good morning everyone we have the military bless you all thank you thank you for being here why in a moment okay the December for 2019 meeting of the City Council's called to order this meeting has been properly noticed and posted in compliance with the Open Meeting Law these proceedings are being video recorded as well as presented live on KC L V cable channel 2 our closed caption for hearing pared viewers please note customers of CenturyLink and Cox communication may view this program in high-definition on channel 100 to with standard and definition on channel 2 you may also watch this meeting live on Apple TV Roku Amazon fire TV and the Go Vegas app the City Council meeting as well as all other KC LV programming may be viewed on the Internet at WWE TV /live the proceedings will be rebroadcast on KC LV channel 2 of the web the wednesday of the meeting at 8 p.m. Friday 4:00 a.m. Saturday 7 p.m. Sunday 7 a.m. the following Monday at 5 p.m. this building is protected by state-of-the-art fire detection and suppression sprinkler systems if the alarm should activate during today's meeting please evacuate using the exits at the back of the chambers go out to the mezzanine proceed out the double doors to the terrace and go down the back staircase for anyone who has difficulty with stairs please check with a marshal or fire official for assistance once outside we thank you for the reviving housing market improving economy and good weather in Las Vegas and we ask that you continue to bless us with jobs and peace of mind Eternal Father for our leaders we give thanks expand our mayor and councilmembers wisdom to handle the responsibility and to meet the demands of this holiday season enable them to stand strong and alert purposefully committed to helping others and to build a community that is just an inclusive for all in your Holy Name Amen okay don't go away we're coming down for our ceremonials Lovins that's what we do here did you hug this side - councilman career well how'd you escape the huginn oh you missed all the hugging and everything else put you through it we did it one at a time give everybody a hug otherwise you're left out you can't every single yes right on through okay so after all of that we're all nice and warm now councilman Knutson your first up well thank you very much mayor I have the distinct privilege today of recognizing the Elks Lodge which is in Ward one and I have something to read I have to read it because there's a word that I didn't understand and I need to I need to learn new words every time so I'm gonna read the mission statement of the Elks Lodge it's to inculcate inculcate which that means to instill and I'm gonna spell it i + c UL CA te it's a new word for me so it's a new word for you - to inculcate the principles of charity justice brotherly love and fidelity to recognize a belief in God to promote the welfare and enhance the happiness of its members to quicken the spirit of American patriotism to cultivate good fellowship to perpetuate itself as a fraternal organization and to provide for its government the benevolent and protective order of Elks of the United States of America we'll serve the people and communities through benevolent programs demonstrating the Elks care and Elks share a fraternal order with hundreds of thousands of members and 150 year history a network of nearly 2000 lodges and communities all over the country a generous charitable foundation that each year gives millions in scholarships and inspiration to youth a friend of veterans and more on behalf of Ward 1 and Councilman Anthony who I'm going to ask to say a few words as well we'd like to have Chris coiour and his fellow officers Jack Esslinger Greg weeks Tony weeks Fred Simeone and Mike Maggiore received their certificate for the Elks Lodge number 1468 they can come on up here in the Elks Lodge 1468 is located in the heart of Ward 1 it makes me and us very proud to have such a generous organization in our community who has helped many of our valleys organizations such as the muscular dystrophy association Veterans Affairs annual first responders recognition 3 Square Food Bank and many more and count them and Anthony while you're busy shaking hands and hug hugging ID lucky to come on up here and say a few words and then we'll we'll let the Elks Lodge speak thanks councilman I just wanted to recognize and I wanted to recognize and thank the Elks Lodge for an event they had October 26 over at their Lodge it was a salute to our first responders and it was it was quite a day they had volunteers come out and it was their job that day to recognize our first responders our firefighters our police officers our marshals our people from the Highway Patrol our paramedics and I just want to thank you for doing that supplying hot dogs and hamburgers and just allow them to come in and sit down and chat and have a meal and let them know that we appreciate everything they do they did it with attorney Adam Kutner and it would they did it all day and Tony's retired Metro Greg weeks retired Metro all you cops out there retirement comes soon and it's good retirement is a great thing because you get to do whatever the heck you want and when you retire so I just wanted to thank you for doing that and recognizing our first responders so give them a nice round of applause for doing that for us thank you madam mayor councilman Councilwoman it's quite an honor to be here today and on behalf of the Las Vegas Alex number 1468 we're so humbled and proud to be here and not only just proud but the fact that we are here working not only with first responders muscular dystrophy the food banks of three square toe tag monologues which was a fellow officer that started that we're just so proud of the community involvement that we certainly have been involved with and we have a long history as you know madam mayor with the city so from the early 1930s to now we have grown we're always looking for new members we do for the first responders but we also believe the opportunity to for more volunteers to give back we did host that lunch and basically all day it was an exciting in a long day but we can only do it with our volunteers and I can only thank the fact that we have so many volunteers and ELQ members who have helped us over the years and not only just this year that I have been exalted ruler so our team of officers have helped volunteer we do all these wonderful community involvement I ask all of you if you are interested please come down and at least ask us what we do we'd love to explain it to you and on behalf of the Las Vegas Alex number 1468 I want to thank you all and say Happy Holidays to everyone thank you so much they are wonderful and I'm sure a tour of the facility that you have you're on West Charleston right that's why all right we're going to be orchestrated here you're pulling everybody to get there and are you Anthony Thank You mayor good morning everyone today it is my honor and privilege to recognize the smoke alarm replacement program started by our own Las Vegas Fire and Rescue and at this point I'd like to have rick rosier come down here Deputy Fire Marshal give him a nice round of applause he's only started this whole thing in January of 2019 Rick rose are contacted Mitzi Mills who's the executive director for Sun City Summerlin is Mitzi here not yet okay all right she's the executive director for Sun City Summerlin about launching a smoke detector we pray replacement project in Sun City after noticing an uptick in 911 fire calls in Sun City Summerlin for smoke alarms going off without a cause Las Vegas Fire and Rescue determined that smoke alarms had passed their shelf life and needed to be replaced with Sun City celebrating their 30th anniversary they realized that many homes still had the original smoke alarms that were installed when the houses were built 10 years is the projected functioning life of smoke alarms so remember that 10 years you got it I didn't know that until they started this program 10 years you need to change out your smoke alarms so they need to do to put into action education and getting something done the fire prevention office partnered with the Sun City neighborhood preparedness team to launch a prototype program a town hall event was organized to educate residents and explain the process the first Town Hall was held on July 25th and drew a full house of 150 attendees attendees learned of the need to have the smoke alarms updated and how the installation day could help them as well as educate them on important fire safety plans including evacuation plans the program goal was to replace old expired standard-issue hardwired detectors and battery LARM detectors with fresh and functioning alarms the first insulite installation day which they call blitz day was scheduled for August 17th with the update of the first 45 homes in Sun City since that time there have been additional town halls in September and October all filled to capacity followed by three more blitz day installations so far there have been two hundred fifty houses retrofitted in Sun City at the unbelievable cost of only $100 more than 1,000 new smoke alarms have been changed out the program is expected to complete all sun city installations by the fall of 2020 and then the same process can branch out into other communities other master plan homes HOAs and other neighborhoods that need this type of a program there are many people that came together to make sure this program was a success and right now I'd like to recognize all of those folks and then I'm gonna let Rick say a couple of words Sally my assistant has certificates of appreciation for everybody that I'm going to announce when I call your names could please come down here so we could recognize you Chief Robert Nolan this is all from the City of Fire and Rescue Chief Robert Nolan come on down here chief Rick rosier Zach Collins the fire prevention inspector Sherri shoot fire prevention supervisor and Justin Donovan fire prevention inspector please give them a nice round of applause their partner in this was Sun City Summerlin and Mitzi Mills I have already mentioned is executive director the folks that were integrally involved in this were from the neighborhood preparedness team that work in Sun City Summerlin and the three folks I have here mentioned our Barbara Holden Barbara come on up here Michael Pennock Michael is Michael here come on up Michael and Alan Greenspan is Ellen here she's not here okay so you are the neighborhood preparedness team awesome all right and we had a lot of volunteers that came out to install these smoke detectors first I'd like to recognize the president of the IBEW Local International Brotherhood of Electrical Workers Jim Halsey come on down here Jim these companies volunteered their time to put this in Mojave electric Mike Valencia come on down here Mojave electric next gen Rex burly come on down here next gen Rex of early and certified fire protection Doug Sartain Doug here come on down Doug and a special shout out to Lowe's and Brian Jackson for supplying the equipment is Brian here [Applause] we have one more supplier it was Ed Rockets from EDS electronics thank you appreciate it so I think we have this is the team that showed up to make sure these fire these smoke alarms are working correctly so I'm gonna ask you to say a couple words and then Barbara I want you to say a couple of words on behalf of Sun City all right all right first of all I'd like to thank the mayor and city council for having us here today and recognizing this great program especially councilman Anthony I would like to thank our Chief William McDonald and Robert Nolan for supporting this crazy idea which ended up being a pretty cool program to support our community I don't want to say too much this is actually Zach's program he's been the straw that stirs the drink with this whole thing without him and without all of our volunteers it doesn't happen so I'd like to have Zach get the recognition up here as Rick said this is a project that would not have happened without the help of all these people you see up here when Rick and smoke would miss him and got this program off the ground and he came to me and kind of put it in my hand and say I need you to take this program make it work I reached out to Lowe's we had the idea of how we're gonna get this thing done and make it beneficial to the residence of Sun City and also affordable so I reached out well again I reached out to Lowe's and tell them where we had what budget was working with and they met us with that budget and made it happen for us so we were able to get those smoke alarms and just to all the homes for $100 a piece again when and as Rick said he put it out there that with Missy that those smoke alarms were not working ineffective because they were too expired so one thing we did not want to happen was for us to just tell them you need to get these things replaced and then they started reaching out to different contractors and electrical companies or whomever a handyman and be taking advantage of so we can't we work with the other contractors that's up here certified next-gen Mojave electric ibw and EDS and brought them on board and asked them if they would come out and assist us and get these done so the residents of Sun City wouldn't be taken advantage of by as we call the rogue companies out there who want to take advantage of situations like this so with their help we were able to make this happen and I thank each and every one of them and also the other inspectors in the within our division who actually took a brunt of the load of the normal work so other inspectors can come out and help me get this done again chief Nowlan Thank You chief McDonald for getting behind this project and Rick thank you for putting this in my hands I appreciate it thank you on behalf of Sun City Summerlin I want to thank you for the opportunity to a partner with Las Vegas Fire and Rescue it's been an honor and a privilege to prototype this program which will roll out across the valley I'm certain very successfully one of the first meetings that we had I asked the question being the business person that I am what constitutes success and Justin Donovan one of our fire inspectors said saving one life and we've used that over and over again and we have saved many lives and we'll save many more it's very difficult but think about that one life is a success with this program thank you I'd also like to ask Jim to come up here Jim hoesley with ibw and just speak on behalf of the all-wheel attractions appreciate it I want to first thank sherry for being really persistent about getting everybody lined up and and when we're supposed to be there and all that she did a lot of work and she deserves a lot of credit in this program and Ric and also like to thank my members that showed up we had about 40 volunteers showed up when we only needed about 20 and with Mojave electric supplying vans and ladders it was a very successful first day event I don't know if people realize how hard it is to carry an eight foot ladder around a house with a bunch of knickknacks in it and there's a lot of knickknacks in a retirees house but but it was successful and I appreciate being part of it and thank you councilman thank you thank you and again and I'll just shout out the lows for our partner please give Louis a nice round of applause and you should go go buy something at Lowe's today to show their support right all right with that all of you have a certificate of appreciation and I have two proclamations Sally's bringing I have one proclamation for Las Vegas Fire and Rescue and I have one proclamation for Sun City Summerlin okay they're both they're both the same so there you go most importantly get those fire alarms set it is a long way up I almost fell off the ladder so who do you call you call an electrician oh we call Willie or do we call chief Nowlan we just call anybody call the city we're here for everybody okay are you ready to come back out to all the homes you're just wonderful that is so great I see that blinking light up there and I wonder what it means how long it's going to be blinking is that the way you know your fire alarm is too old that it stops and you're supposed to climb we're supposed to climb up the eight-foot ladder and check the date I know because you're young thank you do it again that's the killer it is the killer and hi hi Evelyn how are you and are you going to the Santa run next four years from Miami so good to see you okay and now we're into our final item this morning and that's mayor pro-tem you are gonna be doing we're back to hugs that's why we started we love the hugging thank you madam mayor so I am so honored to be recognizing this amazing group of individuals today and I've been fortunate in my volunteerism over the years to work with our Las Vegas Metro Police Department SWAT team if our SWAT team if officer Corbett and Hunter k-9 partner hunter and all our SWAT guys can come up here that would be great [Applause] there's hunter oh my goodness look at this beautiful guy yes and so I have to just tell you so my background with SWAT is I used to volunteer and help them find buildings to blow up and call all of my friends to act as hostages for them so they can practice so here's how the phone calls would go I would say hey LuAnn could you do me a favor can I just have you for a couple of hours so I can have you know a bunch of SWAT guys kind of choke and and squeeze you and and we've just got to practice some live drills and we got to blow a lot of things up and and breach doors and use water bombs and breach roofs and it was really I have to tell you amazing amazing what you guys do so today there's hunter so today I have to tell you in the early morning of October 26 2019 our Las Vegas Metro Police Department SWAT team responded to a local convenience store a man armed with a knife was on the roof of the store and had refused to come down for patrol the officer involved the officers involved in this altercation included officer Jacob Warner officer Levi officer James Burgess uni SWAT technical medic dr. marcoh grapha officer Alan Goodrich officer Hamrick Singh sergeant Garth Finley officer David Tilley search-and-rescue officer Sean bunting and officer Jeff Corbett and his canine partner hunter right there as a part of the tactical team attempting to take the man into custody k9 officer Corbett and his k-9 partner hunter waited behind the safety of swats armored vehicle crisis negotiators and SWAT officers were successful in getting the man to climb down the ladder but he refused to surrender the man stepped off the ladder and faced SWAT officers with the knife still in hand SWAT deployed a combination of less than lethal force options including firing rubber bullet and sending k-9 hunter to apprehend the man all these measures were taken to safely deescalate the situation without the need for lethal force k9 hunter bit the man on his left arm however the man was able to retain the knife and he began stabbing k9 hunter multiple times officer Corbett and SWAT team members then began to close the distance to rescue hunter the knife eventually broke during the violent attack and hunter took the suspect down to the ground where officers were able to handcuff him officer Corbett immediately removed hunter from the area and SWAT tactical medic dr. marko grata and search and rescue officer Sean bunting began treating Hunter's wounds Hunter was soon taken to the emergency veterinarian where excellent doctors worked for hours to mend the wounds and monitor Hunter's recovery these doctors and medical personnel include dr. Giovanna Conti technician Angie Annie I'm sorry Annie Khan he and technician Becky de Paula rata if you guys are here too please come up and thanks to the quick action and medical expertise of these individuals less than a month later hunter is back on the streets finding bad guys so we have a medal from the city of Las Vegas two heroes medal awarded to k-9 hunter December 4th 2019 and officer Corbett can you say a few words I think first and foremost I think the men and women that we work with day-in day-out with SWAT they did a phenomenal job on that call the veterinary staff acting quickly and and getting hunter stabilized and to our TAC doc and TAC medics did a phenomenal job that day saving hunters life an officer corporate you did an awesome job great work buddy hunters proud thank you thank you so much Shane how do you want us to pose I have a lot of certificates here and so we have certificates for our technicians and we have certificates for our doctor and we have our certificates for all of our officers involved [Laughter] all right well I'm just gonna go to him I'm gonna go to Corbett yeah so that's you know what I'm sorry officer Corbett I have to shake your hand and I just have to thank you for everything that you have done Thank You officer see what a Huggle do Thank You officer Corbett so much for coming down look at that look how happy hunter is all right do you want to have them weigh coming okay anybody who wants to come up and get a closer picture as long as our officer says it's okay but a picture so sweet and that is what love is beautiful okay thank you and so what we will do yes take your pictures come on up if you like beautiful and that is the concludes beautifully our ceremonials so thank you don't forget your coffee but all of our certificates beauty okay we will begin with agenda item what I got to clean this up okay Genda item 8 probably comment during this portion of the agenda must be limited matters on the agenda for action the amount of time any single speaker is allowed may be limited all comments made will be cross-referenced to those specific items if anyone submitted a speaker card or he wishes to speak under this portion agenda please come to the podium state your name for the record this is your opportunity to dress the council but council is not able to respond or engage in a dialogue we will set the time at one minute and I do have a card from Michael Clement my handwriting Michael Clem on - Elsner yes I was born in Vegas I've been here most of my life and I am a Hindu monkey fearow and my guru in India he's divine holiness and see none to perish even sixty five hundred homeless people in Las Vegas about ten days ago I heard of a fort of a 12 year old girl who prostitutes her body because of her heroin and methamphetamine addiction I'm gonna be sending by 5 p.m. Friday he will all receive an email from me very lengthy very detailed how the moments ago you said I like get things done I like fixed it I like to do it 80% then 6,500 homeless people in the city with him - 18 months 18 months of the most eighty percent of them will process of their physiological spiritual intellectual emotional healing using modalities from elevator I don't know my I don't know my time and I don't want to go over the time Sophie and me always he does also I'm going to be initiating contact with Tony Hsieh and the CEO of dr. Brenner's toothpaste company in California an honor to speak to you keep working on it because thank you anyone else wishing to be heard please come forward okay we will close public caring and we'll move on to agenda item number nine possible action any items from the 9 a.m. session that the council staff and/or applicant we should be stricken table withdrawn or held in advance to a future meeting may be brought forward and acted upon it this time they're broke Tim Mir with you with your permission I'd like to ask the strike number item item number 41 and do you want to make any comment as you do that anything else is that for the afternoon so what are you instructing us Madame clerk I don't see any time line on this that says that we start with number 44 cannot be heard before 10:00 a.m. everything else is in order so so that was a request for striking agenda item 41 and anything else mayor pro-tem you have please yes madam mayor we're looking at item number 16 approval of mutual use contract one nine zero three four four RH award recommended to facilitate Inc we are going to strike that requested by staff and then of course for the record will be striking item number 41 requested by Councilman Knutson which is bill number two zero one nine - 47 and madam mayor that will be my motion thank you there's a motion please 16 and 41 that are stricken and please great motion carries we'll move on to agenda item 10 items number 10 through 32 with the exception of 16 and 41 on the consent agenda considered to be routine recommended for approval by their departments may be enacted one motion counts a woman's semen I understand you wish to make a comment regarding item 10 before we proceed please yes thank you madam mayor well I don't like having to end the year with the request for yet another hundred thousand in taxpayer money for badlands litigation defense I understand that until there is a resolution of this issue IMET must also do what is best to defend the citizens of Las Vegas and the actions taken by the City Council and city staff therefore I will support this additional funding request for outside legal counsel I do this knowing that I will work as hard as I can to see this issue come to a resolution in this coming year thank you very much also no please the record should reflect my abstention items 23 through 25 because they relate to medical marijuana related businesses one of my sons is involved in that industry I'll be voting on all other items are there any other items counsel wish to be stricken or table yes thank you mayor jeff doric deputy city attorney the City Attorney's Office just wants to make a note on item 31 in the consent agenda for the record for the public's sake to make the item clearer and more complete this is the withdrawal of a portion of a condemnation action at nineteen twenty five and twenty twenty-one West Charleston Boulevard that portion that is being withdrawn is the DiBella living trust which is a flower shop we just wanted to make that known to the public okay thank you very much and Tim madam mayor I move to approve consent items ten through 32 with the exception of item 16 and 41 and that will be my motion thank you very much please vote and please post great thank you very much motion carries and so we will move on to agenda item 33 is next discussion for possible action regarding complaint and just set a hearing date for disciplinary actions against RTB Inc DBAs by one - 0 0 1 9 1 nightclub license g6 or Oh 5 2 3 6 4 violations of the city's municipal code this is a Ward 3 Councilwoman yes good morning mayor and city council members Mary McElhone deputy planning director and with me also is John Curtis deputy city attorney for the city of Las Vegas so 512 received its initial Terran limited in nightclub licenses on August 25th 2016 and originally operated under the name red and had a name change recently to 512 on June 3rd 2019 during the course of the last three years they've been a pattern of violent acts and non-compliance issues at this location the disciplinary complaint which is provided in the back up to this item is a detailed report describing many of the issues but to highlight a few the Las Vegas metropolitan Police Department reported several violent incidences involving security and the operations of 512 there's three incidences that I would like to point out to you where patrons of the club actually went down to the metropolitan police stations and file police reports stating that they were assaulted and battered by red security on July 8 2017 July 19 2018 in August 23rd 2018 those are the three dates one victim was even later diagnosed with an open fracture of his mandible as a result of repeated punching by one of the security staff at red 512 in the last 18 months there have been two occasions when Metro ex mergency orders to close the club the first incident happened on May 5th 2018 at 3:30 a.m. in the morning the Las Vegas metropolitan Police Department conducted an emergency closure read for public safety after a large fight broke out where red failed to control this access line into the club due to public safety concerns red had received at least nine warnings in several violations about controlling the line over the last year and earlier that evening Metro had six officers closed off the line to the public safety concerns where patrons had to step off the sidewalk and into traffic to get around the entrance this incident could have been avoided had red had proper security and procedures to control de Lyonne as required by a las vegas municipal city code the second emergency closure took place earlier this year in May as a result of two incidences that occurred just five days apart on May 12 2009 teen the Las Vegas metropolitan Police Department's fusion watch cameras identified a black male that was lying on the ground in front of the 512 nightclub a later review or surveillance footage disclosed that the male was assaulted and punched and knocked unconscious by a security staff member of red no aid was rendered nor was 9-1-1 called by the staff the man remained unconscious for a full 13 minutes while on the ground additionally staff members of 512 were uncooperative when questioned in one employee tonight witnessing the battery even when it was clear later on in the surveillance tape that he did witness it on may 17 2009 teen just five days later a neighboring business called the Las Vegas metropolitan Police Department reporting a fight which is later confirmed to be between 512 security officers and patrons three patrons were being injected from the club due to them wearing hats despite them being let in with the hats on individual fights then broke out with the security in front of 512 the three patrons regrouped however one patron walks back in for an unknown reason with his hands up in a passive fashion in one of the security guards officers sucker punches him in knocks him Las Vegas metropolitan Police Department's special investigative services performed an emergency closure since this was the second incident where security use excessive force in less than one week multiple high-level meetings have occurred with Rodney and Bruce Purdue who are the owners of the club some of the dates are January 18 2018 may 8th 2018 April 4 2019 may 22nd 2019 and in these meetings we've been discussing the concerns over the security and safety of the club these discussions included concerns about hiring security personnel with graying affiliations from the outlaw motorcycle gang the chosen few undercover detectives earlier this year we're also able to get concealed weapons into the night club on two separate occasions and while there have been no incidents of violence over the last few months and as of yesterday 512 has been approved to operate under a new security plan that does include state licensed security there are still compliance concerns more recently there have been some disagreements over whether state licensed security is necessary as well as violations involving not operating in compliance with this an approved security plan employee lists not being up to date and missing alcohol awareness cards on part of the staff I'm now going to turn this over to our deputy city attorney John Curtis thank you I'll be brief your honor the city seek as mr. Backlund said this complaint seeking disciplinary action do the ongoing patterns of violence security issues and endangerment of the public just because there hasn't been a shooting or anyone's been beaten up recently doesn't mean that this isn't a situation that needs to be defused and I think bringing the business before City Council on disciplinary complaint is the only way to do it I kind of we also think it's pretty much the wrong business in the wrong place at the wrong time and you know hiring motorcycle gangs to do your security hasn't worked since 1969 when the Rolling Stones tried it okay so they they put it all together we have a bar that's just is endangering the public and and they and the good citizens and other businesses on Fremont Street and we think the only way to to bring it to task here is to bring this this complaint for disciplinary action we ask the council to approve the complaint thank you so what you're asking us to do is to approve that we are asking you to go ahead and set a hearing date that is our role today role today is to approve the complaint instead of date certain it has to be between 30 and 60 days so we're going to ask for January 18th is that correct 15 15 15 sorry for the record Mary McElhone we already have another disciplinary complaint set at 11 a.m. that day so I would recommend that perhaps we set this one at 1 o'clock in the afternoon one o'clock not ours to decide we just to prove whether we want to go ahead and ask you to set the hearing yeah I believe I believe mr. o 8 - 3 7 4 Mansion 54 Las Vegas LLC d/b/a Mansion 54 at 1044 south six and that's John Carter salving managing member and this is employed 3 with counsel and ideas hello good morning mayor and members the City Council for the record Mary McElhone deputy planning director in 2018 the Heartland mansion on sixth Street Park paseo was sold it opened under the new name mentioned 54 in December 12 2018 this time last year and on November 14 2019 just a few weeks ago the new owners surrendered all of their business licenses this was anticipation of the city business licensing suspending the temporary licenses and actually bringing them before City Council for a permanent denial this action was going to be taken due to chronic operational issues some of which included parking issues which were in violation of condition number 4 and the license which say they were not allowed to park on the street and they were allowing the street parking they also had unauthorized public events in which tickets were sold to the public they also had unpermitted alcohol services in which the proper permits were not pulled to allow for alcohol services on site they also had an illegal marijuana event on September 27 2009 teen in which tickets were sold to the public for marijuana consumption which took place at the location so over the last year there has been a journal lack of cooperation as some of these violations have been multiple to multiple times and even after multiple finds warnings and meetings they still continued what is on the agenda here today is a request for approval for a new temporary general banquet business license this is not a liquor license this is a general license they are going to if they are granted this license to be able to serve alcohol they will be using a third party liquor cater mr. Carter selling who was previously a minority owner is now coming forward as the 100% owner with a new LLC and I'm going to put this up so that you can see the change in ownership so as you can see the under the old ownership mr. Carter Sela Carter selling under Corinthian Events Center had nine point nine five percent which was eight percent the ownership so it's roughly about eight percent he's now coming forward as a hundred percent owner well I do want to say is that when we dealt with management mr. Curtis Ellie was not involved at all in the day-to-day operations of the old business we dealt with his the managing member at that time was Bruce Campbell we never once talked to mr. Cardoza Lee we've only met him in the last few weeks the key employee who we were involved in over the last year she no longer works there and they have plans to hire a new employee so mr. Carter celli is here before you today to ask for an opportunity to be granted temporary licenses for operations and I'm going to turn this over to him with your permission and we do have if you do decide you want to do that we have quite a few conditions that we would recommend be placed on this license I could ask before we turn it over are all papers in order have you reviewed all staff that he's hiring is everything all background checks and on all the background checks are not completed so these would be temporary licenses mr. Carter Sally because he was not originally involved in the day-to-day operations originally he was waived he is now coming forward so he must go through suitability and he has applied and preliminarily he has checked out but Metro is going to need several months to complete that background check the individual that he's hired as a key employee her first name is hope in her last name I don't remember it's in Bella view I believe she is also going to have to go through that background check as well so how can this be issued even temporarily if they haven't gone through the whole process to me it should wait until you've cleared everybody well at this point in time this is a general license that they're asking for they're doing the general license first which is doesn't require a full suitability when they move forward to actually ask for the liquor cater permit license the alcohol beverage catering license they will have to go through suitability but they they have started part of that process okay but you're not asking them to they're not being permitted to operate until those pieces that is correct this is just a general license we don't normally bring general licenses before you but because we have such a history and such a problem at this location we felt it was the right thing to do additionally these conditions which we feel need to be placed on this license should be placed by City Council the only way they can be removed is by City Council okay and therefore their suitability of all the employees right so is part of them right so they have not passed suitability but I'll let mr. Curtiss Ellie speak it's our understanding that eventually they approach and they do want to move forward with liquor licenses in the future right now for today this is just a general light but over the holidays and proton wanted to make some comments but over the holidays they they are closed down at this point and will remain so over the coming holiday season right now they they have been they've surrendered those licenses we because we didn't want to ruin someone's wedding we did give them permission through a special event permit to hold three special events and I believe tonight is that last special event and so after today there's no more special event prints that they've been and you will you will be permitted but there's one more he's saying there were three one is next week but all the the issues we have gone through in the past years about examining the parking and all of that that all remains intact without the additional ones that you are correct they're going to have the same conditions of we all had a couple of years ago right all right all right mayor pro-tem and then we'd be happy to hear from you thank you thank you madam mayor mrs. Mac Mahon correct me if I'm wrong but on this particular application isn't this gentleman part of the original the original owners the original problems he had ownership in it and now you're switching licensing over to give him more ownership in it I mean I personally I don't like the whole shell game and I just I'm just seeing this as a shell game yeah mayor pro-tem yes you are correct which is why I put the old ownership versus new ownership up on the overhead so that you can clearly see that he was part of that old ownership and he's now coming forward so again he has the right to ask you for this license and if you that's her decision to decide whether you would like to grant it for him and or not and these would be temporary licenses the old temporary licenses they surrendered the license but those were going to expire and so we had to take action on thank you any other questions comments okay please go ahead and thank you for being so patient mr. Carter selling good morning hi my name is John Curtis le with mansion 54 thank you for your time today City Council I've met with Councilwoman Diaz I'd also like to thank deputy planning director Mary Mack alone we've been meeting my out time flies since October so I think it'll be two months next week that we had our first meeting we've had three meetings just to clear up the the context 12 years ago I invested in a health club in San Jose California and that was my investment with the previous owner that health club bought the event center above it the Corinthian event center because I was one of the original investors in the health club San Jose Athletic Club I retained ownership up into the Corinthian event center which is an event center in San Jose I've never had any management capabilities of that whatsoever I miss you too k1 every year for a modest return on my initial investment in the health club corinthian event center was part of the guarantee for the loan invest part 70% owner of mansion 54 and excuse me that was the old Hart mansion Heartland mansion yes it was so and you only got involved with the ownership for me how long were you involved in that relationship in the ownership of the Corinthian you said 12 years yep 12 to 5 B 12 years ago I think when when the health club bought the the event center located above it in the building so again never any management responsibilities or anything in that and just received a k1 every year was notified several months ago back into July by mr. Campbell that they were having challenges with the city and after reviewing what the challenges were they're exactly what mary has said people weren't paying attention to the rules that were set by the city that are right on the back of the business license they're reasonable rules you know we'd like to go until 11 o'clock on a weekday but the rules are 10 o'clock so you just have to work with that when you sell an event we've had four events since I've been working with Mary and Mary's been working with her Mary's Department specifically Minerva Gomez the business license section manager who has been fantastic to work with we were doing events we were getting inspections we welcome them and it's it's it's it's not a difficult thing you know we keep the cars off of the street so when everybody whenever anybody has an event they're given a plan of hey here's where you park you come into our property in your Park people show up late it's our responsibility to catch the people showing up late parking outside to let them know that they just need to pull into our driveway have our valet take care of them and we've missed a few of those and we just can't so two security guards on the point of our property just looking for everybody we have to be cautious we've stopped a few people that are parked on the street going to the haunted house and we just have to let them know that they're probably not supposed to park there anyway but we do it we hired metro police to come to a couple of our events the shade tree event and advise us on how best to deal with people who we really don't have jurisdiction over you know any one of us could go park on the street today and go walk the Vegas Strip and it'd be completely okay it's just when you're attending a function you can't as with the event venue business you'll have people put - they'll hire event planners to do their event and those event planners it's our responsibility to hold them to the rules that were held against mansion 54 has never sold tickets to anything the people that promoting the events have done that it's our responsibility to surf the Internet to see where they're at because in their contract they're told they can't do that and we have to be that police prior management simply was not the police since we've been working with Mary's department we found too booked events that did that and you have to be a cyber detective and we've canceled the events so we're serious about you know complying to the rules again Mary's office has been accessible to all the phone calls that we've had hope has worked with the city for years that's why we hired her she promoted the shade tree event you know it was 480 people went off great and so we hired her and she's our compliance officer so she's on board she was going to be here today we've got one of the special events this evening we've got 250 gamers coming onto our property and have a big gaming convention and again never involved in the crew in the Corinthian Events Center in San Jose being there now it's it's it's a fun place to be when you see a wedding getting set up you know they came and set up yesterday and you know our whole hall looks like a holodeck on Star Wars you know no surprise that the gamers are you know a little techy but it's fun stuff and people come and have a good time and that's what we we want to do as being a good neighbor to the neighborhood you know I've gotten to know many of our neighbors and per the request of one of our neighbors if you've been in our neighborhood and kind of customary to Vegas there's not a lot of green grass around well the mansion has artificial turf that wraps all the way around it and four-legged friends in our neighborhood love it so last week I went online about one of the little polls with the bag dispensers to pick up the potty stuff and shared it with a couple of our neighbors and you think it was an early Christmas so that's gonna be mounted you know on our on our fence so people come in by if the dog should happen to have the neede can pull off a little bag and clean it up the neighbors like it because the dogs also do the same thing on the sidewalk so we're hoping that it kind of has a little trend of having people just keep up the neighborhood even though we don't allow parking on the street after every event two of our staff goes around the neighborhood and picks up trash it's not our trash but we pick up the trash it takes two people 20 minutes and we're happy to do that we clean the property up significantly as I've learned the history of the mansion there there's been multiple fires and that the secondary house sure enough had a fire in it and so we're gonna be removing that first quarter the next year because it is a blight to the neighborhood and just so I'm clear through my conversations with Mary the temporary business license that I've applied for mr. Campbell applied for it a year ago and I don't believe in that time his background had been completed at it actually Mary Macklin for the record his background check didn't come back it was completed and it came back with an area concern an area concerned meaning it was a bad background check was that recently that was recently yeah so um and yeah I had to get a letter from the police department in my city stating that I was a good citizen so that was part of the package that I supplied so with the temporary business license they start to review I think with mr. Campbell it probably then took 10 months before that was completed we would ask permission to operate within all the guidelines you know until that time and then we would be asking for our permanent license you know with all the background checked done so hope has applied for you know the background check I have done so all the same that's called a key employee so those are the people that need to go through the background checks altogether we have seven full-time employees and then there's 14 other people that we bring in to work events so you know we're supplying jobs and we enjoy working there the staff that currently was deaf to the requirements of the city they're gone and we have you have zero tolerance for anything that following the rules and again they're not they're not anything you just can't do probably the most challenging part is we need to play police to make sure that nobody that has you know come in to do something that they sell tickets on their own that's the toughest well but the key is inspect what you expect to happen I've been familiar with the properties since the 70s when they were individual homes been on the property multitude of times gone through these hearings before the issue is the compliance especially for the parking because you are in a residential neighborhood and when they hire valets and what they're doing and you have a new valet with the company it's really being on top of your event or having somebody there all the time that is on top of it because I remember the last event I went to they ran out of space to the parking it was an absolute mess and it was the Ballet's because they didn't know where they had access and so that you know that and have you moved here to Las Vegas oh no I'm still commuting in weekly from Roseville California okay yesterday we delivered to the city parking agreements with the Thunderbird super 8 which is on our street and then we have a gate that opens into the Wells Fargo Walgreens Department Walgreens has given us permission to use their spaces and is that in writing yes and notarized there's an accident somebody falls and breaks a leg on that property do you have that proper whose response questions which I'm sure Mary has gone through or maybe counsel and already has done that homework as well but this is a property it's been a challenged as they combined everything through the generations of the heart but even before the hearts owned it I've been on that property and it's been a challenge for years so I don't know if council has any questions or comments yes please Mayor Pro Kim thank you so much madam mayor what was the Blythe that you were talking about on this property there's actually two houses in two addresses the heart old Harlan mansion mansion 54 is on sixth Street and then on part paseo is what was a house it's a cinderblock house 1,800 square feet that you would enter from Park Paseo my understanding is about ten years ago there was a mysterious fire there and it's been boarded up ever since and this is on your property yes and so by when will you fix this revenue permitting we've already got the demolition bid to do it first quarter next year yeah we probably March so so by March of 2020 you're gonna fix the blight the reason why I ask is because I just got a message from Councilman Bob coffin who literally this property is a few hundred feet from his home in the historic district and he really really wants the Councilwoman to hold your feet to the fire so if you're going to take responsibility which I have to tell you the shell game because you were part owner in the previous and there's no excuse if you're part owner and there's revenue there you're part of the problem so you were part of the problem previously and now you're looking at coming here making promises and you know I so if you're gonna tell me by March of 2020 that you're gonna clean that up if you don't then Mary McElhone back out and figure it out are you gonna Kyle agree to that Thank You councilman Diaz please Thank You Madame mayor mr. Carter Sully this is a difficult item for me because ever since I came on board as any council person I've been hearing about mansion 54 and not it not in a good way there have been some bright spots but most of the information that I have been receiving has not been flattering now I have been leaning into my neighbors and the community that lives around Mansion 54 and there are concerns that if it becomes vacant and it's not being utilized then what are we creating with an empty huge mansion sitting in our backyards so that's weighing heavily in my mind as well do we leave that premise vacant for other people to come and overtake it do we give you another opportunity to show that you will comply with all city ordinances and requisites my hope is the latter that you're going to run a straight ship that you will be mindful of the neighbors because you are a budding of residential neighborhood and that we're going to do what's best for Ward 3 and lift it by eliminating the blight eliminating the trash trying to eliminate parking issues I know that we're in conversations about possible solutions and I hope that we can come to one and cooperatively find a middle ground that works both for the mansion and for the neighbors and so Mary I wanted to ask you your thoughts about this new business license so if we do move forward would it be a conditional one-year license can how soon do you recommend we review so we see the activity that has happened I think it's important that we do check in and make sure that the activity is what we expect so Councilwoman this is a general license and so we are allowed to do two six-month temporary licenses so what I would recommend that you do today if you do want to give them the opportunity is to just grant one six-month temporary license and then as part of all those conditions at an additional condition that a City Council review has to take place prior to the first six-month temporary license expiring so in other words we're going to bring them back and five months before you and we can give a report how things are going and at that time we can extend another six months or not the other thing that you should all remember is because this is a temporary license if something happens we have the powers to immediately suspend that license and immediately put them on the next available City Council agenda so we do always have that at our disposal because it is a temporary license thank you Mary and I think based on the mayor's concerns and Mayor Pro Tom's also I think that would be the best recommendation to move forward as the mayor says the only concern that remains with me is a semi absentee owner because you'll be wherever you are and we have this hope whose person is hope yes and maybe already miss Mackel who knows already attended to it that in the event that she needs a vacation that is gone and not on the property at the time event there needs to be somebody who's responsible and held accountable in my opinion unless that's not already covered thank you please do go ahead I guess I know that they you know they have come into my office I have met hope who is the key employee she shared security plans and just their vision for moving forward with the compliance I think there was a lack of understanding about what a banquet license was versus a special event unrestricted special event license so I hope that that's clear now I hope that we understand what we need to do and when hope does need a break because partying can get tiring too or planning for them that we have the that we're training someone under hope to be equally as effective and efficient and in her absence take over the the event space so that we we don't run into what we've had in the past at our meeting we brought Donna in who's coming down after the first of the year she'll also be a key employee so one of the three of us it just has to be at every event and you might ask Miss McElhone if you weren't going to to read in all the particulars so we have a written record of what those are okay miss McClellan so can you verbalize the motion please I can so business license would like to we're recommending the City Council approve a six-month temporary license with the following conditions number one the hours of operation are restricted to two 8:00 a.m. to 10:00 p.m. Sunday to Thursday and 8:00 a.m. to midnight on Friday and Saturday nights number two residential and lodging activity is prohibited so they cannot live there and nobody can stay there as a guest number three provide parking for the use as required by the zoning ordinance 50 parking spaces are required of which twenty-eight space must be on-site parking to be in compliance in addition to this they do have new parking agreements and mayor Goodman I just want to point out that those parking agreements will need to be reviewed by the City Attorney's Office before they officially become valid number four street parking is prohibited all persons invited to functions at the facility shall be provided with a map which identifies approved parking locations number five if agreement for parking is at 3:30 Eastern Boulevard and 550 East Charleston Boulevard is terminated a new satellite parking facility slash contract must be submitted to the City Council for approval number six a minimum of two professional security people shall be on sixth Street in Park Casilla to ensure parking compliance during all functions and events number seven the maximum occupancy including employees staff and patrons to not exceed the maximum occupancy established by the city of Las Vegas fire prevention inspector city approved occupancy limits must be posted at all times number eight no noise shall be audible beyond the property line number nine all deliveries must be made to the rear core where access of this site from the property at eleven eleven Las Vegas Boulevard south number ten no alcohol may be served consumed or sold at the premises unless a city alcohol beverage catering permit is approved for that specific event number eleven trash and refuse should not be left or stored in public view except improper containers for the purpose of collection in accordance with the requirements at the Las Vegas Municipal Code Chapter nine point zero eight number twelve the collection and removal of litter in solid waste produced by or arising out of an event at the stablishment onto city sidewalks and streets must be completed immediately after each event number thirteen no public events or nightclub activities may be conducted on the premises and this is unless they pull and approved a special event permit number fourteen City Council review must take place prior to the first six months every license has been expired I don't know if you would also like to add a 15th condition where the owner or Camp Lee must be on site during all events and number fifth 16 do we want to add one that has anything to do with the demolishing or removing the blighted building within a reasonable time frame and I'm going to ask City Attorney's Office as if that is a reasonable condition to put on a think we've worked past the issues that with the exception of one that we're being objected to and I'll walk through those to the south of us is a Toll Brothers residential development to the east is property owned by Station Casinos still scheduled to be a future casino site and then to the north and west of us is undeveloped vacant land the project itself as mentioned is 108 thousand square foot shopping center development so some of the issues that were raised after we have a general plan amendment request to move to service commercial as well as the zoning request to move to service commercial and then to special use permits one to address the c-store here with a beer wine cooler off from of sales and one to address a tavern over here excuse me is the beer wine sales yes I mean thanks so upfront here's the gas tanks and then here's the c-store facility okay and can you go back to the map showing how that fits if I'm matching with the map it would look like this so southern Iron Mountain Road here sky village here can you put it side-by-side so we could see the yellow and yeah right right okay interest in the property to the south that's gonna be a residential block of homes it's it's owned by Toll Brothers homes will be residential yes are you proposing to put the gas station right next to the Toll Brothers homes correct on that double sectional and corner of Iron Mountain and sky village but it we've already addressed with Toll Brothers so we've met with them we've agreed to take within our landscaping here to add a berm to the landscaping as well as bolstering the landscaping itself to to remove that from the residential they're satisfied with both the center and the landscaping change station abutting residential property and we move two gas tanks away from the residential that's just the point as you go through whatever you're going through and not to create more problems but the the history is that in Ward 4 there was such a proposal for the gas tanks and that we had a really big push back on Ward 4 and so ultimately they had to be moved around so please continue and then we're gonna hear from mr. self and conceptually being on a double section line with what looks like to be a casino a stretch across the street it's kind of the right orientation for for development but open to to the discussion that we're going to have here on it so we're here for for those two special use permits the design review as well as the or a design review being the last of that so at this point that the center itself will be a grocery anchored will have some drive-through restaurants and common shops the only waiver that's left in there with with a staff denial is the requirement over 1908 to push all the buildings to the to the edge of the property and I think it's a very common opposition from development it just sort of creates a big field of parking and doesn't really create any sort of architectural dynamics between the between the the various buildings from an aesthetic standpoint and so that's the only one that we're left with and I think we've walked through everything else there was a Lant there was a couple of landscaping waivers that we've removed so the the landscaping on both sides is at the 15 foot requirement as I mentioned already on the Aaron maté on the Iron Mountain side across from Toll Brothers we've also added a berm at their request there was a reduction in the number of trees that were in the parking field that's been fully met up to code and we're still more than over parked so the only thing left is really that one exception thank you let's go to you mr. Sommerfeld madam mayor so clarity for the record the staff recommendation on the general plan and the rezoning has moved to an approval recommendation that is updated from what was in the agenda summary page and is listed in the agenda as a results of additional review staff does find that the amended requests to service commercial and limited commercial respectively are appropriate designations and zoning district that is compatible with the existing adjacent land use designations and so as mentioned staff is recommending approval of the general plan and rezoning however the applicant has proposed a shopping center design that requires the approval of these waivers where no exceptional or extraordinary conditions exist with the site to justify those waivers specifically as mentioned they there's no irregularly-shaped lot there's no reason that the the parking lot landscaping and the building orientation could not meet requirements as you pointed out mayor with that residential development to the south the and we have this in Summerlin we have it in other places that gas station could be oriented differently to put the building more towards the street corner instead of the gas pumps and things like that that our our code doesn't prefer and as a result of those waivers being self imposed and preferential in nature staff has recommended denial of the site development review and thus the accompanying special use permits the uses themselves are not necessarily at issue but because of the site design issues we're recommending denial of the su piece as well thank you this is a public hearing if anyone wishing to make comment on any of the items 54 through 58 okay I'm going to close public hearing and council members any comments questions okay there's okay so I know we've discussed this in length and I just want to make sure as we move forward that we have the ability to change things that were not stuck the way that we're looking at it today mr. Sommerfeld so madam mayor through you to the mayor pro-tem so I mean this is the site design that's being approved today as they get into it more if they wanted to reorient something they would have that ability to amend this until they actually obviously begin the site improvements that will construct this shopping center I don't know what their their timing is on that if it's a relatively minor change then it can be done administratively it wouldn't require another public hearing either at the Planning Commission or City Council if it's a significant change then that may necessitate that it would come back if they do some additional work on this on this project and when are we planning on actually doing this so that the the timing is still there there are a few tenants on the site interested and it's not even it's not a fully anchored at this point as well so it's it the timing will be dictated by the movement of the homes it's just as it's always important to get slightly ahead of those homes and have it here so that grocery stores know this is a real site and know that they can have a discussion about moving to it how close is the Smith marketplace to it I don't I think our map would show but I actually I don't have a broad enough area and I don't have that exactly maritime but we've been in communication with Sky Canyon and they don't have issue with us what they wanted to make sure which we've agreed to is that we were landscape fully and that we agreed to a landscape palette that that would go along with sky canyon and we were agreement with both of those right so in Ward 6 like there's no palm trees there 36 boxes like Ward 6 is the aesthetically pleasing Ward right palms are only for decoration and don't qualify for any of the I'm looking at this and it is in the in the future and I just want to make sure that we on the right page with this so I'm going to Madame mayor do you have any other suggestions that you want to add well only everything surrounding so you know what else I want to talk about for a minute trails Robert Sommerfeld because this is this is important where this is and it's a future site and I think if we don't cover everything out there around there to make sure we have trails on everything as well with the mature trees like right and I apologize I don't have a trails map with me but I can definitely connect with your office and show you where the existing plan trails are and as we continue to work with Sky Canyon through their parks element that they have as a part of their agreement because they are adjacent to this site and how the the trail might interface towards this location but we do have the trails element that lays out where those future trails would be currently and that is being updated as a part of your 2050 master planning effort that is going on and we've been working specifically with the Northwest community on things like trails because you do have a lot of trails in within your within your ward well that whole section I mean if you look at that whole section whatever is going to come come about I want to make sure all of these parcels are all interconnected with trails and stuff to where we're not do you understand my vision yes ma'am okay I think that's really important because you know it's really the last bastion of open space ranch at type living as we're seeing the huge development in the southwest and in Henderson if people want to live that lifestyle no lights and bridle paths and things that the overlay of what you've just cited is really important as you go through the development and not that there's anything at all to me other than remembering of councilman Anthony with that gas station abutting the residence and they turned it as what they did so I don't know if this applicant then comes back to you again over a period of time because it's all in sort of jet for me it seems very general right now and you want to do all this stuff right so mr. Summerfield for the record I just want to make sure that it is clear that as we go forth with this as we go forth with approving this that it's movable we've got trails and it's workable because right now the way it sits and because there's no houses budding it today but you know there will be I just don't want to put the cart in front of the horse and I want to make sure that we're developing you know at a rate of when and it's difficult to say so madam mayor pro-tem three men mayor so yes so there is that opportunity and if we were looking at just reorienting the gas station the convenience store that would not be a significant change and so that would be something we could do administratively so it would not slow down the development process but would be something that we could look at I will get that trails map so you can see where we're at and we can have some additional conversation around any gap areas where we don't currently have connections and then I just wanted to point out because you did ask the question on the map that the representative has dismissed is actually that white boxes towards the lower right hand corner of that map so there's you know what it would that be two miles I think or a mile whatever that distance is they're going up up at the road there so they're there in proximity but they still have a significant amount of development that will be between them that build-out for that master plan community and I just worry I worry I mean Smith's marketplace you know hands down kudos my favorite place I mean I get wine and cheese while I shop so but with with Amazon with anchoring grocery stores it's difficult it's difficult for our retail stores now so I just want to make sure that as we're planning and we're looking forward and then everything else on that site the way you have it laid out here you know you have retail and and this and tavern and I want to make sure we can move things around it is a very general site plan and it will be moved around because if I need feet separation and stuff I know we're working on door-to-door I just want to be able to move things around the closer we get to growth out there and madam mayor through each of the Mayor Pro Tem so these use permits that are going to prove these these uses on the site those are those are attached to the site not necessarily you know to so with distance separation that's not going to be an issue if they need to move it if they've you know find that they the tavern building is better you know towards the southeast part of the site versus the northwest part of the site where I think they have it now that it can all be accommodated within an administrative update to the special permits all right well thank you okay so let's take them one at a time you want to start with number 54 please thank you madam mayor so I'm going to motion to approve 54 with everything all the words I just said and Robert Sommerfeld said his motion to approve agenda 54 please vote and please post it's not I okay and please post motion carries agenda item 55 please thank you madam mayor a motion to approve agenda item 55 with all conversation thank you there's a motion on 55 Chris vote please post motion carries on 56 please madam mayor a motion to approve item 56 with all conversation thank you there's a motion on 56 to approve please vote please post motion carries and on 57 madam mayor a motion to approve item 57 with all items smoking with thank you there's motion on 57 subject to all conversation as part of the approval that motion carries and finally agenda item 58 thank you madam mayor a motion to approve agenda item 58 with all conversation thank you very much this agenda item 58 please vote and please post finally that's approved very exciting we look forward to it thank you and thank you to Mayor Pro tems office and to staff for taking what wasn't quite working with the city and turning it to an environment that works for both the developer and the Northwest and watching the growth and what those opportunities are really is exciting did you want its mayor I think it can't go without being said aesthetics are in the eye of the beholder and I prefer the aesthetics of Ward 1 so considering that I live in your ward I will have to say I'm very partial there - Riggleman whose son is caught in the snow and Syracuse about 20 feet deep and here he could be in this wonderful climate of Las Vegas regarding changes in public communications city Las Vegas efforts to keep pace as well as set trends referenceable all wards mayor thank you so much for the record my name is David Riggleman I'm communications director for the city of Las Vegas I think it's no surprise to any of us that over the last several years of our lives the way people communicate has dramatically changed no question about it when I first started at the city in 1999 if you can believe it Oscar Goodman had just been elected mayor and we had just launched this new fangled thing called the website and also coming around at that time was this other new thing called email and right on the heels of that we also launched our television station KC LV channel to government access television considered groundbreaking at the time all of these were were major accomplishments but you look back now and those are really commonplace things that people consider as tools that everyone should have moving forward anyway has been created well thank you Mary thank you but it's funny how those things were considered so high-end and so groundbreaking at the time and now they're considered just things that are standard tools to have so I've got a short video that I'd like to show you here it kind of encapsulates all the things that are now on our plate and then we'll talk about where we hope to take the organization in the future so with Jeff if you could please play the video [Music] [Music] [Applause] [Music] [Music] [Music] thank you so obviously things are changing and what we want to make sure is that we're changing along with the times we want to make sure that our organization stays relevant and that we're communicating with with the public in the way that they hope to communicate when I first started at the city it was common for people to send us a letter but mostly to pick up the telephone and just speak with us that way well I want to show you some statistics that that are very interesting no question people are still using the phone but look at some of these numbers this is for the last year alone this is the how we've received correspondence and and messages and questions are coming in in a whole different way for example on Facebook we've had 18,000 messages so far this year Twitter 26,000 messages live chat 24,000 that's through our website during business hours formstack that's also the website nearly 37 thousand messages have come in this has created a situation to where the expectation in this day and age is that you respond in a timely way companies don't wait if you if you reach out to them in social media they're not gonna wait until Monday to get back with you they're gonna reply same with us we have the same attitude if someone has a question about the Book Festival on a Friday night we're not gonna wait till Monday to reply because the Book Festival will be over by then so I'm very proud of the fact that that our team my small and mighty team these folks sitting right here and just back over here will reply 40% of the time after hours and that trend is something that is expected I think in this day and age one of the things that's interesting about that is that we have bought technology to help but a lot of these responses are folks are handling and routing to the right staff outside of business hours and I anything that that's exact example of the expectations that that people have in this today as the communications fly so quickly a couple of other things I just want to point out I'm really proud of the fact that our team has done something using the analytics that come with social media everything you do on social is easy to track and one thing they've done is a very deep dive into what posts on social media are resonating with people the most what what connect the most and the the response to that has been amazing this last four months alone our engagement on Twitter because of these analytics and their efforts are up four hundred and eighty percent on Facebook I'm sorry an Instagram three hundred and eighty six percent and on Facebook thirty five percent so we're not just scattering messages out there and hopefully that something sticks we're sending messages out and then paying attention to what resonates what are people connecting with so that we can continue to communicate with them in those ways so what are the things that people are finding the most interesting I think no surprise to anyone emergency communication has always garnered a lot of attention that post in the lower left corner some of these numbers are staggering we posted during the earthquakes that took place last July fourth here in Southern Nevada and in Southern California on Twitter alone we had a reach of 14 million people 14 million people on Facebook we had a reach of about 45,000 but but on Twitter 14 million people and shows you that duplicative and multiplicative effect of social media how it just continues to flow and flow and flow especially if the information is something that people connect with one of the things that this tells us and this is really important to note is that our organization has emerged as one where people know that they can go to get accurate and timely information in this day and age where there's so much so called fake news out people are looking for where is there factual information and our city is obviously one of those places we saw that during the October one shooting so many new people followed us to try to find out what was going on and keep in mind the the October 1 shooting didn't even happen in our jurisdiction it occurred in the county but people were turning to the city of Las Vegas to get their information as to what exactly had happened in what was true we saw that during the earthquake as well there that the post right there in the middle I I thought this was very interesting we had our documentary last May the city of Las Vegas the early years when we wanted to get the word out that this this documentary about our history was out there this one post on Facebook when we launched reach 60,000 people and in on Facebook alone that one post generated 21,000 views that's not counting YouTube and all the other places it was I was just on Facebook Brad is gonna talk to you about Project enchilada that project is one that has really resonated with people our post on Project enchilada on Facebook and on Twitter have generated about 90,000 90,000 views so people want to hear about that project they want to know what's going on downtown interesting things Mary you would talk to us about getting the word out about graffiti cleanup we needed to get the word out more on on our efforts to clean up graffiti within the city you'll find this really interesting that video that went with this has had two hundred and sixty-six thousand views and has been shared 235 times had another twenty thousand views on Twitter and has been shared a hundred times the interesting thing about that is that isn't Eva's as well as that videos done we've had others that have reached millions of people the active shooter training that we had here a few years ago here at City Hall had somewhere north of six million views so again we've seem to hit being able to hit a stride well not only a week we're getting information out to people but we're getting in a format in a way that they're actually paying attention to and engaging with when to add this to I think this is an important note in the past when we wanted to get the word out on something we would issue a news release and we would hope that the local news stations would pick it up and if they didn't well then the information didn't really go anywhere they were the gatekeepers of that information getting out to the public well now in this day and age we have the ability to speak directly to our to our followers and to a wide audience and and what we've seen is that the news folks are also following us so when we put out a post on social media they're saying it just as fast probably faster than they would if we sent out a press release one release going to one person on the desk now we post something goes to all the people in the news foot in the news media who were following us an example mayor about the graffiti we posted the story in the video about the graffiti the local TV stations all picked up on it and did their own stories about graffiti cleanup based on on that tweet the same with Fremont Street Experience when they were going to upgrade start the upgrade on the canopy we had some posts about that that put the word out to the news media and the local TV stations jumped on the opportunity to cover that as well as you see at the very bottom also - you never quite know who's out there watching as well our own Shane Savona pretty put together a video about Chiara Brown and you guys will remember Chiara was the young lady who wrote the song 58 hearts following the shooting on October 1 based on lyrics that she heard mayor Goodman say at the dedication of the healing garden that video that Shane put together and we posted on social help launched her on to the voice she was a contestant on The Voice this past season and and again that video of course they used Shane's video on the program but that help launched her and helped land her on the show so the reach that that you have with these tools goes far beyond I think really anything that we had then that we imagined when we first started using them another tool that has been very helpful one of the raps on is is our blog one of the raps on social media is that the information is too short and you can't go into great detail oftentimes we're dealing with issues here at the city that are complex and take a lot of explanation so what we've done is we've used our our blog as a tool to help provide that additional information so we'll put out a post on Twitter or on Facebook and then allow people to link to the blog to get more information about an issue and a perfect example is is about homelessness the the blog of the information about the no camping or lodging ordinance that was passed at the last council meeting it says 10,000 on your screen now actually that number is up over eleven eleven thousand now people have actually taken the time to read the blog last fiscal year we had about forty six thousand views of the blog this year and the number here is is is is not updated it says twenty seven thousand it's fifty six thousand people since July have already visited our blog so the idea is that we're going to use that as a tool to provide that additional information and and give people the fuller story some people just want the thumbnail some people want to know more the information and this is a tool that's allowed us to do it I think one of the statistics that it is really important to pay attention to on this is that eighty-five percent of those visitors were on a mobile device their phone or on some other mobile device they're looking at it in a way that's most convenient for them but they're still taking the time to look at that information again our team has done a really good job of packaging that information in a way that that people are going to be able to read and digest so that it's turned out to be a great tool this is one of the things that's always concerned me with with social media is that sometimes you're not able to give the full the full description of something there was a lot of misinformation as we knew about our ordinance and a lot of misunderstanding this was an opportunity to help clarify fact from fiction as to what exactly what was taking place one of the things that were obviously having to try to do is stay current with the trends and and my hope obviously as the director of the department is to make sure as the world changes that we're keeping pace Scott will always tell you about the Wayne Gretzky quote of how important it is to skate to where the puck is going to be not where it is and this has been a real challenge especially with our television programming you've probably heard the term cord cutting if you're not familiar with it basically it's the idea that people are dumping their traditional cable and they're moving to watch programming on streaming apps like Netflix or Hulu or Roku or Apple TV or whatever it might be well the predictions by the industry insiders are that within the next five years or so about 60 million households not people households will use these streaming apps as their main way of getting their television programming even the cable companies understand that really their future isn't in providing programming it's providing high-speed Internet because you're gonna need the Internet one way or the other to be able to view this this programming on these streaming apps and they they realize that you know what that's our future is being able to provide that conduit to the internet so that people can can view in a new way the appeal here is you watch what you want when you want to watch it and you decide as opposed to waiting traditionally like when I was a kid Wednesday night at 7 o'clock my favorite show was coming on whatever that might have been I had to be there to watch it if I didn't see it then I was gonna miss it well you don't have that problem anymore you can watch whatever you want when you want to watch so what we've done at channel 2 obviously is we want to make sure that we're keeping pace if if we're a product that mostly lives on the cable system Cox and on CenturyLink if people are moving away from that we want to make sure that our programming moves too so our programs like axis city council hello mayor trending Las Vegas trending Vegas whatever it might be are keeping pace with those changes so we're one of the first government stations in the country to have programming on roku Amazon fire and Apple TV it's exciting I think one or two have to do is pay attention to the analytics about you know what how we gonna package our shows what's going to connect with people on these new formats but to me that's exciting because we get to kind of write our own ticket as to what will work and that's the trend that we're heading right now so a lot of the programs that you guys are involved with now live on the streaming streaming channels and finally I just wanted to make the point I think this is really key kind of to the message today is that I see that our role is to not only help keep the organization in pace with where communication is going but also city staff and also your staff members to make sure that that we're keeping pace if the world is communicating in a different way that we're that were prepared and that we're still that we're still viable and connecting with people my small team doesn't a phenomenal job but if we're still getting this many messages on Facebook and Twitter and and the other platforms this year it's only going to increase next year in the year after in the year after so to me the messages in that is that as an organization we're going to need to have more people trained and proficient on using social media it's going to be important to me that's one of our main roles is helping train staff and train your staff members to be able to respond in these new ways I'm confident we can do at councilman Anthony I look at you when I first came here we started talking social media I don't think you knew Facebook from Twitter but you now are a monster social media and do a very good job and and and many of you do so as an organization I know we can do this but it's just gonna take that training and making sure that that we're prepared to get everybody up to speed because like I say our little team there's no way that we're gonna be able to keep up we're gonna need to have staff throughout the city trained on social and staff trained at your level to to make sure that that we're keeping pace we're gonna continue to do things like monitor what's going on out there we'll let you know what conversations are taking place about things in your ward but at the end of the day this is going to be something it'll be a challenge for all of us to make sure that we're staying up to speed with with where the world is moving and and our job is to make sure that the organization is is equipped to do that so Mara with that that concludes my presentation I'm happy to answer any questions that you might have thank you for your time and your attention today well I can tell you I know we can't do anything without getting the word out if you don't if you just sit in your little igloo all by yourself all the time nothing happens and we would not have seen the growth development and loftier sense that our cities getting without everything that you and your wonderful team are doing and so for those of us who are to during the day and see your little conversations and I think of how backward it used to be and how forward-thinking you are it's just great so complements certainly from all of us but I don't know if any but he has any questions yes please comments please Mayor Pro Tem thank you madam mayor I really just have to say thank you to you and your whole staff they have taught me so much and what we how we utilize the information via social media is it's just amazing social media is now making mailing easier and less expensive because we get to do what we do with your team Nancy Byrne and Jennifer and Diana and everyone she the whole thing everyone jus say everyone and I just want to thank you because without you it would be difficult to get our message out Thank You mayor pro-tem I appreciate that and everybody has a wonderful time when you talk to them every six weeks I mean it's really to find out what's going on and I enjoy it they say they love to hear what's going on in the different wards because they know pretty much around where they live what they're doing but what's going on outed for mayor there's no question that the public wants to hear from all seven of you when you are on social media when you're on television when you're speaking to the public they're they're listening they want to connect with you they want to hear what you have to say and they want it they want to interact with you as much as possible that that's very clear and everything that we see you know there's something and I know you work so diligently with our Innovation Center and with Mike Sherwood and his team but you know I do see the future of confiscation of materials that are out there on the internet and taking changing it and I don't know how you how you're addressing what's going on in other cities where they may take a message of something and change it and resend it out so what we're doing with the criminalization of the social media it's I just know and we can put in billions of dollars and we're still not caught up so you know it's a very interesting time you've mentioned the word again and again that information technology really is a tool but it's getting its heads getting bigger and bigger and bigger and bigger and to the point of being overwhelming yeah and I just know this a criminal aspect out there that hopefully in our in our in your department that you really have are looking at that all and that you're checking everything you're putting out there that somebody isn't interfering were confiscating what you've put out there on a regular basis it's very it's it takes a lot of dedication a lot you have to pay attention all the time because the world is changing frequently rapidly and and someone is always figuring out a way to do things differently good for good or bad and so how we get around that is we just make sure that we're always monitoring what's being said what are those conversations what are they saying about us your wards so the word that were on top of those locks is you put the information out it is reviewing what is out there is it still look like what you send it out and you mentioned Michael Sherwood and his team obviously security of our systems has always see a high priority and he and Scott have have really made sure that our organization is is being is being protected as as as vastly as possible it's difficult because someone is always out there trying to think of something new but I need to mention Michael and from direction with Scott and Gary that they've really done a tremendous job of keeping the city safe and protected from any kind of informations moving so quickly so thank you David thank you Mary thank you so much thank you all thank you I just want to reiterate the fact that I think you guys are cops team does a great job I know I Drive everybody in my team to get things out and you guys are very responsive in into a great job in and it also goes to our key Selvi team I mean all of our videographers that have travel to Zion yes yes you know Park with me and and go to all of our events and sometimes on the weekends they're there and it's just great and I appreciate it thanks counselor thank you so much we have a long way to go we have a lot of work to do and but your team doesn't the whole team does a great job thank you appreciate it yeah we're trying to figure out sometimes as the world changes we'll try to stay stay abreast with it to good they're young no I'm looking at they're very young yes that's yes II have a smart thank you we really are grateful for everything you do even into the middle of the night to keep up with what's going on they do everywhere thank you yes thank you madam mayor and I just want to echo the sentiments of my colleagues we really are appreciative of all the efforts of the communications team fabulous communications team we have here in this city we're dynamic we're responsive and I think we're building a greater sense of community because we are basically highlighting the amazing work and talents and blood sweat and tears that goes into the fabric of a city and so I'm super grateful to have you guys working with us on this common mission and anything we can do to help remediate the wonkiness sometimes of our form stacks I know that sometimes my colleagues I hear you my ward stuff and I'll get their ward stuff and I'll have complaints from my constituents about how to make it a little bit more user friendly or like to navigate the to search for things that are happening in the city so just feedback that I'm hearing that I wanted to relate top of it a little make sure with our IT folks will we'll work on that we know you're paying on that thank you for the report thank you thank you all for your comments thank you all right we're gonna move on to agenda item 64 this is very exciting also it's a report by city staff regarding an update and various lifestyle considerations for capital component inventories for infrastructure assess management and maintenance asset management excuse me including a projected five-year capital cost requirement in reference to all wards so we have here our wonderful team operations and maintenance and Public Works and we thank you all the time for all that you do so who's first Thank You mayor Jerry Walker director of operations and maintenance and as mentioned with me Mike chance and Director of Public Works we're here today as mentioned provide a report on infrastructure asset management and maintenance this is the fourth such report the first one was in 2013 requested by Council to see how we were doing as we're all aware nationwide a lot of cities don't do so well in their infrastructure maintenance in 2013 we did some inventories used then current replacement values came up with an estimate for our capital asset infrastructure value replacement value with a little over seven billion dollars in 2017 we updated that added some categories we had forgotten updated to the new values at that time plus some growth that it occurred and that came at just an over nine billion we missed a few items in that including trees which are fifty thousand trees at ten thousand a tree that's 500 million so our current replacement value for our infrastructure asset inventory is approximately 10 billion dollars that's a significant amount of money we have to stay on top of that things do depreciate anywhere from a six year to 120 year cycle and so if we don't stay current keep things in good working order prevented even rehabilitative maintenance we can get into trouble those trees where are they on that grid right there and that you just showed us where'd you put the trees well the trees are another asset value I forgot to include them in 2017 oh okay and you said how many trees we have almost 50,000 trees and estimated value of 10,000 each would be five hundred million dollars thank you this summary is from the 2018 presentation we were in 2017 estimating about a fourteen million dollar a year in depreciation values we had reduced that by 2018 with the expansion of FRA to funding for the roadways both Public Works and operation maintenance some very aggressive Public Works Street rehabilitator I'm sorry sewer conveyance rehabilitation projects using new lining technology expansion of operations and maintenance on to rehabilitative projects into sewer and flood control components and so when we provided in 2018 we put our annual depreciation accrual at six million dollars since the third bullet from the bottom that is point zero seven percent or less of the total and so we're staying in pretty good shape not to take all the credit we have very favorable environmental circumstances a little bit of limited precipitation no freeze thaw that's very helpful for the roadways and other components we are newer city and so we are not experienced and older components failing at this point in time and then we have dedicated funding streams external funding streams from regional transportation and regional flood control and then internal for the storm drain system so we're staying in very good condition I've highlighted in the bottom though our concerns at that point time and that is managed to fund capital needs in some of the smaller components street light traffic signal parking facility areas and that's what we're here to talk about today park maintenance asset categories they fall into a few different components short term operational we pay for these out of operational cost we address plumbing fixtures on a continuous basis picnic tables trash receptacles those sorts of items mid-term this is what I'll present in just a minute we have components that again will fell from six years up to about 30 years playground equipment soft surface materials skate parks the rest listed there long term I don't have that today's slideshow presentation these would be more the 50 year components but not to address today organic ax I just list that because those are alternative or optional additional components which compete for our maintenance resources 12 million square foot of the knack of 50,000 trees it's mentioned in the million shrubs and plants throughout our parks and meeting islands and sidewalk amenities and so big inventory I'm not going to go through this or reading in the components this I provided for information in case you'd like to look at it this lists all of our various components are the ones that I mentioned is the midterm in this show us where we think we need to be replacing and so I'll just address playground equipment we've getting some pretty old playground equipment out there we do manage to keep it together but there has to be an age of obsolescence and so we think playground shouldn't go past 30 years those are the first three items up there so I've broken it down on F way the next next five fiscal years we're running about two to two and a half million a year you'll see a couple of bumps in 24 and 25 that's because the artificial turf comes do artificial turfs four to five bucks a square foot and it only lasts for ten to twelve years and so got about nine million dollars worth of that on a 10-year cycle it adds up pretty quickly I also provided fiscal year maps so that you can see and you can see within the parks where we are proposing to make replacements and upgrades and so just again for your reference those components the second category for operations and maintenance would be the facility assets and we've got about 750 million worth of facility components that's our proposed value on that and so I'm going to give you another list of fiscal year components you can see them showing there you'll see that FY 25 we've got nine million they're part of that's just cycling but part of that is we don't plan on doing any major renovations at the fire admin building or do the Jim Mooney pool projects which we can put off because we don't know what the highway 95 and widening project will do to them and so we don't want to invest money unless we have to we're forced to by failure when you mention the Fire & Rescue is we know huge growth in the Northwest a new fire station is planned and how many more how do you assess that it's all population or is it land coverage well I didn't maybe Mike I'd like to answer that it would go through Fire and Rescue and Public Works but I'll defer to Mike for that why don't you I don't want to slow you down because you're moving and I'm glad you didn't go through the details at that very comprehensive minuscule rating thank you also the library we're holding off to the extent possible in any library components given the status of that we just don't want to invest money where we don't get it back we are also basically on our major facility assets we've got very good staff we have proactive preventive and rehabilitative maintenance programs and so we're running this stuff basically to failure we just need to make sure we stay right on top of it if we're gonna write failure we need to make sure we stay right on top of it our budgeting proposal would include mid-year delay on some CIP projects if you run it to failure then we've got to be ready for unplanned failures such as their conditioning failure at the development services center over the summer and so we will on any future calendar years or fiscal years hold money towards the end of the year to make sure we've got an in reserve for failures a few things we don't have on here we're still looking at City facility parking lots parking garages water wells systems some big-ticket components we need to get our arms around so here are the list for boarding or boy the replacements cooling tire replacements chili replacements this would be then for the component HVAC units you can see where we've got those proposed you can also see what we've already got in progress this year has FY 20 in it those are moving forward there for light 21 that are highlighted those are in our original budget some ittle generator replacements that's a life safety issue in an emergency issue they have to be replaced periodically building elevator modernisations again some code requirements building flooring replacements this is just a general reg wag on this component that's something that if you don't pay attention to pretty soon the flooring is in bad condition we'd like to replace it before it's an immediate concern swimming pools quite a bit to maintain on those there's a list of where we would propose spending money on those and then roofs roofs we're out too so with that I'll turn it over to Mike Jensen thank you thanks Jerry for the record Mike Janssen public works director mayor Goodman members of City Council let me just first start off by saying you know I've had the pleasure of working side-by-side with this man Jerry Walker for over 20 years working on infrastructure throughout the city and when you get a call from a citizen or from a business owner there's a good chance that if it's related to infrastructure Jerry or myself worked on you to design the construction or the maintenance and operation of those facilities and so we both of us I know enjoy working with you and your staff trying to resolve any questions that come up may be American first address your question related to the fire station so we have an architectural team under Public Works and as it relates to fire stations we work hand-in-hand with the fire department so as the fire department identifies a gap in their needs for a new fire station they bring us into the discussion and when they're ready for us to move a project into design we go ahead and do that as funding is available and a couple of examples I'll give you is sometimes through a development agreement the developer is required to either fund construct or combination thereof new fire stations and we have agreements just like that with sky canyon in the northwest and then we have similar agreements with Summerlin and those of course are our two largest growth areas but again throughout the city as those needs arise they first become made aware through fire fire staff and then they bring us into the discussion okay thank you thank you so just want to give you a quick snapshot on really a piece of infrastructure that is so vital to our community particularly during those summer monsoon seasons this past summer we lucked out we didn't have too bad of a summer monsoon season but this is our infrastructure program related to those regional Flood Control District facilities these are the big boxes storm drain systems that are underground we've got close to 200 miles of those systems on the ground and the main thing I want to point out to you here Jerry alluded to it this is a program where we have outside funding Mira Goodman and Councilman Anthony as board members on the regional flow control district you see every every meeting of the work that the great general manager Steve Parrish and his team do to ensure that those revenues that are generated are allocated appropriately based on need and those revenues come from a quarter cent sales tax that was passed by the voters back in 1986 so it's a stable source of revenue for this program and it's covered for both design construction as well as maintenance and so again for this program the main point is most of the infrastructure is less than 30 years old this is infrastructure that can easily go 50 years or as much as 75 years depending on the velocities that some of these facilities see so as Jerry said our storm drain system whirring we're in good shape I want to move on to the unsung hero infrastructure the stuff no one ever really wants to know until something goes bad and that's our sanitary sewer collection system this is an even bigger system throughout the city you can see we've got about 222 miles of large diameter sewer lines in about 1635 miles of smaller diameter sewer lines but one of the great things that some of my predecessors did back in 2000 was they created a sewer condition assessment program because they recognize that our sewer system unlike our flood control system has a lot of much older lines some of the lines from the 30s 40s 50s so those ones were definitely aging to where we needed to see what's going on inside those lines and so the way we do that is we have an assessment program that in a nutshell has a device that has a camera on it that goes through every sewer line to see is there portions of pipe that's failing leaking having any kind of problems and since that program was established we've invested a hundred million dollars in rehab and sewer lines where problems were found we've called a lot of problems before they ever really became problems and so it's been a great problem for us to have a solution to and over the next five years we have forty three million dollars program towards sewer condition assessment and Rehab what I want to point out that's the most important they really take away from this slide is we're in the process of doing a new sewer rate study we have not done one since 2013 as part of that sewer rate study we're gonna capture the needs for additional capacity in some of the sewer lines we may need a relief sewer additional sewer lines that may need rehab Plus also sewer lines to service some of our far reaches in the northwest where we have some projects that are in the planning stage I know mayor pro-tem we talked about the Golden Triangle site up there as part of our sewer rate study we're gonna make sure that we have sewer system capacity throughout the city and for sure and our far reaches and so again just want you to be aware that rate study is going to be underway throughout 2020 and sometimes towards the end of 2020 we'll be coming back to you with more information on what the impacts may be why haven't we are have we knowing the city started down here at the core and the pipes obviously we're very small and now we're exploding with the growth all the way around and it's downhill why haven't we just automatically taken it and divided it up we're gonna take this inner city area and widen and widen and widen I mean that should be a natural I would think good question mayor and the reality is the topography of the city we've got different points where certain areas of our streets flow very well east-west some of the north-south streets not as much and so the sewer collection system how its services the entire city is a diverse engineering design of how everything is collected that's why we just call it the collection system and so our system is monitored all the time by staff so we know where we have a short flow I'll give you an example we had a new project coming in off of Colorado and Maine right near are there a Sam Jerry's new project and when you came in we were looking at some of the flows that he'd be adding to that sewer line and we said well once that projects in we're going to have a little bump in some of the lines there so we've incorporated measures to update the capacity on some of those lines so it's again every project that comes through development we see what the sewer impact will be update our model and make sure we can capture and find where we might have a shortfall done we need to plan for okay thank you switch to our Water Pollution Control facility you know it's all about the numbers at the water pollution control facility our entire collection system everything we collect ends up at our water pollution control facility and so the capacity of that facility is what we call 61 million gallons a day is how much we can handle at that plant today the current demand is 47 million gallons a day and we're growing at about one and a half million gallons per day per year so with that what that means is we're gonna be at a threshold a specific threshold of 85% capacity on or about 2022 and under a federal and state permit that we have to allow us to operate this facility once we get to 85% capacity we have to begin design on a plant expansion and so the typical expansion that we would be looking to do to accommodate many years of growth would be what we call a 30 million gallon a day plant expansion so that it could be operational by 2027 which would be the projected year when we'd be at capacity what I want to point out is that's not a low-cost investment it's about a hundred million dollars to add 30 million gallons of day capacity to that plant and the key takeaway here is that plant capacity expansion the design and construction of it will also be captured in the current sewer rate study that we're working on so again just want you to be aware from that side of the house significant infrastructure investment is coming down the line one of shift gears from sewer to our Park and area lighting so Public Works maintains all of the lights that are you in our parks as well as in parking lots throughout the city and a couple of quick little snapshots for you the the part of the parks that's the highest maintenance for our staff is the lighting for the fields so we have about 70 flat fields that are let me to call them flat fields that are lighted and those are the soccer football and lacrosse fields we have about 45 baseball fields and lots of other sports courts and then other other courts and then throughout the parks where you have pathways there's what's called the area lighting that guides you to your destination throughout the park the average cost to convert a flat field that has the old technology street lighting known as metal halide fixtures is about 150,000 per field and that is to take a metal halide fixture which only lasts two to four years burns out and staff has to go out and replace them versus an LED which is the current state of art all of our new parks are going with LED across the country they've improved immeasurably they last 8 to 10 years so they have superior customer reliability and when it comes to fields the most important thing is that the customers whether it's our citizens trying to enjoy the field or teams that have scheduled to use them that those lights are all working otherwise the the game is not as enjoyable and so what we want to do is work towards converting some of our older fields from the metal halide to the LED we'll get a power savings we'll get a labor savings which we won't have to be changing them as often in this past fiscal year for school year 20 we've allocated through a CIP project three hundred thousand to do a pilot because the LED technology really was just coming in to where it's ready to go so we're gonna do two fields and the way we work to address the fields as we work with our Parks and Recreation Department to find out what fields are the highest usage so that they'll have that reliability built in when we do this conversion so that's what we have on the books for fiscal year 20 where have that completed before the end of the fiscal year and for FY 21 we'll be requesting through the CIP process 900,000 so that we could do six more fields next major asset to point out is our roadway lighting this is a huge asset that Public Works maintains we've got about 55,000 streetlights across the city a couple things I want to point out back in 2011 we were early adopters of first generation LED lights they had a lot of controversy when they first went out those lights came with a 10 year warranty from GE they've been very very reliable but 2011 they're gonna be running out of warranty soon so we don't know if they're gonna have a quick failure rate come that 10-year period or if they may last longer but that's an asset that's gonna need some funding to take care of as those warranties run out the one set of lighting that we never got around to converting to LED was what we call decorative fixtures we have 11,000 decorative fixtures they're mostly in Summerlin in the town center area in the northwest and then downtown we have decorative fixtures the reason why we never converted them is because they're smaller market fixtures the price was so high when LEDs first started coming out now the prices come down to where we can do a conversion for about a thousand of $1400 per fixture and so this fiscal year we have programs one and a half million for doing conversions of the decorative fixtures and how do we prioritize them you might ask well our first priority is those high-volume high speed traffic corridors collectors and arterials so we're gonna upgrade the lighting on those corridors about 1200 lights that we're gonna do with this year's allocation for fiscal year 21 we'd like to continue that program so the way we would organize it would be half a million dollars straight from our motor vehicle fuel tax and then a million dollars through the CIP process that we would put in a request for additionally periodically the federal government and state government sometimes offers an energy savings loan program where they'll lend us money at a very low interest rate to advance those conversions and then we pay it off over time through a bond so again just want to let you know where we stand on street lights last column that I have is traffic signals and flashers we've got about a little over 600 traffic signals just today in our agenda we approved the contract for six new traffic signals in the Northwest and there'll be 20 signals under the under construction throughout 2020 new ones so this is an asset that's constantly being added we also have a lot of school flashers pedestrian flashers and fire stations and signals just to give you a kind of a snapshot of our of our infrastructure our oldest traffic signals still in operation is at Las Vegas Boulevard and gas that signal was built in 1965 it is beyond its useful life we've been holding it together kind of with band-aids because being fully replaced with our Las Vegas Boulevard project so the way we've been addressing our infrastructure on signals is with our TC jobs like Las Vegas Boulevard all those old signals will be removed fully replaced they actually have about a 40 to 50 year life so these ones are well past that and then we also have a brand new allocation thanks to the few revenue in mixing passing where $750,000 per year we're going to use specifically towards maintenance of the traffic signals that you see and with that that's our presentation yes ma'am what happens with the 38 what was it that was given by Cisco to combine the traffic lights and do more technology with them but looking to the future I can't understand why every police car and Fire and Rec and the rescue can't control all the lights as they go through to make four-way have we got that in the budget we can all go red as soon as they approach they should go red everybody stops great questions mayor actually two of them you address one was the Cisco grant that we're getting with Michael sure roads assistance and that's going to be a technology addition to our existing traffic signal system that's going to allow us to capture additional data on the operations of the signal throughout the day how it's addressing pedestrian activities bicycle connection transit connection it's going to give us a whole bunch of operational data that's going to really help us fine tune the way some of the signals operate so we're looking forward to the new information and that tool is going to provide us and then as it relates to the fire station signals we have what's called a fire preemption system so when there's an emergency response that's underway the fire trucks are equipped with a device that will turn the lights in their favor stop traffic that's that's in conflict and give them the green and so periodically there are some devices that fail and so we again work very closely with fire departments team fire captain from a station we'll say hey I was driving down Charleston and the signal at Torrey Pines didn't preempts so we can very quickly Mayer address those when we find them and that's something that we work with really on a daily basis if that need comes in thank you thanks any comments questions yes Councilwoman thank you madam mayor mr. Jensen a lot of people obviously are inconvenience when we're tearing up the streets and we're doing upgrades to improve our drainage system our sewer system and one question I get that I don't know the answer to that hopefully you can shed light on as they're saying are we widening the capacity of the through those lines are we increasing what they can handle I can just that comes to mind now that it's been raining a bit and we usually get a little bit of flooding off of Eastern basically Searles South to about Stewart it gets really really flooded in that area and so I'm just trying to see if you can connect the dots from you and see if are we increasing the capacity when we're doing the work and how diligent are we on the our sewer system okay so a Councilwoman a couple of questions there is you had first stuff on the eastern location what I'll do when we get done with this meeting is I'll sit down with staff and find out what's the status of the master-planned facilities for that area and they're Eastern and Searles offhand I'm not sure if the system that's out there is what we call a ten year flood control system or a hundred year so the systems that really as an example Charleston underpass used to always flood it has a hundred year facility that now keep that in the past from flooding the system that might be at that location on Eastern Searles might be the tenure system so that when we have a more significant rainfall of floods I don't know the answer offhand but I'll look through that and I'll get back to you on it the second question on are we adding capacity on most of our projects the primary purpose is to add capacity as an example on the Las Vegas Boulevard project it has a storm drain from the 50s in there that's portions of it have collapsed portions of it are just over over so many years it's not carrying as much capacity as they used to carry so it's part of the Las Vegas Boulevard pride project we're increasing the size of the pipe we're adding more inlets so sometimes there's not enough inlets on the corridor to capture that water so I would say almost every project we do is an upgrade to capacity sometimes it's because the line is old and needs to be replaced sometimes because the line doesn't even exist so I hope that answers your question and then maybe just the last piece was disruption to businesses and residents David's presentation was perfect where that new methodology that we have when we start a project to get the message out hey we're going to be starting construction on this state if you see any concern you can reach it this way David's team is one first groups that when we start a project if something pops up we can it's almost instantaneous I think David mentioned his staff gets the request at night on the weekends and we get it and we can get it right out through our contractor and our construction management team to try to address it and then we also have on all of our projects we have a facilitator that we have assigned to the project that is basically the person between the contractor in the city so when a citizen or a business owner has a concern rather than one of us kind of giving them the answer we have that facilitator go in get the get the concern and bring it back to both of us we try to work it out and we really try our best to minimize the disruptions it's just pretty hard when you have to dig the road up there's no easy way around it but we we certainly try our best thank you Mike and if I could have another question to mr. Walker madam mayor I appreciate that I know that we're all having to work with the upgrades and the improvements and I'm just thinking you know forward when there might be a greater need to connect to sewer because we're developing so just making sure that we're adding more capacity to what we have thinking that there might be more there to serve more people and to mr. Walker I just wanted to ask because recently actually through fabulous communication of social media someone messaged me a concern about not having ad8 access to a park in my ward and I was wondering if we have looked at that if we have the curbs to where someone in a wheelchair would have access to enter and exit our parks facilities because if they're going to the park by themselves but there's no way to get on the sidewalk it makes that challenging and then they need the help from somebody that's nearby so have we thought about this and are we entertaining looking at that we've surveyed all of the parks there's been a fair amount of money spent on the inside the parks making sure they're a DA compliant and anything that's been built since the mid nineties should be ATA compliant that ad adopted in 92 with respect to our roadways we've expanded our ad a programs and we are proactively going out now about one and a half million dollars a year on ramps were engaging cut and grind contractor to address lifted panels but whenever we get a concern that somebody can't get from point A to point B we will look at it and do everything we can to get them from point A to point B so if you'll forward that to me it was just a matter of ramps it's never a problem to construct cramps it's just a matter of schedule occasionally we get into a little bit of trouble though if there's an overhead power line or obstructions of that type those are a little more difficult to deal with I'm assuming the persons having trouble getting from their house to the park you for that to me and I'll check the lane and if it's just a matter of ramps we'll have those in within a couple of months thank you to them fabulous and so now we will pick up Genda item 62 which is a report from Brad gerbic City Attorney regarding an update on the purchase sale and assignment of the hundred theater and the four related parcels real property located southeast corner East Charleston and South Maryland Parkway and again this is in Ward 3 with Councilwoman Diaz M hi good Thanksgiving good old into the cell be really brief this morning good news the escrow opened on the hundred last month between Jay dapper and King George LLC which is a Mizrachi family that owns it the good faith money has been deposited Jay has already been in there multiple times he's got the keys to the building he's been there with its architect the F all goes well the earliest close of escrow through fidelity national title group will be June 24th of next year but if it takes a little bit longer because they find some things that take a little research the latest closing date will be April 24th of this year we've also been working with the state of Nevada State Historic Preservation Office and their legal team to see if we can resolve the issues are outstanding with respect to the roof and repayment that's over the state and I think that's going pretty well so far and we've been giving tours so anybody who wants to go see it anytime you want to see it give me a call and we'll be glad to show you we had Councilwoman deals down we're on TV both of you are on TV it's fun it's fun to go there we bring yeah you'd be amazed you invite five people in in 20 show up it's just really cool but that's it if you have any questions I'll be glad to answer them I just wanted thoroughly mr. drybeck that you meant to say August instead of April of next year so there's actually fourth it's actually June 24th is a clear they have six month date would be June 24 cuz they open escrow on November 25th and so he had six months so that brings him he's got 30 days to do some things in the 60 days or six months from that to do the due diligence it could be sooner okay an April day after the June and I was just confused which date was the one there's nothing that we found that have surprised anybody so far here's what has to happen in order for him to finally close on the project he's gonna have to get some entitlements because there gonna be some new buildings out there that I require some rezoning and so those kinds of things typically take three to four months in the system so that they're working as fast as they can but you've seen Jay before scenes the projects he's done around town he doesn't drag his feet so as soon as we can get it done we will great thank you very very much appreciate you guys and happy holiday songs yes we love it okay we will now move on to 65 and that is cept the appeal set date for appeals filed or required public hearing so I'm gonna ask the city clerk to set the recognize something that happened here today that made me very proud to be a citizen of Las Vegas to see the the mayor and the council recognize our fire department and our police department the fire department I've got to known I'm a chaplain with Las Vegas Fire & Rescue and I know the dedication that those men and women have and to see the record you don't know how much it means to them because I hear it is how you appreciate them and with Australia's Metropolitan Police Department I also have a connection where three of our sons are sworn officers and I have a daughter that's a civil employee where and I have to tell you that while the SWAT officer up here I saw one young man who was on the wrestling team with two of my sons here in Las Vegas I saw another one that was with mice one of my son's during the October 4 shooting both of them were awarded valor and so you don't see that in any sin I don't see that in every city where the city and their agencies especially the police department had that kind of relationship so I I want to say as a citizen that I appreciate your your efforts there what I would like to say about the our comment on the two items 59 and 60 is I'm a part of a group that of citizens residents business owners like myself and clergy and we just had some questions that we would like to sit down with the applicant and talk about we know that this was passed in planning by consent we paid the money to have it read noticed and we've been trying to contact the applicant that we who we Phil's the applicant we've even gone through our council woman's office to try to facilitate a meeting just so that we neighbor to neighbor could talk what are your plants you know what whatever time things like that to no avail and I don't I don't know but I know it's been abated for two weeks I just want to see if they could contact us and set up a short meeting I mean certainly I think well first of all let me back up to your comments this council knows and appreciates everything that our first responders our law enforcement or Fire and Rescue do there's never been a time at least in the nine years that I've been sitting here and sitting next to this gentleman who spent 29 years of his life with Metro I just we all know without the safety that we have had the good luck to experience and the dedication and devotion for people who never know if they're going to be coming home that day so it goes without saying there's a hundred percent support here and I think it's a very different time unfortunately in the world and there's too much anger and hatred and not here so thank you for that I have found that the our local government especially the C Las Vegas has been very approachable and it's more like a neighborhood in a city that you would think of it's very you know once you know somebody it's very small well and and that's the kind of approach I'd like to take with the applicant we're all citizens we're all neighbors right so what I'm gonna say in reference to numbers 59 and 60 and knowing Councilwoman dis open open door all the time good listener wants to do the right thing for the people in Ward 3 so I'm gonna turn to her right now and just work yes thank you madam mayor we also like you had some reservations and had heard from other business owners about their concerns and we're also trying to obey the items so that we could get some communication going between who wants the license and our office and we'll continue to try to be persistent in getting a meeting going so that we can get our an questions answered so as soon as we hear from them we'll definitely extend the invite out to you I appreciate that and I appreciate you mayor in the council thank you thank you very much happy holidays great months ago asked somebody to look into sponsorships for an event and I attend a few events in the community centers one is the the dance group and as I mentioned here I would like to go to them and be a sponsor for their events and and in exchange I would be able to hang a banner in the event on the walls and the challenge with that is you don't want nails and walls and you don't want some tape because it pulls the paint off and etc etc and so I was recommending that you route and put a piece of cork board foot centers up and down so that you could bring in the banner and just stick it and then when you're done you just take it home and I think it's a source of revenue and I've been visiting all the computer labs and the community centers and all their walls are empty and be a great way to be able to come in and hang a banner saying hey these websites offer free stuff or if my company is offering free computer training then I would like to be able to put my banner up and get some credit so it's just something I passed in and if anybody had any comments or so just let me know my phone numbers on it thank you thank you very much anyone else wishing to be heard okay we're close corridor of hope we have OB Brody jr. and we're gonna recognize OB he was intermittently homeless since 2017 and in 2018 he began volunteering at the courtyard and was eventually hired as operations worker with his new employment he was able to secure and maintain an apartment and end his homelessness OB was recently promoted to lead operations worker at our courtyard thank you beautiful Thank You councilman queer thank you madam mayor I don't have traditional ceremonial but I do want to recognize our illustrious fraternity as you guys have seen them come down today is one hundred thirteenth anniversary of Alpha Phi Alpha fraternity incorporated which was founded December 4th 1906 on the campus of Cornell University and it was established as the first african-american fraternity intercollegiate fraternity in the world and I just want to just take just one second to read a quick poem in recognition of it it's called to be an alpha man by our fraternity brother FH what Woodruff this has to be an alpha man means more than just to wear a pin it inquires he requires intrinsic qualities that are developed deep within it calls for lasting brotherhood a word sometimes used in vain it means an honest devotion not anticipation or personal game fraternity speaks our brotherly love that's something to achieve it's more than just a group of hands just an ideal to conceive you're proud to be an alpha and share your praises one before you inflate yourself pride ask yourself honestly how much have I done to realize the wealth of personal satisfaction from tomorrow next we have Santa in the circle so this used to be an event that was hosted at the circle park but because circle Park is not available to our community currently we will be replacing the location with our fabulous and newly renovated Baker Park so come and join us Saturday December 7th starting at 10 a.m. Santa's going to be there we're gonna have cookie exchange and there's going to be amazing performances from the Las Vegas ballet school and the Downton Dance Conservatory so come on over for a good time with our neighbors Baker Park 1100 East st.
