AND I WILL DO OUR PROCLAMATION FOR THE NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH OCTOBER 2023. WHEREAS OCTOBER 2023 MARKS THE 78TH ANNIVERSARY OF NATIONAL DISABILITY DISABILITY EMPLOYNT AWARENESS MTH. AND. WHEREAS THE PURPOSE OF NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH IS TO EDUCATE ABOUT DISABILITY EMPLOYMENT ISSUES AND TO CELEBRATE THE MANY AND VARIED CONTRIBUTIONS OF AMERICA'S WORKERS WITH DISABILITIES. AND. WHEREAS, THE HISTORY OF NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH TRACES BACK TO 1945 WHEN CONGRESS ENACTED A LAW DECLARING THE FIRST WEEK IN OCTOBER EACH YEAR NATIONAL EMPLOYEE THE PHYSICALLY HANDICAPPED WEEK AND. WHEREAS IN 1962 THE WORD PHYSICALLY WAS REMOVED TO ACKNOWLEDGE THE EMPLOYMENT NEEDS AND CONTRIBUTIONS OF INDIVIDUALS WITH ALL TYPES OF DABILIES. AND. WHEREAS, IN 1988 CONGRESS EXPANDED THE WEEK TO A MONTH AND CHANGED THE NAME TO NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH. AND. WHEREAS, WORKPLACES WELCOMING OF THE TALENTS OF ALL PEOPLE INCLUDING PEOPLE WITH DISABILITIES ARE A CRITICAL PART OF OUR EFFORTS TO BUILD AN INCLUSIVE COMMUNITY AND STRONG ECONOMY. AND. WHEREAS, ACTIVITIES DURING THIS MONTH WILL REINFORCE THE VALUE AND TALENT PEOPLE WITH DISABILITIES ADD TO OUR WORKPLACES AND COMMUNITIES AND AFFIRM BLOOMINGTON'S COMMITMENT TO AN INCLUSIVE COMMUNITY THAT INCREASES ACCESS AND OPPORTUNITIES TO ALL INCLUDINGNDIVIDLS WIT DISABILITIES. NOW THEREFORE I'M TIM BUSSEY, MAYOR OF THE CITY OF BLOOMINGTON, HEREBY PROCLAIM THAT THE CITY OF BLOOMINGTON RECOGNIZES AND COMMEMORATE THE 70TH ANNIVERSARY OF NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH AND BE IT FURTHER RESOLVED THAT THE CITY OF BLOOMINGTON CALLS UPON EMPLOYERS, SCHOOLS AND OTHER COMMUNITY ORGANIZATIONS IN BLOOMINGTON TO OBSERVE THIS MONTH WITH APPROPRIATE PROGRAMS AND ACTIVITIES TO ADVANCE THE IMPORTANT MESSAGE THAT PEOPLE WITH DISABILITIES ADD VALUE AND TALENT TO OUR WORKPLACES AND COMMUNITIES AND BE IT FURTHER RESOLVED THAT THE CITY OF BLOOMINGTON PLEDS TO CONTINU TOAKE STEPS THROUGHOUT THE YEAR TO RECRUIT HIRE, RETAIN AND ADVANCE INDIVIDUALS WITH DISABILITIES AND WORK TO PURSUE THE GOALS OF OPPORTUNITY FULL PARTICIPATION ECONOMIC SELF-SUFFICIENCY AND INDEPENDENT LIVING FOR PEOPLE WITH DISABILITIES SIGN THIS NINTH DAY OF OCTOBER 2023 AND I HONESTLY DIDN'T REALIZE THAT THIS WENT ALL THE WAY BACK TO 1945. I MEAN THIS IS IT'S A BIT OF A HISTORY LESSON FOR ME AS WELL AND I KNOW THAT AS WE EXPAND EXPANDED AND SAW DISABILITIES IN A GREATER LIGHT AS WE HEARD EARLIER, IT MOVED TO INCDE PEOP WITH MENTAL HEALTH ISSUES AS WELL. WE ARE HERE TO ADVOCATE AND OFFER SUPPORT TO PEOPLE THAT HAVE MENTAL HEALTH AND OTHER DISABILITIES AND OR OTHER DISABILITIES AS WELL. SO I'M REALLY LOOKING FORWARD TO IT. SO WE'RE ALL ABOUT SISTER CITIES OVER THE LAST 60 DAYS HERE IN THE CITY OF BLOOMINGTON SISTER CITIES, INTERNATIONAL DAY, OCTOBER 14TH, 2023 WHEREAS SISTER CITIES INTERNATIONAL WAS FOUNDED AS A PRESIDENTIAL INITIATIVE BY PRESIDENT DWIGHT EISENHOWER ON SEPTEMBER 11TH, 1956 TO CREATE MORE COMMUNITY LED GLOBAL RELATIONSHIPS AND BUILD PARTNERSHIPS THAT WOULD LESSEN THE CHANCE OF INTERNATIONAL CONFLICTS. AND THEN JUST RECENTLY HERE IN SEPTEMBER ON THE 20TH FINAL ASSESSMENT NOTICES WERE MAILED OUT THAT ONCE AGAIN INCLUDED A NOTICE FOR AN INFORMATIONAL MEETING AND A PUBLIC HEARING THAT WE'RE HERE FOR TONIGHT. WE HAD TWO INFORMATIONAL MEETINGS LAST WEDNESDAY AND OUR PUBLIC WORKS TRAINING ROOM ONE AT 230 AND ONE AT 530 TO REVIEW THE ASSESSMENTS. AND THEN WE'RE HERE TONIGHT FOR THE ASSESSMENT HEARING OUR PAYMENT MANAGEMENT PROGRAM OR PMP AS WE REFER TO IT. IT WAS ESTABLISHED BACK IN 1991. SO FOR MANY YEARS NOW WE'VE BEEN WE'VE BEEN IMPLEMENTING THIS PAYMENT MANAGEMENT PROGRAM. THE OVERALL GOAL OF THE PROGRAM IS TO REDUCE THE OVERALL COST OF OUR STREET MAINTENANCE OR STREET REPAIR COSTS BY IMPLEMENTING THE RIGHT ACTION AT THE RIGHT TIME TO DO THIS WE HAVE WE HAVE JUST OVER 340 MILES OF CITY OWNED STREETS IN BLOOMINGTON. WE HAVE A PAVEMENT CONDITION INDEX OR A PCI VALUE FOR EVERY STREET SEGMENT EVERY YEAR ONE THIRD OF THE CITY STREETS ARE MONITORED. THEIR LOCKED CRACKS ARE COUNTED, INFORMATION IS ENTERED INTO OUR OUR ICON SOFTWARE DATABASE AND WE'RE GIVEN A HIGH VALUE BETWEEN ZERO AND ONE 100 100 BEING A BRAND NEW ROADWAY AND ZERO BEING A ROADWAY IN DIRE NEED OF REPAIR. THEN W HAV O STRT MILLING OVERLAY PORTION. AS I MENTIONED THERE WERE A FEW STREETS ON THIS PROJECT THAT THAT RECEIVED A MILLION OVERLAY. THAT'S WHERE AN EXISTING PORTION OF THE PAVEMENTS GROUND OFF AND A NEW LAYER HAS PAVED OVER THE TOP. THIS IS ALSO DONE BY A CONTRACTOR HIRED BY THE CITY. WE HAVE OUR STREETS HILCO TECHNIQUE WHERE BITUMINOUS ADHESIVE IS ADDED TO THE EXISTING PAVEMENT AGGREGATE IS ADDED TO THAT THE EXCESS AGGREGATE IS SWEPT OFF AND SO IT'S A MAINTENANCE TECHNIQUE THAT'S DONE STRICTLY ON THE SURFACE OF THE EXISTING PAVEMENT. PREVIOUSLY THIS WAS DONE BY OUR CITY'S MAINTENANCE FORCES BUT THIS IS THE FIRST YEAR THAT WE JOINED THE SOUTH METRO JOINT POWERS AGREEMENT TO HAVE A CONTRACTOR HIRED TO DO THAT WORK. MANYITIE IN THE SOUTH METRO ARE PART OF THAT AGREEMENT AND THIS WAS THE FIRST YEAR THAT WE HAD OUR SEAL COURT DONE WITH THAT USING THAT AGREEMENT AND THEN WE ALSO HAVE OUR TRAIL SIDEWALK CONSTRUCTION AND MAINTENANCE TECHNIQUE WHICH IS THERE CAN BE THE REMOVAL AND OR THE REPLACEMENT OF SIDEWALK OR OUR EXISTING TRAILS AND THEN ALSO WE MAY BE CRACK SEALING OR FOG SEALING THEM TO MAINTAIN THEM. AS BOB MENTIONED WE ASSESSED AT A 25% RATE AND A 50% RATE HERE IN BLOOMINGTON. SO THEN YOU TAKE THAT AND THAT'S HOW WE DETERMINED OUR 33, 42 AND 6683 FOR THE SERVICING. SO THE 25% RATE IS FOR SINGLE TWO AND THREE FAMILY HOMES. SO OUR FIRE PENSION FUND PAID ON UNCLE FIREFIGHTERS THAT SERVED FOR 20 YEARS QUALIFY FOR A PENSION AND YOU KNOW THAT BECAUSE OUR WE HAVE A FUNDING MECHANISM THAT USE WE HAVE A FUND NOT ONLY THAT FUND OF THE PENSION THAT'S RUN BY THE RELIEF BOARD BUT WE ALSO HAVE A FUND WITHIN OUR OUR BUDGET THAT WE PUT MONEY INTO TO TRY TO SMOOTH OUT THOSE SPIKES THAT WE WERE GETTING DEPENDING UPON HOW THEIR MARKET DOES AT THE END OF THE YEAR REALLY SETS UP. BUT THE FACT IS THAT FOR A PAID ON CALL OR EVEN BACK THEN IT WAS A VOLUNTEER DEPARTMENT BEFORE IT WAS A PAID ON CALL DEPARTMENT. SO FOR A NONULL TIME DEPARTMENT IT'S PROBABLY THE BEST PENSION IN THE STATE BASED ON THE LANGUAGE GOING BACK 60 YEARS AND EVEN IN THAT ENVIRONMENT WHERE WE HAVE PROBABLY BEST PENSION IN THE STATE IT'S STILL VERY DIFFICULT TO RECRUIT PEOPLE INTO PAID ON CALL FIREFIGHTER SERVICE TODAY BECAUSE THE WAY THAT PEOPLE LIVE THEIR LIVES IS JUST DIFFERENT TODAY THAN IT WAS. RIGHT. WE DON'T HAVE A LOT OF PEOPLE THAT ARE COMING INTO THE COMMUNITY THAT ARE LOOKING AT PERMANENCE AND IF THEY ARE THEIR FIRST THOUGHT ISN'T GEE I THINK I WANT TO JOIN THE FIRE DEPARTMENT. RIGHT. MR. VERBRUGGE ANYTHING FROM YOUR POINT OF VIEW, MR. MAYOR AND COUNCIL MEMBERS LAST THE ASSISTANT CITY MANAGER MR. SABLE AND I WERE BOTH AT THE ANNUAL CONFERENCE FOR THE INTERNATIONAL CITY COUNTY MANAGEMENT ASSOCIATION AND MIKE HAPPENS TO BE ON THE BOARD OF DIRECTORS. HE IS ONE OF THE MIDWEST REGION VICE PRESIDENTS. THERE ARE SIX REGIONS REPRESENTED ON THE BOARD EACH WITH THREE VICE PRESIDENTS AND WE'RE FORTUNATE THAT MIKE IS REPRESENTING OUR ORGANIZATION AND REPRESENTING MINNESOTA ON THE BOARD OF DIRECTORS. I WAS RECENTLY APPOINTED TO THE INTERNATIONAL COMMITTEE FOR ICM WHICH WORKS TO FIGURE OUT HOW WE CAN INCORPORATE THE AI WHICH IS THE INTERNATIONAL ASPECT OF IT AND MAKING SURE THAT PROFESSIONAL MANAGEMENT IS BEING ADVOCATED FOR AND SPREAD TO OTHER COUNTRIES AROUND THE WORLD. IT WAS A REALLY GOOD CONFERENCE, EXTREMELY WELL ATTENDED. THINK IT WAS THE MOST WELL-ATTENDED CONFERENCE IN THEIR HISTORY OVER 5500 PEOPLE IN AUSTIN, TEXAS. BUT THE BIGGEST THING I WANT TO SHARE WITH YOU TONIGHT IS THAT OUR FRIENDS AT ICM ARE AWARE OF THE WORK THAT BLOOMINGTON IS DOING, ESPECIALLY IN THIS AREA OF INTERNATIONAL WORK OR EXPO EFFORTS. AND WHAT WE REALLY DO IS TRY TO TRY TO TAILOR OUR SERVICES AND OUR OUTREACH TO THIS COMMUNITY SO THAT THEY CAN SEE THEMSELVES IN THE SERVICES THAT WE PROVIDE BUT ALSO HAVE GREATER VOICE. SO THE THINGS THAT THE CITY REACTS TO IS REALLY IN SERVICE TO THE COMMUNITY AND RECOGNIZING THAT OUR AND UNDERSTANDING OF THEIR CULTURE ACTUALLY SENGTHENS THE BONDS FOR THESE PEOPLE WITH A DEEPER TIE TO BLOOMINGTON. WHAT IS THE FEEDBACK THAT YOU HEAR FROM RESIDENTS? I THINK THE FEEDBACK HAS BEEN REALLY POSITIVE AT THIS POINT. I THINK KNOW THAT THE SERVICES CHANGES AS OUR COMMUNITIES EVOLVE. THEY'RE SEEING THE PROGRESS THAT THEY HOPE FOR AND CREATE DEEPER TIES AND CONNECTIONS TO BLOOMINGTON. WHAT WOULD YOUR ADVICE BE THIS IS A QUESTION FOR BOTH OF YOU WHAT WOULD YOUR ADVICE BE MAYBE FOR OTHER CITY MANAGERS THAT ARE KIND OF TOYING WITH THE IDEA OF CREATING THESE INTERNATIONAL EXCHANGES? I THINK THE IMPORTANT STEP IS TO EVALUATE WHAT YOUR OBJECTIVES ARE AS A COMMUNITY AND YOU'RE HOPING TO ACCOMPLISH. IT CAN BE MANY DIFFERENT PURPOSES. SO IF YOU DO HAVE A GROWING DIASPORA COMMUNITY OR A GROWING CULTURAL DIVERSITY WITHIN COMMUNITY THAT HELPS TO BUILD RELATIONSHIPS WITHIN COMMUNITY TO RECOGNIZE THAT WE ARE NOT A MONOLITH, WE ARE NOT WE ARE NOT JUST A HOMOGENEOUS POPULATION ANYMORE. AND IT REALLY HELPS TO WELCOME PEOPLE INTO OUR COMMUNITY. IF YOU'RE TRYING TO DO IT FROM AN ECONOMIC PERSPECTIVE THEN IT'S REALLY IMPORTANT TO APPROACH ON A RELATIONAL BASIS, NOT A TRANSACTIONAL BASIS. AND SO A NUMBER OF YEARS NOW WE HAVE BEEN DOING THAT WITH JAPANESE AND WITH EUROPEAN CONTENT WITH OUR FRIENDS AT THE STATE DEPARTMENT BECAUSE THEY PLAYED A ROLE SOME OF THE WORK THAT WE'VE BEEN DOING AND IT ALSO HELPS TO WORK WITH THE CHAMBER OF COMMERCE AND THE STATE ECONOMIC DEVELOPMENT ORGANIZATION BECAUSE ALREADY HAVE SOME OF THOSE INTERNATIONAL RELATIONSHIPS. SO REALLY DEPENDS ON WHAT YOU'RE TRYING TO ACCOMPLISH. AND THEN IT REALLY DEPENDS PUTTING TIME AND EFFORT INTO BUILDING THE RELATIONSHIP. MIKE I SEE NODDING ALONG. I WANTED TO THROW IT OUT THERE AS WE THINK ABOUT 2024 ONE OF THE COMMENTS THAT I'VE BEEN I'VE BEEN DWELLING ON A LOT IS WE'VE HEARD OVER THE LAST COUPLE MONTHS IS THAT THERE'S THIS IDEA THAT PEOPLE HAVE OUT THERE THAT YOU KNOW, COME TO COUNCIL AND WE'RE ALL OF LIKE MINDED AND WE VOTE SOMEHOW ALL THE TIME AND THAT KIND OF THING AND AND I THOUGHT ABOUT LIKE WHY WHY IS THAT IMPRESSION RIGHT? AND I AND I THOUGHT WELL IT'S BECAUSE LIKE IN PART POTENTIALLY BECAUSE OUR PUBLIC COMMENT PERIOD IS ALWAYS AT THE END OF THAT PROCESS. IN OTHER WORDS, WHEN PEOPLE WHEN WE DO OUR PUBLIC HEARINGS ON THESE THINGS IT'S USUALLY THE NIGHT OF AND OR THE ONE TIME BEFORE WE GO TO A VOTE IN WHICH CASEHE THREE OR FOUR CONVERSATIONS WE MIGHT HAVE HAD, YOU KNOW, OVER MONTHS PRIOR ARE NOT NECESSARILY CALLED TO ATTENTION TO THE ATTENTION OF THE PUBLIC BEYOND BEING IN THE AGENDA PACKET RIGHT. AND ONE THING THAT WE DID SEE WHEN WE WERE THERE WAS THAT IN PHILADELPHIA THAT THEY'VE GOT ACROSS THE DELAWARE RIVER FROM DOWNTOWN OUT IN THE MIDDLE OF A HUGE PARKING LOT THEY'VE GOT THEIR ARENAS, THEY'VE GOT THEIR FOOTBALL STADIUM, THEIR BASEBALL STADIUM AND THEY'RE THERE MULTI-USE HOCKEY BASKETBALL AND THE REASON I BRING THIS ALL UP WE WERE ALL AGREEMENT THA YOU LOOK AT A GREAT BASEBALL STADIUM AND IT'S DOWNTOWN AND I LOOK AT OUR BASEBALL I LOOK AT TARGET FIELD DOWNTOWN AND IT'S A PERFECT STADIUM I THINK IT'S FANTASTIC AND I SAY THAT JUST AND I SAY THAT AS THE MAYOR OF A CITY WHERE THEY USED TO HAVE THE BASEBALL STADIUM OUT IN THE MIDDLE OF A BIG ACREAGE OF PARKING LOTS. BUT TO SEE THE TWINS SUCCESS OVER THE PAST FEW WEEKS AND TO SEE THE EXCITEMENT DOWNTOWN AND TO SEE THE VIBRANCY GOING DOWNTOWN AGAIN IS IS HEARTENING BECAUSE WE WE ABSOLUTELY NEED IT. AND WHEN I SAY WE IT'S THE THE ROYAL WE ALL NEED A STRONG AND VIBRANT AND ACTIVE MINNEAPOLIS AND I'M THANKFUL FOR THE TWINS FOR THEIR THEIR WINNING WAYS AND VERY GLAD TO SEE THE NUMBER OF PEOPLE DOWNTOWN ENJOYING IT WHETHER IT'S AT THE GAME OR AS MATT WAS AT AN EMPTY STADIUM WATCHING THE GAME ON THE BIG SCREEN TV WELL DONE.
