what's this um I saw a statement there we can we can read that at some point if we need to that statement but um but you can read it I mean it wasn't the foia statement though no oh okay um all right I can't guard the judge anymore because we can't officially these young judge but my president you always have that title of an Invitational remain standing for the pledgeable reasons bless you to bless our efforts bless everyone here and all that they're doing we actually you're allowed to be done for your voice and then you make it all of the glory and that we may be able to work with each South Carolina 1976. a gym has been posted on the front door of City Hall a notification of this meeting has been given to the news media certainly looks like we've got a quorum we could confirm that first up we've got approval of the consent agenda if anyone has read that will entertain emotions question to approve consent agendas say the motion by Mr Miller second by Mr Bass any further discussion regarding approval of consent agenda all in favor of approval of the consent agenda that motion carries unanimously Marion Council we have a pretty short agenda this evening on only two public hearings first on the agendas consider ordinance number 23-012 which amends section 34-93 of the fee schedule and procedure for billing a solid waste in the City of Greenwood the county effective July 1st increased their landfill tipping fees from forty dollars a ton of forty five dollars a ton this isn't something that will apply to this residential and commercial property owners in our ordinance we reference low volume generators which are your green roll carts and high volume generators which are your large metal green cans which are commercial properties tend to use um the fee coming from the county is going to be assessed against low volume and high volume generators just so you understand the difference um low volume generators tend to be Residential Properties with the like I said the small green roll carts they're charged a landfill fee by the county on their taxes it's currently 65 dollars annually and will change to 70 annually so there's no action that needs to be taken by the city to amend the ordinance so this particular change only applies to commercial users um so when the commercial trucks don't have to landfill the city is charged by the county and it's based on the Tipping fee um the rate is being increased 15 and so we have adjusted our rates 15 just as a general pass through from the county to the end user if you all have any questions about I'll be happy to answer them all right thank you is there anyone that wishes to speak in favor of proposed ordinance number 23-012 let the record reflect our none is there anyone that wishes to speak in opposition to proposed ordinance number between 3-012 although the record reflect there or not I don't know this is or second reading so we'll entertain the motion motion to approve approval I want to second you have a motion by Miss Paul's second by Mr Dean um any discussion regarding this proposed ordinance you know I know this is as I discussed earlier with you I know this is a pass through fee I would say perhaps next time we entertain something like this we we rather than us having to to approve every time the county changes their fees which I understand is not often but just perhaps we make it so that any increase would be in in line with the percentage increase by the county so that we you know we don't necessarily have to take it up and we continue to pass through my thoughts yeah and I did mention to the mayor that um if you recall last year we put a b schedule together that you adopted as part of your budget um so that sort of forces us to not forces us but you know it's like another check box when we're going through the budget to evaluate fees that we're charging including sanitation fees which we adjusted at the beginning of the year based on the fact that we were losing revenue on that line item and so I think it probably will get will start to get a little bit more simplistic I told the mayor I guess we could have Rewritten this in such a way that it says in accordance with the adopted fee schedule but it's something that we'll keep in mind if it comes back before Council again to maybe adjust that language so that we don't feel like we had a choice yeah well and the City Hall is not to make money on Commercial collection it's really like I said it's really a pass-through um from what the County charges at the landfill to the end user so remember ever having changed this while I've been the city manager I'm sure it's been changed before but I don't recall changing it sir did you wish to speak in favor of or opposed to I just had a question um will you come up here sir if you want to come up and and give your name and address I'm Lawrence Williams I live at 119 Taggart Avenue and I was wanting to ask the question does this include like um waste that's put on the side for pickup it's like out what it is is that the County charges a fee to dispose of your trash at the landfill so for you as a resident you pay you pay a fee on your taxes for your green roll cart and um the County's increasing that fee okay okay thank you yes sir thank you all right do we hear a motion with regard to ordinance number 23-012 I think you already got one yeah hearing item number two is the amend the cities zoning map by rezoning approximately 0.46 acres of land 411 West duration General commercial to Office Professional and at this time I'll recognize Miss Coleman for any questions you might have good afternoon good evening yes um again this is taking a piece of property that a structure that was originally built is a residential structure that's been used as an office for quite a couple of decades more probably 30 years or so and they would like to have some flexibility on what they do within the future and because the former purple door next door was converted to Office Professional and could be rented out as Office Professional we suggested they go with that initially they came in with a request for straight residential and then they called before went to Planning Commission and did switch the request to Office Professional that way if anyone is interested in renting it as an office space they can but it can also be converted for residential use probably for later students if you have any questions I'll be glad to address them this isn't keeping with the comprehensive plan for future land use and Planning Commission Planning Commission unanimously recommended approval thank you any questions do they stay where they're going to use it for well again they wanted some flexibility I think they've retired the owners have retired and they wanted some flexibility for future use whether or not to keep it in use as an office or convert it for residential so if they keep it in use as an office it can go on as it is if they decide to convert it to residential that go through the building code and probably add bathrooms in a full kitchen um to return it to it she said actually has a basement it's a big it's a big property but the basement access is from outside as I said it's like a storm shelter almost in the old days in these new days we need storm shelters yeah we did the other day and I happen to be right by there when that storm broke out praying that the trees didn't come down on first thank you thank you appreciate it all right we have a motion with regard to Republican excuse me no no you didn't know what Discovery uh thank you I saw a lot of you Uptown I hope you all enjoyed it it was quite hot um however we'd be surprised if it wasn't yes but it was really hot but I mean the the whole staff should really be commended for all the hard work that they put in um and uh you know if you watch they just we just like Scurry like little ants nobody's ever stopping so um I know that the mayor went to all the balloons menus which I really appreciate because it's hard for us to get around and really listen to the music which was one of the things that I always hate I don't get a piece of we got lots of great feedback from all of our teams and our judges and and then we got some feedback from our Merchants that are going to help us tweak a few things for future years but um that was another great festival and I promised Damien that I'm going to call you back about it well before you move on let me just say another I mean just another year of our staff doing everybody everybody the city staff wears different hats that those three or four days job descriptions change everybody's thrown into different situations great to see so many council members out there just uh it just it's amazing to see the connections that our staff have the folks that have been coming from many different states for over a decade I always love that y'all are looking for feedback and ways we can do things better in talking with the KCBS in your wrap-up meeting Saturday evening and I've talked to Gary Irwin since then look forward to ways we can continue to improve both the barbecue standpoint blue standpoint organizational standpoint but just another solid effort by everybody the music was phenomenal it was I saw two bands that were two two groups that were really outstanding but I frequented several venues myself as far as to listen to the music and it definitely helps us when you all give us feedback on the music because that's the piece that we can't ever see Chris Chris the Chris O'Leary faced was phenomenal and that Diana blue and she was from the harmonica she had a voice then there was just old I can't remember the one gentleman who was just one gentleman and a guitar but was what was so interesting about him is that he's traveled all over the world singing blues and he's been doing it for 57 years and his he's a teacher of the Blues too and he did a whole series of um Sam Cook that was that's the only copy music he did and when somebody asked him why he didn't do it he said well that's because I'm a Blues perform you know so it was he basically gave the audience an education and it was you know the a young the younger people that asked him you know what was going on and how he explained so it was it was really well done yeah really well done yeah Gary does an amazing job I believe Draper sent this email out to each of you Friday and maybe an update today this is our annual um litter pickup series um we're doing this in conjunction with Greenwood County and with trash time with Tara so these are all the dates that I believe Draper has worked out with each of you I want to stress that the goal here is to engage with your constituents to get them to come to the litter pickups and to pick up litter in the areas where they live so the first one will be July the 29th and that's in Miss hutto's Ward we're going to meet at fire station one so that'll really get like the Phoenix area and all the offshoot streets from that location um be happy to have anybody that wants to come out and volunteer even if they don't live in that Ward so it starts off really hot and then gets really cold I'm noticing Mr April says 80 degrees it might be it might be I wanted to show you all some photos of Foundry Road Park progress this has been a long time coming I feel like I should send these pictures to Charlie um we've been talking about this park for so long so they've started the clearing process this is looking at the park from Foundry Road we're actually going out within tomorrow to make sure they've cleared all the trees that we want them to take out we really asked them to do selective clearing because it's a park to keep as many trees as they can the um cleanup will happen first and that the environmental cleanup and then the park construction will happen after that so I encourage all to drive by and just take a look at how different it looks already just from the clearing of all that undergrowth there and I think they did a good job of keeping selective trees yeah Fairfield winds neighborhood it it actually it brightens up that entire area with just with the trees already cleared it makes it feel a lot more inviting it does it it really it really is a special part of our community that really will benefit from this tremendously it's going to be a very nice but like 13 years I told you it's been a long time coming um so just wanted you guys to see those photos and we'll keep you updated on how that's going we're working right now as far as on phase two of Grace Street uh we're meeting with a a pond contractor basically that's looking at the possibility of incorporating some ponds into those natural sort of low-lying areas of the site closer to the bypass so you may see them out there doing some tree clearing CPW is going to be coming to move some old power lines so we're making some progress there as well yeah did you guys have that that um brush clearing company go through there or was that CPW we had a con we hired somebody to come in and do the majority of the clearing and then um I'm talking about the growth right at all the tall grass right at the bypass yeah it looks really good and they did it for a really good price too so that was very welcome and that was just so they could the pond folks really see the property and now the pond clearing the pond development folks are doing some additional sort of clearing around the lines and things like that so if you see that activity that's what's going on anything you want to add to that no just the power poles of Mines are coming down this week yeah we also have to know that cameras that have been installed at Magnolia Park and Gray Street Park we have Wi-Fi nodes in both of those parts now and we have automatic locks on the bathroom doors previously we were having to have the police go and physically lock and unlock the bathroom so now it's on a Time system that it can control and again we have cameras out there and we have Wi-Fi in those parks and we'll have those also in West Cambridge and in Foundry once it's all built out fiber was getting run today it was Cambridge so moving moving forward um did you did you order the watch for the bathroom that would have been Tim okay oh you know it's through the same company that we use for City Hall so it's all system okay it's those bad it's it's bad it's not just some separate separated um we did Ryan sent out the atax and H Tax information so anyone intending to apply has to submit their notice of intent to apply but I believe it's July the 24th we gave it three weeks for them to submit their their tent to apply so a week from the day correct I believe it was three we've heard from several folks that are working on that right now the audit I sent you on an email about that last week manly Garvin will be here in August to present the audit um we have several job openings um building official we have a mechanic in the shop parts crewman Public Works crewman Sanitation drivers firefighters and police officers um I think the sanitation thing is the opening the room I know everybody's been getting calls about it oh yeah of non-cdl positions we only have five that are filled right now so we have really been I mean when I say we're doing our best to just keep our head above water we really are and I know we've gotten a lot of calls and I'll tell you that most people have been extremely patient to say hey we just want to let you know you miss it if y'all are coming we're good so that's been a really uh really nice um I appreciate the updates on Facebook we're going to try to do those every day is we're working with um GIS to hopefully be able to put the zones on the web on the the mapping system online and so we're we're working on a lot of different things in in public works to address um just the optimization of routes for like curbside collection like this gentleman mentioned and just trying to be a lot more efficient there's going to be maybe some Growing Pains but we really feel like we're headed in a good direction we did hire two new drivers this week one will start on the 24th and one will start on the 31st so that will go a long way in getting us back on track so thank you all for your patience I know that you'll probably get a lot of calls about it and I think Sarah said I got about 200 calls last week yeah I'm glad that everybody's been patient there's been some that yeah not everyone but I mean I've been surprised surprisingly pleased with people's reactions to it yeah I think those people get information yeah yeah so we've been putting it on our website and we've been putting it on the on our Facebook page so hopefully people are picking up on that and we're just when people call we're just telling them hey you can go on our Facebook page or the website every day to get an update um that so hopefully but hopefully you know we'll be back on track soon we almost finished Monday's residential route today we'll pick up the last I think it's maybe eight streets in the morning and then we'll be on Tuesday people have been really patient about the roadside with with the World parks the roadside collection yeah that there's there's a science fair point for a long long there's there's signs beginning to appear um um um this has been out here for this long oh all that stuff so um we are we we assure you that we are working on a better process yeah I think Dr Ryan I think we're optimistic about the efficiency yeah it's coming it changed dramatically for the better that's all I have for you all the thing is you know very few communities do the roadside pickup that we do I know that's not an excuse no you're right but it is we actually are providing a service that very few communities do not provide contend that the majority of communities only pick up leap and limb and if they pick up both places by appointment I would like for us to move to that immediately but that's just me it's something that we're working towards yeah there was a cute little article in the paper under um if they had I guess at the editorial but someone commented about the roadside pickup the mattress oh and the toilets it's going to take everybody working together to make it go we can Implement whatever we want but if the residents don't get on board there's only so much we can do yeah they're really the only negativity I've gotten it was just not understandable was from landlords that um bit that think that um they don't have a responsibility in that as well and so um not even the people that live in those homes that have that they feel like that after the tenant moves out they throw all their stuff out on the road that it's our responsibility when you guys have said and we've all said repeatedly repeatedly please call us for a trailer please call us and it's just um it's it's really it's really difficult sometimes to stay patient after we've said it so many times but there will be a great article for the index yeah the information would be now you also mentioned that we had some trucks that were needed to be repaired in sanitation where they're not uh you know that happens pretty frequently so if I told you that I think all our drugs are fine now okay I'm sure I did send a text about that at some point or email but I right now our trucks aren't the problem it's just about us to go in the trucks okay but we're we're feeling a lot better but with the two new drivers coming in and I feel like they're going to be really good assets we are very thankful for the staff that we do have that have been working overtime too working as quickly as they can thank you all the updates we'll try to pass along that information to our constituents as best we can we continue to seek any ways we can do better of course always always um we'll do award updates um notable to report well um I haven't I mean I did get calls about trash pickup which when I explained to them what was going on they were very thankful and appreciated appreciative and we're done much more patient um I'm looking forward to picking up trash on the 29th to see what other residents of the world will come out and pick up thank you for being the first one and I look forward to to whatever friendly competition we can make anything from work too pretty much the same thing trash trash is what I hear a lot of um I've explained once this is like you say once the communication is up once you explain things a lot of people understand better more than they know in advance the less um unbearable calls you get sure um the only other thing I got I know I got uh two people one um if you're familiar with Evening Star Cemetery Harvard Street uh the ditch it's a downhill ditch man if it rains heavy water's running into the man's house and I think he said he came up here and reported that that's why we've been working on for years do you have an address that we can uh I do not have his address all I know is like at the end of Carver Street Carver Street turn has a little curve in it so at the cemetery yeah that and then um off of Tompkins Street at the very it did it's a dead end Street on the um back in the States where I think that's the land we're talking about where they're trying to do the new development back through there the people between there and at the end of Posey Street are wanting that land clean because they're seeing a lot of snakes and rodents and no they used to the lady told me about uh Mr Faison I think when he was in the position they would call him he had somebody come out and clear the land but he's retired and and nobody's been able to get anything done I can tell you what I was told after back but not from Mr Faizon himself but someone told me that they used to have um the greater packing plant known property that abutted it and they would come out and clear it okay and that the new owners that took it over have not done that since they've been in place so you know we can I'd be glad to contact them again and see if they'll do something if you don't mind I would greatly appreciate it because I do get a lot of calls all over the city and even the county where people are complaining that they're getting snakes skunks things you wouldn't even imagine armadillos yeah um that they're having problems with those coming into large areas that are undeveloped and that's my concern it's a new development coming that way there's going to be more of it well what happens is is when the new development they start then they start to migrate because I have literally herds of deer in myself I mean and so when when they're looking for Habitat so is it the more we clear the more they come to live on Laurel Avenue we had we had a fever got just come and got your beaver today I wrote a poem about it I love I love foxes too thank you we have plenty of foxes this bowl is anything to report more through just basically um what everybody's saying about the um the trash being on the schedule the big the biggest complaint I get is the roadside pickup like debris so many people say that they're it's been sitting for six weeks they've been sitting for eight weeks why is it taking us so long to pick it up and I'm like you know we're are we caught up yet as far as picking up debris caught up we're never caught up we're never caught up I mean our ultimate goal would be that we could you would absolutely know your pickup day just like you know Recycling and trash but there's so much to pick up it's impossible I just told that we're you know everybody seemed to clean at the same time the frustration exists at this level I mean we want to figure out how to fix it and we're working towards that end so we're coming to you with some solutions they might not be coming fast enough but we're coming that's good because they will if you can keep up with what you have now how are you going to keep up when you add non-new developments I get that a lot sure yeah they don't have any trees they cut them all down but yeah and the subdivision may not allow them to put their debris on this curve some of the HOAs don't allow them to do that so yeah yeah okay anything else no sir uh anything from Lord forward a big shout out to Chief shadowen and the fire department public works for their help during the heavy heavy rains that we had um several weeks ago that caused significant flooding over there off of uh bypass 72 caused quite a lot of damage and Sample Road was heavily damaged and that was a lot that happened very quickly and everybody kind of came together really quickly to to do that some cars got washed away it was it was pretty significant pretty fast so I'm very thankful for everybody's willingness just I mean it's just um I've I care about high functioning teams a lot and Julie and her staff and everybody involved with the city everybody from every level it seems to be you guys are really hitting on all cylinders and trying their best with the capacity that you have and so it's great I mean even even the the trash pickup during the barbecue festival which seemed like they were right on top of it somebody was it's like they they stay on top of it throughout the day throughout the evenings the next morning it felt like it was clean um it was just it was it was really you guys are doing a great job I know you are tired and and we're all stretched in with low staff numbers right now but um y'all are doing a great job and I'm very thankful for you yeah I went out to pick up trash um morning the mornings of barbecue first months to pick up they did a great job yeah festival and everything like that so charade I missed those ribs huh I said sure hit I miss those ribs oh I just I need the recipe for that cheesecake that I got everybody else she's originally from so we can go back to church get Kyle my neighbor not cut my grass and I try to kick my grass and air look like a jungle back here so Ryan hears it at least want to do it well you you got Lodge grounds now anybody giving you trouble in Dodge grounds no everybody ain't nice now all right but thank you yeah two years any further comments for the go to Greenwood it's over um there is a possible sinkhole that's about to happen in front of our house in front of her driveway the fire department used to be you'd come down take it up and they got called it's to the point where they don't come down I'll tell you what why don't you give
