frameworks recommending that people not specifically try to attract or feed starling during sparrows. And so these amendments utilize some of the funds that are part of that position. So the intent is not to remove that Ft from the budget. That is not part of these amendments, but it is recognizing that at this time within the branch, there is agreement that we do not have the need for those services at this time. That doesn't mean that it would change, but essentially this to be unfilled positions. So the portion of this amendment that is in part one. And that is the 80,000 that would go on a recurring basis are ongoing basis to make a currently part-time position and can situations a full-time position. This was discussed in the work session. You see him the amendments, some of the the examples of services that this additional funding for this position would provide and then allow for within the branch. I think we're all aware that AP at the FDA's facing rising called We still have some questions about overtime utilization and there's been changes to call acuity. And we're in that we're in a position now where I think we're all recognizing that we need some creative solutions and has some professional feedback as to how we might structure the fire department going forward with respect to these increased service demands. So we proposing here that we would utilize the same firm that conducted are 2023 staffing study to give us additional perspective on crutch for department operations and how we might anticipate future needs providing us a suite of recommendations so that we can think about what sorts of staffing models will serve us best in the future and serve our fire department best in the future. I think we all have a vested interest in ensuring that our our public safety folks do not in fact flameout that pun is absolutely intended. And also to understand just geographically what we might need in terms of capital improvements to our public safety infrastructure. We know that our fire department is spread extremely send based on the geography of Anchorage and understanding where we might best locate something like a new fire station is really important for us as the budgetary decision-making body to understand well in advance and to be able to plan for that. So that is the intent of of this portion of the omnibus is to provide us with that information using an entity that has some really deep experience in this field. Thank you. Next. So what this appropriation will do is create half-time position in Anchorage health Department to its budget neutral. It will be a transfer of funding from our branch to the administration to set up. And inspection team for massage parlors to ensure that we are doing our due diligence to ensure trafficking and other activities are not happening. And so this pretty straightforward. Again, neutral comes out of the same position that we have opted to move into. actually category. And so it does not increase, but it does decrease the assembly budget slightly in moves that funding over 2 health department. Plus, when Martinez. Thank you. Chair. >> This item is neutral as well. It moves money within the branch from one appropriate item to another. And this amendment is essentially one-time funding $35,000 to legislative branch to facilitate Pacific anchor Youth Summit. A capsule eats every reason why supporting our youth in this way is important. The municipality of Anchorage in this assembly has taken steps to incorporate our youth voices into local governance, including our youth representative positions to the assembly and ongoing collaboration with the school district where the Academy model expand student access to student leadership development career pathways and applied Civic learning these efforts reflect a commitment to preparing students for civic participation while ensuring your perspectives, all representative represented in municipal decision-making, additional structure. opportunities are needed to broaden participation and deepen engagement in these municipal processes. This youth summit and mock assembly will provide students high school students particularly seniors across the Anchorage school district with direct leadership Opportunity 2 exposure to local government functions. Well, strengthening civic knowledge and leadership skills. So chair, I encourage my colleagues to support this work. I salute the youth representatives for helping us have a foundation of which we can build on your outreach to other school district in Euros, voter registration drive work has been really important and I hope we can continue that work with your help. But I have an opportunity to learn from my state representatives and many amazing students across the state. This experience is something that first we meet your spot. Government and that's why I applied for the job in the first place. And this experience tell me about state government and I was eager to learn about city government. Like I stated before, when I got to stop and I'm grateful to have gotten it and the opportunity to learn. But I think that is a great way to have more than just 3 students a year really have this opportunity to learn about civic engagement. I know that it was a state level and this would be a city level. I think that the ideas remain the same. And it is to get this students grades have hands-on civic engagement. And incurred and encourage them to participate in government function specifically within their city on things that specifically involve them directly to give them an opportunity to learn how they want to shape policies that affect them. Instead of learning learning about government functions in a class that some students have described this morning at times. I think that this is a great way to give students a hands-on experience. They'll be able to take with them and be able to learn from people who are helping shape their lives and also from other students across the city and district who may know more about certain things and they I would encourage the assembly Except this and so that they give the students of Anchorage. So ultimately, I think one of the challenges here is that some of the language and timing presented in the document uses this state process as a baseline and our municipal processes different having. I've got to the detail on that. But I think what we're looking for is the ability for the assembly has the legislative branch to be able to look into the analysis steps of what it looks like it approved for revised and then the supplemental changes throughout the year. But we wouldn't fundamentally change our operating system. S a P in order to accommodate that. What we would do is change our reporting process and or develop a report that gets you that information so that it would be visible the same way we have the budget to Actuals report as is referenced in the amendment. We can add a column into that budget. An actual is report that shows you the steps between the previous year revised budget to the approved budget to the current year revised budget, which is practically already included in your budget documents as the reconciliation pages reflect those changes and those are required in code for OMB to present to you as the budget process is happening. What I what I think the legislative branch is looking for is the ability to track that over time over multiple years to see what that adjustment looks like. So that when we're in one Q, we can say, OK, well, these are the changes that were made last 1st quarter. But the difference between the state process and our process is that they operate on fiscal years from July to July and their process involves the governor developing in proposing a budget very similar to the mayor's proposed budget offering that to the legislature in the community in December and the legislative process at the state going through their activity in January to may, depending on how long it takes and landing at a final annual budget that is then put into the state system and used as their point of reference, the Legislature and the state also have supplemental appropriations or adjustments that need to be made. They are tracked over time as is being requested in this. Our process is. On a calendar year. That also our fiscal year. So we have to bridge the operating requirements of producing a budget in advance of the end of the year. So that January first has some operating capacity at the municipality, our annual budget process happens in 2 steps approved and revised. It is one budget. It is final when the assembly takes final action during the budget cycle to set the Middle Levy, which is what we are doing as part of this one Q process. But the supplemental actions that as member Martinez ensure constant spoke about earlier tonight, can happen at any point throughout the year. And usually the practice is that any related budget activity that occurs between the November approved and the April revised is incorporated in this budget conversation we're having right now. So you will be you will be making supplemental adjustments between November and April as required necessary for Departmental needs. And those changes will be incorporated in the revised language that this body is ideally approving in adopting tonight. Any changes beyond the April time frame? Final action show up in the supplemental column. So what I understand the request to be is the ability to see that 3 time. But from the operating perspective, our departments and the administration, we have one budget. It lands in one place. We care about the final dollar amount and the department's a hearing to those dollar and now amounts as they are passed by the assembly in April. And any secondary action that happens throughout the year, which is why we have original budget. But to change and all of the activity that happens after that in order to get the assembly, what I believe they are looking for in the visibility of all of this. We would not change as AP and it's functional. Structure because that would very likely cost millions of dollars to go in and fundamentally change the data that is being pulled into our original budget column versus our Supplemental Budget Columns and the benefit and value would only necessarily be realized for the legislative branch who is desiring to track this in a different way. And that's why we get into creating reports for different versions of our operations that need to see in 2 different things. The system holds this detail. We have to ask the right questions to get it to produce the right information that we are looking for. And so in the yes, no part of this is that Allenby is already working with one of our S a P analysts to change the budget to Actuals report to include that tracking of movement over time. And then the budget to Actuals report can be condensed or expanded depending on whos looking at it and what you would like to see. And and so I think that we get to the visibility and transparency part, but I believe the language that's included in this amendment would actually be I'm extremely costly and take a very long time to change and does not actually get to what the assembly and its movers of the amendment are looking for. So if if the premise of a budget to actuals report with 2 new columns and it is what you are really looking for and the ability to get a press report from SAPD to show you that tracking over time. We can do that. Thank you. And and I I just I would like to say just in addition to to that, that I I my my my concern was. >> The this didn't seem to match up with our budgeting process in general and it. But it is an attempt to gather more and more information, which I think is great and and wanting understand what those changes look like over time, which I think is good information. And I think as you said, we can developer port deliver that the other piece that I guess I I mentioned before that I want to just point out, is I am always concerned about how we're reporting out to the public and it feels like. One of the things that this May do is give the public the impression that the that the first version is the budget. Let's not. And so that I think is another concern that I have. I want to make sure that we're being consistent over time as well in terms of how we're communicating the public and how reporting out what our budget isn't. So with that, I I I I will not be the BBB supporting this and and I and wanted to make sure we have the opportunity to learn more about. Thank that. Yeah, thank you. So I just want to be sure that I understood what must cross communicated. So so what I'm hearing is that that chip making changes to the operational system that being a safety >> is not actually required in order for us to be able to actually see longitudinally over time. Here was the the initial budget. Here is the are the approved budget. Now we have 2, 1, 2, We can have visibility there without making adjustments within SAPD and the way that those things are coded when they're entered. Am I am I understand that. Understand that correctly threw the chair member Valdes. Yes, that is accurate. And I think there there are a couple of other sections within code that our report requirements from OMB in terms of what we have to present as part of the budget book. >> But then there are the functional things that help us get our jobs done. And that is where the S AP reports and the structure of how those reports are. That is designed helps. I will. I will say that as part of this conversation and figuring out what the right way to deal with this desired need or visibility is the team at OMB wanted me to reiterate that if there are specific things that assembly members are looking for, visibility into report, standardization or details that you want to look at every month, every 6 months, anything like that. Let us know what those needs are and what you would like to be able to see. And we can design reports that give you that access very simply. Thank you. I appreciate that. Just some brief comments reflecting the minimum already passed and the underlying budget. So really, if you look at this budget, this revised budget is closest to the normal operations budget that I think we've seen for several years. Certainly since I started on the body, if you think back of years ago, we had disruptions with earthquakes COVID. We had a lot of one-time federal funds. We had the impacts of high staffing vacancies, year-over-year and serious delays completing our audits. And so that's really taken a few years to recover. So I really applaud and thank the administration and OMB and all of the departments have been working hard to get closer to what I think is truly status quo operating budget that reflects our current service structure with local money and allows us to look at what we can do now with the resources we have. We also with the amendments passed today utilize our existing resources. We have reduced our legislative branch budget. That's something that some members have asked us to consider doing for the last few months and also recognizing there is one amendment that does utilize what was in the budget unused tax capacity. The staffing study for the fire department recognizing those cut to the tax cap is a forever cut. So it's been assembly's policy for multiple years to not shortchange or future service needs, but to utilize our full taxing capacity again, recognizing that there is forever cost to making those Lastly, I will also say with all of the good things about this budget and the stability of this budget. We know that our fiscal structure is not sustainable to maintain the services that residents expect. We cannot overtime repair our infrastructure. Another public assets with the structure we have. And so we know there's still a lot of work of head head as the administration has has often said as well. So we should anticipate as a body and with the public, many more changes. When we take up the 2027 budget. And I really encourage all members to continue the work to find what that should look like. Keep asking the big questions. And I know that this budget now maybe closer to normal than we've seen for a long time. But that our work is not done. So I invite everybody to continue participating in that process. Sand time. It's Fairview Community Council president and encourages some of the chair. She going to get emotional at. I did not anticipate that. Chris was born on December. 20th 1971. Santa Maria, California. Early in his life. His mother, Maria, let a constant, became a single parent with 3 kids all under age 5 with extremely limited funds. The streaming financial assistance which helped their mother fist through this time motivated Chris and his 2 sisters, Anne and Rebecca to pay it forward throughout their lives. His teachers recognize, Chris, as a leader. It encouraged his participation and leadership classes during his education. Chris graduated from California Polytechnic State University, San Luis Obispo in 1997. With a degree in English. Chris moved to Alaska in 1995. to work as a commercial fisherman on the Upper Cook Inlet. He fell in love with Alaska and made the move permanent. 1997. He loved the land, the water and the Alaskan spirit of self-reliance and care for community. Crist took a job with volunteers of America, working with the Alaska Residential Center for help. Residential drug and Alcohol treatment Center for youth throughout his career, Chris has worked at Covenant House. Alaska can humanities for him and a key But Chris's life is not limited to helping others. His other interests include art, outdoor sports and his 3 legendary dogs. Max Roger and Stella. It was his love for his dogs that led him into politics while a neighbor's efforts prevented him from securing an off-leash designation for a neighborhood park. Krista realized its ability to bring people together through his work ethic and passion which made him effective. Fairview Community Council president. In his service of the Anchorage Assembly. Chris advocated for changes that were needed and long overdue. His beloved community of Fairview had long been underrepresented with only one assembly member while other neighborhoods had to. His leadership led to equal representation across all districts with Christmas steering revitalization strategy to fight for fairness, fight. For fairness for Fairview was incorporated into encourages comprehensive plan. Chris's efforts extend well beyond Fairview, perhaps the most important thing for Anchorage neighborhoods. It has worked to address issues surrounding the port of Alaska Modernization Project. During his time as an assembly member of the process of addressing the port has become pragmatic. Among his many notable achievements during his time on the Assembly, Chris helped organize the Anchorage School District lead meal and childcare program to ensure children are cared for while schools were shut down during the 7.1 earthquake crisis. He also promoted past recognition of the sovereign tribes of Alaska in his tenure on the assembly. He spent 5 years in leadership in 3 years as chair Chris's main concerns have always fairness, inclusion and empowering disadvantaged people to have a voice. His work reflects aspirations since childhood to pay it forward. Felix Rivera represented the Midtown community and serve with integrity, thoughtfulness and respect for the democratic process. And what I'm complete without a few quotes. From Hamill 10. We're from one of my favorite movies. Ask for patients. I have a lot to say and will probably get plenty. have my Kleenex you have thinking a lot since April. 1st. Since they started what level we called my farewell tour. About 2 things. Is my legacy and what will the future hold for? Anchorage and the role this illustrious body will play. Before I get into that, I just want to give a huge shout out to our wonderful elections team. Y'all keep democracy strong in the municipality and your service is always scrutinized. And under the microscope. Thank you for all you do. What will be my legacy on this body. We're in the words in Hamilton legacy. What is legacy? It's planting seeds in a garden. You never get to To be perfectly honest. Most people. Recognize me as being chair of the assembly during COVID. And doing my best to handle the masses, which came to meetings again and again and again. To this day. I get stopped at the grocery store by people who fake. We recognize told them who I am and the position I hold. They thank me for holding the fort during, quote, encourages dark times. And to this day, some people still think assembly meetings look and feel like those bygone days. So glad they But let's look at the larger picture beyond those national headlines and dramatic videos that came out in those years. Will I be remembered for my policy accomplishments? I certainly have a half twist of ordinances and resolutions under my name. My first ordinance dealt with public safety. And so does my final ordinance of my career. Housing and homelessness became a focal point of my worked. I for a different administrations on a host of issues from climate change to economic development, too. My least favorite topic title. 21. And more. Will my budget work be what folks remember before? I certainly took a lead role in fighting for libraries and public transit during our budget cycles and help to treat the first version of some type of municipal housing fund. What about public participation? You know, one of the first events that I helped to host was with the Alaska humans for him in August of 2017, a few months after getting elected step up, AK Midtown series of events. When we talked about the identity and vision from Midtown and came up with some pretty cool models for the heart of Anchorage. What I comment. I helped to organize more town halls than I can count in all parts of our community from Eagle River to Kirkwood. I started the now adopted trend of member, even his letters and was one of the only members active at the time. An official social media. And what I'm probably more most famous for in this arena is the wonderful, the amazing the glorious task force. Let's not forget my work on enhancing the legislative branch or as one former mayor put it, weaponizing the assembly. From press releases galore 2 assembly goals and priorities to stewarding the creation of are simply offices and city Hall to hiring assembly aides who helped create a series of assembly one-on-one videos to helping plant the seed for the return of the Legislative Services office. I never let let that's never been done before. Hold me back. boy, did I hear that a lot. As Gandalf one said. All we have to decide. Is what to do. But the time that is given to us. And I try to make the best of the time I had. All those things on their own, hefty and la double. But a legacy, sure they make. I thought a lot about the through line that connects them all. And here's what I've determined. Over these last 9 years has largely been to help the assembly. Get through. But I love and they call awkward teen years and really get us through into adulthood. Has centered around the idea of the assembly becoming a truly co-equal branch of government. That's worth clapping for. Thank you. The DNA of this body and the culture of this body have been carefully crafted and fun. Asked by the last 3 chairs each of us taking a turn and but I lovingly call sort of the which is called run brewing, Rlx I had the honor of starting the concoction. The mayor had her turn and our current chair about us to where we are today. I served on this body in a time where a maelstrom of events, one after the other befell our community. I like to think that I did my part to continue to make this city a better place for us. All and hope that the imprint I've left on the assembly lives on for years to come. Lord knows I wasn't perfect. I know I've caused plenty of time on this body over the years. Maybe not as much as others, but I had my own. is last month. You know, really been asking myself. Should I have said more during that debate should have pushed more was a courageous enough make the right decision. We are where we are and lingering in the past. Not going to change it. So let's focus on the future and my hopes for this body. it from my perspective, faces a triple threat stagnant population. The need to raise even more funds from the same number or even slightly declining population. And the ever growing costs of running a city that is just now reckoning with the choices of our past. I do not envy my colleagues who will continue to serve in the seats. You'll have a lot of hard work ahead of you. I hope this body continues to be a place where the ideas of equity and justice can be debated and acted on. I know that this body is it gonna leave our most vulnerable populations behind in our work? I know this body will continue to uplift. The voices of the people who can't make it to these meetings because they're working a second job. I hope this body works to revitalize welcoming Anchorage program. I know we live with the federal administration that makes the idea welcoming sound woke. But I would argue the work is more important than ever. I hope this body continues bring the people into our work, whether that's the infamous task force are other avenues. Our residents are an invaluable wealth of knowledge and lived experience. I hope the spotty will take care of itself. Seriously. Take care of yourselves, folks. This job is a demanding one that doesn't stop the train just keeps on going. That's okay. Take a break. Take care yourself every once in a while. I hope this body strikes the balance between process and results. And last. I hope this body could continue to improve improved to be better. During my time as chair, particularly during COVID. get e-mails from constituents would ask us to be better. You know, I was always frustrated bewildered by those emails. What you need to be better. I'm working around the clock. I'm not sure how much better I can be. Ended up responding to one of those e-mails that seems pretty reasonable asking for clarification. What the heck demian by the better. don't remember the like exact response. remember the feeling that I got. People are looking to us for hope and direction and to be the leaders they elected us to be. I hope the assembly will continue to hold strong as a coequal branch of government. You've been gifted a solid foundation and I hope you use it to the full extent possible. I hope the mayor continues to be bold. Your leadership is more important than ever to solving the issues we face. I hope you see your cooperation with the assembly as a part of the solution to issues. And to the public. I hope the CA public continues to be engaged in ways big and small. I can't tell you how often legislation, budget amendments, process improvements have all come from a single member of the public stepping up to the mike giving us 3 minutes of impassioned testimony. Time for my final farewells. Before serving on this body. Role meant rolling a dice. What I was playing dnd. Now, whenever I think of role, your persistent question comes to mind what is our role as the assembly? I'm so glad that you are happy to be here. And every single meeting. And just overall brilliance, a Q A great asset to this body. really only been a year since he got elected. It feels like you've been on this body for ever. I know that you'll continue to be a great representative in champion from Midtown. I really appreciate your true and genuine advocacy and representation of your district. Particularly You really are a steadfast ally for your enjoyed being or die. Us buddy. Really appreciate your candor and thoughtful dialogue. Call the question. Do I need to say anything else? We didn't get to do too much. But I appreciate your willingness to learn and expand your thinking. Once I'm gone. Thank you for keeping it real and always calling it like it is. I can't believe that 9 years ago we started this journey 9 years ago. We came in as the new kids on the block. And look at us now. I've always appreciated. And sometimes my head at it. really being honest. You continuous and copious reminders that we should never forget about downtown Fairview and Mountain View and the wait they've carried for the municipality over the years. We knew each other before. We both got elected and I'm sure we're going to keep causing good trouble. The best trouble in the community wants to step off this tie us for the last time. This is an madam Mayor. I know this was several lifetimes ago at this point. They've been reminiscing a lot over this last month about our time and leadership as the great chair and Vice Chair. You know, you were the first and most often called upon member of what I've dubbed Felix's Midnight Club, folks who got a text from me at around midnight asking can we chat? Those were the days it's been a pleasure to serve alongside you. And I wish you the best both as a departing something member and as a front. To the amazing legislative branch staffs. I am continuously amazed by the great work you all do every day to make our lives so much easier. Thank you for helping to lighten their loads that we can better serve our constituents. kick a** municipal employees. What joy it has been to get to know and see the amazing work of municipal employees over the years. You know, the ones who do the real work and make sure the wheels keep turning. To the friendly faces in the audience and friends who can be here. Thank you for being a part of the journey with me. Well, that was making sure I'm able to juggle all those balls or help me distress at marinas on a Friday night. I really couldn't have done this without your support and walking with me on this journey. Want to recognize one of those friends in the audience. So that's roads. Phyllis is celebrating today. 80th birthday. To my family. Thank you for your patience and understanding over the last 9 years that I dug myself holy into the work. It has been the 2 best pleasure and greatest honor just serve and represent you on this body. You've pushed mean you've helped me grow. You've always helped me to remember my job to serve. For the final time. Mr. Constance, Guess it's my no pressure. I too, have been thinking a lot about the last 9 years. But I think I've probably been on a goodbye tour for at least a year. I lot of events and activities out in the community. Now I'm going to start with a quote to Mr. Gandalf said it best. All we have to decide is what to do with the time that is given us. And with these 9 years decisions made daily. To show up have been the answer. When we arrived in 2017. It was a bit of it optimistic time. All right. Things will have been a bit of a challenge with economy. The state's economy was a bit of a mess. But >> President Obama and the entire global community tackling the crisis of climate was here and there was so much hope and optimism. And quickly that turned. In 2018. We had a major earthquake. It was a disaster of epic proportions. Acosta, so much money, so much stress. Little did we know that was leading us into and in fact, we declared the first emergency that we have record of. I think at that time we've had to do that probably 6 times since then. And I don't have the exact number. The following summer, really in 2019, there was a crisis that was manufactured out of Juneau. They cut the budget for homeless services and then all of a sudden out of nowhere we had camps on. Our parks trip. We had camps everywhere and they turned into a massive crisis that just kind of alter snowballed until March of 2020. The entire world changed. And that time. This body. Was a unified force. This body came together to protect and defend the citizens of our city and in fact, provided some leadership for the state. That was desperately in need. Now that era they came as Mr. Rivera said very challenging to be in this room. There were physical threats. There were death threats. There were people chasing you home. There are assaults in the parking lot. It was. Nothing anyone would ever sign up to do voluntarily. Start times. But this body lean did. The spotty did not turn away because they say we were 10 toes down and we were on the job. Now in that very challenging time, it would have been easy to give up. And 2 kind of shy away or lean back and just let things happen. But instead. Landon. We became. And kneeled for us. We were fighting force. We were able to provide what I call to the Cares. Act in the arpa funding the most progressive funding bill that has ever been passed in the state of Alaska. We funded causes for communities that never saw. Any support. From anyone in this community. We lifted up communities, we protected communities that would have been ignored if it weren't for the work that this body said. We are not doing that. We are not going to ignore. We're going to. Stand. But was interesting about that. But all of the chaos and then all of the kind of conflict, whether it was between the branches or in the community. actually transformed our community in that time. Very brave members of this body and that single-family zoning with the addition to use title. 21. There is some very strident activism and was not a leader on, but I'm glad to support by my peer downtown to eliminate parking minimums, to stop strangling the density density in our in our transit corridor. So people could have a place to live. We delivered. Thank you, Mister Fawzi. The port's first true plan of finance where people can depend on the fact that we can fund this project. In 2017 2018, there was a big number and no idea how we were going to get there. So that is a sea change of difference. And we're going to start hearing. Those pilings be pounded very soon. And I look forward to that music. We created the mobile crisis team in the fire department and it was shocking. How much of a fight that was. it was vetoed. It was no funding. It was not going to do. It was going to do it. Only the minimum amount that they could do it until held the line and said you will do this. We would we have funded it and that mobile crisis team. Like the crisis intervention team with the police is one of the primary answers to solving the behavior health crisis, which is not to send a conflict to a crisis. But instead sent to help her. We did it. Despite all resistance. We overhauled our elections code. We protected our voting system through many, very real threats. People forget. We protected the system. We recognize the sovereignty of the native village of Eklutna in all 229 federally recognized tribes, the first in the nation to do so. And in fact, we beat our state to the punch. I think we kind of challenge them to get there with us. What did that look like? What was the most important part of the Kirk? The vote's the ordinances. As you said, Ms Cervera were part of it pretty important because that's what we come here to do. But was actually for me the highest and best use of my time serving my neighbors, answering calls and emails helping my neighbors figure out how to untangle the bureaucracy that was wrapping around whatever it was they were trying to do today. They had a problem. They couldn't solve. I knew I could at least listen and maybe even help them figure out how to unscramble it. Oftentimes their problems were unmovable or again and again and again. I sent to the department's hey, there is a problem at this place. And I mean, again and again and again. Sometimes. But that's what this job is. It all about at its core? Helping those people. And helping our communities individuals. The rest of it is the community's infrastructure. To my colleagues. You definitely challenge me and maybe better. I said in 2023 when I took over the gavel for the last time that. We must always listen. Even when we can't find common ground and we still have to mean it because sometimes just the listening act what brings people along. Democracy is not the easy consensus. It's not the 99 items that we agree on unanimously. It's the one or 2 items that we disagree on. That's the hard conversations had in good faith in public and with integrity. And our legislative services team who I really deeply respect as a quote from me on the wall, that a good debate is so powerful that I would not even agree with myself after a good one because you have persuaded me and it does happen. Believe it or not. Under real pressure to abandon our standards. We hold ourselves high. We heard testimony votes for taken public's business has been conducted. It's an amazing process. What happens in this room? 7 other Gandalf quote. It's not our part to master all the tides of the world. But to do what is in the U.S. For the sucker of our years where and we are set uprooting the evil in the fields that we know so that those who live after us may have clean earth to till. People get lost in this work, thinking their work is for today. And today, only today's problem. A good legislator knows how to see. Horizon knows how to build across horizon and knows how to move the parts to suddenly get. Across horizon. The thing that you set out to do justices in your heart, there is nothing you cannot do. On housing front. We broke the zoning ceiling. Breaking. It is not the same as building housing, though, as we continue to come back to that conversation over and over again, the zoning reform has to continue. We must have more density in the missing middle must be met. We need to provide the builders. The tools we've done work on the building, safety codes and permitting processes. We have to support the construction and not obstruct it. Obstruction is easy. And it's a demand that comes at us every Construct don't obstruct. We you. Have to apply the resources to the policy questions, whether its subsidies or Landis position, low income tax credits, federal dollars. Mayor LaFrance, I completely support your 10,000 homes initiative. It's the right frame. And somebody has a duty to hold the line and figure out how to help the administration achieved that. The landed Gentry of this town across the political spectrum will always find reasons to resist. Don't let them win. On the homeless. This topic, we have done so much. We provide year-round shelter for the first time. Protect it expanded. We need more of it. Shelter alone is not the answer. We need comprehensive behavioral health resource solutions. But you can't afford it. The state has to help us and you have to advocate for it. Housing first works. The evidence is clear. Hold that line. Even when the political cost makes you fear it. But make sure it is not only in one neighborhood. Anchorage has been chronically underfunded by HUD in this home. A space I have been beating that drum for 4 years. I hope somebody picks it up because until we have equity at the federal level will never catch up. We are literally hamstrung by a formula written in the Great Depression when Alaska wasn't even a state. We have to deepen our partnerships with the state. It is not optional. It is necessary to mandate. Bill didn't make it happen. Also transparency, tricky game. We have to continue building out the assembly portal for public records, protect it. Don't let it disappear. It's how the public to tell you. It's how everybody has an access into the work that we do. Please. The clerk doesn't need to calling her for every ordinance you want to cite. Also the next evolution of the online checkbook that we passed. We really need to find a way to get awarded contracts on line and accessible to the public. With a search query you should not have to ask a bureaucrat to provide you with the document that is inherently public and yours. You have to monitor and enforce implementation of the records production ordinance. It means nothing. If it isn't followed. Open government is not a project. You finish. It is a standard that you maintain and build. To my friends at the fire department. The staffing plan transformation is essential. We need to get that Bill town. We need to understand it. The mobile crisis team proved the concept behavioral health care response is key and it can fund itself if we do it right. The last few projects on site. The Clinton River restoration, all 12 miles, all 5 salmon species. It's a work still in progress. It's a dream. It's a dream that has powerful people working against it. And at the same time, if you hold. The candle to that, eventually the sun will rise will become day. Most official return. Waste Energy. All of Anchorage waste Management system, climate resilience, urban, wildland interface, fire protection. Wildfire risk is not theoretical, it's seasonal and it affects us all the port. Financing delivered terminal one. Let's see it through this time. The work is not done. It never is. That isn't a failure. nature of governing a living city. To this assembly. And the mayor, the new assembly members. There are challenges ahead. They continue in the same vein, housing, behavioral health, fiscal sustainability. These are not simple. These are not short-term. The capacity of our institutions and the power of this body to meet them. Israel, we worked every day to strengthen it. It is stronger for us. Having been here now it is your turn to guard it to build it and use it to achieve the goal of making increase your place where young people. Can find a home for old people want to stay. We're not just the beauty of nature is attracting people, but the resilience and vibrance of our community be good stewards of the people's treasure. Protect our free and fair elections. As if democracy depends upon it because it does. And remember, while we may not always agree, if we listen to each other, we will find a better way and be better for it. I don't live with regrets. I completed my work. Plenty still to do for you. My gratitude is deep. My faith in Anchorage is absolute. And I think you for 9 years of being part of this. But my comments are a little different here is is it's a different perspective in I guess, maybe philosophy in government. So I thank you. Mister Chair, colleagues and fellow incurred residents. As a finish. My term on the assembly. Conversely say it's been quite an education. 3 years. He riffs on exactly how a city can spend millions will achieve, know, almost nothing but additional spending. I came to the spotty ignorantly hoping can focus on practical results, fixing roads, controlling spending, making our streets safer and protecting working families from in less tax increases. Instead, some of your perfected, the art of passing resolutions that feel good but solve nothing. He turned budget hearings into wishlist with no bottom line and somehow convinced ourselves that more regulations, more programs and more spending. So the answer even as the problems keep getting worse. It's impressive. Really, the creativity, the creativity you display and avoiding Basij governments will claiming to care about every issue under the sun. There are plenty of days. I felt like I was the only one on the body. the only one of the body of idealists who believe and Chris Hurst realities will simply bench your good intentions. But I'm not angry. In fact, as you all know, I'm quite relieved to be leaving. To those of you who remain. I genuinely hope you prove me wrong. Encourage doesn't need another round of talks offensive experimental or performative politics and leaders want take exercise in restraint and face reality that you cannot tax and regulate your way to prosperity that ignoring crime and fiscal discipline doesn't make those problems disappear. It only makes them more expensive down the road. To the residents of Eagle River Chugiak Jaber Birchwood, thank you for the opportunity to serve you. It's been an enlightening. I deeply apologize to could not protect you more from the out of control tax and regulatory increases. I'm confident the Donald handle and will continue to struggle of spinning the wheels on on your behalf. That's item 12, a and we have item 12 be municipal clerk's office in M a way elections team certification of April. 24 2026 Assembly District. 4 seat recount. That's right. >> Mr. Chair. I move both items for approval. Second, there's a motion to approve item 12, a and 12 be moved by rally. >> Seconded by Mr. Vaughan. So I think that will hand it to the elections. Goodness yeah, I think a few of us may have some comments in the meantime. But first, let's >> Please come forward to Quick briefing on the memorandum memoranda. >> Was that words election administrator? I just wanted to first thank the election staff for all of their hard work and we did a recognition resolution for the workers. But I just want to give a shout out to my co members me, Chris and Jeff, I am so thankful to have a full team and help things run. So it's me I couldn't do it without them. So just want to give a little shout out. So are turnout. Was 28.40%, which is slightly higher for non mayoral years, but not record. There were 66,848 ballots that were cast out of 235,000 439 registered voters. We mailed out 201,524 about packages with 1256 military and overseas voters. We processed 109 replacement packages. 582 applications to vote at a temporary address. 43 applications to vote by email and 244 applications to vote by secure document portal. One of our challenges was the USPS change. They're postmarked process on Christmas eve of 2025. it changed from going. The post-match are now at a regional hub versus like local post offices so that could take mail pieces a little bit longer to get a postmark. But despite that, we only rejected 197 ballot envelopes that were postmarked too late, which is down from the 301 last year in 2025. every year we always put out messaging instructing voters who are planning to return their ballots. the post office close to Election Day to physically go into a post office and ask for a manual postmarked this year. We also encourage voters to mail their ballots back early to avoid a late postmark and that messaging resonating with voters as we had a lower rejection rate for late postmarks and more voters use or secure drop boxes to return their ballots. 71% of our voters returned their ballots. And one of our 18 drop boxes that were place throughout the municipality. 23% return to be a USPS. 5% voted in person at one of our 3 encourage vote centers and 0.3 6% voted via electronic voting. The election commission met at a public session of cannabis on April 23rd and rejected a total of 815 ballots. Our 2 biggest categories were no signature match, which was 450 and the postmark too late, which was 197. All voters whose signatures were challenged got mail daycare letter received a belicheck certification if they were signed up and we also received an email or phone call from our Office Contact. Information was provided on their envelope. Voters have the opportunity to cure by completing and returning their care letters through text, a cure or by coming in person to the election center. An automatic recount for somebody district 4 seat G triggered to the race being less than half a percent. We held the recount on Friday. April 24th where we re adjudicated the electronic ballot images re tabulated and compared the results of the recount against the unofficial results. Both candidates were allowed to observers. We had 0 challenges and the recount results matched exactly to the unofficial results of the election. And so I be more than happy to go over any it thing else in a work session. If anybody would thank you very much. >> broad. Thank And I mentioned there will be a few others who want to make brief comments. I worked hard to keep my comments brief of because I know I'm very worried. The So and I appreciate that. All 3 of the comments that were made are the 3 member comments really reflect the words that I had chosen for each of you. So I want to express gratitude. And reflect the values that I have seen. You practice with 2 key words for each person, the first for Mr. Rivera, deliberation and engagement. I think you have demonstrated. You've demonstrated the value of being intentional of laying out a process and to that there are many ways to get to an answer. But they sometimes it really does matter how. And so I appreciate that. Mr. Johnson. The words selected, fewer tenacity and protection. I think there are at the end of the day. But you have brought to this body is is sticking to it and defending what needs to be defended. And I very much appreciate that. I have learned a lot from you and to both of you. I would just say that you held the line. I watched you do it. And I remembered what happened here in this room. So thank you for that work. And Mr. Myers, I appreciate your efficiency and your brevity. And so that's on us. That health. But I have really enjoyed serving with you as well. And then very briefly. I have the distinct honor of continuing a tradition that we've had on the assembly to present this. To a chair at the end of his service. And I also know that Mister Rivera has received one gets. There's any concern. And so thank you again for your services chair for these last 3 years. Impossible to summarize 9 years. The 3 of us were sworn in as assembly members in 2017. We served together for 6 years on the body for the last 2 years. We've served together in our respective roles. We've been through a lot. Tomorrow will be the off the body in 9 years for you all. And it will be my first day of being at the municipality without you. Felix, when you became chair as your Vice Chair, I learned so much from you. And yeah, it's to its chair. Felix did it all because this was back in the day when being an assembly member was more self-serve. You put on town hall, so many town halls, legislation drafted a strategic plan road talking points, press releases on and on. And that was all in addition to your regular member duties. I still not sure how you did it all, but you did. And you did it in a way that also included championing the librarian, public Transit and things that really make this community a special and wonderful place to live. And yes, you got those offices for assembly members and laid the foundation for legislative services as an elected official. You have worked so hard. Youve brought kindness, fairness and thoughtfulness to this rule. He chaired the committee on Housing and Homelessness when it was really bumpy. Do remember that time the fire a fire alarm went off in the middle, the that particularly >> contentious meeting. Thank goodness we were able to reset on that one. So thank you for serving. Felix, thank you for your hard work for your sacrifice. You got a lot done. Thank you for your friendship and always happy to keep the Midnight Club alive. So there you have it. Chris. You're my Vice Chair for the entire time. I served chair and our community went through so much during that time. You and I were a team and making sure the business of the people continued. Some might say we have different styles, but, you know, it worked. And thank you for that. You are the most passionate and powerful advocate for your district and for the best interests of the municipality in all who live here, especially those who are treated unfairly or vulnerable, including the animals who live here all have had a strong voice in you. And the fire department, too. Not vulnerable, but a strong voice. As I and I have witnessed firsthand on more than one occasion. The fierceness with which you fight for. Residents of Fairview, East Downtown Mountain View. I'm confident member of Al an we'll carry that charge. You've worked for transparency. You mentioned some of the things open checkbook, legislative document port, part of your brain child. Records, access improvement. You strengthen the sister city program, safeguarded elections. You gotta Sri Apportion the 12 member and then such a big role in establishing the government to government relationship with the native village of Eklutna and lots legislation. Both you and Felix on ensuring safe and fair working can conditions. And you know, all this and more documented in am to 9, one dash 2026. truly a testament to the work you've done any exceptional. The study of snus and rigor. You brought to the role. don't think anyone has ever done like that. Thank you for your service. Thank you for giving it. You're all to help people and thank you for your friendship. Felix and Chris. It's been an honor and a privilege to serve with you both. 9 years is a long time. Hats off to you. Just a couple quick, quick remarks because I'd like you all to get out of here and for us to turn over the table to my colleagues that are leaving, I want to start off with boutique. Well. will slow, but us spoken about on the bullet the morning that and did that as a company that Anchorage, I said to the people head. Thank you, Puerto Rico, my Puerto Rican brother. Thank you for working for the people. Thank you for your hard work for the people of the community of of Anchorage. Christopher. Same thing. Thank you for your hard work on behalf of the people for the community of Anchorage. I met you as an artist. Being creative in the community, creative disrupters. We brought some of that artwork to your to your neighborhood with a wonderful mural that we had a chance to collaborate on. And the reason why mention the all to starting the old dogs leaving. When you got elected. I was a special assistant to the mayor at that time. And so we watched you all grow up as legislators and to be able to have kind of apart of serving together on this body. Felix and I had some time in the administration working together that to have the ability to watch you all from Vick, different vantage points and then to kind of collaborate together. So that Christopher, our very first project when I when you got on the body, was helping the firefighters. And mental health and well-being. Remarkable project really appreciative. Felix, you ate stuff. I have a but by doesn't has been known as manhole to play you in a lot of garbage. In this community for. The time that you served. And to my colleagues to you all both. I didn't agree with everything you did and I would call you privately about it. Tell you what the heck is going on. But but you stood up and you kept showing up. What you didn't run away when it got hot. And it's really easy to do that. And Christopher, you describe that. But you kept showing up and this community is appreciative. Of that work and I'm appreciative of your friendship of your mentorship and of your leadership in this community. To mark to my. Some people get elected and they really want to be other people get drafted in the national. What happened to them? To to my to my co-chair of the Community and Economic Development Committee, Mr. Scott Myers, who I think he has described that they were way more meetings and they told you there would be. But you kept showing up as well. Although everyone has their moment of recollection the way they want to resonate at that particular time. What I do know is that this body. Passed the most historic housing tax incentives the city has ever seen and that were came through the community and Economic Development Committee. Thank you. Vice Chair. I also want to recognize that we talked about revenue at that committee in such a substantial way that we had real learning happening from the penny for progress we from the mayor sales tax proposals working in that committee to think about larger questions of our fiscal responsibility. But the way we can begin to right-size our city. Thank you, Vice Chair for your leadership. And lastly, when I was unfair. The meetings would be substantially shorter. Because Scott was as ready to call the question and get out of that meeting. And so I will end with. Not a quote from. I'm not I don't want to mention the movie that they're talking about over there, but a quote from Scott Myers. Chair. I would like to call that question. We have a couple people in the queue stock. This first year. Helping me to understand how this work can be done. With Reagan. With integrity. With attention to detail. With respect for the process. And with the heart of a servant. At the core. Thank you for helping to build that here on this status. We I would say that we stand. I stand on the shoulders of giants, but that wouldn't entirely be physically true. But you are in terms of your contributions to this body. You are giants. And you will. Have created a foundation that I am so so proud to build on. Thank you for your work. Thank you for your service. Thank you for illustrating what it means to put the municipality first. And the decisions that you make and the way the lead. I appreciate you. Mr. Johnson. >> Yeah, thank you to Felix Chris Scott. I will generally isthmus all of You know, we spent a lot of time together aside these chambers old and publicly notice settings. But I've had the opportunity to to get to know each of you. I will say that even though we've all had our differences, sometimes emotional, sometimes very vocal. You know, you are all very decent man. And you know, despite the contrast the Times, I never doubt. Y you showing up to do this. is motivated by a genuine love for Anchorage and a genuine desire to make it a better place. And I appreciate all of you for it and respect you for it. been point out. We have some serious challenges ahead of us. And I am hopeful and optimistic that we will be able to to rise to meet the moment. And I know you will be watching closely and if you see us succeed, I hope that you'll take some credit for that because you have given us such a strong. Foundation tort the resources that we have. Way this body operates the physical space that up occupy, that that helps facilitate the work. So many things big and small that you have done. That will. That will help us and benefit for years to come and know that. That is a legacy that may not always be this will recognize, but as one that we will all benefit from. And I appreciate you for it. It's kind of amazing to think 3 years my next assembly meeting will be my first one without Chris Constant as the chair and I just want to say how grateful am over these last 3 years for all the. You provided the guidance for mentorship. You know, I will 7 times when I know you didn't Mr. Lee Curry with what I was trying to do. But you made sure that I understood how it could go about doing it. And I appreciate that is true leadership. And again, these things that are not always visible to the public, but we see we recognize and we appreciate so. You're here penchant for efficiency. I think we're all deeply appreciative of that. But what I think a lot of the public doesn't see is Scott's kind of snarky sense of humor behind the scenes. I really enjoyed serving with you the not only the brevity, but also the levity that you have brought to this body. Felix is someone who got to help convene a task force with you. Thank you for doing most of the I feel like I have learned a lot for from you. And I in my perspective, you are true diplomat in every sense of the word your professionalism desire to bring people together and you are very adept at that. And so you will be deeply missed. And then Chris, I already got my emotional stuff out of the way earlier. But, you know, one of my favorite things about Chris no one ever wants to be on the other side of Chris saying it has just been asserted that. Because you just know here he comes he's going to say something. yeah, you us working together. You have challenged me time and time again. Your mentorship has been very valuable to see how hard you work for our constituents is inspiring and I still have the bat phone. So you're not entirely half off the hook coming call you and pick your brain from time to time. But on behalf of North Anchorage, big, big, thank you. Mr. Mccormick >> belabor the farewells too much. Sidney when this transition happens, the new members are going to be alone looking around asking themselves, how do I do this? Instead? She's going to have you to point her in the right direction for the first time since 1985. There's a serious deficiency that is being corrected tonight. So I'm grateful that stepped in. You stepped up and, you know, I challenged every candidate who proposed that we're going to run to me as if you have one job visit all 11 community councils and then I'll talk to you. I talk to you until then. You know, and you've done that work and you've done that work and that makes you qualified in my book. So thank you for being a gem. Maybe in the rough. Sometimes you have plenty of room to improve and you're great. And I thank you for serving next to me and training getting up to this wild job. it's a lot. I'm grateful for your until. To that, you got range down to girdwood in Turnagain arm and of course to quote to former colleagues you can't avoid midtown. I look forward to working with all of you. The diverse communities you represent and the unique perspectives values in energy. We each bring to the stylus. We are inheriting an assembly that is strong committed to its policy priorities and already hard at work, a cheating positive changes for the good of our community. But I also want to emphasize that this body, this institution has now been entrusted to the 12 of us and it is ours to steward to shape under a collective leadership and care. If you don't me for week, I didn't really like pressure kicking the 3 week breaks are killing me. >> But what I really want to come down to say, I worked my whole life and should in public service. And unfortunately had to leave early for health reasons. I've been watching the assembly and paying attention. Should Craig Campbell was to chair and that's a very long time ago. And I really want to say that. What I think the most precious about municipal government is that it's the last place that we have right now. We're we're not completely divided politically where we bring such diverse people to at together and I hope that that never goes away. And I hope that all of you are able to take advantage of the fact that while you might not just a things, you can. There's always good work to be done. And I don't particularly like do these things. But I just want to take them a moment to say how very important your public service is, how much I appreciate everything that you do. I'm very proud to live in Anchorage. I paid around $65,000 in taxes. My plan is for 10 living 4 of which will be bicycle occupancy only here bailed on the car that's in line with some of the planning that you people have produced. Earlier this month. I encourage planning department to talk to development services about House plants that I was working the person at the kiosk demanded that I leave kind of harsh about it. He demanded leave the building because I was not an architect and didn't have a right to talk to any of the planners. I found very unusual. That's not the only problems that had developing this property. I have a series of e-mails dating from 2001. To and from the Corps of Engineers. subject the correction of a miss mapped area. My property along the Fish Creek drainage. By mapmaker. And since I have survey Kerr 25 years making maps, I can understand how people make the delineation you making maps. And so I sought delineation from the Corps of Engineers. In 2000, 13, 14 15. I'm a number e-mails to the core. To no avail in 2025 I find iPhone the core 17 times I emailed them 15 times asking for a donation and I still have no delineation. Now this is halting all prop progress on the on my on my project. Please. If the municipality requires me. Deal with the core. Then it should hold the Corps of Engineers accountable for their 15 years of gross negligence to me and and and and responsiveness. And as you know, they're gonna lot of conflict with assembly and still as a result. It is all too easy for members to want to withdraw and engage with the community last year. Only engage friendly farms. And I really appreciate the work that a lot of you have been doing in recent years to push back against that tendency and to lean in to the public embrace that working during reach new members of the public in new I know. I don't have to tell you all that the existing ways of giving feedback like standing on this Tyson participating Community Council's even a someone who loves them isn't always going to everybody. appreciate the work that you doing to reach the community in new ways to educate us as the community so we can better engage with the government. We don't we can't really engage well with our time and with your time. If we do nothing, sir, appreciate the work that you on. There's a a a variety of work that folks can dig in to find your passion. And I look forward to seeing you do that and offer my support on your journeys as well to the new leadership. Congratulations and condolences. As you all know. That's what one of the things you do when you have new leadership because the shoes are are immense to fill the work is continuing. As you all describe. It doesn't stop. And and we're a bunch of as I describe Savage sovereigns. And so we will We will disagree. We will debate, but the leadership role, as you all heard is a real opportunity to help this body continue to be healthy so that the members can deliver for their constituents. Now to the of East Anchorage. I just want to say thank you again. It's been a privilege serving east Anchorage as as one of the 2 members representing District 5. And today I have my straight out of Moldova shirt on. So I always come with a prop and want to make sure that gets on camera. Now no east Anchorage is bigger than dune is the beacon of what East Anchorage represents. And I'm excited to see that the work that I've been able to be a part of has led to some remarkable progress terms of bringing the lands of economic development and the positive future to the mall to moments that are happening. I want to thank my family and my colleagues for giving me the opportunity to continue to serve in the public this year was particularly he did dangerous and lot of violent rhetoric, but we were able to get through. I think my neighbors and my family's I volunteers and local supporters who make this work possible. My victory belongs to the people of my district. My work belongs to you and I will continue to deliver and stand up for those who can't make these meetings, but who still are working every day to make this place home. Public service is a responsibility and I approach it with humility and a commitment to results. I don't care if you are a Democrat or Republican. Bad ideas live on all sides. But if you're down to roll your sleeves up and work together for the benefit of our community, that's where you'll find me together. We've made real progress on this body with the with an administration that is leaning into the work of making sure that our city is moving forward. I look forward to continuing that work together. My focus remains the same. Building, a community that is connected, safe and thriving for all of us.
