THIS IS FOR THE BENEFIT OF THE PUBLIC AND ALSO FOR OUR NEW COMMISSION MEMBERS. SO ON THIS PARTICULAR ELEMENT HERE, ON THIS PRELIMINARY SITE PLAN, THERE IS A LINE ITEM, THE REMOVAL OF APPROXIMATELY 50% OF THE EXISTING TREES TO BE REMOVED WITH REDEVELOPMENT. I HAVE A LITTLE CONCERN WITH THAT IN THAT WHEN WE LOOK AT THE ZONING ORDINANCES, AND PARTICULARLY WHEN WE GO TO ARTICLE III AND WHEN IT ADDRESSES THE REVIEW OF THESE PRELIMINARY SITE PLANS, PART OF IT IS TO PROTECT AND ENHANCE THE CITY'S ENVIRONENT AND AESTHETIC QUALITIES. AND WE GO FURTHER THERE, USE OF LANDSCAPING AND SCREENING TO SHIELD LIGHT, NOISE, MOVEMENT, AND ACTIVITIES FROM ADJACENT PROPERTIES AND TO COMPLEMENT THE DESIGN AND LOCATION OF BUILDINGS AND PARKING. SO CAN YOU HELP US HERE? WE KNOW STAFF HAS APPROVED THIS AND RECOMMENDED FOR APPROVAL AND IT WENT THROUGH CONSENT. THE NEXT STEP WOULD BE A SITE PLAN, A LANDSCAPE PLAN, A TREE PRESERVATION PLAN, WHICH IS GOING TO BE REVIEWED IN DETAIL ADDRESSING ALL THE POTENTIAL MILIT MITIGATIONS AT THAT STAGE. CURRENTLY THIS IS JUST A PRELIMINARY SITE PLAN. AND AS YOU MENTIONED IN OUR ORDINANCE, WE HAVE PROVISIONS REGARDING TREE MITIGATION AS WELL. THERE ARE CERTAIN AREAS THAT ON TREE MITIGATION WILL BE EXEMPT FROM TREE PRESERVATION AND ONE WOULD BE BUILDING FOOTPRINT, FIRE LANE, AND OTHER ASPECTS OF CERTAIN DEVELOPMENT. IF A TREE IS REMOVED AND IT'S NOT LOCATED IN THE CERTAIN AREAS THAT ARE CALLED OUT IN OUR ZONING ORDINANCE, THEN THE APPLICANT IS REQUIRED TO PROVIDE TREE REPLACEMENT FOR EVERY SINGLE TREE THEY ARE úGOIN. IF THE TREE THAT THEY ARE REMOVING IS GREATER THAN 30 CALIPER INCHES, THEN THAT RATIWOR 1 INCH. SO IF THEY REMOVE 1 INCH OF THAT TREE, THEN THEY HAVE TO PROVIDE 1.5 INCHES OF TREES AND THE REPLACEMENT TREES SHOULD BE MORE THAN 4 INCHES. AS A RECAP, THE PLANNING DEPARTMENT IS RESPONSIBLE FOR DEVELOPING PLANS, POLICIES, AND PROGRAMS TO GUIDE PHYSICAL DESIGN AND DEVELOPMENT IN ALIGNMENT WITH THE VISION AND GOALS OF THE COMPREHENSIVE PLAN. NUMEROUS DOCUMENTS HAVE BEEN COMPLETED OVER THE YEARS, SOME DOCUMENTS HAVE BEEN ADOPTED AS EARLY AS 1981. THESE DOCUMENTS MAY NO LONGER SUPPORT THE CITY'S CURRENT DEVELOPMENT GOALS AND SOMETIMES RESULTS IN CONFUSION OR UNCERTAINTY FOR STAFF WHEN PROVIDING GUIDANCE OR RECOMMENDATIONS. THE APRIL 18, 2022 PLANNING AND ZONING COMMISSION MEETING THE COMMISSION RECOMMENDED A PROCESS TO REVIEW THESE LONG-STANDING PLANNING POLICY DOCUMENTS IN GROUPS BASED ON PRIORITY, EASE OF REVIEW, AND POTENTIAL NEED FOR DOCUMENT UPDATES. THE TABLE HERE SUMMARIZES THIS REVIEW PROCESS. TONIGHT'S GROUP IS NUMBER ONE, WHICH ARE POLICY DOCUMENTS RECOMMENDED FOR RETIREMENT AND REPEAL. GROUP 2 ARE PRIORITY POLICY DOCUMENTS, WHICH WOULD BE REVIEWED AT THE TIME OF THOSE POLICY AND PLAN UPDATES. GROUP 3 ARE POLICY DOCUMENTS TO BE REVIEWED BY A COMMISSION SUBCOMMITTEE. THERE ARE 12 IN TOTAL AND WE RECOMMENDED FOUR PER MEETING WITH THE SUBCOMMITTEE. AND IN GROUP 4, INCLUDE OTHER POLICY REFERENCE DOCUMENTS WHICH ARE NOT ADOPTED AND THEREFORE NO REVIEW IS NEEDED BUT THEY WOULD BE MAINTAINED AS REFERENCE DOCUMENTS. SO TONIGHT GROUP 1 INCLUDES THE POLICY DOCUMENTS RECOMMENDED FOR RETIREMENT AND REPEAL. THESE ARE DOCUMENTS THAT STAFF MOST EASILY RECOMMENDS FOR RETIREMENT FOR THE FOLLOWING REASONS. THEY ARE OUTDATED AND NO LONGER USEFUL FOR STAFF. IN MANY CASES THEY ARE EXPECTED TO BE REFERENCED AS PART OF A FUTURE DOCUMENT AND GROUPS 2 AND 3 WILL BE CONSIDERED BY THE COMMISSION AT A FUTURE MEETING. THE FOLLOWING IS A SUMMARY OF THE GROUP 1 DOCUMENTS FOR CONSIDERATION. NO. 1 IS THE DOWNTOWN PLANO LIGHT RAIL STOP DEVELOPMENT VISION AND OBJECTIVES FROM 1998. THIS STUDY LOOKED AT THE REDEVELOPMENT VISION FOR THE BLOCK ADJACENT TO THE DOWNTOWN PLANO TRANSIT STATION. THE AREA AROUND THE STATION HAS SINCE REDEVELOPED AND THE OBJECTIVES OF THE STUDY ARE NOW GENERALLY COMPLETE. DOCUMENT 2 IS A COMPANION ITEM TO NO. 1. IT'S THE DOWNTOWN PLANO LIGHT RAIL STOP COMPARISON STUDY. THIS WAS AN ANALYSIS OF THE PREFERRED LOCATION FOR THE DOWNTOWN PLANO TRANSIT STATION. THIS STUDY LOOKED AT TWO AREAS, NORTH AND SOUTH OF 15th STREET. ULTIMATELY SITE B WAS RECOMMENDED BY THE STUDY TO THE NORTH OF 15th STREET. THE TRANSIT STATION HAS BEEN CONSTRUCTED AT THIS LOCATION AND THE OBJECTIVES OF THE STUDY ARE NOW COMPLEE. DOCUMENT 3 IS THE FAR NORTH U.S. 75 AMENITIES TASK FORCE PLANNING GUIDELINES REPORT FROM 1989. THIS WAS A JOINT EFFORT BETWEEN THE CITIES ALONG THE U.S. 75 CORRIDOR BETWEEN DALLAS AND ALLEN AND INCLUDING COLLIN COUNTY TO LOOK AT DESIGN GUIDELINES FOR THE VISUAL IMPROVEMENT ALONG THE CORRIDOR. MANY OF THESE GUIDELINES HAVE SINCE BEEN INCORPORATED INTO LOCAL REGULATIONS AND OTHER STANDARDS ARE IRRELEVANT DUE TO IMPROVEMENTS TO U.S. 75. DOCUMENT 4 ARE THE DESIGN GUIDELINES FOR PLANO'S HISTORIC AREAS FOR 1993. THISOCUE CITY'S DEVELOPMENT GUIDELINES FOR HISTORIC PROPERTIES NEAR DOWNTOWN PLANO. SINCE THIS TIME THE CITY HAS CREATED DESIGN STANDARDS FOR THE HAGGARD PARK HERITAGE DISTRICT. THE HERITAGE RECOMMENDED TO REPEAL THIS DOCUMENT AT ITS APRIL 26, 2022 MEETING . DOCUMENT 5 IS THE INFILL HOUSING STUDY FROM 1995. THIS WAS A GUIDE FOR NEW RESIDENTIAL CONSTRUCTION IN THE OLDER AREAS OF PLANO INCLUDING HAGGARD PARK, OLD TOWN, AND DOUAS NEIGHBORHOOD THE DOCUMENT INCLUDED DESIGN TEMPLATES THAT WOLD BE CONSISTENT WITH OLDER HISTORIC HOMES IN THE NEIGHBORHOOD. THE INFORMATION WAS BASED ON ECONOMIC INDICATORS THAT ARE NOW OUTDATED AND THE FINDINGS ARE NO LONGER PERTINENT. THE HERITAGE COMMISSION WILL CONSIDER MAKING A RECOMMENDATION ON THE REPEAL OF THIS DOCUMENT AT ITS MAY 24, 2022 MEETING. DOCUMENT 6 IS THE MULTIFAMILY TASK FORCE REPORT FROM 1998. THIS REPORT EVALUATED THE CITY'S DEVELOPMENT POLICIES REGARDING MULTIFAMILY HOUSING AT THE TIME. THE CITY P TOGETHER A MULTIFAMILY DWELLINGS TASK FORCE WHICH RECOMMENDED POLICY CHANGES AND THESE CHANGES WERE INCORPORATED INTO UPDATES OF THE 1986 COMPREHENSIVE PLAN. THE REPORT IS BASED ON POLICIES OF THE PREVIOUS 1986 COMPREHENSIVE PLAN AND IS NOW CONSIDERED OUTDATED. UPDATED POLICIES REGARDING MULTIFAMILY HAVE ALSO BEEN RECENTLY ADOPTED IN THE COMPREHENSIVE PLAN 2021. AND THEN FINALLY NO. 7 IS A COLLECTION OF NEIGHBORHOOD ACTION PLANS. THESE PLANS WERE DEVELOPED BETWEEN 1999 AND 2008 BY THE NEIGHBORHOOD PLANNING PROGRAM OF THE FORMER DEVELOPMENT SERVICES DEPARTMENT. THESE PLANS IDENTIFY STRATEGIES AND ACTIONS TO ADDRESS NEIGHBORHOOD-LEVEL ISSUES. THE NEIGHBORHOOD SERVICES DEPARTMENT CONTINUES TO SUPPORT THESE NEIGHBORHOODS WITH OTHER INITIATIVES SUCH AS LOVE WHERE YOU LIVE AND THE NEIGHBORHOOD SERVICES DEPARTMENT AGREES WITH THE RETIREMENT OF THESE PLANS SINCE THEY ARE NOW OUTDATED. THIS SLIDE LISTS THOSE 15 NEIGHBORHOOD ACTION PLANS RECOMMENDED FOR REPEAL BETWEEN 1999 AND 2008 STARTING WITH THE OLD TOWN NEIGHBORHOOD PLAN IN '99 AND ENDING WITH THE STRATFORD ESTATES ACTION NEIGHBORHOOD PLAN IN 2008. IN SUMMARY, STAFF HAS REVIEWED THE PLANNING POLICY DOCUMENTS OUTLINED IN THIS REPORT AND RECOMMENDS THEY BE RETIRED THROUGH APPEAL OF THE ASSOCIATED.
