e e e e e e e e e e I will call the town board meeting for August 21st 2019 to order uh first item on the agenda is the approval of the agenda I understand we are deleting item 8A yep Mr chair we also will be uh tabling um item 8 f as well oh uh the flow monitoring yes other than that there are no addition consent agenda addition though I believe yes yep y um that should be in your supplemental we'll call that 5m which is Park Board recommendations I believe it is y yes par cor all right anything else or is that enough that's it all right I need a motion to approve the agenda as amended move to approve second all in favor say I I I I all opposed item number three I approval for payment of the bills all moved second all in favor say I I I I I'll oppos and uh I need a motion to approve the minutes of August 5th 2019 any changes deletions Mr chair I saw none move to approve I second that all in favor say I I motion carries moving on we have quite a number of consent agenda items not going to read through them uh anybody have a particular issue with any of you want to pull hearing none do I have a motion to approve the consent agenda I move to approve the consent agenda as submitted there a second second all in favor say I I I all opposed all right item number six is old business we have none um it number seven is the public hearing we have none so we're going to move on to 8 B seem that we deleted 8A which is the water system Improvement evaluation this you Patrick or lar you going to take this I can do it thank you Mr Mr chair and board members at your last uh Town board executive meeting we discussed the um manganes levels in our well systems and at that time we uh discussed options for um or what we're currently doing which is blending the water from a number of Wells you want to stop and explain manganese oh sure manganes is a a product of pumping the the water out of the ground and it's a it's a it precipitates out um within the the water um that is pumped out of the ground it's naturally occurring it's a naturally occurring uh mineral and so the Department of Health changed their um guidance on the level the levels which with which um can be put in our distribution system and uh um when you open your TAP how much how much of that manganese mineral is uh um allowed to come out of the faucet so the the guidance changed and um in late last year we discovered two of the wells were above the guidance the guidance um amounts and so we rack it quickly and um we're blend we're now blending the water um so that we're below the guidance levels um we've been doing that since uh late last year and it has uh additional maintenance uh activities needed to be able to do that it it requires some um additional um backwashing within our um treatment facility which in some cases are on weekends and Public Works Crews need to come in over the weekend to do that um it also requires additional uh treatment chemicals so we discussed at the Town board executive meeting about well what are ways what are some ways we can streamline that and uh make it more efficient and sustainable and less maintenance activity so um before each night is authorization to complete um a conceptual evaluation of the system and look at options for for ways of uh more efficiently blending that water um to to meet the levels um so we're looking for authorization to proceed with that uh evaluation we're pretty close to those numbers that they had uh recommended weren't we I mean we're just a shade above them if I remember um so for the ACT if you excuse me Tom V terman can so the uh we were just slightly above the infant Health based standard you're correct okay not the adult before we start blending once we start blending we're good we're good so the I'm sorry go ahead no no no so this uh this the amount that you're asking for is to just do an overall kind of set the stage for what we need to do not just for the immediate future but potentially years down the road to make sure that we're um we're we're not just properly um uh taking care of the water but also that we're reducing where we can any maintenance or taking into account potential increased maintenance so that it doesn't become cumber some is that is that exactly maybe looking at some shortterm options now and maybe some longer term options for for things uh there's there's some some lower cost ways we can we can deal with things but um you know it'll study all the options and and give a price for for those options and you'll come back to us then with some recommendations ABC and these are the pros and cons and costs for each one exactly um we're not the only Community dealing with this um um we just saw another RFP from another Community that's dealing with the same exact issue um in in having to deal with the the the manganes and the the standards that are um needed for that so when when when you say a guidance level is that a mandate or a Guidance just a Rec strong recommendation to get it under control now versus mandatory I don't know uh I don't I'm not the expert on that um but I I believe it's a a guidance level that it's it's trending towards a a mandate I well if you don't mind I speak a little bit to it so the health F guidance is just a a recommend guidance recommendation by the health the Department of Health going forward they could change that guidance to a standard at any point um so that is why we're being prepared preparing for that potential uh standard that may be coming down the road it wouldn't be for just this one there could be I don't know next week they could give a guidance on some new mineral absolutely they we want to be able to proactively be prepared Yep they're unregulated contaminat of concern and they that list keeps growing and potentially there could be other things to so in this review for the services that tkda is putting out will that also give some is there it's not going to address just magnes or is it going to give a more broader solution to what may come also well so we're not on doing it and doing it again second time I I think by what assume by the uh feasibility report would show some examples that can address some of these others in the future too by improv depending on the type of improvement shortterm but uh not so much I believe but the longer term Solutions yes Dale are you taking into account what we're spending for Public Works labor right now so we can kind of see a balance of what it's costing us just to try to keep what we're doing going compared to what we're going to have to spend to as Larry indicated we're you know we do have staff coming weekends now to maintain the well uh the one with the U that does a really good job with the meanes treatment on the we and we can capture that um in the in the technical memo that we're going to put together I can be VI with that number and we can we can insert that into so it's all in one place kind of solidifies that we have to spend this money because we're spending money in other places where we should not be yeah I mean I don't want to be tying of Public Works to be doing this if there's another alternative right right any other questions of no I'll just make a comment I'm glad you the public that's here tonight moved forward the there is no microphone system for you here this is for the viewing public so I'm glad you move forward little bit too do our best thanks I don't like to yell I have no other question course ask my children I have no other questions uh do you have a rough idea Larry as to when you might um have this feasibility report you know it's it's not it just by the the numbers it doesn't it doesn't uh it's not going to be a lengthy process to to to complete this so um it could be even as early as next month okay is this something that um at least once we get the information obviously we're getting close to the end of summer uh our water usage is going to start going down do we have a little time there or are we going to have to keep doing this through the winter until we get result what we want to do you will have to well I demand drops during the winter months so we most likely won't have to do weekend visits to the well okay so all right any other questions so do I have a motion for the dkda concept approve or uh conceptual evaluation I'll move to authorize tkda to complete a conceptual evaluation prepare a technical memorandum which evaluates the town water system and present the results to the town board for an amount not to exceed 6 ,500 want to give a quick thank you on behalf of Joel maylor and myself for the town board to allow us for bll hunting just to to thank you for you guys for allowing us to continue hunting that property um well you guys been doing it for a while and we've never had any complaints so we appreciate that too well that's that's kind of one of our goals it allows us a chance during you know during the week locally to hunt together plus we've developed a lot of relationships with a lot of pilots and they enjoy it cuz it keeps an extra set of eyes on their equipment up there that when they're not there so sure well appreciate it yeah thanks guys for those what just so you know what he's referencing he's representing referencing the area around Benson airport correct just south of the airport thank you thank you thanks all right moving on um item 8 C we have the uh 20 Street improvements thanks thanks again Mr chair late last year we conducted a uh study of the entire Road Network and recommended improvements to occur um in areas in each of the next five years um this year's project is is started now and so now we're we're trying to focus now on getting started on the 2020 project the 2020 project is for Homewood Avenue Arbor Drive Lakewood Avenue um Glenn Oaks Avenue Forest Court Summit Lane Hill Air Road and Ralph Street and this is uh part of the southeast area of this Township um this project is May maybe a little more involved in this year than this year's project in that uh um the improvements are not just a Mill and overlay it's it's more of a um adding curb and uh um restoring all the pinus so we want to get started on this project sooner rather than later um so that uh we can use the entire construction season to get this project accomplished in 2020 um the first step in that process is a feasibility study and that feasibility study looks at the costs it looks at uh how it would be funded and um what exactly the improvements will look like it studies all the components so um tonight we're looking for authorization to proceed with the feasability report there's also a communication element with uh the feasability study and we'd be sending out um questionnaires to the public on what they're seeing with those streets and um uh informational meeting to gather information from the public on uh um what they're seeing in in with in terms of drainage usually is is a a primary topic um how we can improve um things with the our project so tonight we're looking for authorization to start the feasibility report uh for not to exceed amount of $18,900 to complete that and looking to complete that feasibility report in uh October Larry I'm I'm sorry I forgot to ask this the other meeting or other day at our weekly meeting um are we planning on following the same communication strategy with the public in terms of holding hearings and just informational meetings for this round of construction as well yes exactly and we we talked and when we studied uh the entire Road Network we also prepared a communication plan to go forward with all these projects and and that's what we're going to do with uh this project as well and follow that standard do you have a rough idea as to how many households are in all these streets um I have it I don't have it okay I was just curious and how that compares to what we're doing this year more or less I just I'd just be curious at it's less households it's one neighborhood um it's more extensive repairs it's a uh if I'm remembering right it's right around a preliminary estimate of a 2 million some OD odd Pro I think yeah almost twice what we're doing this year almost yes but and we we're certainly doing more mileage this year than than we would next year but these improvements are a little a little more extensive so for those that want to know um explain the difference between what this would involve versus what you're doing this year sure so this year the the 2019 Improvement project is four neighborhoods it encompasses removing the the a layer of asphalt um repairing curb and gutter and then putting new asphalt um down and as well as the repaired curb and gutter um the project next year would look at full depth pavement replacement and then these neighbor this neighborhood does not have curban gutter so we' add curban gutter which is uh and storm sewer um as well which is a a costly um component of this as part of then if we're adding storm sewer that's I'm assuming that that's going to have to follow certain m dates we've been given by the Met Council as to how water is supposed to be run off or veered or it can't just go into the nearest lake yeah we would have to look at how that would tie and the study would look at how it would tie into the existing storm sewer that might be on some of the the county road systems perhaps we're tying into some of that or if if we're looking at some sort of treatment that uh um we can do it it might be a underground chamber system cuz there's not a lot of um land area that we could place something so it might be more of a underground treatment type system you've already done the soil borings or do you need to do those you have soil borings were done last year the the topographic survey has also been completed for that area so um we were I think last year thinking about um doing that project in 2019 and after the study we rearranged some things a little bit and so it got delayed a year well this is a healthy list especially because of the cost but I'm getting calls of some neighbors that would like to have their roads put on for next year yeah and it this is going to basically overwhelm us now if if we're already at that kind of money with these number of homes um one of them is Parker and Mill I think I talked to Dale about it it had a patch job that the neighbors aren't real happy about but but I also got a question on Peterson Road um The Three Oaks Meadow development is going to want to open that road up when they're done developing it and that was part of our agreement I'm afraid once we do that that dirt road is going to take a beating is when are we going to look at that one yeah and and that's something we should we should talk about uh with uh maybe at the executive meeting okay that that one's coming up quick and if it's if it's not next year it it's going to be uh it's going to get ugly if we open that road up so mhm well this this is this is your recommendation as to the next area that we concentrate on and and based on your earlier analysis of the the thumbnail or the the rough estimate as to the condition of the roads you did some boring you got a better idea and now you've kind of chunked out the different areas of the township to do to Ed if if if we're getting other I mean this is a recommendation from TK to to work on these we do we want to discuss whether these are the ones to do or should we move some others well sometimes it makes sense not to jump around the town either obviously these are all centralized in one area but I mean normally we sometimes have a battle when we want to do roads cuz folks don't want to be assessed for them but now we have people actually approaching us wanting their roads fixed and ready to pay the assessments and it's kind of like I I know we raid all our roads and I don't know how our ratings are compared to the people that want to get pushed up but now we're now we're playing a kind of a shuffling game well it if you give me those street names I could look at and see what the ratings were when we did our evaluation last year and uh kind of look longer term as to when we would think that road would be repaired I think that would be well is that something we can maybe modify this list then yet we still have time to do that obviously or not yes yeah I was going to say what what I would suggest is if you've got if anybody's got some ongoing lists which I think several of us do of people or residents who have approached us about adding their their neighborhood or their street to the street Improvement projects I mean how quickly can you turn around a number or feasibility of adding in all those additional streets for Friday you know I mean I we talked about this the other day I mean we we really want to learn from this last or this first chapter of the street Improvement project where we want to go out to bid on these projects a little earlier so I mean if we can get if you've got streets that you are hearing that would like to get bumped up in the rotation essentially um if we can get those to Larry before Friday maybe he can give us an idea by for our executive committee I think I think it's I I mean if we've got people are residents that are motivated to be included in these projects I I think that's an opportunity we really really got to get a hold of Peterson wrote in it of though that's pretty isolated compared to this right group yeah it wouldn't it wouldn't bewhere else and plus it'll be a Brin of road but it needs to get put put in the in the line for change it's yeah cuz it's been R it's been rated One Forever it was Zero if that a road got it will not handle all the the expected volume from the new home so it's got to get put into the mix well I'll give you the names when we're uh we're done here yeah all right any other questions I guess the only other question I have is I know that Larry's asking for approval for the feasibility report for these streets and and I know that you've got a time frame or time table that we're trying to to to follow um I don't necessarily want to delay that but if we have a different set of streets can if we approve the feasibility report can that money if the decision is made to use different streets can that money be shifted then or is that just for these I mean the the pricing was prepared for the this group of streets um you know if if you're taking some of these streets out and adding new ones perhaps um would just be a might be I I think I'd want to look into it and see where the where it is in the life of of uh it's the age of the street um what the the rating is and you know it might be a different type of repair than what we're looking at here would it just be a if that's the case we if we okay this one tonight uh by next meeting you could have one for the remaining streets sure okay yeah so it's not going to affect this list today yes all right so we don't have to table it we're going to no I don't think we should table I think we need to keep moving that's what I was asking okay all right all right any other questions no I commend Larry for keeping us on task on this I do it's we need to stay in front of it a little bit better than we we had last time we had transition and different approaches coming on now we're all kind of on the same page it's better to get keep it moving so all right if there are no other questions uh looks like you want this and is it just one more yeah yeah it's just one motion correct adopt the resolution or during the preparation yes I'll move based on the town engineer review and recommendation adopt a resolution ordering preparation of a report on a street Improvement I'll second that with funding from the Improvement fund 505 in amount not to exceed $18,900 motion's been made in second and all in favor say I I I I opposed all right that motion carries item 8D the 2019 seal coat and various pinous surface project that's me Dale you taking that one yep so we uh have done a by Tous surface seal coat on Trails here back in 2012 um just a little history and and part of this continuation is this a just like a road surface continue the payment life as long as we can get it to go um right now we've had so it's been you know regular interv schedule is 5 to8 years we're at that point right now to redo those trails and I've added parking lots as part of it that hasn't been part of the program in the previous Seal Co project for the trails so I add it so and I called the B two minut a surface seal Cod so that's where that name come from um this year this year's project includes 15 different Park Trail Park Street Trail segments and nine different parking in Lots at the various Wells and lift stations not all Wells and lift stations have um asphalt drives some have concrete so um you approved that U specifications authorized bidding on July 1st and invitation for bid was published in white be press on July 9th and July 17th respectively uh bids were open on August 1st at 10: a.m. at the township administrative office we only had two biders there were um I had emailed four different biders that have typically done this work in other communities I've worked for um I I think it's a combination of just everybody's busy a lot of people are busy um the uh the two biders were borderlines pavement maintenance for 16, 33086 and the other uh bidder was Alli black top company for $ 49,3 n493 three they obviously didn't want the bid well I message three times the amount you know they um je Alli yeah I mean you know the construction industry have you dealt with this um uh I I think in Border borderline pavement have you dealt with them in the past I mean their their price is very different than the other one are we comfortable that they can do that they Comfort I'm comfortable with the pro they actually did the last trail SE Co project in 2012 they're very good that's that's they specialize in parking lots and trails so they have all and the um I I leave the specification open for product bid so CU I might keep as many people you know there's certain oils that might be what they have a rejuvenator in them they could potentially ex be better but I I've done that to keep enough bids at it I say it's all based on price but the product that borderline is putting down is for what we the application we have is meets all the requirements okay so so my recommendation is we accept Town board accept the bids and award the low bid to borderline pavement maintenance for 16330 we we did have so back to the funding I skipped over that uh this year's project uh were $60,000 in the park budget Parks uh Park Improvement fund to uh do the trail seal coing and the other funding sources will come from of course the sanitary sewer operating fund the water operating fund for the various parking lots so it it will be you can see we'll be far under the mount that was in there for the parks and it'll be very minimal impact on the two operating budgets so the water and sewer operating budgets so uh again our staff recommendation is to accept the bid accept the bids and award to a little B of Border liance pavement maintenance any questions only question I of the roads and I've probably seen it before but the the small Trail along H2 yep is that Beyond that's not a good candidate for but I think we should look at there's been a lot of talk talk about add widening that save that till H2 is decided by the county is probably the best approach that's what I'm recommending sure would want to have build it or do something and then have them oh we're going to bring down to H2 I just didn't know seal coding was even an option and for that it's it's beyond that we we'll continue to patch it okay well I know the original proposal was to try to get it on the south side but that was so expensive right that what little bit they have on the North side they I don't know if they just do what they got leave it where it ends because it ends at what lake view mhm yeah it ends at uh yeah Lake View and then it goes to the school and kids do travel on it and then we do plow it mhm in the winter but so if it needs if it chunks out we'll just put some will continue to Pat we've been P we'll continue to keep it ex yes all right uh looks like you want two motions here one to receive and one to award based on the Public Works review and recommendation I'll move to receive the bids I'll second that all in favor say I I I I'll oppose and mo cares based on the Public Works review and recommendation I move to award the 2019 by two minutes surface seal coat project to the lowest responsible bidder Border Lines pavement management for the base bid of $1 16,33 86 cents with funding from various funds including the park Improvement fund and the sanitary sewer and water operating budgets second on the motion second all favor say I I I all opposed all right that motion carries number 8e we have hydrant fire hydrant repainting yes that's M also so um chairman we have uh as part of our asset management program we want to continue to maintain our infrastructure and part of that is of the water system infrastructure are the hydrants they have a lot of the hydrons have been painted by hand over the years but haven't been painted you know where they've been blasted and painted uh painted so the recommendation this year was or staff went out and received quotes for painting we contacted three different vendors of the three only two responded with quotes and one was B&B commercial coating LLC uh they their quote was for 28,500 for painting of 300 fire hydrant we have I skipped over we have a total of just over 640 hydrant in the system so this would be a you know a two-year project um so we had go back to the uh quotes that came from one from B&B commercial coding LLC for 285 second from Ferguson Waterworks for 375 um the CIP has the Hyer rehabil Rehabilitation identified in 2019 they have a budget amount of $30,000 um the water operating fund budget supplies the funding for that um at the current priceing it will take roughly you know three years to flee because we' got just over 640 hydrant um Town board action is to approve the quote from B&B commercial coding LLC for 28,0 500 d uh when you put this out for bid do you have a scope of work I mean what paint we use what so they yeah it's you know we use red but I mean there are various types of red so the one vendor provided they would depending on the paint manufacturer the one vendor the vendor um Ferguson would blast Prime and put a paint cone on but the manufacturer of the paint that B&B is doing they it's a on Stop Shop you can use it's a primer paint so it's it's in one application they both will do the blasting prep work and then it'll be an application is it the same warranty yes do what kind of warranty is it you know I mean they give us a a year on them five years year on it is standard okay yeah yep and is this just doing this by sections of the township or it all over just the ones that are needed uh we're going to do by sections so we do an organized fashion and then uh finish it up in that third year eve any questions nope I think that nope uh see again I look you're looking for oh accept quotes I missed that part yeah one to receive and one to uh receive approve the quote I'll move based on Public Works review and recommendation to receive the quotes I'll second that all in favor say I I I'll oppose based on the Public Works review and recommendation I'll move to approve the quote for H hydrant repainting from BNB commercial coding LLC in the amount of $28,000 with funding from the water operating fund I'll second that all in favor say I I I opposed that motion also carries all right moving on 8f we are tabling so we'll move to 8G uh concrete repair work Dale you going to take that one too yes so we have some various concrete repairs that need to be completed in the town repairs and additions I'll qualify that we have um Pete along with with my assistant has received uh three quotes for the replacement of concrete curving that's where the repair work goes it's roughly 43 lineal feet at some various locations within the township and um then also to add handicapped accessible walk with trash and recycling Stu pad at both Eagle the Eagle Park tennis court and wall half park playground um the pads uh for the trash can will prevent damage to trash recepticles and the picnic tables from mowing operation are just uh you know vandalism because they'll be anchored also um the uh storm water fund would do uh fund the replacement concrete curving at the various locations these are storm drains within the town that had had removals in order to do the repairs of the structures and now we're looking to uh restore that area those curbs in those areas um the park portion of it was just a provide that as I mentioned Ada accessibility to the tennis court at Eagle and then also to the playground at U woff Park so we received two quotes or three quotes I'm sorry one from CR Fisher and Suns who happens to be the contractor doing the work for the uh Mill and overlay project the spot curb replacements for $1 17,745 that did not include uh removals or grading or anything uh in the so just a note on that lolar concrete uh ink uh quoted 11,630 and that's the total work removals and replacement es grading prep removals all that and replacement and wool wi concrete um this same for them that included everything they just happen to be for 12,600 slightly higher than ler L if that's I pronounce it pronounce it correctly so my T tumbo action is accept the receive the quotes and approve the low quote from La laer concrete for $1,630 Steve any questions no the uh sidewalk at Eagle Park will complete that project then yes yep that was about a two-year project as it turned out yes it's been dragging on a little water good necessary so no that no all right hearing none I would be looking for a motion to receive the quotes So based on the Public Works review and recommendation I move to receive the quotes I second second all in favor say I I I I'll oppose motion carries and based on Public Works review and recommendation I move to approve quotes for the concrete repair work to the lowest responsible company laer Concrete Inc in the amount of 11,63 $ with funding from various funds including the park Improvement fund and the Parks and Recreation operating budget motions made do I have a second second all in favor say I I I that motion carries um moving on item h h under General business uh it's the Improvement 2019-3 General obligation Bond who's going to take that one y Mr chair we've got a representative from now Baker and Tilly to walk us to walk the board through our uh issuance here for our street Improvement projects thank you evening Commissioners I'm Paul Steinman with Baker Tilly formerly Springstead uh here to walk you through your action this evening uh and that is a resolution that you have before you to set this the date of the competitive sale for these bonds uh the bonds are a, 305,000 they're General obligation secured Improvement bonds series 2019a uh to be uh uh uh issued to finance various Street and related utility improvements within the town um so um the remaining part of this process will include a raiding conference with uh with Tom Kelly and and Patrick probably as well the week of September 2nd I think that's set now for September 5th that rating conference with Moody's um and uh September 16 at 10:00 a.m. will be the actual sale date we'll receive competitive bids in our office um on this uh sale and I'll be here that same evening at 7 p.m. to present and recommend um Award of those bonds to the winning underwriter um and then the proceeds will be received when we close the bonds on October 15 and uh quickly the the bonds are structured over uh these are assessment bonds um they're structured with a 10-year repayment term um and they're structured around the assessments to result in an even annual Levy amount uh annually over the 10-year term and then there are portions of this uh structure that will be paid for from utility revenues um and um those will come in to reduce the amount that you would have to otherwise Levy to pay the debt service and those are the high points of this issue and I'm happy to take questions if you have any got to pay for the streets how to pay for the streets the streets are I went to a movie last week and they said the streets are paved with cheese but I don't think that really true so anyway no I I think we've went down this road a number of times and it's the time the the only question I have is I'm guessing that on the day of the auction is when we will actually learn what interest rate we're paying that's correct uh but we have an estimate we have an estimate and that estimate is I know I have that here sometimes give true interest cost but that isn't always the the best our estimate all right our estimate today is under 2% uh today and this was an estimate made on August 8th and since August 8th uh is the 21st so in the last in the last two weeks even we've seen the market move in our favor in issuers favor by probably 10 basis points 10 hunds of 1% um almost a half of a whole percent over the last month the market has moved in our favor so um so but these were ran at 1.96% so if do you have a rough ideas to perhaps how many interested parties there might be for this for a sale of this size so I I would always hope for at least two bids so that we can call it a true competitive offering um if there's one bidder however I always remind folks it's and it's happened many times uh that one bidder doesn't know whether anyone else is bidding so so it it's still a competitive offer on a, 35,000 we we have we have seen some challenges um because there's a lot of supply of bonds in the market right now um my expectation would be three and hopefully four Underwriters um well many more three or four bids uh but many more Underwriters because a lot of times 10 or 20 Underwriters will roll up underneath one Syndicate under under one bid so would would the interest that we pay have anything to do with our rating the interest that you pay has everything to do with your rating uh your rating is currently a double A to and so if you take two more notches you get to Triple A which is the top uh and best rating so able A2 your next increase would be able A1 and then uh um the best rating that you can achieve would be a AAA that would be the next um not and yes it it has if you were so these are double A bonds if you were in the if you were in the a category a doublea uh let's say the a category uh which is a couple notches below this you would add 20 basis points got a question about the state for a parking ride and I'm just asking if we can extend the no parking signs all the way down to Crescent curve on green Heaven drive all the way to Crescent curve last year we couldn't get on our driveways or get our mail cuz everybody parked in front of the mailboxes and we got those great big stands and they couldn't swing the doors open cuz there's cars in front of it so what I'm asking for is if we can get the no parking signs down far enough that'll discourage them to park in our street this is over by uh uh in the western Woods yep it's right by each 23 of our packet I think we have a diagram of that what you're asking so uh it was in the consent agenda so if you turn to page 23 I think you can see what he's ask because you've got it all just just to the second entrance of the church on Green Haven and the thing is is they'll just bypass that and park on our street and they did last year and then the the city finally came out and put signs up to get them out of there but it took 3 days to get everybody out of there and this is because of the uh parking right the parking right and I called the state fair it took me a long time because I called the state fair it took forever them for them to get back to me and I says are you going to do anything they said no we can't the city has to and then they put Township well I don't think the city will help us the township but and then he said they put up a big sign flashing sign by 96 it says don't park on you know the roads you have to park in the lot only I said well there's only the only thing is there's two other entrances to Green Haven Drive and if they don't go that way they're never going to see the sign so I called the county and I says do you have any I mean can you tag or tow they said no not without signage Dale is that would that be an issue or a problem it's only about a block and a half down farther from where you're going to be now if I remember correctly we had to remove those sign we put them up all last year then we had to remove them back because we had complaints from residents beyond that not everybody's agre in agreement uh beyond that point so that is why they've maintained with the what they are you know there the signs actually staff memb is out there putting up the signs right now that the board approved I tell you what we can do uh Scott we have a executive board meeting on Friday right um we can uh pull this back out and review it then and uh if you want to leave your information with staff and we we'll get back to you and we'll get it figure it out for you okay all right because then we can research what what happened last year and to make sure we're not it was and I called the state fair and I talked to the guy that does the parking and he explained to me that that lot was only full once last year I says sir you're definitely wrong I well the only thing is if there's a funeral that takes up half that lot right and they'll block that off and then they just go in our neighborhoods to park and you can put up the sign and said please don't park in the neighborhood what does that mean well other than that uh except for the parking did it go okay last year for you guys over there once the signs got in okay but I mean they did post the whole neighborhood then okay but as far as trash or noise complaint oh the trash and the noise wasn't okay that wasn't a factor all right it was just the part and Green Haven Drive is not that wide and they Park on both sides and the street curves and you can't see I have a block ahead of you until they're on top of you and that's I mean it was not a good sight to see well I guess I'm curious to what to Dale's comment about other residents complaining about the signs being there well that's why I said only bring it down to Crescent curve you don't have to bring it all the way around all the last year they did almost all the green even drive I mean they parked everywhere they parked for three four blocks away and walked in all right well Dale if you can give us some information for Friday yep I'll I I'll get the clar clarification exactly where they but yeah okay yeah because it's only another block and a half from Calvary down to where I'm talking the Crescent curve it's only another block and a half and if you can determine that far then they'll kind of get the got nominated didn't you hello I'm Maryann Buck I'm president of the white bear preserve Condominium Association and I live at 4281 Oak Drive I'm also a real estate agent and um we of course are neighbors to water Gremlin and I just recently sold a property and one of the potential buyers was told no you don't want to buy in that neighborhood it's a dangerous neighborhood and asked why well water Gremlin is right there and I think this is something that the Township needs to start addressing now there's no nothing has been we don't know anything at this point so there's no uh nothing we can say other than go look at the website but I think the township has got to start getting involved in some manner shape or form or start supporting the community saying that look this is a very safe place to live this is a very safe place to be um this A happy place to be whatever uh because it's affects real estate values it makes people in my community not very happy I have a number of people have asked me about what do I know about water grma what do we know about what's going on because we're part of We're In the Zone not a lot of the township is but part of it is and I think it needs to be addressed and I think the township needs to address it because after all you are the leaders of this Township thank you thank you all right Larry you have a little recap for us yes I just uh like to just to make you aware and the public aware of some of the ongoing projects that are underway and to just give a a very brief update on on some things a couple meetings ago um you uh gave authorization for uh some storm sewer repairs on on Portland and um I happy to say that work is complete they're doing uh restoration on that area and same thing for Still Water Street some storm sewer was was uh installed in on in that area and that project is nearly complete as well um over the course of this summer um an intern was doing some work on our GIS system and that intern his last day was today um he made great progress and um you're done right well he he really he really hammered out a lot of a lot of information we have we have some um things he noted that we have to come back and uh um do cleanups there's some odd things he saw when in certain areas that he noted um that we need to go back and uh take a look at but other other than that he got through a almost all the storm sewer system which was our goal for this year wow um a couple other projects uh Lift Station number nine our last lift station which we're looking to renovate work is just getting started on that um water tower painting they are um mobilized and they are um working on that project actively now they're in right now they're starting in the the inside of the the water tower uh for repainting and uh they're they're hitting with uh a lot of Crews it seems so um the end schedule then to have this thing well they started later than uh they were expecting it seems like they have uh amped up they want to work Saturdays and um they have a lot of Crews that are there now to try to get it get things done um then the last project update I want to give you is our street Improvement project they are starting they started uh this week they're starting on Whitebear Parkway and curb removal is is taking place I'm looking to pour some of those curb areas uh later this week and that's the first area after they um get through Whitebear Parkway they're looking to move to the Parkview Drive area um then the Weston Woods area and then finally the Hobie Hobie Lane area we did send out a a newsletter to residents of those those uh those neighborhoods to let them know um kind of approximately when things would occur so so just very brief updates but for you and for the public do you have a sorry no go ahead do you have a rough idea when the Weston Woods project might be worked on mid-september late September sometime early to mid September start so so far are you getting any feedback or not from um I haven't heard much I don't know Dale have you heard much uh in terms of feedback on the street project yet no I have not had a call oh that's a good sign yeah we're just getting
