AS YOU GUYS KNOW, THIS IS SOMETHING WE DISCUSSED IN EXECUTIVE SESSION, AND I'M GOING TO BE CIRCUMSPECT IN MY COMMENTS WITH THIS SO AS NOT TO DELVE INTO THINGS WE TYPICALLY DISCUSSED IN EXECUTIVE SESSION. AS Y'ALL PROBABLY REMEMBER, I RAISED THE ISSUE THAT THIS DEVELOPER BOUGHT THIS PROPERTY KNOWING THAT THEY NEEDED TO MAKE SIGNIFICANT RENOVATIONS TO MAKE IT MARKETABLE. THAT'S PART OF THEIR BUSINESS PLAN. IT'S SOMETHING THAT THEY WERE GOING TO DO ANYWAY. IN THE TYPICAL CONTEXT OF CORPORATE RELOCATIONS, WE HAVE TYPICALLY ONCE SOMEBODY IS ALREADY, YOU KNOW, GOING TO BE DOING SOMETHING ANYWAY, WE DON'T INCENTIVIZE THAT BECAUSE, OF COURSE, THE POINT OF AN INCENTIVE IS TO CAUSE SOMEBODY TO TAKE AN ACTION, NOT TO PAY THEMOR SOMETHING THAT THEY WERE ALREADY GOING TO DO ANYWAY. SO THERE WAS AN EXAMPLE WHERE, FOR EXAMPLE, THERE WAS AN ECONOMIC DEVELOPMENT INCENTIVE UNDER CONSIDERATION, AND IT TURNED OUT THE COMPANY ALREADY SIGNED A LEASE SO WE DIDN'T INCENTIVIZE THAT BECAUSE THEY ALREADY SIGNED THE LEASE. HERE YOU CAN GO BACK TO EVEN JANUARY, ALMOST A YEAR AGO, AND THERE ARE PRESS RELEASES ABOUT THE THINGS THAT THIS DEVELOPER IS GOING TO DO, WHICH IS FANTASTIC. I APPRECIATE THE INVESTMENT IN THE CITY OF PLANO. AND I UNDERSTAND THAT BECAUSE OF FINANCIAL DIFFICULTIES, BECAUSE OF INTEREST RATES, BECAUSE OF CONSTRUCTION COSTS, THERE ARE THINGS THAT WOULD BE COMING OUT OF THE PROJECT THAT, YOU KNOW, THAT WE WANT TO GO BACK INTO THE PROJECT TO MAKE THIS AS HIGH QUALITY AS IT CAN BE. BUT IN THE TAX IMPACT ANALYSIS, I THINK THAT IT WOULD BE SENSIBLE TO LOOK AT THIS AS JUST GIVING IT CREDIT FOR THE DIFFERENCE BETWEEN WHAT THE DEVELOPER WOULD BE DOING IN THE ABSENCE OF THE INCENTIVES AND WHAT THEY WILL DO IF WE GIVE THEM THE INCENTIVES AND, YOU KNOW, AS WE KNOW, THIS IS ESSENTIALLY A BREAK-EVEN TAX IMPACT ANALYSIS EVEN WITH GIVING CREDIT FOR THE ENTIRE DIFFERENCE BETWEEN THE STATUS QUO TODAY AND EVERYTHING THE DEVELOPER IS PLANNING TO DO. BUT IF WE ONLY GIVE CREDIT FOR THE DIFFERENCE BETWEEN WHAT THEY WOULD DO WITHOUT OUR INVOLVEMENT AND WHAT THEY WILL DO WITH OUR INVOLVEMENT, WHICH I THINK IS THE RIGHT WAY TO LOOK AT THIS, BECAUSE THAT'S ALL THAT WE'RE ACCOMPLISHING WITH THE INCENTIVES IS GETTING THEM FROM WHAT THEY WOULD DO ANYWAY TO WHAT THEY WILL DO WITH OUR INVOLVEMENT. THEN THE TAX IMPACT ANALYSIS WOULD LOOK VERY DIFFERENT,ND WE WOULD BE NOWHERE NEAR RECOVERING THE AMOUNT OF OUR INVESTMENT THROUGH ADDITIONAL PROPERTY TAX REVENUE GOING FORWARD. AGAIN, THERE'S MUCH MORE I'D LIKE TO SAY, BUT BOTH BECAUSE OF SMART BREVITY AND BECAUSE OF RESPECTING THAT THESE ARE MATTERS WE TYPICALLY DISCUSS IN EXECUTIVE SESSION, I WILL PROBABLY END THERE AND JUST SAY I THINK THAT, YOU KNOW, THAT THIS INCENTIVE, WHILE THIS PROJECT IS APPROPRIATE FOR AN INCENTIVE, I THINK THE AMOUNT OF THE INCENTIVE IS TOO LARGE IN THIS CASE AND THAT THE ROI WOULD NOT JUSTIFY THIS AMOUNT OFN INCENTIVE. >> SO MAYOR AND COUNCIL, REAL QUICK. I'VE HAD EXTENSIVE DISCUSSIONS WITH COUNCILMAN RICCIARDELLI ABOUT THIS. THIS IS THE NEW BUILDING MODERNIZATION PROJECT WE'RE TALKING. THE GOAL IS TO INVEST IN REAL PROPERTY IN A WAY THAT HELPS MAKE THE COMMERCIAL REAL ESTATE MARKET IN PLANO MORE ROBUST, MORE ATTRACTIVE TO THE NEEDS THAT ARE CURRENTLY IN THE ENVIRONMENT FOR LEASING. SO THIS IS A NEW PROGRAM THAT WE'VE D. THIS PROGM, BECAUSE OF WHEN WE STARTED IT, THERE ARE ACTUALLY TWO PROJECTS THAT HAVE BEEN ONGOING THAT APPLIED FOR THE PROGRAM AFTER WE HAD ACTUALLY CREATED THE INCENTIVE. SO THIS IS ONE OF THOSE. WHAT WE'RE ATTEMPTING TO DO WITH THE INCENTIVE IS TO ENSURE THAT THE PROJECT IS FULFILLED IN A WAY THAT WILL MAKE IT THE MOST ATTRACTIVE AND, UNFORTUNATELY, THIS PARTICULAR PROJECT WAS FACING CUTS TO THE PROJECT THAT WOULD IMPACT THE OVERALL APPEAL IN OUR OPINION, TO BE ABLE TO BE IN THE MAET. SO THAT'S WHY WE PROPOSED IT THE WAY WE HAVE PROPOSED IT, USING THEIR SPECIFIC ITEMIZED ELEMENTS, AS FAR AS WHAT WOULD BE COMING OUT OF IT. SO THAT'S HOW THOSE NUMBERS CAME TO FRUITION. AS THE COUNCILMAN SAID, ONCE YOU START LOOKING AT JUST THE IMPROVEMENT THAT WE'RE INCENTIVIZING, THERE DOES BECOME SOME OTHER PHILOSOPHICAL DISCUSSIONS I'LL REFRAIN FROM TALKING ABOUT, AND WE'LL TALK ABOUT THAT FURTHER IF WE NEED TO HAVE A POLICY DISCUSSION. SO I BELIEVE YOU ARE FAMILIAR WITH THIS AREA, BUT THERE ARE GRAPHICS BEFORE YOU THAT SHOW REALLY MODIFICATIONS. YOU CAN SEE THE PLANS THAT HAVE BEEN ADOPTED. THE LOTTING HAS BEEN INCLUDED AND OUR GIS SYSTEM. YOU CAN ALSO S T PROGRESS TO DATE ON THE AERIAL PHOTOGRAPH ON THE RIGHT SIDE. SO QUITE A BIT OF PROGRESS THAT'S MOVING ALONG ON THIS PROJECT. SO WITH THAT, A LITTLE HISTORY. YOU KNOW, THIS ZONING DISTRICT WAS ESTABLISHED IN 2018. THE FIRST PHASE OF THE CONSTRUCTION PROJECT INCLUDES MANY SINGLE-FAMILY AND DUPLEX HOMES. SO BUILDING PERMITS HAVE BEEN SUBMITTED, AND UPON REVIEW OF THOSE, WE'VE FOUND THAT THE BUILDING PLANS DID INCLUDE SOME ROOF PROJECTIONS THAT WERE PART OF THE CITY'S RIGHT-OF-WAY. SO SOME PROJECTIONS ARE ALLOWED UNDER THE ZONING, THINGS LIKE AWNINGS CANOPIES GUTTERS ANYTHING THAT'S DETACHABLE. AND THERE IS ALSO 100% LOT COVERAGE THAT IS ALLOWED UNDER THE ZONING DISTRICT. SO AS FAR BACK AS THE ORIGINAL ZONING, THIS IS ACTUALLY A STREET SECTION SAMPLE THAT YOU'RE SEEING HERE. SO I THINK STAFF WAS VERY FOCUSED ON THE STREET SECTION, BUT YOU CAN SEE THE ROOF LINE PROJECTIONS AT THE TOP THERE WAS SOME MISUNDERSTANDING, I THINK, BETWEEN THE DEVELOPER AS FAR AS WHAT PROJECTIONS MIGHT BE ALLOWED. SO ANYWAY, THE BUILDING PLANS CAME IN, AND THERE WERE SOME PROJECTIONS. RATHER THAN HAVING THEM GO BACK AND REDESIGN ALL OF THE SINGLE-FAMILY RESIDENTIAL PRODUCT, THIS ZONING AMENDMENT IS COMING BEFORE YOU TO ALLOW THAT TO PROCEED. IT ALSO WL REQUIRE APPROVAL OF A CITY-ISSUED LICENSE AGREEMENT ON THOSE LOTS THAT DO INCLUDE UP TO A TWO-FOOT PROJECTION. SO THIS IS THE LANGUAGE THAT IS RECOMMENDED BY THE PLANNING AND ZONING COMMISSION. YOU SEE THEY ADDED AN ADDITIONAL SENTENCE OF BUILDING (INDISCERNIBLE) DECORATIVE IN NATURE AND SHOULD NOT CREATE ADDITIONAL SQUARE FOOTAGE. BOTH LANGUAGE PROPOSED BY THE DEVELOPER AND ADDITIONAL LANGUAGE ADDED BY THE PLANNING AND ZONING COISSION. THERE E TWO OTHER AMENDMENTS THAT STAFF AND THE PLANNING AND ZONING COMMISSION ARE RECOMMENDING. THESE ARE REALLY, I WOULD SAY, CLEANUP ITEMS, INTENDED TO CLARIFY THROUGH THE PLAN REVIEW PROCESS. ONE IS ABOUT CLARIFYING THE INDEPENDENT LIVING FACILITIES ARE PERMITTED ON BLOCK S, AND THE OTHER IS ABOUT THE FLOOR AREA RATIO. I'LL QUICKLY GO OVER THOSE. THE DEVELOPMENT PLANS, AGAIN, VERY COMPLICATED. YOU CAN SEE IN THE GRAPHIC ON THE RIGHT SIDE -- MAYBE YOU CAN'T BECAUSE IT'S VERY SMALL. BUT THERE'S INDEPENDENT LIVING AS SHOWN ON BLOCK S IN MULTIPLE LOCATIONS ON THE DOCUMENT. HOWEVER, THERE'S ALSO A TABLE WHERE THAT'S OMITTED SO WE WANT TO MAKE SURE THAT'S SHOWN IN ALL LOCATIONS. AND THEN ADDITIONALLY, THE BLOCK AA THAT INDICATES THE STREET, BECAUSE OF THE BUILDING PROJECTION THAT GOES OUT OVER THE STREET THAT YOU CAN SEE IN THIS RENDERING, SEE HOW THAT BUILDING EXTENDS OVER THE STREET. FAR IS FLO ARE RATIO, AND THAT IS INTENDED TO REGULATE LOT COVERAGE. BUT WE DID MENTION TO THE PLANNING AND ZONING COMMISSION THAT WE MAY WANT TO LOOK AT SUCH A POLICY IN THE REWRITE OF THE ZONING ORDINANCE. THIS IS IN CONFORMANCE WITH THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN, WHICH IS DOWNTOWN CORRIDORS. IT WOULD BE A RETAIL-TYPE LAND USE. IT DOES MEET THE DESCRIPTION AND PRIORITIES AND IS NEUTRAL TO THE REDEVELOPMENT OF REGIONAL TRANSPORTATION CORRIDORS POLICY. THERE WERE NO COMMENTS IN THE 200-FOOT BUFFER. DIFFERENTIATING FACTORS FOR MY STUDIO, I WOULD HAVE AN EARLIER OPENING AND CLOSING TIME. THAT WAY I COULD GET MY CLIENTS IN AND OUT AT AN EARLY TIME. THEY COULD STILL HAVE TIME LEFT. JUST A BRIEF FUN FACT THAT THE TATTOO INDUSTRY IS GROWING,S CONTINUING TO GROW AT A PRETTY GOOD RATE. LET'S SEE, THE GLOBAL TATTOO MARKET SIZE WAS VALUED AT $1.8 BILLION IN 2022 AND IS PROJECTED TO GROW FROM $2.04 BILLION THIS YEAR TO 3.93 BILLION BY THE YEAR 2030. THE TATTOO INDUSTRY HAS BEEN INCREASING BY NEARLY 10% EVERY YEAR FOR MORE THAN A DECADE NOW. WHY DO PEOPLE GET TATTOOS, IF YOU'VE EVER WONDERE THAT? TO COMMEMORATE A LOVED ONE. THAT'S A REALLY GOOD REASON. SOME PEOPLE, WHETHER THEY LOST SOMEONE OR, YOU KNOW, THEY MIGHT WANT TO GET THEIR NAME IN MEMORY OF, THAT'S KIND OF LIKE THE TOP REASON. I ALSO WANT TO ADD THAT THIS REPRESENTS YEAR THREE OF OUR FIVE-YEAR 2020 THROUGH 2024 CONSOLIDATED PLAN. LET'S LOOK AT THESE ACTIVITIES. WE'RE GOING TO LOOK AT THEM BY THE HUD NATIONAL OBJECTIVE, WHICH THIS ONE IS UNDER DECENT HOUSING. THE CITY OF PLANO'S HOUSING REHABILITATION PROGRAM IS AN INTERNALLY RUN PROGRAM BY CITY STAFF, AND IT PROVIDE BH EMERGENCY AND NONEMERGENCY HOME REPAIRS TO LOW INCOME HOMEOWNERS. SO LAST YEAR, 20 HOMEOWNERS RECEIVED EMERGENCY REPAIRS. THE TOP THREE EMERGENCY REPAIRS THAT WE MADE ON HOMES HERE IN PLANO WERE HVAC, PLUMBING, AND BROKEN WINDOWS. AN ADDITIONAL LOW INCOME HOME BUYERS IN PLANO RECEIVED MORE SUBSTANTIAL HOUSING REHABILITATION. THE TOP THREE THERE WERE FOUNDATION, SEWER LINE REPLACE AM, AND WINDOWS FOR THE ENTIRE HOUSE. I WANT TO TELL YOU, THE AVERAGE AGE OF THESE HOUSEHOLDS, THESE 28, THE AVERAGE AGE OF THE HOUSEHOLD HOMEOWNER IS 69, SO WE I'M ALMOST CERTAIN I SAID SOMETHING SIMILAR LAST YEAR WHEN I SPOKE TO YOU ABOUT THIS. LET'S MOVE ONTO THE HUD OBJECTIVE OF SUITABLE LIVING ENVIRONMENT. SUITABLE LIVING ENVIRONMENT, I JUST WANT YOU TO THINK OF IT AS IMPROVING THE SOCIAL AND EMOTIONAL ENVIRONMENT OF A PLANO LOW INCOME RESIDENT. WHEN YOU LOOK AT THAT, EACH OF THESE PROGRAMS HERE, THEY ARE FUNDS THAT THE CITY OF PLANO RE IT THROUGH. WE DON'T TAKE ANY FUNDS OUT OF THIS. SO WE HAVE TEXAS MUSLIM WOMEN'S FOUNDATION. THEY PROVIDED COUNSELING, CASE MANAGEMENT, AND SHELTER SERVICES TO 37 SURVIVORS OF DOMESTIC VIOLENCE. WE HAVE THE HOMELESSNESS PREVENTION PROGRAM RUN BY THE ASSISTANT CENTER OF COLLIN COUNTY. I WANT TO LET YOU KNOW, 100% OF THAT PROGRAM IS FUNDED. CITY OF PLANO STAFF DOESN'T RECEIVE ADMIN FUNDING OR ANYTHING FROM THAT PROGRAM. THEY PROVIDED 116 PLANO RESIDENTS WH RENT A UTILITY ASSISTANCE TO KEEP THEM HOUSED INSTEAD OF BECOMING HOMELESS. WHEN YOU LOOK AT THE BOYS AND GIRLS CLUB OF COLLIN COUNTY, THEY PROVIDED AFTERSCHOOL, AS WELL AS SUMMER TRAININGS AND CLASSES TO 42 OF OUR AT-RISK YOUTH HERE IN PLANO. FINALLY, I'M GOING TO END HERE WITH THE FAMILY PLACE, WHO PROVIDED COUNSELING TO OUR YOUTH THAT ARE SURVIVORS OF FAMILY VIOLENCE, SOME OF THEM DOMESTIC VIOLENCE. SO YOU ALL HAVE BEEN GRACIOUS AS A CITY COUNCIL TO ALWS SET ASIDE $2 PER CAPITA IN THE FORM OF A BUFFINGTON COMMUNITY SERVICE GRANT FUNDS. IN THIS CAPER REPORT, WE WANT TO MAKE SURE WE HIGHLIGHT TO HUD THAT WE DO SPEND OUR OWN MONEY TO HELP PLANO RESIDENTS AS WELL. SO WE WERE ABLE TO ASSIST OVER 3,800 HOUSEHOLDS -- PEOPLE. LET ME REPHRASE THAT. OVER 3,800 PEOPLE THROUGH 18 ORGANIZATIONS, PROVIDING THEM WITH ANYTHING FROM SENIOR SERVICES TO TRANSITIONAL HOUSING TO YOUTH PROGRAMS, COUNSELING, MEALS, EDUCATION, A LAUNDRY LIST OF SERVICES WERE PROVIDED THROUGH THE BUFFINGTON COMMUNITY SERVICES GRANT FUNDS. THEN YOU ALL HAVE ALREADY HEARD THIS, WE ASSISTED 31 PEOPLE WITH OUR HHSP, HOMELESS HOUSING AND SERVICES PROGRAM THIS PAST YEAR. AND THAT IS FUNDED THROUGH THE STATE DEPARTMENT. THE IMAGE ON THE RIGHT IS A RENDERING OF WHAT THAT BUILDING WILL LOOK LIKE WHEN IT'S COMPLETE. FOR A PROJECT SUMMARY FROM A HISTORY STANDPOINT, THIS WAS -- THE RENOVATION WAS APPROVED WITH THE 2021 BOND REFERENDUM. THE SCOPE ITSELF INCLUDES THE EXPANSION OF THE APPARATUS BAY AND STORAGE. THAT'S THE LARGE BLOCKF RED THAT YOU SEE ON YOUR LEFT. IT ALSO INCLUDES ADDITIONAL EXTERIOR VEHICLE PARKING, RENOVATION OF THE INTERIOR DUE TO SIZE CONSTRAINTS. THE APPROXIMATE SQUARE FOOTAGE IS INCREASING BY OVER 6,000 SQUARE FEET. TONIGHT THE CONSIDERATION IS TO AWARD THE CONSTRUCTION. THIS IS A C-MAR AND GUARANTEED MAXIMUM PRICE JUST OVER $10 MILLION. I APOLOGIZE FOR THE DATE. THAT WAS SUPPOSED TO BE YESTERDAY. THE CONSTRUCTION IS EXPECTED TO START IN JANUARY OF NEXT YEAR AND RUN UNTIL THE APRIL 2025. OBVIOUSLY THE DESIGN HAS BEEN COMPLETE. THERE ARE SOME OTHER DESIGN COMPONENTS LIKE MATERIAL TESTING, ASBESTOS, THINGS LIKE THAT, THAT ARE INCLUDED WITH DESIGN. THEN THERE WILL BE SOME OTHER ADDITIONAL COSTS. WE HAVE TO TEMPORARILY RELOCATE FIRE DEPARTMENT STAFF THAT WILL BE IN THAT BUILDING. THERE'S SOME UTILITIES THAT HAVE TO BE ADJUSTED, AS WELL AS SOME TECHNOLOGY EQUIPMENT AND FURNITURE.
