So you should have in your packet the January 2026 activity reports and calls for service for the Sheriff's Office. Just to give an overview of that. So we had, excuse me, self-initiated field activity, which includes traffic stops, extra patrol, business checks, community engagement, general public assistance, and then paper services. And then other calls for service, 911 calls where we respond for service, as well as medicals, which completed 171 total calls for service and self-initiated activity. Does anybody have any questions on any of that? Thank you. **Douglas Juntunen (Council Member):** I didn't have a question, but I just had a comment. I'm looking over these things, and I saw that I don't know what everything means on this, but I thought it, some seem self-evident, but I saw that traffic stops, and there was 20 verbal warnings and eight advised, and then there's one called TAG. We would much rather explain it because sometimes we forget because we live in that. hear it all the time. Appreciate the questions. We do have again all four deputies pursing to the contract. So as a small update to the administrative support position, we have extended a conditional job offer because Sarah, who was previously filling that position, has been given the full-time position within our office, she applied for that and did receive that full-time position as our leads record clerk out of the Carleton office. So there was interviews and a hiring process to replace the part-time position pursuant to the contract. So we did extend a conditional job offer, were almost complete with some pre-employment things that need to be done on that, and then that position will hit the ground running hopefully. And be back up and manning the most like, emergency response center station full time, or part time, but all the time. But as it has been, we haven't had that position in there since Sarah had that other position. We have still been conducting all the work. It's just been done from the Carleton office because we had to fill that position too. And so, as far as like fingerprints, those things are still being done down here. We're just coordinating it. The deputies have been trained on how to use the fingerprint machines down here. So, we are still trying to fill all of those gaps that we can, but all of the work is still being accomplished, just temporarily from a different location. and then we have some notes and some things. If someone calls in, 9-1-1, obviously the deputies come if they want to drop off some medication, unwanted medication, or anything like that. Those services are all still available here as well. So we're trying to mitigate the minimum time where someone is not there, but we will get them there as soon as we can. **Jim Michalski (Mayor):** Any other questions, comments? We'll start in the water department. The water department absolutely got its tail kick this last month. We had two water breaks opposite ends of town, right there in that cold spell. So it's actually... Water Department distributed 5.7 million gallons drinking water in the month of January. Last month, December, it was 3.8. Those did total to about 100,000 gallons per day in lost water. The one on South Aero Head leaking for about two weeks. The one on Industrial Road finally surfaced. That's been leaking probably since the price started here. That light is horrible. So, good stuff. **Jim Michalski (Mayor):** It's a good thing. It's good. **Phil Entner (City Superintendent):** Yes, absolutely. So yeah, one thing I'm noticing too from wastewater sites, we'll jump into that, is one list station that was fairly close to that break. Its run times are now dropped. And it's dropped considerably over a lengthy period of time to where we're getting total different readings out of that list station. That's telling us as we had that water getting in, I&I contributing more and more capacity at our ponds, which is going to be a good thing for our ponds in the end, once we get to that point. So all good things, spent some money in January, nobody likes that, and it was cold. It was really cold for three days, but we did what we had to do. Treatment facility, I'm still looking into other possible options for increasing pond capacity at the wastewater facility site. Training on Tuesday I'll be at, and I'm training in March I'll be at as well, trying to come up with some more ideas, kind of like the bug program, like we did two years ago. So anything we can do there will help the whole cause. these railways arm so I spent kinda slow this last month nice so that's good frost that's what 36 in the road so we're getting down there arm equipment seems to be holding up fine cemeteries January was quiet campgrounds will shut down the winterized through like I mentioned last month we get around to it hockey arena is almost completed I believe. Pretty close anyway. Storm sewer thawing and steaming is in progress this week as we get warmer temperatures. Things are going great. Dishwalker washer is working great. I had you guys June promotions there, just some ideas, just so you can kind of see what we might be doing. In regards to promotions that are happening soon here, karaoke on the 21st at 8 p.m. And we'll continue that the third Saturday each month, at least ongoing for the next few months. So really cool there. 28th, we got a meat raffle. Let's see. 22nd of this month, we have a chili cook-off, and there's music with Tony, Don, Tracy, and Scott. That's from 12 to 3, the chili cook-off. March 15th, which is the Sunday before St. Patrick's Day, we have Science Street Detour Band. That's from 3 p.m. to 6 p.m. So everybody come on out and check that out. Let's go numbers here. We're starting off a little slow in comparison to last year. You can see that in your profit and loss statement. We're down about $5,000 from previous year. If I look at the daily revenue, I can pretty much pinpoint a week there of super cold weather this year compared to last year. That kind of illustrates why we're down there. But I will also point out we've spent probably, it looks like a little over $26,000 less this January compared to last January. So we're sitting okay in that regard. **Walter Lower III (Council Member):** Yes, Paul. I'm seeing that the younger generation that has come up, that they're not drinking as much. So the drinking from the 21 to 25 is down. And I've seen on the news, I can't think of what town it was now, but they had a report It was up on Iron Range and they had seen a drop in sales. And there was some... **Staff Member (Liquor Store Manager):** From that age demographic? **Walter Lower III (Council Member):** Well, just... **Staff Member (Liquor Store Manager):** Just in general. **Walter Lower III (Council Member):** In general. Yep. But there is some talk about seeing liquor sales go down here now and in the future because of the trend that is going down. **Staff Member (Liquor Store Manager):** There absolutely is a trend there. Our auditors spoke to it a little bit. So we're one of the more profitable municipals that they've seen. they've seen a slow decline across the board at places they audit. So they are seeing it, so they say we're doing an excellent job here. **Walter Lower III (Council Member):** Okay, that's good to hear. **Jim Michalski (Mayor):** Yes. I think the more things you do like meat raffles and bands and stuff, that draws people into whether they're drinking alcohol or drinking pop or whatever, so kudos on... **Staff Member (Liquor Store Manager):** It's my favorite part, you throw something against the wall and see if it sticks sometimes, right? And then you want to get that appropriate age demographic of what you're doing too. Younger bands and you know. **Jim Michalski (Mayor):** I see you have the karaoke too and somebody just told me today that you don't have to be a good singer to sing karaoke. **Staff Member (Liquor Store Manager):** No, you do not. **Jim Michalski (Mayor):** Any other comments, questions? Thanks for your oversight. Technology department. **Taylor Hansberry (Deputy Clerk):** Technology department. I have been working with a couple of companies. First company about the speakers that are down at the arena. They've had some problems at some of the games with it cutting outs and things like that. Looks like the speaker system is over 20 years old, the one that's in there. So I'm not quite ready to present anything, but just wanted you to know that sometime in the future here that'll be a topic that I bring up. And then also the cameras down there, we did try to clean and recalibrate them, didn't really work. So we could be looking if that's something we want to do in the future is replacing those cameras in the arena. But again, that'll be something I bring forward down the road here. And then it is time for our renewal for live barn. I'm not sure if I mentioned that before, what that is. So it's something that The city undertook six years ago. It's a six year agreement with these guys. They come in, they set up their cameras. We don't pay anything to have them. They make their money off subscriptions. So people who watch the hockey games can subscribe and they can watch the games live down there. And there is a bit of a share. I'm not sure what the split is yet as to how much the city gets off subscriptions versus what they make. So I'm working on that too. and then we'll have to make a decision if we want to renew for another six years or what that looks like. I thought we would take a look at the campground since it may not be open to the public yet, but it is open as far as making reservations. So you'll see this in your packets, a little snapshot of what's happening. I put a rectangle around the stuff that is year over year for the last three years. So 2026, we're starting off with a bang. It's the best we've been in the last three years. So that's great, even though the reservations are down from 2024. That's why I made a note that we did increase the rates by 10 bucks and everything, excluding the dry sites and 10 sites. Another thing I'd point out with that is something that's interesting. I know Taylor has spoken about it, I mentioned it before. We're so inundated and busy with the online platform now that that first day is so busy. So just for example, in 2026, we've made that $55,855 in just January as a whole for the month. $32,135 of that was on night one. So that's how many people line up and get in there to make their reservations for the 4th of July, Agate's, things of that nature. So just wanted some visibility to that, so that's almost 58% of the revenue for January happens on day one. **Jim Michalski (Mayor):** This was impressive. **Ryan McKeon (Finance Director):** It is, sometimes it crashes. **Taylor Hansberry (Deputy Clerk):** It crashes the site every single year. People wait for midnight to roll around and they get on there. And once it crashes, we get texts and emails. Like, there's nothing I can do about it. **Ryan McKeon (Finance Director):** Four people have the same site in their cart. **Taylor Hansberry (Deputy Clerk):** At midnight, yeah. It's a thing. We crashed the site again this year. I did put some other stuff on here, just some interesting stuff. It's nothing I'm really going to speak to. I don't see anything reason to right now, but just interesting for your leader, I guess. **Jim Michalski (Mayor):** Any questions? I just wanted to highlight a couple of items here. The annual pond capacity memo is something that the engineers are working with. We have received draft form of it, but some modifications are in the works. That pond capacity memo we will likely have presented to council in March, so the city council can look forward to that presentation next month. We will be asking the engineers to come and speak to that, so a great opportunity to engage and have questions answered. We also have engaged with the Crawford County SWCD on additional funding opportunities, so if you Remember, they are already working with us on our grant match for our storm sewer planning grant that we've received. And so we're already looking for additional opportunities to collaborate with them, which is exciting, and our engineers are being actively engaged in that. You'll see in the meeting minutes under item E, there are some additional project ideas. If you have any questions, please feel free to ask us specifically. And then the last item from the minutes that I wanted to speak to is regarding the DNR grant opportunities. So Taylor's been heavily engaged with a couple of different entities regarding our application for that DNR grant to replace the city playground. And so we should have more in March to present on that as well. Any questions on the engineer report? **Jim Michalski (Mayor):** Chamber of Commerce update. **Ellissa Owens (City Administrator):** Yes, but city staff actually engaged in the League of Minnesota City's legislative update meeting today, and so therefore we were not able to attend the Chamber of Commerce meeting. I would just recommend that anybody with questions regarding upcoming events or opportunities, that they look at the Chamber website for a listing of upcoming activities and ways to engage. **Jim Michalski (Mayor):** Any questions? **Walter Lower III (Council Member):** Gina, when they'll be voting on the for the July Grand Marshal? **Ellissa Owens (City Administrator):** That is an excellent question. Usually they're engaging in that in May or June, but I will get that information and bring it forward. **Taylor Hansberry (Deputy Clerk):** They discussed it today, and they're holding on a theme now, and the Grand Marshal will come after that. There's been a very big push for Elaine Zwicky, so if you have the next meeting you guys have, that would be one name. **Jim Michalski (Mayor):** How about any discussion on census the 250th celebration of the United States? Has there been any discussion down there about doing anything extra on the 4th of July that you know? **Taylor Hansberry (Deputy Clerk):** They haven't really discussed any of that. They mentioned that the Maybe today that maybe the theme may deal with something with that, but... **Jim Michalski (Mayor):** Yeah, I was just wondering if any extra fireworks or something I should have gotten in the meeting I couldn't make it though. **Ellissa Owens (City Administrator):** We have received a communication from the company that normally works with the city for fireworks regarding that So I can gather some information and bring it forward to council to see if there are additional opportunities for... **Jim Michalski (Mayor):** Thank you. Previously discussed business, 8th Street vacancy. **Ellissa Owens (City Administrator):** Yes, so at last month's meeting we talked about the 8th Street vacancy and the request that has come forward. The The vacancy was brought forward to the Water and Light Commission and the Water and Light Commission made a motion to maintain their electric utility easement through that particular section of A Street. And so it was asked of city staff to engage with the Water and Light and then come back to Council. What I'm looking for today from Council would be any discussion and or motions regarding maintaining city utilities easements through that particular area as well. And or how to proceed with the city attorneys moving forward. **Jim Michalski (Mayor):** We have any questions Comments I get one individual from this a president that said that they are in favor of keeping the original flat and not to Have a vacated that was it Any other films or any reason or Are we gonna, I guess the easement question is, if they keep theirs, is it the same easement for? **Ellissa Owens (City Administrator):** It may be different sized in order to encompass all utilities in there. That would be something for what they do. **Walter Lower III (Council Member):** The Guard does the Water and Light want to keep their utilities through there? I also think we should keep our ability to. **Lou Ohly (Council Member):** I agree, I think we should. And then once they hear from Council whether or not there's a desire to maintain those utility easements, they will proceed with drafting the documents necessary in order to vacate. And then there is a need for a public hearing. So it's something that would be facilitated through the Planning Commission. In order to bring those documents forward to the Planning Commission, we do need to know whether or not the City Council would like to maintain utility easements. **Jim Michalski (Mayor):** I believe we have consensus that we would like to maintain. **Council Members:** Yes. **Jim Michalski (Mayor):** Yes, thank you. Public safety budget savings. **Ellissa Owens (City Administrator):** Yes, essentially this is an earmark in order to make sure that this item does not fall off the City Council agenda City staff has had limited time to work on this item specifically We also will be engaging in our audits. We'll have a finite figure we have gained some Input from council in previous months that has been recorded and so we will work through a presentation to council on these savings This is to make sure that it does not fall off the agenda If there are any ideas that come forward or any other additional comments Please feel free to get them to city staff and we'll utilize those in our presentation. **Jim Michalski (Mayor):** Question City's was like employee parking area. **Ellissa Owens (City Administrator):** So to provide an update on the city parking lot, the city has engaged with the engineers. The city requested that SEH essentially prepare a schematic layout, an estimate for a parking lot. We are looking at having 10 plus stalls, ideally 12 plus. SEH will include costs for a privacy fence within that estimate. A fire alarm panel and siren must remain in place on the property and they are aware of that. So we will be bringing forward to council what the city engineers present to us at a future meeting hopefully in March. **Lou Ohly (Council Member):** Well, where would the privacy fence be going? Would that be going on the east side there? **Ellissa Owens (City Administrator):** Yes. **Jim Michalski (Mayor):** Any other questions? A subsurface sewer pre-consister request. **Ellissa Owens (City Administrator):** Yes, so this item was brought forward to Council at January's meeting. I wanted to provide an update on the work that has been done thus far. So the city engaged with Carleton County regarding the county's willingness to facilitate inspections and permitting for subsurface sewer treatment systems. The county is willing to engage. in inspections and permitting. In addition, we've been working with our engineers to get money on essentially the cost for sewer extension in the rock or in ledge rock versus mound systems for those particular properties. So we will bring forward all that information to Council at the next meeting. We've been making progress. What we've been advised to do next is check city ordinances to see if our city ordinances address mound systems within the city. and do a little research regarding city ordinance and this particular request. So more to come on this. That is our update at this time and we will bring it forward again in March. **Jim Michalski (Mayor):** Any questions, comments? We're on the new business, Kettle River Snowmobile Club, Gambling Fund Contribution request. **Ellissa Owens (City Administrator):** Yes, the city received a Gambling Fund Contribution request from the Kettle River Snowmobile Club. In addition to the communication that was included in the packet on Wednesday, the city received a little bit of additional information regarding the donation request. The specific amount requested by the association is $1,000. The donation will go towards assistance in paying for the annual dinner at the banquet. The Kettle River Snowmobile Club is a 501c3 nonprofit organization. This does meet the requirement for gambling fund contributions to be dispersed. The City Council does have discretion over the amount. So the request was made lawfully and meets all requirements, state requirements. And so now it's just a matter of council engaging on the particular amount from, for the request. **Jim Michalski (Mayor):** Comments, questions, potions. **Walter Lower III (Council Member):** Well, how much money do we have in that? **Ellissa Owens (City Administrator):** It is approximately $20,000. **Walter Lower III (Council Member):** Any other questions? It's the pieces we have to take in and out two to three times a year. the glass itself is extremely heavy and I'm not gonna lie, we're gonna have an accident with that glass that we have currently right now.
