THANKS TO EVERYBODY WHO IS HERE WITH US IN THE COUNCIL CHAMBERS AND EVERYBODY WHO'S JOINING US ONLINE. OUR CONSENT BUSINESS IS SIX ITEMS LONG AND I THINK COUNCILMEMBER NELSON HAS OUR CONSENT AGENDA THIS EVENING. SO WE'VE GOT SIX ITEMS ON THE CONSENT BUSINESS UNDER HEARINGS AND RESOLUTIONS WE HAVE ONE RESOLUTION IS REGARDING A GRANT AGREEMENT WITH HENNEPIN COUNTY FOR OUR HEALTHY TREES CANOPY GRANT FOR CITIES UNDER ITEM FIVE OUR ORGANIZATION OR BUSINESS WE'RE GOING TO HAVE A DISCUSSION REGARDING OUR FEDERAL FUNDING REQUESTS AND THE PRIORITIES THAT WE'D LIKE TO PUT ON THOSE DIFFERENT REQUESTS AND WE WILL END OUR MEETING AS WE ALWAYS DO WITH CITY COUNCIL UPDATES AND I'M WHAT AM I SAYING HERE IS SHE HAS AN UPDATE THANK YOU VERY MUCH INDEED. MAYOR AND COUNCIL MEMBERS REALLY NOT TRYING TO SET THE RECORD TONIGHT BUT YOU KNOW WE'RE JUST TRYING TO EFFICIENTLY USE THE TIME THAT WE HAVE SO THE ITEM FOR THE BENEFIT OF THOSE WHO MIGHT BE WATCHING EACH YOU KNOW WE HAVE OUR PARTNERS AT THE FEDERAL LEVEL SENATOR SMITH SENATOR KLOBUCHAR CONGRESSMAN PHILLIPS AND WHEN THE FEDERAL BUDGET CYCLE COMES AROUND THE LAST COUPLE OF YEARS THEY HAVE SOLICITED REQUESTS FROM LOCAL COMMUNITIES FOR PROJECTS THAT MAY WARRANT CONSIDERATION FEDERAL FUNDING. WE WERE VERY PLEASED THAT IN THIS LAST FUNDING CYCLE THAT WAS JUST SIGNED PASSED BY CONGRESS BY THE PRESIDENT WE RECEIVED $1,000,000 FOR A WATER WELL PROJECT. SO YOU KNOW THE WORK WE'RE DOING WITH OUR REPRESENTATIVES IN CONGRESS IS PAYING OFF THE RESIDENTS OF BLOOMINGTON AND THE BUSINESSES AND THE VISITORS TO BLOOMINGTON AS WELL. SO WE KNOW THAT AS SOON AS ONE BUDGET CYCLE IS DONE THE NEXT ONE STARTS UP AGAIN RIGHT AWAY. AND SO DURING OUR VISIT TO WASHINGTON, D.C. LAST MONTH AS COUNCILMEMBER RIVAS AND MAYOR BOTH OF YOU AND I WERE MEETING WITH THE OFFICES OF OUR FEDERAL ELECTED OFFICIALS, THEY WERE ENCOURAGING US TO SUBMIT PROJECTS AGAIN FOR WE HAD RATE UPS ON SEVERAL PROJECTS READY GO. THEY ASKED US TO PRIORITIZE THOSE AND BECAUSE COUNCIL HAD NOT HAD A CHANCE TO ACTUALLY HAD A CONVERSATION ABOUT THOSE WE WANTED TO COME BACK AND JUST GET YOUR INPUT ON IT. SO A COUPLE OF THE FACTORS FOR WHY PUT FORWARD THE FOUR PROJECTS THAT ARE IN FRONT OF YOU THERE IN CIP AND THEY ARE CONSISTENT WITH WHAT WE UNDERSTAND TO BE THE PRIORITIES FOR LOCAL THAT GET CONSIDERED BY CONGRESS ONE OF THEM LET ME SEE WHAT THEY ARE REAL QUICKLY SO FOLKS AT HOME CAN FOLLOW ALONG HAVE A REQUEST FOR $3 MILLION FOR GEOTHERMAL AND SOLAR ENERGY COMPONENTS FOR THE COMMUNITY HEALTH AND WELLNESS CENTER THAT WILL BE CONSTRUCTED. WE SIMILARLY HAVE A $3 MILLION REQUEST FOR GEOTHERMAL AND OR SOLAR AS PART OF THE BLOOMINGTON ICE GARDEN RENOVATION WE ALSO HAVE A $3 MILLION REQUEST FOR IMPROVEMENTS TO THE SANITARY SEWER SYSTEM CAPACITY IN THE AREA SERVING AN AMERICAN DISTRICT 35 W IN THE FREMONT SEWER LINE AND THEN WE HAVE A ONE AND A HALF MILLION DOLLAR REQUEST REPLACEMENT OF DRINKING WATER INFRASTRUCTURE WITH THE POPLAR BRIDGE BOOSTER. NOW THERE MAY BE A COUPLE OTHER PROJECTS TOO THAT COUNCIL MAY WANT TO CONSIDER AND I DON'T I DON'T WANT TO DISSUADE YOU FROM HAVING THOSE CONVERSATIONS IN OUR DISCUSSIONS WITH THE STAFF AT THE FEDERAL OFFICES, WHAT WE HEARD WAS THAT THE ENVIRONMENT PROJECTS ARE PROBABLY GOING TO BE LESS LIKELY TO BE SUCCESSFUL THAN ARE THE INFRASTRUCTURE PROJECTS IN THAT WE'RE SPECIFICALLY THINKING ABOUT REQUESTS THAT ARE BEING MADE THROUGH THE HOUSE OF REPRESENTATIVES WHICH IS CURRENTLY CONTROLLED BY THE REPUBLICANS AND THEY SUGGESTED THAT WE TRY TO ALIGN THE REQUESTS WHERE WE THINK GREATEST LIKELIHOOD OF SUCCESS IS GOING TO BE. AND SO FOR THAT REASON MY RECOMMENDATION WOULD BE THAT WE WOULD PRIORITIZE THE THE PAN-AMERICAN SANITARY PROJECT AND OR THE REPLACEMENT OF THE DRINKING WATER AND ALSO KNOW THAT $3 MILLION IS PROBABLY NOT GOING TO BE THE AMOUNT BUT WE'D CERTAINLY BE ABLE TO PUT FORWARD WHATEVER WE WANT. RIGHT THOUGH THEY'LL COME IN BECAUSE WHAT'S GOING TO HAPPEN THE OFFICES ARE GOING TO RECEIVE REQUESTS FROM THE LOCAL COMMUNITIES THEY'RE GOING TO GO THROUGH THEIR OWN PROCESS OF VETTING THOSE AND THEN PRIORITIZING THEM AND THEN THEY SUBMIT A LIST TO WHICHEVER BUDGET COMMITTEE IT IS RESPONSIBLE FOR TAKING IN THE EARMARK REQUESTS. SO I THINK THE THE ONES WITH THE GREATEST LIKELIHOOD SUCCESS IN BOTH SIDES OF CAPITOL HILL ARE THE ONES THAT ARE MORE FOCUSED ON SEWER AND WATER INFRASTRUCTURE RATHER THAN THE ENERGY AND ENVIRONMENT. AND WE ARE CURRENTLY AT STAFF AT OTHER WAYS THAT WE COULD POTENTIALLY INCLUDE ENERGY ENVIRONMENT AS PART OF THE COMMUNITY HEALTH AND WELLNESS CENTER AND THE BLOOMINGTON NICE GARDEN PROJECT AND WE'LL PROBABLY HAVE MORE CONVERSATION WITH THE COUNCIL ABOUT THAT BUT WOULD CERTAINLY APPRECIATE THE INPUT FROM COUNCIL OR ANY THOUGHTS THAT YOU MIGHT HAVE. AND MAYBE MR. MAYOR IF YOU WERE COUNCILMAN WEARY US HAVE ANY ADDITIONAL COMMENTS BASED ON WHAT WE HEARD IN THOSE MEETINGS? I THINK YOU SUMMARIZED IT WELL. I THINK THEY THEY GAVE IT WAS A PRETTY FRANK DISCUSSION ABOUT WHAT HAD THE BEST CHANCE OF OF SUCCESS. THAT BEING SAID, I KNOW THERE IS A LOT FEDERAL MONEY AVAILABLE FOR ENERGY RELATED PROJECTS AND I'M SURE THAT'S PART OF THE EQUATION HERE IN TERMS OF WHAT WE MIGHT ABLE TO APPLY FOR TO SEE MOVING FORWARD. YEAH, MR. MAYOR AND COUNCIL MEMBERS PART OF THAT CONVERSATION IS THAT THERE ALREADY IS A LOT OF MONEY IN THE SYSTEM ESPECIALLY FOR ENERGY AND ENVIRONMENT PROJECTS AND THERE'S A THERE'S A TAX REBATE PROCESS THAT'S IN PLACE NOW WE DON'T PAY TAXES BUT WHAT ENDS UP HAPPENING THE THE PROGRAM IS THAT WE SUBMIT THE OF WHATEVER IT IS THAT WE CONSTRUCT AND THEY ACTUALLY WILL REMIT BACK TO US WHATEVER THE WHATEVER THAT THAT TAX AMOUNT IS IT'S USUALLY TO 40% OF THE PROJECT DEPENDING ON THE WE DON'T HAVE TO APPLY FOR IT. IT'S NOT A GRANT WE JUST SUBMIT IT WE GET THE FEDERAL MONEY RIGHT. SO ANY ENERGY ENVIRONMENT PROJECT THAT WE'RE GOING TO DO THAT FITS WITHIN THE IJA OR THE IRA FOR THAT PURPOSE WE OUR STAFF IS AWARE OF OF HOW THAT PROCESS IS GOING TO WORK SO THESE ARE SPECIFIC TO THE EARMARKS PART OF THE FEEDBACK FROM CONGRESSIONAL STAFF IS IF THERE'S ALREADY THAT AMOUNT OF MONEY THAT'S AVAILABLE AND YOU HAVE OTHER AVENUES TO GET IT PROBABLY SHOULDN'T GO THROUGH THE EARMARK PROCESS AND TRY TO DOUBLE DIP THAT'S MEMORY LOSS. RUBIO ON THE SANITARY SEWER CAPACITY IMPROVEMENTS AT PAN AMERICAN NOW GIVEN THAT WE'RE WE'RE NOT WHERE GROSS ANDERSON IS GOING WITH OURSELVES TOWN REDEVELOPMENT NOT EXACTLY SURE MIGHT BE COMING IN THERE BUT COULD YOU EXPLAIN JUST KIND OF IN GENERAL THE NEED FOR THIS HOW IT ALL WORKS WILL IT BE ENOUGH I MEAN IF CHRIS ANDERSON COMES BACK WITH SOMETHING COMPLETELY THAT WILL THAT WILL BLOW THE CURRENT CAPACITY OF THE WATER OR OUT OF THE GROUND, YOU KNOW WHAT I'M SAYING? BUT IF IT MAKES IT COMPLETELY OVERCAPACITY, WHAT ARE THE STEPS TO TAKE AND HOW DOES THIS WORK ALL OF THAT. SO SOMETHING THAT'S GOING TO BLOW THE MANHOLE COVERS OFF THE SHORE. OKAY, MR. WELL SO IF I GET MYSELF MIRED IN THE MUCK HERE HE CAN PROBABLY COME AND EXPLAIN SOME OF THE TECHNICAL DETAILS IN THE PAN AMERICAN DISTRICT AND WITH THAT SEWER LINE SPECIFICALLY WE HAVE A CAPACITY ISSUE ALMOST WHETHER OR NOT THERE'S GOING TO BE A REDEVELOPMENT. I THINK THAT THE CAPACITY THAT WE HAVE REMAINING IS FOR ABOUT 100 NEW UNITS AND OBVIOUSLY WHAT IS BEING CONSIDERED BY ACROSS, ANDERSON, IN TERMS OF SOME OF THE PLANNING THAT THEY'RE DOING FOR REUSE AS WELL AS ADDITIONAL DEVELOPMENT AND REDEVELOPMENT OPPORTUNITIES IN AREA, WE ARE LIKELY TO EXCEED THAT 100 UNIT NUMBER. RIGHT. SO THIS PROJECT IS GOING TO BE A PRETTY EXPENSIVE PROJECT UPSIZE TO TO GAIN THAT CAPACITY STAFF IS CURRENTLY LOOKING AT OUR POLICY FOR HOW CHARGE FOR SACK WHICH ARE SEWER AREA CHARGES MOST CITIES HAVE A SACK CHARGE IN PLACE BLOOMINGTON REASONS THAT I THINK GO BACK QUITE A BIT HAS NOT HAD A SACK CHARGE IN PLACE AND SO THAT'S GOING TO BE SOMETHING THAT WE'LL HAVE TO CAREFULLY CONSIDER BECAUSE OF HOW THAT WILL IMPACT FUTURE DEVELOPMENT. BUT YOU KNOW, THE OTHER QUESTION IS WHO PAYS FOR THE COST OF DEVELOPMENT, RIGHT. AND SO IF IT IS REDEVELOPMENT AS THE CITY CONTINUES TO EVOLVE AND AGE, YOU KNOW, A COST OF DEVELOPMENT OR IS THAT JUST A NATURAL CYCLE OF CITY THAT'S THAT'S PART OF CONVERSATION. SO MY WHOLE POINT HERE IS THAT WE HAVE A COUPLE OF DIFFERENT WAYS TO FUND OR FINANCE THIS PROJECT AS IT COMES ALONG SO IT WOULD BE THROUGH SEWER AREA CHARGES IT WOULD BE DEVELOPER COSTS IT WOULD BE PASSING ON COSTS TO CURRENT RATEPAYERS WITHIN, THE SEWER UTILITY ALL OF THOSE ARE GOING TO HAVE AN IMPACT. WHAT WE'RE TRYING TO DO BY PUTTING THIS ONE FORWARD IS TO MINIMIZE THAT IMPACT TO THE GREATEST EXTENT POSSIBLE BECAUSE THIS PROJECT IS PROBABLY GOING TO EXCEED AT LEAST $10 MILLION AND MAY COME AS CLOSE TO $20 MILLION BASED ON OUR PRELIMINARY ESTIMATES DEPENDING ON, YOU KNOW, THE PACE OF REDEVELOPMENT AND HOW MUCH CAPACITY BEING WE NEED TO ACHIEVE. IDEALLY STORM SEWERS NOT GOING INTO THE SANITARY SEWER. THAT'S A BIG NO NO RIGHT. AND SO THAT'S ONE OF THE REASONS THAT WE HAD TO DO THE STORM SEWER CAPACITY. SO THIS IS UNRELATED BECAUSE IT IS SANITARY SEWER I THINK THAT WE HAVE THE STORM SEWER ISSUES MANAGED IN THAT AREA. BUT IF THEY WERE TO MANDATE SAY THAT CITIES HAVE TO ADOPT A HOUSING ORDINANCE SIMILAR TO WHAT BLOOMINGTON HAS ALREADY DONE YOU KNOW THAT GIVES AT LEAST THE LOCAL COMMUNITIES A LITTLE BIT MORE CONTROL ABOUT WHAT IT LOOKS LIKE AS LONG AS THEY'RE STILL FOLLOWING THE STATE AND DELIVERING ON THE EXPECTATION THAT THERE ARE PROVIDING MORE OPPORTUNITY. MAYOR COUNCIL MEMBERS COUNCIL MEMBER LOWMAN I HAVE PROPOSED REORGANIZATION OF PRIMARILY EXECUTIVE LEVEL STAFF CURRENTLY CITY MANAGER HAS AN ASSISTANT CITY MANAGER AND FOR VARIOUS REASONS THAT HAS BEEN SHARED WITH THE COUNCIL AND SHARED WITH THE STAFF IN RESTRUCTURING TO CREATE TO DEPUTY CITY MANAGERS. ONE OF THE THINGS I WANT TO CLARIFY IS THAT ACTION THAT YOU HAD WITHIN THE COMPENSATION PLAN TONIGHT SAYS ASSISTANCE MANAGER AND THE REASON THAT IT ISN'T DEPUTY AS I'VE SHARED IS THAT WITHIN OUR CHARTER IT SPECIFICALLY MENTIONS ASSISTANT CITY MANAGER AND SO AT THE ANNUAL MEETING COMING UP WITH THE CHARTER COMMISSION WILL BE PUTTING FORWARD FOR THEIR CONSIDERATION JUST AN AMENDMENT. WE'VE DONE THAT WITH OTHER POSITIONS IN THE PAST SIMPLY BECAUSE THE DEPUTY CITY I THINK MORE ACCURATELY DESCRIBES THE LEVEL AUTHORITY AND RESPONSIBILITY WITHIN THE NEW STRUCTURE SO THE THE RESULT OF WHAT HAS BEEN PROPOSED IS THE ADDITION OF AN ASSISTANT SO THERE'LL BE TWO ASSISTANTS OR DEPUTIES. HOWEVER WANT TO CALL THEM AND ALSO PROPOSING TO ADD A NEW POSITION THAT WILL BE A STRATEGY INNOVATION AND PERFORMANCE WHICH WILL BRING THEM BACK TO THE COUNCIL FOR APPROVAL ONCE HAVE THAT DESCRIBED TRYING TO DO THE REORGANIZATION WITH THEN THE EXISTING HEADCOUNT WITHIN THE EXISTING BUDGET AND SO ORDER TO ACCOMMODATE THAT TWO DIRECTOR LEVEL POSITIONS ARE BEING ELIMINATED AND THOSE INDIVIDUALS HAVE BEEN NOTIFIED AS HAVE THE STAFF WHO ARE GOING TO SEE THE THE REPORTING STRUCTURE CHANGE WITHIN THE ORGANIZATION AND WILL BE IMPLEMENTING OVER THE OVER THE NEXT COUPLE OF MONTHS TO DO THAT.
