e e e e start this meeting uh 2 minutes late thank you  city manager for uh deciding to join us today   after all sorry for actually doing business right  up to the end here this is City Hall we don't do   work here Bob come on thank you Mike all right  Mr manager the floor is yours thank you council   member um I don't have anything on you have three  proclamations uh nothing to highlight on page one   on page two uh you established a date of October  15th to bring the k96 Improvement project um issue   back to the council um so we have to put it on  but the but we don't have any new information   from K do regarding an updated timetable  for the project so we're recommending that   you simply um bring this item back up and then  table it indefinitely and then when we do have   more tangible information about the future of the  k96 project we'll bring it back to you actually   we'll bring it back to the park board and then  bring it to you will we have to go back to Park   Board again yes because this specific item um  they should because we don't know timetable or   what the changes to the project could be Mak y um  on new business number one this would approve a   letter of intent for for a $30 million IRB project  for 114 units of affordable housing at 155 North Market number two um we're going to  remove that from the agenda uh the   Planning Commission was to consider  that this week and apparently they   lost Quorum before they considered this  item so we can't we shouldn't bring it to   you until after the Planning Commission has  has uh heard it so that'll come back to you in November page three number three and actually  really three four and five are all adoptions of   international building codes the 2024 editions the  first one and number three it's the uh mechanical   fuel gas and residential codes number four is  the existing buildings code and then number   five is the actual building building code itself  do these go to the county too I believe the county   also considers them have they voted in yet they'll  probably do it the day after you do I but I I you   know what oh so they already have thank you Chris  they make any changes or recommendations or they   passed us presenting thank you thanks Chris all  right uh number six is uh you would approve the   2025 cultural funding recommendations from the  Cal funding committee um just for my colleagues   um due to a personal conflict of interest I will  be abstaining from this vote thank you uh number   seven would approve the purchase of license  plate readers and shot DET detection equipment   to support the real-time information center and  a majority of that those expenses will be Grant   funded Grant funded okay page four number eight  would approve a professional Services agreement   with operational Technical Services for temporary  supplemental Staffing at the new water treatment plant non-consent planning agenda number  one this is an item that has been in front   of you before it's been modified since you saw it  last it would cons you would consider an amended   request to increase the square footage  for a restaurant uh and at Douglas and Oliver that's all I have on page four  nothing on page five page six 3A would   approve a 2025 agreement for to help fund  best management practices to improve water   quality in the cheny lake Watershed we've  had this contract in place for a number of years uh 3B would approve uh kdhe Grant agreement  for Waste reduction education materials and   neighborhood cleanup assistance basically the  purchase of gloves for residents in neighborhood cleanups 3C would approve a $65,000 Grant  from kdhe to assist with the city's air   quality program that's all I have on six page  74a would approve a $589,000 change order for   the op3 program to reflect uh more work than  originally anticipated for base pavement   repairs um associated with this with the  overlay program that's all I have on page   seven page 87 would approve the low bid for  water me meter extension project in District   Six it's $86,000 over the engineer's estimate  we're asking to proceed with the overestimate bid Council risel that's all I have  all right any questions for the city manager okay did we uh cancel the um director's  report for today we did I thank you I'm sorry   thanks for bringing that up um the presenter  is ill and so won't be able to to present today   okay I know you were anxious to hear about it  who is it going to be I don't it was going to   be about Ai and its use in City operations oh  that is interesting we'll bring it back oh so   make trying to get my tin foil hat for that  one yeah I will tell you it's a Hot Topic it   was um uh subject to a number of presentations  at our International Conference a couple weeks   ago lot of discussion well we don't need a  south of catalog that's where the resistance starts all right um any announcements or  anything for the good of the group The Good   of the city Becky uh Sunday is open streets ICT  my favorite day of the year U from noon to 5:   all the way from College Hill to Delo everybody  remember Douglas will be closed down we also   have the prairie fire but um just an excellent  opportunity for the community to get out celebrate   witcha um there's lots of activities there's food  trucks there's vendors for-profit non-for-profit   entities are there so um just a a really really  important day in our city of witchta and it looks   like the weather is supposed to be perfect so  hope to see you all at open streets noon to 5   Sunday yeah thank you Mike I'd like to thank uh  Jeff at the water department gave our district   Advisory Board a tour of the water treatment plant  he is absolutely unbelievable and knowledgeable   and extremely interesting tour so just to thank  him very much and they really everybody really   enjoyed it so so you you had your dab at the  water treatment plant was this did you bring   all 110 attendance to the we the in the admin  building okay until the library is done oh okay so   I said why not have a uh two the treatment plant  they're setting a pretty high standard for the   rest of us here now we all have to have tours of  the treatment plant for dab you get a BNR okay yes   we'll take it to the BNR PLS mayor hoisel I was  thinking in lie of having the director's report we   could all go drive tractors I I concur I concur my  mayor temporary mayoral powers that last until the   end of this meeting we should do that just show  us your CDLs and everything will work [Laughter] fine anything uh today I my bik's broken they  turned it off um hosting unity in the community   in my district but instead of a March we're doing  a tailgate um and it's going to be in partnership   with West High you know so the mo um it's going  to be at Friends University at 5 o'clock we're   hosting ice cream sandwiches West High bring  hot dos hambers to join out and cheer on West   all right that's happening at the stadium of The  Undefeated Friends University Falcons the Fighting   Falcons yeah um you have to struggle not to find  something to do this weekend yeah and if you're   you're looking for um some spooky stuff to do the  drivein Saturday night Friday and Saturday night   they have The Nightmare Before Christmas followed  by Rocky Horror Picture Show so um I don't know   that you need to necessarily keep the kids around  for the second movie but and then uh Sunday   evening they have um Dracula the 1992  version so always a good time to come   on out and again got to love spooky season so  um with that I guess we're done here everybody   have a good weekend and look forward  to seeing everybody
