This meeting of the Air Lake Airport Advisory Commission is now in order. Just want to remind people that in addition to the people in the facility here, we also have people online. And we will start with our welcome and introduction. So what I would like to do is just start at that end of the dais. Just introduce yourself and which role you are if you're a user or a community person. My name is Dan Walbert and I'm a user at Air Lake. I have a small airplane and part of a hangar. And I'm Patrick Boynehan. I'm a user of the airport. I'm an airplane owner and a hangar owner. I'm Tom Fitzhenry and I'm an airport user, just so what kind of user I am. And I'm also the co-chair. I'm John Burmel. I'm a community user Lakeville City Council and I co-chair along with Tom I'm Steve getter a on an aircraft and a hanger at Lakeville Dave Wheeler planning Commissioner for your township Adam Forsberg Airport or FBO Katie Bachmeier I'm the economic development manager for the city of Lakeville We'll catch the folks on the side there too I'm Jennifer Lewis and the Community Relations Coordinator for the Metropolitan Airports Commission Sam Seafelt, Air Lake Airport Manager And I want to make sure that we recognize we have the MAC Commissioner for our district here in the audience, Yodet Beeson. Did I get that right? Yes. Alright. So thank you very much. Next agenda discussion. What I wanna do before we start this discussion, part of the presentation is just the ALAC purpose and goals. So we will just run through those real quick. Our goal as a body here is to further the general welfare of the community and the Air Lake Airport, which is a public airport within the city of Lakeville, the county of Dakota, the state of Minnesota. And we do that through minimizing solving problems created by aircraft operations at the airport. We really have three purposes as a body. We advise the community and the MAC with regard to all matters affecting the Air Lake Airport, classification, rules, regulations, supply to the operation of the airport, and the development of lands adjacent to the airport. We cooperate with the MAC staff and reviewing matters affecting the use and control of the Air Lake Airport and we as a commission make recommendations to the MAC regarding any proposal affecting the use or operations of Air Lake Airport. So the best way to just sum that all up is we represent the airport users, we make recommendations to the MAC and we represent the community making recommendations to the MAC. We are not a decision making body, we are a recommendation making In terms of the agenda, everybody's seen a copy. I have no changes that I would recommend. The co-chair for the users, that is a discussion for the users. So if you're a community member, you don't get a vote for the co-chair for the users. Vice versa, we will do the co-chair for the community. And so then that's when the community members get a vote. So what I would do is open it up first for the user group. So this work plan, this is a proposed draft. If anybody would like to make other suggestions for inclusion or removal or editing, this is the time to do it. Next up are the information items. So I'll start off, the land annexation. I'm not, there isn't a lot to report here. The city of Lakeville and Eureka Township have been working together in conversation about a shared, basically a work plan for annexation. It's called an orderly annexation. And so it's a cooperative effort. Is there a map of that? Yeah, it's right on there. So what you see on the screen is a map of the proposed land annexations. What I will tell you is this is still in conversation. As a matter of fact, I believe there's just a real recent meeting between the city of Lakeville and Eureka Township. And this is just a plan to just make sure that there's an orderly annexation of property that benefits both the township and Lakeville. Mr. Wheeler, I don't know if there's anything you'd like to add. It's still pretty fluid right now. I would assume in the next order it should be all the way figured out. Okay. So good, good to see progress on that. And it affects the MAC property a little bit, but it's good to have that moving forward. Chair Bermall, can I make a clarification? Yeah. This is actually an old map, just for everyone to know. So this map shows previous annexations that happened, but this is not the current orderly annexation map, just for people to understand. Thank you. Thanks. I'm gonna ask a question, where is the new annexation? I'm missing this. So if you're looking at the map here, what I would have people do is, you can see it in, like Ms. Bachmeier said, these are previous annexations, but you can see basically on the south end of that yellow spot, if you drew a line across there, there are several properties in there that would be part of the annexation. Essentially what it will do is take the southern border of Lakeville and just kind of even it out. So it's right across here? Yeah, yes. Oh, okay. Yeah. 125th Street, I believe. Okay, okay. Yes. So it's straight across. Good catch. Good question. Any other questions or discussion on that? Chair? Yes, I mean, it's just... It's proposed developments for Lakeville. It's an opportunity, like I say, to straighten out our border. And for Eureka Township, it's a chance to just make sure that their interests are included too as we speak about it. Chair Bermel? Yes. Just curious, is this an ongoing process or is this like a final step or where are you at? Discussions. I believe on it the town board is still in discussions nothing's fully finalized currently But I would assume it will be sometime mid spring early summer when effects would take place I Think I phrased that wrong after this portion is done. Is there like a five or ten year or 20 year? Forecast or anything past this I think as of right now, there is no future plans, but obviously that can change. Yeah, okay. Yeah, once this is done, this would be it, and anything new would be a new process, if that even happened. Airport manager updates. All right, thank you. I just have a few updates. The first one is... A finalization, a conclusion to our CTAF problem that we've had, the update on the CTAF frequency is that the FAA has accepted a, or given us a May 26th date for a final changeover. And so we kind of went through the process of the FCC. We had a few deadlines, as I reported in the last quarterly meeting here, and those deadlines both passed. So now we're at this new deadline of having everything in and approved by the FAA for the supplement changes effective May 26th. So we'll be switching to 1-2305. And over that full month of May, we'll be making sure everybody's notified and going through all the steps that we've all talked about here before with notices to airmen, newsletters, putting it on the AWOS on the automated weather, and signage around the airport, as well as individual mailings. to each tenant at the airport. So that'll all happen in May. Questions about that? And moving on back in November 26, 2025, we had a snowstorm slash windstorm. We lost our windsock that day. And it has been kind of just waiting for better weather, waiting for the spring to get it replaced. We did get that replaced. just yesterday morning, starting at 7.30, they finished around 1 o'clock, and we were able to delete that NOTAM finally, that NOTAM to airmen, that we had no windsock in operation. So it's nice to have that back. And the third update, around the same time last November, early December, we also lost our beacon permanently, and that was one of the old-style beacons. We ordered a replacement, got that in pretty quickly back in December. And now for a summer project will be to replace the old tower and put a tip-down tower in place of that so that it's easier for maintenance and moving forward. We shouldn't have to worry about that beacon anymore. But that is planned to be constructed mid-summer, early fall this year. But we do have a working beacon. It's in place now. Wonderful. Any questions for Sam? Yeah, same exact location. I have one question on the frequency update. I think last time someone had asked the question about the lights being coordinated too. If you click on 123.05, that's going to be handled? Yes, yep. FAA. technical operations handles those they already have the cards in place we just have to tell them exactly which day and time to do it I think I think it's 3 a.m. local time May 26 they'll be making a switch over all right next on the agenda we have our roadway update with Ryan Good afternoon all I'm Tim Wegworth with SCH the engineering consultant for the Mac nice to be with you this evening Sam had asked if I could come and just do a quick update on this project so just shared one slide here just for kind of supplemental to what I will add here, but design is actively underway. We're getting towards the end and coordination is ongoing between Eureka Township, City of Lakeville and Dakota County. So the project is basically to relocate the eastern half of 225th Street between Maynard Lane the south access to the south building area and Cedar to get it outside of the runway protection zone for the ultimate the current and ultimate runway layout so as I mentioned coordination with Eureka Township City of Lakeville is ongoing as well as the county we met earlier this week for the environmental assessment worksheet that's being handled through the state of Minnesota and EAW it's called environmental document and open house was held held on Monday of this week we had I think six or seven members community members join us and then we had a follow-up meeting on Tuesday of this week with Eureka Township a couple of the board members mr. Siminski and store Lee as well as the Township attorney just to discuss kind of all of the Easement coordination pieces for right-of-way vacation and the steps that will have to be taken along with the Eureka Township petition process so all of those items are kind of ongoing as we continue to finalize our design which we will be out for bid for the project design here as Early as next week, so we're getting we're getting close to the end as we continue to work through some of the other You know coordination items and then you know just overall schedule and and update there would be with this we would have a bid opening in mid-April by the time it would work through Commission award notice to proceed we would anticipate a June start of construction a total duration of approximately a couple of months with the kind of broken into three phases first phase will be what you see in on the screen so there will be no impacts to the existing 225th Street layout for that it'll remain in operation as the new roadway alignment is constructed. There will be a period when we will have to close 225th to make the actual connection by the Magellan pipeline substation there. So and then for that connection as well as the paving operation so we can get it paved all in one fell swoop with no traffic delays, things like that. So during that time, there will be a detour around kind of the north end of the airport down high view, I believe along the west and coming in from the west by the cemetery. And then once that is done, the new alignment will be open while we work on taking care of the grading and removal efforts for that existing portion in red along with the existing southbound right turn lane off of Cedar. Wonderful. It's good to see that progress. Yeah. Exciting. Yeah, the chair for the Pana Prague also joined us on Monday night at the EAW. That being early July, it's a big event at the airport. So with the phasing, it shouldn't impact anything there. The existing alignment will remain open and we'll ensure that the PANAPROG committee and chair are part of the construction meetings, especially as we get closer, just to ensure that signage is appropriate. All of those items are addressed so there's no hiccups during the PANAPROG event. Appreciate that. That's probably a couple thousand people. Yeah. Any other questions on the roadway project? Alright, are you going to handle the runway extension update too? Thank you all. Thank you. Thank you. Thank you, Chair, Commission members. Again, I'm Ryan Anderson, Manager of Community Relations for the MAC. Following some good news with the road, we have some positive news to talk about with the runway extension. Just a brief kind of overview of where we've been. We've been kind of tied up with the FAA and trying to get started with the environmental assessment process for some time. It's been several years that we've been working on this. We finally have some positive news and we are able to get started. We've started in the project, we've restarted the project startup phase. As a refresher, anytime a runway extension project or any federal action for that matter is done the fa is required under the national environmental policy act to do an environmental review and disclose any impacts or significant impacts and so for this project and there's various levels of a review that they do for this project it's going to be an environmental assessment so we are restarting the project and are getting back with our consultants to refresh our data to prepare for the environmental assessment process. We hope to have everything ready for the FAA to start their clock on the environmental assessment process, which as you recall takes a year. And they are very, that's kind of a hard schedule for them. They can't be longer than a year. So we're hoping that this summer the FAA is able to start that process and get going. And so I've got just laid out here just for everybody's clarification the four major kind of processes as we go through. Once the FAA's environmental assessment is complete, we are looking for a finding of no significant impacts, and we're optimistic that's what we're going to get. And then we can get into the runway design process and finally runway construction. So where we're at today is the project startup, and my intention is to have the airport development plan Staff come to a future meeting and provide more detailed information as we get into the environmental assessment Wonderful. Just a quick question that I have When you say you're like restarting the project startup. Is that just like a new fresh start? Well, there was a lot of work done many years ago when we first started that doesn't quite necessarily have to be redone. We don't have to have a new contract exactly with our consultants. Everything's kind of ready to go, but because we're in 2026 now, we have to refresh certain data like operation forecasts and other information that would be necessary to perform the environmental assessment. So that's what we're going through right now is updating that information. Wonderful, thank you. Any other questions, comments? Yeah, do you have a date when you think that might start you said like summer yeah the project startup we're anticipating approximately about six months um so my understanding is by middle of this year we should be uh in position ready to start the ea but that is again an fa determination and so um our hope is around the middle of this year that we can at least start so with a hard day to have 12 months after that what's the next It would be yes. Yes. Yeah. Thank you. That's a good question. My understanding it will be a continuous one year project without stoppage, but I do have to provide some caveats. The environmental assessment is a review of many different categories looking at if there are any impacts. I can't predict what impacts there might be in that process and if they do find significant impacts in their review that may extend the environmental review and or mitigation that might be needed for those impacts. The assessment is to take 12 months, but the outcome of that may influence the schedule of the project. One other question. I'm curious, and it's a way when you're constructing the end of a runway. That's a good question. The the runway, the entire airport will be shut down. So the operational impacts to construction will have to be very carefully managed to minimize impacts. But because we're doing a big chunk, I don't think we're going to be able to extend the threshold. But that's something that airport development will have to come and speak to. They'll have more information on that. Ballpark idea in terms of the length of time? Is it like a year would be shut down? Half a year? My understanding is the construction would take approximately a year to complete. So we would be... Again, I'd be more comfortable. Yeah, it's kind of getting out of my area, and I'd be more comfortable for the airport development team to come and speak to that in more detail. But yeah, construction is going to take about a year. How much of that time the airport is going to be fully closed, I don't know. What's the extension length? That's a great question. I should know that but I believe it's an additional 4,000. The total would end up being 4850. 4850 okay. Good deal. Any other questions? All right. All right. Thank you chair. The next two items, franchise fee update. My understanding with that is the gas providers, they've done what they need to do in terms of counting those as residential, counting new hangars as residential and charging for that. The electric provider, which is I think XL, they are in process of trying to get to the point where and start that billing. I can speak to the gas company has already done that. You're already charging us the residential rate. Yes. It's just the electric company that Excel. It's not. Not doing that. So that's in process. The next one is Dakota 9-11 service for airport tenants. I as you're aware the issue there is is the airport has like one address it's the the main building and it's the individual hangers the new hangar the new maintenance building the new hangers don't have specific addresses I checked with Dakota 911. They're in the process that there's still some more information that they're waiting for from the city. So we'll make sure that they get that. But the end game will be if you call from a location on the airport, that particular location will be where emergency services are sent. So it doesn't have to get to the first air address and try to find people. It'll be specifically where that goes. So I think that'll be a really good thing for public safety.
