[00:45] **Kevin Edberg (Acting Mayor):** good evening my name is kevin edberg i'm the council member from ward 4 but i am also the chair of the council and acting mayor when the mayor is not in the state our mayor is out of town tonight and i will be presiding this evening on his behalf with that i will call to order this meeting of the city council of white bear lake will you rise and join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation

[01:21] **Kevin Edberg:** mr walsh is uh has an excused absence this evening he is also out of town on business with that i would entertain a motion to um actually we'll take the first set of minutes from the regular city council meeting of april 12th in your packets are there any corrections or additions entertain a motion to approve the minutes as submitted

[02:55] **Ms. Kinswater (Finance):** good evening acting mayor edberg and council members i'm here to give you an update from the activities in the finance department and the license bureau so in addition to the quarterly report for the first quarter of 2022 i thought i'd take this opportunity to just update you over the last couple of years that we've been working through quite a few technology improvements we did some implementations to improve the efficiency of our department... [Detailed finance report continues] ...and finally just an update the um state of minnesota in 2020 had implemented their new m min drive system which replaced the old mnlars... so if you have any questions
[06:35] **Kevin Edberg:** yes um i'll entertain questions for ms kinswater mr jones
[06:39] **Council Member Jones:** thank you so the difference between anything change as far as the duties that i mean when min lars went into effect it significantly changed what our associates have to do so with the advent of min drive any changes other than it works
[06:55] **Ms. Kinswater:** acting mayor edberg and council member jones no we still have those extra duties so there wasn't a change in the distribution of that with those with mnlars and then now with min drive our staff are automatic when they type in the information... [07:22] **Council Member Jones:** correct thank you so it's good that it works or it's efficient whatever
[07:28] **Kevin Edberg:** are there other questions i have just a couple um so um how are we doing on space allocation for folks that need to wait in line to get into the during the pandemic we had some really long lines... what's the general experience with the adequacy of our space for getting into the licensed bureau these days
[07:48] **Ms. Kinswater:** acting mayor edberg and council members that continues to be a challenge for us on busy days... [Explanation continues]
[08:25] **Kevin Edberg:** okay thank you so again pre-pandemic we experienced the license bureau... what's your projection at this point for where things seem to be heading this year are we looking at break even are we looking at not break even better than what what's your sense
[08:44] **Ms. Kinswater:** acting mayor edberg and council members i think we will break even or do a little better some of the challenges right now... [Legislative update follows]

[10:03] **Kevin Edberg:** um we will move to the next item on our agenda we have a public hearing this evening before i open the public hearing city managers or anything you would like to say or introduce before i formally uh open the meeting
[10:18] **City Manager (Lindsey Ahrens):** yeah i think our environmental specialist has a short presentation to give if you want to allow that to happen prior to the public hearing miss talent [Taillon] is here please and welcome
[10:28] **Connie Taillon (Environmental Specialist):** great thank you so much acting mayor edberg and members of the council so i am here tonight to talk about our 2021 activities as part of our storm water pollution prevention program with our ms4 permit... [Detailed MS4 presentation continues regarding public education, illicit discharge, and construction runoff] ...so for example this rain garden on moorhead and 10th when doing the calculations for the amount of water from the street that goes into that we will be reducing phosphorus loading by 0.4 pounds per year so that shows how difficult that is to reduce that loading by a significant amount okay and that's it so if you have any questions or comments i i'm happy to to take that now
[20:12] **Kevin Edberg:** members of the council any questions forums talon [Taillon] mr trump [Jones?] if anybody else wants to go yeah i will call on others if they want to do but i'm not seeing them at the moment so go ahead mr jones
[20:25] **Council Member Jones:** thank you uh illicit discharge is that include pools
[20:29] **Connie Taillon:** oh yes actually we've been talking with flammo [VLAWMO] about that... it depends because if what i'm understanding is the chlorine in a pool if you leave it in the sunlight if you just let it sit it'll degrade in sunlight and then it should be safe to discharge to the street
[20:53] **Council Member Jones:** thank you all right so regarding and you guys knew this was coming goose lake so two things about goose like one was the shoreline... connie with with regards to what i mean i looked at that discharge number and goal wow that's we're never going to make it we will never make that number... i'm curious what the state would say if we went a different direction...
[22:25] **Connie Taillon:** i think there's been more analysis done to determine what could effectively get this lake off the impaired waters list...
[22:58] **Council Member Jones:** okay cool thank you mr chair but yet you know this goal could also go backwards and we would have to we'd have to manage it right exactly and it's i mean literally you two have to know that that's uh i mean we're talking i'm assuming millions millions to get that percentage... perhaps this could be a topic for another right now i just want to highlight that and i just thank you mr edward [Edberg]
[23:25] **Kevin Edberg:** you're right but and i just want to note that that we will be bringing the venus [Vadnais] lake water ear management organization will be bringing this forward um hopefully this year yet i'm assuming the state has an allocation for goose lake too of how much that they have to reach to it as well right

[23:45] **Kevin Edberg:** thank you very much for your report and your overview i was noting that in our city publication that i just received in the mailbox today there's at least four of the uh specific activities that you uh spoke about...
[24:02] **Council Member Jones:** one more question from trevor i know it's about the street when you go out and clean your gutters go ahead what do you do with the sediment where does it go
[24:12] **Connie Taillon:** that's a good question so for the rain garden recipients that have a curb cut what we tell them is if there's sediment that they're removing to put it in a plastic bag and put it in the trash
[24:25] **Council Member Jones:** but if you think it's not contaminated with anything you could yeah i don't know that's always the question it's at risk yeah thank you for your report

[24:37] **Kevin Edberg:** so we are here this evening to have a public hearing for comments on our program and i will open the public hearing at this time if there's anybody in the audience that would like to speak to this topic... mr costello
[25:00] **Scott Costello:** i'm scott costello 2359 joy avenue in white bear lake and i am one of your representatives on the white bear lake conservation district... our educational project for this year is the adopt-a-drain challenge... in the city of wiper lake it's a lot less it was like 6.6 so we started this program... we went in the city from 6.6 in the middle of march to 9.1 so we want to keep doing that... thank you and uh thank county [Connie] for the wonderful presentation
[26:55] **Kevin Edberg:** thank you mr stella [Costello] are there others who would wish to address the city council on this topic are there others seeing none i will close the hearing and bring it back to the council i don't believe that there is any action required at this point... [28:20] **Kevin Edberg:** very good i'll just put in a plug for uh this saturday is uh trash to treasure saturday and the following saturday mr cowpe [vague name] i'm sure we'll have staff uh taking our the stuff that didn't end up as treasure... is there any other business to come before the council
[28:40] **Council Member Jones:** yes i'm going to put a plug in for touch of truck which is thursday may 12th... this is one of my favorite events this is it is so cool i mean i i don't know how often you get to go see 40 different types of large vehicles... will the la france be there it should be that's my favorite
