invocation will be by father Daryl pigeon from All Saints Episcopal Church is he here mayor I don't believe he is here but council member Flores please rise and remain standing uh for the pledges of Allegiance good morning Mar and Council Lord we offer this humble prayer to bless our council meeting in the spirit of open public dialogue almighty God grant us the grace wisdom and humility to rise above our differences in your name we pray am amen I pledge allegiance to the flag of the United States of America and to the for it stands one nation God indivisible withy and jusice for all St our first items will be special presentations with the first presentation being a presentation or Proclamation for the Fort Worth Public Library staff appreciation day thank you and as I make my way to the podium if our wonderful for Worth Public Library staff wants to join me down in the arena I guess is what we'll call it and and Council you're welcome to join me as well at any point during this presentation to take a photograph question is who's running the libraries this morning right some good people in charge thank you all for taking time to be with us this morning um this Proclamation is a recognition of the valuable contributions of our the Fort Worth City Library staff in supporting literacy fostering lifelong learning and meeting the needs of our community before I read the proclamation I think each of us here on the dis probably has a story about forth Library staff helping our own family chasing a child around a library if I'm speaking from personal experience um or just in generally being a place of it's incredibly welcoming and fund for all for worth residents across the city of Fort Worth um and from me I just wanted to say thank you for the important work that all of you do you're much appreciated and today just a small a small opportunity for the council to recognize how important you are to the city of Fort Worth whereas the city of Fort Worth is committed to having engaging libraries that cont contribute to supporting literacy Foster lifelong learning and Elevate the quality of life in our vibrant City and whereas the for Worth Public Library staff is the backbone of 19 library locations that hosted more than 1 million visitors and had 3.15 million items checked out in 2023 and whereas the Library staff is responsible for putting on 7,596 programs and attracting 8643 program attendees in 2023 adding to the rich variety of entertaining educational Arts and Cultural offerings in the city and whereas the library staff is committed to meeting the community's needs and neighborhoods throughout the city while supporting the city the city's strategic goals of continuous Improvement and whereas the library staff continually make meaningful connections with residents striving to learn dream and do new things things to enhance their quality of life and whereas the city of Fort Worth recognizes and is grateful for the significant positive impact that the Fort Worth Public Library staff has on our community now therefore the city of Fort wor does hereby recognize and proclaim the day of 28th of March or a little late on this one apparently uh as Fort Worth Public Library staff appreciation day thank you all very much madora if you can say a few words too I'm going to have are you up Michelle okay Michelle is going to say a few words before we take a photograph good morning mayor members of the city council my name is Michelle Gorman and I am the assistant director for the forth public library and it gives me great joy to stand here in front of my colleagues with my colleagues to accept this recognition on their behalf I also want to join you publicly in recognizing these extraordinary individuals they are a representation of our library system each branch voted for who they wanted to have come represent their branch and each unit in our system voted for who they wanted to come represent so this is literally the diversity that you see in front of you is a small amalgamation of your library system and they represent the diverse community that we serve we are so grateful for the opportunity to bring programs and services and learning opportunities every day to the citizens of Fort Worth and to the surrounding communities we could not do it without this staff they are truly the backbone of the work that we do and we are so grateful and proud of them so thank you for Worth Public Library staff for everything you do off next up we have our JPS Health Network if they'll join me at the podium as well Dr Duncan and your team and I'm joined here of course by council member Elizabeth Beck we're going to present this important certificate um for the institution that we all know love so much today's presentation is is a certificate of recognition to the JPS Health Network trauma services and emergency department teams we're here today to recognize an incredible institution in our community that does so much not just for the community at large but for the city of Fort wor specifically um I have stood in your emergency room too many times to count especially when we have emergency responders who are in need of the level trauma 1 Center care that you provide and for that we are incredibly grateful over 130,000 patient encounters JPS strives provide excellent care to every patient who comes to their doors while also extending numerous learning opportunities to Future Physicians clinicians and providers of our communities I'm going to read this certificate but as I do so I also want to recognize importantly um the 2024 Gallup exceptional workplace award one of only 60 Global recipients of this prestigious recognition highlighted JPS I think that deserves a round of applause the certificate reads as follows in times of Crisis and everyday emergencies the clinicians providers and staff of JPS Health Network have demonstrated unparalleled dedication professionalism and expertise their tiess efforts have saved countless lives and provided essential care to those in need embodying the spirit of service that defines our community Fort Worth is fortunate to have the longest standing level one Trauma Center in tarant County which is critical to serving the 13th largest city in the nation and its surrounding North Texas region JPS Health Network trauma services and emergency Department's continuous pursuit of innovation and excellence in trauma care sets a standard of service that uplifts our entire community we are grateful for their dedication to raising the bar and embracing change ensuring that we remain prepared to meet the evolving needs of our growing population for generations to come comments com back if you want to say anything as well we can ask Dr Duncan to come up well I just want to say thank you so much for everything y'all do for the community we really feel it in the city when y'all are working well we're working well um you really provide a service that is so vital and making sure that we're healthy both physically and mentally and so thank you so much yes so thank you mayor Parker councilwoman Beck and all of you there's not a time when I do not run into you somewhere and the first question you ask is how might we be able to help you that means so much to us um I am going to ask Dr Raj Gandy who oversees our trauma and actually was the um person who actually stood up our trauma center and continues to have it be certified and just run topnotch and so Dr Gandhi thank you for all you do if you can introduce your team and uh absolutely say a few words so the team we have in the back we have Ashley pones she's our for BP Affairs we have Heidi NES one of the emergency medicine physicians we have one of our residents um we have Dudson and J and Jill is our chief operating officer we have Dr Kirby she's our chief of operations and uh chair of emergency medicine Danielle Danielle is our executive director for trauma emergency general surgery services and then we have Shannon who's the chief of staff and chief over all of us so thank you mayor and council member Beck and all of you um on behalf of those of us here today and our entire JPS Hospital teams including our trauma Services team and our emergency medicine and departments it's an honor to serve the city of Fort Worth and our region it's a privilege to stand ready and provide care to our brave Frontline Heroes as the first and oldest level one Trauma Center in Fort Worth we have honed our processes to Excellence just as our first line colleagues have our hardworking and diligent Frontline teams deserve the best level of care as evidenced by JPS having verifications and certifications that no other Hospital in our region or state have it's an honor to be a part of the incredible team that is always ready to serve our community in the good times and the challenging times we thank you mayor and councel for the important work that you all do each and every day we're grateful to you all thank you m Parker hello hi Chris go ahead we can hear you yes mayor Parker I just want to take opportunity to also thank Dr Duncan and Miss Shannon uh for uh assisting me when I was in the hospital with my dad I'm actually currently back at JPS and so JBS has been giv us really great care and I just want to thank you guys so much for the help you guys have given my family I want to make sure I put that on the public record thank you man Parker and thank all of you thank you if yall need anything at all next will be items to be withdrawn from the consent agenda we have two items to be withdrawn from the consent agenda the first one is MNC 24- 0307 and the second one is MNC 24-34 items to be continued or withdrawn by staff no items to be continued or withdrawn by staff mayor that gets us to the consent agenda speakers and I believe we have three today thank you Janette our first speaker is Bob Willoughby followed by David Martinez not good okay this is about MC 24-35 for you at home or anybody else wants to know what it's about it's about CCP funds uh I have a question here this is 125,000 for United Way well my question is they just changed the rules on the uh maximum request for CCP funds from no maximum you get as much as you want now no maximum but you have to have someone matching 25% to do that so if you get 400,000 you need someone to give a 100,000 too which I've been analyzing at my brain a little bit I got that's something else but here's my question here before they just changed that now in 24 the rules was the maximum fund requested was $300,000 that was the maximum and it says on their rules this is copied and paste from the city still it says anybody requesting more would be disqualified so what I did was I sent an email to the chair over the CCB funds which is Carlos and I asked him why do these six get more than the maximum rules what makes them difference and I was surprising to find the ISD gets $1,495,000 which they already get most of our property tax money a lot of money so I don't understand that the boy and girls club well let's see it was 350,000 I think it wasn't too much over but but there's another one the coming up gang it got $1,691 th000 and then the VIP well this is not all that got says 540 they got about 800,000 and there's more on the VIP of the coming up Club too they're more closer to 2 million anyway all these numbers and plus the VIP had a bogus website which I brought down here before you before mayor and and you know the the said 55555 for the contact and it was just a bogus website y'all gave money to anyway this I've asked and I've got no no it's a legitimate question I just want to know what makes these six different you see all this yellow areas other organizations like the one asking now youit the way 125,000 now that's under the 300,000 whatever all these others are underneath there but these six aren't they're over and you don't get no answer so I don't understand that that makes me suspicious and you know what really made me suspicious is when Council C this not you Maddy Parker this was Bessie price Council then they removed the independent ones that gave the money out the independent organization and put the council in place to give this money out I never trust I think that's a conflict of interest and I don't trust that that needs to be put back to an independent these things need to be answered and they need to be publicized and we need transparency to have a better City so working for a better City with FW district 5.com and draw high this needs to be answered thank you our next speaker is David Martinez followed by Adrien Smith I had I had three items I don't know you want me to speak on all three of them you have one item on consent TW uh MNC 24036 seven okay oh yeah that's for uh I am for it it's for the um see for the library uh I'm all for it the only thing was I don't want to lessen the um on the condition that you don't lessen the funds for the actual books um many of the kids in Southside uh miss their B uh po Street Library and uh there's other uh things that are going on with that but I just I'm all for it uh and I think it's positive that we have these uh audiobooks and everything but another thing is I don't want to get rid of the actual physical books and because I don't want to list in the spaces that are uh the librar is going to have uh I know they're trying to stop the carbon footprint or all that things but many of the kids um have siblings and it's hard for them to study at home so they need these quiet spaces where they can read and study that's that's all for all kids all students and also college students TCC students included in Northwest Campus you saw they reduced the space that they had over there the library there um my daughter also told me like she was like well they only have space I had to I had to order the book before I go and get it and that couple wait a couple days so the physical books are are needed so I just wanted to make that point um thank you our next speaker is Adrien Smith Adrien Smith I am one with the people uh before I get started as become custom for myself the amount before you all consent non-consent uh items to be voted on this morning that's the amount taxpayers will be uh ding out plus or minus um okay so MMC uh 24y 0317 for those who have documentation that what would like to follow along page five of 16 first agenda item this is dealing with um um a crossing guards those who are a very important who serve in a very important capacity and role as it relates to our schools here in the city as relates to the safety of our babies this that or the other so this is an this is basically a uh I would call it a cost of living increase for these individuals something that's should have been done and I would say that um it goes without saying that um they do full-time work with part-time pay so kudos for you all coming together trying to rectify this however however my issue I had with this particular uh MMC that's being put before us now we have these renewal amounts you know that no one that I will hope someone could start explaining why we renew amounts on various contracts when if a service is the same thing you're in and you're at Water renewals why doesn't the amount stay the same if the service doesn't change okay so that's cool and all to the to the crossing gos first foremost this is no uh knock at you thank you all for what you all do however um this particular contract cons considering the fort wor ISD is going to be closing schools here in the city okay it is on record stating that they will close schools and mayor you all had a meeting with the for DD superintendent here months back right and this my understanding she lied to you all stating that there would not be any school closure but however however I do not yield my time I do not yield my time adri so you all had a discussion with you all had a discussion and this is this is all in relation to what I'm talking about Mr Crane I do not yield my time sir I do not yield my time so again with these school with these school closures Adrian is there anything these school closures why not go back why not go back and redo this amount because we're going to have school closures okay because we're going to have school Clos so why not go back and redo these amounts as relates to this to this particular MMC I think there's a lot of confusion around that topic but I appreciate confusion on my no confusion on my and again I do not y my time Mr Crane you Knuck ahead I do not Adrian okay I think that's the last of our consent agenda item speakers we can have a motion to approve the consent agenda as amended got a motion and a second Council any other discussion go ahead Jared please thank you uh mayor Parker I just wanted to um uh take a moment to commend staff on the crossing guard pay I know we've been working hard to um increase that for our crossing guard who uh do so much to protect our um babies and keep them safe and make sure that they get to class safely I'm also uh do want to mention that while we've made a lot of progress moving it uh the wage to $15 um in this upcoming budget cycle I cycle I would like us all to work to moving that to $20 um I think that it's important that um we're on the Forefront um um in terms of the affordability crisis that many of our residents are facing especially our public servants who serve um our city and our residents so very well and so um I am imploring us that as we move into the next budget cycle we really take seriously um the wages that we're paying in this city and ensure that every for Worth Public servant um will be able to live in the city of for worth thank you mayor got a motion and a second Council either discussion if not please vote no she's a yes she just can't vote there we go Motion carries next item will be mnc2 24-37 and before we vote on that item I think Council Williams had one other item yes I just want to ask uh our legal team Leanne to just um speak on um um the fact that we can still amend the vote that we just approved going into the next school year and just for clarification we wouldn't have to amend the actual vote but if uh the decision was made to raise that that dollar amount that those crossing guards are paid that could be done through the contract thank you lean by Library staff thank you all for coming Council we have MNC 24- 0307 on the floor for consideration entertain a motion this may want to come from council member Beck of course no problem um I just uh want to move to approve on this but also um I really want to just point out and make sure that everybody knows here that this is just one step in our process to try to make the West 7th area a safer place this is limited funding um so this is a message to all of the property owners out there that will benefit from this um an encouragement to sign on to the pit position because once this funding is up um we will not continue the ambassador program in West um so I want to thank all my colleagues for um for supporting me in this effort Council any other discussion please vote motion carries our next item is MNC 24-34 Council before we entertain a motion just for the record I'll be recusing on this vote because of my employment at Co Children's Healthcare System system I can entertain a motion got a motion and a second Council please vote motion carries next will be upcoming and recent events recognition by citizens um by council members I think council member Flores is up first thanks mayor staff get the presentation up for slide uh we celebrated uh Navy week from April 8th to the 18th and uh we kicked off a lot of those uh activities uh there in the Stockyards um had the privilege of giving some remarks Charlie lorf also presented a proclamation uh during that week um we welcomed uh the commanding officer Captain Bo huffstetler you know also to the Stockyards Great Performances musical performance in there uh by the US Navy quintet and Navy Band Southeast next slide please all right I helped judge the best tasting drinking water contest at the recent Texas American Water Works Association Convention that was held here in our Fort Worth Convention Center on April 11 uh appreciation to Chris Harter and his staff uh for doing what they do uh every day to keep our water safe and great tasting unfortunately Fort Worth was bested by I hate to say tallas Bon water treatment plan and and I did Judge very objectively but Fort Worth Water is very good and great tasting I might add thank you next slide all right thefw airport celebrated its 50th uh uh golden anniversary and uh we celebrated in part uh remarks by mayor Parker and also Mr Donovan uh up there in the picture had the pleasure of sitting with former Dallas mayor uh Laura Miller her husband former Texas legislator Steve uh wallins uh cm Martinez and her husband Eric and Anette leros of the Hispanic chamber of commerce next slide please uh took another tour of the Catholic Charities uh in Fort Worth at their HQ to learn more about their Supportive Services and what their needs are and how we can collaborate and also uh met up with the markv Business Association they meet once a year and uh discussed their concerns at their annual meeting uh upcoming road projects uh also progress on road projects already embarked on we had the hope team there uh giving them some uh feedback too as far as their homeless issues in that area next slide please again another uh you know uh tip of the hat to uh Navy week greeting the US Blue Angels and celebrating the men and women of the US Navy at hotel drover drover put on a really good uh reception for them and they certainly I think you know appreciated it and deserve it so thanks uh also to the nas jrb for everything that they do to keep us safe next slide okay Wings Over count toown uh took my kids over there to the air show spectacular success awesome aerial displays by US Navy Blue Angels F-16 Viper demo US Marine Corps attack helicopters and much more so again uh thanks to CEO uh huffstetler you know for welcoming us uh the Fort Worth Police Department White Settlement Police Department uh fire departments men women or Armed Forces loed Martin North Texas Central Council governments next slide please all right Junior r OTC was there at Fairington field they did their pass and review and Cadet Court change of command ceremony recently uh so kudos to the Fort Worth Independent School District and uh very much appreciate Victoria nret for inviting next slide please I think we just have some announcements okay single the Mayo is upcoming but this is actually uh quatro the Mayo and that's uh to the uh Puerto Rican uh community in our city they are celebrating theirs at Al Roa Saturday May 4th 11:00 a.m. to 6:00 p.m. that's at 14:30 North Main uh so they cordially invite you your family and friends everybody to come in there and experience their Latin traditions and it's an early Mother's Day uh celebration to through mive experiences of Puerto Rico uh Cuba and the Dominican Republic so there'll be food vendors activities all that kind of stuff next slide please reimagine Fort Worth at the Northside Community Center at 1100 Northwest 18th Street Thursday May 16th from 6:00 to 8:00 p.m. so we need your help to plan for the future of Fort Worth our c is rapidly changing so we need your input what would Fort Worth be like in 2050 is the question so how can we improve it to be a better place to live work and play so make sure that you go there again Thursday May 16th 6:00 to 8:00 p.m. and there's an adoption event going on for those that have a hard for fuzzy Critters at Diamond Hill Jarvis Public Library 1300 Northwest 3 uh 6 no sorry 35th Street and that's Saturday May 18th from 12: to 4:00 p.m. so come out there and meet your new fuzzy buddy and that's all I have thank you Carlos council member crane do you have anything council member lorf all right just a couple things so this last weekend the rain didn't stopped folks from coming out for the warrant forgiveness program so special thanks to William R Rumley the court director for putting that on able to serve quite a few folks um with Services U there was actually 49 that were helped and 52 cases that were resolved so thank you again to you and your staff for that sir right next slide uh the help plan Fort Worth uh just as uh colleague just stated we're going to be having one at the Heritage Church of uh Christ on May 13th from 6:00 to 8 uh so if you want to be part of the solution not the problem uh please come out and attend and that's for anyone not just District 4 okay next slide okay this one's a little hard to read I apologize about that but I just want to give a huge shout out to Felicia Bol and she out there oh there she is she's right in the back she's been an absolute rock star uh not just for the city of Fort Worth but especially at District 4 uh we probably blow her email box up more than I blow up uh night Waste Services so uh Felicia thank you so much for everything you do uh 17 unique cases uh since June 26 just uh just for District 4 alone uh answering email all sorts of hours everyone knows you know it's a 247 job for us and we'll send something out expecting a next day response but she's Johnny on the spot so thank you so much felici for all you do I appreciate [Applause] it and I believe that's it thank you Charlie council member Bivens I was glad to see who Felicia was I looked like I was a fan as well which I am I'd like for you to know about a community Festival taking place April 27 from 10: to 2 at Carter Metropolitan CME Church they've inv Ed me to be there and participate in the screenings I'm a maybe but I for sure want you all to know about it so it's Saturday 10: a.m at Carter Metropolitan Church my high school counselor is a very active older citizen there 90 something years old so I had to make that announcement next please help plan Fort Worth we had a fantastic time with quite a few people from new neighbors coming to District 5 we had people from woodh Haven and White Lake Hills along with the usual roues of the traditional District 5 and we were the the first meeting was held there I really have to say thanks to City staff Michelle gut Renee tus I had been put in Facebook jail which means I had no way of communicating with my general public but because of communications they were able to get the word out we had a real good crowd and I had some friends who knew some people and I am back on Facebook again thank you mayor next please I have to say thank you to the greater Fort Worth area negro Business and Professional Women's Club I was honored last Saturday receiving their civil servant award and I was nominated by Lily Biggins who is the retired president of Texas Health Resources downtown I have to say a special thank you to the mayor also firefighters 440 Police Officers Association Fort wor Housing Solutions and my employer North Texas lead for supporting me there and that last picture is me and my mom and Nikia Cole I had a fantastic time and again thanks to all of you who supported that effort and that's it thank you Gina Council M Williams thank you mayor um I would like to give a heartfelt thank you to all of our district 6 um Neighbors who attended our uh annual open house earlier this month um it was certainly an amazing opportunity for us to come together as a community um and engage with various departments and organizations about the exciting work that's happening in district 6 and across the city um if you missed out on the open house we know we all lead busy lives um you can check out um the recording it's on the city of for YouTube page um and thanks again to our amazing City departments um including transportation Public Works parks and wreck um police um and so many others for all the amazing work that you are doing for our city um also special thanks to our um schools and Community organizations there were so many too many to count but I did want to name um forward DD Crowley iy I see uh trustee uh Daryl there my fraternity brother good to see you um thank you for your service also JPS um Fierce Beauty citizens um patrol as well as 1 second collab ative um secondly I have another announcement that was not um on here but it's a point of privilege nonetheless um I want to wish a very special happy birthday to uh the love of my life my partner Socia flowers um I thank God for the many blessings and miracles that um we've experienced as a family because of you dear um and PS you're the best and you're almost there 6 weeks until due date I know you're kind of stressing right now um but I can't wait to greet baby Jameson with you um love you dear very sweet Council Hill Okay so yesterday I was able to attend the ribbon cutting with mayor Parker for the Marty Leonard Lotus Marsh Boardwalk expansion in the Fort Worth Nature Center U Refuge Marty Leonard has been a great supporter of the Nature Center has contribut so much to that 4,000 acre Park I also wanted to thank mayor Parker and former councilman Dennis shingleton for their support as well as the friends of the Fort Worth Nature Center met and the Texas Parks and Wildlife for their contribution to the boardwalk expansion if you have a chance I'd encourage everyone to visit the Nature Center with the Bison viewing deck and the new Lotus Marsh Boardwalk um this park is actually larger than Central Park now and we have over 20 acres sorry 20 miles of trail system throughout next slide um everyone is invited to attend the Cino in the district being held in the cultural District this year there will be lots of food entertainment and displays of low rider cars admission is free to the exhibit in the Fort Worth Museum of Science and History the Cowgirl Museum and at the Community Arts Center which are all highlighting the Hispanic culture this event begins at noon on May 5th and we'll go until 6 PM that evening next slide and then please join me on May 20th at 5:30 for the district 7 Community walk on the Lake Worth Trails we will have multiple City departments outside to share information and visit with residence and we'll also have the animal care and control will be there with um our friends for adoption thank you council member Beck all right nice try y'all okay first up uh we have the dfwi annual meeting I appreciate everybody that attended um to learn what what is going on in downtown and what we have to look forward to in the future next slide had the opportunity to welcome a new bank to downtown cross First Bank has opened their uh Fort Worth office and I would highly recommend uh you go checking out their Lobby because they have a beautiful Fort Worth mural um there for everybody to see next up uh had the opportunity to go to my alma moer UTA to speak to some uh polyi um students and uh let them know that um polyi is great but um elected service might might be not as great so think of something else um just kidding um next slide um it's busy in um District 9 near Southside we had open streets uh really appreciate everybody that made that possible all the volun the folks at near Southside um the volunteers who um set up and uh broke down that event uh forth police department and uh forth fire department for being out there to make sure everyone was safe next slide uh if you had the opportunity to attend Main Street Art Festival before it was rained out I hope you had a great time um had the opportunity to speak to all of those artists that come into our city every year um and award the best and show winner all right next slide bear with me we've got a lot going on in District 9 the next couple of weeks first up we have the Morgan mertile um fiveyear brick and mortar anniversary um if you don't know it's where you get all of your really cool Fort Worth gear um down on South Main so I hope you'll join us there um April 27th from 4: to 8 um the micro Park next um it's in the micro park next to teenis on um on South Main next slide April 30th we have the um small business appreciation walk with the uh forward chamber and they are in desperate need of volunteers to pass out appreciation goodie bags um if you are interested please contact them and um help us let our small businesses know we appreciate everything they do for Fort Worth next slide okay if you don't already have a dog and you would like a dog and if you're thinking about a dog um even if you're not and you like to drink beer um and then maybe think about a dog we've got four opportunities coming up for you um all dog and beer related here in District 9 so April 28th we're at Maple Branch Craft brewery uh 26 28 Whitmore a also April 28 we're at the cicada in South Main from 2: to 5: May 4th we'll be at raar and suns brewering in the near Southside from 12:00 to 4: and then May 26th we'll be back at Maple Branch Craft Brewery from 1: to 5: so um please help us uh clear the shelters here in Fort Worth next slide okay Burnet Park is fully programmed for the summer so make sure you don't miss out um how they'd like to see that used um kids fund day or children's day or Theo which is a celebrated day of the child um so just a little history on this it's a commemorative Day celebrated Ann in honor of children whose date of observance varies by country in 1925 International Children's Day was first PLC in Geneva during the World War conference on child welfare since 1950 it is celebrated on June 1st in many second world countries it is celebrated in Mexico Nationwide on the last day of April April 30th but it's going to be celebrated this Saturday East Side NP Lup Bona has organized this event and so we're encouraging families to come out and come celebrate their child at this event it's going to be at 3812 East rosale from 1: to 4:00 p.m. we have also partnered with the DEA and council of the city of Fort Worth Texas adding city council work sessions for Budget related presentations and discussions and adding a city council meeting to handle certain budget related it so it's my understanding when you all used to have this we used to have these budget related discussions it was away from the work session so now you going to add it to the work session so my my my first question I asked to myself why could they possibly be doing this is it for transparency and my mind told me no it's not for better transparency the only thought I could think of was the fact that you all have projects coming down the pipeline that you need the citizens of Fort Worth to vote on because there are things that you all cannot Implement without the constituents without the people who make up for work so you want to appear to be more transparent and considerate of how we conduct business here in the city but you know I feel like it's just uh a smoking mirrors tactic we know Panther island is uh you all are trying to bring that on and the uh with the disinvestment of the historic Southside the 70 million disinvestment that happened with that particular project I just feel like this is just just hogwash smoking mirrors just a presentation to um of heard that you all are doing good governance and I would like to know ask the question could we also include the ccpd meeting meetings a part of this uh resolution so people can see what you all are doing as it relates to the ccpd funding could we do that because that's taxpayer money as well so with my 40 seconds that remains I know that the city of Fort Worth uh received 3.4 billion in tourism Revenue um and with that being said as the countdown clock before me goes down I received something in the mail which I'm sure we all receive received this in the mail and I will be a no vote for proposition a when I leave this place and I'm asking all the city of Fort Worth the taxpayers to vote no for proposition a as that's going to be on a lot of the uh print work that's done for the city that City skyline so when you're making these tall buildings and all that stuff take that in in mind and say hey something week uh related to drinking water uh so they'll set u maximum contaminant limits ass with different analytes of posos the uh ordinance that uh you just approved relates to um industrial pre-treatment program so we did get notice from EPA that they are going to be doing a information collection rule related to Industrial pre-treatment so as part of this ordinance we will actually be head of that rule where we'll be doing sampling and testing of our industrial uh customers and potentially looking at what their results look like and meeting with them follow further if their results are high so posos even though we just have drinking R water rules out uh we'll be looking at the entire water uh cycle whether it's waste water whether it's reclaimed water whether it's Source water whether it's streamwater standards so even though we have one one rule out more rules are coming um thank you Chris and I just commend y'all's work um it's another Testament to how we're headed curve on such important um work posos is a one of the emerging contaminants of the world and water is a cycle and so ensuring that we're doing our part in every part of that cycle to ensure that posos isn't um uh all over our environment especially in our Drinking Water Systems that's certainly important I want to commend you and your team and also um our fire department I know they've worked really hard to ensure that posos is not in our firefighting equipment as well as in our um homes as surfactants and so um we've taken a lot of steps towards um mitigating the impacts and the risk of posos especially given that it um it's prevalence with cancer and Association to cancer and so thank you thank you thank you for your work and look forward to us contining to be on the Forefront of this thank you is Housing Finance Corporation meeting for Tuesday April 23rd uh first item of business approval am minutes do I have a motion okay got first and second and even a third all right all in favor indic by saying I all right anyone in the name seeing none motion passes all right any questions on written reports we have two quarterly invest report but March and un audited financial statement any questions on that going once going twice don't see any questions moving on okay uh considering and adopting resolution for the proposed partnership with padium uh for development of padium East Lancaster apartments and uh I think we have Amy Connelly at the podium Amy yes Chad will be joining us in a second but I just wanted to let you know that we've got some changes that we're going to propose to um taking action on items today um based upon our discussions with uh pfm who is our hired financial adviser if you remember that action and based upon discussions with the Fort Worth lab and the city manager's office um we are going to recommend not taking action today on this um they have asked us to look at um some opportunities for Revenue sharing between the hfc and the general fund on these developments as you remember when the hfc becomes a partner in these deals the property comes off the tax role and so in order to make and preserve our tax base um we are asking uh to go back and look at the finances again on this development and make sure that we are able to provide some Revenue to the general fund for this project all right so so we're hearing uh item a which is the presentation we're still going forward with that yes and then uh actually voting on The Resolution hiring Shackleford Boeing and McKinley and Norton LLP that's what we are are taking action on the rest will be deferred until May correct correct that would be our recommendation so without further Ado if that's okay I'd like to have Chad Loro come up and just brief you quickly on the project itself and then Gina did you have a question yes I did oh I'm sorry go ahead uh just a second Chad I I have two two questions first one uh Fernando is that what you and Amy were huddling about yesterday I don't remember we're huddling about but yes that is correct okay as the council member of this District it would have been nice to have been given a heads up but considering how you have assumed the role of leadership with such Grace you know I support everything you're you're trying to pull us through I will have questions about how we make the selection of the firm uh and it as it pertains to diversity apologies Jean I was just made aware of it this morning when we walked in okay okay pfm Consulting is that what you're referring ref in to the firm or tell me some more about them I guess I've slept since I heard about them yes we we did hire pfm um a couple months ago um for a project where we would um all the developments that would come to us that are looking for Partnerships would have a deep Financial dive and we would be developing a fiscal and economic model in order to review those projects and bring that information to you so that you have the full set of information as you're reviewing these projects and I guess my I guess my question specifically would be does this firm pass muster with Christina Brooks Department absolutely yes it does uh if I may comment pfm is the city's uh overall financial advisor they advis us uh on u a wide range of uh financial matters including the issuance of debt uh and so we rely heavily upon them uh it made sense for the Housing Finance Corporation uh to use the same firm which is familiar with Fort Worth uh and has done an excellent job for us and uh they've been highly responsive we've been very pleased with their work they they fully comply with the city's U uh business Equity uh requirements I appreciate that and for the benefit of new people what I've told staff historically as I have never offended or embarrassed by what I don't know thank you for yes ma' no thank you for the opportunity to provide that background yes and Gina I believe the RFQ that went out did U mention U one of the criteria for selection was that the firm representative University of the city of Fort Worth and that certainly has been made True on our team very thorough thank you and now Chad good afternoon Chad Lao housing development manager um I just wanted to go we U we presented the uh East Lancaster project back in um January uh so I'll just give you another overview of the project and then get authorization to hire uh John shackford as attorney for the project uh currently we are on the financial advisor city manager review process um a elevation of the project location on East Lancaster 4909 and 53 um with the side plan inserted and there's a current street view so there I believe there was currently a a former multif family project that was demolished at about a decade ago or maybe longer so it's it's been a vacant site since that time and then there's a more of the S plan uh Plum East Lancaster limited would be the partnership and they have 25 affordable uh projects in Texas and some of the projects that they've developed in Fort Worth include uh pum Oak Grove pum East Berry and plaum Fain Street as well as Plum Fort Worth and U the related council districts are also uh presented there and um some of the list of amenities it's your typical amenities of that a market rate uh complex would have and then the affordability mix uh 243 total units they've actually increased their 0 to 30% set aside it was at 25 so they've added an additional eight units to the 0 to 30 to the0 to 30 uh affordability and then just just represents some of the other projects in Fort Worth so they are a very good developer and um I know that you if you'll I see articles often about the Palladium redb bird project in Dallas so it's kind of a um a you know Renaissance in that particular area and Plum was a big part of that this is the proposed org chart uh hfc would be part of the partnership as the so member of the general partner and then some of the impact analysis that pfm performed um you know with trying to look at some of the outlying uh data as far as economic impacts and so they use some of their figures from the bureau uh of labor but you know could be up to 411 construction industry jobs and that goes along with the pay scale um and then some of the ongoing impacts um from you know healthc care to retail and other trade and and some of that's based off of the rent savings as well uh you will see this represents what's currently would be the estimated loss in Revenue to the city of Fort Worth as far as tax revenue uh but the hfc would receive you would see about 3.3 million in Revenue um which we're proposing to possibly split with the city's General Revenue so the city would get about half of that 3 3 million over the 15year time period uh this represents just again some of the total investment um as you'll see this you know a lot of outside uh financing tax credits Equity bonds and this is the proposed timeline I think we're still on track that hopefully close in U early summer late spring early summer and again this would just this is a representation of uh the hfc revenue which uh would possibly be split between the city general fund and um of course again the benefits of the development new affordable housing um investment into NZ area 6 there hasn't been too much investment in that particular Corridor uh at this time um you know during construction and uh and after construction you know up to 411 new jobs created through that through the construction of the pum East Lancaster changes okay and so today we're just asking U to adopt the uh first resolution first bull Point approving the shackle for law law firm as third party Council to the Housing Finance Corporation and the padium East Lancaster uh GP okay any questions um by members this again pertains to Item B all right uh did you have one go ahead Janette so what so this is different from what we've done in the past right and so we're using general fund money to in with also Housing Finance Corporation money yeah typically we have not split the uh typically the revenue for a partnership would come back to the HF see so yeah it would be the first time we we have split it with the city general fund okay or contributed to the general fund um and so they haven't been successful in securing additional funding to fund the whole project on their own so this is why we're doing this no uh they have actually U received some new funding I have Cody hunt with padium if he I believe tdhca if you don't coming up Cody address yeah well while he's coming up but I might uh try to answer the question uh in the past uh these U uh fees have ordinarily gone directly to the Housing Finance Corporation to support the development of affordable housing uh throughout Fort Worth uh one of the effects of uh providing tax exempt status for these kinds of affordable housing projects is that uh it uh uh withdraws uh uh future tax revenues from the general fund uh which of course are necessary to support the services that will be consumed uh by residents of the affordable housing and so uh staff is uh going through a careful analysis with uh our financial advisers at pfm about the portion of these fees that uh appropriately might go to uh the general fund to cover at least uh a portion of the costs associated with services to be delivered uh for residents of the affordable housing uh in in addition uh we're contemplating uh a recommendation uh to the Housing Finance Corporation uh for uh future Partnerships to entail uh payments in lie of taxes or Pilots uh whereby uh in exchange for the tax exemption uh associated with uh these affordable housing projects uh the developer might make some payment to the city for the general fund to cover costs associated uh with those services so this is the the nature of the uh analysis that uh staff from Neighborhood Services Fort withth lab City manager's office and pfm are currently conducting and that's why we've request uh time uh for for further work and in the meantime uh we would ask that the hfc board today consider approval of the resolution that appears as agenda item 4B but defer until your May uh uh meeting uh any action on items C through F course council member Martinez the hfc nor neither the hfc nor the city is putting funding into this project they're not making loans sometimes we do make loans this this doesn't have that the only financial impact is because of the tax exemption tax exemption okay well I really want to see this project happen so if there's no other comments I'd like to motion to approve okay uh I appreciate that let's hold on uh Cody I know you've been waiting in the wings uh give some remarks and then we'll Circle back to this yeah um I'm Cody hunt the Executive Director of Finance and Accounting with padium um I just wanted to say thank you to the board for their continued support and to the staff um they've been amazing to work with and we're glad to partner on another deal um we do have all the all funding secured everything's being approved by tdhca at the May board meeting um so as soon as we get authorization from you guys we're ready to get this thing moving right CH did you have a question sir yes um I didn't have one until fando Fernando's comments I wanted to follow up on something um so I understand and the need to take Revenue um that is um from the hfc to offset what we would lose in tax revenue I thought I understood that we would be the proposal was to split the costs in half um or not the cost let me go back the revenue in half between the general fund and hfc what happens with the funds in excess of what um would otherwise be allocated for the tax revenue lost staff has not U um presented a recommendation uh to the HC board yet which is why we're requesting a deferral I see we would like to come back to you at at your May meeting with the recommendation as to the the split of those revenues and and how they would affect the the costs associated with the general fund okay thank you and just to follow up um you know just to put my two cents in as y'all are deliberating I think it's important that um we're aggressive in addressing the affordability crisis and so any EX funds over the Deferred um or or the lack thereof of taxes generated from their property should be reinvested in affordability whether it's in the general fund and Neighborhood Services Department or whether it's kept in hfc um so that we could catch up I don't want it those those funds would remain in the hfc budget okay good I don't want anything over what we lost in tax being lost in the general fund for something else ultimately what we're queuing up for it's a matter of policy right where you're dealing with tax credit po positions so Gina everybody knows the last thing I want to do is it it make a meeting longer but I'm hearing things that make me wonder are there is there a need for an exact session I'm just not in connection with this okay okay I don't want to read the paper two weeks from now and find out that we should have nothing nothing like that per my understanding well we'll defer to our legal counsel but I'm I'm not familiar with any reason for an executive session on this item don't look at him look at [Laughter] me I'm not aware of any legal issues that need to be discussed relating to this okay right okay thank you Amy I see you at the podium did you have anything to add I have a question oh I'm sorry that's thank you car um so it feels like there's a policy discussion happening and that's normal but it's not just isolated to the plaum project it's a larger discussion for the city of Fort Worth and um I think my questions maybe directed towards Palladium first is it are you comfortable with the um need to delay this item before us into what could be a summer break it sounds like we're going to try to bring this back up in May if we can um are we causing are we putting the project in Jeopardy I guess that's my question I believe if it goes beyond the May meeting yes that would put it in Jeopardy okay um so if we can get that approved as quickly as possible that allow us to close within our bond reservation and then our land contract deadline and okay and you've communicated that clearly to City legal and yes neighbor Services okay great yeah um I might suggest that prior to the next meeting hfc we're going to discuss this item and make sure we expedite things which is helpful but this body needs to be a part of the decision-making process of what policies we're going to enact and I think that a lot of those discussions on how we approve or don't approve future affordable housing projects and what level of financial commitment that need to be dist distributed to the general fund is is a great discussion to have it's one this body has had in the past but I'm unaware of any sort of policy Direction This Council has provided to City management to this point and so um it's where they do it in individual meetings you do it an executive session you do it in a special called hfc I'm fine with that but needs to happen pretty quickly because otherwise it's dragging out um our affordable housing developers in the community that have always done business with the city of Fort Worth in a certain way sounds like you're willing to come to the table and negotiate that's great um but I'm uncomfortable right now with the lack of information we've been given today so there's my two cents Carlos thank you mayor thank you maybe I think that's fair okay absolutely all right any other questions okay Gina all right we had a uh motion to uh accept and then we had a second if there's no other discussion Inc in the amount of $100,000 of development of Barber's Manor Apartments Gina babers I'm sorry Gina uh this should be of interest to uh mayor protim Gina Bivens and again her relations with uh you know the late Mr babers and I think uh this has come full circle on that so Chad thank you yes thank you the I'm coming to you to uh get a approval for a $100,000 uh forgivable permanent Supportive Housing loan uh to the phase three babers Manor uh which was uh which is named after the late Donald babers who had quite an impact on this particular Community um again this is phase three of the cni choice neighborhood implementation Grant project um $100,000 is what the developer is requesting it's for worth affordability would be the borrower and it's a total $30.5 million project so the psh portion would be a very very small percentage of the total funding um again it's 80 total units 57% 57 excuse me are at 60% or below of Ami and um again they do have the 100,000 requesting 100,000 for four uh psh units again this is just a breakdown of the funding there is a city commitment of home and udag funds as well uh Fort Worth fora is the nonprofit for arm of the for Worth Housing Authority um or Housing Solutions uh there will be an agreement with between the city and Fort Worth affordability and Fort Worth affordability will then Loan in the money to the partnership as a hard loan uh this is the org chart for this particular project for bers Manor uh psh loan terms 100,000 that must be matched one to one uh 0% forgivable uh 20-year affordability period uh will be subordinate to any construction lending um and again fwi assigns the loan documents will assign the loan documents back to the Housing Finance Corporation and this will be help uh support the four permanent Supportive Housing units so uh staff recommends the approval of a forgivable loan to for worth affordability for the development of four permit Supportive Housing units for baber's Manor all right
