screen hello Chris hello very good we have a couple housekeeping matters to take care of before we get into the agenda this evening uh the first one is under miscellaneous business on the last page of the agenda and we need a motion to withdraw previous objection to the liquor permit transfer for rock cider Group LLC 5300 Rockside Road patios and pool area from ramar LLC 5 Rockside Road patio and pool area we had previously filed I think an objection to this and now we're withdrawing that objection is that correct yes based on uh uh discussion at the Planning Commission level and approval at the Planning Commission level uh it would be in our best interest to withdraw a complaint and let let that proceed I'll make that motion do we have a second second and what was the previous objection the uh actually it was no one came to the Planning Commission so was until they came to the Planning Commission so we understood the project more thorough thoroughly they were out of the country and so they came back and we were able to meet uh last week and uh uh come to an understanding at the Planning Commission and so with that we said that we would recommend the council that they would withdraw our objection and this is for a new Mexican restaurant yes yep uh they have one in Strongsville and young Youngstown yeah Young and again the name of your restaurant Ser what the name the name the name of so it it uh again after two appearances at the Planning Commission we were impressed with the with the project and everything I think it's it fills need that the Rockside Ro has um just kidding have the permit Mike has the permits been issu are they we talked about that brought me drawings we need to very good good luck with the project John thank you uh and we have a second uh request for a motion we need a motion to amend ordinance 2023-24 that was orance authorizing to purchase delivery of four new 2025 Whit key residential front loaders mounted on auto power ACX cab and CH uh and uh we need to uh amend it to include an additional vendor which is National Auto Fleet group yes that's correct not so much it's an additional vendor it's more of a DBA dentist or a related company that the the the PO was in one name but the the uh the bid order was with the was from in another name and we just need them coordinate so that uh we're paying the vendor that conso actually approved correct uh Best Equipment presented The Proposal uh it's based on sourcewell pricing and United Auto Fleet group is the a awarded contract holder so the uh purchase order needs to be issued to uh uh that group so this will clarify the correct it does not change price or anything in any way Vehicles will still be delivered by Best Equipment in um they will do all the warranty work so may walowitz thank you yes djano yes Gren yes those are the two housekeeping uh items that we had on tonight's agenda we'll now uh proceed to the second page of the agenda we have nothing under second reading so we have under first reading ordinance number 20 23-13 is an ordinance authorizing the mayor to enter into a contract with the Kyo County General Health dist district for public health services for 2024 and 2025 for the City of Independence and in the the amount for 2024 is $ 54,9 and the amount for 2025 is $ 6,672 I guess it's based of per capita understanding there is someone to explain some of the services that the city uh sees from I know it's required by state law that we we have uh the uh Health Department yeah I mean Services um for the restaurants the uh sanitary I think home days they come in home days home days they make sure everything meets the code variety of services last year was $50,500 increase a year and I believe one of the GS that was with the Department of Health would come out and give us presentation to the council so at least back in few years back yeah we can we can ask him to do that again very good just to see what what you what we we'll request that they they come out and uh maybe during a before a council meeting they can address Council or a workshop or something just to give us a I was quite impressed with the presentation the Y very impressive very it seemed like some of these are programs available to Residents I don't know if they would tell us the number of times the residents would at least give it a give an idea idea saying here's what some residents are actually utilizing some of these Services you know we'll we'll find that out we'll get them out here make another presentation how's that yeah remember the past we had kind of a record of what what services be forid how many how many residents took advantage of that so that's what we'll do okay any any questions regarding this or any opposition to having this on the consent agenda this evening we were required to have this by law state law anyways so uh Amanda this will be placed on the consent agenda this evening we move on to ordinance number 2023 d114 uh it's an ordinance accepting the proposal of C&J contractors for demolition of the dwelling located at 7905 Stone Road an abatement of all public nuisances and disposal of all Resident residential materials from the site and uh Mike would you like to Mike provide us a memo on this uh this matter uh so this property is as all Council knows has been a a nuisance property for quite a long time uh act in excuse me June of 2022 the property was posted as a nuisance uh in August of that of 2022 Council ordained the uh declaration and uh uh we move forward with the abatement process at that at that point the owner was notified um and and he removed there were there were at one point there were 13 abandoned vehicles on the property he removed a couple of the vehicles and then everything stopped the weather turned then the following year he never picked up and started doing anything so we notified him uh in July of of this year that we were moving forward and he came in and told me that he would uh uh he wanted to list a contractors so he could find a contractor to come in and take care of the property and fix it up and everything uh bring it back up to where it's uh habitable uh I think two more cars left the property and that's been the end of it so we uh move forward with the uh we I say we the building department moveed forward with getting the uh uh estimates the bids for the Demolition and abatement of the nuisance of the property and uh we contacted four contractors three of which provided a uh a bid uh of the three C&J contractors was the lowest uh so I'm asking that uh Council uh go ahead and and award the contract to or award the project to CJ contractors and we'll prepare a contract and enter into a contract with uh them for abatement of the new of the property now Mike during this process didn't the owners file an appeal with our Board of zoning appeals but they didn't show up for they did they filed an appeal with the border of zoning to which no one uh appeared to make any type of argument uh at that point the bard of zoning uh affirmed the Declaration of nuisance and uh the property has not been I've been with the city going on 12 years now and I the property has not been occupied in the 12 years that I've been here and it's been a nuisance for longer than those 12 years from the uh records that I find in the in the street file I I believe even the mar has been un occupied since maybe the 90s or at least for over 20 years it could be that long any questions for Mike from from councel and so once the abatement is completed this 17,500 or whatever the contract amount is will be assessed to the homeowners taxes yes I think Greg though you'll correct me if I'm wrong we technically send an invoice and give the property owner X number of days to pay and then if they don't pay it goes to the assessment process you could be right I know there's a provision where they can redeem uh the assessment I thought it uh went first and have to look at that grunty I thought we sent the invoice that left that went unpaid so that triggered the assment point is correct that they have the homeowner does have an opportunity I 30 days to redeem without the assessment uh take effect and the interest rate and I'm just looking at the County Auditor's website this homeowner is current on their property taxes and has there been any communication with this property owner since the noow at the zoning board since uh well he appeared in July we sent him a notification of uh on July 11th that we were beginning the process and he came in a few days after that and told me that he wanted to take care of it he'd take care of it himself and uh as I said I think two more Vehicles left the property and that was it is he aware that we're voting on it this evening I'm sorry is he aware that we're voting on it this evening I have not spoken to him it's quite anomaly I I believe the last one when we went to this extraord orary measure was the grunt property uh and I believe that property tax bill was current even though there was the roof had caved in and there was storage it's it's quite interesting that the property taxes are paid but the upkeep of the property is not we did communicate with his attorney his attorney just kind of like rolled his eyes it was it was uh he understood he understood the city's position that we were moving forward Mike there isn't anything in the house worth saving it's not structurally sound it's all gotta go there I have not been in the house but the foundation was was uh dug up and it's uh there's a open trench been around in an open trench around the foundation for the last three years uh there's uh open Eaves and damage uh to the siding to the to the roof and and I have no idea what the inside condition would be um uh it it's not only it hasn't been inhabitable but it's not as if someone could have easy easy access to the property either uh the the door on the one side is is that that porch is loaded with a bunch of debris aloh so that no one could you know you wouldn't see anybody going in and out very easily yeah if we follow the same procedure we did in that other extraordinary case we will send out notice that we've contracted with the contractor and we will send out a second notice that the contractor will be showing up on this specific dat um just to give them you know the opportunity to remove items from the property should there be any in there they would like to reclaim which is the same thing happened with the other kind with the other I think Mike Mike was on the ground there I don't know if the homeowner in the other incident a few years ago did they show up and remove stuff out of the property oh yeah that he was there every day that the demo contractor was doing work I think that was his story that's where he stored his junk I think yeah with the property that was on Bramley Drive did we do two readings for that one no no but he'll be notified similar to what Mr grunt was notified Mr grunt did show up every as as the Building Commissioner indicated he did uh remove some of the items and he actually uh uh uh convince some of the neighbors to take some of the items temporarily so a question related to the edge of the property where there are some concerns from a neighbor of trees having already fallen onto one of their vehicles that's across the street I believe that's across the street yes he owns another vacant lot across the street from this property on Stone Road that'd be in the south side of stone on the south side thank you and like I said this problem has been going out it's not just 5 10 years we're talking about 20 30 years that's been going on that nobody's lived there and it's been a eyesore for the community if you can see that because it's so overgrown some it had to drive by twice to to make sure I have the right right place I still never saw it yeah it's over can't see it any more questions for Michael on this any opposition to this uh being on the consent agenda hearing none Amanda will put this on the consent agenda thank you Michael you're welcome ordinance number 2023-the the distribution of Grant funds received through the Ohio ambulance Transportation program to eligible employees of the City's Fire Department I believe it's $20,000 and Steve I know you informed us maybe at the safety uh meeting but you informed that you applied for that Grant and and if you want to explain a little further so um couple months ago we we put in for this grant rece Steve speak into the uh mic please so we received $20,000 from the state uh for the purposes of U dist distribution to the workers that worked through the pandemic as a uh form of premium pay uh so we working with the finance department in payroll records we went back and looked at the regular hours that people worked and then it was based on that for each individual that was eligible to receive that so that list was generated and provided to finance so we're just looking to go ahead and distribute those funds and you're still working on that list uh see that as far as who would get I think the the list is together but I got to work with Maggie on as far as any benefits that have to be taken out of their taxable amounts and that and so forth see what the final number is I just have the number based on on hours worked you know it ended up being a few cents an hour that was increased over that period of time I see any questions for Steve any opposition uh to this ordinance we'll amend we'll put this on the consent agenda thank you Steve ordinance number 2023-24 authorizing the purchase and insulation of police vehicle equipment incar video systems and vehicle graphics into newly purchased Police Department vehicles in an amount not to exceed $ 77,78 and Dennis I know you sent a memo on this if you want to expound on it yes as a council may recall we had the opportunity to purchase uh four vehicles from the City of Kent when they did not follow through with they a purchase agreement that they had at the time we had uh legislation to upfit three vehicles uh the sister legislation for that was only for three vehicles uh we purchase these four vehicles and basically with this increase will allow us to uh upfit the the fourth vehicle uh there is a request this be then and now legislation because of the fact that uh at the time we purchased the vehicles we weren't sure exactly uh what modifications would be needed uh to upfit them because they were ordered to the specifications of Kent and that's why there is the increase of $155,000 for the fourth vehicle very good Dennis I'm comfortable though with with with the legislation as it reads without the then and now because the POS that we using to pay for it were were cut in 2022 and the invoice for the 15,000 and change was received in 2023 so the PO date precedes the invoice date so I think we're okay okay thank you director thank you Dennis thank you Chief anything to add to that no unless anyone has any questions any questions regarding that matter any opposition putting on the consent agenda this evening I guess but I have a question so the first where as says that these are for the three newly purchased Police Department vehicles that we got I guess from was it Kent State or Twinsburg but then in the fifth whereas it says four Police Department vehicles the uh first whereas is for the previous legislation where there were three vehicles the second is for the four vehicles okay so it is a total of four that is correct and I think she wanted to take advantage of the opportunity to get these vehicles since it takes the lead time to get these or yeah we're still waiting on the vehicles that we were going to be ordering for this year if you recall uh we did not receive any vehicles in 2021 where was 20122 I believe one of the was it 22 that is correct in 2022 we got no cars um so that money was still waiting for us in 2023 we had ordered the cars they never came in this is the only opportunity to act on any cars um our Fleet depreciates over time with the use that our officers put into them uh so we're able to act and get these four uh Vehicles based on Council doing the emergency legislation uh with uh our help and we are still hoping for the 2023 vehicles that we were originally going to be trying to get yes those vehicles are ordered through uh Valley Ford they still not have they still haven't been scheduled for production but there's still a slight chance that they will be produced this year well the strike going on that have that probably have a big effect on that too I would think correct yeah very good thank you D any other questions any opposition of putting this on the consent agenda this evening Amanda we will do do that add ordinance 223-1600 117 uh it's an ordinance authorizing the mayor to enter into a General Highway easement agreement in connection with the Meadow Brook buard Bridge replacement project Don would you like to uh explain on this yes thanks vice mayor uh if you recall the meow Brook Boulevard uh has been a private Drive since its Inception and we there was always a question as to the city's legal authority to spend public taxpayer dollars on infrastructure improvements and and because it's a substandard and its with we felt like we uh wouldn't be prudent to accept it as a formal dedicated right away but that uh a mechanism with this General Highway easement would be the right mechanism to give us legal authority to spend uh and make infrastructure improvements down there obligate us to make them and then forever maintain them it will continue to be a private Drive we're not to changing ownership of the road parcel but just taking the highway easement that gives us rights to uh maintain that infrastructure now the pavement of that road is that scheduled I think there was a meeting wasn't there recently as far as the paav meal Bird yeah we um we are starting that job tomorrow to replace the pavement should take about four weeks took us a little bit longer than we thought we were hoping to be under construction earlier but took us a little bit of time to obtain the easements very good and we'll get an update on our streets of sidewalks that's going to be held in two weeks from today at 4:00 any questions for done regarding this uh piece of legislation well it it reference references a uh exhibit B which is the General Highway easement map I would assume of the easement area but that uh does not seem to be attached to our packet so we could visualize it is this uh essentially the same footprint as the existing roadway yes correct so there's no expansion of the call the sack no oh no no there is a slight for the turnaround it was a little bit now we're pretty much matching the existing payment limits that are out there we had hoped to try to do something a little bit more glorious with a provide us a little bit more room to turn around and we just couldn't get approval from the um one particular property owner that was affected most by it any other questions any opposition putting this on the consent agenda this evening we will add that to the agenda consent agenda ordinance number 2023-the introduced by the streets and sidewalks I think the it's the Safety Committee members that are in the agenda but it's streets and sidewalks that that introducing this legislation but it's ordinance 2023 1118 it's ordinance authorizing change order number four to the agreement with El Robinson engineering for professional engineering design services in connection with breel Road improvements Rockside Road to State Route 17 the Clover Le and in an amount not to exceed $135,500 bringing the total contract amount to just under a million doar $995,000 uh and I think uh you're not opposed to keeping this on first reading since there is a streets and sidewalks meeting in uh in two weeks correct but we may we explain how this came about that we have the four change order and the Genesis because it's it goes back about what five six years yes it does vice may it goes back to um actually the proposal original proposal was dated 200 late 2017 and it was the initial authorizations were early in 2018 and it it was originally meant to be one design project from on on rexville road from Granger Road all the way to Rockside Road and because of the top golf project we needed to um deliver that project quicker and so we took a little snapshot of the intersection by Triple A as as a first piece of this project so it it changed the scope of the design and the deliverables at that point in time and then it took a couple years to to build that intersection project and it turned out great a lot of positive feedback very roomy because of the widening and it gave us pause to look at the lane widths and thinking then coming back circling back to the rest of the project we were focused more on trying to U meet ODOT design standards for Lane withd and it caused us to think about changing the scope and making it performing a little bit of widening that wasn't originally in scoped with the original design contract and so um that's what's stemming the the the need now to increase the contract and we'd like to have the consultant come in and attend the streets and sidewalk committee meeting and try to answer all the questions and show you a lot of exhibits talk through a lot of the um thought process that went behind it now did uh have they completed their work engineering work from the bridge to the Clover Leaf the north part I mean because that I don't think it's really changed yeah you know initially that was in the scope and they while while they took the survey and did utilities base mapping did some preliminary work we decided because of the changing Dynamics at the North End of the city that wouldn't probably be money well wouldn't be money well spent to try to perform any upgrades there until a lot of those things got pinned down so we backed off on that end of the project and thinking that we would address it later it's probably M that that has is with the what's happened on the broo property and that and sale of the property uh it would make more sense to wait on that until something materializes absolutely absolutely so uh this really is not for going from the Rockside Woods interchanged going to the South to Rockside Road correct now in its current form that's correct any other questions for for Don just a comment that that this project was basically engineered and totally ready to go and then then it was shelv and there was conversation related to some sort of a median Area Boulevard and that's now been totally sheld also no where where did that come from your reference point my reference point was the fact that it was suggested that that could be a Boulevard and that was part of the reason why the project was set aside the project was never fully uh engineered this portion of it we were looking at different uh Concepts and there were things that came up that we asked the Consulting engineer to investigate and and study for us um to answer some questions that were asked but the the project was never fully designed and and quote unquote sheld ready for construction it was always preliminary work and even as it stands right now the project is wouldve been designed through the stage two out of stage three so it's probably sitting at 60 to 70% complete and design but the last 30 to 40% is where all the heavy lifting uh needs to occur and the scope needs to be pinned down so that those everything is is is finalized and this design can be fully completed and such that RightWay acquisition can be initiated and um utility relocations can occur it's a it's a this is a very large project and it's very methodical what happens has to happen first and so this is this will help us get the design buttoned up and get everything on track to move forward now may is one of the things that we're going to look at is the intersection with Longo you know and the entrance to that is that part of this Pro uh work or is it part of the longano uh project that's going to go out the bid hopefully later this year or early next year we have to definitely coordinate we coordinating efforts and um longano is going to happen quicker longano is ready to go going to be ready to go next year so that consultant has been coordinating with elel Robinson trying to make sure that um we're we're meeting at the same point yeah we have to make sure excuse me Lano will be done before rexville road so that'll dictate uh the parameters of the final engineering for rexville Road we're doing some widening Etc so the $850,000 that has already been spent on this engineering did not complete the engineering for this stretch of the roadway out of the 859 th000 that's been authorized I think there's still 160 to 170,000 available so we're not design contract has not been exhausted currently I think that was reflected in Neel Robinson's eel Robinson's spreadsheet of ours they at the bottom right corner they showed budget remaining of at $170 some th000 so they still and hence the stage that was was still reserved for the final the work effort needed to finalize the plans in some format given the decisions that need to be made but the bottom line this would be the main top or one of the main topics of discussion at the streets and sidewalks meeting in two weeks so it's imperity if council could make it just so there' be a lot of dialogue on this issue and we're still still as a reference vice mayor there still we're talking about burying some Utilities in front of the new proposed uh Temple there's a several different some foot widening on both sides so there's a couple of safety factors and utility ma issues that are being addressed as we speak so having time to do these and do them right probably was in our best interest very good thank you may so uh we'll leave this on first reading to be to be continued with your with your engineers will be here and everything too to discuss this more fully so it'll be an important meeting to to be at so we'll move on to ordinance number 2023 1119 it's amended annual Appropriations ordinance uh you want to explain I know you've given us ample information everything but if you want to discuss it in layman terms maybe sure thank you vice mayor yeah there's really there's no not really there is no total change in the total Appropriations uh it's just that proverbial quote unquote moving money around uh all of them are very very minor in in scope the only one that has any teeth to it is is the uh increase in the law Department's budget and it's true no fault of Mr O'Brien there but we've they've been averaging about 40,000 a month on the Billings times 12 months is 44 180,000 we've had 500,000 budgeted for that it it would have covered it but uh the the lawsuit with the Northwest Quadrant property is been becoming quite expensive and based on the last invoice that was received uh we need to to request an increase on that uh that account there within the general fund to make sure we could keep paying the legal fees but still we're able to take that money from other accounts and again it results in no no no increase in the total Appropriations for from from any of the other budget amendments earlier this year and this is just the second time we're amending it this year or third time I no it's actually um it is the third time uh but $3,466 460 has been the amount the budget in the general fund ever since December of 2022 when we adopted the original 2023 annual Appropriations ordinance so it hasn't changed we just keep moving the mixture around of that $3.4 million and I think back at pre your predecessor I know we used to do it anthy PR C almost every month we made a little adjustments as we went along yeah I'm not sure if we'll we'll be back at you in November but def definitely in December to make final adjustments final Revenue estimates based on 11 months of of Revenue in and so we usually do a a final one to to get it true it up pretty close in December so expect that and and if we need one in November we'll will'll request it thank you any questions for finance director uh the only thing I ask is in future budget amendments could we get a summation sheet that explains where the funds are moving from and where they're moving to so it could be easily followed uh in the general fund you you have that included that in the documentation just in in the in actual verbiage the previous Finance director used to attach a memo to these amendments explaining where the monies were moving to and from and it was we could do going forward it was very insightful to council because they could read through it would that help you vote Yes on any of these uh well I I have not voted yes all year I have not right it it may we could try right I do remember I mean uh John used to put there you know get in great in great Det even it was easier to do because it was on a monthly basis so we could see where the where they but it's the same same process just a different way of of doing it a little bit but the same results right the only explanation of this budget amendment we received was an explanation of your household budget and moving money from your taxes to your children's education which doesn't apply to the city finances whatsoever no but it was a great way to explain that there was no change in the total appropriation just the way anybody handles their personal budget you know you move things around in your personal finances and it was a way to explain what we're doing here and again you don't vote for these anyway so I don't know why we're beling this well Council should have the information okay and I think Jim had a question here too thank you Mr vice mayor uh Vern there was a rather substantial increase in information technology did you have any specific explanation on that no I T is 73,800 and the last time it was 73,800 there was no change in that didn't we appropriate I thought we had appropriated 663 for that that was two amendments ago so that went up uh two amendments ago the last Amendment from 663 to 713 um probably reflecting Dawn and Matt on the city's payroll and then the um the IT contract that we have to manage the department and the total went up from 663 to 7113 but you guys approved that in ordinance 2023 91 it's not moving up now right and because Council wasn't made aware of how funds were being moved in the previous Amendment council is not aware now that they actually move those funds yes you were because that cell was highlighted in yellow and the highlights that cells highlighted in yellow are different from the previous Amendment so it's very clear which which numbers are being changed very clear Vern but it might be more appropriate to other than just say something changeed to be able to say whether it went up or down considering how many pages are in the uh in this particular document needing to go back and go through each page by Page to match the yellow with the previous number makes it very difficult particularly when we get a a memo that's less than 24 hours before this meeting that indicates oh there's no major change it was all within a fund so all right well here we'll do it right now there's three amendments in the general budget general fund Police Department last time was 6379 million this time at 6159 million it went down the legal department was 500,000 last time at 700,000 this time it went up General government was 3.76 4 million the last Amendment it's 3.78 four million went up is that all highlighted I could say that in writing but it's right there in numbers for you it's all highl that's that's three things there's 38 cells highlighted on page one those are all previous AB budman previous amendments but it sure makes it difficult with all of those yellow things to try to sort it out particular the last excuse me particularly when we get information about it at the last minute increase in the Appropriations that's all that was worried about in the past I've been very communicated very clear on this uh if you want to debate it go ahead uh there's no increase in the general fund there's no increase in the Tiff funds there are no increase in all the other funds it's just moving money around which was done on a monthly basis I was told the previous four years so we're trying to do this less often and here we are and this was just sent to us at 8:00 last evening well I know that uh because I was under the previous Finance for 16 years everything and then you get used to you way people do things and he did every month there was a change we we would uh have where the money was coming to and and that too so I uh but i r like I said I understand we've been when you're on here for so many years you kind of know the routine how that things have to change around just to make sure that they all did so I guess maybe I'm not going to be around here after uh December but maybe whatever changes are made if it's easier just to to pinpoint you know we're taking money from this and and and coming over to that might I think might be a little easier for the members to understand that just that's that's uh I guess council's asking for a written explanation of the fund movement yeah might be easier than even getting all thep people and just I know with when they see graphs and you know table like that they kind of they kind of freeze up but if you get in writing that we're moving uh money from this department you know to that one and I think that might be a little easier to understand so just pages one through five are are what's actually being approved so I there's no way around not including those yeah in the documentation yeah but I like I know that just the written word sometimes uh uh to nonmathematicians makes you makes a little more understanding for them too so but uh I guess I take it that we're not gonna put this on the consent so it'll be voted separately I I can tell you surprise people appreciate Finance director your your your preciseness in in explaining information to the public I get comments from the general public uh appreciating the fact that they can understand in layman's terms the complications of government accounting and so uh uh feedback I get is very positive so thank you and I thank you to I I but like I said when you're here for that many years looking at financials for 30 years uh it's a little easier to understand you know so just to just to read into the record the written explanation that we received from the finance director regarding this budget amendment it reads an example of this is if you had planned on spending 10,000 in a year on your property taxes and 10,000 that same year for your children's education but the education costs only totaled 8,000 and the property taxes ended up costing 12,000 you can quote transfer 2,000 from your education budget to your property tax budget and still end up at the same result 20,000 of total expenses that was that was the explanation does that tell me what that means it means nothing to us it means nothing okay it just giv to me it gives an example for people knowing where money is shifted and different funded but it doesn't tell you what's actually shifting and where money's moving Dave well just trying to explain how you can shift Mone in ordinance 20221 166 which was approved in December of last year the 2023 annual Appropriations ordinance it was $3,466 460 it's still $3,466 460 it has not moved up a penny that's the bottom line but this partic but this council is responsible for the we are the only ones that theoretically are able to spend any money we've been told that a number of times but when it's not made clear in a timely manner for us to be able to take a look at it that to me does not make sense and does not follow through with our responsibility so and I will and I will answer that that up to this point I have supported all Appropriations but the we need to take a look at it we need to be able to have information in a better way that's all you made your feelings known and move on from that uh resolution number 20237 uh uh is a resolution authorizing Gregory smola to retain possession of his firearm and Badge of office upon retirement and I noticed that he Chief has 33 years of service and uh I I now I remember because I it sponsored the deer hunting Orin way back yeah 15 18 16 years ago know we had members of the force that were very helpful in setting the guidelines and I guess I see that uh uh Gregory was one of the the fellows that worked on that then but uh uh so we we wish him well and again he has quite a a great resume that he's had over the years so thank you vice mayor yeah same with resolution 20238 hold our expected retirements after long services to the city of Independence we wish them both the best and that is resolution 20238 it's authorizing Mark hoid to retain possession of his firearm and Badge of office upon retirement and his resume is also equally impressive too and 25 years of service so uh we hate to see good people we there but the people that have been brought on the last few years are just equally outstanding too so we're excited with their younger they leg everything nowadays you have to be uh even faster moving to get some of these criminals that been thank you vice mayor we are very fortunate to have such great officers and we will keep in touch with them uh very much so our retirees are very important to us very good thank you Chief no no problem putting this on the consent agenda this evening and I believe mayor that takes care of everything all right yeah I'm just want to put in the record to that on that ordinance 2023 1119 there was the detailed adjustments here for every line item that was included in that legislation so if you wanted to see the the line by line
